    Description: This edited volume explores a variety of aspects of associative governance, providing detailed case studies of associations and associational governance in Scandinavia. Theoretically developing a concept and approach of associative governance, the book sheds light on a dynamic way of perceiving associative aspects of community and commercial life that has been hitherto underexplored and undertheorized. It shows how governance by associations may be conducted not only bottom‑up by self‑organized and voluntary participation, but also top‑down by authoritative incorporation through government, and – not least – in multifarious interstices in between. New section by exploring a vibrant panoply of dimensions of associative governance, empirically grounded in historical analyses of a wide range of organizational repertoires, the book may provide novel insights into the significant role of associative governance in Scandinavia over the past two centuries. Finally, it provides research‑based knowledge about how to maintain “good political and economic institutions” in the future and a more holistic and dynamic approach to the literature on The Nordic model.     Description: This volume investigates a galaxy of diverse networks and intellectual actors who engaged in a broad political environment, from conservatism to the most radical right, between the World Wars. Looking beyond fascism, it considers the less-investigated domain of the 'Latin space', which is both geographical and cultural, encompassing countries of both Southern Europe and Latin America. Focus is given to mid-level civil servants, writers, journalists and artists and important 'transnational agents' as well as the larger intellectual networks to which they belonged.     Description: This book examines the increasing body of research dedicated to the lasting differences between the former separate states of the Federal German Republic (FRG) and the German Democratic Republic (GDR). Thirty years after the fall of the Berlin Wall, it takes a broad view on German unification and transformation research. Transformation and unification processes in East and West Germany are still ongoing, and they may serve as a model for social change and its political, economic, and psychological consequences. Using advanced statistical methods of analysis, this edited volume provides insights into the valuable contextualization of individual and social phenomena that current research on German unification and transformation is producing. Following the open science mindset using code and data, the authors investigate temporal trends in (1) mental health, (2) political attitudes, and (3) work and family life. It explores changes in mental health and political attitudes, as well as continued differences in work and family arrangements, that may stem from heterogeneous experiences within the systems and during the transformation process.     Description: This book uses sustainability to explore the interfaces between translation studies, the cultural history of knowledge, and Science and Technology studies (STS). The volume examines various material, cultural and epistemic translation practices where sustainability serves as a boundary object between natural and cultural inquiry. By turning to the intellectual traditions that influenced but were left behind by STS and actor-network theory (ANT), we aim to challenge and expand the Sociology of Translation developed in ANT. Concepts such as ‘inscription’ (Derrida), ‘actant’, ‘narrative’ (Greimas), and ‘world/worlding’ (Heidegger, Spivak) were reemployed – translated – in the canonical STS-texts. What networks of meaning were left behind in this reemployment? The book showcases a combination of cultural and knowledge historical perspectives on the construction of the Sociology of Translation and practical experiments across the registers of nature and culture is novel. There have been brilliant individual attempts to realign the Sociology of Translation with narratives and modes of enunciation, but none has related the Sociology of Translation to the networks and traditions which enabled it but to which it erased its relations and debts. This innovative work will appeal to scholars in translation studies, cultural studies, environmental humanities, medical humanities, and Science and Technology studies.     Description: Two decades before the war against Ukraine, a “special operation” was launched against Russian historical memory, aggressively reshaping the nation’s understanding of its history and identity. The Kremlin’s militarization of Russia through World War II propaganda is well documented, but the glorification of Russian medieval society and its warlords as a source of support for Putinism has yet to be explored. This book offers the first comparison of Putin’s political neomedievalism and re-Stalinization and introduces the concept of mobmemory to the study of right-wing populism. It argues that the celebration of the oprichnina, Ivan the Terrible’s regime of state terror (1565–1572), has been fused with the rehabilitation of Stalinism to reconstruct the Russian Empire. The post-Soviet case suggests that the global obsession with the Middle Ages is not purely an aesthetic movement but a potential weapon against democracy. The book is intended for students, scholars, and non-specialists interested in understanding Russia’s anti-modern politics and the Russians’ support for the terror unleashed against Ukraine.

