    Beschreibung: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states.

    Beschreibung: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Beschreibung: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

De Wetenschappelijke Raad voor het Regeringsbeleid, de officiële denktank voor de Nederlandse regering, stelt dat met het oog op veiligheidsbeleid in de toekomst, er een nieuw paradigma gewaarborgd moeten worden.     Beschreibung: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?     Beschreibung: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Beschreibung: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Beschreibung: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: Many African countries have experienced unprecedented rates of economic growth in recent years, yet their economic transformations display features that could constrain their future growth prospects. Particularly troublesome have been patterns of urbanization without industrialization, rapid growth of low-productivity jobs in the informal economy, and a neglected agricultural sector with increased need for imported foods. Using Ghana as a case study, this book explores the challenges and opportunities of these patterns of transformation. By combining a historical and political perspective with in-depth empirical analysis of the performance of the broader economy and the agricultural sector since the economic reforms of the 1980s, the book considers viable policy options for Ghana and discusses the implications for other African countries.

    Beschreibung: Iran has one of the world’s highest rates of drug addiction, estimated to be between two and seven per cent of the entire population. This makes the questions this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? How have drugs affected the formation of the Iranian state and its power dynamics? And how have governmental attempts at controlling and regulating illicit drugs affected drug consumption and addiction? By answering these questions, Maziyar Ghiabi suggests that the Islamic Republic’s image as an inherently conservative state is not only misplaced and inaccurate, but in part a myth. In order to dispel this myth, he skilfully combines ethnographic narratives from drug users, vivid field observations from ‘under the bridge’, with archival material from the pre- and post-revolutionary era, statistics on drug arrests and interviews with public officials.     Beschreibung: Doctors writing about menopause in France vastly outnumbered those in other cultures throughout the entire nineteenth century. The concept of menopause was invented by Frenchmen medical students in the aftermath of the French Revolution, becoming an important pedagogic topic and a common theme of doctors’ professional identities in postrevolutionary biomedicine. Older women were identified as an important patient cohort for the expanding medicalisation of French society and were advised to entrust themselves to the hygienic care of doctors in managing the whole era of life from around and after the final cessation of menses. However, menopause owed much of its conceptual weft to earlier themes of women as the sicker sex, of vitalist crisis, of the vapours, and of astrological climacteric years. This book is the first comprehensive study of the origins of the medical concept of menopause, richly contextualising its role in nineteenth-century French medicine and revealing the complex threads of meaning that informed its invention. It tells a complex story of how women’s ageing featured in the demographic revolution in modern science, in the denigration of folk medicine, in the unique French field of hygiène, and in the fixation on women in the emergence of modern psychiatry. It also reveals the nineteenth-century French origins of the still-current medical and alternative-health approaches to women’s ageing as something to be managed through gynaecological surgery, hormonal replacement, and lifestyle intervention.

    Beschreibung: Switzerland likely has the most particular naturalization system in the world. Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

    Beschreibung: Do ties between political parties and businesses harm or benefit the development of market institutions? The post-communist transition offers an unparalleled opportunity to explore when and how networks linking the polity and the economy support the development of func-tional institutions. A quantitative and qualitative analysis covering eleven post-socialist countries combined with detailed case studies of Bulgaria, Poland, and Romania documents how the most successful post-communist countries are those in which dense networks link polit-icians and businesspeople, as long as politicians are constrained by intense political competition. The comparison of original network data sets shows how this combination allowed Poland to emerge with stable institutions. Bulgaria, marred by weak institutions, corruption, and violence, cautions us that in developing economies intense political competition alone is harmful in the absence of dense personal and ownership networks.

