    Resetting the International Monetary (Non)System (2021)

    Description: This book provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century. As its title indicates, its basic diagnosis is that it is an ad hoc framework rather than a coherent system—a ‘non-system’—which evolved after the breakdown of the original Bretton Woods arrangement in the early 1970s. The book places a special focus on the asymmetries that emerging and developing countries face within the current system, and therefore on the development dimensions of the global monetary system and of global monetary reform. The book proposes a comprehensive yet evolutionary reform of the system that includes: (i) provision of international liquidity through a system that mixes the multi-currency arrangement with a more active use of the IMF’s Special Drawing Rights (SDRs), the only true global currency that has been created; (ii) stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management, and freedom to manage capital flows as a complement to counter-cyclical macroeconomic policy and other instruments of financial regulation; (iii) additional automatic balance-of-payments financing facilities, and the complementary use of swap and regional arrangements; (iv) a multilateral sovereign debt workout mechanism; and (v) major reforms of the system’s governance, based on a more representative apex organization, more equitable participation of emerging and developing countries in decision-making, and a network of global, regional, inter-regional, and sub-regional organizations.

In developing a new framework for analysis and discussion of green marketing, the authors argue that corporate environmental rhetoric can be harnessed to contribute to climate transition and a more sustainable market economy. The work explores the transformative power inherent in green promises and sets a vision of what green marketers should strive for. Engaging with selected research on organizational theory, the authors negotiate the conflicting paradigms of rhetorical theory and their relation to the study of corporate legitimation practices. The resulting theoretical framework provides an analytical scheme that can be useful in various disciplines – such as sociology, economics, law, marketing theory, and communication.     Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Manufacturing Transformation: Comparative Studies of Industrial Development in Africa and Emerging Asia (2021)

    Description: While it is possible for economies to grow based on abundant land or natural resources, more often structural change—the shift of resources from low-productivity to high-productivity sectors—is the key driver of economic growth. Structural transformation is vital for Africa. The region’s much-lauded growth turnaround since 1995 has been the result of fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa’s economic structure has changed very little. Primary commodities and natural resources still account for the bulk of exports. Industry is most often the leading driver of structural transformation. Africa’s experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa’s average share of manufacturing value added in GDP was 10 per cent, unchanged from the 1970s. In fact the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than 10 per cent of the developing country average. Consequently, Africa’s industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with experts on industrial development. It provides the most comprehensive description and analysis available of the contemporary industrialization experience in low-income Africa.

    Description: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: Much of the information relevant to policy formulation for industrial development is held by the private sector, not by public officials. There is, therefore, fairly broad agreement in the development literature that some form of structured engagement—often referred to as close or strategic coordination—between the public and private sectors is needed, to assist in the design of appropriate policies and provide feedback on their implementation. There is less agreement on how that engagement should be structured, how its objectives be defined, and how success be measured. In fact, the academic literature provides little practical guidance on how governments interested in developing such a framework should go about doing it. The burden of this lack of guidance falls most heavily on Africa, where—despite twenty years of growth—lack of structural transformation has slowed job creation and the pace of poverty reduction. In 2014, the Korea International Cooperation Agency (KOICA) and United Nations University World Institute for Development Economics Research (UNU-WIDER) launched a joint research project: The Practice of Industrial Policy. The aim is to help African policy makers develop better coordination between public and private sectors in order to identify the constraints to faster structural transformation and design, implement, and monitor policies to remove them. This book, written by national researchers and international experts, presents the results of that research by combining a set of analytical ‘framing’ essays on close coordination with case studies of successful and unsuccessful efforts at close coordination in Africa and in comparator countries.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

