The agenda consolidates the questions that scientific research will be focused on in the coming year. This book covers the current status of the Dutch National Research Agenda and considers what changes and adjustments may need to be made to the process in order to keep Dutch national research at the top of the pack. Beatrice de Graaf holds one of the chairs of the Dutch National Research Agenda and is chair of History of International Relations and Global Governance at Utrecht University. Alexander Rinnooy Kan holds the other chair of the Dutch National Research Agenda and is university professor of economics and business studies at the University of Amsterdam. Henk Molenaar is the secretary of the Dutch National Science Agenda.

    Description: The formation of coalitions to achieve both collaborative and competitive goals is a phenomenon we see all around us. The list of examples of this phenomenon is long and varied: production cartels, political lobbies, customs unions, environmental coalitions, and ethnic alliances are just a few everyday instances. This book looks at coalition formation from the perspective of game theory. How are agreements determined? Which coalitions will form? And are such agreements invariably efficient from a social perspective? The book brings together developments in both cooperative and non-cooperative game theory to study the analytics of coalition formation and binding agreements. It concentrates on pure theory, but discusses several potential applications, such as oligopoly and the provision of public goods.

    The Netherlands and the Oil Crisis (2023)

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

    Resetting the International Monetary (Non)System (2021)

    Description: This book provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century. As its title indicates, its basic diagnosis is that it is an ad hoc framework rather than a coherent system—a ‘non-system’—which evolved after the breakdown of the original Bretton Woods arrangement in the early 1970s. The book places a special focus on the asymmetries that emerging and developing countries face within the current system, and therefore on the development dimensions of the global monetary system and of global monetary reform. The book proposes a comprehensive yet evolutionary reform of the system that includes: (i) provision of international liquidity through a system that mixes the multi-currency arrangement with a more active use of the IMF’s Special Drawing Rights (SDRs), the only true global currency that has been created; (ii) stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management, and freedom to manage capital flows as a complement to counter-cyclical macroeconomic policy and other instruments of financial regulation; (iii) additional automatic balance-of-payments financing facilities, and the complementary use of swap and regional arrangements; (iv) a multilateral sovereign debt workout mechanism; and (v) major reforms of the system’s governance, based on a more representative apex organization, more equitable participation of emerging and developing countries in decision-making, and a network of global, regional, inter-regional, and sub-regional organizations.

    Description: Gentrification is reshaping cities worldwide, resulting in seductive spaces and exclusive communities that aspire to innovation, creativity, sustainability, and technological sophistication. Gentrification is also contributing to growing social-spatial division and urban inequality and precarity. In a time of escalating housing crisis, unaffordable cities, and racial tension, scholars speak of eco-gentrification, techno-gentrification, super-gentrification, and planetary-gentrification to describe the different forms and scales of involuntary displacement occurring in vulnerable communities in response to current patterns of development and the hype-driven discourses of the creative city, smart city, millennial city, and sustainable city. In this context, how do contemporary creative practices in art, architecture, and related fields help to produce or resist gentrification? What does gentrification look and feel like in specific sites and communities around the globe, and how is that appearance or feeling implicated in promoting stylized renewal to a privileged public? In what ways do the aesthetics of gentrification express contested conditions of migration and mobility? Addressing these questions, this book examines the relationship between aesthetics and gentrification in contemporary cities from multiple, comparative, global, and transnational perspectives.

    Description: The discussion about objects, human remains and archives from former colonial territories is becoming increasingly heated. Over the centuries, a multitude of items – including a cannon of the King of Kandy, power-objects from DR Congo, Benin bronzes, Javanese temple statues, M.ori heads and strategic documents – has ended up in museums and private collections in Belgium and the Netherlands by improper means. Since gaining independence, former colonies have been calling for the return of their lost heritage. As continued possession of these objects only grows more uncomfortable, governments and museums must decide what to do. How did these objects get here? Are they all looted, and how can we find out? How does restitution work in practice? Are there any appealing examples? How do other former colonial powers deal with restitution? Do former colonies trust their intentions? The answers to these questions are far from unambiguous, but indispensable for a balanced discussion.

    Description: This meticulously researched study of irregular migrant work in Austria holds many broader lessons for countries all over Europe. The book derives many of its fascinating insights from systematic in-depth interviews with migrants themselves. The authors demonstrate that it is no longer enough to divide the world of foreign employment into "legal" and "illegal" work. Instead, over the past few years, particularly in the context of progressive EU-enlargement in Europe, new manifestations of "irregular migrant work" have evolved. Moreover, the authors convincingly argue that irregular migrant work is based on both supply and demand, and is therefore unlikely to fade away in the foreseeable future.

