    Description: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches.     Description: Peace operations became the core focus of many Western armed forces after the Cold War. The wish amongst political and military leaders during the 1990s to hold on to the classical identity of the armed forces as an instrument of force made them pursue a strict separation between military operations and the civilian aspects of peacekeeping, such as policing, administrative functions, and political and societal reconstruction. In his book Soldiers and Civil Power, Thijs Brocades Zaalberg argues that this policy failed to match up to reality. Supporting civil authorities, and at times even substituting them (de facto military governance), became the key to reaching any level of success in Cambodia, Somalia, Bosnia and Kosovo. As a result of the false segregation between the civilian and the military domain, this was accomplished mostly by improvisation and creativity of commanders who probed for the limiting boundaries of their original mandate by reaching ever further into the civilian sphere.     Description: There are now many people involved in 'making policy', but there is not a great deal written about how they do it. Most of the books on policy tend to refer obliquely, if at all, to the actual practice of policy work, and offer little guidance to policy workers or students of policy. 'Policy work' seems to be something that you learn on the job. This book addresses directly the nature of policy work. It blends academic and experiential knowledge of the policy process in describing, analysing and evaluating what modern policy workers do in particular situations, and why is that the appropriate thing to do, how it contributes to the policy process, what impact it has, and what can we learn from this about the skills and knowledge required for policy work in complex modern societies.

    Description: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy.     Description: A detailed analysis of the response to the Yugoslav crisis by one of America's key allies in NATO. The author focuses on the question of how a Western bureaucracy faced up to the most complex foreign policy challenge of the 1990s. The Netherlands, as a 'pocket-sized medium power', is an interesting case study. While the margins for Dutch foreign policy are limited, fate had it that the Netherlands occupied the European presidency during the second half of 1991, when the recognition issue divided the West and the parameters for the subsequent international intervention in the Balkans were set. By July 1995, the involvement of the Netherlands had deepened to the extent that Dutch troops who found themselves trapped in the UN safe area of Srebrenica together with the local Muslim population were unable to prevent the worst massacre in Europe since the Second World War. This study is based on interviews with all the major players, including two former Defence Ministers and two former Ministers of Foreign Affairs, and on documents from the Netherlands Ministry of Foreign Affairs, made available under the country's own 'freedom of information act'.     Description: This collection of essays is about tourism and social, political, and economic relations in coastal locations in various parts of the world. The starting point of each chapter is the ethnographic study of one particular place. However, the authors are also concerned with wider regional, national, and global forces which shape and influence the local economies and societies under review. Although most of the essays focus on the European coastline, the book is intended to have implications for other geographical areas. In most parts of the world, coastal settlements and contexts are changing rapidly and markedly. These contexts are routinely characterised by conflict between different interest groups contesting the ownership and control of the foreshore and its resources. One of the threads running through the volume is that coastal regions are often sites of fishing and related 'traditional' activities. The chapters discuss the relationships between traditional stakeholders, such as fishermen and local residents, and new stakeholders including new residents, second-home owners, tourists and tourism property developers, and fish farm managers as they vie for status, influence, and ultimately for space on the foreshore. The underlying preoccupation of the volume as a whole is the extent of penetration and transformation resulting from the onward march of capitalism and the market system in the coastal locations studied.     Description: This book illustrates the results of ethnographical research designed to shed light on the notion of civil society in a context characterized by the transformation of power relations. Such transformation is given by shifting resources, renewed local and international opportunities, and a general reframing of goals and objectives. The academic literature has usually relied on a substantialist understanding of the notion of civil society – referring to the latter as something that exists a priori or does something. This volume relies, instead, on a relational approach – where civil society becomes the name we give to a host of complex interactions in which local associations are involved in a time of reconfiguration of power relations. Building on this approach, this volume analyses the relational dynamics affecting Tunisian associations after the fall of the authoritarian regime in 2011 and their implications for the changing political order. Findings show two main interrelated trends: the nationwide professionalization of local associations and the localized networking strategies of various socio-political categories crossing the associational sector. The book shows how their members understand the standardization of local associations as a strategy to have guaranteed access to the public sphere and, therefore, to influence the changing political order.

    Description: This book focuses on the so-called 'new bilateralism' phenomenon, a foreign policy development that has widespread across regions since the mid-1990s. The book asks why the policy trend of 'new bilateralism' has been pursued in spite of the widely accepted views on political and economic advantages of 'multilateralism'. It also invites an open theoretical discussion on the implications of new bilateralism for international relations. Using the case study of EU-Thailand relations, the book shows that the opportunistic foreign policy behavior of the state is particularly observable in the crisis of multilateralism and that the prospects of bilateral engagement, identity formation and rhetorical action urge the drive to bilateralism with a high degree of pragmatism. This book offers important insight into how the new bilateralism operates, showing its advantages and disadvantages in the developing relationship between the EU and Thailand.