However, prosperity is not a law of nature; it has to be worked for. A liberal economy stands at the forefront of this success – not as a political system, but as a set of economic rules promoting competition, which in turn leads to innovation, research and enormous productivity. Sustainable prosperity is built on a foundation of freedom, equal opportunity and a functioning government. This requires a stable democracy that cannot be defeated by an autocrat. Autocrats claim that “illiberalism” is more efficient, an assertion that justifies their own power. Although autocrats can efficiently guide the first steps out of poverty, once a certain level of prosperity has been achieved, people begin to demand a sense of well-being – freedom and codetermination. Only when this is possible will they feel comfortable, and progress will continue. Respect for human rights is crucial. The rules of the free market do not lean to either the right or left politically. Liberalism and the welfare state are not mutually exclusive. The “conflict” concerns the amount of government intervention. Should there be more or less? As a lawyer, entrepreneur, and board member with over 40 years of experience in this field of conflict, the author clearly describes the conditions necessary for a country to maintain its position at the top.

    Description: This open access book discusses the emergence and development, and in some cases also the disappearance, of social movements and activism in Sweden during the 1980s. Its aim is to nuance and problematize the image of the 1980s as unilaterally dominated by right-wing politics and neoliberalism, as well as the idea of a conflict-free Scandinavian model. The 1980s have often been described as a period when the influence of radical-left movements during the 1970s diminished. Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

    Description: This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

At the same time, the expansion of school attainment alone is not sufficient to guarantee improved welfare. This open access book focuses on one country in West Africa, Togo, to explore what a country that has successfully increased enrollment rates can do to enhance learning outcomes. The authors explore different avenues for improvement, including enhancing the efficiency with which resources are used; increasing the qualifications of teachers; and through greater community involvement in school management. There is scope for improvement along all these dimensions, yet changes at the margin are insufficient to bring about the transformation needed to bring about acceptable levels of learning.     Description: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

    Description: This open access book presents an interdisciplinary approach to reveal biases in English news articles reporting on a given political event. The approach named person-oriented framing analysis identifies the coverage’s different perspectives on the event by assessing how articles portray the persons involved in the event. In contrast to prior automated approaches, the identified frames are more meaningful and substantially present in person-oriented news coverage. The book is structured in seven chapters: Chapter 1 presents a few of the severe problems caused by slanted news coverage and identifies the research gap that motivated the research described in this thesis. Chapter 2 discusses manual analysis concepts and exemplary studies from the social sciences and automated approaches, mostly from computer science and computational linguistics, to analyze and reveal media bias. This way, it identifies the strengths and weaknesses of current approaches for identifying and revealing media bias. Chapter 3 discusses the solution design space to address the identified research gap and introduces person-oriented framing analysis (PFA), a new approach to identify substantial frames and to reveal slanted news coverage. Chapters 4 and 5 detail target concept analysis and frame identification, the first and second component of PFA. Chapter 5 also introduces the first large-scale dataset and a novel model for target-dependent sentiment classification (TSC) in the news domain. Eventually, Chapter 6 introduces Newsalyze, a prototype system to reveal biases to non-expert news consumers by using the PFA approach. In the end, Chapter 7 summarizes the thesis and discusses the strengths and weaknesses of the thesis to derive ideas for future research on media bias. This book mainly targets researchers and graduate students from computer science, computational linguistics, political science, and further social sciences who want to get an overview of the relevant state of the art in the other related disciplines and understand and tackle the issue of bias from a more effective, interdisciplinary viewpoint.

    Description: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case-study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics underpinning them.     Description: This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. Gathering contributions by practitioners and researchers from various disciplines, it presents case studies and highlights recent activities of proactive engagement in democratic institution-building and responding to security threats from the Balkans to Central Asia. The volume is divided into three parts, the first of which focuses on security-related matters, armed conflicts, minorities, and women’s safety, as well as the roles that civil society, foreign governments, social media, and external donors play in this area. These contributions illustrate how the OSCE’s informal approach to peace, security, and securitization as norm entrepreneur is closely linked to the level of democracy among its member states. The second part presents a special section on the political implications of China’s Belt and Road Initiative (BRI), assessing the impact of this infrastructural program on the levels of democracy and/or autocracy in Eurasia. The third part consists of short chapters outlining future research and debates. The book will appeal to students and scholars of international relations, security studies, and the human rights-politics nexus. This is the 2022 instalment in a series of books released by the OSCE Academy in Bishkek. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights, guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization.

