    Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

    Description: "Printing and Prophecy: Prognostication and Media Change 1450-1550 examines prognostic traditions and late medieval prophetic texts in the first century of printing and their effect on the new medium of print. The many prophetic and prognostic works that followed Europe's earliest known printed book—not the Gutenberg Bible, but the Sibyl's Prophecy, printed by Gutenberg two years earlier and known today only from a single page—over the next century were perennial best sellers for many printers, and they provide the modern observer with a unique way to study the history and inner workings of the print medium. The very popularity of these works, often published as affordable booklets, raised fears of social unrest. Printers therefore had to meet customer demand while at the same time channeling readers' reactions along approved paths. Authors were packaged—and packaged themselves—in word and image to respond to the tension, while leading figures of early modern culture such as Paracelsus, Martin Luther, and Sebastian Brant used printed prophecies for their own purposes in a rapidly changing society. Based on a wide reading of many sources, Printing and Prophecy contributes to the study of early modern literature, including how print changed the relationship among authors, readers, and texts. The prophetic and astrological texts the book examines document changes in early modern society that are particularly relevant to German studies and are key texts for understanding the development of science, religion, and popular culture in the early modern period. By combining the methods of cultural studies and book history, this volume brings a new perspective to the study of Gutenberg and later printers."

    Description: The book is a comparative case study of collective memory in two small communities situated on two Central-European borderlands. Despite different pre-war histories, Ukrainian Zhovkva (before 1939 Polish Żółkiew) and Polish Krzyż (before 1945 German Kreuz) were to share a common fate of many European localities, destroyed and rebuilt in a completely new shape. As a result of war, and post-war ethnic cleansing and displacement, they lost almost all of their pre-war inhabitants and were repopulated by new people. Based on more than 150 oral history interviews, the book describes the process of reconstruction of social microcosm, involving the reader in a journey through the lives of real people entangled in the dramatic historical events of the 20th century.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

    Description: This volume is an investigation of how Augustine was received in the Carolingian period, and the elements of his thought which had an impact on Carolingian ideas of ‘state’, rulership and ethics. It focuses on Alcuin of York and Hincmar of Rheims, authors and political advisers to Charlemagne and to Charles the Bald, respectively. It examines how they used Augustinian political thought and ethics, as manifested in the De civitate Dei, to give more weight to their advice. A comparative approach sheds light on the differences between Charlemagne’s reign and that of his grandson. It scrutinizes Alcuin’s and Hincmar’s discussions of empire, rulership and the moral conduct of political agents during which both drew on the De civitate Dei, although each came away with a different understanding. By means of a philological–historical approach, the book offers a deeper reading and treats the Latin texts as political discourses defined by content and language.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war.     Description: This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: This chapter examines the writings of the renowned late-eighteenth-century Moroccan ambassador Ibn Uthmân Al-Meknassî, the first known traveller from his country to leave an account of European quarantine as experienced during his two diplomatic missions in Spain’s Ceuta (1779) and Malta’s Valletta (1782). It shows that quarantine, on the one hand, acted as a marker of otherness by which Ibn Othman was identified as a Muslim, though this was not a uniform process, owing to the fact that significant differences existed in the degree of alterity experienced in Spain and Malta, and indeed other parts of the Mediterranean. The subjective opinion on quarantine, on the other hand, was also one of the means through which Ibn Uthmân situated himself within Makhzen (Moroccan government) elites at a time when a division between those who declared themselves in favour of European-style modernisation and those who advocated a rejection of European novelties was already visible.

In the last quarter of the twelfth century, the papacy launched concerted efforts to hunt out heretics, mostly Cathars and Waldensians, and directed operations against them all across Latin Christendom. The bull of Pope Lucius III Ad abolendam of 1184 became a turning point in the formation of the inquisitorial system which made both the clergy and the laity responsible for suppressing any religious dissent. From a comparative perspective, the study analyzes political, social and religious developments which in the High Middle Ages gave birth to the mechanism of repression and religious violence supervised by the papacy and operated by bishops and, starting from the 1230s, papal inquisitors, extraordinary judges delegate staffed mostly by Dominican and Franciscan friars.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."

