    Resetting the International Monetary (Non)System (2021)

    Beschreibung: This book provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century. As its title indicates, its basic diagnosis is that it is an ad hoc framework rather than a coherent system—a ‘non-system’—which evolved after the breakdown of the original Bretton Woods arrangement in the early 1970s. The book places a special focus on the asymmetries that emerging and developing countries face within the current system, and therefore on the development dimensions of the global monetary system and of global monetary reform. The book proposes a comprehensive yet evolutionary reform of the system that includes: (i) provision of international liquidity through a system that mixes the multi-currency arrangement with a more active use of the IMF’s Special Drawing Rights (SDRs), the only true global currency that has been created; (ii) stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management, and freedom to manage capital flows as a complement to counter-cyclical macroeconomic policy and other instruments of financial regulation; (iii) additional automatic balance-of-payments financing facilities, and the complementary use of swap and regional arrangements; (iv) a multilateral sovereign debt workout mechanism; and (v) major reforms of the system’s governance, based on a more representative apex organization, more equitable participation of emerging and developing countries in decision-making, and a network of global, regional, inter-regional, and sub-regional organizations.

In developing a new framework for analysis and discussion of green marketing, the authors argue that corporate environmental rhetoric can be harnessed to contribute to climate transition and a more sustainable market economy. The work explores the transformative power inherent in green promises and sets a vision of what green marketers should strive for. Engaging with selected research on organizational theory, the authors negotiate the conflicting paradigms of rhetorical theory and their relation to the study of corporate legitimation practices. The resulting theoretical framework provides an analytical scheme that can be useful in various disciplines – such as sociology, economics, law, marketing theory, and communication. It also illustrates how we can find new answers to contemporary challenges by re-imagining rhetoric. This is an open access book.

This term is beginning to be en vogue everywhere. Due to a growing discontentment with the way digitalization is being used in the world, particularly formulated by former heroes of Internet, social media and search engine companies, philosophical as well as industrial thought leaders begin to plead for a humane use of digital tools. Yet the term “digital humanism” is a particular terminology that lacks a sound conceptual and philosophical basis and needs clarification still – and this gap is exactly filled by this book. It propagates a vision of society in which digitization is used to strengthen human self-determination, autonomy and dignity and whose time has come to be propagated throughout the world. The advantage of this book is that it is philosophically sound and yet written in a way that will make it accessible for everybody interested in the subject. Every chapters begins with a film scene illustrating a precise philosophical problem with AI and how we look at it – making the book not only readable, but even entertaining. And after having read the book the reader will have a clear vision of what it means to live in a world where digitization and AI are central technologies for a better and more humane civilization.

    Beschreibung: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Public Policy to Reduce Inequalities across Europe (2023)

    Beschreibung: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Manufacturing Transformation: Comparative Studies of Industrial Development in Africa and Emerging Asia (2021)

    Beschreibung: While it is possible for economies to grow based on abundant land or natural resources, more often structural change—the shift of resources from low-productivity to high-productivity sectors—is the key driver of economic growth. Structural transformation is vital for Africa. The region’s much-lauded growth turnaround since 1995 has been the result of fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa’s economic structure has changed very little. Primary commodities and natural resources still account for the bulk of exports. Industry is most often the leading driver of structural transformation. Africa’s experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa’s average share of manufacturing value added in GDP was 10 per cent, unchanged from the 1970s. In fact the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than 10 per cent of the developing country average. Consequently, Africa’s industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with experts on industrial development. It provides the most comprehensive description and analysis available of the contemporary industrialization experience in low-income Africa.

    Beschreibung: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

    Beschreibung: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Beschreibung: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

This book explores various challenges and opportunities to achieve a nutrition-secure future through diversified production systems, improved health and hygiene environment and greater individual capability to access a balanced diet contributing to an increase in overall productivity. The authors bring together the latest data and scientific evidence from the country to map out the current state of food systems and nutrition outcomes. They place India within the context of other developing country experiences and highlight India’s status as an outlier in terms of the persistence of high levels of stunting while following global trends in obesity. This book discusses the policy and institutional interventions needed for promoting a nutrition-sensitive food system and the multi-sectoral strategies needed for simultaneously addressing the triple burden of malnutrition in India.