Vanaf de laatste jaren, met name in de context van de EU-uitbreiding, zijn nieuwe vormen van 'illegale arbeid' ontstaan. Dit boek toont overtuigend aan dat illegale arbeid is gebaseerd op zowel de vraag en de aanbod-kant van de markt, welke diep geworteld zit in onze westerse economische structuur. Het is vooral daarom onwaarschijnlijk dat de illegale arbeid in de nabije toekomst zal verdwijnen.

    Description: From the mid-nineteenth-century Hui rebellions, which challenged centralised state control, to the early-twentieth-century revolutions, which led to Yunnan’s decades-long independence, local actors shaped the history of Yunnan through their extensive cross-border networks and contradictory roles in the attempted state consolidation of this contested area. Among the local elites, the state agents, both Han and non-Han, acted on the state's behalf in the borderlands’ affairs while seeking the balance between the interests of the state and their own communities. The state agents competed with each other while utilising and wresting with the state authorities. The dynamic relationship between the state and local actors created another contested facet of modern Yunnan’s transformation. Competing narratives emerged when local actors negotiated and reconstructed their status within the contemporary Chinese nation-state. Bandits became heroes; separatists became patriots; a vibrant regional center became an isolated, exotic, and marginal province of the People’s Republic of China.

    Description: Debate between bioliberals (who adopt a permissive view about human enhancement) and bioconservatives (who oppose it) often fails to be constructive, since bioliberals are often dismissive of the conservative values to which bioconservatives frequently appeal. As a result, bioconservative opposition to enhancement remains poorly understood by bioliberals. We attempt to increase this understanding first by identifying conservative values underlying bioconservative opposition to enhancement, and second by considering on what grounds bioconservatives might object to the biological enhancement of bioconservative values. By identifying grounds that appeal to values shared by both bioconservatives and bioliberals, we aim to provide a platform on which human enhancement can be constructively debated by bioliberals and bioconservatives. We close by focusing on Mill's arguments in favour of originality as possible support for bioconservative argument.

    Description: Health is a matter of fundamental importance in European societies, both as a human right in itself, and as a factor in a productive workforce and therefore a healthy economy. New health technologies promise improved quality of life for patients suffering from a range of diseases, and the potential for the prevention of incidence of disease in the future. At the same time, new health technologies pose significant challenges for governments, particularly in relation to ensuring the technologies are safe, effective, and provide appropriate value for (public) money. To guard against the possible dangers arising from new health technologies, and to maximize the benefits, all European governments regulate their development, marketing, and public financing. In addition, several international institutions operating at European level, in particular the European Union, the Council of Europe, and the European Patent Office, have become involved in the regulation of new health technologies. They have done so both through traditional 'command and control' legal measures, and through other regulatory mechanisms, including guidelines, soft law, 'steering' through redistribution of resources, and private or quasi-private regulation. This collection analyses European law and its relationships with new health technologies. It uses interdisciplinary insights, particularly from law but also drawing on regulation theory, and science and technology studies, to shed new light on some of the key defining features of the relationships and especially the roles of risk, rights, ethics, and markets. The collection explores the way in which European law's engagement with new health technologies is to be legitimized, and discusses the implications for biological or biomedical citizenship.

    Description: The notion of development influences and is influenced by all aspects of human life. Social science is but one representational option among many for conveying the myriad ways in which development is conceived, encountered, experienced, justified, courted, and/or resisted by different groups at particular times and places. This wide-ranging collection from a diverse group of academic and non-academic authors engages with the broad field of development through twelve chapters that deal with music, theatre, fiction, photography, festivals, computer games, the arts, blogging, and other media. It explores three broad areas of alternative forms of knowledge about development, organized around the three themes of ‘translation’, ‘advocacy’, and ‘engagement’. The first of these is concerned with how popular representations of development can successfully compete with and complement formal social scientific representations; the second relates to the politics of popular representations of development, and the way that popular productions shape debates; and the third asks whether popular representations of development can generate alternative critiques that allow for the articulation of views that would be unacceptable to more orthodox means.