    Description: What is the role of the environment, and of the information it provides, in cognition? More specifically, may there be a role for certain artefacts to play in this context? These are questions that motivate "4E" theories of cognition (as being embodied, embedded, extended, enactive). In his take on that family of views, Hajo Greif first defends and refines a concept of information as primarily natural, environmentally embedded in character, which had been eclipsed by information-processing views of cognition. He continues with an inquiry into the cognitive bearing of some artefacts that are sometimes referred to as 'intelligent environments'. Without necessarily having much to do with Artificial Intelligence, such artefacts may ultimately modify our informational environments. With respect to human cognition, the most notable effect of digital computers is not that they might be able, or become able, to think but that they alter the way we perceive, think and act.     Description: The book describes the fate of Poles in the German Imperial Army during the First World War. Poland did not exist for over a hundred years on the political map of Europe at that time, and the Poles had to fight for the opposite sides of the conflict: Germany, Austria, and Russia. In the German army, regiments recruited in Poznań, Upper Silesia, Masuria, and Eastern Pomerania were considered as “Polish.” They were sent to the Western front and participated in the great battles of Arras, Verdun, and the Somme. Poles were also present on the Eastern front, in the Balkans, on the Italian front, and even in the colonies. An important part of the forgotten history of Poles in the Kaiser’s army was the relationship between Polish soldiers and German officers. In regiments recruited on the Polish soil, it was common to use the Polish language, and from 1917 Poles deserted to the Polish Army formed in France.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: This chapter provides a thorough investigation of the modes by which the sanitary administration coevolved coherently with and inseparably from the Spanish state’s modern transport-communication and economic-industrial infrastructures throughout the nineteenth century. It also investigates examines how quarantine institutions functioned as sanitary gateways or entry checkpoints at borders, physically marking and consolidating while protecting the national territorial space. The paper traces the ideas underpinning the configuration and development of the sanitary network on Spanish national territory, which occurred unevenly – with the most evolved parts depending on certain strategic ports and on links with the railway transport infrastructure that was still under construction. It also suggests that the gradual relaxation of quarantine in liberal Spain was periodically called into question by economic and political policies that defined the relation between the coastal and inland regions of the country.

    Description: "This study considers the ways in which locals of the occupied Nord responded to and understood their situation across four years of German domination, focusing in particular on key behaviours adopted by locals, and the way in which such conduct was perceived. Behaviours examined include forms of complicity, misconduct, disunity, criminality, and resistance. This local case study calls into question overly-patriotic readings of this experience, and suggests a new conceptual vocabulary to help understand certain civilian behaviours under military occupation. Drawing on extensive primary documentation – from diaries and letters to posters and police reports – this book proposes that a dominant ‘occupied culture’ existed among locals. This was a moral-patriotic framework, born of both pre-war socio-cultural norms and daily interaction with the enemy, that guided conduct and was especially concerned with what was considered acceptable and unacceptable behaviour. Those who breached the limits of this occupied culture faced criticism and sometimes punishment. This study attempts to disentangle perceptions and reality, but also argues that the clear beliefs and expectations of the occupied French comprise a fascinating subject of study in their own right. They provide an insight into national and local identity, and especially the way in which locals understood their role within the wider conflict. This book will be useful to undergraduates, post-graduates and academics interested in an understudied aspect of the history of modern France, the First World War, and military occupations. "

    Description: Lord Amherst's diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of 'humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This chapter deals with a rather unknown quarantine institution: the lazaretto of Mogador Island in Morocco. Specifically, the work explores the site’s centrality to the Spanish imperialist project of “regeneration” over of its southern neighbour. In contrast with the “civilisation” schemes deployed by the leading European imperial powers at the end of the nineteenth century, regeneration did not seek to construct a colonial Morocco but a so-called African Spain in more balanced terms with peninsular Spain. This project was to be achieved through the support and direction of ongoing Moroccan initiatives of modernisation, as well as through the training of an elite of “Moors” who were to collaborate with Spanish experts sent to the country, largely based in Tangier. Within this general context, the Mogador Island lazaretto became a key site of regeneration projects. From a sanitary and political point of view, it was meant to define a Spanish-Moroccan space by marking its new borders and also to protect “Moorish” pilgrims against both the ideological and health-related risks associated with the Mecca pilgrimage.

