New data on Devonian biostratigraphy of the Tomsk region (from wells), Gorny Altai, and the eastern slope of the Urals are presented; Devonian foraminifera of the Tomsk region, Gorny Altai and the eastern slope of the Urals, stromatoporates of the Tomsk region and conodonts of the Altai Mountains and Salair are described. On the Carboniferous, new data are provided on the stratigraphy of the Zaisan region and the Ekibastuz basin. The publication is intended for a wide range of geologists and paleontologists.

    Description: Saamentutkimus tänään is an introduction to the Sámi studies, i.e. the scientific study of the Sámi people. It gives many-faceted basic information of the Sámi people and presents up-to-date views of the disciplines related to the Sámi studies, e.g. history, archeology, genetics, linguistics, comparative religion, folkloristics, ethnology etc. It provides scientifically based knowledge of the Sámi during the prehistory and pre-Christianity, dealing with reindeer herding, handicraft, the Sámi languages, Sámi literature and art and civil right questions, including participation in the international movement of the indigenous people. All the authors are eminent experts of their scholarly fields, and all the articles have been revised by the Academic representatives of the Sámi themselves

    Description: “Learn from Gorky”: “conversion” of Japanese proletarian wrier Tokunaga Sunao. In the proletarian literary movement that flourished in Japan in the 1920s and 1930s, the main goal of proletarian literature was considered for intellectual writers to awaken the will to revolution in working readers. The writer from working class Sunao Tokunaga after the collapse of the revolutionary movement in 1933 began to write stories based on the life and attitude of the working people, offering to “learn from Gorky” and his autobiographical works that depicted the behavior and attitude of people at the bottom of society. At the same time, Tokunaga was involved in the colonial movement of the Japanese Empire of that time, because he, as a result of identification with the Japanese workers, lost sight of the expulsion and oppression of the indigenous people in Manchuria.

Bilişim ve iletişim teknolojilerinin kullanılmasının ortaya çıkardığı düşünce tarzı, anlayış ve kavrayışın neticesi olarak akıllı sağlık, sağlığın dijital dönüşümünün bir sonraki aşamasını oluşturmaktadır. T.C. Sağlık Bakanlığı tarafından 2013-2017 stratejik planında yer alan ve 2015 yılındaki Sağlıkta Dönüşüm Projesi kapsamında kurulan Ulusal Sağlık Sistemine entegre edilen dijitalleşme ile e-Sağlık bileşenleri hayata geçirilmeye başlanmıştır. Ağustos 2021 tarihinde 11. Kalkınma Planı ile Cumhurbaşkanlığı Yıllık Programları doğrultusunda, Türkiye Cumhuriyeti Dijital Dönüşüm Ofisi tarafından Ulusal Yapay Zekâ Stratejisi yayınlanmıştır. Raporda belirlenen stratejik öncelikler arasında vurgulandığı üzere, dönem sonu 2025 yılında yapay zekânın gayrisafi yurtiçi hasılaya katkısının %5’e yükseltilmesi hedeflenmektedir. 21. yüzyıl ülkelerinin refah düzeyini bilgiye ulaşma, bilgiyi işleme ve bilgiyi kullanma düzeyi belirlemektedir. Ancak gelecek yönelimlerinde, kompleks niteliklerle çok daha hızlı seyreden teknolojik gelişmeler ile yasal ve etik düzenlemeler senkronize değildir. Gelecekte genom bilimi, malzeme bilimi, nanoteknoloji, doku mühendisliği, bilgi bankaları, veri işleme, doğal dil işleme, sanal gerçeklik ve tıp bilişimi desteğiyle akıllı sağlık uygulamaları öngörülenden çok daha ileri boyutlara taşınabilecektir.

    Description: Mechthild of Hackeborn represents medieval mysticism. Her Revelations were written down in the 1290s in Helfta, Germany. The oldest surviving versions are in Latin, but in the Middle Ages, the Revelations were translated at least into Dutch, English, Swedish, and German. The text was translated into Swedish in 1469 by Jöns Budde, a Bridgettine brother from Naantali. Budde made few omissions but many additions in the text, mainly explanations to meet the needs of the Bridgettine sisters. Budde’s translation is faithful to the original text, and he made few mistakes. My Finnish translation of the text follows Budde’s version where possible. However, Budde translated an abridged version that omitted some chapters, and the only surviving copy of Budde’s translation is incomplete. I have therefore translated the missing sections from Latin and incorporated them in the text. My translation also includes editorial comments on the language, the contents, and the historical and theological contexts of the Revelations.

