    Description: The Holocaust is considered a singularly atrocious event in human history, and many people have studied its causes. Yet few questions have been asked about the ways in which West Germans have "forgotten," unlearned, or reconstructed the racial beliefs at the core of the Nazi state in order to build a democratic society. This study looks at ethnic drag as one particular kind of performance that reveals how postwar Germans lived, disavowed, and contested "Germanness" in its complex racial, national, and sexual dimensions.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Administering Justice examines the leadership role of chief justices in the American states, including how those duties require chief justices to be part of the broader state political environment. Vining and Wilhelm focus extensively on the power of chief justices as public spokespersons, legislative liaisons, and reform leaders. In contrast to much existing research on chief justices in the states, this study weighs their extrajudicial responsibilities rather than intracourt leadership. By assessing the content of State of the Judiciary remarks delivered over a period of sixty years, Vining and Wilhelm are able to analyze the reform agendas advanced by chief justices and determine what factors influence the likelihood of success. These analyses confirm that chief justices engage with state politics in meaningful ways and that reactions to their proposals are influenced by ideological congruence with other political elites and the scope of their requests. Administering Justice also examines the chief justice position as an institution, provides a collective profile of its occupants, and surveys growing diversity among court leaders.

    Campaign Finance and Political Polarization (2023)

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates. How we choose to think about the perpetration and tolerance of critical and acoustic offenses may ultimately lead us down avenues of ethical ruin-or, if we choose, repair. With recourse to experimental rhetoric, interdisciplinary discretion, and the playful wisdoms of childhood, Cheng contends that reparative attitudes toward music and musicology can serve as barometers of better worlds.

    Description: On May 21, 2010, Daniel J. Cohen and Tom Scheinfeldt posted the following provocative questions online: "Can an algorithm edit a journal? Can a library exist without books? Can students build and manage their own learning management platforms? Can a conference be held without a program? Can Twitter replace a scholarly society?" As recently as the mid-2000s, questions like these would have been unthinkable. But today serious scholars are asking whether the institutions of the academy as they have existed for decades, even centuries, aren't becoming obsolete. Every aspect of scholarly infrastructure is being questioned, and even more importantly, being hacked. Sympathetic scholars of traditionally disparate disciplines are canceling their association memberships and building their own networks on Facebook and Twitter. Graduate students are looking beyond the categories of the traditional CV and building expansive professional identities and popular followings through social media. Educational technologists are "punking" established technology vendors by rolling out their own open source infrastructure. Here, in Hacking the Academy, Daniel J. Cohen and Tom Scheinfeldt have gathered a sampling of the answers to their initial questions from scores of engaged academics who care deeply about higher education.     Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

    Description: Delegating Responsibility explores the politics of migration in the European Union and explains how the EU responded to the 2015–17 refugee crisis. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis.     Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Description: The Repoliticization of the Welfare State grapples with the evolving nature of political conflict over social spending after the Great Recession. While the severity of the economic crisis encouraged strong social spending responses to protect millions of individuals, governments have faced growing pressure to reduce budgets and make deep cuts to the welfare state. Whereas conservative parties have embraced fiscal discipline and welfare state cuts, left-wing parties have turned away from austerity in favor of higher social spending. These political differences represent a return of traditional left-right beliefs over social spending and economic governance. This book is one of the first to systematically compare welfare state politics before and after the Great Recession, arguing that a new and lasting post-crisis dynamic has emerged where political parties once again matter for social spending. At the heart of this repoliticization are intense ideological debates over market regulation, social inequality, redistribution, and the role of the state. The book analyzes social spending dynamics for 28 countries before and after the crisis. It also includes in-depth country case studies representing five distinct welfare state types: Germany, the United Kingdom, Sweden, Spain, and the Czech Republic.