    Description: We are reaching a point in history when the generation who experienced the Holocaust as survivors, witnesses or exiles will soon disappear. What happens to our relationship to such a momentous event in global history when our living connection with such a past is broken? To answer this question, this article will explore recent French representations of the Holocaust through the comic book. It will approach such representations from the perspective of the grandchildren of those who were affected by the Holocaust, perhaps the last generation to have personal ties to this wartime past. It will focus specifically on Jérémie Dres’s Nous n’irons pas voir Auschwitz (2011), translated as We Won’t Go and See Auschwitz. As a “third generation” narrative, Dres’s work is attentive to stories of Jewish exile and loss to be found on the margins of Holocaust histories. This perspective translates into an openness towards transnational histories of the Holocaust; a recognition of place as a substitute for living memory and an awareness of comics’ potential to innovate in the transmission of Holocaust memories. Ultimately, this article will argue that the contemporary comic book acts as a privileged vehicle of remembrance, indicative of the reordering of Holocaust representations in an age of cultural memory.

It embraces the debates held across the entire spectrum of the national press. The selection of press was not limited by the level of circulation or a subjective opinion of their value.     Description: Materials from the past that wrongly anticipate the future, or present information or judgments that are later proved misleading or erroneous, are sometimes overlooked in reconstructing the past. Yet such documents are as legimiate, and perhaps as important, as those that are vindicated by events or continue to share perspectives with later generations. The five documents reproduced in Nineteenth-Century China are typical of the periods from which they come, but each was overtaken or contradicted by events. Collected with a belief in the legitimacy of attempting to see every period as much as possible in its own terms, these texts offer a glimpse of what China looked like and suggested to Englishmen on the spot in Canton and Hong Kong in the first half of the nineteenth century, and how they viewed their own country and its role vis-à-vis the China they observed. The first two texts in Nineteenth-Century China exemplify the imperialist mind's eagerness to explore the world, to get a picture of all of its parts, and as rapidly as possible to "open" all areas to the benificent influence of the West, notably through an expanded commerce that would enrich its Western masters. Samuel Ball's "Observations" (1817) show how much detailed information was available to Westerners and what the mercantile British were after, and an anonymous dissertation (1838) provides an example of the dream of the China as El Dorado: an immense population of eager traders, hard workers, and willing buyers. The third text (1845) is an early foreshadowing by a colonial official, R. M. Martin, of Western imperial arguments, rationalizations, and attitudes that would become common fifty years later. The fourth selection consists of an exchange of correspondence in 1847 about British access to and use of land in the vicinity of Canton. A short statement of purpose (1848) from the Morrison Education Society, demonstrating a missionary enterprise combining Christian evangelism and English education, concludes the book.

    Description: Civilising Rural Ireland examines how modern Ireland emerged out of the social and economic transformation prompted by the rural co-operative movement. The movement emerged in response to systemic economic problems that arose throughout the nineteenth century and coincided with a wide-ranging project of cultural nationalism. Within a short space of time the co-operative movement established a swathe of creameries, agricultural societies and credit societies, leading to a radical reorganisation of rural Ireland and helping to create a distinctive Irish political economy. The work of overlooked co-operative experts is critically examined for the first time and reinserted into the process of state development. The interventions of these organisers, intellectuals and farmers built up key institutions that shaped everyday life across rural communities. The movement weathered war and revolution, to become an indispensable part of an Irish state infrastructure after independence in 1922. The strained relationship and economic rivalry that developed between Irish and British co-operators is also explored in order to illuminate the changing relationship between Ireland and the United Kingdom from an economic perspective. Civilising Rural Ireland will appeal to a wide audience interested in modern Irish history and readers are introduced to an eclectic range of personalities who shared an interest in co-operation and whose actions possessed important consequences for the way Ireland developed. The creative use of local and national sources, many of which are examined for the first time, mean the book offers a new perspective on an important period in the making of modern Ireland.