    Beschreibung: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. It also analyzes cross-country data to find the general patterns of economic development and sociopolitical change in relation to globalization and to the middle income trap.

    Beschreibung: Much of the information relevant to policy formulation for industrial development is held by the private sector, not by public officials. There is, therefore, fairly broad agreement in the development literature that some form of structured engagement—often referred to as close or strategic coordination—between the public and private sectors is needed, to assist in the design of appropriate policies and provide feedback on their implementation. There is less agreement on how that engagement should be structured, how its objectives be defined, and how success be measured. In fact, the academic literature provides little practical guidance on how governments interested in developing such a framework should go about doing it. The burden of this lack of guidance falls most heavily on Africa, where—despite twenty years of growth—lack of structural transformation has slowed job creation and the pace of poverty reduction. In 2014, the Korea International Cooperation Agency (KOICA) and United Nations University World Institute for Development Economics Research (UNU-WIDER) launched a joint research project: The Practice of Industrial Policy. The aim is to help African policy makers develop better coordination between public and private sectors in order to identify the constraints to faster structural transformation and design, implement, and monitor policies to remove them. This book, written by national researchers and international experts, presents the results of that research by combining a set of analytical ‘framing’ essays on close coordination with case studies of successful and unsuccessful efforts at close coordination in Africa and in comparator countries.

    Beschreibung: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: This open access book analyses the interplay of sustainable development and human rights from different perspectives including fight against poverty, health, gender equality, working conditions, climate change and the role of private actors. Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that “the 17 Sustainable Development Goals ... seek to realise the human rights of all”. Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

    Beschreibung: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

However, prosperity is not a law of nature; it has to be worked for. A liberal economy stands at the forefront of this success – not as a political system, but as a set of economic rules promoting competition, which in turn leads to innovation, research and enormous productivity. Sustainable prosperity is built on a foundation of freedom, equal opportunity and a functioning government. This requires a stable democracy that cannot be defeated by an autocrat. Autocrats claim that “illiberalism” is more efficient, an assertion that justifies their own power. Although autocrats can efficiently guide the first steps out of poverty, once a certain level of prosperity has been achieved, people begin to demand a sense of well-being – freedom and codetermination. Only when this is possible will they feel comfortable, and progress will continue. Respect for human rights is crucial. The rules of the free market do not lean to either the right or left politically. Liberalism and the welfare state are not mutually exclusive. The “conflict” concerns the amount of government intervention. Should there be more or less? As a lawyer, entrepreneur, and board member with over 40 years of experience in this field of conflict, the author clearly describes the conditions necessary for a country to maintain its position at the top.

It is based on the understanding that agriculture is an integrated system that connects farming with logistics, processing and marketing. Farmer’s welfare being central to any agricultural policy makes it very pertinent to study how a value chain works and can be strengthened further to realize this policy goal. This book adds value to the existing research by studying the value chains end-to-end across a wide spectrum of agricultural commodities with the holistic lens of CISS-F. It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth. The research undertaken here brings out some very useful insights for policymaking in terms of what needs to be done better to steer the agricultural value chains towards being more competitive, inclusive, sustainable and scalable. The value chain specific research findings help draw very nuanced policy recommendations as well as present a big picture of the future direction of policy making in agriculture.

