    Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

Mining’s contribution to economic development varies greatly across countries. In some, it has been a major engine of development, but in others, disputes have erupted over land use, property rights, environmental damage, and revenue sharing. Corporate social responsibility programs are increasingly relied upon to manage company-community relations, yet conflicts persist in many settings, with significant costs for companies and communities. Exploring the many factors and drivers that characterize relationships among different actors within the sector, the volume contributes towards the development of practical wisdom, collective understanding, common sense, and prudence required for the mining sector and community partners to realize the economic potential and social and environmental responsibilities of non-renewable resource development. The book examines case studies from Canada, Scandinavia, and the Philippines, three regions amongst the world's top countries of mining operations. Drawing on their extensive experience in these regions, the contributors explore distinctive mining sectors in the Global North and South, the variation surrounding different types of extractive industries, and at different scales, and the legal processes in place to protect local communities.     Description: Critical mapping—a problematizing, reflective approach—is the process of compiling and analyzing existing design outcomes (DOs) that address a wicked problem (e.g., food insecurity) in a way that creates a synthesis between equity, justice, and environmental responsibility. Critical mapping begins with identification and operationalization of the wicked problem leading to an integrative literature review of multidisciplinary scholarly sources to identify peer-reviewed DOs that contribute to addressing the wicked problem sustainably. Next, it progresses to charting the sustainable DOs affinitively with four quadrants—top-down and local, top-down and memetic (i.e., widespread), bottom-up and memetic, bottom-up, and local. The resulting visualization, introduced as a wicked solution, facilitates analysis to identify places to intervene in the system, where one can synthesize the impact of existing sustainable DOs to understand where gaps exist for future design innovation or appropriation that has the potential to cumulatively solve the wicked problem over time.

    Description: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Description: In this chapter, we aim to compare the Nordic societies in a broad fashion in the last 200 years in their process of “sailing” (with the implication of rough waters along the way) from social fragmentation to more inclusive welfare societies. Our main goal is to examine the co-evolution of economic, political, and fiscal factors among the Nordic societies in the long-run by making use of recent longitudinal datasets. In this way we can map out some key patterns that characterized the shift toward more peaceful and well-functioning societies. First, we focus on the process towards economic and political convergence that took place, with some exceptions, in the latter part of the 20th century. Second, we also examine how these processes of convergence translated into the realm of fiscal and social policies, and to what extent they were related to decreasing levels of social fragmentation. The chapter shows that the paths towards welfare states were not uniform among the Nordic countries, and that some of the pivotal forces and periods were connected to various types of crises, namely that these were not processes that were smooth or inevitable. We conclude our paper with some general findings and discussion of current day problems among the Nordic societies from a comparative historical perspective.

Developing countries are seeking economic development—that is, structural transformation—which is inclusive in the sense that it is broad-based and raises the income of all, especially the poor. Thus, inclusive economic growth requires steady, or even falling, income inequality if it is to maximize the growth of incomes at the lower end of the distribution. Yet, this is at odds with Simon Kuznets hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The book asks: what are the types or ‘varieties’ of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries. But beyond that, it is an exposition of the process of policymaking more generally in the 2020s, and offers a broader insight as to how outsiders can play a sensible role in other reform processes in developing and emerging countries.

    Description: Krushidhan Producer Company Ltd. (KPCL) was incubated by the Development Support Centre (DSC), Ahmedabad. Registered in December 2013, KPCL caters to about 40,000 farmers from 190 villages in four districts, where it was increasingly becoming unviable to practice agriculture. DSC worked in three phases, first establishing an agri-extension system, then forming the company, and finally helping it become financially independent over 6 years. By 2020-21, the company was serving 18,400 farmers – 4409 shareholders and 14,000 non-members. Its share-capital stood at Rs. 4.406 m and its turnover at Rs. 85.0 m. KPCL’s success tells us the story of how community mobilization and building social capital of the community in the form of SHGs, Kisan clubs, etc. can lead to a strong institution. It was able to draw on resources from its members to carry out its activities, in the absence of formal credit. This brings out the social nature of FPOs, and needs to balance its social goals with commercial viability. Given its multi-location, multi-community and multi-commodity nature, Krushidhan presents lessons for many similar producer organizations.

