Drawing parallels with successful models in road safety, the paper explores the potential of this approach in urban development and climate action.     Description: The global building sector, responsible for over 30% of CO2 emissions, necessitates urgent decarbonization efforts. This paper examines residential building decarbonization policies in three major economies - the European Union (EU), China, and India. It provides an overview of diverse policies through policy landscape analysis and delves into the design specifics with a detailed policy intensity analysis of building energy codes, information disclosure, and financial incentives in each region. Our findings reveal a diverse mix of policies targeting residential building decarbonization in all three regions. While the EU and China have long-established diverse policy instruments, India's building energy efficiency policies are relatively recent and limited. Detailed analyses of building energy codes, information disclosure, and financial incentives expose variations in ambition, scope, and implementation, even with shared policy instruments. Significant advancements in building energy codes, particularly in stringency and compliance checks, are evident in the EU and China. Conversely, India faces a notable obstacle with limited adoption of residential building energy codes, impacting its journey towards net-zero. The EU leads in building energy labelling policies, while China and India encounter various challenges hindering widespread implementation. Financial incentives across the three regions predominantly take the form of subsidies, potentially straining public budgets. The study concludes with reflections on the pressing need for future research extending beyond the operational phase of buildings.

    Description: The twenty-eighth Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) in Dubai among many other items concluded the first Global Stocktake (GST) under the Paris Agreement. This article discusses the conference's outcomes in the areas of mitigation, loss and damage, adaptation, climate finance, and cooperation under Article 6 of the Paris Agreement. The conference arguably made history by for the first time ever recognising the need to "transition away" from fossil fuels, adopting specific targets for the scale-up of renewable energy and energy efficiency, and by operationalising a fund to support developing countries in dealing with loss and damage caused by climate change. However, the legal language in the call for an energy transition is relatively non-committal and the conference failed to underpin the new global objectives with adequate resources. Actual implementation of the Dubai outcomes will therefore to a large extent depend on whether COP29 in Baku, Azerbaijan - already billed as "finance COP" - will be able to cut the Gordian knot of finance.

    Description: As the climate crisis is accelerating and the pressure to act is steadily increasing, many companies are claiming themselves or their products carbon neutral. This is usually achieved by offsetting residual emissions with carbon certificates (carbon offsetting). However, recent revelations about the inadequate quality of carbon credits and legal uncertainties surrounding the use of such offset claims are increasingly raising doubts about this approach. This Wuppertal Report examines how the EU can promote integrity in corporate climate action. Taking into account the new framework of the Paris Agreement, the paper outlines various options for how the EU could push for more integrity and effectively combat greenwashing through the targeted use of Article 6 of the Paris Agreement. In their recommendations, the authors advocate addressing the most serious consequences of ongoing offset practices through increased regulation of offset claims. If a ban on offset claims cannot be implemented, claims requirements and carbon offset regulations should be further specified, for example, by prohibiting any type of double counting of emissions reductions. In addition to tightening the rules for corporate offset claims within Europe, the EU could help partner countries make informed decisions when approving climate change mitigation measures and respective carbon credits. The report also emphasizes the EU's special role in international climate negotiations, where it should advocate for a strong legal framework for climate action under Article 6.

    Description: As investors and financial intermediaries, private banks are increasingly confronted with climate change concerns. But to what extent do banks identify as the changemakers driving climate alignment forward? To advance this question, this paper analyzes the South African banking sector with a specific focus on Standard Bank and Nedbank as exemplary case studies. Relying on the concept of "climate mainstreaming", we critically assess the banks' annual reports and compare their self-portrayal with publicly available sources on the bank's business practices, chiefly provided by non-governmental organizations and media. We find that Nedbank pushes a holistic narrative of climate change as an inevitable business opportunity. Standard Bank, in turn, relies on a "narrative of balance" between climate change and other profit-oriented investments to safeguard its stakes in the fossil industry. In so doing, this paper sheds light on greenwashing practices within disclosure specifically and the lack of binding corporate regulation more generally.

    Description: "Sustainable Development" can be understood as a widely used discourse that has become even more prominent since the publication of the UN Agenda 2030 for Sustainable Development in 2015. In this paper we analyze the way sustainable development discourse unfolds within the context of development aid in Germany by undertaking a discourse analysis of reports on development policy published 1973-2017 by the German Federal Ministry for Economic Cooperation and Development. Our analysis reveals that the sustainable development discourse is characterized by distinct components and storylines that change over time. We detect, in general, a shift away from a focus on environmental protection toward an emphasis on the role of the private sector in leading sustainable development. We argue, therefore, that although development is now only legitimate if it is "sustainable", the discourse apparently facilitates the uneven allocation of development aid. The concern that arises here is that although Agenda 2030 pledges to take "bold and transformative steps" to secure the planet and to leave "no one behind" the least developed states who cannot provide "private sector opportunities" or fulfil "national self-responsibilities" for sustainable development are indeed being "left behind".

