    Description: During the 13th Legislature of the Italian Republic the phenomenon of parliamentary mobility, that is of the passage of MPs and Senators from one political group to another, assumed significant dimensions in terms both of the number of representatives involved, and in terms of quality, in view of the creation of governments through the decisive contribution of deserter MPs, sometimes joined together in specially created groups. The aim of the work is to review the principles of political representation, retracing their genesis and their translation in the constitutional and legislative arena and in parliamentary regulations, testing the viability of the traditional reconstructions of the national representation of the parliamentarian.
    Description: Il fenomeno della mobilità parlamentare, cioè del passaggio di deputati e senatori da un gruppo politico ad un altro, ha assunto nella trascorsa XIII legislatura dimensioni estremamente rilevanti sul piano sia quantitativo, per il numero di parlamentari coinvolti, sia qualitativo, per la nascita di governi grazie al decisivo appoggio di parlamentari transfughi, talora riuniti in gruppi creati ad hoc. L'opera si propone di ritornare sui principi della rappresentanza politica, sulla loro genesi e sulla loro traduzione in sede costituzionale, legislativa e nei regolamenti parlamentari saggiando la proponibilità delle tradizionali ricostruzioni sulla rappresentanza nazionale del parlamentare.

    Description: This volume represents the natural development of the theoretical conclusions which the author arrived at in a previous publication, devoted to the passage from the mandate prohibition to the party mandate. The analysis of the provisions present in the Spanish system as regards parties and Parliamentary groups, and in particular those aimed at countering the phenomenon of Parliamentary transfuguismo or switching, effectively confirms that it is possible to draw from the traditional principles on political representation meanings that better fit the peculiar role that the parties play within the current representative democracies, without undermining their foundations. Hence the necessity to define solutions of various kinds - constitutional, legislative, regulatory, conventional - designed to guarantee that the elected member respects the party mandate received from the voters.
    Description: Questo volume costituisce il naturale sviluppo delle conclusioni teoriche cui è pervenuto l'autore in una precedente pubblicazione, dedicata al passaggio dal divieto di mandato al mandato di partito. L'analisi delle disposizioni presenti nell'ordinamento spagnolo in tema di partiti e gruppi parlamentari, ed in particolare di quelle dirette a contrastare il fenomeno del transfuguismo parlamentare, conferma infatti che è possibile trarre dai tradizionali principi sulla rappresentanza politica signifi cati più conformi al ruolo peculiare che i partiti svolgono nelle attuali democrazie rappresentative, senza con ciò minarne le fondamenta. Da qui la necessità di defi nire soluzioni normative di varia natura - costituzionale, legislativa, regolamentare, convenzionale - atte a garantire il rispetto da parte dell'eletto del mandato di partito ricevuto dagli elettori.