    Description: Nationalism in a nation-state reflects its emergent structural, cultural, and personal properties at a given time. In the politico-historical context of South Korea and the globe, the fruits of the 1968 Revolution in France could not reach Korean society under its military regime and exploitative economic structure. This continued to frustrate the grassroots and especially social actors in South Korea, which eventually brought about the June Struggle in 1987 and the 2016–2017 Candlelight Revolution. Calculated Nationalism in Contemporary South Korea sketches Korean grassroots’ perception of their nation-state, national identities, and what they desire regarding the future direction of their nation-state. The grassroots have openly spoken out about their frustrations through political rallies and media. This book attempts to reflect the minds of Korean progressives regarding, in particular, the forcibly recruited Japanese military “comfort women,” Abe’s trade provocation against South Korea in 2019, reunification, the 2016–2017 Candlelight Revolution, National Flag-carriers’ struggles, and bullying at work.

The book derives many of its fascinating insights from systematic in-depth interviews with migrants themselves. The authors demonstrate that it is no longer enough to divide the world of foreign employment into "legal" and "illegal" work.     Description: Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

New forms of digital archives are being developed that make use of participatory media to provide a more open form of access than any traditional archive has offered before. Film archives are thus faced with new questions and challenges. From Grain to Pixel attempts to bridge the fields of film archiving and academic research, by addressing the discourse on film ontology and analysing how it affects the role of film archives. Fossati proposes a new theoretization of film archival practice as the starting point for a renewed dialogue between film scholars and film archivists.

    Description: Since the late 1990s, there has been a marked increase in academic interest in what are sometimes called 'utility films', intended for purposes of information, training, teaching or advertising. Although such research was long overdue, the current academic output tends to be restricted in scope, paying little attention to the films' textual features: the means they deploy in defending their informational, educational or commercial arguments. In the absence of such studies, the image survives of very 'formulaic' genres. This book seeks to modify this picture, and suggests a methodology that helps to foreground the films' rhetorical diversity. Taking her departure from a historic collection of Dutch classroom films, Masson proposes an approach that considers an audio-visual text as part of a so-called dispositif: the set-up of technology, text and viewing situation that is relevant to the specific corpus under scrutiny.

    Description: The first book-length account of the symbolic chains that link remakes and explain their disguises, Film Remakes as Rituals and Disguise is also the first book to explore how and why these stories are told. Anat Zanger focuses on contemporary retellings of three particular tales-Joan of Arc, Carmen, and Psycho-to reveal what she calls the remake's "rituals of disguise." Joan of Arc, Zanger demonstrates, later appears as the tough, androgynous Ripley in the blockbuster Alien III film and the God-ridden Bess in Lars Von Trier's Breaking the Waves. Ultimately, these remake chains offer evidence of the archetypes of our own age, cultural "fingerprints" that are reflective of society's own preferences and politics. Underneath the redundancy of the remake, Zanger shows, lies our collective social memory. Indeed, at its core the lowly remake represents a primal attempt to gain immortality, to triumph over death-playing at movie theatres seven days a week, 365 days a year. Addressing the wider theoretical implications of her argument with sections on contemporary film issues such as trauma, jouissance, and censorship, Zanger offers an insightful addition to current debates in film theory and cinema history.

    The New Presence of China in Africa (2021)

    Description: This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The conclusion considers whether social responsibility can be expected of the Chinese government and companies and if this is desirable, and to what extent the Chinese model in Africa can act as an example - or not - for the West.

De auteurs van dit boek vergelijken de Chinese aanpak op het gebied van ontwikkelingshulp, investeringen en handelspolitiek met die van het Westen en bespreken in hoeverre het Chinese model in Afrika als voorbeeld kan dienen. Dit boek beschrijft de activiteiten die China in Afrika ontplooit, en dan met name ten zuiden van de Sahara. Kristin Thompson's study focuses on Lubitsch's silent films from the years between 1918 and 1927, tracing the impact this director had on consolidating classical Hollywood filmmaking.     Description: Much has been written on the post-war decolonisation in the Caribbean, but rarely from a truly comparative perspective, and seldom with serious attention to the former Dutch colonies of Surinam, the Netherlands Antilles and Aruba. This study bridges both gaps. In their analysis of Dutch decolonisation policies since the 1940s, the authors discuss not only political processes, but also development aid, the Dutch Caribbean exodus to the metropolis and cultural antagonisms.     Description: The International Council for the Exploration of the Sea (ICES) is the central scientific network within the massive set of bureaucracies that is responsible for Europe's Common Fisheries Policy (CFP). While spending the past 25 years failing to sustain Europe's fish stocks, this management system also became adept at making the lives of its scientists miserable. Now it is being confronted by the complex challenge of an ecosystem-based approach to fisheries management. If this combination of a multi-national bureaucracy, hard politics, and scientific uncertainty has made it impossible to maintain many individual fish stocks, how are decisions going to be made that consider everything from sea birds to climate change? The old political saw that "if you can't solve a problem, make it bigger" has never been put to a test like this! Yet ICES has begun to rise in an impressive way to the scientific challenge of providing advice for an ecosystem approach within the world's most cumbersome fisheries management system. This book lays out the results of extensive sociological research on ICES and the decision making systems into which it feeds. ICES is finding ways to provide effective advice in the many situations where scientific advice is needed but a clear, simple answer is out of reach. In spite of the difficulties, scientists are beginning to help the various parties concerned with management to deal with facts about nature in ways that are more useful and transparent.