    Description: In his essay, the author presents a stock-taking of the debate on Green Deals. The starting point of this personal assessment is a brief outline of the content and impact of a study in which the author and colleagues published a first outline of a "Green New Deal for Europe" as a political response to the 2008 financial crisis. 2008 had been a critical juncture for mainstream economics: however, from the perspective of policy-learning, the period after has been a lost decade. The European Green Deal as presented by the European Commission in 2019 can be perceived as a historic milestone and confirmation of a regime change in mainstream economic policy in which ecological considerations gain in importance. Yet, the Deal suffers from major deficits. In sum, the European Green Deal could be interpreted as an insufficient attempt to take advantage of the rapidly closing windows of opportunity for a peaceful transition towards sustainability. On the eve of a planetary crisis, the governance of economic transitions towards sustainability needs to be improved and accelerated. Reflecting on the 2009 study A Green New Deal for Europe, this essay attempts to draw a few lessons and frugal heuristics for the policy-design of Green Deals.

    Description: In view of the accelerating climate crisis, the Russian invasion of Ukraine highlighted the dependency of fossil fuels on the part of Germany and the European Union (EU). With the priority aim to reduce the import dependency from the Russian Federation while providing energy security and staying on track with climate mitigation efforts, the Federal Government was presented with major challenges. Prior to the war, an approximate 34% of the mineral oil, 53.6% of the natural gas, and 50% of hard coal supplies to Germany originated from Russian sources. As of 2023, however, Germany is independent from Russian energy imports. This paper examines implications of the global energy crisis induced by the invasion on the energy sector in Germany. As a basis for achieving this analysis, a short overview of the energy situation in the country before the war and a demonstration of the provisional conditions is presented. This is followed by an analysis of the main consequences of the war and medium and long-term strategies to reach Germany's climate goals while maintaining energy security. Lastly, foreseeable consequences regarding the European and German climate goals are discussed.

    Description: The original objectives for introducing Energy Performance Certificates (EPCs) were 1) to make energy performance transparent in the building market, as a measure of energy costs of using a building that a potential buyer or tenant would be interested in; and 2) to encourage energy efficiency renovation. However, the current implementation of EPC schemes in the Member States still shows significant challenges in achieving these two objectives. The recast of the EU Directive on the Overall Energy Performance of Buildings (EPBD) provides a chance to enhance both the usefulness and quality of EPCs and the EPC schemes overall. This document aims to inform both the debate on the recast of the EPBD and the enhancement of national EPC schemes in EU Member States. It presents the draft policy recommendations of the Horizon 2020 QualDeEPC project for making the EPBD and the national schemes more effective, particularly for deep renovation, and enhance their quality overall. The policy recommendations particularly target the link between EPCs and deep (energy) renovation1, while increasing the levels of ambition and convergence across the EU in terms of building renovation. Deep (energy) renovation is crucial for mitigating climate change and for energy security. The EPBD and all of its articles, as well as national EPC schemes, should aim to make deep (energy) renovation the default. This objective would be embedded and ensured in EPC schemes, if the policy recommendations provided in this document were adopted and implemented.

    Description: At the next United Nations (UN) climate conference in the United Arab Emirates at the end of 2023, the first Global Stocktake (GST) of the Paris Agreement is due to conclude. The main goal of this process is to feed into a new round of Nationally Determined Contributions (NDCs) by Parties to the Agreement for 2035. In addition, the GST is aimed at identifying opportunities for strengthening international cooperation to achieve the Paris goals. The GST represents the first opportunity for Parties and other stakeholders to collectively highlight opportunities for international climate cooperation. Specifically, outcomes should plant the seeds for the development of concrete sectoral decarbonization roadmaps that could guide international cooperation in years to come.

    Description: Rising energy costs have led to increased discussion about the social impact of the energy transition in Germany in recent years. In 2021, a gradually increasing CO2 tax was introduced. This paper analyzes the question of whether a CO2 tax can be socially just. Using data analysis and desk research, correlations between income and energy consumption in Germany are shown. In a short analysis, it is investigated which additional burdens different types of private households have to expect in the coming years due to the introduction of CO2 pricing on energy. In particular, the introduction of a per capita flat rate fed by CO2 tax revenues could be a suitable way to reduce the burden on low-income households.

