    Description: This chapter deals with public policy as an organized response of the sta-te in relation to needs felt by the population, based on an ethical sense of political action, understood as the joint activity of those who feel such needs. We understand that public policy is placed as a limit horizon in the analysis, which does not allow to deepen the quality of justice and legal assets to defend. Therefore, this article demands an analysis and reflec-tion, by the care professions, that goes beyond the limits of a specific po-licy or program accessing the needs felt by those affected and their forms of socio-political organization, of such in this way justice would appear as a new reflective horizon that until now is not presented clearly. For these reflections we use research Visiting Teen Paternity in Contexts of Poverty, funded by the Sectorial Commission of Scientific Research of the Univer-sity of the Republic, especially interviews conducted with technicians who work around pregnancy at an early age.

    Description: El presente capítulo aborda la política pública como una respuesta organizada del Estado con relación a necesidades sentidas por la población, basada en un sentido ético de la acción política, entendida como la actividad mancomunada de los que sienten tales necesidades. Entendemos que la política pública es colocada como un horizonte límite en el análisis, lo que no permite profundizar en la calidad de la justicia y los bienes jurídicos a defender. Por tanto, este capítulo reclama un análisis y reflexión, por parte de las profesiones asistenciales, que vaya más allá de los límites de una política o programa concreto accediendo a las necesidades sentidas por los afectados y sus formas de organización socio-política, de tal manera la justicia aparecería como un nuevo horizonte reflexivo que hasta ahora no se presenta con claridad. Para estas reflexiones nos servimos de la investigación Visibilizando la Paternidad Adolescente en Contextos de Pobreza, financiada por la Comisión Sectorial de Investigaciones Científicas de la Universidad de la República, especialmente de las entrevistas realizadas a técnicos que trabajan en torno al embarazo a edades tempranas.

    Description: On the basis of conceiving the human being as a player, homo ludens, we can contemplate the history of humanity as the history of a certain type of game, namely the game of agon, the game in which different abilities, skills or abilities face each other. , individual or collective, against others. And the agonal game, which we play daily, is so decisive that it should be noted that specific games, physical or mental games, from soccer to chess, constitute like a ritual, the celebration of our agonal being. Although in ancestral cultures the agon was perfectly delimited, like the agon of the potter, the farmer or the warrior, from the moment that, in Greece, with the beginning of western philosophy, the transition from myth to reason was undertaken, the agon has to become rational and with this it will be strengthened more and more until our days.

    Description: The purpose of this chapter is to describe and analyze the most relevant antecedents about the world order, its evolution over time and influence in higher education, from a historical perspective, in order to make known its beginnings and the conceptual plot in which it the arguments. I face the main transformations since the postwar period and the problems with the education system in Latin America, specifically with Argentina and Colombia. This chapter has to do with the cession of autonomy and independence of the National States in the design and implementation of their educational policies in particular, taking as a theoretical reference the thesis of “institutional isomorphism” or “homologies” that the countries adopt in a rational way and the institutions, presenting different degrees of intensity, correspondence and appropriation, as part of the international and territorial insertion of countries in globalization, configuring a new field of knowledge: the “supranational educational policy”.

    Description: El propósito de este capítulo es describir y analizar los antecedentes más relevantes acerca del ordenamiento mundial, su evolución en el tiempo e influencia en la educación superior, desde una perspectiva histórica, a fin de dar a conocer sus inicios y la trama conceptual en que se apoyan los argumentos. Afronto las principales transformaciones desde la posguerra y las atingencias con el sistema educativo en América Latina, específicamente con Argentina y Colombia. Este capítulo tiene que ver con la cesión de autonomía e independencia de los Estados Nacionales en el diseño e implementación de sus políticas educativas en particular, tomando como referente teórico la tesis de “isomorfismo institucional” u “homologías” que de manera racional adoptan los países y las instituciones, presentando diferentes grados de intensidad, correspondencia y apropiación, como parte de la inserción internacional y territorial de los países en la globalización, configurando un nuevo campo de conocimiento: la “política educativa supranacional”.