    Description: When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

    Description: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

Histories we tell never emerge in a vacuum, and history as an academic discipline that studies the past is highly sensitive to the concerns of the present and the heated debates that can divide entire societies. But does the study of the past also have something to teach us about the future? Can history help us in coping with the planetary crisis we are now facing? By analyzing historical societies as complex adaptive systems, we contribute to contemporary thinking about societal-environmental interactions in policy and planning and consider how environmental and climatic changes, whether sudden high impact events or more subtle gradual changes, impacted human responses in the past. We ask how societal perceptions of such changes affect behavioral patterns and explanatory rationalities in premodernity, and whether a better historical understanding of these relationships can inform our response to contemporary problems of similar nature and magnitude, such as adapting to climate change.

    Description: "Printing and Prophecy: Prognostication and Media Change 1450-1550 examines prognostic traditions and late medieval prophetic texts in the first century of printing and their effect on the new medium of print. The many prophetic and prognostic works that followed Europe's earliest known printed book—not the Gutenberg Bible, but the Sibyl's Prophecy, printed by Gutenberg two years earlier and known today only from a single page—over the next century were perennial best sellers for many printers, and they provide the modern observer with a unique way to study the history and inner workings of the print medium. The very popularity of these works, often published as affordable booklets, raised fears of social unrest. Printers therefore had to meet customer demand while at the same time channeling readers' reactions along approved paths. Authors were packaged—and packaged themselves—in word and image to respond to the tension, while leading figures of early modern culture such as Paracelsus, Martin Luther, and Sebastian Brant used printed prophecies for their own purposes in a rapidly changing society. Based on a wide reading of many sources, Printing and Prophecy contributes to the study of early modern literature, including how print changed the relationship among authors, readers, and texts. The prophetic and astrological texts the book examines document changes in early modern society that are particularly relevant to German studies and are key texts for understanding the development of science, religion, and popular culture in the early modern period. By combining the methods of cultural studies and book history, this volume brings a new perspective to the study of Gutenberg and later printers."

One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks.     Description: This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative. This book also addresses prevalent misperceptions about China’s growing global presence and why other developing nations must address historic, systemic causes of poverty and inequity before they can undertake sustainable poverty alleviation measures of their own.

    Description: While breast cancer continues to affect the lives of millions, contemporary writers and artists have responded to the ravages of the disease in creative expression. Mary K. DeShazer’s book looks specifically at breast cancer memoirs and photographic narratives, a category she refers to as mammographies, signifying both the imaging technology by which most Western women discover they have this disease and the documentary imperatives that drive their written and visual accounts of it. Mammographies argues that breast cancer narratives of the past ten years differ from their predecessors in their bold address of previously neglected topics such as the link between cancer and environmental carcinogens, the ethics and efficacy of genetic testing and prophylactic mastectomy, and the shifting politics of prosthesis and reconstruction. Mammographies is distinctive among studies of contemporary illness narratives in its exclusive focus on breast cancer, its analysis of both memoirs and photographic texts, its attention to hybrid and collaborative narratives, and its emphasis on ecological, genetic, transnational, queer, and anti-pink discourses. DeShazer’s methodology—best characterized as literary critical, feminist, and interdisciplinary—includes detailed interpretation of the narrative strategies, thematic contours, and visual imagery of a wide range of contemporary breast cancer memoirs and photographic anthologies. The author explores the ways in which the narratives constitute a distinctive testimonial and memorial tradition, a claim supported by close readings and theoretical analysis that demonstrates how these narratives question hegemonic cultural discourses, empower reader-viewers as empathic witnesses, and provide communal sites for mourning, resisting, and remembering.