    Description: Social and economic histories of the long eighteenth century have largely ignored women as a class of landowners and improvers. 1700 to 1830 was a period in which the landscape of large swathes of the English Midlands was reshaped – both materially and imaginatively – by parliamentary enclosure and a bundle of other new practices. Outside the Midlands too, local landscapes were remodelled in line with the improving ideals of the era. Yet while we know a great deal about the men who pushed forward schemes for enclosure and sponsored agricultural improvement, far less is known about the role played by female landowners and farmers and their contributions to landscape change. Drawing on examples from across Georgian England, Elite Women and the Agricultural Landscape, 1700–1830 offers a detailed study of elite women’s relationships with landed property, specifically as they were mediated through the lens of their estate management and improvement. This highly original book provides an explicitly feminist historical geography of the eighteenth-century English rural landscape. It addresses important questions about propertied women’s role in English rural communities and in Georgian society more generally, whilst contributing to wider cultural debates about women’s place in the environmental, social and economic history of Britain.     Description: This book explores the first encounters between Samoans and Europeans up to the arrival of the missionaries, using all available sources for the years 1722 to the 1830s, paying special attention to the first encounter on land with the Lapérouse expedition. Many of the sources used are French, and some of difficult accessibility, and thus they have not previously been thoroughly examined by historians. Adding some Polynesian comparisons from beyond Samoa, and reconsidering the so-called ‘Sahlins-Obeyesekere debate’ about the fate of Captain Cook, ‘First Contacts’ in Polynesia advances a hypothesis about the contemporary interpretations made by the Polynesians of the nature of the Europeans, and about the actions that the Polynesians devised for this encounter: wrapping Europeans up in ‘cloth’ and presenting ‘young girls’ for ‘sexual contact’. It also discusses how we can go back two centuries and attempt to reconstitute, even if only partially, the point of view of those who had to discover for themselves these Europeans whom they call ‘Papalagi’. The book also contributes an additional dimension to the much-touted ‘Mead-Freeman debate’ which bears on the rules and values regulating adolescent sexuality in ‘Samoan culture’. Scholars have long considered the pre-missionary times as a period in which freedom in sexuality for adolescents predominated. It appears now that this erroneous view emerged from a deep misinterpretation of Lapérouse’s and Dumont d’Urville’s narratives.

    Description: Gender at stake critiques historians' assumptions about witch-hunting as well as their explanations for this complex and perplexing phenomenon. The authors insist on the centrality of gender, tradition and ideas about witches in the construction of the witch as a dangerous figure. They challenge the marginalisation of male witches by feminist and other historians. The book shows that large numbers of men were accused of witchcraft in their own right, in some regions, more men were accused than women. The authors analyse ideas about witches and witch prosecution as gendered artefacts of patriarchal societies under which both women and men suffered. They challenge recent arguments and current orthodoxies by applying crucial insights from feminist scholarship on gender to a selection of statistical arguments, social-historical explanations, traditional feminist history and primary sources, including trial records and demonological literature. The authors assessment of current orthodoxies concerning the causes and origins of witch-hunting will be of particular interest to scholars and students in undergraduate and graduate courses in early modern history, religion, culture, gender studies and methodology.

    Description: "Very little is known about early modern approaches to convalescence and the author investigates the measures were taken by physicians and laypeople to restore health after illness. Drawing on medical texts, regimens, letters, and diaries, this chapter shows that the treatment of the convalescent differed both from the care of the sick and the healthy. It shows the vital place of the non-naturals in early modern medicine, and the role played by ‘Nature’, understood as the body’s principal agent and governor in physiological processes. The author finds that the 'six non-natural things' were on the one hand used as a way of gauging the extent of recovery, and on the other, were manipulated in a therapeutic role to ensure that both strength and flesh were restored. Thus, any remaining humours which might cause a relapse must be evacuated: good sleep, improved appetite and an ability to exercise were all signs of improvement but each, managed appropriately, also helped to restore strength, whilst negative emotions could endanger recovery and in its place cheerfulness –which was a restorative-must be encouraged."

    Description: For centuries, scholars have wondered what daily life was like for the common people of Japan, especially for long bygone eras such as the ancient age (700–1150). Using the discipline of historical demography, William Wayne Farris shows that for most of this era, Japan’s overall population hardly grew at all, hovering around six million for almost five hundred years. The reasons for the stable population were complex. Most importantly, Japan was caught up in an East Asian pandemic that killed both aristocrat and commoner in countless numbers every generation. These epidemics of smallpox, measles, mumps, and dysentery decimated the adult population, resulting in wide-ranging social and economic turmoil. Famine recurred about once every three years, leaving large proportions of the populace malnourished or dead. Ecological degradation of central Japan led to an increased incidence of drought and soil erosion. And war led soldiers to murder innocent bystanders in droves. Under these harsh conditions, agriculture suffered from high rates of field abandonment and poor technological development. Both farming and industry shifted increasingly to labor-saving technologies. With workers at a premium, wages rose. Traders shifted from the use of money to barter. Cities disappeared. The family was an amorphous entity, with women holding high status in a labor-short economy. Broken families and an appallingly high rate of infant mortality were also part of kinship patterns. The average family lived in a cold, drafty dwelling susceptible to fire, wore clothing made of scratchy hemp, consumed meals just barely adequate in the best of times, and suffered from a lack of sanitary conditions that increased the likelihood of disease outbreak. While life was harsh for almost all people from 700 to 1150, these experiences represented investments in human capital that would bear fruit during the medieval epoch (1150–1600).