    Beschreibung: This volume is the first detailed, book-length study of Middle English medical recipes in their literary, imaginative, social, and codicological contexts. Analysing recipe collections in over seventy late medieval manuscripts, this book explores how the words and structures of recipes could contribute to those texts’ healing purpose, but could also confuse, impede, exceed, and redefine that purpose. The study therefore presents a challenge to recipes’ traditional reputation as mundane, unartful texts written and read solely for the sake of directing practical action. Crucially, it also relocates these neglected texts and overlooked manuscripts within the complex networks forming medieval textual culture, demonstrating that—though marginalized in modern scholarship—medical recipes were actually linguistically, formally, materially, and imaginatively interconnected with many other late medieval discourses, including devotional writings, romances, fabliaux, and Chaucerian poetry. The monograph thus models for readers modes of analysis and close reading that might be deployed in relation to recipes in order to understand better their allusive, fragmentary, and playful qualities as well as their wide-ranging influence on medieval imaginations.

    Beschreibung: The project of European integration has undergone a succession of shocks, beginning with the Eurozone crisis, followed by reactions to the sudden growth of irregular migration, and, most recently, the Coronavirus pandemic. These shocks have politicised questions related to the governance of borders and markets that for decades had been beyond the realm of contestation. For some time, these questions have been spilling over into domestic and European electoral politics, with the rise of “populist” and Eurosceptic parties. Increasingly, however, the crises have begun to reshape the liberal narrative that have been central to the European project. This book charts the rise of contestation over the meaning of “Europe”, particularly in light of the Coronavirus crisis and Brexit.     Beschreibung: Physical safety is a core task of government. It is neither surprising nor unreasonable for government to be held accountable for hazardous substances, for food safety, for flood protection, for the spread of infectious diseases, or for the risks involved in new technologies. In 2011 the Dutch Ministry of the Interior and Kingdom Relations asked the Scientific Council for Government Policy (wrr) to investigate the scope for the development of a generic risk policy in relation to physical safety. Do citizens and businesses take sufficient responsibility for physical safety? Could the government assume a smaller role, and what part could the business community play in this? In this report the WRR argues that in order to answer these questions a distinction needs to be made between incidents, damage, risk and uncertainty. In addition, the wrr recommends that the thinking about responsibility for safety should not be placed in the perspective of a failing government, but that the central focus should be on the ambition of good governance. Finally, the wrr suggests that thinking about safety from the perspective of damage offers a useful framework for thinking through and reassessing the distribution of responsibilities. Responsibility for preventing, limiting and dealing with damage can only be assigned in advance, not retrospectively.

Mede dankzij decennia van overheidsinterventies is Nederland relatief gezien een veilig land geworden. Het is daarom noch verrassend noch onredelijk dat de maatschappij de overheid aanspreekt op (potentiële) bedreigingen en daadwerkelijke aantastingen van de fysieke veiligheid. De legitimiteit van de overheid kan onder druk komen te staan als de overheid tekortschiet in de zorg voor fysieke veiligheid. In deze uitgave stelt de WRR dat de overheid niet als enige de prijs voor veiligheid en de rekening voor schade kan betalen. Ook bedrijven en burgers moeten daarvoor verantwoordelijkheid dragen, bijvoorbeeld door zich beter te verzekeren. Met deze reflectie heeft de WRR een waardevolle bijdrage geleverd aan de actuele, belangrijke en principiële discussie over de verhouding tussen overheid en burger op het gebied van fysieke veiligheid.

Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters. Instead of focusing on the rather limited notion of poverty, this book aims to deepen our understanding of the broad issue of development. What are the drivers of development? What new issues have arisen due to globalization? And what kind of policies contribute to development in a world that is changing rapidly? The articles in this book provide insight into the muddled trajectories of development on various continents and rethink the notion of development in a globalizing, interdependent world. Taken together, the still fuzzy contours of a paradigm shift emerge from the 'Washington Confusion'. Development can no longer be the ambitious, moral project based on a standard model of economic European or American modernization. 'Doing better' means being less moralistic, more modest and pragmatic, and taking seriously the path dependencies and social realities that exist in each country.