    Description: This book aims to rewrite the narrative of women and power in medieval society. Based on a rich corpus of sources – systematically collected for the first time – it reveals female monasteries as central and economically able agents in feudal society. With a chronological focus on the late Middle Ages, this book focuses on four powerful convents located in modern-day France, Germany, and Switzerland. Three of these institutions were aristocratic convents founded in the early Middle Ages. They were endowed with far-ranging feudal prerogatives that were largely, but not exclusively, derived from landed possessions. The fourth convent originated in the thirteenth century and disposed of a primarily monetary economy. Observed from a longue-durée perspective, Monastic Women and Secular Economy in Later Medieval Europe reveals strategies of adaptations that allowed these different institutions to weather the significant economic changes of the late Middle Ages. Within the context of medieval feudal society, these abbesses and prioresses were authoritative figures. They ruled over territories, dispensed justice, appointed priests, and even sent soldiers to war. Late medieval convents acted as urban landlords and gave credits – they were thus major economic players in the rising cities. These observations of this monograph will force medievalists to reconsider the traditional image of both the “male” feudal Middle Ages and medieval monetary economy.

    Description: This book examines the meanings that were attached to the terms “parliament” and “parliamentarism” in the different historical and discursive contexts of the late Russian Empire, revolutionary and Soviet Russia, and the Soviet Union. It discusses those institutions referred to as parliaments by contemporaries, gives special attention to their functions, and traces the broader debates on parliamentarism within Russia and the Soviet Union, in Russian émigré circles, and among foreign observers. It highlights that only the late imperial and perestroika assemblies can be considered legislative institutions that expressed dissensus but argues that other assemblies, often referred to as “rubber-stamp” parliaments due to their lack of legislative competence and influence over other authorities, should not be dismissed. The Supreme Soviet, for instance, provided an integrative function binding society and elites in a top-down manner, while its deputies engaged in information acquisition and state micromanagement through interactions with their constituents. It also played an important role in interparliamentary relations and, as one of the first institutions of nominal parliamentarism in an autocratic single-party regime, of which there were many in the twentieth century, served as a model for numerous state socialist regimes. By addressing the role of parliaments in reassembling imperial spaces through political representation and the functions of nominal legislative institutions, the book explores the contribution of Russian and Soviet assemblies to global political modernity.

    Description: The word ‘crusade’ covers today a wide variety of meanings in most European languages. The link between these uses and the historical phenomenon labelled as ‘crusade’ by historians is often very narrow and particularly changing. Understanding the real meaning of the word ‘crusade’, its connotations and implications, and thus the conscious or unconscious intentions of its uses requires a precise knowledge of the historical evolutions of the word, from its first appearance in the 13th century until nowadays. This book offers the first comprehensive view of the historical construction of the meaning of the word ‘crusade’ through comparative perspectives from the Middle Ages to the 21st century. Its 11 articles, introduction and conclusion examine different uses of the word, in a single language or within a specific context, and analyse each of them as a different conceptualisation of the crusading phenomenon. The book explains the progressive widening of the meaning of the term, from a military expedition to Jerusalem to the most metaphorical uses. It demonstrates the differences between the connotations of the word in various languages and cultures and, thus, the variety of its possible uses. It insists on the reluctance and reticence that ‘crusade’ has always provoked since the Middle Ages, precisely because the conceptualisation it implied was not shared by all. The book will be of interest not only for crusade scholars and for diachronic linguists but also for anyone interested in understanding better modern discourses and references to the ‘crusade’ by politicians, activists, and journalists, through a precise inquiry on the historical developments of the word and the variety of its meanings.