    Description: Bilginin sınıflandırılması için 1965 yılında geliştirilen hipermetin (hypertext), hipermetinlere ulaşmayı kolaylaştıran bir araç olarak 1968 yılında geliştirilmiş olan fare (mouse) ve bilgilerin daha da iyi sınıflanmasını sağlayan semantik web gibi gelişmeler aslında Vannevar Bush’un 1945 yılında yayınlanmış olan “As we may think”, Brian Shackel’in 1959 yılında yayınlanmış “Ergonomics for a computer” ve Doug Engelbart’ın 1960 yılında yayınlanmış “Argumenting Human Intellect” isimli makalelerinin müjdelediği gelişmelerdi. 1987 yılına gelindiğinde de Lucy Suchman, “…daha kullanılabilir bilgisayar sistemleri tasarlamaktansa, insanı anlayan sistemler geliştirilmelidir.” diyecekti. Günümüz insanının en büyük korkusu, teknolojiye bağlılığın gittikçe artması sonucunda hakimiyetin teknolojiye geçmesi gerçeği ile yüzyüze kalmak. İnsan Bilgisayar Etkileşimi (İBE) (Human Computer Interaction (HCI)) alanındaki çalışmaların gittikçe önem kazanması, “teknolojiye bağlı insan” değil “insana bağlı teknoloji” gerçeğinin galip geleceğinin işaretlerini taşımakta. Bu gerçeği kurgulamadaki en büyük zorluk aslında insanın kendisi! İnsan duygusaldır, etki altında kalır, öğrenir, zaman içinde değişir, sosyal bir çevrenin içinde yaşar. Yapay Zeka çalışmalarının amacı “insan gibi düşünen” ve “insan gibi hareket eden (davranan)” makineler geliştirmek olunca, insanı anlamak ve bir makineyi ona benzetmenin ne kadar zor olduğu ama bunun yanısıra İBE’nin de ne kadar önemli bir alan olduğu bir kez daha doğrulanmış oluyor. Bugün, İnsan-Bilgisayar Etkileşimi (İBE) büyük bir literatür üzerine inşa edilmiş disiplinler arası bir araştırma alanı olarak bilim dünyasında dikkat çekiyor. Tasarım, psikoloji ve felsefeden dilbilim ve antropolojiye, yazılım mühendisliğinden robotik ve yapay zekaya uzanan çeşitlilikte bir çok disiplinden bilim insanı, kullanıcıların farklı teknolojilerle etkileşim sürecinde öne çıkan ihtiyaçlarını anlamak üzere karşılıklı işbirliği çerçevesinde özgün araştırmalar sürdürüyor. Bu bağlamda cevaplanması gereken çok soru olduğu aşikar. Mecralar her geçen gün çeşitleniyor. Masaüstü ve mobil sitelerden sesli asistanlar gibi doğal kullanıcı arayüzlerine; kiosklardan arttırılmış, sanal ve karma gerçeklik ortamlarına uzanan geniş bir yelpazede söz konusu platformlar içinde kullanıcı deneyimini tüm katmanlarıyla anlamak büyük önem arz ediyor. Teknoloji çeşitliği karşısında kullanıcı çeşitliliği de önemli bir diğer araştırma odağı olarak öne çıkıyor. Post-demografik dönemde kullanıcıları sosyo-ekonomik statüleriyle segmentler üzerinde tanımlamak artık yeterli değil. Araştırmacılar kullanıcı ihtiyaçlarını daha doğru tespit edebilmek için her geçen gün bireye odaklanan persona odaklı bakışı daha çok sahipleniyor. Bu anlamda çocuklar, yaşlılar, engelliler gibi kendi has özel ihtiyaçları olan topluluklar üzerine şekillenen araştırmaların sayısı her geçen gün artıyor. Yukarıda kısaca ifade etmeye çalıştığımız bağlam üzerinden şekillenen İBE araştırmaları yurtdışında hareketli bir araştırma alanını tanımlarken, Türkiye’de bu alanda çalışan araştırmacı sayısı maalesef oldukça kısıtlı. Özellikle doktora seviyesinde açılan İBE odaklı dersler sayesinde alana yeni araştırmacı ve yayın kazandırma doğrultusunda özel bir çaba gösteriliyor. Elinizde tuttuğunuz bu kitap , bu çabanın değerli bir sonucu olarak hazırlandı. Doğrudan İBE alanı içine konumlanan özgün araştırmaları içeren bu yayın ilgili literatüre Türkçe katkı sağlamak suretiyle çok önemli bir işlevi yerine getiriyor. Son on yıldır Türkiye’de profesyonel dijital sektörün “kullanıcı deneyimi tasarımı”, “kullanıcı araştırmaları” gibi başlıklar altında İBE alanına yönelik somut ilgisinden bahsetmek mümkün. Elinizdeki bu kitabın sektöre bu bağlamda da ışık tutacağını düşünüyor, bu tarz özgün yayınların sayısının her geçen gün daha da artmasını umuyoruz.