    Beschreibung: This work is the first major attempt since the 1970s to challenge the idea that the essential engine of medical (and scientific) change in seventeenth-century Britain emanated from puritanism. It seeks to reaffirm the crucial role of the period of the civil wars and their aftermath in providing the most congenial context for a re-evaluation of traditional attitudes to medicine. In the process, it rejects the idea that such initiatives were the special preserve of a small religious elite (puritans), claiming instead that enthusiasm for change can be found across the religious spectrum. At the same time, the work demonstrates that medical practitioners were increasingly drawn into contemporary religious and political debates in a way that led to a fundamental politicization of the ‘profession’. By the end of the seventeenth century, it was now commonplace to see doctors, apothecaries and surgeons fully engaged in everyday political and civic life. At the same time, religious and political orientation often became an important factor in the career development of medics, especially in towns and cities, where substantial benefits might accrue to those who found themselves in favour with the ruling elites, be they Whig or Tory. The body politic, a Renaissance commonplace, was now peopled by medical practitioners who often claimed a special authority when it came to diagnosing the ills of late seventeenth-century society.

    Beschreibung: Since the beginning of the World Health Organization, many of its staff members, regional offices, Member States, and directors-general have grappled with the question of what a ‘spiritual dimension’ of health looks like, and how it might enrich the health policies advocated by their organization. Contrary to the widespread perception that ‘spirituality’ is primarily related to palliative care and has emerged relatively recently within the WHO, this book shows that its history is considerably longer and more complex, and has been closely connected to the organization’s ethical aspirations, its quest for more holistic and equitable healthcare, and its struggle with the colonial legacy of international health organizations. Such ideals and struggles silently motivated many of its key actors and policies—such as the provision of universal primary healthcare—which for decades have embodied the organization’s loftiest aspirations. The WHO’s official relationship with ‘spirituality’ advanced in fits, leaps, and setbacks. At times creative and interdisciplinary, at others deeply political, this process was marked by cycles of institutional forgetting and remembering. Rather than a triumph of religious lobbyists, this book argues, the ‘spiritual dimension’ of health may be better understood as a ‘ghost’ that has haunted—and continues to haunt—the WHO as it comes to terms with its mandate of advancing health as a state of ‘complete well-being’ available to all.

A conventional wisdom has emerged since the election of Donald Trump in 2016 that new technologies and their manipulation by foreign actors played a decisive role in his victory and are responsible for the sense of a ""post-truth"" moment in which disinformation and propaganda thrives. Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. The authors argue that longstanding institutional, political, and cultural patterns in American politics interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media. This dynamic has marginalized centre-right media and politicians, radicalized the right wing ecosystem, and rendered it susceptible to propaganda efforts, foreign and domestic.     Beschreibung: In Search of Effective Disability Policy examines the potentials of two very different strategies of integrating disabled people into the working life. In the Netherlands employers have great responsi-bility for the integration. In contrast employers have limited responsibility in the Danish strategy, where public authorities are crucial. This book finds that there are virtues and drawbacks of both strategies. While the Dutch policy promotes work-retention of sick-listed workers, it hampers the labour market entry of non-employed disabled people. This is so because employers avoid hiring disabled people as future work-disability inflicts costs upon employers. This is not the case in Denmark. But here too many workers with health problems lose their labour market attachment because employers are allowed to dismiss them and as public reintegration measures do not work as intended. Consequently, an effective disability policy should demand neither too little nor too much of employers. By combing macro-level analyses with empirical analyses at the micro-level this book distinguishes itself from most other studies in the field.
    Beschreibung: In deze vergelijkende studie worden de resultaten van twee zeer uiteenlopende strategieën voor de integratie van arbeidsongeschikten in het bedrijfsleven vergeleken. In Nederland dragen de werkgevers grote verantwoordelijkheid voor de herintreding, terwijl in Denemarken de overheidsinstanties een cruciale rol spelen. In Search of Effective Disability Policy laat zien dat beide oplossingen voor- en nadelen met zich meebrengen. Het Nederlandse systeem bevordert het behoud van de arbeidsplaats van zieke werknemers, maar toetreding van werkloze WAO'ers tot de arbeidsmarkt wordt belemmerd: werkgevers zijn immers niet meer bereid om arbeidsongeschikten in dienst te nemen vanwege de hoge kosten die zo'n werknemer met zich meebrengt. Dat komt in Denemarken niet voor, maar daar verliest een groot aantal zieke werknemers de aansluiting met de arbeidsmarkt als gevolg van hun ontslag en een falende overheidsaanpak voor reïntegratie. In een succesvol WAO-beleid zouden overheid en werkgevers daarom een gedeelde verantwoordelijkheid moeten dragen. Door analyses op macroniveau te combineren met empirische analyses op microniveau onderscheidt In Search of Effective Disability Policy zich van andere studies over dit onderwerp.