    Description: Why did the Eurozone crisis prove to be so difficult to resolve? Why was it resolved in a manner in which some countries bore a much larger share of the pain than other countries? Why did no country leave the Eurozone rather than implement unprecedented austerity? Who supported and who opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and among different socioeconomic groups within countries. Together with divergent but strongly held ideas about the “right way” to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform European Monetary Union (EMU). The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: A comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

    Description: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC.

    Description: Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.

    Description: Authoritarianism is on the rise globally, with more than twice as many countries experiencing democratic decline as democratic enhancement in recent years. This has been occurring simultaneously with unprecedented rates of urbanization in many parts of the world, raising questions about the role of cities—often considered the focal points of democratic deepening—in this authoritarian turn. With most literature on authoritarianism focusing on the national scale, in this book we train our gaze on capital cities, which as ‘containers’ of both capital and sovereignty are spaces in which authoritarian dominance is increasingly built, contested, maintained, and undone. Focusing on some of the world’s fastest urbanizing regions in sub-Saharan Africa and South Asia, the book explores the multiple ways in which authoritarian regimes have been attempting to build and sustain long-term dominance in capital cities in order to meet the challenge of urban political resistance. Our diverse selection of case studies spans governing regimes that have recently tried to build urban dominance and spectacularly failed, as well as those that have managed to hold onto power by constantly evolving strategies for dominance that limit the potential for urban opposition to tip into regime overthrow. With chapters on Addis Ababa, Colombo, Dhaka, Harare, Kampala, and Lusaka, this book offers the first cross-regional comparative study of the relationship between cities and political dominance. It contributes to debates on authoritarianism and authoritarian durability, urbanization, political contestation and resistance, the politics of development, and the prospects for democracy.

    Description: This book provides a unique, comparative assessment on how the nature of work is changing in 11 major developing countries, and the role that these changes play in shaping earnings inequality in these societies. It provides a nuanced and context-sensitive developing-country perspective with an in-depth assessment of national trends in earnings inequality, which are assessed against changes in the supply of higher skilled workers and education premia, on the one hand, and changes in the occupational structure and the remuneration of tasks, on the other, while being mindful of broader macroeconomic trends and institutional developments. We start showing that the common assumption that occupations are identical around the world tends to lead to an overestimation of the non-routine task content of jobs in developing and emerging economies. Then, we use country-specific measures of routine-task intensity, along with the standard O*NET measures, and other innovative ways to push the boundaries of existing research and make the most of the limited information that is available in each of the countries under study. We show that the large changes in the composition of workers by education and job routine-task intensity, which developing countries exhibited in the 2000s and 2010s, generally contributed to higher inequality, ceteris paribus. We also find evidence of job polarization or widening of earnings inequality driven by the evolution of routine intensity of jobs in several cases. However, changes in the education premium, along institutional factors, seem to explain inequality trends to a larger extent.

This book undertakes a multifaceted and integrated examination of biometric identification, including the current state of the technology, how it is being used, the key ethical issues, and the implications for law and regulation. The five chapters examine the main forms of contemporary biometrics–fingerprint recognition, facial recognition and DNA identification– as well the integration of biometric data with other forms of personal data, analyses key ethical concepts in play, including privacy, individual autonomy, collective responsibility, and joint ownership rights, and proposes a raft of principles to guide the regulation of biometrics in liberal democracies. Biometric identification technology is developing rapidly and being implemented more widely, along with other forms of information technology. As products, services and communication moves online, digital identity and security is becoming more important. Biometric identification facilitates this transition. Citizens now use biometrics to access a smartphone or obtain a passport; law enforcement agencies use biometrics in association with CCTV to identify a terrorist in a crowd, or identify a suspect via their fingerprints or DNA; and companies use biometrics to identify their customers and employees. In some cases the use of biometrics is governed by law, in others the technology has developed and been implemented so quickly that, perhaps because it has been viewed as a valuable security enhancement, laws regulating its use have often not been updated to reflect new applications. However, the technology associated with biometrics raises significant ethical problems, including in relation to individual privacy, ownership of biometric data, dual use and, more generally, as is illustrated by the increasing use of biometrics in authoritarian states such as China, the potential for unregulated biometrics to undermine fundamental principles of liberal democracy. Resolving these ethical problems is a vital step towards more effective regulation.