At the other end, the Chinese drove out their Mongol overlords, inaugurated a new native dynasty called Ming (1368–1644), and reasserted the mastery of their national destiny. It was a dramatic era of change, the full significance of which can only be perceived retrospectively. With the establishment of the Ming dynasty, a major historical tension rose into prominence between more absolutist and less absolutist modes of rulership. This produced a distinctive style of rule that modern students have come to call Ming despotism. It proved a capriciously absolutist pattern for Chinese government into our own time. [1, 2 ,3]

    Description: This chapter explores the relations between women, land, property and the law. The first part of the chapter outlines single, widowed and married women’s legal position as property owners, paying particular attention to the doctrines of primogeniture and coverture and their impact on women’s property rights. It explores the circumstances by which women most commonly became landowners, outlining the four main routes to landownership for women, as well as the practices by which married women were sometimes able to circumvent the restrictions of coverture. As a corollary to this, it also explores the impact of various changes to the early modern legal system – including the shift from dower to jointure arrangements, the emergence of strict settlement and the declining power of the ecclesiastical courts – on women’s property rights. The second half of the chapter sets out to assess the significance of women as a class of landowners in Georgian England, quantifying the scale of women’s landholding in the eighteenth and early nineteenth centuries using a large sample of data drawn from the parliamentary enclosure awards. In doing so, it responds to considerable uncertainty about the scale of women’s property ownership. Little quantitative information is available on the proportion of land owned by women, although a handful of studies have used rentals and leases to examine female landholding – as opposed to landownership – within small groups of manors. The results of the sampled enclosure awards are presented below, comparisons between this data and the earlier, smaller studies explored, and the new data used to throw light on four key issues: the legal and marital status of female landowners, the scale of individual female landowners’ holdings, the geography of female landownership and the thorny issue of change over time.

    Description: This is the first scholarly study of the political and economic relationship between Louis XIV and the parlements of France, the Parlement of Paris and all the provincial tribunals. The author explains how the king managed to overcome the century-old opposition of the parlements to new legislation, and to impose upon them the strict political discipline for which this reign, and only this reign, is known. Hurt shows that the king built upon that discipline to extract large sums of money from the judges in the parlements, notably in the form of forced loans and office sales, thus damaging their economic interests. When the king died in 1715, the regent, Philippe d'Orléans, after a brief attempt to befriend the parlements through compromise, resorted to the authoritarian methods of Louis XIV and perpetuated the Sun King's political and economic legacy. This study calls into question the current revisionist understanding of the reign of Louis XIV and insists that, after all, absolute government had a harsh reality at its core. Based upon extensive archival research, Louis XIV and the parlements will be of interest to all students of the history of early modern France and the monarchies of Europe.

    Interest-Rate Rules in a New Keynesian Framework with Investment (2021)

    Description: The last decades have witnessed major progress in both monetary policy theory and practice, with broad academic consensus on the desirability of monetary policy rules and ongoing research on their exact specification. Typically, the analysis is carried out in a New Keynesian framework with nominal rigidities and constant capital stock. The latter represents a constraint that this study seeks to overcome by introducing a model with investment and capital adjustment costs. The work assesses different interest-rate rule specifications with respect to the target variables included, based on two criteria: determinacy of rational-expectations equilibrium and convergence to steady state after a shock. The study concludes that rules with both an inflation and an output gap target ensure a unique rational-expectations equilibrium and a less distressful adjustment of the economy after the occurrence of shocks.