    Description: Despite the plethora of research on gender and the many projects designed to improve their status in the Pacific region, women continue to be disadvantaged and marginalised in social, economic and political spheres. How are we to understand this and what does it mean for researchers, policy-makers and development practitioners? This book examines these questions, partly by looking back but also by continuing the effort to explain and understand gender inequities in the Pacific through reference to the concept of societies in transition. The contributors discuss emerging masculinities and femininities in the Pacific in order to chart the development of these in their contexts. Exploring how contemporary Pacific identities are shaped by local contexts and traditions, they focus on how these are remade through interaction with global ideas, images and practices, including new forms of Christianity and economic transformations.     Description: This book traces the development of the Polish theory of history, analysing how Jerzy Topolski, Krzysztof Pomian, and Olga Tokarczuk have both built upon and transgressed the metahistorical theories of American historian Hayden White. Poland’s reception of White’s work has gone through different phases, from distancing to a period of fascination and eventual critical analysis, beginning with Topolski's methodological school in the 1980s. Topolski played a major role in international debates on historical theory in the second half of the 20th century. The book’s second study is a rare opportunity for English-speaking audiences to engage with the thoughts of Pomian, a philosopher and historian of ideas who has both complemented and developed theories of historical cognition independently from White. In the final chapter, the book presents a study of the historical imagination in 21st-century Central and Eastern Europe through the work of novelist Tokarczuk, the winner of the 2018Nobel Prize in Literature. In considering the contributions of these three thinkers, the book explores the active process by which past becomes history and thus motivates contemporary actions and realities. By deconstructing and reconstructing contemporary theories of history, this research is a unique contribution to the fields of historiography and the philosophy of history.

    Description: Since the time of decolonisation in Fiji, women's organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women's status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji's postcolonial history, providing a detailed historical account of that country's gender politics across four tumultuous decades. It is also the first to examine the 'situated' nature of gender advocacy in the Pacific Islands more broadly. It does this by analysing trends in activity, from women's radical and provocative activism of the 1960s to a more self-evaluative and reflexive mood of engagement in later decades, showing how interplaying global and local factors can shape women's understandings of gender justice and their pursuit of that goal.

    Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war.     Description: This chapter explores how the revision of national myths in Early Modern Britain and France reflects conflicts and contradictions between the perspectives of the dominant nations, England and France, and those of two subordinate nations, Wales and Brittany, formally annexed by their larger neighbours in the 16th century, and how the national myths in turn impinged on the status of the vernacular languages of the subordinate nations, Welsh and Breton. In order to legitimise the new Church of England, English protestant apologists claimed that its protestant faith was the continuation of the pure faith of the Early Church, which the ancient Britons, ancestors of the Welsh, had acquired directly from a disciple of Christ. Richard Davies’ preface to the 1567 Welsh New Testament, however, re-appropriated the narrative as specifically Welsh. Davies’ narrative was influential in Wales and contributed to a cultural context, together with the Welsh Bible translation, in which the Welsh language could flourish despite the increasing dominance of English. In the case of Brittany and France, the paper explores the contradiction between the antiquarian prestige conferred upon Breton by contemporary language antiquity myths and its actual subordinate sociolinguistic status vis-a-vis French.

England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

Informed by studies on interpreter ethics in conflict, historical studies of Japanese war crimes and legal discussion on individual liability in war crimes, Takeda provides a detailed description and analysis of the 39 interpreter defendants and interpreters as witnesses of war crimes at British military trials against the Japanese in the aftermath of the Pacific War, and tackles ethical and legal issues of various risks faced by interpreters in violent conflict.The book first discusses the backgrounds, recruitment and wartime activities of the accused interpreters at British military trials in addition to the charges they faced, the defence arguments and the verdicts they received at the trials, with attention to why so many of the accused were Taiwanese and foreign-born Japanese. Takeda provides a contextualized discussion, focusing on the Japanese military’s specific linguistic needs in its occupied areas in Southeast Asia and the attributes of interpreters who could meet such needs. In the theoretical examination of the issues that emerge, the focus is placed on interpreters’ proximity to danger, visibility and perceived authorship of speech, legal responsibility in war crimes and ethical issues in testifying as eyewitnesses of criminal acts in violent hostilities. Takeda critically examines prior literature on the roles of interpreters in conflict and ethical concerns such as interpreter neutrality and confidentiality, drawing on legal discussion of the ineffectiveness of the superior orders defence and modes of individual liability in war crimes. The book seeks to promote intersectoral discussion on how interpreters can be protected from exposure to manifestly unlawful acts such as torture.