    Description: This timely volume engages with one of the most important shifts in recent film studies: the turn away from text-based analysis towards the viewer. Historically, this marks a return to early interest in the effect of film on the audience by psychoanalysts and psychologists, which was overtaken by concern with the 'effects' of film, linked to calls for censorship and moral panics rather than to understanding the mental and behavioral world of the spectator. Early cinema history has revealed the diversity of film-viewing habits, while traditional 'box office' studies, which treated the audience initially as a homogeneous market, have been replaced by the study of individual consumers and their motivations. Latterly, there has been a marked turn towards more sophisticated economic and sociological analysis of attendance data. And as the film experience fragments across multiple formats, the perceptual and cognitive experience of the individual viewer (who is also an auditor) has become increasingly accessible. With contributions from Gregory Waller, John Sedgwick and Martin Barker, this work spans the spectrum of contemporary audience studies, revealing work being done on local, non-theatrical and live digital transmission audiences, and on the relative attraction of large-scale, domestic and mobile platforms.

With the immense popularity of computer games, questions concerning the role and function of technology in play have become more pressing. A key aspect of the increasing technologization and digitalization of both toys and play is the vagueness of borders between producers, consumers and players. In these so-called participatory cultures, players do not simply play with toys designed behind closed doors but become co-designers. This book takes a critical look at the advantages and disadvantages of participatory cultures and places the changing world of toys, games and playing in a historical context. Contrary to many New Media and computer game studies, this book takes the historical background of these phenomena into account by situating the changing world of play in the context of the social and cultural processes of commodification, domestication and urbanization from the 1850s to the present.

    Description: The authors of this book challenge the view that was current among many people in the Netherlands during the period 1945-1949 that the American government and its foreign policymakers unequivocally backed the Indonesian Republic's struggle for independence. The same myth of America's political endorsement of Indonesians' quest for independence continues to reverberate in the United States itself. In fact, ex-President Clinton repeated the story as recently as 1995 when he wrote to ex-President Suharto that in the post-World War II era, President Truman and the U.S. Congress had actively supported Indonesia 'as the nation was being born'. On the basis of research in American, Indonesian, Dutch, and Australian diplomatic records and in the archives of the United Nations, Gouda and Brocades Zaalberg describe and analyze American visions of the Dutch East Indies/Indonesia from the 1920s to December 1949, when the Kingdom of the Netherlands relinquished its sovereignty over the archipelago in southeast Asia to the United States fo Indonesia. Their historical analysis suggests that the American diplomatic establishment was not as ignorant of conditions in the Indonesian archipelago as many Dutch people assumed, both before and after World War II. They also chronicle the unfolding of America's steady but tactic backing of its faithful Dutch ally in northern Europe until early 1949, when U.S. assessments of the regions in the world where the Cold War might ignite into a 'Hot War' began to incorporate the anti-colonial, nationalist struggles in Indonesia and Vietnam.

The Hofstadgroup offers a window into the broader phenomenon of homegrown jihadism that arose in Europe in 2004 and is still with us today. Utilizing interviews with former Hofstadgroup participants and the extensive police files on the group, Becoming a European Homegrown Jihadist overcomes the scarcity of high-quality data that has hampered the study of terrorism for decades. The book advances a multicausal and multilevel understanding of involvement in European homegrown jihadism that is critical of the currently prevalent 'radicalization'-based explanatory frameworks. It stresses that the factors that initiate involvement are separate from those that sustain it, which in turn are again likely to differ from those that bring some individuals to actual acts of terrorism. This is a key resource for scholars of terrorism and all those interested in understanding the pathways that can lead to involvement in European homegrown jihadism.