It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

    Description: Materials from the past that wrongly anticipate the future, or present information or judgments that are later proved misleading or erroneous, are sometimes overlooked in reconstructing the past. Yet such documents are as legimiate, and perhaps as important, as those that are vindicated by events or continue to share perspectives with later generations. The five documents reproduced in Nineteenth-Century China are typical of the periods from which they come, but each was overtaken or contradicted by events. Collected with a belief in the legitimacy of attempting to see every period as much as possible in its own terms, these texts offer a glimpse of what China looked like and suggested to Englishmen on the spot in Canton and Hong Kong in the first half of the nineteenth century, and how they viewed their own country and its role vis-à-vis the China they observed. The first two texts in Nineteenth-Century China exemplify the imperialist mind's eagerness to explore the world, to get a picture of all of its parts, and as rapidly as possible to "open" all areas to the benificent influence of the West, notably through an expanded commerce that would enrich its Western masters. Samuel Ball's "Observations" (1817) show how much detailed information was available to Westerners and what the mercantile British were after, and an anonymous dissertation (1838) provides an example of the dream of the China as El Dorado: an immense population of eager traders, hard workers, and willing buyers. The third text (1845) is an early foreshadowing by a colonial official, R. M. Martin, of Western imperial arguments, rationalizations, and attitudes that would become common fifty years later. The fourth selection consists of an exchange of correspondence in 1847 about British access to and use of land in the vicinity of Canton. A short statement of purpose (1848) from the Morrison Education Society, demonstrating a missionary enterprise combining Christian evangelism and English education, concludes the book.

To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

Johannes de Sacrobosco compiled his Tractatus de sphaera during the thirteenth century in the frame of his teaching activities at the then recently founded University of Paris. It soon became a mandatory text all over Europe. As a result, a tradition of commentaries to the text was soon established and flourished until the second half of the 17th century. Here, readers will find an informative overview of these commentaries complete with a rich context. The essays explore the educational and social backgrounds of the writers. They also detail how their careers developed after the publication of their commentaries, the institutions and patrons they were affiliated with, what their agenda was, and whether and how they actually accomplished it.     Description: For centuries, scholars have wondered what daily life was like for the common people of Japan, especially for long bygone eras such as the ancient age (700–1150). Using the discipline of historical demography, William Wayne Farris shows that for most of this era, Japan’s overall population hardly grew at all, hovering around six million for almost five hundred years. The reasons for the stable population were complex. Most importantly, Japan was caught up in an East Asian pandemic that killed both aristocrat and commoner in countless numbers every generation. These epidemics of smallpox, measles, mumps, and dysentery decimated the adult population, resulting in wide-ranging social and economic turmoil. Famine recurred about once every three years, leaving large proportions of the populace malnourished or dead. Ecological degradation of central Japan led to an increased incidence of drought and soil erosion. And war led soldiers to murder innocent bystanders in droves. Under these harsh conditions, agriculture suffered from high rates of field abandonment and poor technological development. Both farming and industry shifted increasingly to labor-saving technologies. With workers at a premium, wages rose. Traders shifted from the use of money to barter. Cities disappeared. The family was an amorphous entity, with women holding high status in a labor-short economy. Broken families and an appallingly high rate of infant mortality were also part of kinship patterns. The average family lived in a cold, drafty dwelling susceptible to fire, wore clothing made of scratchy hemp, consumed meals just barely adequate in the best of times, and suffered from a lack of sanitary conditions that increased the likelihood of disease outbreak. While life was harsh for almost all people from 700 to 1150, these experiences represented investments in human capital that would bear fruit during the medieval epoch (1150–1600).

At the other end, the Chinese drove out their Mongol overlords, inaugurated a new native dynasty called Ming (1368–1644), and reasserted the mastery of their national destiny. It was a dramatic era of change, the full significance of which can only be perceived retrospectively. With the establishment of the Ming dynasty, a major historical tension rose into prominence between more absolutist and less absolutist modes of rulership. This produced a distinctive style of rule that modern students have come to call Ming despotism. It proved a capriciously absolutist pattern for Chinese government into our own time. [1, 2 ,3]

    Description: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

    Description: Why do rich countries flirt with fiscal disaster? Between the 1970s and the 2000s, during times of peace and prosperity, affluent countries—like Belgium, Greece, Italy, and Japan—accumulated so much debt that they became vulnerable and exposed themselves to the risk of default. In the past three decades, an extensive scholarly consensus emerged that these problems were created by fiscal indiscipline, the lack of sufficient concern for budgetary constraints from policy makers as they try to please voters. This approach formed the foundation for the fiscal surveillance system that attempted to bring borrowing in European countries under control via a set of fiscal rules. In the Red demonstrates that the problem of sustained, large-scale debt accumulation is an adjustment issue rather than a governance failure. Irrespective of whether the original impetus for borrowing arose from exogenous changes or irresponsible decision making, policy makers invariably initiate spending cuts and/or tax increases when debt grows at an alarming rate for several years in a row. Zsófia Barta argues that explaining why some countries accumulate substantial amounts of debt for decades hinges on understanding the conditions required to allow policy makers to successfully put into place painful adjustment measures.