    Description: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

These constructions reflect the fact that dynasties do not only exist in the present, as kings, queens or governors, but also in the past, in genealogies, and in the future, as a group of hypothetical heirs. This book analyses how dynasties were ‘made’ by the people belonging to them. It uses a social institutionalist framework to analyse how family dynamics gave rise to practices and roles. The kings of Spain only had limited power to control the construction of their dynasty, since births and deaths, processes of dynastic centralisation, pressure from subjects, relatives’ individual agency, rivalry among relatives and the institutionalisation of roles limited their power. Including several genealogical tables to support students new to the Spanish Habsburgs, this book is essential reading for all students of early modern Europe and the history of monarchy.

    Description: In the years between the two world wars of the twentieth century leaders in Western countries worried about a food surplus. The hardships of the Great Depression were intensified by a glut of wheat and consequent low prices on the world market. Yet at the same time nutrition scientists protested that significant proportions of populations, even in affluent countries, were unable to afford a diet ‘adequate for health’. Fresh fruits, vegetables, dairy products and meat were out of reach for the poor. This book traces the work of three men who sought to bring together the interests of farmers and the needs of the hungry: scientist and passionate campaigner for better nutrition, John Boyd Orr; Australian politician and international statesman, Stanley Melbourne Bruce; and Economic Adviser to Bruce at the Australian High Commission in London, Frank Lidgett McDougall. Bruce once said ‘McDougall brings me a new idea every morning’. One of those ideas became the genesis of their work, which helped bring about the formation of the Food and Agriculture Organization of the United Nations in 1945. All three undertook significant roles in the formative years of the organisation. The story of this contribution to the international world order is little known. The cooperation, diplomacy and persistence of these men provides inspiration for tackling the alarming prospect of food shortages in the present century.

One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia. Armed with these stories, the book analyses the broader context of the desire for better governance of technoscience and draws two lessons: Firstly, that there is more governance than one may see at first sight, and secondly, that there is a need to rethink the borders of technoscience and the spaces in which it resides. The book proposes to think of governance in technoscience, rather than governance of technoscience.

The present volume arises out of a conference in Canberra on Indigenous Participation in Australian Economies at the National Museum of Australia on 9-10 November 2009, which attracted more than thirty presenters. The diverse themes included histories of economic relations, the role of camels and dingoes in Indigenous-settler relations, material culture and the economy, the economies of communities from missions and stations to fringe camps and towns, the transitions from payment-in-kind to wage economies and Community Development Employment Projects, the issue of unpaid and stolen wages, local enterprises, and conflicts over development. Sixteen of those papers have been developed as chapters in this volume, together with a foreword by Professor Jon Altman. This book comprises a companion volume to Indigenous Participation in Australian Economies: Historical and Anthropological Perspectives, published by ANU E Press in 2010.

    Description: From premodern societies onward, humans have constructed and produced images of ideal masculinity to define the roles available for boys to grow into, and images for adult men to imitate. The figure of Alexander the Great has fascinated people both within and outside academia. As a historical character, military commander, cultural figure and representative of the male gender, Alexander’s popularity is beyond dispute. Almost from the moment of his death Alexander’s deeds have had a paradigmatic aspect: for over 2300 years he has been represented as a paragon of manhood - an example to be followed by other men - and through his myth people have negotiated assumptions about masculinity. This work breaks new ground by considering the ancient and medieval reception of Alexander the Great from a gender studies perspective. It explores the masculine ideals of the Greco-Roman and medieval past through the figure of Alexander the Great, analysing the gendered views of masculinities in those periods and relates them to the ways in which Alexander’s masculinity was presented. It does this by investigating Alexander’s appearance and its relation to definitions of masculinity, the way his childhood and adulthood are presented, his martial performance and skill, proper and improper sexual behaviour, and finally through his emotions and mental attributes.     Description: This edited collection challenges and re-imagines what is ‘heritage’ in Britain as a globalised, vernacular, cosmopolitan ‘post-nation’. It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. The book’s authors challenge us to reconsider what is valued about Britain’s past, its culture and its citizens. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions. However, the book is particularly aimed at scholars and community members who identify as Black, who are centrally concerned with questions of identity and race in British society. Its Open Access status will facilitate access to the book by all groups in society.