Instead of focusing on the rather limited notion of poverty, this book aims to deepen our understanding of the broad issue of development. What are the drivers of development? What new issues have arisen due to globalization? And what kind of policies contribute to development in a world that is changing rapidly? The articles in this book provide insight into the muddled trajectories of development on various continents and rethink the notion of development in a globalizing, interdependent world. Taken together, the still fuzzy contours of a paradigm shift emerge from the 'Washington Confusion'. Development can no longer be the ambitious, moral project based on a standard model of economic European or American modernization. 'Doing better' means being less moralistic, more modest and pragmatic, and taking seriously the path dependencies and social realities that exist in each country.

    Description: In Search of Effective Disability Policy examines the potentials of two very different strategies of integrating disabled people into the working life. In the Netherlands employers have great responsi-bility for the integration. In contrast employers have limited responsibility in the Danish strategy, where public authorities are crucial. This book finds that there are virtues and drawbacks of both strategies. While the Dutch policy promotes work-retention of sick-listed workers, it hampers the labour market entry of non-employed disabled people. This is so because employers avoid hiring disabled people as future work-disability inflicts costs upon employers. This is not the case in Denmark. But here too many workers with health problems lose their labour market attachment because employers are allowed to dismiss them and as public reintegration measures do not work as intended. Consequently, an effective disability policy should demand neither too little nor too much of employers. By combing macro-level analyses with empirical analyses at the micro-level this book distinguishes itself from most other studies in the field.

In een succesvol WAO-beleid zouden overheid en werkgevers daarom een gedeelde verantwoordelijkheid moeten dragen. This was nothing unusual for a successful European director: - Metro's bring - ing them in by car load - , as Photoplay stated in 1926. Transfigurations brings our cultural obsession with film violence into a renewed dialogue with contemporary theory. Grønstad argues that the use of violence in Hollywood films should be understood semiotically rather than viewed realistically; Tranfigurations thus alters both our methodology of reading violence in films and the meanings we assign to them, depicting violence not as a self-contained incident, but as a convoluted network of our own cultural ideologies and beliefs.

    Description: By the early ninth century, the responsibility for a series of social, religious and political transformations had become an integral part of running the Carolingian empire. This became especially clear when, in 813/4, Louis the Pious and his court seized the momentum generated by their predecessors and broadened the scope of these reforms ever further. These reformers knew they represented a movement greater than the sum of its parts; the interdependence between those wielding imperial authority and those bearing responsibility for ecclesiastical reforms was driven by comprehensive, yet still surprisingly diverse expectations.Taking this diversity as a starting point, this book takes a fresh look at the optimistic first decades of the ninth century. Extrapolating from a series of detailed case studies rather than presenting a new grand narrative, it offers new interpretations of contemporary theories of personal improvement and institutional correctio, and shows the self-awareness of its main instigators as they pondered what it meant to be a good Christian in a good Christian empire.

    Description: Since 1957 the Film Museum in Amsterdam has been in possession of the Desmet Collection which contains the estate of the Dutch cinema owner and film distributor Jean Desmet (1875-1956). The collection comprises almost nine hundred European and American films in all genres, a collection of publicity material and a dauntingly large business archive. These three sources form the basis of this first comprehensive reconstruction of Desmet's career: from his nomadic beginnings as a traveling showman, working the seasonal fairgrounds of the Netherlands and Belgium, to his successful switch to permanent cinema operation and film distribution. The history of Desmet's career offers not simply an abstract of an individual character and his personal ambitions and motivations, but also epitomizes transformations in the world of cinema as an industry. Between 1907 and 1916 the world of cinema experienced radical structural change which Desmet not only witnessed but also helped to bring about. Given the insufficiencies of Dutch film production, Desmet became a link between film production abroad and film exhibition in the Netherlands. Desmet is not merely representative of the rise of the permanent movie house and the coming of the film distributor. This book shows how his fortunes also encapsulate a series of structural changes within the new culture of permanent cinema and film distribution. In film distribution these changes embraced the introduction of film rental, the advent of the long feature film, the introduction of the monopoly distribution system and the periodic transformation of the products on offer. In the business of cinema operation change involved specialization, the creation of fixed theater venues, the development of a theater hierarchy, expansions of scale, the introduction of trade journals and the gradual legitimization of cinema as a popular cultural institution. These transformations were not confined to the Netherlands but were also taking place in the rest of Europe. Indeed, they were first set in motion by other European countries, and in order fully to understand Desmet it is necessary to situate him in his larger European context. In this original and wide-ranging study Ivo Blom uses the career of Jean Desmet as a means of exploring the history of cinema from the ground-level position of film distribution and exhibition. His copiously illustrated and scrupulously documented exposition swells into an epic narrative that offers a richer, more rounded -indeed 'truer' - account of early urban cinema culture than is possible from the confined perspective of production-based film histories.
