    Description: The conception of sustainability, in land governance, goes beyond environmental protection in that, beyond the environmental profile, it includes the economic and social profile. It therefore highlights the need to make the requirements of economic development compatible with those of natural resource protection, equity and social progress. With this in mind, the Region of Sardinia has approved the Regional Strategy for Sustainable Development (SRSvS), as a declination of the National Strategy, consistent with the United Nations 2030 Agenda. This volume presents and discusses the results of the research developed during the SOSLabs Research Laboratory of the SOSLabs1 Project, conducted, at the University of Cagliari, under the call issued in 2019 by the Directorate General for Sustainable Development, Environmental Damage and Relations with the European Union of the then Ministry of the Environment and Protection of Land and Sea (now the Ministry of Environment and Energy Security). The outcomes are based on a methodological approach that integrates SRSvS into the practice of spatial and urban planning in the municipal and metropolitan context, through a model in which plan construction is permeated by assessment. Strategic Environmental Assessment (SEA) is taken as the scientific and technical reference, by virtue of its being deeply innervated in the plan process, almost identifying itself with the plan itself, both in the preparatory and implementation phases. The methodology of integrating SRSvS into the planning and evaluation process is applied, experimentally, to two urban plans: the Preliminary Municipal Plan of the Municipality of Cagliari and the Plan of the Tepilora Regional Nature Park.

    Description: La concezione della sostenibilità, nel governo del territorio, va oltre la tutela dell’ambiente in quanto, oltre il profilo ambientale, include quelli economici e sociali. Si evidenzia, quindi, la necessità di rendere compatibili le esigenze dello sviluppo economico con quelle della tutela delle risorse naturali, e dell’equità e del progresso sociale. In quest’ottica, la Regione Sardegna ha approvato la Strategia regionale per lo sviluppo sostenibile (SRSvS), quale declinazione della Strategia nazionale, in coerenza con l’Agenda 2030 delle Nazioni Unite. Il volume presenta e discute i risultati di una ricerca sviluppata durante lo svolgimento del Laboratorio di ricercaazione SOSLab1 del Progetto SOSLabs, condotto, presso l’Università di Cagliari, nell’ambito del bando emanato nel 2019 dalla Direzione Generale per lo Sviluppo Sostenibile, per il Danno Ambientale e per i Rapporti con l’Unione Europea dell’allora Ministero dell’Ambiente e della Tutela del territorio e del mare (oggi Ministero dell’Ambiente e della Sicurezza energetica). Gli esiti si basano su un approccio metodologico che integra la SRSvS nella prassi della pianificazione territoriale e urbanistica nel contesto comunale e metropolitano, tramite un modello in cui la costruzione del piano è permeata dalla valutazione. Si assume quale riferimento scientifico e tecnico la valutazione ambientale strategica (VAS), in virtù del suo essere profondamente innervata nel processo di piano, quasi ad identificarsi con il piano stesso, sia nelle fasi preparatorie, che attuative. La metodologia di integrazione della SRSvS nel processo di pianificazione e valutazione è applicata, sperimentalmente, a due piani urbanistici: il Piano urbanistico comunale preliminare del Comune di Cagliari e il Piano del Parco naturale regionale di Tepilora.

    Description: The D’Avalos name evokes images of cruel battles and tragic love stories, reminds figures of great warlords and sophisticated ladies, nourishes the legend of fabulous riches and luxurious residences. The work of scholars who explored the thick forest of Innico and Alfonso D’Avalos descendants do not allow to completely outline the history of this family. The family’s private archive, inviolable guardian of their memories, where records related to the private sphere and official acts, such as pontifical papers and relations with the sovereigns, are kept is still inaccessible. The records of the notary Scotto di Santolo can be very useful, because they allowed the reconstruction of the wide archival heritage coming from the past, recorded along with other property of the family after the death, in 1862, of last heir of the primary branch, the Prince Alfonso D’Avalos. The transcription of the D’Avalos archive before the Italian unification that we present can avoid its definitive "burial".