    Description: In terms of Weberian models, the models of public policy planning and design mentioned in this text are the Technicist –in which the technical staff, as a social demiurge interpreting the world, formulates and executes public policies–, the Managerial –in which some social organizations are commodified and attend to social needs and demands in the manner of companies providing public services–, the Populist –in which associations that claim to represent socially vulnerable groups receive subsidies from public administrations– and the Citizen-minded –in which public officials, technical personnel, the associative network and the population in general participate in the design, execution, management and evaluation of public programmes and plans with which to attend synergistically to the needs and demands of the population– The latter model is framed within participatory democracies, which broaden and deepen both deliberative democracy and delegated democracy –known as representative–.

    Description: En términos de modelos weberianos, los modelos de planificación y diseño de políticas públicas que en este texto se mencionan son el Tecnicista –en el que el personal técnico, cual demiurgo social interpretador del mundo, formula y ejecuta las políticas públicas–, el Gestionista –en el que algunas organizaciones sociales se mercantilizan y atienden las necesidades y demandas sociales a modo de empresas prestadoras de servicios públicos–, el Populista –en el que asociaciones que se arrogan la representación de colectivos socialmente vulnerables reciben subvenciones de las administraciones públicas– y el Ciudadanista –en el que participan los responsables públicos, el personal técnico, el tejido asociativo y la población en general en el diseño, ejecución, gestión y evaluación de programas y planes públicos con los que atender de manera sinérgica las necesidades y demandas de la población–. Este último modelo se enmarca en las democracias participativas, las cuales amplían y profundizan tanto la democracia deliberativa como la delegada –conocida como representativa–

    Description: The ecommunitarian plural tendency, an indispensable guide for a new historical sense, shares A. Lincoln's definition of democracy: "government of the people, by the people and for the people", where intercultural experiences constitute the fertile ground for exchanging Good Living , regulated by an Environmental Education as a process of awareness composed of the "critical unveiling of the oppressions and devastations that we live-witness and the transforming-overcoming action of the same". Indeed, one of the purposes is to transform society in an ecommunitarian sense at all levels, from the local to the planetary, preparing the qualitative change that will open the doors of a large-scale transition to replace capitalism with a dignified, decent, values, aesthetics, ethics, practice, science and participation. This education excludes machismo and homophobia, and includes respect for health and sexual education from puberty to adulthood.

    Description: La aspiración de la emancipación remite no solo a los conflictos que suponen la conquista de la independencia y la soberanía de los pueblos y naciones. Incluye, de manera directa a la dimensión mental. Esta fórmula se diseñó al calor de un intenso siglo XIX en América Latina y el Caribe y se instaló permanentemente como un desafío que continuó movilizando la imaginación en la centuria siguiente. Pero las formas de la emancipación encuentran necesidad de una sociología que las piense, las procese, las analice. En este libro se aportan elementos para enriquecer el repertorio por el cual atravesar los diversos senderos que involucran al desafío permanente de la emancipación mental.

    Description: Talking about education has traditionally moved on issues about pedagogy and curriculum, an aspect that has been expanding over time and the discussions about education and in particular when analyzing the implications and understandings of pedagogy and curriculum, and the questions that arise and that pass in other dimensions, for example, the educational policy that in recent decades has taken importance in the field of education. The purpose of this document is to work on the meaning of education and politics, transiting the discourse on these terms and having as a result public policies. In addition to the above, this document is based on the reflections in the teaching exercise and in coordination with education policies and practices.

    Description: Hablar de educación tradicionalmente se ha movido en temas sobre la pedagogía y el currículo, aspecto que ha ido ampliándose a través de los tiempos y de las discusiones que conlleva hablar de educación y en particular cuando se analiza las implicaciones y comprensiones de la misma pedagogía y del currículo, y los interrogantes que de ahí surgen y que transitan en otras dimensiones, por ejemplo, cómo la política educativa que ha tomado relevante importancia en el campo de la educación. El presente documento tiene como propósito dar cuenta en la aproximación del significado sobre la educación y la política, transitando el discurso por estos términos y derivando en la política pública. Además de lo anterior, este documento se surte a partir de las reflexiones en el ejercicio de la docencia y en articulación con políticas y prácticas de la educación.
