    Résilience et pastoralisme de montagne en France (2023)

    Description: In France, mountain pastoralism plays a non-neglectable role in the production of quality products, the dynamism, the cultural identity and the management of the mountainous areas. However, some economic, political and environmental pressures are today challenging this activity. This leads some citizens and consumers of pastoral products as well as public policy makers to question the final products and the ecosystem services that derive from pastoralism as well as the economic and ecological costs associated with predation. At the same time, this extensive breeding activity suffers from the consequences of climate change with droughts and vegetation shifts. This study aims at exploring the resilience and socio ecological system literature to put the pastoral activities in perspective and determine if they possess some resilience characteristics. Through the lense of the 9 attributes of resilience of a framework developed by the Resilience Alliance researchers, this work analyses a literature review, some participant observations performed during an internship at the French Agence National de la Cohésion des Territoires and personal interviews. The conclusions are that the socio ecological system of mountain pastoralism in France has most of the characteristics of resilience. This theoretical framework also offers new analyses notably for the social interactions in the summer pasture areas. However, when it comes to predation, this framework gives limited academical perspectives. This is in great part due to the nonconsensual viewpoints of the different stakeholders. It follows that the resilience of the current state of the system is in some places non-desirable since it neglects some of its components. On more consensual matters, such as the adaptation to climate changes, the frameworks applies more easily and sheds light on relevant points.

    Description: This book promotes a new understanding of the regional monograph. It investigates its research topic – the Carpathian Mountains – through the prism of institutions and organizations that have objectified it and have interacted in its governance over the past ten years. As such, the Carpathian Mountains never constitute an object per se in this book, but are rather understood as a region continuously objectified by discourses, inscriptions and practices. Four months of ethnographic field work under the direction of the United Nations Environment Programme (UNEP) at the interim secretariat of the Carpathian Convention have unveiled environmental institutions that remain largely unknown to both the general public and to researchers.
    Description: La signature le 22 mai 2003 à Kiev de la Convention cadre pour la protection et le développement durable des Carpates constitue l’acte fondateur de la construction d’un nouvel espace transnational visant la mise en application de politiques environnementales coordonnées à l’échelle du massif de montagne. Cet ouvrage réinvente l’exercice de la monographie régionale en appréhendant cette région des Carpates au prisme des institutions et des organisations qui l’ont objectivée et qui interagissent dans sa gouvernance depuis une dizaine d’années. Dans cette perspective, les Carpates ne figurent jamais dans cette étude comme un objet en soi, mais comme une région objectivée par des discours, des inscriptions et des pratiques d’acteurs. Grâce à une enquête ethnographique menée au secrétariat de la Convention des Carpates administré ad intérim par le Programme des Nations-Unies pour l’Environnement, cette étude ouvre la boîte noire d’institutions environnementales qui restent largement méconnues du grand public et des chercheurs eux-mêmes. Elle retrace les étapes par lesquelles la région des Carpates prend forme, souvent de manière contestée, et se trouve progressivement institutionnalisée.

    Prostorski vplivi slovenske regionalne politike (2022)

    Description: This study attempts to illustrate the role of regional policy in the development of spatial structures and simultaneously determine the success and the possibly diverse response of individual instruments of regional policy to the structures of problem areas. We established that the influences of the regional policy are relatively minor, a consequence of the scant financial means devoted to the stimulation of regional development, the lack of power of the overall regional policy relative to all development currents introduced by inclusion in the European Union, and very aggressive globalization. However, we are able to cite some of its successes, mostly visible on the local level, although at higher levels their influence weakened. Because the goals of the regional policy in the previous period have not been achieved, we suggest some changes that would either strengthen the current method of stimulating regional development or abandon it altogether and turn toward the active stimulation of the polycentric network of cities that would result in the greater competitiveness of individual centers, which we hope would also have positive effects in their immediate hinterland.
    Description: Avtor v knjigi prikazuje vlogo regionalne politike pri razvoju prostorskih struktur, obenem pa ugotavlja uspešnost in morebitno različno odzivanje posameznih instrumentov regionalne politike na strukturne značilnosti problemskih območij. Poleg vidnih prostorskih vplivov so obravnavani tudi socioekonomski dejavniki, ki učinkujejo predvsem na prikrite prostorske strukture. V knjigi je zajet prostor kot celota, kot splet naravnih in družbenih prvin. Avtor ugotavlja, da so vplivi regionalne politike zaradi pičlih finančnih sredstev, nemoči regionalne politike ob vključitvi Slovenije v Evropsko unijo in globalizacije razmeroma majhni. V monografiji predstavljena raziskava je eden prvih poizkusov celostnega vrednotenja projektov slovenske regionalne politike. Poleg vrednotenja projektov podaja tudi širši vsebinski kontekst, ki lahko služi kot referenčni okvir morebitnim nadaljnjim vrednotenjem.