    The Principle of Loyalty in EU Law (2021)

    Description: The book offers the first treatment in English to provide a thorough examination of the legal duties falling under the principle of loyalty in EU public law. Despite its seemingly innocuous wording, in what is now Article 4 (3) TEU, the principle of sincere cooperation has had a significant impact in deepening the reach of EU law within the Member States. The principle has been central to the development of Union law since the 1960s, and is still being relied on by the European Court of Justice to often-controversial effect. Providing a thorough discussion of the principle of loyalty in EU law, this book introduces a novel classification of the very diverse roles loyalty plays in the EU. It distinguishes between the effects loyalty prescribes for interlocking the legal orders of the Member States with Union law (cohesion), its application in preventing and resolving conflicts between the Union and the Member States (cooperation), and the loyalty principle's role in the shaping of EU law (construction). It addresses important and yet unresolved questions pertaining to loyalty, such as its relation to the principles of solidarity, effectiveness, fidelity, pre-emption, the Union interest, institutional balance, and the unity of international representation. The book explains why the principle of loyalty has been neglected in the prevailing narratives about the constitutionalization of EU law, places it in its international context, examining how it has influenced EU law and the comparisons that can be drawn with national and international principles of law.

    Description: This book identifies and explains the key analytical issues (state knowledge, causation, and reasonableness) that need to be considered in determining whether a State is responsible under the European Convention on Human Rights for omissions. In addition to this technical analytical question, the book also reflects upon what is at stake for the political community when the triggering, the content, and the scope of positive human rights obligations are determined. A central question is then how the search for a balance between intrusion and restraint by the State, between protection and freedom from invasion, defines this community and pulls the analysis of state responsibility for omissions in different directions. Designed to become the main reference source concerning ECHR positive obligations, this book makes four main contributions. First, it covers an important gap by isolating and studying the separate analytical elements (state knowledge, causation, and reasonableness) underlying state responsibility for failure to fulfil positive obligations. It explains the structure of review, the analytical steps taken to ascertain state responsibility for omissions. Secondly, the book offers a serious appreciation of the dangers associated with positive obligations whose scope might be too expansive or content too intrusive. Thirdly, it explains the different types of positive obligations. Fourthly, it offers the first examination of the conceptual hurdles if positive obligations under the ECHR were to be applied extraterritorially.

    Description: Actors and actresses play characters such as the embittered Medea, or the lovelorn Romeo, or the grieving and tearful Hecabe. The theatre audience holds its breath, and then sparks begin to fly. But what about the actor? Has he been affected by the emotions of the character he is playing? What's going on inside his mind? The styling of emotions in the theatre has been the subject of heated debate for centuries. In fact, Diderot in his Paradoxe sur le comedien, insisted that most brilliant actors do not feel anything onstage. This greatly resembles the detached acting style associated with Bertolt Brecht, which, in turn, stands in direct opposition to the notion of the empathy-oriented "emotional reality" of the actor which is most famously associated with the American actingstyle known as method acting. The book's survey of the various dominant acting styles is followed by an analysis of the current state of affairs regarding the psychology of emotions. By uniting the psychology of emotions with contemporary acting theories, the author is able to come to the conclusion that traditional acting theories are no longer valid for today's actor. Acting Emotions throws new light on the age-old issue of double consciousness, the paradox of the actor who must nightly express emotions while creating the illusion of spontaneity. In addition, the book bridges the gap between theory and practice by virtue of the author's large-scale field study of the emotions of professional actors. In Acting Emotions, the responses of Dutch and Flemish actors is further supplemented by the responses of a good number of American actors. The book offers a unique view of how actors act out emotions and how this acting out is intimately linked to the development of contemporary theatre.     Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

Rethinking the conventional periodization of German film history, Baer posits 1980-rather than 1989-as a crucial turning point for German cinema's embrace of a new market orientation and move away from the state-sponsored film culture that characterized both DEFA and the New German Cinema. Reading films from East, West, and post-unification Germany together, Baer argues that contemporary German cinema is characterized most strongly by its origins in and responses to advanced capitalism. Informed by a feminist approach and in dialogue with prominent theories of contemporary film, the book places a special focus on how German films make visible the neoliberal recasting of gender and national identities around the new millennium.