    Description: This is an Open Access book. Amid the growing debate about models of judicial governance and their relationship to democratic quality, this book offers a systematic and empirical study of this relationship. The book thereby contributes to filling in this gap for the European continent. Taking an interdisciplinary politics and law perspective, and combining empirical and theoretical considerations, the book addresses the important link between democracy and judicial governance. In particular, it provides for three interconnected contributions. First, the book provides for a comprehensive classification of European countries into different models of judicial governance. Second, the book analyses empirically the relationship between the design of judicial governance and the quality of democracy. Third, building on those findings, the book presents policy reflections for the reform and improvement of mechanisms for judicial governance in European countries. The book seeks to refine our knowledge about the relationship between judicial governance and democracy, making an important academic and social contribution. In an era in which many democracies backslide and deconsolidate, it assesses to what extent existing mechanisms for judicial governance have contributed to the stability and quality of democratic systems in which they are implemented. Furthermore, the book puts forward reflections to improve the role of organs for judicial governance in fostering the quality of democracy. Since the book introduces in an accessible form key concepts of Judicial Governance, it will be of interest for the general public as well as academics and students in the fields of Law and Political Science. The book also addresses policy makers, as based on our empirical knowledge about the interaction judicial governance and democracy it puts forward ideas for a design of judicial governance that is more capable of protecting democratic systems of government.

    Description: This open access textbook introduces the emerging field of Development Engineering and its constituent theories, methods, and applications. It is both a teaching text for students and a resource for researchers and practitioners engaged in the design and scaling of technologies for low-resource communities. The scope is broad, ranging from the development of mobile applications for low-literacy users to hardware and software solutions for providing electricity and water in remote settings. It is also highly interdisciplinary, drawing on methods and theory from the social sciences as well as engineering and the natural sciences. The opening section reviews the history of “technology-for-development” research, and presents a framework that formalizes this body of work and begins its transformation into an academic discipline. It identifies common challenges in development and explains the book’s iterative approach of “innovation, implementation, evaluation, adaptation.” Each of the next six thematic sections focuses on a different sector: energy and environment; market performance; education and labor; water, sanitation and health; digital governance; and connectivity. These thematic sections contain case studies from landmark research that directly integrates engineering innovation with technically rigorous methods from the social sciences. Each case study describes the design, evaluation, and/or scaling of a technology in the field and follows a single form, with common elements and discussion questions, to create continuity and pedagogical consistency. Together, they highlight successful solutions to development challenges, while also analyzing the rarely discussed failures. The book concludes by reiterating the core principles of development engineering illustrated in the case studies, highlighting common challenges that engineers and scientists will face in designing technology interventions that sustainably accelerate economic development. Development Engineering provides, for the first time, a coherent intellectual framework for attacking the challenges of poverty and global climate change through the design of better technologies. It offers the rigorous discipline needed to channel the energy of a new generation of scientists and engineers toward advancing social justice and improved living conditions in low-resource communities around the world.

Violent conflicts, social unrest, and other humanitarian crises around the world have led to growing numbers of people seeking refuge both in the North and in the South. Migrating and seeking refuge have always been part and parcel of spiritual development. However, the current 'refugee crisis' in Europe and elsewhere in the world has brought to the fore fervent discussions regarding the role of religion in defining difference, linking the ‘refugee crisis’ with Islam, and fear of the ‘Other.’ Many religious institutions, spiritual leaders, and politicians invoke religious values and call for strict border controls to resolve the ‘refugee crisis.’ However, equally many humanitarian organizations and refugee advocates use religious values to inform their call to action to welcome refugees and migrants, provide them with assistance, and facilitate integration processes.     Description: This open access book explores the organization and evolution of Finland’s Cold War cultural diplomacy (1945-1975) as the basis for a reflection on the country’s foreign relations, the link between culture and politics, small states’ autonomy during the Cold War, and the porosity of the East-West divide. The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.