    Description: This chapter argues for the significance of semiotic organisation of messaging in communicating the country-of-origin (COO) of a brand in advertising, and ultimately–brand itself. The author analyses persuasive structures of human thought used in visual advertising. Metaphorical thinking, narrativisation, using stereotypes, mythisation, and the accompanying aestheticisation in advertising become strategies shaping the way consumers perceive products/brands and in consequence– shape purchase intentions. The adoption of these strategies in the semiotic layer of messaging (selection of colours, shapes, chiaroscuro, elements` composition) strengthens their efficiency. Semiotic persuasion allows for the polysensory engagement of the recipient, camouflaging overt persuasion, connect the COO with the target country. With reference to examples of visual advertisements, this chapter discusses the use of properties of the analysed strategies in shaping the persuasive efficiency of advertisements based on the COO effect. It analyses how the social beliefs on the COO represented in the semiotic layer of messaging define a brand and how the representations of a brand influence beliefs on the COO– and how they can change them. Finally, this chapter presents marketing as an important component of culture anchored not only in economy, but also in semiotics, rhetoric of image, psychology of perception, and social communication.

    Description: Critical mapping—a problematizing, reflective approach to design inquiry—investigates how existing design outcomes (DOs) can be coupled to form a wicked solution to address a wicked problem. We have found that visual framing married to affinity organization is one of the most important strengths in critical mapping, helping to communicate the concepts to stakeholders, structure our analysis, and identify places to intervene in the system to design a more sustainable future. In this book, we apply critical mapping to the challenge of identifying and compiling food DOs that are equitable, just, and resilient against ecological and economic changes; that is, the wicked solution must entail sustainable design. “Sustainable design” in this context refers to the manifestation of creative problem solving across a range of intangible and tangible design forms of varying degrees of sustainability. Using food insecurity as the wicked problem, this chapter introduces a visual framework for critically mapping a wicked solution, a diagram onto which existing sustainable DOs are charted and analyzed to identify places where designers should intervene to impact the current state of the system—in the specific case of food—and shift it toward a future of sustainable food security within the realm of equity and justice.

This book advances ongoing debates on democratic backsliding with specific reference to Africa. In examining how incumbent leaders in African countries attempt to contain societal pressures for greater democracy, the chapters explain how governments go beyond the standard tools of manipulation, such as electoral fraud and political violence, to keep democracy from unfolding in their countries. The book emphasizes two distinct strategies that governments frequently use to reinforce their hold on power, but which remain overlooked in conventional analyses; —the legal system and the international system. It—documents how governments employ the law to limit the scope of action among citizens and civil society activists struggling to expand democratic liberties, including the use of constitutional provisions and the courts. The work further demonstrates how governments use their role in international relations to neutralize pressure from external actors, including sovereigntist claims against foreign intervention and selective implementation of donor-promoted policies. While pro-democracy actors can also employ these legal and international strategies to challenge incumbents, in some cases to prevent democratic backsliding, the book shows why and how incumbents have enjoyed institutional advantages when implementing these strategies through the six country case studies of Ghana, Kenya, Malawi, Uganda, Zambia, and Zimbabwe.

    Description: This book explores processes of legitimation and delegitimation of global governance institutions (GGIs). How, why, and with what impact on audiences, are GGIs legitimated and delegitimated? The book develops a comprehensive theoretical framework for studying processes of (de)legitimation in global governance and provides broad comparative analyses to uncover patterns of (de)legitimation processes. It covers a diverse set of global and regional governmental and nongovernmental institutions in different policy fields. Variation across these GGIs is explained with reference to institutional setup, policy field characteristics, and broader social structures, as well as to the qualities of agents of (de)legitimation. The approach builds on a mixed-methods research design that uses both quantitative and qualitative new empirical data. Three main interlinked elements of processes of legitimation and delegitimation are at the center of the analysis: the varied practices employed by different state and non-state agents that may boost or challenge the legitimacy of global governance institutions; the normative justifications that these agents draw on when engaging in legitimation and delegitimation practices; and the different audiences that may be impacted by legitimation and delegitimation.