    Description: In this chapter I have endeavoured to demonstrate the ways in which an approach that takes the emotions seriously might nuance and complicate our understandings of the history of pre-anaesthetic surgery. In general, historians have tended to focus on the operations of surgical dispassion, or what we might now term clinical detachment. What this research suggests, however, is that compassion and emotional expression played a surprisingly important role in shaping the cultures of early nineteenth-century operative surgery as well as the identities of its practitioners. In the decades immediately preceding the advent of anaesthesia, pain became a central concern of surgical discourse and the response to this concern was shaped by the cultures of sentiment and sensibility. However, this culture of compassion was no ‘natural’ reaction to a self-evident problem. Rather, it was a culturally and historically contingent phenomenon which could be harnessed to the ideologies and ambitions of medical reform. In the hands of men like John Bell and Thomas Wakley, the image of the surgeon as a man of refined and honest sentiment was linked to a critique of the medical and surgical ancien regime, providing an idealised representation of a more expert, meritocratic and altruistic profession.

Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo. Today, advocates of greater government involvement must take on a diverse and entrenched set of constituencies resistant to policy change.

    Description: In the first study of Two Studies on Ming History , Charles O. Hucker presents an account of a military campaign that provides insight into the nature of civil officials' authority, decision-making, and relationship with the Ming court. In the spring and summer of 1556, a Chinese renegade named Hsü Hai led an invading group of Japanese and Chinese soldiers on a plundering foray through the northeastern sector of Chekiang province. Opposing them was a military establishment that for years past had been battered by coastal raiders, now under the control of an ambitious and clever official named Hu Tsung-hsien. The campaign was not one of the most consequential in China's military history, even during the Ming dynasty (1368–1644). But it was famous and well reported in its time, and it illustrates some of the unusual ways in which the Chinese of the imperial age coped with the often unusual military problems they faced. In the second part of Two Studies, Hucker presents a translation of K'ai-tu ch'uan-hsin, a popular narrative of a spontaneous demonstration in which literati and commoners alike rose up to defend an austere and incorruptible adherent to Confucian morality who had been doomed to die because of his defiance of the ruthless and heterodox clique that had usurped imperial power. In 1626, Chinese political morality was at one of its lowest ebbs. On the throne at Peking was an incompetent twenty-one-year-old emperor who was much too occupied with puttering at carpentry to pay attention to the government. Into the vacuum stepped Wei Chung-hsien, the favorite of the emperor's governess. Wei used brutal terror to make himself undisputed master of the vast bureaucratic mechanism that administered China. One of Wei's many victims was Chou Shun-ch'ang, a member of the official class who was said to have hated evil as a personal enemy. Chou became critical of Wei, an order was put out for Chou's arrest, and a popular uprising occurred in protest.

    Description: Reformers have promoted mixed-member electoral systems as the "best of both worlds." In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system— especially whether the head of government is elected directly or indirectly— can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context— and especially the constitutional framework—within which such rules are embedded.

    Description: This open access book carefully explores the relationship between social democracy and its working-class electorate in Western Europe. Relying on different indicators, it demonstrates an important transformation in the class basis of social democracy. At the beginning of the twenty-first century, the working-class vote is strongly fragmented and social democratic parties face competition on multiple fronts for their core electorate – and not only from radical right parties. Starting from a reflection on ‘working-class parties’ and using a sophisticated class schema, the book paints a nuanced and diversified picture of the trajectory of social democracy that goes beyond a simple shift from working-class to middle-class parties. Following a detailed description, the book reviews possible explanations of workers' new voting patterns and emphasizes the crucial changes in parties' ideologies. It closes with a discussion on the role of the working class in social democracy's future electoral strategies.