    Description: In recent years, the public discourse on the phase-out of carbon-intensive technologies and practices has come to a near consensus that a "just transition" is required. Yet, this term seems to have as many meanings as there are stakeholders using it. The purpose of this paper is to unpack the different meanings that regional stakeholders assign to it and the underlying dimensions of in(justice) that they invoke in their political communication. To this end, we employ a policy narrative analysis to study and compare the political discourse in four European coal and carbon-intensive mining regions: Ida-Virumaa (Estonia, oil shale), the Rhenish mining region (Germany, lignite), Upper Silesia (Poland, hard coal) and Western Macedonia (Greece, lignite). Specifically, we address the following research questions: Which narratives are characterising the political discourse around just transition? Which (in)justices are being invoked? Which patterns, similarities or differences are recognizable between regions? We found that hopeful narratives describing structural change as an opportunity to reinvent the region are prevalent in all regions. Strong narratives of resistance only prevail in Upper Silesia and Ida-Virumaa where a phase-out decision has not yet been adopted. In terms of injustices, we find surprisingly little evidence that injustices related to the immediate effects of the transformation (e.g. lay-offs and compensation for workers and companies) play an important role. Instead, the aspects related to the historical injustices produced by the legacy industrial system prevail. And perhaps most importantly, questions about access and allocation of the opportunities of the imminent transition are key and should be addressed more explicitly.

    Description: The QualDeEPC project is aiming to both improve quality and cross-EU convergence of Energy Performance Certificate schemes, and the link between EPCs and deep renovation: High-quality Energy Performance Assessment and Certification in Europe Accelerating Deep Energy Renovation. The objective of the project is to improve the practical implementation of the assessment, issuance, design, and use of EPCs as well as their renovation recommendations, in the participating countries and beyond. This report serves as a compilation of the project's proposal for an enhanced and converging EPC assessment and certification scheme. It aims to provide a detailed description on the set of practical concepts, policy proposals, and tools for an enhanced EPC scheme towards deep renovation, developed by the QualDeEPC project. The project's substantial proposals both on EU and national level are presented in a comprehensive and rational way, guiding the relevant stakeholders, in particular the policy makers and competed bodies, on which steps need to be followed so as the proposals to be adapted and how the specific values can be determined in MSs. Furthermore, this report includes the project's proposal for defining "Deep Energy Renovation" based on a modified nZEB-based approach. The project's priorities A) to G) addressed are presented in the following order in this document, reflecting the importance of the enhanced EPC template form and the training of EPC assessors in such schemes: A) Improving the recommendations for renovation, which are provided on the EPCs, towards deep energy renovation; E) High user-friendliness of the EPC, by way of an enhanced EPC template form, including an introduction of the proposed "Energy Rating" indicator; D) Regular mandatory EPC assessor training or examination on assessment and renovation recommendations, required for certification/accreditation and registry; B) Online tool for comparing EPC recommendations to deep energy renovation recommendations; C) Creating Deep Renovation Network Platforms (DRNPs); F) & G) Voluntary/mandatory advertising guidelines for EPCs and Improving compliance with the mandatory use of EPCs in real estate advertisement.

    Description: Buildings constitute one of the main GHG emitting sectors, and energy efficiency is a key lever to reduce emissions in the sector. Global climate policy has so far mostly focused on economy-wide emissions. However, emission reduction actions are ultimately sectoral, and opportunities and barriers to achieving emission reductions vary strongly among sectors. This article therefore seeks to analyse to what extent more targeted global governance may help to leverage mitigation enablers and overcome barriers to energy efficiency in buildings. To this end, the article first synthesises existing literature on mitigation enablers and barriers as well as existing literature on how global governance may help address these barriers ("governance potential"). On this basis, the article analyses to what extent this governance potential has already been activated by existing activities of international institutions. Finally, the article discusses how identified governance gaps could be closed. The analysis finds that despite the local characteristics of the sector, global governance has a number of levers at its disposal that could be used to promote emission reductions via energy efficiency. In practice, however, lacking attention to energy efficiency in buildings at national level is mirrored at the international level. Recently, though, a number of coalitions demanding stronger action have emerged. Such frontrunners could work through like-minded coalitions and at the same time try to improve conditions for cooperation in the climate regime and other existing institutions.

    Description: The 2015 Paris Agreement relies on Nationally Determined Contributions (NDCs) to outline each country's policies and plans for reducing greenhouse gas (GHG) emissions. To strengthen global climate action and achieve the Agreement's temperature goal, it is crucial to enhance the ambition level of NDCs every 5 years. While previous studies have explored the ambition of initial NDCs, limited research has delved into the factors driving the enhancement or lack thereof in NDCs' emission reduction plans. This study employs a mixed-method design to investigate the determinants of NDC enhancement. First, we analyse the updated or revised NDCs of 111 countries using quantitative methods. Second, we conduct qualitative case studies focusing on Brazil and South Africa. Our findings reveal that countries that engaged in stakeholder consultations with civil society, business, and labour groups prior to developing their updated or revised NDCs were more likely to enhance their greenhouse gas reduction targets. These results are further supported by the case studies. South Africa conducted comprehensive consultations and submitted an enhanced GHG target, while Brazil, which did not arrange open consultations, did not improve its target. This study underscores the significance of comprehensive and transparent stakeholder engagement processes, highlighting their potential to drive enhanced NDCs. By involving diverse stakeholders, including civil society, business, and labour groups, countries can foster greater ambition and effectiveness in their climate action, ultimately contributing to the global effort to combat climate change.