    Description: "This book is a study of elections to the representative organ of Norway's indigenous people, the Sámi. Based on quantitative and qualitative research, the anthology examines various aspects of elections to the Sámi Parliament, both in general and regarding the 2017 election in particular. The nine chapters delve into a wide range of topics, from voter behaviour and election results to more fundamental questions regarding indigenous representation and organizing in Norway. The book covers five main themes. First, Sámi identity and criteria for voter registration. What are considered acceptable grounds for claiming to be Sámi, and what criteria do people use when judging others as Sámi or non-Sámi? When is one ‘Sámi enough’ to qualify for the right to vote? These questions have a bearing on the very core of Sámi politics: who should be allowed to choose representatives on behalf of the Sámi people? Second, Sámi civil society. How do organizations that represent Sámi persons and Sámi interests relate to the Sámi Parliament? Third, voter turnout. How do we explain non-voting in a system where, unlike those for other elections in Norway, one must actively register in advance to be able to vote? And what about the fact that voters in municipalities with fewer than 30 registered voters must vote in advance? Do these circumstances depress voter turnout? Fourth, the party-political landscape. What differentiates supporters of the different parties? Are there clear differences that make it easier for voters to identify the distinctions between the parties? Finally, elections and voter information. Where do voters find information about this election? We look specifically at how parties and voters find each other in South Norway, the largest constituency in the country, and yet one in which Sámi parliamentary elections are rarely covered by the media.     Description: "Volunteering and political activism are two key forms of civic engagement. There is a broad consensus that civic engagement, which often involves participation in various forms of collective action, is a cornerstone of a well-functioning democracy. Civic engagement and participation in collective action have traditionally been linked to social movements and voluntary organizations. Collective action is, however, changing as a result of societal- level processes of change, such as digitalization, the emergence of social media, individualization and globalization. This book investigates how these social changes have affected the ways individuals participate in different forms of collective action. What consequences does digitalization have for civic engagement in Norway? Is the distinction between volunteering and political activism about being wiped out? Are new organizational forms arising as a result of digitalization and individualization? Has globalization led to new forms of transnational networks? And more generally, are the traditional forms of collective action, rooted in civil society organizations, replaced by a new form of ""connective action""? Based on a variety of data sources, including survey data, case studies and in-depth interviews, the authors paint a broad picture of how different forms of collective action and civic engagement in Norway are influenced by processes of social change. The analyzes in this book are based on a five-year research project within the Center for Research on Civil Society and Voluntary Sector, funded by the Ministry of Culture.     Description: Collection of writings on Salvatore Mannironi's life (1901-1971). Founder of the People's Party after World War I, lawyer and journalist in the 1920s and 1930s in Nuoro, stronghold of the antifascism of an educated and courageous professional bourgeoisie. Mannironi, in the post-World War II period, would be one of the most active members of the Commission of 75 in the Constituent Assembly, later a Christian Democratic parliamentarian for five terms in the House and Senate, undersecretary of key ministries, and finally a minister. Private correspondence, articles, records of the repressive apparatuses during the regime, and parliamentary reports composed a picture that transcends the individual biography by revealing the commitment of the new ruling class, that would build the foundations of the Italian republican democracy by opening it to regional autonomy.

    Description: Taxation is what the European Union lacks today. EU is an area of rights without duties or, rather, in which duties (including taxation) exist only vis-à-vis the individual member states to which they belong. European citizenship is therefore halved, because it is indistinguishable from national citizenship and does not express solidaristic belonging to a supranational community. The investigation into the Union's own tax is the means to address broader issues related to the being of the European Union and its citizens and having at their core the transnational declination of solidarity. The economic and financial profile - inextricably linked to the tax and its revenue - transcends into the centrality of the uses, i.e. the goods and services that the Union may be able to provide, and the indispensable overcoming of the national particularisms that this implies.

The author points out how Trentin participates in the life of the European Parliament with the same intellectual setting that led him heretically to argue that "freedom comes first". Political Europe comes first, he argued. The importance of a political Europe in the governance of globalization is, in fact, central to his tenure in the European Parliament and his battle for the approval of the European Constitution project.

The conference saw a wide participation of interventions and public debate, and dealt with the issues concerning the decentralisation of educational and scientific activities in the municipalities of the Province of Florence, with particular reference to the university settlements of Calenzano, Scandicci, Sesto Fiorentino, Vaglia, Figline Valdarno, San Casciano Val di Pesa and the district Circondario Empolese Valdelsa. The conference was conceived as an occasion of meeting and dialogue between Mayors of the Province, local administrators and deans of university degree courses. It highlighted the multiplicity and differentiation of the activities as well as the complexity of the problems related to the development of study courses in the different social-economical realities of the municipalities of the Province of Florence.