    Description: Modern civilization revolves around money. However, money is a paradox. It is nothing more than a representation of and medium for decentralized networks of social trust, but its production is controlled by highly centralized networks of firms, places, and governments, and there is never enough of it to go around. Moreover, given that the creation of money, as credit, is based on expectations, money is at its heart an instrument for human agency to change the future. At the same time, however, the financial systems that produce money are deeply rooted in the past, and perpetuate themselves through history. This book seeks to deepen our understanding of the paradox of money, by introducing a novel conceptual lens—that of Global Financial Networks—to cast new light on the geography, history, politics, and sociology of finance from the middle ages to the global financial crisis and beyond. It shows that the power of finance is inherently “sticky”; with what are generally assumed to be new innovations such as “offshore” finance actually dating back centuries, and the architecture of global financial networks more broadly adapting to the rise and fall of empires and new technologies while changing surprisingly little in their basic character; or at most changing very slowly. A recognition of the mechanics of this durability, it is argued, calls for a new approach to reforming finance which is less reactively focused on regulation, and more proactively focused on building new institutional systems with a long-term “sticky power” of their own.

    Description: A democratic regime is assumed to implement freedom and equality as the two critical and most important values. The question we intend to address here is: how and why has the actual implementation of freedom and equality been changing in the 1990–2020 period? Researching this topic, we cannot ignore the impact of the Great Recession since 2008. Thus, in this comparative research, we analyse France, Germany, Italy, Poland, Spain, and the United Kingdom to detect the changes. As expected, the six largest European democracies have been differently affected by the crisis, as they also had different background factors. We address an additional question: what is the impact of the European Union on the two democratic values? Accordingly, we analyse economic inequality, social inequality, and ethnic inequality with the related changing trends and explanations. We also detect and analyse the trend of freedoms, and especially personal dignity, civil rights, and political rights. Thus, the relative decline of equalities and freedoms in the six countries emerge in the different complex facets. We also explore the demand for equalities and freedoms by citizens and the political commitments of party leaders. The other issues we address include how and why, respectively, equalities and freedoms are affected by domestic aspects and the role of external factors, especially the European Union. By connecting equalities and freedoms and drawing the lines of entire research, we show how there are three different paths in the future of democracy: balanced democracy, protest democracy, and unaccountable democracy.

Dating from the early to central Middle Ages, the Spanish phenomenon of the Commentary on the Apocalypse responded to differing monastic needs within the shifting context of the Middle Ages.     Description: Recent technological developments and potential technological developments of the near future require us to try to think clearly about what it is to have moral status and about when and why we should attribute moral status to beings and entities. What should we say about the moral status of human non-human chimeras, human brain organoids, artificial intelligence, cyborgs, post-humans, and human minds that have been uploaded into a computer, or onto the internet? In this introductory chapter we survey some key assumptions ordinarily made about moral status that may require rethinking. These include the assumptions that all humans who are not severely cognitively impaired have equal moral status, that possession of the sophisticated cognitive capacities typical of human adults is necessary for full moral status, that only humans can have full moral status, and that there can be no beings with higher moral status than ordinary adult humans. We also need to consider how we should treat beings and entities when we find ourselves uncertain about their moral status.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Description: While it is possible for economies to grow based on abundant land or natural resources, more often structural change—the shift of resources from low-productivity to high-productivity sectors—is the key driver of economic growth. Structural transformation is vital for Africa. The region’s much-lauded growth turnaround since 1995 has been the result of fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa’s economic structure has changed very little. Primary commodities and natural resources still account for the bulk of exports. Industry is most often the leading driver of structural transformation. Africa’s experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa’s average share of manufacturing value added in GDP was 10 per cent, unchanged from the 1970s. In fact the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than 10 per cent of the developing country average. Consequently, Africa’s industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with experts on industrial development. It provides the most comprehensive description and analysis available of the contemporary industrialization experience in low-income Africa.