Its aim is to nuance and problematize the image of the 1980s as unilaterally dominated by right-wing politics and neoliberalism, as well as the idea of a conflict-free Scandinavian model. The 1980s have often been described as a period when the influence of radical-left movements during the 1970s diminished. Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

At the same time, the expansion of school attainment alone is not sufficient to guarantee improved welfare. This open access book focuses on one country in West Africa, Togo, to explore what a country that has successfully increased enrollment rates can do to enhance learning outcomes. The authors explore different avenues for improvement, including enhancing the efficiency with which resources are used; increasing the qualifications of teachers; and through greater community involvement in school management. There is scope for improvement along all these dimensions, yet changes at the margin are insufficient to bring about the transformation needed to bring about acceptable levels of learning.     Beschreibung: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

    Beschreibung: This open access book revisits the theoretical foundations of urban planning and the application of these concepts and methods in the context of Southern countries by examining several case studies from different regions of the world. For instance, the case of Koudougou, a medium-sized city in one of the poorest countries in the world, Burkina Faso, with a population of 115.000 inhabitants, allows us to understand concretely which and how these deficiencies are translated in an African urban context. In contrast, the case of Nueve de Julio, intermediate city of 50.000 dwellers in the pampa Argentina, addresses the new forms of spatial fragmentation and social exclusion linked with agro export and crisis of the international markets. Case studies are also included for cities in Asia and Latin America. Differences and similarities between cases allow us to foresee alternative models of urban planning better adapted to tackle poverty and find efficient ways for more inclusive cities in developing and emerging countries, interacting several dimensions linked with high rates of urbanization: territorial fragmentation; environmental contamination; social disparities and exclusion, informal economy and habitat, urban governance and democracy.

    Beschreibung: This open access book presents an interdisciplinary approach to reveal biases in English news articles reporting on a given political event. The approach named person-oriented framing analysis identifies the coverage’s different perspectives on the event by assessing how articles portray the persons involved in the event. In contrast to prior automated approaches, the identified frames are more meaningful and substantially present in person-oriented news coverage. The book is structured in seven chapters: Chapter 1 presents a few of the severe problems caused by slanted news coverage and identifies the research gap that motivated the research described in this thesis. Chapter 2 discusses manual analysis concepts and exemplary studies from the social sciences and automated approaches, mostly from computer science and computational linguistics, to analyze and reveal media bias. This way, it identifies the strengths and weaknesses of current approaches for identifying and revealing media bias. Chapter 3 discusses the solution design space to address the identified research gap and introduces person-oriented framing analysis (PFA), a new approach to identify substantial frames and to reveal slanted news coverage. Chapters 4 and 5 detail target concept analysis and frame identification, the first and second component of PFA. Chapter 5 also introduces the first large-scale dataset and a novel model for target-dependent sentiment classification (TSC) in the news domain. Eventually, Chapter 6 introduces Newsalyze, a prototype system to reveal biases to non-expert news consumers by using the PFA approach. In the end, Chapter 7 summarizes the thesis and discusses the strengths and weaknesses of the thesis to derive ideas for future research on media bias. This book mainly targets researchers and graduate students from computer science, computational linguistics, political science, and further social sciences who want to get an overview of the relevant state of the art in the other related disciplines and understand and tackle the issue of bias from a more effective, interdisciplinary viewpoint.

    Beschreibung: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case-study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics underpinning them. Through a focus on infrastructure investment, urban propertyscapes, street-level trading economies, and urban political protest, it offers a multi-scalar, historically grounded, and interdisciplinary analysis of the urban transformations unfolding in the world’s most dynamic crucible of urban change.

Amid the growing debate about models of judicial governance and their relationship to democratic quality, this book offers a systematic and empirical study of this relationship. The book thereby contributes to filling in this gap for the European continent. Taking an interdisciplinary politics and law perspective, and combining empirical and theoretical considerations, the book addresses the important link between democracy and judicial governance. In particular, it provides for three interconnected contributions. First, the book provides for a comprehensive classification of European countries into different models of judicial governance. Second, the book analyses empirically the relationship between the design of judicial governance and the quality of democracy. Third, building on those findings, the book presents policy reflections for the reform and improvement of mechanisms for judicial governance in European countries. The book seeks to refine our knowledge about the relationship between judicial governance and democracy, making an important academic and social contribution. In an era in which many democracies backslide and deconsolidate, it assesses to what extent existing mechanisms for judicial governance have contributed to the stability and quality of democratic systems in which they are implemented. Furthermore, the book puts forward reflections to improve the role of organs for judicial governance in fostering the quality of democracy. Since the book introduces in an accessible form key concepts of Judicial Governance, it will be of interest for the general public as well as academics and students in the fields of Law and Political Science. The book also addresses policy makers, as based on our empirical knowledge about the interaction judicial governance and democracy it puts forward ideas for a design of judicial governance that is more capable of protecting democratic systems of government.