In healthcare, traditional complex health service systems are increasingly replaced by smart systems that can be monitored and controlled in real time. Intelligent systems equipped with digital technology opportunities have started the “Health 4.0” era in health care fields. The definitions of “Health 4.0” and “Smart Health” are used in parallel with the “Industry 4.0” period, in order to emphasize the cyber-physical determinants of health, symbolizing real-time information provision and access to holistic health care. One of the most important reasons why the concept of smart health has become popular is the concept of big data produced in medicine as well as in all areas of life. The enormous size and variety of data, whether real-time or timestamped, structured or unstructured, continues to grow in healthcare. Clinical artificial intelligence applications, which include more efficient and faster technological solutions in the production of health services, and which aim to increase the health level of individuals and improve their quality of life, are becoming widespread with approaches to improve health services by analyzing health data. In addition to the use of artificial intelligence in the administration of health services, performance and capacity increase, original models are also created in the management of health services. The use of informatics approaches in diagnosis, treatment and care processes, the developments in digital imaging technologies, the use of robotic systems in surgery, the widespread use of modeling and simulation technologies in medical education make a difference in the functioning of health institutions. Despite the disadvantage of high initial investment costs, artificial intelligence technologies in the field of health contribute greatly to measurement, diagnosis, treatment management and follow-up activities with their facilitating and adaptive effects. Although conceptual and technical studies on the future of artificial intelligence applications continue, it is not possible for artificial intelligence systems to display the ability for emotional intelligence, which requires design, adaptation and intuition, and to perform multitasking similar to the human brain. As in the field of informatics, there are still concerns about ethical reasoning responsibility and ethical decision making in artificial intelligence applications in medicine. In the third book of the series published by Istanbul University Press in medical informatics, the applications of medical informatics and artificial intelligence in medicine are discussed with a multidisciplinary approach and broad perspective. In particular, telemedicine and out-of-hospital patient management issues, which allow health service delivery to be provided without time and space limits, are handled with public regulations specific to the coronavirus pandemic period.