It argues that the strategy of this group oscillated irregularly between a business model built on connections and a professional business model adapted to markets. By exploring the concept of worlds from theoretical and practical perspectives, this book puts forward a unique and original starting point for rethinking media theory, going beyond the notion of communication and understanding the role of worlds in interaction rituals as well as the building of values and meaning in contemporary society. In recent years, due to digital distribution and the integration of social networking and entertainment content, viewing strategies and narrative forms are undergoing important changes. Notably, we are faced with the rise of multi- platform conglomerates, in which film, television, Internet, graphic novels, toys, and virtual environments create heterogeneous yet compact universes, recognizable as brands and having a well-defined semiotic identity. Scholars are looking for new theoretical tools to understand the role of contemporary new media in these phenomena and the increasingly central place that viewers hold in exploring, mapping, interpreting and expanding story worlds. On the one hand, Internet networks are increasingly studied as the environment for the emergence of forms of consumption through fragments. As Henry Jenkins recently underlined, media become spreadable (Jenkins, Ford, Green 2013). On the other, the observation of production practices in the contemporary media sphere shows that, instead of being only fluid and ephemeral elements, media fragments sometimes converge in persistent and heterogeneous spaces built from multiple contributions and comparable to worlds.     Description: This book examines the afterlife of decolonization in the collective memory of the Netherlands. It offers a new perspective on the cultural history of representing the decolonization of the Dutch East Indies, and maps out how a contested collective memory was shaped. Taking a transdisciplinary approach and applying several theoretical frames from literary studies, sociology, cultural anthropology and film theory, the author reveals how mediated memories contributed to a process of what he calls “unremembering.” He analyses in detail a broad variety of sources, including novels, films, documentaries, radio interviews, memoires and historical studies, to reveal how five decades of representing and remembering decolonization fed into an unremembering by which some key notions were silenced or ignored. The author concludes that historians, or the historical guild, bear much responsibility for the unremembering of decolonization in Dutch collective memory.

    Description: In the present paper I aim to explore the related area of how, for Galen, emotional states - the soul's affections, or pathē - are connected with bodily states. I shall be doing this largely on the basis of texts which are much less well studied - even amongst Galen scholars - than those just mentioned, and in particular ones which are not overtly works of ‘psychology’ or soul theory at all. In the process I shall be focussing on one particular group of common, we might say everyday, mental or emotional disturbances which Galen discusses, in some detail, in relation to their physical correlates. It is, indeed, striking that most of the detailed material that Galen offers in this area - most of the discussion of this particular set of disturbances - appears, not in his specific work on the affections of the soul, Aff. Pecc. Dig., nor in the other most obviously psychological works, PHP or QAM, but in a range of more general, medical works on disease, health and diagnosis.

    Description: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

At the same time it is surrounded by misunderstandings regarding Barlaeus himself, the nascent Illustrious School, and Amsterdam's merchant culture.     Description: Established institutions and policies of dealing with religious diversity in liberal democratic states are increasingly under pressure. Practical politics and political theory is caught in a trap between a fully secularized state (strict separation of state and politics from completely privatized religions based on an idealized version of American denominationalism or French republicanism) and neo-corporatist or 'pillarized' regimes of selective cooperation between states and organized religions. The book offers an original, comprehensive conceptual, theoretical and practical approach to problems of governance of religious diversity from a multi-disciplinary perspective combining moral and political philosophy, constitutional law, history, sociology and anthropology of religions and comparative institutionalism. Proposals of associative democracy - a moderately libertarian, flexible version of democratic institutional pluralism - are introduced and scrutinized whether they can serve as as plausible third way overcoming the inherent deficiencies of the predominant models in theory and practice.

    Description: This collection of essays offers a critical assessment of Labour in a Single Shot, a groundbreaking documentary video workshop. From 2011 to 2014, curator Antje Ehmann and film- and videomaker Harun Farocki produced an art project of truly global proportions. They travelled to fifteen cities around the world to conduct workshops inspired by cinema history’s first film, Workers Leaving the Lumière Factory, shot in 1895 by the Lumière brothers in France. While the workshop videos are in colour and the camera was not required to remain static, Ehmann and Farocki’s students were tasked with honouring the original Lumière film’s basic parameters of theme and style. The fascinating result is a collection of more than 550 short videos that have appeared in international exhibitions and on an open-access website, offering the widest possible audience the opportunity to ponder contemporary labour in multiple contexts around the world.

While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway?     Description: In June 2013, Edward Snowden revealed a secret US government program that collected records on every phone call made in the country. Further disclosures followed, detailing mass surveillance by the UK as well. Journalists and policymakers soon began discussing large-scale programs in other countries. Over two years before the Snowden leaks began, Cate and Dempsey had started researching systematic collection. Leading an initiative sponsored by The Privacy Projects, they commissioned a series of country reports, asking national experts to uncover what they could about government demands that telecommunications providers and other private-sector companies disclose information about their customers in bulk. Their initial research found disturbing indications of systematic access in countries around the world. These programs, often undertaken in the name of national security, were cloaked in secrecy and largely immune from oversight, posing serious threats to personal privacy. After the Snowden leaks, the project morphed into something more ambitious: an effort to explore what should be the rules for government access to data and how companies should respond to those demands within the framework of corporate responsibility. This volume concludes the nearly six-year project. It assembles 12 country reports, updated to reflect recent developments. One chapter presents both descriptive and normative frameworks for analyzing national surveillance laws. Others examine international law, human rights law, and oversight mechanisms. Still others explore the concept of accountability and the role of encryption in shaping the surveillance debate. In their conclusion, Cate and Dempsey offer recommendations for both government and industry.