    Description: Society’s use and management of water relies on professional expertise spanning diverse fields: from biology and technology to economics and law. This book examines current issues related to regulating water through chapters summarizing various sets of regulation as well as chapters that take a scientific deep dive into selected themes. The diversity of professional expertise is also reflected in the law aspect. We explore such subjects as surface runoff, natural disasters, drinking water, groundwater, salmon, hydropower, and human rights, as well as general impact assessment requirements and duty of knowledge in environmental law administration. A key objective of the book has been to provide an interdisciplinary understanding of the legal circumstances associated with water, and in addition, deliberate the pros and cons of some of the current regulations. This book will be particularly useful for those who in various ways support and facilitate procedures within the public sector at both the national and municipal levels. It will also be useful for private sector actors seeking familiarity with legal questions that can arise in relation to public administration and other private actors. From a broader perspective, we hope the book can help to throw light on conflicts between different interests and groups within society that occur, for example, when introducing fees, special injunctions against private actors, and requirements for knowledge basis. This book project is the result of legal research conducted at the Norwegian University of Life Sciences (NMBU) and is supplemented by national expertise in several areas. It has been edited by Steinar Taubøll, a professor at NMBU’s Department of Property and Law. Taubøll has a background in both law and the natural sciences, and extensive experience with interdisciplinary work.
    Description: Håndtering og bruk av vann i samfunnet krever et faglig mangfold fra biologi og teknikk til økonomi og juss. Denne boken drøfter aktuelle temaer knyttet til rettslig regulering av vann, både i form av oversiktskapitler om ulike regelsett og gjennom vitenskapelige dypdykk i utvalgte temaer. Den faglige spennvidden gjenspeiler seg også innen det juridiske. I boken finner man stoff om overvannshåndtering, naturfare, drikkevann, grunnvann, villaks, kraftutbygging, menneskerettigheter, samt om generelle utredningskrav og kunnskapsplikter i miljørettsforvaltning. Et sentralt siktemål er å bygge opp tverrfaglig forståelse av gjeldende juridiske forhold knyttet til vann, og dessuten sette noen av dagens reguleringer under debatt. Boken retter seg særlig til de ressurspersonene som på ulike måter støtter saksbehandlingen i stat og kommune. Boken antas også å være nyttig for private aktører som vil gjøre seg mer kjent med rettsspørsmål som kan oppstå i forhold til forvaltningen og til andre private aktører. I et bredere perspektiv er det dessuten ønskelig at boken kan bidra til å belyse konflikter mellom ulike hensyn og grupper i samfunnet, for eksempel ved innføring av gebyrer, pålegg rettet mot private, innføring av tyngende vilkår og krav til kunnskap og faktagrunnlag. Bokprosjektet springer ut av den juridiske forskningen ved Norges miljø- og biovitenskapelige universitet, og har i tillegg knyttet til seg nasjonal spisskompetanse på mange temaer.     Description: The services for people with addiction and mental health problems and have received increasing attention, both in the public debate, among users and professionals and not least from political authorities. There is political agreement on the importance of prioritizing the field, when at the same time there is disagreement on whether the services will actually be better by present-day reforms. In National Policies and Local Challenges, the authors explore the organization of services for people with addiction and mental health illness, from initiatives to improve the services at the level of national government to implementing changes in local service provision by municipalities. We discuss one of the most challenging questions in the modern welfare state: How should services be organized so that both users and service providers experience them as coordinated and integrated? The authors address these issues by referring to key features of national policy and change processes that can be observed in a selection of municipalities. The book also refers to analyses of experiences with various measures and services related to work, housing and prison care and correctional services. The anthology is based on a research project that studies the coordination and integration of services for people with complex addiction and mental disorders. The book is based on political science and organizational theoretical perspectives, and aims to provide insight into the usefulness of such perspectives in the analysis of welfare state's challenges when complex needs are addressed. The target group for the book is researchers, students and employees in local government – as well as practitioners who work with users with complex and complex needs. The book is edited by Catharina Bjørkquist, professor at Østfold University College, and Helge Ramsdal, professor emeritus at Østfold University College.

    Description: Attempts to adapt the idea of sovereignty in order to understand the phenomenon of European integration inevitably lead to two opposing theoretical representations: on the one hand, to configure European integration as a process derived from and legitimised by state sovereignty; on the other hand, on the contrary, to consider the European Union as the locus of sovereign legitimation and that this radiates out over the member states. These reconstructions are inadequate: on the one hand, they employ a notion of sovereignty that does not fit the plural organisations of state, and, in particular, the idea of federalism, and, on the other hand, they were unable to valorise the original features of the EU system, its functioning and relations with the member states. The aim is to investigate the prerequisites and limits of the Union's tax power and, to this end, the question of the (preferable) qualification of the Union will be addressed first; then, that of the contents and boundaries of the Union's tax competences in order to verify the ownership of a power to introduce own taxes, having regard to the regulatory function of the Union and the instrumental function for the establishment and functioning of the Economic and Monetary Union (EMU).

