Gemeinsam ist all diesen Themenfeldern, dass sie politische Grundsatzfragen mit rechtstechnischen Einzelheiten verbinden und hierbei eine Gesamtschau deutscher, europäischer und internationaler Rechtsregeln einfordern. Diese komplexe Gemengelage erschwert eine Standortbestimmung, die nach den strukturellen Problemlagen des Flüchtlingsrechts fragt und damit den sprichwörtlichen Wald vor lauter Bäumen sichtbar macht.

Venture Capital-Investoren spielen dafür eine wichtige Rolle. Sie stellen jungen Technologiefirmen Kapital und Expertise zur Verfügung, um innovative Technologien erfolgreich zu entwickeln und zu kommerzialisieren. Wieso aber tätigen Venture Capital-Investoren in Deutschland bisher nur einen geringen Anteil ihrer Investitionen im Erneuerbare-Energien-Sektor? Gibt es Investitionshemmnisse, die speziell diesen Sektor für sie unattraktiv machen oder sind sie einfach nur ineffizient darin, einem vergleichsweise jungen Technologiesektor Kapital zur Verfügung zu stellen? Oliver Keilhauer geht diesen Fragen nach. Seine empirischen Untersuchungsergebnisse zeigen, dass sektorspezifische Besonderheiten wie die Ungewissheit der staatlichen Förderung und ein nur geringes finanzielles Renditepotential die Investitionstätigkeit im Erneuerbare-Energien-Sektor einschränken. Sie zeigen aber auch, dass Investoren mit zunehmender Erfahrung besser mit diesen Hindernissen umgehen können. Hieraus ergeben sich erstmals klare Handlungsempfehlungen, wie sich das Investitionsumfeld für Venture Capital-Investoren zielgerichtet verbessern lässt.

    Description: Ein undurchsichtiger Tarifdschungel, unzureichende Verbindungen und ungerechtfertigt hohe Preise - das schreckt viele Menschen davon ab, den Bus oder die Bahn zu nehmen. Wegen der anhaltenden Unterfinanzierung stehen bessere ÖPNV-Angebote nicht in Aussicht. Dabei ist es gerade aus Klimaschutzgründen erforderlich, den öffentlichen Personennahverkehr als Rückgrat einer klimaschonenden Mobilität auszubauen und seinen Anteil im Verkehr in Stadt und Region zu steigern. Das neue Finanzierungsmodell "Bürgerticket" könnte dazu beitragen: Es könnte eine stabile Finanzierungsbasis schaffen und den Umstieg vom Auto auf den ÖPNV fördern. Für das Bürgerticket wird von allen ein zweckgebundener Solidarbeitrag zur Finanzierung der ÖPNV-Betriebskosten erhoben. Im Gegenzug haben dann alle Bürgerinnen und Bürger freie Fahrt in Bussen und Bahnen. Ein "Semesterticket für alle" - das ist die Idee. Der Autor hat am Beispiel Wuppertals den möglichen Einfluss des Bürgertickets auf die Verkehrsmittelwahl untersucht und daraus Klimaschutzpotential sowie Kosten in Szenarien abgeschätzt. Abgerundet wird die Studie durch Vorschläge für Politik und Wirtschaft, wie dieses innovative Finanzierungsmodell in der Praxis umgesetzt werden kann.

    Description: Für den Klimaschutz müssen die Kohlendioxidemissionen verringert werden - massiv und schnell. Derzeit stehen dafür vor allem technische Lösungen im Fokus: bessere Energieeffizienz und mehr erneuerbare Energien. Diese Studie untersucht nun eine dritte, bislang zu wenig beachtete Strategie: die Energiesuffizienz. Sie verringert die Nachfrage nach energieintensiven Gütern und Dienstleistungen durch Verhaltensänderungen. Zwei dafür wesentliche Sektoren werden behandelt: die Raumwärme der privaten Haushalte und der alltägliche Personenverkehr. Beide zusammen verursachen immerhin rund 40 Prozent der städtischen Energienachfrage. Am Beispiel eines Wuppertaler Stadtteils werden dafür lokale Akteure, geeignete Strategien und das erreichbare Einsparpotenzial an Energie und Kohlendioxid analysiert. In Szenarien bis zum Jahr 2050 werden die Einsparmöglichkeiten quantitativ abgeschätzt und die Auswirkungen auf das Alltagsleben der Menschen anschaulich beschrieben.

Er erforscht Typen von Modifikationen durch Kontextanpassung und Lernprozesse und untersucht Strategien von Akteuren, um erfolgreich transformative Wirkungen zu erzielen. Die Analyseergebnisse integriert er in einem Prozessmodell und zeigt Handlungsmöglichkeiten für die Praxis.

    Description: Was ist eine "nachhaltige Stadt"? Gesundheits- und Umweltwissenschaften haben darauf differenzierte Antworten. Sie verfügen über ganzheitliche und integrierte Vorstellungen einer "guten" Stadt. Wirtschaftswissenschaftliche Konzeptionen einer "guten" Stadt beschränken sich dagegen in der Regel nur auf materiell messbare Formen des urbanen Wohlstandes. In Zeiten umfassender ökologischer und sozialer Umbrüche reicht das nicht mehr aus. Die Themen ökologische Nachhaltigkeit und Gesundheit sind eng miteinander verzahnt. Der Klimawandel beispielsweise hat Auswirkungen auf die Gesundheit von Menschen: Hitzestress und Wetterkatastrophen stellen direkte und indirekte Gesundheitsrisiken dar; zunehmende Verbreitung bestimmter Infektionskrankheiten und Gefährdung der Ernährungssicherheit kommen hinzu. Zugleich fallen die Ursachen für Klimawandel und gesundheitsschädliche Verhaltensweisen beispielsweise im Mobilitäts- und Ernährungsverhalten oft zusammen. Zudem wissen wir, dass wir unsere Art zu wirtschaften ändern müssen, wenn wir den Klimawandel aufhalten wollen. Eine gesunde Stadt bedarf deswegen einer neuen Stadtökonomie. Der vorliegende Beitrag entwickelt eine solche Konzeption entlang von drei Dimensionen und stützt sich dabei auf aktuelle Arbeit des Wuppertal Instituts.

    Description: Suffizientes Mobilitätsverhalten funktioniert im Alltag und kann die Treibhausgasemissionen unserer Alltagsmobilität heute schon um fast zwei Drittel senken - dies ist das ermutigende Ergebnis einer Fallstudie mit 32 Erwachsenen. Durch Effizienz- und Konsistenzstrategien dagegen konnten Treibhausgasemissionen im Verkehrsbereich in Deutschland bisher nicht gesenkt werden. Demgegenüber kann Suffizienz - durch ein verändertes Konsumverhalten und einen dadurch verringerten Ressourcenaufwand und Umweltverbrauch - die Schädigung der Umwelt deutlich reduzieren. Markus Profijt definiert in seiner Studie erstmals, wie die Mobilitätssuffizienz und die dafür geeigneten Handlungsoptionen gemessen werden können. Die Ergebnisse seiner empirischen Pilotstudie zeigen, wie die Mobilitätsbedürfnisse und das Mobilitätsverhalten suffizient handelnder Personen aussehen. Aus seinen Analyseergebnissen entwickelt er Handlungsempfehlungen für die kommunale Praxis zur Förderung der Mobilitätssuffizienz.