    Description: Are judges supposed to be objective? Citizens, scholars, and legal professionals commonly assume that subjectivity and objectivity are opposites, with the corollary that subjectivity is a vice and objectivity is a virtue. These assumptions underlie passionate debates over adherence to original intent and judicial activism. In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

Focusing on the eighteenth and nineteenth centuries, it looks at the consequences of the 1752 Murder Act. These criminal bodies had a crucial role in the history of medicine, and the history of crime, and great symbolic resonance in literature and popular culture. Starting with a consideration of the criminal corpse in the medieval and early modern periods, chapters go on to review the histories of criminal justice, of medical history and of gibbeting under the Murder Act, and ends with some discussion of the afterlives of the corpse, in literature, folklore and in contemporary medical ethics. Using sophisticated insights from cultural history, archaeology, literature, philosophy and ethics as well as medical and crime history, this book is a uniquely interdisciplinary take on a fascinating historical phenomenon.

    Description: This Open Access book is an anthropological urban study of the Emirate of Dubai, its institutions, and their evolution. It provides a contemporary history of disability in city planning from a non-Western perspective and explores the cultural context for its positioning. Three insights inform the author’s approach. First, disability research, much like other urban or social issues, must be situated in a particular place. Second, access and inclusion forms a key part of both local and global planning issues. Third, a 21st century planning education should take access and inclusion into consideration by applying a disability lens to the empirical, methodological, and theoretical advances of the field. By bridging theory and practice, this book provides new insights on inclusive city planning and comparative urban theory. This book should be read as part of a larger struggle to define and assert access; it’s a story of how equity and justice are central themes in building the cities of the future and of today.

    Description: This open access book is about the perception of the independence of the judiciary in Europe. Do citizens and judges see its independence in the same way? Do judges feel that their independence is respected by the users of the courts, by the leadership of the courts and by politicians? Does the population trust the judiciary more than other public institutions, or less? How does independence of the judiciary work at the national level and at the level of the European Union? These interrelated questions are particularly relevant in times when the independence of the judiciary is under political pressure in several countries in the European Union, giving way to illiberal democracy. Revealing surveys among judges, lay judges and lawyers - in addition to regular surveys of the European Commission - provide a wealth of information to answer these questions. While the answers will not please everyone, they are of interest to a wide audience, in particular court leaders, judges, lawyers, politicians and civil servants.

    Description: The Jazz Republic examines jazz music and the jazz artists who shaped Germany’s exposure to this African American art form from 1919 through 1933. Jonathan O. Wipplinger explores the history of jazz in Germany as well as the roles that music, race (especially Blackness), and America played in German culture and follows the debate over jazz through the fourteen years of Germany’s first democracy. He explores visiting jazz musicians including the African American Sam Wooding and the white American Paul Whiteman and how their performances were received by German critics and artists. The Jazz Republic also engages with the meaning of jazz in debates over changing gender norms and jazz’s status between paradigms of high and low culture.  By looking at German translations of Langston Hughes’s poetry, as well as Theodor W. Adorno’s controversial rejection of jazz in light of racial persecution, Wipplinger examines how jazz came to be part of German cultural production more broadly in both the US and Germany, in the early 1930s. Using a wide array of sources from newspapers, modernist and popular journals, as well as items from the music press, this work intervenes in the debate over the German encounter with jazz by arguing that the music was no mere “symbol” of Weimar’s modernism and modernity. Rather than reflecting intra-German and/or European debates, it suggests that jazz and its practitioners, African American, white American, Afro-European, German and otherwise, shaped Weimar culture in a central way.

    Description: This open access short reader discusses the emerging patterns of sedentary migration versus mobility of the highly-skilled thereby providing a comprehensive overview of the recent literature on highly-skilled migration. Highly-skilled migrations are arguably the only non-controversial migrant category in political and public discourse. The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. There seems to be however a big divide between the popular perceptions of this migration and its realities uncovered in social research. This publication closes this divide by delving deeper in the variety of experiences, discourses and realities of highly skilled migrants, thereby uncovering the inherent divides between the highly skilled migrants from the North and the South. The reader shows that these divides are constructed realities, shaped by the state policies and underpinned by social imaginary. Written in an accessible language this reader is a perfect read for academics, students and policy makers and all those unfamiliar with the topic.