The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

    Description: This book addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations (IOs) and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

    Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Chapter 8 Ethics of Selective Restriction of Liberty in a Pandemic (2023)

    Description: Liberty-restricting measures are basic measures in combatting any pandemic. But whose liberty should be restricted? One standard response in public health ethics is to appeal to the “least restrictive alternative” necessary to achieve a public health goal. The problem is that in practice, greater restriction of liberty can lead to greater control of the pandemic and save more lives, though with increasing burdens to others. Liberty restriction is thus a question of the distribution of benefitsbenefits benefits and burdens in a population, a question of distributive justice. In this chapter, I argue that in some pandemics, such as COVID-19, it may be a more proportionate restriction of liberty to restrict the liberty of certain groups, rather than the population as a whole. Two arguments were given in the COVID-19 pandemic for liberty restriction: (1) protection of the vulnerable; (2) protection of the health service. These These are, however, more fundamentally issues about distributive justice. I explore how several approaches to distributive justice can support the differential differential differentialdifferentialdifferential restriction of liberty. In addition, I argue that the commonly accepted justificationjustificationjustificationjustificationjustification justification justification justification for liberty restrictions (that liberty restrictions may be justifiedjustifiedjustifiedjustifiedjustified justified to prevent direct harm to others) - can be overly simplistic, as illustrated by the COVID-19 pandemic. I argue that where risk groups (such as the elderly in the COVID-19 pandemic) are more likely to utilise limited health resources, they pose an indirect threat to others during the pandemic that warrants coercion. I argue there should be a side-constraint on justice of non-maleficence.non-maleficence.non-maleficence. non-maleficence. non-maleficence. non-maleficence. This This requires that there is a limit to harm which can be imposed on individuals for others, best captured by a collective duty of easy rescue. For groups such as the young, vaccination or lockdown may not constitute an “easy rescue” of those at greatest risk. I address the issue of whether selective restriction of liberty constitutes unjust discrimination and I propose an algorithm for making decisions about selective restriction of liberty.

Scribonius Drusus Libo has always been considered an inexplicable victim of predatory prosecutors, destroyed in the changed conditions of Tiberius’ succession to the founder of the Principate. This is wrong. Drusus Libo conspired with a group of Tiberius’ opponents to challenge Tiberius’ right. The senate’s investigation of Drusus Libo will be examined in Chapter One and Chapter Two. It will be shown that Drusus Libo was treated in a way reminiscent of Catiline’s associate P. Lentulus Sura in 63 bc. Drusus Libo’s collaborators are then identified as a group of persons who supported first Gaius Caesar, then L. Aemilius Paullus and finally Agrippa Postumus. It is argued that the relationship of this group to Tiberius was beyond repair long before he succeeded Augustus. Tiberius’ succession to the supreme power in ad 14 signalled, therefore, a decisive defeat for this group. The succession is thus reconsidered from a new point of view: it was by no means sewn up. Drusus Libo is central to our understanding of Tiberius’ behaviour at this time. This is what the book examines in detail. A new historical model for the years 6 bc to ad 16 is offered, which has repercussions for the study of both the preceding and subsequent periods. The book is therefore a contribution to the study of the invention of the Principate at Rome.

    Description: Composer, pianist, editor, writer, and pedagogue Mario Lavista (1943-2021) was a central figure of the cultural and artistic scene in Mexico and one of the leading Ibero-American composers of his generation. His music is often described as evocative and poetic, noted for his meticulous attention to timbre and motivic permutation, and his creative trajectory was characterized by its intersections with the other arts, particularly poetry and painting. Lavista was a relational composer; he did not write music as a private enterprise but for and alongside people with whom he established close relations. Understanding analysis as an affective practice, author Ana R. Alonso-Minutti explores the intertextual connections between the multiple texts--musical or otherwise--that are present in Lavista's music. Alonso-Minutti argues that, through adopting an interdisciplinary and transhistorical approach to music composition, Lavista forged a cosmopolitan imaginary that challenged stereotypes of what Mexican music should sound like. This imaginary becomes a strategy of resistance against imperialist agendas placed upon postcolonial peripheries. Departing from traditional biographical and chronological frameworks that exalt masters and masterworks, the author offers a nuanced, personal narrative informed by conversations with composers, performers, artists, choreographers, poets, writers, and filmmakers. Through an innovative mosaic of methodologies, from archival work, to musical and intertextual analysis, oral history, and (auto)ethnography, this book is the first in-depth study of Lavista's compositional career and offers a contextual panorama of the contemporary music scene in Mexico