Dit boek belicht deze ontwikkeling en voegt er nieuw perspectieven aan toe. Er wordt gekeken wat mensveiligheid betekent voor de beleidsmaker ('human security from above') en wat het betekent voor de man in de straat ('human security from below'). In potentie heeft het begrip mensveiligheid een universele strekking, maar of het werkelijk een ommekeer in het denken over veiligheid inhoudt staat, ook in dit boek, nog volop ter discussie.

    Beschreibung: The Global Financial Crisis (GFC) is the most serious economic crisis since the Great Depression. Many books have explored its causes, but this book systematically explores its consequences. The focus is primarily on the policy and political consequences of the GFC. This book asks how governments responded to the challenge and what the political consequences of the combination of the GFC itself and policy responses to it have been. Based on workshops held in the United States and the United Kingdom, it brings together leading academics to consider the divergent ways in which particular countries have responded in different ways to the crisis, including China, France, the United Kingdom, and the United States. Part of what is happening is a structural shift in economic power from east to west, but China has its fragilities while Germany offers an example of a largely successful Western model. The book also assesses attempts to develop global economic governance and to reform financial regulation and looks critically at the role of credit rating agencies. Unlike earlier crises, no new paradigm has emerged to challenge existing ways of thinking, meaning that neoliberalism has emerged relatively unscathed. The crisis has lacked a coherent and innovative intellectual response and has been characterized by remarkable policy stability.

    Beschreibung: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Beschreibung: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy.     Beschreibung: The title of the book pays tribute to two Dutch scientists without whom virology would arguably not exist today, at least not in its present guise. The first is Antony van Leeuwenhoek, whose reports of microscopic discoveries in the early eighteenth century aroused interest in the world of invisible creatures. His findings laid the basis for a theory of a particulate cause of infectious diseases, but, as George Rosen wrote, without any tangible results in support of the theory (1993/1958, pp. 84-85). Some 250 years later Martinus Willem Beijerinck launched the discipline of virology with his idea that tobacco mosaic disease (TMD) was caused by a living contagious fluid or filterable living pathogen.

This book also unravels "the Blauwborgje case" - which was the focus of much media attention in the Netherlands in the late 1990s - in which a nursing home refused to re-hydrate a man with extreme dementia because they considered his condition to be terminal, whilst his family disagreed and pressed charges for attempted murder.     Beschreibung: Resurgent Asia analyses the phenomenal transformation of Asia, which would have been difficult to imagine, let alone predict, fifty years ago, when Gunnar Myrdal published Asian Drama. In doing so, it provides an analytical narrative of this remarkable story of economic development, situated in its wider context of historical, political, and social factors, and an economic analysis of the underlying factors, with a focus on critical issues in the process of, and outcomes in, development. In 1970, Asia was the poorest continent in the world, marginal except for its large population. By 2016, it accounted for three-tenths of world income, two-fifths of world manufacturing, and one-third of world trade, while its income per capita converged towards the world average. However, this transformation was associated with unequal outcomes across countries and between people. The analysis disaggregates Asia into its four constituent sub-regions—East, Southeast, South, and West—and further into fourteen economies—China, India, South Korea, Indonesia, Turkey, Taiwan, Thailand, Philippines, Malaysia, Singapore, Pakistan, Bangladesh, Vietnam, and Sri Lanka—which account for more than four-fifths of its population and income. This book enhances our understanding of development processes and outcomes in Asia over the past fifty years, draws out the analytical conclusions that contribute to contemporary debates on development, and highlights some lessons from the Asian experience for countries elsewhere. It is the first to examine the phenomenal changes that are transforming economies in Asia and shifting the balance of economic power in the world, while reflecting on the future prospects in Asia over the next twenty-five years.     Beschreibung: State regulation of labour migration is confronted with a double paradox. First, while markets require a policy of open borders to fulfill demands for migrant workers, the boundaries of citizenship impose some degree of closure to the outside. Second, while the exclusivity of citizenship requires closed membership, civil and human rights undermine the state's capacity to exclude foreigners once they are in the country. By considering how Malaysia and Spain have responded to the demand for foreign labour, this book analyses what may be identified as the trilemma between markets, citizenship and rights. For though their markets are similar, the two countries have different approaches to citizenship and rights. We must thus ask: how do such divergences affect state responses to market demands and how, in turn, do state regulations impact labour migration flows? And what does this mean for contemporary migration overall?