    Description: From the viewpoints of regional and agrarian geography and regional planning the author systematically analyze all main natural features and many regional social factors of the municipality of Moravče: bedrock, type of relief, altitude, inclination, water conditions (including flood conditions), climate conditions (particularly insolation), soil and vegetation, land use, population, settlements, and economy. On the basis of the analysis, a detailed partition of the municipality into small homogenous units is made, three in the valley and four in the hills. The book also deals with the evaluation of the landscape from the viewpoint of individual types of agricultural land use~determines the suitability of areas for cultivated fields, meadows, and orchards~and considers the quality of locations from the viewpoint of settlement. The book concludes with recommendations for the most suitable land use and a survey of the current irrational use of land.The synthetic maps and theme maps showing individual natural factors can be used to advantage in regional planning. Emphasis is placed on determining the interdependence of landscape factors and their joint influences, on the laws and causes governing individual phenomena, and on the comparison of microregions.
    Description: Delo je s področja regionalne in agrarne geografije ter regionalnega planiranja. Avtorji upoštevajo prostor celotne občine. Sistematično analizirajo vse glavne naravne in mnoge družbene pokrajinske dejavnike: kamninsko podlago, tipe reliefa, nadmorske višine, nagnjenost tal, vodne razmere, vključno s poplavnimi razmerami, podnebne razmere, posebej osončenost, prst in rastlinstvo, rabo tal, prebivalstvo, naselja in gospodarstvo. Na podlagi analize je izvedena podrobna členitev občine na majhne homogene enote, tri v podolju in štiri v hribovju. Knjiga se ukvarja tudi z vrednotenjem pokrajine z vidika posameznih vrst kmetijske rabe~ugotavlja primernost zemljišč za njive, travnike in sadovnjake ter kakovost tal z vidika poselitve. Dodana sta še predlog najustreznejše rabe tal in pregled neracionalno rabljenih zemljišč.

    Zasebni vodnjaki in vrtine na območju Ljubljane (2022)

    Description: The book includes water protection areas near the pumping stations of drinkable water on Ljubljansko polje, consequently in the City municipality of Ljubljana and in the water protection area of the water plant Brest in the neighbouring municipality of Ig. The area of Ljubljansko barje was also included in the study.Water wells have, besides the basic function of preserving water, also an aesthetic and symbolic meaning. Many fountains in public and private use are true works of art, but that wasn't the main interest of our study. We concentrated mostly on private water wells and bores, which are not registered and therefore not supervised.
    Description: Knjiga celovito obravnava zasebne vodnjake in vrtine na območju Ljubljane, zlasti z vidika varovanja okolja in še posebej podzemne vode. Podrobno so preučena vodovarstvena območja ob črpališčih pitne vode na Ljubljanskem polju, torej v Mestni občini Ljubljana, ter na vodovarstvenem območju vodarne Brest v sosednji občini Ig. Vodnjake smo raziskali tudi na vmesnem Ljubljanskem barju. Vodnjaki imajo lahko poleg temeljne funkcije oskrbovanja z vodo tudi estetski in simbolni pomen. Osredotočili smo se izključno na zasebne vodnjake in vrtine, ki niso registrirani in so zato nenadzorovani. S podrobnim terenskim delom smo jih evidentirali 1686, od tega smo jih 1294 natančno popisali. Čeprav gre za študijo v konkretni slovenski pokrajini, je knjiga namenjena tudi tistim, ki bi se radi seznanili z metodologijo inventarizacije tovrstnih objektov in jo poskušali prenesti v drugo pokrajino.