    Description: South Tyrol is a small, mountainous area located in the central Alps. Despite its modest geographical size, it has come to represent a success story in the protection of ethnic minorities in Europe. When Austrian South Tyrol was given to Italy in 1919, about 200,000 German and Ladin speakers became Italian citizens overnight. Despite Italy’s attempts to Italianize the South Tyroleans, especially during the Fascist era from 1922 to 1943, they sought to maintain their traditions and language, culminating in violence in the 1960s. In 1972 South Tyrol finally gained geographical and cultural autonomy from Italy, leading to the ‘regional state’ of 2010. This book, drawing on the latest research in Italian and German, provides a fresh analysis of this dynamic and turbulent period of South Tyrolean and European history. The author provides new insights into the political and cultural evolution of the understanding of the region and the definition of its role within the European framework. In a broader sense, the study also analyses the shift in paradigms from historical nationalism to modern regionalism against the backdrop of European, global, national and local historical developments as well as the shaping of the distinct identities of its multilingual and multi-ethnic population.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This book brings together the cumulative results of a three-year project focused on the assemblies and administrative systems of Scandinavia, Britain, and the North Atlantic islands in the 1st and 2nd millennia AD. In this volume we integrate a wide range of historical, cartographic, archaeological, field-based, and onomastic data pertaining to early medieval and medieval administrative practices, geographies, and places of assembly in Norway, Sweden, Denmark, Iceland, the Faroe Islands, Scotland, and eastern England. This transnational perspective has enabled a new understanding of the development of power structures in early medieval northern Europe and the maturation of these systems in later centuries under royal control. In a series of richly illustrated chapters, we explore the emergence and development of mechanisms for consensus. We begin with a historiographical exploration of assembly research that sets the intellectual agenda for the chapters that follow. We then examine the emergence and development of the thing in Scandinavia and its export to the lands colonised by the Norse. We consider more broadly how assembly practices may have developed at a local level, yet played a significant role in the consolidation, and at times regulation, of elite power structures. Presenting a fresh perspective on the agency and power of the thing and cognate types of local and regional assembly, this interdisciplinary volume provides an invaluable, in-depth insight into the people, places, laws, and consensual structures that shaped the early medieval and medieval kingdoms of northern Europe.

During this period, popular and medical understandings of the mind and body were challenged, modified, and reframed by the politics and structures of ‘modern life’, understood in industrial, social, commercial, and technological terms. Bringing together work by leading international scholars, this volume demonstrates how a multiplicity of medical practices were organised around new and evolving definitions of the modern self. The study offers varying and culturally specific definitions of what constituted medical modernity for practitioners around the world in this period. Chapters examine the ways in which cancer, suicide, and social degeneration were seen as products of the stresses and strains of ‘new’ ways of living in the nineteenth century, and explore the legal, institutional, and intellectual changes that contributed to both positive and negative understandings of modern medical practice. The volume traces the ways in which physiological and psychological problems were being constituted in relation to each other, and to their social contexts, and offers new ways of contextualising the problems of modernity facing us in the twenty-first century.

    Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: Women’s medicine explores the key role played by British female doctors in the production and circulation of contraceptive knowledge and the handling of sexual disorders between the 1920s and 1970s at the transnational level, taking France as a point of comparison. This study follows the path of a set of women doctors as they made their way through the predominantly male-dominated medical landscape in establishing birth control and family planning as legitimate fields of medicine. This journey encompasses their practical engagement with birth control and later family planning clinics in Britain, their participation in the development of the international movement of birth control and family planning and their influence on French doctors. Drawing on a wide range of archived and published medical materials, this study sheds light on the strategies British female doctors used, and the alliances they made, to put forward their medical agenda and position themselves as experts and leaders in birth control and family planning research and practice.

    Description: Kurihara Sadako was born in Hiroshima in 1913, and she was there on August 6, 1945. Already a poet before she experienced the atomic bombing of Hiroshima, she used her poetic talents to describe the blast and its aftermath. In 1946, despite the censorship of the American Occupation, she published Kuroi tamago (Black Eggs), poems from before, during, and immediately after the war. This volume includes a translation of Kuroi tamago from the complete edition of 1983. But August 6, 1945, was not the end point of Kurihara’s journey. In the years after Kuroi tamago she has broadened her focus—to Japan as a victimizer rather than victim, to the threat of nuclear war, to antiwar movements around the world, and to inhumanity in its many guises. She treats events in Japan such as politics in Hiroshima, Tokyo’s long-term complicity in American policies, and the decision in 1992 to send Japanese troops on U.N. peacekeeping operations. But she also deals with the Vietnam War, Three Mile Island, Kwangju, Greenham Common, and Tiananmen Square. This volume includes a large selection of these later poems. Kurihara sets us all at ground zero, strips us down to our basic humanity, and shows us the world both as it is and as it could be. Her poems are by turns sorrowful and sarcastic, tender and tough. Several of them are famous in Japan today, but even there, few people appreciate the full force and range of her poetry. And few poets in any country—indeed, few artists of any kind—have displayed comparable dedication, consistency, and insight.