    Description: The twenty-seventh Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (UNFCCC) in Sharm el-Sheikh made history by for the first time ever discussing and ultimately even agreeing to establish a fund to address loss and damage caused by climate change. However, the conference did little to limit the occurrence of loss and damage in the first place by containing the extent of climate change. This article discusses the conference's outcomes in the areas of mitigation and adaptation, loss and damage, the Global Stocktake, cooperation under Article 6 of the Paris Agreement, climate finance, and gender-responsiveness. While modest progress can be observed, it is too slow to actually achieve the objectives of the Paris Agreement. This pace is leading many, not least the most vulnerable countries, to search for parallel arenas of cooperation.

    Description: Research on environmental behaviour is often overlooked in literature on regime destabilization in energy transitions. This study addresses that gap by focusing on socio-political and demographic factors shaping support for carbon regime destabilization policies in one of the most carbon-intensive regions of Europe. Carbon-intensive industries, especially coal mining and coal-based power generation, are often concentrated in a few carbon-intensive regions. Therefore, decarbonization actions will affect those regions particularly strongly. Correspondingly, carbon-intensive regions often exert significant political influence on the two climate mitigation policies at the national level. Focusing on Poland, we investigate socio-political and demographic factors that correlate with the approval or rejection of the two climate mitigation policies: increasing taxes on fossil fuels such as oil, gas, and coal and using public money to subsidize renewable energy such as wind and solar power in Poland and its carbon-intensive Silesia region. Using logistic regression with individual-level data derived from the 2016 European Social Survey (ESS) and the 2014 Chapel Hill Expert Survey (CHES), we find party-political ideology to be an important predictor at the national level but much less so at the regional level. Specifically, voting for right-wing party is not a divisive factor for individual support of the two climate mitigation policies either nationally or regionally. More interestingly, populism is a strong factor in support of increasing taxes on fossil fuel in the carbon-intensive Silesia region but is less important concerning in support of using public money to subsidize renewable energy in Poland overall. These results show the heterogeneity of right-wing party and populism within the support for the two climate mitigation policies. Socio-demographic factors, especially age, gender, education level, employment status, and employment sector, have even more complex and heterogeneous components in support of the two climate mitigation policies at the national and regional levels. Identifying the complex socio-political and demographic factors of climate mitigation policies across different national versus carbon-intensive regional contexts is an essential step for generating in situ decarbonization strategies.

    Description: The Glasgow climate conference marked a symbolic juncture, lying half-way between the adoption of the UNFCCC in 1992 and the year 2050 in which according to the IPCC special report on the 1.5°C limit net zero CO2 emissions need to be reached, globally, in order to maintain a good chance of achieving the 1.5°C limit. This article undertakes an assessment of what the UNFCCC and in particular the Paris Agreement and its implementation process have actually achieved so far up to and including the results of the Glasgow conference. The article discusses efforts at ambition raising both within and outside the formal diplomatic process, the finalization of the implementation rules of the Paris Agreement, as well as progress on gender responsiveness, climate finance, adaptation and loss and damage. In summary, the Paris Agreement and its implementation can be considered a success as it is having a discernible impact on the behavior of parties as well as on non-party actors. However, significant further efforts will be required to actually achieve the objectives of the Agreement.

    Description: Managing energy use by municipalities should be an important part of local energy and climate policy. The ISO 50001 standard constitutes an internationally recognized catalogue of requirements for systematic energy management. Currently, this standard is mostly implemented by companies. Our study presents an approach where consultants supported 28 European municipalities in establishing energy management systems. A majority (71%) of these municipalities had achieved ISO 50001 certification by the end of our study. We also conducted two surveys to learn more about motivations and challenges when it comes to establishing municipal energy management systems. We found that organizational challenges and resource constraints were the most important topics in this regard. Based on the experiences in our study we present lessons learned regarding supporting municipalities in establishing energy management systems.