    Description: The governance of financial resources in a solidaristic key characterises, in the present age, the national systems of European countries, but it is legitimate to ask whether the same is true at the level of the European Union system. The question must be approached with attention to the two sides of the financial phenomenon: that of revenue and that of expenditure. For both profiles, therefore, it is of interest to investigate the presence of solidaristic elements, starting from the assumption of the profound diversity between systems and therefore taking into account the possibility that the rate of financial solidarity found in the supranational system is of a lower degree than the domestic one; and that the manifestations of this solidarity may take on new and original connotations, destined to add to those traditionally applied in national contexts. The aim of this contribution is therefore to develop a reflection on the ways in which financial resources are raised and spending choices are made in the European system, in order to highlight the peculiar features of the mechanisms operating there and to make an assessment of the manifestations of solidarity that can be recognised.

    Description: This book examines legal and state theoretical ideas on the relationship between religion and state, and its significance for the politics of religion in Norway in the 19th century. The main sources are Norwegian and Danish literature on legal and state theory, including literature that interprets the Constitution’s provisions on religion. The analysis shows that constitutional and state philosophical theories on religion and state had significant impact on the development of the politics of religion in Norway.

    Description: The theme of solidarity between European Union (EU) member states lies at the heart of the European integration process itself, in the context of an ongoing tension between the renunciation of national sovereignty, driven by a drive for cooperation, and the maintenance of prerogatives of strategic interest to states. In fact, the EU was born from the decision of its members to pool selected aspects of their sovereignty, in a process whose evolution is expressed both in the choice of community policies and in the availability and methods of financing those policies. These are two sides of the same coin, that of the Community budget, which is the operational instrument that supports and accompanies the major steps in the EU's evolutionary process. Indeed, since the 1980s, the Community budget has represented the instrument capable of holding together on the one hand the process of economic liberalisation and on the other the objective of social integration between countries that had different starting conditions. However, cooperation and solidarity are aspects that need to be strengthened today, albeit in new dimensions. The financial crisis has brought about a new acceleration in the coordination of national fiscal policies, without, however, generating the missing piece to European economic policy, namely an autonomous fiscal capacity, endowed with taxation power, on which a full fiscal union would be based.

    Description: The essay focuses on the role of trade union in the European integration, the strengthening of the European Trade Union Confederation, the European social dialogue and the relationship with the the President of the European Commission Delors. In particular, the essay illustrates Trentin's commitment to the recognition of a more straightforward negotiating role of the social partners. This was reached in 1991 when Ces, Unice and Ceep claimed from Delors' Commission the possibility of mandatory consultation in order to be able to negotiate directly afterwards, on all social issues on which the Commission intended to legislate. A diplomacy labor effort that later led to the establishment in 1992 of the European Social Dialogue Committee.

    Description: Bruno Trentin’s biography represents an ideal prism on the Lefts from the Cold War to globalization, technological innovation and integration processes, and the dialectic between equality and freedom in international communism, the labor movement and European socialism. In addition to his role as “passeur” between Italy and France, Trentin also established a transnational circuit of intellectuals, trade union and political leaders, communists, socialists, democratic Catholics, who crossed the orthodoxies of the Twentieth century, in the name of trade union autonomy and a libertarian socialism based on the indissoluble relationship between Rights, Europe, Federalism. With such interpretative keys, the essay explores the period of the CGIL General Secretary, the election to the European Parliament and the last political interventions (1988-2007).

    Description: "The premise of Elected Officials and Political Leaders is that every elected politician is a political leader. This anthology looks at political leadership in Norwegian local governments and explores how to understand this form of leadership. Passing resolutions is an important part of an elected official’s job, and public discourse can suggest that such work is itself the essence of political leadership. This is a central concern in the book, which argues that political leadership also consists of grasping and understanding issues, setting agendas, proposing solutions and mobilizing support for them. With this broad view of political leadership, the book is organized around four paradoxes associated with the political-administrative system in Norwegian municipal government: the conflict paradox, the administration paradox, the transparency paradox and the democracy paradox. The chapters describe and discuss these paradoxes, the tensions they are based on and how opposing interests can be balanced in a constructive way, both for the local public sector as a whole as well as the individual councils and councilors. The book provides examples of how elected leaders can strengthen their political leadership, not least through a systematic comparison with Danish municipal governments. Important points in each chapter are also emphasized in interviews with political and administrative leaders who share their experiences with the authors. The book concludes with a discussion of how political leadership can be further developed and strengthened, both through changes in the institutional framework for Norwegian local governments and through dialogue and reflection within the individual municipal councils."