    Description: Indigenous policy is a complex domain motivated by a range of social, cultural, political and economic issues. The Council of Australian Governments 'closing the gaps' agenda for addressing Indigenous disadvantage in Australia now includes six targets with well defined and measurable outcomes for policy action. In this context there is a continuing and pressing need for robust debate to understand how meaningful improvement in Indigenous outcomes might be achieved. This monograph presents the peer-reviewed proceedings of the 2011 CAEPR/ABS conference on 'Social Science Perspectives on the 2008 National and Aboriginal Torres Strait Islander Social Survey'. It is the fourth CAEPR monograph since 1992 to reflect on national surveys of Indigenous Australians. The conference covered topics including child development, crime and justice, culture, wellbeing, the customary economy, demography, education, employment, fertility, health, housing, income and financial stress, mobility, poverty, social exclusion, and substance abuse. The papers summarise the strengths and limitations of the 2008 NATSISS, discuss the types of policy-relevant questions it can inform, and consider future survey design. A social survey such as the NATSISS can ultimately never tell those responsible for developing public policy what to do, but it can provide useful information to inform policy decisions. This volume will be useful for researchers and policy makers, and relevant to the wider national debate and, in particular, Indigenous communities and organisations.

The year of Heinz Wolfgang Arndt's birth, 1915, was not a good time for a German boy to be born. His country was soon to be defeated in a great war, his school years were shadowed by the rise of Hitler. Yet when Heinz's long-buried Jewish background led his academic father to lose his chair in chemistry and flee to Oxford, Heinz followed. As Heinz put it, the calamity of Hitler's rise to power led him to 'the incredible good fortune of an Oxford education and a life spent in England and Australia.' This was a man of inexhaustible energy and optimism, who returned from months behind barbed wire interned in Canada to write a historical classic—The Economic Lessons of the Nineteen-Thirties. He seized the opportunity of an unexpected job offer to set off with his young family for Sydney where he quickly established himself as a leading authority on the Australian banking system, embarked on his fifty year career as a gifted university teacher and enjoyed the first of many vigorous forays as a public intellectual. But it was at ANU that Heinz took the bold step which led him to become the Grand Old Man of Asian Economics. In 1966, just after the Sukarno coup and the year of living dangerously, he determined the time had come to study the Indonesian economy. It took all his charm, persistence and formidable intellect to persuade the Indonesians to open their doors to him. The result was a world-leading centre of Indonesian economics which greatly contributed to the development of modern Indonesia.

    Description: Watriama and Co (the title echoes Kipling’s Stalky and Co!) is a collection of biographical essays about people associated with the Pacific Islands. It covers a period of almost a century and a half. However, the individual stories of first-hand experience converge to some extent in various ways so as to present a broadly coherent picture of ‘Pacific History’. In this, politics, economics and religion overlap. So, too, do indigenous cultures and concerns; together with the activities and interests of the Europeans who ventured into the Pacific and who had a profound, widespread and enduring impact there from the nineteenth century, and who also prompted reactions from the Island peoples. Not least significant in this process is the fact that the Europeans generated a ‘paper trail’ through which their stories and those of the Islanders (who also contributed to their written record) can be known. Thus, not only are the subjects of the essays to be encountered personally, and within a contextual kinship, but the way in which the past has shaped the future is clearly discernible. Watriama himself features in various historical narratives.     Description: Focusing on the processes of political socialisation and democratisation that took place in Spain during the nineteenth and twentieth centuries, this book brings together specialists who propose the need to rethink the contemporary history of democracy in Spain to build a new narrative. The idea of a rural Spain that was backward, apolitical, violent and unprepared for democracy gives way to a more interesting history which, while recognising the peculiarities of the country and the important limitations to democracy, shows examples that could help build a new narrative closer those of other neighbouring countries. Aimed at contemporary historians interested in Spain and Europe, the book also addresses the debates faced by other social scientists on the concept of democracy. This dialogue between history, sociology and political science is particularly present in a special final chapter featuring a discussion of democracy and its application to Spanish history.