The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This book examines the politics of revenue bargaining in Africa in a time when attention to domestic revenue mobilisation has expanded immensely. Measures to increase taxes and other revenues can -but do not always- lead to a process of bargaining, where revenue providers negotiate for some kind of a return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. All case studies draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they reach an agreement (whether a fiscal contract or not). From the empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining emerges in the first place, but also the processes and their outcomes. Less resourceful taxpayers are in a more difficult position to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest against tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, and so do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments’ effort to increase revenue is impeded. We do find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers’ demands. Hence, this book gives insight into the nature and dynamics not only of revenue bargaining but of policy-making in general as well as the implications hereof for state-society reciprocity in Africa.

This volume compiles the works of top scholars who provided analyses and evidences from household-level surveys collected for many years in several parts of Asia and Africa. The most important finding presented in this book is that African agricultural development has evolved following the pathways of Asian agricultural development. The common pathways are borrowed technology from abroad and adaptive research in rice farming; secured property rights on natural resources; adoption of ICTs; investments in human capital, including training; and launching of the high-value agriculture. In both continents, agricultural development started in the crop sector, which had a strong tendency to induce the dynamic development of other sectors in rural areas.

    Description: This book explores this developer’s dilemma or ‘Kuznetsian tension’ between structural transformation and income inequality. Developing countries are seeking economic development—that is, structural transformation—which is inclusive in the sense that it is broad-based and raises the income of all, especially the poor. Thus, inclusive economic growth requires steady, or even falling, income inequality if it is to maximize the growth of incomes at the lower end of the distribution. Yet, this is at odds with Simon Kuznets hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The book asks: what are the types or ‘varieties’ of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? The book answers these questions using a comparative case study approach, contrasting nine developing countries while employing a common analytical framework and a set of common datasets across the case studies. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level; and to draw conclusions from the cases on the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer’s dilemma.

This book gives a ringside seat on seven developing countries’ tumultuous early steps on the path to a reform of the economy and the government using technology. Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries.     The Europe of Elites: A Study into the Europeanness of Europe's Political and Economic Elites (2021)

    Description: It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe’s economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions, and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites’ embeddedness in transnational networks and their ability to communicate in multicultural settings. Our book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show, the process of European integration is much more colourful and even contradictory than concepts of a straightforward normative and structural integration suggest. In particular this process is deeply rooted in and conditional on the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Agricultural Input Subsidies: The Recent Malawi Experience (2021)

    Description: Agricultural input subsidies were a major feature of development policies in rural economies until the 1980s. Continuing rural poverty with low productivity and fertilizer use in smallholder staple crops has led to their resurgence in Africa. These subsidies are, however, controversial with claims of both large food security benefits and unsustainable, inefficient resource use. This book reviews current theory and evidence on the strengths and weaknesses of these programmes and the effects of programme context, design, and implementation. Theoretical arguments for agricultural subsidies are based on input promotion where farmers’ private costs (benefits) are higher (lower) than wider economic costs (benefits). These arguments, and concerns about inefficiency and diversion, are reviewed and extended to consider input affordability constraints and ‘smart’ rationing and targeting. Recent programmes in Africa have a variety of generally producer-focused objectives, with varied implementation and programme outcomes. Most pay little attention to consumer interests and potential contributions to wider growth. A detailed examination of Malawi’s controversial agricultural input subsidy programme follows. Drawing on a wide range of information sources, the political and agro-economic contexts of the programme are examined, with evidence on its implementation and impacts from 2005 to 2011. Positive impacts are recorded on beneficiaries’ production, incomes, food consumption, school enrolment, child health, and reduced need for earnings from undertaking casual labour for others. There is evidence of indirect economy-wide impacts, but this is not as strong as might be expected. Targeting and graduation are identified as critically important issues requiring continuing attention.