    Beschreibung: This open access textbook introduces the emerging field of Development Engineering and its constituent theories, methods, and applications. It is both a teaching text for students and a resource for researchers and practitioners engaged in the design and scaling of technologies for low-resource communities. The scope is broad, ranging from the development of mobile applications for low-literacy users to hardware and software solutions for providing electricity and water in remote settings. It is also highly interdisciplinary, drawing on methods and theory from the social sciences as well as engineering and the natural sciences. The opening section reviews the history of “technology-for-development” research, and presents a framework that formalizes this body of work and begins its transformation into an academic discipline. It identifies common challenges in development and explains the book’s iterative approach of “innovation, implementation, evaluation, adaptation.” Each of the next six thematic sections focuses on a different sector: energy and environment; market performance; education and labor; water, sanitation and health; digital governance; and connectivity. These thematic sections contain case studies from landmark research that directly integrates engineering innovation with technically rigorous methods from the social sciences. Each case study describes the design, evaluation, and/or scaling of a technology in the field and follows a single form, with common elements and discussion questions, to create continuity and pedagogical consistency. Together, they highlight successful solutions to development challenges, while also analyzing the rarely discussed failures. The book concludes by reiterating the core principles of development engineering illustrated in the case studies, highlighting common challenges that engineers and scientists will face in designing technology interventions that sustainably accelerate economic development. Development Engineering provides, for the first time, a coherent intellectual framework for attacking the challenges of poverty and global climate change through the design of better technologies. It offers the rigorous discipline needed to channel the energy of a new generation of scientists and engineers toward advancing social justice and improved living conditions in low-resource communities around the world.

    Beschreibung: This open access book brings into dialogue emerging and seasoned migration and religion scholars with spiritual leaders and representatives of faith-based organizations assisting refugees. Violent conflicts, social unrest, and other humanitarian crises around the world have led to growing numbers of people seeking refuge both in the North and in the South. Migrating and seeking refuge have always been part and parcel of spiritual development. However, the current 'refugee crisis' in Europe and elsewhere in the world has brought to the fore fervent discussions regarding the role of religion in defining difference, linking the ‘refugee crisis’ with Islam, and fear of the ‘Other.’ Many religious institutions, spiritual leaders, and politicians invoke religious values and call for strict border controls to resolve the ‘refugee crisis.’ However, equally many humanitarian organizations and refugee advocates use religious values to inform their call to action to welcome refugees and migrants, provide them with assistance, and facilitate integration processes. This book includes three distinct but inter-related parts focusing, respectively, on politics, values, and discourses mobilized by religious beliefs; lived experiences of religion, with a particular emphasis on identity and belonging among various refugee groups; and faith and faith actors and their responses to forced migration.

    Beschreibung: This open access book explores the organization and evolution of Finland’s Cold War cultural diplomacy (1945-1975) as the basis for a reflection on the country’s foreign relations, the link between culture and politics, small states’ autonomy during the Cold War, and the porosity of the East-West divide. The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.