    Ten Thousand Years of Cultivation at Kuk Swamp in the Highlands of Papua New Guinea (2023)

    Description: Kuk is a settlement at c. 1600 m altitude in the upper Wahgi Valley of the Western Highlands Province of Papua New Guinea, near Mount Hagen, the provincial capital. The site forms part of the highland spine that runs for more than 2500 km from the western head of the island of New Guinea to the end of its eastern tail. Until the early 1930s, when the region was first explored by European outsiders, it was thought to be a single, uninhabited mountain chain. Instead, it was found to be a complex area of valleys and basins inhabited by large populations of people and pigs, supported by the intensive cultivation of the tropical American sweet potato on the slopes above swampy valley bottoms. With the end of World War II, the area, with others, became a focus for the development of coffee and tea plantations, of which the establishment of Kuk Research Station was a result. Large-scale drainage of the swamps produced abundant evidence in the form of stone axes and preserved wooden digging sticks and spades for their past use in cultivation. Investigations in 1966 at a tea plantation in the upper Wahgi Valley by a small team from The Australian National University yielded a date of over 2000 years ago for a wooden stick collected from the bottom of a prehistoric ditch. The establishment of Kuk Research Station a few kilometres away shortly afterwards provided an ideal opportunity for a research project.

    Description: The Indigenous Enumeration Strategy (IES) of the Australian National Census of Population and Housing has evolved over the years in response to the perceived 'difference' of the Aboriginal and Torres Strait Islander populations. Its defining characteristics are the use of locally recruited, mostly Indigenous collector interviewers, and the administration of a modified collection instrument in discrete Indigenous communities, mostly in remote Australia. The research reported here is unique. The authors, with the assistance of the Australian Bureau of Statistics, were able to follow the workings of the IES in the 2006 Census from the design of the collection instrument to the training of temporary census field staff at the Northern Territory's Census Management Unit in Darwin, to the enumeration in four remote locations, through to the processing stage at the Data Processing Centre in Melbourne. This allowed the tracking of data from collection to processing, and an assessment of the effects of information flows on the quality of the data, both as input and output. This study of the enumeration involved four very different locations: a group of small outstation communities (Arnhem Land), a large Aboriginal township (Wadeye), an 'open' town with a majority Aboriginal population (Fitzroy Crossing), and the minority Aboriginal population of a major regional centre (Alice Springs). A comparison between these contexts reveals differences that reflect the diversity of remote Aboriginal Australia, but also commonalities that exert a powerful influence on the effectiveness of the IES, in particular very high levels of short-term mobility. The selection of sites also allowed a comparison between the enumeration process in the Northern Territory, where a time-extended rolling count was explicitly planned for, and Western Australia, where a modified form of the standard count had been envisaged. The findings suggest that the IES has reached a point in its development where the injection of ever-increasing resources into essentially the same generic set and structure of activities may be producing diminishing returns. There is a need for a new kind of engagement between the Australian Bureau of Statistics and local government and Indigenous community-sector organisations in remote Australia. The agency and local knowledge of Indigenous people could be harnessed more effectively through an ongoing relationship with such organisations, to better address the complex contingencies confronting the census process in remote Indigenous Australia.

    Description: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of 'encounter' rather than the more common idea of 'first contact' for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of 'strangers' or 'others' but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

    Description: This book delves into the conceptual changes produced by the Spanish constitutional debate held between 27 August and 9 December 1931. Taking place at the beginning of Spain’s Second Republic, those parliamentary deliberations brought about significant novelties in the political vocabulary. Concepts such as democracy, sovereignty, reform, revolution, and freedom, among others, were re-signified. This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The constitutional debate was largely inspired by interwar European constitutionalism which constituent representatives used to update the Spanish constitutional tradition. With that goal in mind, this book is aimed at undergraduate and graduate students and scholars working in the fields of conceptual history, political philosophy, parliamentary history, European political history, and European constitutionalism.

