    Description: This edited volume explores a variety of aspects of associative governance, providing detailed case studies of associations and associational governance in Scandinavia. Next, the authors deal with horizontal aspects of the European Green Deal that also have external dimensions, such as the Green Deal Diplomacy, the Green Public Procurement, funding measures, initiatives related to corporate sustainability and due diligence, and the implementation and enforcement of EU environmental law. This volume concludes with a cross-cutting analysis, focusing on how the EU can strengthen the impact of its normative power on international environmental governance, while also noting its limitations.     Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Description: This book is a biography of Eisaku Satō (1901-75), who served as prime minister of Japan from 1964 to 1972, before Prime Minister Abe the longest uninterrupted premiership in Japanese history. The book focuses on Satō’s management of Japan’s relations with the United States and Japan’s neighbours in East Asia, where Satō worked to normalize relations with South Korea and China. It also covers domestic Japanese politics, particularly factional politics within the ruling Liberal Democratic Party (LDP), where Satō, as the founder of what would become the largest LDP faction, was at the centre of LDP politics for decades. The book highlights Satō’s greatest achievement – the return of Okinawa from United States occupation - for which, together with the establishment of the non-nuclear principles, he was awarded the Nobel Peace Prize, the only Japanese to receive the Prize.

    Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

With the majority of research on victim support centering on the Anglosphere, this book offers a unique case study for considering the role of the victim in the criminal justice system. While Sweden has enacted many laws to support victims, and victim assistance programs have grown rapidly, welfare policy has become more restrictive and crime policy, to some degree, more punitive.     Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces.     Description: This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers.     Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead.     Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

It is argued that an individual engaged in the field of commemoration can be seen as a cultural producer and intermediary fulfilling a whole array of different roles, adapting to changing conditions and improvising as the situation demands. The success of the commemorative activities of the organization depends significantly on the material and intangible resources at the disposal of the decision-making individual and the “vernacular creativity” the individual employs. Correspondingly, the selection of symbols used in the commemorative process relies both on the earlier collective mnemonic practices and resources of the national textual community and on the cultural and embodied capital of the decision-making individual. By extending the chains of memory labor outside the field of commemoration, an opportunity has been created for the memory of Stalinist mass repressions to transform and adapt for societal change.

This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Description: The turbulent events of Stalin’s ‘Great Break’ have often been seen as a turning point and the beginning of a Stalinist politics sensu stricto. A sharp philosophical debate occurred at this turning point. This chapter discusses how this shift occurred in Soviet Marxist philosophical circles. It analyses the concept of ‘Menshevising Idealism’, an idea coined (maybe by Stalin himself) during the philosophical campaign around the year 1930. It targeted mainly the Deborin school of early Soviet philosophy. Deborin and his supporters were accused of ‘Hegelianising’ Marxism and of not understanding the significance of the new, Leninist stage of Marxist theory. The concept of Menshevising Idealism has later almost unanimously been viewed by scholars as a Stalinist label without any real content. While it is true that Stalin and his circle utilised the campaign against the Deborinites for their own purposes, there nevertheless were some real weaknesses in the philosophy of the Deborin School. One sign of this weakness is that such thinkers as Georg Lukács, Mikhail Lifshits and, later, Evald Ilyenkov all criticised the Deborin School even though they did not accept the Stalinist methods of its suppression.

    Description: This Chapter examines the regulatory and voluntary anti-trafficking governance architecture in the private sector, as well as the power dynamics in MNEs’ GVCs as vectors of norm transmission. It argues that, whereas the public authorities in the EU and ASEAN’s Member States have an increasingly robust legal and policy framework to fight child trafficking, public authorities and multinational enterprises (MNEs) are jointly contributing to upholding the exploitative practices towards children, by leaving untouched the economic structures that fuel trafficking. The model is starting to be overhauled in some sectors of the economy, through strategies to gain back control over GVCs, whether through the shortening of supply chains, or other strategies such as the establishment of direct relations with small producers, who are given a fairer deal compared to situations when they are end producers in long GVCs. It will require more efforts to scale up these initiatives and create sufficient momentum to efficiently combat anti-trafficking, otherwise “blue” initiatives of social sustainability risk leading to further sustainability-driven supplier-squeezes, reinforcing the divide between small businesses and large corporations, and increasing the structural vulnerability of children to trafficking.