The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

Half the increase in urban land across the world over the next 20 years will occur in Asia, with the most extensive change expected to take place in India and China Urban areas modify their local and regional climate through the urban heat island effect and by altering precipitation patterns, which together will have significant impacts on net primary production, ecosystem health, and biodiversity Urban expansion will heavily draw on natural resources, including water, on a global scale, and will often consume prime agricultural land, with knock-on effects on biodiversity and ecosystem services elsewhere Future urban expansion will often occur in areas where the capacity for formal governance is restricted, which will constrain the protection of biodiversity and management of ecosystem services

    Beschreibung: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

The boreal forest is the second-largest terrestrial biome on Earth and covers a 14 million km2 belt, representing about 25% of the Earth’s forest area. Two-thirds of this forest biome is managed and supplies 37% of global wood production. These forests also provide a range of natural resources and ecosystem services essential to humanity. However, climate change is altering species distributions, natural disturbance regimes, and forest ecosystem structure and functioning. Although sustainable management is the main goal across the boreal biome, a novel framework is required to adapt forest strategies and practices to climate change. This collaborative effort draws upon 148 authors in summarizing the sustainable management of these forests and detailing the most recent experimental and observational results collected from across the boreal biome. It presents the state of sustainable management in boreal forests and highlights the critical importance of this biome in a context of global change because of these forests' key role in a range of natural processes, including carbon sequestration, nutrient cycling, and the maintaining of biodiversity. This book is an essential read for academics, students, and practitioners involved in boreal forest management. It outlines the challenges facing sustainable boreal forest management within the context of climate change and serves as a basis for establishing new research avenues, identifying future research trends, and developing climate-adapted forest management plans.

    Beschreibung: This book examines the politics of revenue bargaining in Africa in a time when attention to domestic revenue mobilisation has expanded immensely. Measures to increase taxes and other revenues can -but do not always- lead to a process of bargaining, where revenue providers negotiate for some kind of a return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. All case studies draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they reach an agreement (whether a fiscal contract or not). From the empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining emerges in the first place, but also the processes and their outcomes. Less resourceful taxpayers are in a more difficult position to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest against tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, and so do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments’ effort to increase revenue is impeded. We do find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers’ demands. Hence, this book gives insight into the nature and dynamics not only of revenue bargaining but of policy-making in general as well as the implications hereof for state-society reciprocity in Africa.

    Beschreibung: This book explores this developer’s dilemma or ‘Kuznetsian tension’ between structural transformation and income inequality. Developing countries are seeking economic development—that is, structural transformation—which is inclusive in the sense that it is broad-based and raises the income of all, especially the poor. Thus, inclusive economic growth requires steady, or even falling, income inequality if it is to maximize the growth of incomes at the lower end of the distribution. Yet, this is at odds with Simon Kuznets hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The book asks: what are the types or ‘varieties’ of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? The book answers these questions using a comparative case study approach, contrasting nine developing countries while employing a common analytical framework and a set of common datasets across the case studies. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level; and to draw conclusions from the cases on the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer’s dilemma.

In doing so, it offers lessons for policymakers in other countries.     Beschreibung: It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe’s economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions, and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites’ embeddedness in transnational networks and their ability to communicate in multicultural settings. Our book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show, the process of European integration is much more colourful and even contradictory than concepts of a straightforward normative and structural integration suggest. In particular this process is deeply rooted in and conditional on the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

Furthermore, climate change is assumed to hit southern Africa extremely hard with a significant increase in extreme events and the frequency of severe droughts, heat waves, and flooding. Southern Africa hosts a high variety of ecosystems, which belongs to important biodiversity hotspots for unique flora and fauna. The surrounding oceans form, in turn, a bottle neck within the ocean’s global thermohaline circulation, act as a still poorly understood carbon sink and source and play an important role for fisheries as they are highly productive. Considering these important aspects, the book is an important interdisciplinary contribution to the scientific literature and will find a wide readership. The book is aimed at students, teachers, and scientists in the fields of terrestrial and marine ecology, environmental, nature and landscape planning, agriculture, environmental and resource management, biodiversity, and nature conservation, as well as scientists and representatives in specialised authorities and associations, nature conservationists, and policy makers of related disciplines.