    Beschreibung: The Politics of Justification is an investigation of welfare retrenchment in Denmark and the Netherlands, 1982-1998. Welfare retrenchment is politically highly controversial, but still governments do retrench. This book argues that governments can implement retrenchment if they can achieve a party political consensus allowing them to frame retrenchment in a way that makes it seems justified to the electorate. In the Netherlands, such a consensus emerged in the mid 1980s due to the power of the CDA. It has allowed Dutch government to implement a number of welfare retrenchments. In Denmark, a consensus did not emerge until the Social Democratic Party re-entered government in 1993 explaining why the Danish welfare state has seen less retrenchment than the Dutch one. With its focus on the strategies of the political parties, the book differs from many other studies of the subject focusing on the role of political institutions.
    Beschreibung: The Politics of Justification onderzoekt de bezuinigingen op de sociale zekerheid die plaatsvonden in Nederland en Denemarken in de periode 1982-1998. Het korten op sociale voorzieningen ligt politiek uiterst gevoelig, maar toch snijden regeringen in hun uitgaven. Green-Pedersen bepleit dat regeringen bezuinigingen mogen doorvoeren als ze een partijpolitieke consensus bereiken die het mogelijk maakt de uitgavevermindering zó te formuleren dat het aanvaardbaar is voor het electoraat. In Nederland deed die situatie zich halverwege de jaren '80 voor door de macht van het CDA. In Denemarken daarentegen ontstond een dergelijke consensus pas in 1993 toen de Sociaal-Democratische Partij (SP) zijn herintrede deed in de regering. Dat verklaart waarom de Deense verzorgingsstaat minder bezuinigingen heeft gekend dan de Nederlandse.

    Beschreibung: Do ties between political parties and businesses harm or benefit the development of market institutions? The post-communist transition offers an unparalleled opportunity to explore when and how networks linking the polity and the economy support the development of func-tional institutions. A quantitative and qualitative analysis covering eleven post-socialist countries combined with detailed case studies of Bulgaria, Poland, and Romania documents how the most successful post-communist countries are those in which dense networks link polit-icians and businesspeople, as long as politicians are constrained by intense political competition. The comparison of original network data sets shows how this combination allowed Poland to emerge with stable institutions. Bulgaria, marred by weak institutions, corruption, and violence, cautions us that in developing economies intense political competition alone is harmful in the absence of dense personal and ownership networks. Indeed, as Romania illustrates, networks are so critical that their weakness is not mitigated even by low political competition.     Beschreibung: "International financial crises have plagued the world in recent decades, including the Latin American debt crisis of the 1980s, the East Asian crisis of the late twentieth century, and the global financial crisis of 2007-09. One of the basic problems faced during these crises is the lack of adequate preventive mechanisms, as well as insufficient instruments to finance countries in crisis and to overcome their over-indebtedness. Resetting the International Monetary (Non)System provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century and proposes a comprehensive yet evolutionary reform of the system. Criticising the ad hoc framework- a ""(non)system""- that has evolved following the breakdown of the Bretton Woods arrangement in the early 1970's, Resetting the International Monetary (Non)System places a special focus on the asymmetries that emerging and developing countries face, analysing the controversial management of crises by the International Monetary Fund and proposing a consistent set of reform proposals to design a better system of international monetary cooperation. Policy orientated and structured to deal in a sequential way with the issues involved, it suggests provision of international liquidity through a system that mixes the multicurrency arrangement with a more active use of the IMF's Special Drawing Rights; stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management and freedom to manage capital flows; additional automatic balance-of-payments financing facilities and the complementary use of swap and regional arrangements; a multilateral sovereign debt workout mechanism; and major reforms of the system's governance."