    Description: Green hydrogen will play a key role in building a climate-neutral energy-intensive industry, as key technologies for defossilising the production of steel and basic chemicals depend on it. Thus, policy-making needs to support the creation of a market for green hydrogen and its use in industry. However, it is unclear how appropriate policies should be designed, and a number of challenges need to be addressed. Based on an analysis of the ongoing German debate on hydrogen policies, this paper analyses how policy-making for green hydrogen development may support industry defossilisation. For the assessment of policy instruments, a simplified multi-criteria analysis (MCA) is used with an innovative approach that derives criteria from specific challenges. Four challenges and seven relevant policy instruments are identified. The results of the MCA reveal the potential of each of the selected instruments to address the challenges. The paper furthermore outlines how instruments might be combined in a policy package that supports industry defossilisation, creates synergies and avoids trade-offs. The paper's impact may reach beyond the German case, as the challenges are not specific to the country. The results are relevant for policy-makers in other countries with energy-intensive industries aiming to set the course towards a hydrogen future.

    Description: The Digital Product Passport (DPP) is a concept of a policy instrument particularly pushed by policy circles to contribute to a circular economy. The preliminary design of the DPP is supposed to have product-related information compiled mainly by manufactures and, thus, to provide the basis for more circular products. Given the lack of scientific debate on the DPP, this study seeks to work out design options of the DPP and how these options might benefit stakeholders in a product's value chain. In so doing, we introduce the concept of the DPP and, then, describe the existing regime of regulated and voluntary product information tools focusing on the role of stakeholders. These initial results are reflected in an actor-centered analysis on potential advantages gained through the DPP. Data is generated through desk research and a stakeholder workshop. In particular, by having explored the role the DPP for different actors, we find substantial demand for further research on a variety of issues, for instance, on how to reduce red tape and increase incentives for manufacturers to deliver certain information and on how or through what data collection tool (e.g., database) relevant data can be compiled and how such data is provided to which stakeholder group. We call upon other researchers to close the research gaps explored in this paper also to provide better policy direction on the DPP.

    Description: More and more countries are incorporating the instrument of emissions trading into their national climate policies. This emerging mosaic of emissions trading schemes (ETS) raises the question of whether they should be linked with each other. From an economic point of view, linking of domestic schemes is supposed to increase the economic efficiency of carbon markets. In addition, linking is also expected by some to yield substantial political benefits in terms of the evolution of the UNFCCC/Kyoto regime. However, these optimistic prospects are based on a best-case scenario where all major countries establish environmentally effective emissions trading systems and then link them with each other. Real-life politics might develop rather differently. This paper therefore examines to what extent the current status of emissions trading in industrialised countries provides a basis for reinforcing and moving forward the international climate regime through linking domestic ETS. After comparing emerging emissions trading schemes from an institutional perspective, it emerges that not only emissions trading is at a very early stage in most countries, in addition the emerging systems are probably going to be designed very differently from the EU ETS. While for some design features such as the coverage design differences do not matter, there are some areas where the plans in many non-EU countries look crucially different from the EU system. The outlook for a linked international ETS is therefore currently still very uncertain. Given this state of affairs, the EU should pro-actively engage with the non-EU countries to try to harmonise their developing national emissions trading schemes with the EU ETS, widely disseminate the lessons it has learned from the EU ETS, strongly make the case for environmental integrity and at the same time make clear that systems that want to link to the EU ETS will need to meet certain quality criteria.

    Description: Energy efficiency is a national priority for China as rapid energy consumption growth aggravates its greenhouse gas emissions, local air pollution and energy scarcity. In the 1990s, a large number of voluntary agreements emerged in industrialised countries in order to improve industrial energy efficiency. These experiences are now taken into account in China. This article analyses the drivers for voluntary agreements on industrial energy efficiency in China, based on a case study of three enterprises in Nanjing, Jiangsu Province. Furthermore, the article reviews the institutional set-up of energy policy and investigates the pertaining policy culture. From the findings, conclusions are drawn on the role of voluntary agreements within China's larger policy context. We conclude that opposed to avoiding stricter regulation, voluntary agreements in Nanjing are reinterpreted in view of more stringent national provisions on energy efficiency in the 11th Five Year Plan. Hence, agreements have evolved into an implementation tool of national policy at the local level. For industry, another major driver for participation was identified as improving its relations with local authorities. Voluntary agreements showed to have the potential to overcome traditional constraints of implementing top-down policies at the local level in China.

    Description: The current emissions trading debates in the EU and the USA were examined and the prospects for creating a transatlantic carbon market were analysed. A future US Emissions Trading Scheme (US ETS) may be designed very differently from the EU ETS, raising questions of compatibility. Crucial differences relate to the stringency of targets, the recognition of offsets, and price control mechanisms. These differences flow directly from the different policy and economic perspectives on emissions trading and climate policy in the USA and the EU. The two sides should therefore seek a way forward that reconciles potentially different climate policies. For example, the USA and the EU should consider an effort to harmonize carbon prices, and US legislation could phase out cost-containment mechanisms after some time period. Finally, both US and EU policies should have mechanisms that allow periodic recalibration, which would allow each to adjust to new technology, react to developing-country climate policies, and learn from each other. In the longer term, this would allow both sides to strive for greater policy convergence, either through linked trading systems, harmonized prices, or a transition from harmonized prices to linkage.