    Description: When black South African artist Willie Bester, whose art persistently criticizes the colonial and totalitarian history of his country, created a sculpture of Sarah Bartmann (or Saartjie Bartmann) out of recycled material, one wouldn’t have imagined so many ruptures from this work. Buikema (2007) clinically unpacks the first rupture at the University of Cape Town by deploying politics of representation as presence and symbolic. And she questions: Is it possible to represent Sarah Bartmann freshly without reproducing sexist and racist appropriations? In this article, I unpick Buikema’s article while putting it into conversation with further ruptures that took place at UCT between 2015-2018 after the student protests calling for decolonisation of the university. I argue that it is through such critical engagements and discomforts that transformation towards dignifying and humanizing of Sarah Bartmann occurs; and by extension, epistemic justice.

    Description: Structural transformation in Africa has become a hot topic. One of the earliest stylized facts of development economics is that low-income countries have large differences in output per worker across sectors, and movement of workers from low- to high-productivity sectors—structural transformation is a key driver of economic growth. Between 1950 and 2006, about half of the catch-up by developing countries—led by East Asia—to advanced economy productivity levels was due to rising productivity within manufacturing combined with structural transformation out of agriculture. Manufacturing has the capacity to employ large numbers of unskilled workers, is capable of large productivity gains through innovation, and entails tradeable products that permit economies of scale and specialization. But manufacturing in Africa, rather than leading growth, has typically been a lagging sector. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa’s potential to catch the wave of sustained rapid growth and rising incomes. This book challenges that view. It argues that other activities sharing the characteristics of manufacturing—including tourism, ICT, and other services as well as food processing and horticulture—are beginning to play a role analogous to the role that manufacturing played in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These ‘industries without smokestacks’ offer new opportunities for Africa to grow in coming decades.

Besides providing empirical evidence, the authors recommend methods for conducting further research in the field and evaluate the actual effects of discrimination-combating policies.     Description: In recent decades, the importance of sound for remembering the past and for creating a sense of belonging has been increasingly acknowledged. We keep "sound souvenirs" such as cassette tapes and long play albums in our attics because we want to be able to recreate the music and everyday sounds we once cherished. Artists and ordinary listeners deploy the newest digital audio technologies to recycle past sounds into present tunes. Sound and memory are inextricably intertwined, not just through the commercially exploited nostalgia on oldies radio stations, but through the exchange of valued songs by means of pristine recordings and cultural practices such as collecting, archiving and listing. This book explores several types of cultural practices involving the remembrance and restoration of past sounds. At the same time, it theorizes the cultural meaning of collecting, recycling, reciting, and remembering sound and music.

Building upon extensive archival research in Britain, Germany, and the United States, Anne-Katrin Weber analyses the sites where the new medium met its first audiences. She argues that public displays were central to television’s social construction; for the historian, the exhibitions therefore constitute crucial events to understand not only the medium’s pre-war emergence, but also its subsequent domestication in the post-war years.     Description: This book develops Non-Identity Theodicy as an original response to the problem of evil. It begins by recognizing that horrendous evils pose distinctive challenges for belief in God. To home in on these challenges, this book constructs an ethical framework for theodicy by sketching four cases of human action where horrendous evils are either caused, permitted, or risked, either for pure benefit (i.e. a benefit that does not avert a still greater harm) or for harm avoidance. This framework is then brought to bear on the project of theodicy. The initial conclusions drawn impugn the dominant structural approach of depicting God as causing or permitting horrors in individual lives for the sake of some merely pure benefit. This approach is insensitive to relevant asymmetries in the justificatory demands made by horrendous and non-horrendous evil and in the justificatory work done by averting harm and bestowing pure benefit. Next this book critiques Fall-based theodicies that depict God as permitting or risking horrors in order to avert greater harm. The second half of this book develops a theodicy that falls outside of the proposed taxonomy. Non-Identity Theodicy suggests that God allows evil because it is a necessary condition of creating individual people whom he desires to love. This approach to theodicy is unique because the justifying good recommended is neither harm-aversion nor pure benefit. It is not a good that betters the lives of individual human persons (for they would not exist otherwise), but it is the individual human persons themselves.