    Description: This volume collects part of the lectures and key-notes given at the 2020 edition of the International Smart City School: imagination, planning, governance and tools. The year's theme, "energies of and for the city," was addressed, as in the school's founding idea, from a multidisciplinary perspective by delving into both possible policy scenarios and more strictly technical aspects. Thus emerges a vision of a city that, to orient its development in terms of smartness, sustainability and resilience, must necessarily combine nature and technology, economy and culture, social cohesion and entrepreneurship, innovation and tradition. In this framework, the Sustainable Development Goal's (SDG's) outlined in the United Nations 2030 Agenda and the ways cities can contribute to their achievement occupy a prominent place. Indeed, the technologies available today make it possible to achieve these goals as well as to respond effectively to the challenges that cities, in their capacity as the main attractors of the world's population, will face thanks to their ability to succeed, when properly implemented, in interpreting the new themes of economic development (circularity, sharing, openess) in a way that ensures equal opportunities for all, intergenerationally and intragenerationally.

Il tema dell’anno, “energie della e per la città”, è stato affrontato, come nell’idea fondante della scuola, in chiave multidisciplinare approfondendo sia gli aspetti legati alla costruzione di scenari di policy che quelli più strettamente tecnici. Emerge così una visione di città che, per orientare il proprio sviluppo in termini di smartness, sostenibilità e resilienza, deve necessariamente coniugare, natura e tecnologia, economia e cultura, coesione sociale e imprenditorialità, innovazione e tradizione. In questo quadro occupano un posto di rilievo i Sustainable Development Goal’s (SDG’s) delineati nell’Agenda 2030 delle Nazioni Unite e le strade che le città possono percorrere per contribuire al loro raggiungimento. Le tecnologie oggi disponibili consentono, infatti, di raggiungere questi obiettivi nonché di rispondere efficacemente alle sfide che le città, nella loro veste di principali attrattori della popolazione mondiale, si troveranno ad affrontare grazie alla loro capacità di riuscire, laddove correttamente implementate, ad interpretare i nuovi temi dello sviluppo economico (circularity, sharing, openess) in modo da garantire uguali opportunità per tutti, a livello sia intergenerazionale che intragenerazionale.

    Description: With this rich anthology of sources, most of which are made available here for the first time, Michele Mancino and Giovanni Romeo add another element to the research project that began with their recent book (Clero criminale. L’onore della Chiesa e i delitti degli ecclesiastici nell’Italia della Controriforma, Laterza, Roma-Bari, 2013, 4th ed.). The two parts document from a range of perspectives the way in which the Tridentine project of combating the common crimes of the clergy was undone before the end of the sixteenth century. Instead, the Roman curia was mainly concerned with enforcing the right of delinquent priests to be judged only by ecclesiastical tribunals, a strategy intended to defend the honor of the clergy that was followed persistently over the long term. The material presented here describes a previously unknown historical precedent for the recent revelations about the treatment of pedophile priests.

    Description: The book illustrates the reconstruction of the system of granting Neapolitan citizenship during the sixteenth century. In particular, the role played by the ‘Regia Camera della Sommaria’, the highest tax magistrature of the Kingdom of Naples, in the evaluation of requests and in the assignment of the citizenship licenses, which allowed access to the substantial tax and jurisdictional privileges of the capital city. The policy of the Spanish government with respect to these privileges is based on prudence and attention to the political and social balance of a fundamental and complex capital as Naples is. The ‘Sommaria’, however, manages in establishing a system of control and government of privileges, which makes the Neapolitan citizenship for a large part a product of the state; also subtracting expertise in the field to the city's municipal government.

The purpose of this document is to describe the most significant steps taken in recent years by the University along the complex path of sustainable development, to give evidence of the efforts made to achieve the goals but also the aspects that still need to be strengthened.