    Description: The barriers to linking greenhouse gas cap-and-trade schemes are assessed, based on an analysis of existing and emerging trading schemes, including those in the USA, Japan, Australia, New Zealand and the EU. The feasibility of different forms of linking and the time frames for their implementation are examined. In particular, the barriers to direct bilateral linking are considered. It was found that only a few direct bilateral links will be viable in the short term, due to the divergent policy priorities of different nations and regions, reflected in critical design features, such as costcontainment measures. However, in the short term, cap-and-trade markets will very likely be indirectly linked via unilateral links to the CDM or new crediting mechanisms, which may be adopted within a successor treaty to the Kyoto Protocol. In order to ensure a harmonization of critical design elements in the mid to long term, early institutional cooperation may become necessary. Necessary policy steps and the appropriate institutional framework for such harmonization and, overtime, further integration of trading schemes are briefly delineated.

    Description: The Chinese national government has put energy efficiency and pollution control at the heart of its 11th five-year plan (2005-2010). However, implementation of national policies at the local level is notoriously poor in China. In order to tackle this problem, voluntary agreements were signed between local Environmental Protection Bureaus and 14 mostly state-owned companies from different energy-intensive sectors in Nanjing, Xi'an and Kelamayi in the context of an ongoing EU-funded pilot project. In Nanjing, for instance, agreed targets are in the range of a 3-5% reduction in energy intensity by 2009 over a 2007 baseline. The pilot agreements are informed by Dutch experiences with long-term agreements on energy efficiency (LTA/1989-1999) as European best practice, but have been significantly adjusted to Chinese circumstances. Much emphasis was put on process management applying a cooperative approach throughout. Each enterprise put together a so-called Energy Action Team for voluntary agreement development and implementation. This helped to create a sense of ownership in the companies and assigned clear responsibilities. Energy Action Teams conducted Energy Potential Scans in cooperation with a Dutch expert to identify energy saving potentials and possible measures to realize them. On this basis, achievable targets were agreed and a detailed action plan was developed. A first evaluation is scheduled for April 2009. By lifting industry on a more equal power level with government authorities, voluntary agreements showed to be an effective policy instrument to overcome traditional institutional constraints to environmental policy implementation at the local level in China.

    Description: In December 2009, countries meet in Copenhagen to establish a new global climate agreement. This article links the need for reducing transport-related greenhouse gas emissions in developing countries with the current international climate negotiations. Arguing that a sustainable transport approach requires comprehensive policy packages, it assesses the suitability of current climate negotiation proposals in promoting sustainable transport. The project-based approach under the current climate regime incentivises neither comprehensive sustainable transport and mobility policies, nor sufficient numbers of local projects. Current proposals to increase efforts by developing countries, to reform the Clean Development Mechanism, and to create new emission trading mechanisms are promising but still have to overcome several obstacles. One obstacle involves how to properly assess the impact of actions while maintaining streamlined procedures. The authors conclude from their analysis that the best way forward would be to establish an international mitigation fund with a dedicated transport window financed by industrialised countries. This fund would enable developing countries to implement national policies and local projects. Developing countries would outline low-carbon development strategies, including a sectoral strategy for low-carbon transport.

    Description: Bad Hersfeld is a small city with about 30.000 inhabitants situated in the middle of Germany. Climate Protection has been on the political agenda in Bad Hersfeld since quite a while. In 1997 the Wuppertal Institute elaborated a first energy and CO2 balance for the city, which was updated in 2007. With the compilation of the CO2 balance it was shown that the emissions in Bad Hersfeld almost stayed at a constant level between 1997 and 2006. The result was sobering for the local authority. Although some single measures had been implemented, there was no improvement of the CO2-balance. It was concluded that a successful climate protection strategy needs a comprehensive concept comprising all sectors and a periodic monitoring. Bad Hersfeld commissioned the Wuppertal Institute to develop feasible measures to reduce the CO2 emissions drastically and instruments to overcome existing barriers. In a close cooperation with the City Council and the local municipal utility a climate protection concept was compiled that is rather ambitious for a city of this size. In consideration of the regional peculiarities12 concrete measures and 7 accompanying measures build the core of the concept with a main focus on energy efficiency (final energy), combined heat and power (CHP) and renewable energies. Another important part of the concept is a municipal support programme to develop the endogenous efficiency potentials and renewable energies in the region. Further to these planning instruments, information and networking activities are compiled as well as a variety of suggestions for a climate protection marketing (Wagner 2008). Some of these measures that were developed in an iterative and cooperative process between the responsible actors in Bad Hersfeld and the Wuppertal Institute are transferable to other cities and towns. The impeding factors in Bad Hersfeld like the user-investor dilemma, the low capital of small housing associations or the large stock of listed historical buildings, are typical for cities of this size.