    Description: This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team’s inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continues to show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

    Description: Why did the Eurozone crisis prove to be so difficult to resolve? Why was it resolved in a manner in which some countries bore a much larger share of the pain than other countries? Why did no country leave the Eurozone rather than implement unprecedented austerity? Who supported and who opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and among different socioeconomic groups within countries. Together with divergent but strongly held ideas about the “right way” to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform European Monetary Union (EMU). The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: A comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: The 21st Conference of the Parties (CoP21) to the United Nations Framework Convention on Climate Change (UNFCCC) shifted the nature of the political economy challenge associated with achieving a global emissions trajectory that is consistent with a climate. The shifts generated by CoP21 place country decision-making and country policies at centre stage. Under moderately optimistic assumptions concerning the vigour with which CoP21 objectives are pursued, nearly every country in the world will set about to design and implement the most promising and locally relevant policies for achieving their agreed contribution to global mitigation. These policies are virtually certain to vary dramatically across countries. In short, the world stands at the cusp of an unprecedented era of policy experimentation in driving a clean energy transition. This book steps into this new world of broad-scale and locally relevant policy experimentation. The chapters focus on the political economy of clean energy transition with an emphasis on specific issues encountered in both developed and developing countries. Lead authors contribute a broad diversity of experience drawn from all major regions of the world, representing a compendium of what has been learned from recent initiatives, mostly (but not exclusively) at country level, to reduce GHG emissions. As this new era of experimentation dawns, their contributions are both relevant and timely.

    Growth, Employment, and Poverty in Latin America (2021)

    Description: This book examines the links between economic growth, changing employment conditions, and the reduction of poverty in Latin America in the 2000s. Our analysis answers the following broad questions: Has economic growth resulted in gains in standards of living and reductions in poverty via improved labour market conditions in Latin America in the 2000s, and have these improvements halted or been reversed since the international crisis of 2008? How do the rate and character of economic growth, changes in the various employment and earnings indicators, and changes in poverty and inequality indicators relate to each other? Our contribution is an in-depth study of the multi-pronged growth-employment-poverty nexus based on a large number of labour market indicators (twelve employment and earnings indicators and four poverty and inequality indicators) for a large number of Latin American countries (sixteen of them). The book presents a positive and hopeful set of findings for the period 2000 to 2012/13. Economic growth took place and brought about improvements in almost all labour market indicators and consequent reductions in poverty rates. But not all improvements were equal in size or caused by the same things. Some macroeconomic factors were associated with changes in labour market conditions, some of them always in the welfare-improving direction and some others always in the welfare-reducing direction. Most countries in the region suffered a deterioration in at least some labour market indicators as a consequence of the international crisis of 2008, but the negative effects were reversed very quickly in most countries.

In the middle of a delicate phase of changes marked by the effects of pandemic and the war in Ukraine, we need to pay attention to the factors that are affecting not only the ‘objects’ of Political Science as a discipline but also its interactions with the world around it. First, this book asks to what extent the work of European political scientists is impacted by the current change. Second, their attitudes and predisposition about the future goals of the discipline are analysed.     Description: Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and their information base with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. It also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first-order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The volume covers the theoretical grounding for the code streams provided, a chapter on ‘estimation in practice’, a series of eleven case studies where the code streams are operationalized, a synthesis, an extension to inequality, and a look forward.

    Description: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

Resetting the International Monetary (Non)System provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century and proposes a comprehensive yet evolutionary reform of the system. Criticising the ad hoc framework- a ""(non)system""- that has evolved following the breakdown of the Bretton Woods arrangement in the early 1970's, Resetting the International Monetary (Non)System places a special focus on the asymmetries that emerging and developing countries face, analysing the controversial management of crises by the International Monetary Fund and proposing a consistent set of reform proposals to design a better system of international monetary cooperation. Policy orientated and structured to deal in a sequential way with the issues involved, it suggests provision of international liquidity through a system that mixes the multicurrency arrangement with a more active use of the IMF's Special Drawing Rights; stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management and freedom to manage capital flows; additional automatic balance-of-payments financing facilities and the complementary use of swap and regional arrangements; a multilateral sovereign debt workout mechanism; and major reforms of the system's governance."