The book builds on qualitative research, including a long institutional ethnographic research and semi-structured interviews carried out in the period 2019-2021, before and during the Covid-19 pandemic. It takes an intersectional, social work and humanitarian governance perspective to examine the multiple dimensions of vulnerability (age, gender, geographical origin, type of exploitation) characterising trafficked and sexually exploited Nigerian women. It draws attention to the precariousness of protection trajectories, but also on the agency of these women, by building on the autonomy of migration approach, while shedding light on the temporal tensions between biographical and institutional times. Calling for greater space for women’s voices and for their involvement in the co-development of protection programmes, this book will appeal to scholars of sociology, anthropology, social work and politics, as well as to practitioners and policymakers interested in migration and trafficking. Reproduced here is the story of the two Ngatyi, Rainbow Serpents, who travelled from the Paroo to the Flinders Ranges and back as far as Yancannia Creek, where their deep underground channels linked them back to the Paroo. Jeremy Beckett recorded these stories from George Dutton and Alf Barlow in 1957. Luise Hercus, who has worked on the languages in the area for many years, has collaborated with Jeremy Beckett to analyse the names and identify the places.

    Description: Earle Christmas Grafton Page (1880-1961) - surgeon, Country Party leader, treasurer and prime minister - was perhaps the most extraordinary visionary to hold high public office in twentieth-century Australia. Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page's unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia's most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page's rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia's great optimists. Few Australian leaders who stood for so much have since been so neglected.

    Description: This chapter addresses the interpretations of the emerging social question in the field of post-revolutionary French liberalism. It focuses on the cholera outbreak of 1832 to describe how it fostered unprecedented and dramatic representations of urban pauperism chiefly marked by feelings of panic and distress with respect to the new “dangerous classes” brought into being by the Industrial Revolution. By analysing the pandemic crisis, the chapter shows that these subjects were initially perceived not merely as a different social class, but also – and especially – as a different “race,” according to a conception exemplified by the metaphor of “new barbarians” invading the manufacturing cities. Hence, the chapter retraces a transformation whereby these initial representations of the subaltern classes based on fear and exclusion gradually gave way to the rise of social research on the subaltern classes aimed at elaborating new welfare policies as risk reduction strategies. These initiatives of social investigation are described as marking the origins of the methods and epistemology of modern social sciences, which are the focus of the following chapter.

    Description: During the Second World War, Australia maintained a super-secret organisation, the Diplomatic (or `D’) Special Section, dedicated to breaking Japanese diplomatic codes. The Section has remained officially secret as successive Australian Governments have consistently refused to admit that Australia ever intercepted diplomatic communications, even in war-time. This book recounts the history of the Special Section and describes its code-breaking activities. It was a small but very select organisation, whose `technical’ members came from the worlds of Classics and Mathematics. It concentrated on lower-grade Japanese diplomatic codes and cyphers, such as J-19 (FUJI), LA and GEAM. However, towards the end of the war it also worked on some Soviet messages, evidently contributing to the effort to track down intelligence leakages from Australia to the Soviet Union. This volume has been produced primarily as a result of painstaking efforts by David Sissons, who served in the Section for a brief period in 1945. From the 1980s through to his death in 2006, Sissons devoted much of his time as an academic in the Department of International Relations at ANU to compiling as much information as possible about the history and activities of the Section through correspondence with his former colleagues and through locating a report on Japanese diplomatic codes and cyphers which had been written by members of the Section in 1946. Selections of this correspondence, along with the 1946 report, are reproduced in this volume. They comprise a unique historical record, immensely useful to scholars and practitioners concerned with the science of cryptography as well as historians of the cryptological aspects of the war in the Pacific. “This publication fills an important gap in the present available knowledge concerning code-breaking in Australia during World War II.     Description: This book tells the story of Michi, one of 650 Japanese war brides who arrived in Australia in the early 1950s. The women met Australian servicemen in post-war Japan and decided to migrate to Australia as wives and fiancées to start a new life. In 1953, when Michi reached Sydney Harbour by boat with her two Japanese-born children, she knew only one person in Australia: her husband. She did not know any English so she quickly learned her first English phrase, “I like Australia”, in the car on the way from the harbour to meet her Australian family. In the last fifty years, she brought up seven children while the family moved from one part of Australia to another. Now, in her eighties, she leads a peaceful life in Adelaide, but remains active in many ways. Her voice is full of life and she looks and sounds much younger than her age.