    Description: The purpose of the present chapter is to initiate the analysis of the child trafficking apparatus through the examination of a paradox pertaining to the protection of children: the simultaneous acceptance of a universal norm of child protection, and the frequent vulnerabilisation of trafficked children who have been taken into care. This discrepancy raises a set of interrogations about the politics of “making live” or “letting die” (Foucault), and the clashes that shape the manner in which the issue is settled for identified trafficking victims. Drawing on Foucaultian analyses of biopower, Chapter 3 shows the internal tension between “make live” objectives and “let die” practices unfolding in the global protection apparatus and its manifestations in member states of ASEAN and the EU. Through a set of solid data collected through fieldwork and interviews, it argues that the protection apparatus deviates towards unintended consequences or biopolitics of selection, resulting in non-protection mechanisms for children identified as trafficking victims. The biopolitics of the child protection apparatus, where trafficking victims are concerned, is analysed along the lines of their politics of selection; the material, psychological and symbolic liminal spaces it produces; and the fabrics – that is, the mechanisms –, as well as the fabric –namely the intrinsic structure of the protection apparatus – that amplify the initial vulnerability of children.

The flaneur’s deep word hoard also helped him to develop a minimalist style, which was not only a means of living sustainably in the city, but in its humour and close attention to detail a way to make greening the city more of a joy than a duty. In this way, Vladislavić created a culture of sustainability.

    Description: Peace operations became the core focus of many Western armed forces after the Cold War. The wish amongst political and military leaders during the 1990s to hold on to the classical identity of the armed forces as an instrument of force made them pursue a strict separation between military operations and the civilian aspects of peacekeeping, such as policing, administrative functions, and political and societal reconstruction. In his book Soldiers and Civil Power, Thijs Brocades Zaalberg argues that this policy failed to match up to reality. Supporting civil authorities, and at times even substituting them (de facto military governance), became the key to reaching any level of success in Cambodia, Somalia, Bosnia and Kosovo. As a result of the false segregation between the civilian and the military domain, this was accomplished mostly by improvisation and creativity of commanders who probed for the limiting boundaries of their original mandate by reaching ever further into the civilian sphere. It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. The book’s authors challenge us to reconsider what is valued about Britain’s past, its culture and its citizens. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions.     Description: At a time of escalating conflict between states and NGOs engaged in migrant search and rescue operations across the Mediterranean, this book explores the emerging trend of citizen-led forms of helping others at the borders of Europe. In recent years, Europe’s borders have become new sites of intervention for traditional humanitarian actors and governmental agencies, but also, increasingly, for volunteer and activist initiatives led by "ordinary" citizens. This book sets out to interrogate the shifting relationship between humanitarianism, the securitization of border and migration regimes, and citizenship.     Description: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy.     Description: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance.

    Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

    Description: Stalin’s political takeover of the cultural theoretical pattern of Bolshevik novyy byt ‘new public life’ created a powerful myth of the total repression of ‘bourgeois’ philosophy in the early 1930s. However, since the 1920s novyy byt had also produced directives governing the formation of new theories of ideologically correct ‘spiritual kul’turnost’ (culturality, being civilized) on the basis of ‘the best achievements of bourgeois traditions.’ Classical music represented one of these achievements. The chapter sheds light on the idealist philosophical sides of the Soviet conception of kul’turnost. Looking at the musicologist Boris Asafiev (1884-1949) as an intellectual whose theoretical strategies shaped Soviet culture during the Stalin era, the author shows that the Soviet conception of classical music as a symbol of kul’turnost developed from the late ‘Silver Age’ philosophy of ‘internal’ spiritual life. Shaped by the NEP-era Bolshevik discourse of novyy byt and Pan-European cultural and musical theories, the conception emerged during the Stalinist kul’turnost campaigns. Asafiev renewed his theoretical setting (theory of Intonation) of the 1920s to suit Stalinist ideological outlines of what a ‘socialist approach’ to the arts ought to be. However, his theory was one of the evolving ideas that managed to accomplish this in a way that produced interesting scholarly results. His apology of classical music constitute an interesting intellectual history of Russian appreciation of classical music as a proper type of Russian kul’turnost and explains the Soviet understanding of popular music.