It focuses on the colonial repression conducted in 1856 and after, the anti-sorcerer hunt in 1955, the independence mobilisation in the 1980s and the village feuds in the 2000s.     Description: Important policy problems rarely fit neatly within existing territorial boundaries. More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. But how? This book investigates the challenges—both conceptual and practical—of multi-level governance processes. It draws on a range of cases from Australian public policy, with comparisons to multi-level governance systems abroad, to understand factors behind the effective coordination and management of multi-level governance processes in different policy areas over the short and longer term. Issues such as accountability, politics and cultures of governance are investigated through policy areas including social, environmental and spatial planning policy. The authors of the volume are a range of academics and past public servants from different jurisdictions, which allows previously hidden stories and processes of multi-level governance in Australia across different periods of government to be revealed and analysed for the first time.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: Elizabeth Hunter considers sleep in terms of the relationship between English medical ideas about healthy lifestyle and the social context in which idleness and the husbanding of time had powerful connotations in terms of class, gender and morality. She starts with Dekker’s The Gull’s Hornbook (1609), which took on the nocturnal habits of the “gallants” of London, before turning to the role of sleep and health in John Locke’s Some Thoughts Concerning Education (1693). Like Schmidt in Chapter 9, she draws attention to the impact of bourgeois conceptions of time and productivity on the dietetics of sleep. Her final principal source is George Cheyne, a familiar figure from many other chapters in this volume. After years of excess and late nights, Cheyne adopted a new healthy regimen and wrote about its success. The fashionability of an ostentatiously unhealthy late-night, late-rising rakish lifestyle contrasted with more puritanical bourgeois instincts and mainstream health advice, which continued to take a tough line on the poor sleep regime. Hunter shows how the “nocturnalisation” of life in cities like London created a medical/moral reaction.

    Description: In 1985 Roy Porter called for patients to be retrieved from the margins of history because, without them, our understanding of illness and healthcare would remain distorted. But despite concerted efforts, the innovation that Porter envisaged has not come to pass. Patient voices in Britain repositions the patient at the centre of healthcare histories. By prioritising the patient’s perspective in the century before the foundation of the National Health Service, this edited collection enriches our understanding of healthcare in the context of Britain’s emerging welfare state. Encompassing topics like ethical archival practice, life within institutions, user-driven medicine and the impact of shame and stigma on health outcomes, its chapters encourage historians to reimagine patienthood. It provides a model for using new sources and reading familiar sources in new ways. And, exploring traditional clinical spaces and beyond, it interrogates what it meant to be a patient and how this has changed over time. Crucially, the collection also aims to help historians locate and develop policy relevance within their work, reflecting on how these historical tensions continue to shape attitudes towards health, illness and the clinical encounter.     Description: The subject of this book is the discourse of persecution used by Christians in Late Antiquity (c. 300–700 CE). Through a series of detailed case studies covering the full chronological and geographical span of the period, this book investigates how the conversion of the Roman Empire to Christianity changed the way that Christians and para- Christians perceived the hostile treatments they received, either by fellow Christians or by people of other religions. A closely related second goal of this volume is to encourage scholars to think more precisely about the terminological difficulties related to the study of persecution. Indeed, despite sustained interest in the subject, few scholars have sought to distinguish between such closely related concepts as punishment, coercion, physical violence, and persecution. Often, these terms are used interchangeably. Although there are no easy answers, an emphatic conclusion of the studies assembled in this volume is that “persecution” was a malleable rhetorical label in late antique discourse, whose meaning shifted depending on the viewpoint of the authors who used it. This leads to our third objective: to analyze the role and function played by rhetoric and polemic in late antique claims to be persecuted. Late antique Christian writers who cast their present as a repetition of past persecutions often aimed to attack the legitimacy of the dominant Christian faction through a process of othering. This discourse also expressed a polarizing worldview in order to strengthen the group identity of the writers’ community in the midst of ideological conflicts and to encourage steadfastness against the temptation to collaborate with the other side.

    Rethinking Migration and Return in Southeastern Europe (2021)

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.