    Description: Many developing countries—Viet Nam included—continue to struggle to raise incomes per capita. A common feature of the growth and development process is a fundamental change in the pattern of economic activity, as households reallocate labour from traditional agriculture to more productive forms of agriculture and modern industrial and service sectors. Broad structural transformation and widespread poverty reduction is the combined result of these large-scale shifts in work and labour allocation when they realize desired development goals. The roots of this book grow from when the first pilot Viet Nam Access to Resources Household Survey (VARHS) was carried out in 2002. The success of this inspired the Central Institute of Economic Management (CIEM) in Hanoi, the Institute of Policy and Strategy for Agriculture and Rural Development (CAP-IPSARD), the Institute of Labour Science and Social Affairs (ILSSA), and the Development Economics Research Group (DERG) of the University of Copenhagen, together with Danida and, later on, UNU-WIDER, to plan and carry out a more ambitious VARHS from 2006, increasing coverage and representativeness to more than 2,150 families and 12 provinces across the various regions of Viet Nam. The VARHS covering these very same households had, by 2014, been carried out five times, that is, every two years. It is on this high-quality panel data foundation and almost fifteen years of study and policy work using the VARHS data that the present volume builds, in its effort to bring out the essential rural microeconomic characteristics and insights of a dynamic South-East Asian economy in transition from a centrally planned towards a more market-based economy.

    Description: Food price volatility is one of the major challenges facing the global agricultural system today. This was most vividly illustrated during the global food crisis of 2007–9 when price spikes occurred for key staple food commodities—such as wheat, rice, maize, and soybeans. Given the variety of reactions by governments of countries experiencing similar food price shocks, the 2007–9 crisis offered an excellent natural experiment for generating knowledge on responses to price volatility in particular and on the political economy of agricultural policy-making more generally. This book contains the wealth of collaborative research by a global team of experts on food price policy—the research was undertaken on a sizeable group of low- and middle-income countries that were highly affected by the 2007–9 food crisis. The central aim of the study is to uncover which political economy factors—ranging from the constellation of different interest groups to the nature of political institutions—explain variations in policy responses across countries. The research output proves valuable for at least three target audiences. First, it can inform international organizations and donors about which types of policy interventions can mitigate price volatility and whether they are feasible given a country’s political economy context. Second, it can help national policy makers better understand the trade-offs of certain policy interventions. Third, it generates much-needed further knowledge about the agricultural policy-making process in developing countries, which remains incredibly scarce despite the importance of agriculture to these countries’ economies.

    Description: Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.

    Growth and Poverty in Sub-Saharan Africa (2021)

    Description: While the economic growth renaissance in sub-Saharan Africa is widely recognized, much less is known about progress in living conditions. This book comprehensively evaluates trends in living conditions in 16 major sub-Saharan African countries, corresponding to nearly 75% of the total population. A striking diversity of experience emerges. While monetary indicators improved in many countries, others are yet to succeed in channeling the benefits of economic growth into the pockets of the poor. Some countries experienced little economic growth, and saw little material progress for the poor. At the same time, the large majority of countries have made impressive progress in key non-monetary indicators of wellbeing. Overall, the African growth renaissance earns two cheers, but not three. While gains in macroeconomic and political stability are real, they are also fragile. Growth on a per capita basis is much better than in the 1980s and 1990s, yet not rapid compared with other developing regions. Importantly from a pan-African perspective, key economies-particularly Kenya, Nigeria, and South Africa-are not among the better performers. Looking forward, realistic expectations are required. The development process is, almost always, a long hard slog. Nevertheless, real and durable factors appear to be at play on the sub-continent with positive implications for growth and poverty reduction in future.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.