    Description: Man is the measure of all things, an old saying goes. But it is a bad guide for understanding scientific and technological culture. Science and technology are not simply the means to reach human ends; they also actively shape human beings, their goals, meanings and social relations. This volume discusses the implications of this so-called 'co-production' of science, technology and society for our analytical as well as normative ideas about humanity, technology and the relations between both. Addressing issues such as cancer genetics, prenatal screening and ecological consequences of traffic and transport, contributors argue that technology has its own kind of sub-politics, which in turn calls for policies of technology: from steering and regulation to scenario studies, in order to achieve democratisation of technology.

    Description: The growth and health of our digital economies and societies depend on the core protocols and infrastructure of the Internet. This technical and logical substructure of our digital existence is now in need of protection against unwarranted interference in order to sustain the growth and the integrity of the global Internet. The Internet's key protocols and infrastructure can be considered a global public good that provides benefits to everyone in the world. Countering the growing state interference with this 'public core of the Internet' requires a new international agenda for Internet governance that departs from the notion of a global public good. Core ingredients of this strategy are: - To establish and disseminate an international norm stipulating that the Internet's public core - its main protocols and infrastructure- should be considered a neutral zone, safeguarded against unwarranted intervention by governments. - To advocate efforts to clearly differentiate at the national and international level between Internet security (security of the Internet infrastructure) and national security (security through the Internet). - To broaden the arena for cyber diplomacy to include new coalitions of states (including the so called 'swing states') and private companies, including the large Internet companies as well as Internet intermediaries such as Internet Service Providers.

Although it would be premature to presume to identify the repercussions of the crisis, it is clear that it will have profound aftershock effects in the political, economic, and social spheres. The book contains essays based on semi-structured interviews with leading scholars, European politicians and representatives from the world of business. They reflect on the origins of the crisis as well as the possible social, economic, and political transformations it may engender.

Hoewel het voorbarig zou zijn aan te nemen dat de gevolgen van de crisis al in volle omvang duidelijk zijn, is het overduidelijk dat zij ingrijpende effecten zal hebben op politiek, economisch en sociaal gebied. Het boek bevat essays gebaseerd op interviews met vooraanstaande geleerden, Europese politici en vertegenwoordigers uit de wereld van het bedrijfsleven. Zij vertellen over de oorsprong van de crisis, maar ook over de mogelijke sociale, economische en politieke veranderingen die zij zal voortbrengen. Deze reflecties laten zien dat terugkeer naar de oplossingen voor de crisis van de jaren 1980 en 90, noch de herinrichting naar voorbeeld van de jaren 1950 en 60 de oplossingen bieden die wij nodig hebben om op binnenlands of mondiaal niveau deze crisis aan te pakken. Als nationale en internationale beleidsmakers niet nu handelen, bestaat het gevaar dat de instabiliteit van vóór de crisis terugkeert. - Politieke wetenschapper Suzanne Berger (MIT) laat zien wat de nationale ruimte voor sociale en economische verandering is in een langere periode van lage groei. - Oud-voorzitter van de Europese Commissie Jacques Delors ziet in de crisis een verkapte zegen. Een periode van lage groei dwingt politici te zoeken naar andere succesindicatoren dan het bruto nationaal product, zoals op het gebied van milieu en welzijn. - Econoom Barry Eichengreen (Berkeley) zet de huidige crisis af tegen de Grote Depressie van de jaren dertig en de stagflatiecrisis van de jaren zeventig. Ook schetst hij de politieke en economische voorwaarden voor herstel. - Politieke wetenschapper Peter A. Hall (Harvard) stelt dat de crisis bij uitstek ook een politiek probleem is: de staat moet op zoek naar nieuwe legitimiteit. - Econoom Dani Rodrik (Harvard) pleit voor een 'kapitalisme 3.0' dat economische globalisering en nationale diversiteit met elkaar in balans brengt. - Socioloog Richard Sennett (LSE) vindt dat de crisis de morele superioriteit van het vrije-marktdenken heeft ondermijnd maar tegelijkertijd kansen biedt voor een betere verdeling van welvaart en welzijn.