    Description: The Hispanic and Anglo worlds are often portrayed as the Cain and Abel of Western culture, antagonistic and alien to each other. This book challenges such view with a new critical conceptual framework – the ‘Hispanic-Anglosphere’ – to open a window into the often surprising interactions of individuals, transnational networks and global communities that, it argues, made of the British Isles (England, Ireland, Scotland, Wales, the Channel Islands and the Isle of Man) a crucial hub for the global Hispanic world, a launching-pad and a bridge between Spanish Europe, Africa, America and Asia in the late eighteenth to the early twentieth centuries. Perhaps not unlike today, that was a time marked by social uncertainty, pandemics, the dislocation of global polities and the rise of radicalisms. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments.     Description: What did the future hold for Rhodesia's white population at the end of a bloody armed conflict fought against settler colonialism? Would there be a place for them in newly independent Zimbabwe? Pioneers, Settlers, Aliens, Exiles sets out the terms offered by Robert Mugabe in 1980 to whites who opted to stay in the country they thought of as their home. The book traces over the next two decades their changing relationship with the country when the post-colonial government revised its symbolic and geographical landscape and reworked codes of membership. Particular attention is paid to colonial memories and white interpellation in the official account of the nation's rebirth and indigene discourses, in view of which their attachment to the place shifted and weakened. As the book describes the whites' trajectory from privileged citizens to persons of disputed membership and contested belonging, it provides valuable background information with regard to the land and governance crises that engulfed Zimbabwe at the start of the twenty-first century.

    Description: Examining diversity as a fundamental reality of empire, this book explores European colonial empires, both terrestrial and maritime, to show how they addressed the questions of how to manage diversity. These questions range from the local to the supra-regional, and from the management of people to that of political and judicial systems. Taking an intersectional approach incorporating categories such as race, religion, subjecthood, and social and legal status, the contributions of the volume show how old and new modes of creating social difference took shape in an increasingly globalized early modern world, and what contemporary legacies these ‘diversity formations’ left behind. This volume shows diversity and imperial projects to be both contentious and mutually constitutive: on the one hand, the conditions of empire created divisions between people through official categorizations (such as racial classifications and designations of subjecthood) and through discriminately applied extractive policies, from taxation to slavery. On the other hand, imperial subjects, communities, and polities within and adjacent to the empire asserted themselves through a diverse range of affiliations and identities that challenged any notion of a unilateral, universal imperial authority. This book highlights the multidimensionality and interconnectedness of diversity in imperial settings and will be useful reading to students and scholars of the history of colonial empires, global history, and race.

    Description: Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major—and sometimes the only—contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes—the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations. The research addresses questions such as: What factors underlie successful investment in community relations and associated agreement governance and benefit packages for Indigenous communities? How are economic and non-economic flows monitored? What are the values and aspirations which Indigenous people may bring to bear in their engagement with mining developments? What more should companies and government do to develop the capacity and sustainability of local Indigenous organisations? What mining company strategies build community capacity to deal with impacts of mining? Are these adequate? How to prepare for sustainable futures for Indigenous Australians after mine closure? This research was conducted under an Australian Research Council Linkage Project, with Rio Tinto and the Committee for Economic Development of Australia as Industry Partners.

    Description: Since the 1980s, neoliberals have openly contested the idea that the state should protect the socio-economic well-being of its citizens, making ‘privatization’ their mantra. Yet, as historians and social scientists have shown, welfare has always been a ‘mixed economy’, wherein private and public actors dynamically interacted, collaborating or competing with each other in the provision of welfare services. This book will be of interest to students, scholars and practitioners of welfare by developing three innovative approaches. Firstly, it　illuminates the productive nature of public/private entanglements. Far from amounting to a zero-sum game, the interactions between the two sectors have changed over time what welfare encompasses, its contents and targets, often engendering the creation of new fields of intervention. Secondly, this book departs from a well-established tradition of comparison between Western nation-states by using and mixing various scales of analysis (local, national, international and global) and by covering case studies from Spain to Poland and France to Greece in the nineteenth and twentieth centuries. Thirdly, this book goes beyond state centrism in welfare studies by bringing back a host of public and private actors, from municipalities to international organizations, from older charities to modern NGOs.