    Description: The celebration of the 50th anniversary of regional policy in Slovenia and the 30th anniversary of the country's independence is an opportunity to assess the efforts made so far in promoting regional development as well as to look to the future. In the book, we look at the path taken, describe the system of promoting regional development in the past, and point to the success of regional policy in eliminating interregional disparities. We present the role of regional development agencies and regional spatial planning in regional development and the quality of life in border problem areas from the perspective of the people living there. In the final part, we focus on future development. We point out the role of digitalisation and demographic change and try to shed light on future developments also from a philosophical perspective. Demographic, climate, economic and social changes require new approaches, fresh ideas and, above all, a systematic identification of development guidelines, ideas, development opportunities and factors that, taken together, can lead to a more balanced development of the country in all areas. Harmonious development is everyone's responsibility, but we can only achieve it together.
    Description: Praznovanje 50. obletnice regionalne politike v Sloveniji in 30. obletnice neodvisnosti države je priložnost za oceno dosedanjih naporov pri spodbujanju regionalnega razvoja kot tudi za pogled v prihodnost. V knjigi se oziramo na prehojeno pot, opisujemo sistem spodbujanja regionalnega razvoja v preteklosti in kažemo na uspešnost regionalne politike pri odpravljanju medregionalnih razlik. Predstavljamo vlogo regionalnih razvojnih agencij in regionalnega prostorskega načrtovanja v regionalnem razvoju ter kakovost življenja v obmejnih problemskih območjih, kot jo dojemajo tam živeči prebivalci. V sklepnem delu se posvečamo prihodnjemu razvoju. Opozarjamo na vlogo digitalizacije in demografske spremembe, prihodnji razvoj pa skušamo osvetliti tudi s filozofske perspektive. Demografske, podnebne, gospodarske in družbene spremembe zahtevajo nove pristope, sveže ideje, predvsem pa sistematičnost v prepoznavanju razvojnih smernic, idej, razvojnih priložnosti in dejavnikov, ki bodo ob skupnem delovanju lahko vodili v bolj uravnotežen razvoj države na vseh področjih. Pri tem je skladen razvoj odgovornost vseh, dosežemo pa ga lahko le skupaj.

    Prostorska in razvojna vprašanja Alp (2022)

    Description: The Alps are one of the most sensitive regions in Europe, and their future development represents a challenge that demands the cooperation of various experts, the business world, politics, and society, as well as the people living there. The Interreg IIIB project DIAMONT, which took place from 2005 to 2008, also addressed Alpine developmental challenges. This monograph presents the basic results of the project, supported by the broader theoretical framework of regional and sustainable development. We first present the cultural differences in the Alps and their influence on sustainable regional development. This is followed by the results of a Delphi analysis, which helped reveal the basic development tendencies in the Alps, and then we discuss appropriate indicators for regional development and harmonizing data. Attention is then dedicated to regional development instruments and the participative process, which is essential for attaining truly sustainable development. Finally, we present a Slovenian perspective on these issues.
    Description: Alpe so eno najbolj občutljivih območij v Evropi. Njihov razvoj predstavlja izziv, ki zahteva sodelovanje stroke, predstavnikov gospodarskega, političnega in družbenega življenja ter prebivalcev. Z razvojnimi izzivi Alp se je spopadel tudi Interregov IIIB projekt DIAMONT, ki je potekal med letoma 2005 in 2008. V monografiji so predstavljeni njegovi bistveni rezultati. Najprej so prikazane kulturne razlike v Alpah in njihov vpliv na trajnostni regionalni razvoj, sledijo rezultati delfi analize, ki je pomagala izluščiti bistvene razvojne smernice v Alpah, nato pa je izpostavljena problematika primernih kazalnikov regionalnega razvoja ter harmonizacije podatkov. V nadaljevanju je pozornost namenjena instrumentom regionalnega razvoja in participativnemu procesu, ki je ključen za zagotavljanje resnično trajnostnega razvoja. Na koncu je predstavljen še slovenski pogled na predhodno obravnavane tematike.

