    Description: Public policies as a matter of inquiry, involve a variety of views in research, reflections and studies. It can be understood that it causes diversity of reactions, interpretations and questions; given that it is a subject that is complex, due to its direct and indirect interference in almost all social spheres. Education as a central component of society, is no stranger to the impact that public policies have on their development. This document includes the documentary review, prepared to identify the characteristics of public policy in Colombia, in which the Research Training (FI) of teachers in this country is leveraged, especially in the context of the initial education of teachers. The review was carried out in the public policies issued by the Ministry of National Education, between law 115 of 1994 to decree 2450 of 2015, contained in decree 1075 of 2015. The documentary review was implemented as a technique to obtain the information and the registration matrix as a format used to establish, organize and select what exists in the documents, of interest to the review. Among the findings and conclusions, the existence of a Public Policy for Teacher Training in Research in its Initial Education process is recognized and valued, given that research skills and competencies are considered as an added value to the knowledge that all teacher must have.

    Description: Las políticas públicas como materia de indagación, conllevan variedad de miradas en investigaciones, reflexiones y estudios. Se puede comprender que ocasionen diversidad de reacciones, interpretaciones y cuestionamientos; dado que es una temática que reviste complejidad en razón de su injerencia directa e indirecta en casi todos los ámbitos sociales. La educación como componente central de la sociedad, no es ajena a la incidencia que tienen las políticas públicas, en su desarrollo. El presente documento recoge el estudio, elaborado para identificar las características de la política pública en Colombia, en la que se apalanca la Formación Investigativa (FI) del profesorado en este país, especialmente en el contexto de la educación inicial de los docentes. Se revisaron las políticas públicas emanadas del Ministerio de Educación Nacional, desde la Ley 115 de 1994 al Decreto 2450 de 20157, contenido en el Decreto Único 1075 de 2015. Se implementó la revisión documental como técnica de obtención de la información y la matriz de registro como formato utilizado para asentar, organizar y seleccionar lo que existe en los documentos de interés de la indagación. Entre los hallazgos y conclusiones se reconoce y valora positivamente la existencia de una Política Pública para la Formación en Investigación de los docentes en su proceso de Educación Inicial, dado que las habilidades y competencias investigativas se consideran un valor agregado a los conocimientos que todo maestro debe tener.

    Description: We are living in a time marked by crises of different natures and challenging contradictions. A time where the vital, environmental, health, economic and social crisis marks the rhythm of events, the morphology of imaginaries and the dispositions towards others and oneself. The situation described acquires particular edges in the Wallmapu, the territory in which this book arises; in which their ideas and proposals are directly or indirectly rooted, since, in addition to the global crisis indicated, the history of this territory is marked by injustice, contempt, conflict and the lack of conditions and provisions to productively channel the conflict as a constant that accounts for its dynamics The coordinates that we have just indicated delineate the objectives and expectations of this work, which arises academically and socially within the Master in Intercultural Studies of the Catholic University of Temuco, an academic unit linked to the Doctorate in Intercultural Studies and the Research Center in Inter-ethnic and Intercultural Studies of the same university, which share a main objective: to respond to the historical, socio-cultural and territorial conflicts of Wallmapu, taking into account and dialoguing with contexts that live similar situations, all they framed and conditioned by the processes of globalization.

    Description: The main objective is to determine the type of participation that the Non-governmental Development Organizations had when contracting with the municipality of Santiago de Cali, within the framework of developing part of their social policy. The methodology combined quantitative and qualitative information gathering techniques such as surveys and interviews. Through the investigation it was possible to verify that the participation of these organizations was between substantive and instrumental.

    Description: El objetivo principal es determinar el tipo de participación que tuvieron las Organizaciones No Gubernamentales de Desarrollo al contratar con el municipio de Santiago de Cali, en el marco que busca desarrollar parte de su política social. La metodología combinó técnicas de recopilación de información cuantitativas y cualitativas como las encuestas y entrevistas. A través de la investigación se pudo constatar que la participación de dichas organizaciones fue entre sustantiva e instrumental.