    Description: Tıp alanında bilgi teknolojilerinin kullanımının temel hedefi sağlık hizmetlerinin sunumunda etkililik, verimlilik ve kalite artışının sağlanmasıdır. Sağlık alanında geleneksel karmaşık hizmet üretim sistemlerinin yerini gerçek zamanlı izlenebilir ve denetlenebilir akıllı sistemler almaktadır. Hızla gelişen dijital teknoloji olanakları ile donatılmış akıllı sistemler, sağlık hizmeti üretim alanlarında “Sağlık 4.0” dönemini başlatmıştır. Gerçek zamanlı bilgi sağlama ve bütüncül sağlık hizmetine ulaşabilmeyi simgeleyen, sağlığın siber-fiziksel belirleyicilerine vurgu yapmak üzere, “Endüstri 4.0” dönemi yapı anmasına koşut olarak “Sağlık 4.0” ve “Akıllı Sağlık” tanımlaması kullanılmaktadır. Akıllı sağlık kavramının popüler hale gelmesinin en önemli nedenlerinden biri yaşamın her alanın da olduğu gibi sağlıkta da üretilen büyük veri kavramıdır. Sağlık alanında gerçek zamanlı ya da zaman damgalı, yapılandırılmış ya da yapılandırılmamış, olağanüstü büyüklükte ve çeşitlilikte veri, sürekli artışını sürdürmektedir. Sağlık hizmetlerinin üretiminde daha verimli ve daha hızlı teknolojik çözümler barındıran, sağlık verisinin analiz edilmesiyle sağlık hizmetlerini iyileştirmeye yönelik yaklaşımlarla bireylerin sağlık düzeylerini yükseltme ve yaşam kalitesini artırmayı hedefleyen klinik yapay zekâ uygulamaları yaygınlaşmaktadır. Sağlık hizmetlerinin yürütülmesinde yapay zekâ kullanımı performans ve kapasite artışının yanı sıra sağlık hizmetlerinin yönetiminde de özgün modeller oluşturulmaktadır. Tanı, tedavi ve bakım süreçlerinde enformatik yaklaşımların kullanılması, dijital görüntüleme teknolojilerindeki gelişmeler, cerrahi alanında robotik sistemlerden yararlanılması, modelleme ve benzetim teknolojilerinin eğitimde yaygın olarak kullanılması, sağlık kurumlarının işleyişinde farklılık yaratmaktadır. Sağlık alanında yapay zekâ teknolojileri, başlangıçtaki yüksek yatırım maliyeti dezavantajına karşın kolaylaştırıcı ve uyumlaştırıcı etkileriyle ölçme, tanılama, tedavi yönetimi ve izlem etkinliklerine büyük katkı sağlamaktadır. Yapay zekâ uygulamalarının geleceğine yönelik kavramsal ve teknik çalışmalar devam etmekle birlikte yapay zekâ sistemlerinin henüz tasarım, adaptasyon ve sezgi gerektiren duygusal zekâya yönelik yetenek sergilemesi, insan beyni benzeri çoklu görevleri gerçekleştirebilmesi söz konusu değildir. Bilişim alanının genelinde olduğu gibi tıpta da yapay zekâ uygulamalarında etik akıl yürütme sorumluluğu ve etik karar verme konularında kaygılar sürmektedir. Tıp bilişimi alanında İstanbul Üniversitesi Yayınevi tarafında yayınlanan serinin üçüncü kitabında da tıp bilişimi ve tıpta yapay zekâ konularının farklı alanlarda uygulamaları multidisipliner yaklaşım ve geniş bakış açısı ile irdelenmektedir. Özellikle sağlık hizmet sunumunun zaman ve mekân sınırı olmaksızın yapılabilmesine olanak tanıyan teletıp ve hastane dışı merkezlerden hasta yönetimi konuları koronavirüs pandemisi dönemine özgü kamusal düzenlemelerle ele alınmaktadır.

    Description: Pen in the Park is a unique revolutionary children’s book written by Raşel Meseri and illustrated by Sanne Karssenberg. Meseri narrates the Gezi Park protests in Istanbul through the figure of a penguin named Pen, whogoes on a trip from Antarctica to Gezi Park to save his fellow penguins, and gets involved in various adventures with his friends Chapulletta, the cat Trafo, and the dog Loukanikos. The Gezi movement of 2013–14 started with the threat of the destruction of the Gezi Park, a public space, which became quickly occupied by protestors from all generations and political backgrounds to build a movement that addressed not only the destruction of green areas and gentrification of public space, but also the democratic deficit of the country as such. At the height of the protests, dozens of protesters were killed and thousands injured. As the result of the protests, the park remained a public space and the struggle continues in different forms up to this day. During the protests, penguins were reclaimed as one of the symbols, as the main television channels preferred to show documentaries about the lives of penguins, instead of the uprising in Turkey. In Meseri’s story, Pen the brave penguin, Pen, is both a symbol and an active agent in the course of events, guiding us through the process of political emancipation, democratic experiment, friendship, and solidarity that characterizes the Gezi movement.