The Netherlands, as a 'pocket-sized medium power', is an interesting case study. While the margins for Dutch foreign policy are limited, fate had it that the Netherlands occupied the European presidency during the second half of 1991, when the recognition issue divided the West and the parameters for the subsequent international intervention in the Balkans were set. By July 1995, the involvement of the Netherlands had deepened to the extent that Dutch troops who found themselves trapped in the UN safe area of Srebrenica together with the local Muslim population were unable to prevent the worst massacre in Europe since the Second World War. This study is based on interviews with all the major players, including two former Defence Ministers and two former Ministers of Foreign Affairs, and on documents from the Netherlands Ministry of Foreign Affairs, made available under the country's own 'freedom of information act'.     Description: This collection of essays is about tourism and social, political, and economic relations in coastal locations in various parts of the world. The starting point of each chapter is the ethnographic study of one particular place. However, the authors are also concerned with wider regional, national, and global forces which shape and influence the local economies and societies under review. Although most of the essays focus on the European coastline, the book is intended to have implications for other geographical areas. In most parts of the world, coastal settlements and contexts are changing rapidly and markedly. These contexts are routinely characterised by conflict between different interest groups contesting the ownership and control of the foreshore and its resources. One of the threads running through the volume is that coastal regions are often sites of fishing and related 'traditional' activities. The chapters discuss the relationships between traditional stakeholders, such as fishermen and local residents, and new stakeholders including new residents, second-home owners, tourists and tourism property developers, and fish farm managers as they vie for status, influence, and ultimately for space on the foreshore. The underlying preoccupation of the volume as a whole is the extent of penetration and transformation resulting from the onward march of capitalism and the market system in the coastal locations studied.     Description: This book illustrates the results of ethnographical research designed to shed light on the notion of civil society in a context characterized by the transformation of power relations. Such transformation is given by shifting resources, renewed local and international opportunities, and a general reframing of goals and objectives. The academic literature has usually relied on a substantialist understanding of the notion of civil society – referring to the latter as something that exists a priori or does something. This volume relies, instead, on a relational approach – where civil society becomes the name we give to a host of complex interactions in which local associations are involved in a time of reconfiguration of power relations. Building on this approach, this volume analyses the relational dynamics affecting Tunisian associations after the fall of the authoritarian regime in 2011 and their implications for the changing political order. Findings show two main interrelated trends: the nationwide professionalization of local associations and the localized networking strategies of various socio-political categories crossing the associational sector. The book shows how their members understand the standardization of local associations as a strategy to have guaranteed access to the public sphere and, therefore, to influence the changing political order.

    Description: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields. These strategies ensured that certain theoretical ideas were able to persist despite major political campaigns.

Taken together, the book asks: what happens to memories, life stories, testimonies, and experiences when they travel in time and space and between media and are (re)interpreted and (re)formulated through these transfers? What kinds of memorial forms are gained through processes of mediation? What types of spaces for remembering, telling, and feeling are created, negotiated, and contested through these shifts? What are the boundaries and intersections of intimate, familial, community, national, and transnational memories? By analytically contextualizing the various case studies within broader memory discourses in a range of geographical and political contexts, the book offers rich and multilayered interpretations of the enduring ramifications of communist repression. The collection demonstrates that these multiply moving memories not only reflect Eastern European memory culture but reach far beyond and have transnational and transgenerational significance. As such, this timely book will be essential reading for anyone with an interest in the former Soviet Union or memory studies more broadly.

    Description: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics.