    Description: Based on a comprehensive scenario analysis of the EU's GHG emissions by 2020, we show that the 20% energy savings target set in the Action Plan "Doing more with less" in 2006 is still the most significant and thus indispensable strategy element within an ambitious EU climate and energy strategy targeting at a 30% reduction of GHG emissions by 2020. The scenario analysis provides a sector by sector projection of potential future energy use and GHG emissions, combined with a detailed policy analysis of the core policies on energy efficiency by the EU and its Member States taken from current research results by the authors and others. Consequently the paper identifies and quantifies the current implementation deficit in the EU and shows that, despite of sufficient targets, implementation is still significantly lacking in almost all fields of energy efficiency. Some, e.g. transport sector and buildings, are still substantially far from receiving the necessary political impetus. The paper also demonstrates co-benefits of a strong energy efficiency strategy, e.g. the achievability of the targets of the RES directive, which crucially depends on a strong efficiency policy. We conclude that the efforts of the energy efficiency policy of the EU and its Member States have to be significantly intensfied. As proposed by the EU in case that other developed and key developing countries take up comparable targets in order to fulfil its role in the climate and energy strategy. To achieve this, we offer an analysis of the current weaknesses of EU energy efficiency policy and derive recommendations on how the EU can still reach its targets for 2020.

    Description: This paper analyzes the international climate negotiations that took place at the 14th Conference of the Parties to the UNFCCC (COP) and the 4th Meeting of the Parties to the Kyoto Protocol (CMP) held in Poznan, December 1–12, 2008. It works out the main issues at stake in the negotiations, contrasts divergences in interests amongst negotiating Parties, and summarizes the main results achieved in Poznan. Furthermore, it contextualizes the Poznan negotiations within the broader political and economic context, which has shaped climate policy making throughout 2008. The paper ends with an outlook on the tasks ahead in 2009, until the next COP/CMP in December 2009 in Copenhagen.

    Description: Purpose - This paper sets out to tackle the issue of climate change from a business perspective. It seeks to discuss why it is important to take climate change considerations into account in business decisions, how this can be done and what further action is required from managers and business scholars. Design/methodology/approach - The paper describes ways of reducing emissions and adapting to climate change that can be implemented by any business. As an illustration, the proposed climate strategy of a large European utility company, RWE, is provided. Findings - There are numerous ways to reduce emissions within business operations, along the supply chain and surrounding product usage and disposal. Climate-proofing operations is also becoming increasingly pertinent to businesses. Research limitations/implications - New ways have to be found yet in order to take emission reductions to a more ambitious level by altering patterns of production and consumption. Practical implications - The paper discusses how businesses can reduce their carbon footprint and anticipate changes in the physical and political environment related to climate change. Originality/value - The paper is of value to managers who, today, are expected not only to reduce emissions from operations, but also to gain an awareness of the physical, political and social risks stemming from the impacts of climate change.

    Description: Because of a growing global energy demand and rising oil prices coal-abundant nations, such as China and the United States, are pursuing the application of technologies which could replace crude oil imports by converting coal to synthetic hydrocarbon fuels - so-called coal-to-liquids (CtL) technologies. The case of CtL is well suited to analyse techno-economic, resources-related, policy-driven and actor-related parameters, which are affecting the market prospects of a technology that eases energy security constraints but is hardly compatible with a progressive climate policy. This paper concentrates on Germany as an example - the European Union (EU)'s largest member state with considerable coal reserves. It shows that in Germany and the EU, CtL is facing rather unfavourable market conditions as high costs and ambitious climate targets offset its energy security advantage.