    Vloga polkmetij v preobrazbi slovenskih obmestij (2022)

    Description: This volume (‘The role of part-time farms in the transformation of the urban fringe’) discusses the role of part-time farms in the economic, environmental and spatial transformation of the urban fringe. On the basis of the sample of Slovene suburban farms, the impact level of the proximity of workplaces on the mobility of the agricultural workforce was determined. It was also determined if socio-economic characteristics of suburban agricultural economies reflect in the characteristics of farm management and in the environment. This consequently stresses the role of part-time farms in the strengthening of multi-layered agriculture.
    Description: Knjiga obravnava vlogo polkmetij v gospodarski, okoljski in prostorski preobrazbi obmestij. Geografski, sociološki in ekonomski vidiki polkmetij so bili že raziskani in so povzeti v prvem delu knjige. Sledi predstavitev raziskave slovenskih obmestnih kmetij, s katero avtorica ugotavlja, kakšen je vpliv bližine trga delovnih mest na mobilnost kmečke delovne sile, ali se socialno-ekonomske značilnosti obmestnih kmetijskih gospodarstev odražajo v značilnostih gospodarjenja in posledično v prostoru ter kakšna je vloga polkmetij pri krepitvi večnamenske vloge kmetijstva.Rezultati so pokazali, da je kmetijstvo na večini kmetij le stranska dejavnost, stopnja urbanizacije območja, kjer je določena kmetija, pa pri tem, nekoliko presenetljivo, nima statistično pomembne vloge. S podrobno analizo vzorčnih obmestnih kmetij je bilo ugotovljeno, da so polkmetije glede na površino obdelovalnih zemljišč manjše od čistih, struktura njihovega gospodarjenja je prostorsko bolj razdrobljena in prispeva k večji pokrajinski pestrosti. V zadnjem delu knjige so predstavljeni tudi rezultati vrednotenja večnamenske vloge kmetijstva po posameznih socialno-ekonomskih tipih kmetij.

    Description: Monitoring the transformation of the Slovene countryside revealed that there are relatively heavily urbanized flatland and valley areas, and on the other, peripheral areas where depopulation and the disintegration of the cultural landscape are increasingly pronounced.For the evaluation of the countryside and its typological division, objective criteria are selected that reflect the natural conditions, the principal characteristics of agriculture, and the fundamental demographic, economic, functional, housing, infrastructural, and environmental conditions. Overall, the evaluation is based on the level of individual settlements which enables thorough spatial differentiation. A complex evaluation is carried out by establishing the value and representation of individual groups of parameters and their corresponding weights. On the basis of partial syntheses, two synthetic maps of developmental movements in the countryside are presented that provide a solid foundation in the effort to ensure harmonious regional development.

Obravnava tudi temeljna vprašanja regionalnega razvoja Slovenije in s tem problematiko preobrazbe slovenskega podeželja kot enega odločilnih dejavnikov vključevanja v evropske integracijske tokove. Za vrednotenje so izbrani objektivni kriteriji, ki odražajo naravne razmere, glavne značilnosti kmetijstva ter temeljne demografske, gospodarske, funkcijske, infrastrukturne in okoljske razmere. Izbor kazalnikov je postavljen na raven posameznih naselij, kar omogoča temeljito prostorsko diferenciacijo. Kompleksno vrednotenje je izvedeno z ugotavljanjem vrednosti in zastopanosti posameznih skupin parametrov ter z njihovim ustreznim ponderiranjem. Na podlagi delnih sintez sta variantno predstavljena dva sintetična zemljevida stopnje razvitosti podeželja, ki sta soliden temelj v prizadevanjih za zagotavljanje skladnega regionalnega razvoja.