    Description: This open access book provides a panoramic view of the evolution of Spanish agriculture from 1900 to the present, offering a more diverse picture to the complex and multidimensional reality of agrarian production. With a clear transdisciplinary ambition, the book applies an original and innovative theoretical and methodological tool, termed Agrarian Social Metabolism, combining Social Metabolism with an agroecological perspective. This integrative analysis is especially interesting for environmental scientists and policy makers being the best way to design sustainable agroecosystems and public policies capable of moving us towards a more sustainable food system. Spanish agricultural production has experienced impressive growth during the 20th century which has allowed it to ensure the supply of food to the population and even to transform some crops into important chapters in foreign trade. However, this growth has had its negative side since it was based on the injection of large amounts of external energy, on the destruction of employment and the loss of profitability of agricultural activity. But perhaps the most serious part is the strong impact of the current industrialised agriculture model on Spanish agroecosystems, exposed to the overexploitation of hydric resources, pollution of the water by nitrates and pesticides, high erosion rates and an alarming loss of biodiversity; damage which in the immediate future will end up reducing production capacity.

    Description: This open access book provides an overview of Felix Klein’s ideas, highlighting developments in university teaching and school mathematics related to Klein’s thoughts, stemming from the last century. It discusses the meaning, importance and the legacy of Klein’s ideas today and in the future, within an international, global context. Presenting extended versions of the talks at the Thematic Afternoon at ICME-13, the book shows that many of Klein’s ideas can be reinterpreted in the context of the current situation, and offers tips and advice for dealing with current problems in teacher education and teaching mathematics in secondary schools. It proves that old ideas are timeless, but that it takes competent, committed and assertive individuals to bring these ideas to life. Throughout his professional life, Felix Klein emphasised the importance of reflecting upon mathematics teaching and learning from both a mathematical and a psychological or educational point of view. He also strongly promoted the modernisation of mathematics in the classroom, and developed ideas on university lectures for student teachers, which he later consolidated at the beginning of the last century in the three books on elementary mathematics from a higher standpoint.

For example, small European states have periodically wielded their veto privileges to override the preferences of their larger, more economically and militarily powerful neighbors when negotiating European Union treaties, which require the unanimous consent of all EU members. Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto—or veto threat—has been employed in treaty negotiations of the past two decades.     Description: How can people in the spotlight control their self-representations when the whole world seems to be watching? The question is familiar, but not new. Julia Fawcett examines the stages, pages, and streets of eighteenth-century London as England's first modern celebrities performed their own strange and spectacular self-representations. They include the enormous wig that actor Colley Cibber donned in his comic role as Lord Foppington--and that later reappeared on the head of Cibber's cross-dressing daughter, Charlotte Charke. They include the black page of Tristram Shandy, a memorial to the parson Yorick (and author Laurence Sterne), a page so full of ink that it cannot be read. And they include the puffs and prologues that David Garrick used to heighten his publicity while protecting his privacy; the epistolary autobiography, modeled on the sentimental novel, of Garrick's protégée George Anne Bellamy; and the elliptical poems and portraits of the poet, actress, and royal courtesan Mary Robinson, a.k.a. Perdita. Linking all of these representations is a quality that Fawcett terms "over-expression," the unique quality that allows celebrities to meet their spectators' demands for disclosure without giving themselves away. Like a spotlight so brilliant it is blinding, these exaggerated but illegible self-representations suggest a new way of understanding some of the key aspects of celebrity culture, both in the eighteenth century and today. They also challenge divides between theatrical character and novelistic character in eighteenth-century studies, or between performance studies and literary studies today. The book provides an indispensable history for scholars and students in celebrity studies, performance studies, and autobiography—and for anyone curious about the origins of the eighteenth-century self.