Bridging the Gaps: Linking Research to Public Debates and Policy-making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gap argues that we must go beyond the prevailing focus on the research–policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries—Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States—as well as in European and global governance debates.     Beschreibung: "Zimbabwe’s ZANU-PF party has been locked in an internal battle of political survival which intensified as the country democratized. Political violence has become a common feature in these internal struggles and underscores the degree of competition between agents within the government. This analysis of Zimbabwe’s political violence is presented in three sequential parts: the first considers patterns and explanations for the violence in 2008; the second on subsequent low-level violence since 2008; and the last on the violence emanating from internal ZANU-PF factional struggles. There are continuities in this violence over the past ten years; first, the politics of the ruling party have become the defining feature of the Zimbabwean state; and political violence remains a direct reflection of ZANU-PF internal struggles. Second, violence is most intense surrounding elections. Violence marred all three that took place between January 2008 and August 2018, although at vastly different rates and in response to different perceived threats. Despite the repeated risks of violence during elections, Zimbabwe remains a relatively stable country with low rates of all political violence compared to the surrounding states in Africa. Third, violence is but one way that the internal competition with ZANU-PF and state institutions is performed. As ZANU-PF continues to alter its foundations, elites and principles to be ‘fit for purpose’, there are reasons to believe that violence rates will not change."

In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway?     Beschreibung: Sick Note is a history of how the British state asked, ‘who is really sick?’ Tracing medical certification for absence from work from 1948 to 2010, it shows that doctors, employers, employees, politicians, media commentators, and citizens each concerned themselves with measuring sickness. At various times, each understood that a signed note from a doctor was not enough to ‘prove’ whether someone was ‘really’ sick. Yet, with no better alternative on offer, the sick note survived in practice and in the popular imagination—just like the welfare state itself. Sick Note reveals the interplay between medical, employment, and social security policy. The physical note became an integral part of working and living in Britain, while the term ‘sick note’ was often deployed rhetorically as a mocking nickname or symbol of Britain’s economic and political troubles. Using government policy documents, popular media, internet archives, and contemporary research, this book covers the evolution of medical certification and the welfare state since the Second World War, demonstrating how sickness and disability policies responded to demographic and economic changes—though not always satisfactorily for administrators or claimants. Moreover, despite the creation of ‘the fit note’ in 2010, the idea of ‘the sick note’ has remained. With the specific challenges posed by the global pandemic in the early 2020s, Sick Note shows how the question of ‘who is really sick?’ has never been straightforward and will continue to perplex the British state.

    Beschreibung: This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing. The book concludes with discussion of the need for more politically attuned approaches that focus on building coalitions for change and supporting ‘best-fit’ types of problem-solving fixes, rather than calling for systemic change.

    Beschreibung: This book focuses on the so-called 'new bilateralism' phenomenon, a foreign policy development that has widespread across regions since the mid-1990s. The book asks why the policy trend of 'new bilateralism' has been pursued in spite of the widely accepted views on political and economic advantages of 'multilateralism'. It also invites an open theoretical discussion on the implications of new bilateralism for international relations. Using the case study of EU-Thailand relations, the book shows that the opportunistic foreign policy behavior of the state is particularly observable in the crisis of multilateralism and that the prospects of bilateral engagement, identity formation and rhetorical action urge the drive to bilateralism with a high degree of pragmatism. This book offers important insight into how the new bilateralism operates, showing its advantages and disadvantages in the developing relationship between the EU and Thailand.

This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.