    Description: The sensitivity of climate phenomena in the low latitudes to enhanced greenhouse conditions is a scientific issue of high relevance to billions of people in the poorest countries of the globe. So far, most studies dealt with individual model results. In the present analysis, we refer to 79 coupled ocean–atmosphere simulations from 12 different climate models under 6 different IPCC scenarios. The basic question is as to what extent various state-of-the-art climate models agree in predicting changes in the main features of El Niño-Southern Oscillation (ENSO) and the monsoon climates in South Asia and West Africa. The individual model runs are compared with observational data in order to judge whether the spatio-temporal characteristics of ENSO are well reproduced. The model experiments can be grouped into multi-model ensembles. Thus, climate change signals in the classical index time series, in the principal components and in the time series of interannual variability can be evaluated against the background of internal variability and model uncertainty. There are large differences between the individual model predictions until the end of the 21st century, especially in terms of monsoon rainfall and the Southern Oscillation index (SOI). The majority of the models tends to project La Niña-like anomalies in the SOI and an intensification of the summer monsoon precipitation in India and West Africa. However, the response barely exceeds the level of natural variability and the systematic intermodel variations are larger than the impact of different IPCC scenarios. Nonetheless, there is one prominent climate change signal, which stands out from model variations and internal noise: All forced model experiments agree in predicting a substantial warming in the eastern tropical Pacific. This oceanic heating does not necessarily lead to a modification of ENSO towards more frequent El Niño and/or La Niña events. It simply represents a change in the background state of ENSO. Indeed, we did not find convincing multi-model evidence for a modification of the wavelet spectra in terms of ENSO or the monsoons. Some models suggest an intensification of the annual cycle but this signal is fairly model-dependent. Thus, large model uncertainty still exists with respect to the future behaviour of climate in the low latitudes. This has to be taken into account when addressing climate change signals in individual model experiments and ensembles.

    Description: Because of a growing dependence on oil imports, powerful industrial, political and societal stakeholders in the UnitedStates are trying to enhance national energy security through the conversion of domestic coal into synthetic hydrocarbon liquid fuels - so-called coal-to-liquids (CtL) processes. However, because of the technology's high costs and carbon intensity, its market deployment is strongly affected by the US energy, technology and climate policy setting. This paper analyses and discusses policy drivers and barriers for CtL technologies in the United States and reaches the conclusion that an increasing awareness of global warming among US policy-makers raises the requirements for the technology's environmental performance and, thus, limits its potential to regional niche markets in coal-producing states or strategic markets, such as the military, with specific security and fuel requirements.

    Description: This article introduces elements of a global governance regime for sustainable resource management. It argues that such an approach is needed to combat the negative impacts arising from resource extraction and use as well as to overcome the co‐ordination problems of decentralized action. A first section summarizes main conflicts arising from limited access to natural resources and security of supply, environmental impacts and the performance of resource‐rich developing countries. A second section analyses existing initiatives for sustainable resource management such as resource funds, efforts to increase transparency, programmes in development co‐operation, standards and certification, material efficiency and resource productivity as well as efforts to limit the consumption of natural resources. Though these initiative have their merits, the article concludes that more systematic institutional mechanisms are needed. The third section introduces those institutional mechanisms: it describes the International Panel for Sustainable Resource Management (launched in November 2007), outlines elements of an international convention on sustainable resource management, develops the agenda for an international agency on the issue and discusses the interaction with existing international bodies such as the World Trade Organization. Written as a policy paper, the paper formulates proposals for various actors, from small‐scale miners to large‐scale global companies and governments. Its intention is to stimulate the debate and to broaden the horizon on the global dimension of using minerals.

    Description: Norway's abundance of resources is the establishing factor in explaining how the North European state ranks among the countries worldwide with the highest standard of living. Indeed, fossil fuels are finite and after their depletion the Norwegian social welfare state should endure. Therefore, a sovereign wealth fund has been founded in the kingdom in 1990, in which the surpluses from the oil and gas industry sales have been invested from that time on. This method should secure the state's ability to act in the post-petroleum era. At the end of the 1990's the voice of Norwegian society insisted that the sovereign wealth fund should not only be for intergenerational justice, but should also contribute to the implementation of worth and norms of the present country. In the end of 2004 the Parliament (Storting), on the basis of the Graver Report, finally agreed upon ethic regulations for the investment of the sovereign wealth fund. With capital of over 280 billion Euros (figures from 2007), the second largest sovereign wealth fund in the world, they should now only have businesses in their portfolio which adhere to those ethical regulations. In the present paper, the emergence and outcomes of the development of a "Third Way" between maximising profit and sustainability will be illustrated. The ethical regulations have different dimensions (e.g. no contribution to human rights violations, child labour, serious environmental damages, etc.) to which the present text concentrates on posing the question to what extent sovereign wealth funds could be a new instrument of climate protection policy. For this purpose, the contribution of both main instruments of ethical regulations, "Active Ownership" and the exclusion of businesses, were analysed as well as the actors which have been created for their implementation. The repercussions reach from dialogs with businesses in the USA to stop lobby activities against Congress-planned climate protection laws, such as an emissions trading system, to adjusting to the exclusion of individual firms from the portfolio of welfare states, due to a breach of ethics. The drawbacks and constraints of a takeover of the Norwegian regulations by other financial actors and its first diffusion effects will be analysed. Finally, this article will deal with the running evaluations of the ethical regulations and Norwegian current and future domestic climate policies.
