    Description: For the first time, this book examines the comparative impact of the Obama administration on the NATO and defense policies of European allies. Germany, Poland and Turkey serve as case studies to evaluate American policies vis-à-vis NATO Europe. All three are representative for the Alliance in various ways. Thus, the results of this book offer an outlook for NATO Europe and the Alliance as a whole. Despite the fact that all three countries are highly dependent on American security guarantees in theory and practice, the results of this study reveal different national responses. Indeed, the book demonstrates multi-, bi-, and unilateralization attempts in reaction to US engagement in and vis-à-vis NATO Europe. Hence, a better understanding of current developments within the Alliance as well as the basis for the future debate about the transatlantic organisation are provided. Aylin Matlé works for the Konrad-Adenauer-Stiftung e.V.; most recently, she worked for the foundation's Israel office in Jerusalem. Previously, Aylin Matlé was a research associate at the chair of international relations and European politics at the Martin-Luther-Universität Halle-Wittenberg.

    Description: This meticulously researched study of irregular migrant work in Austria holds many broader lessons for countries all over Europe. The book derives many of its fascinating insights from systematic in-depth interviews with migrants themselves. The authors demonstrate that it is no longer enough to divide the world of foreign employment into "legal" and "illegal" work. Instead, over the past few years, particularly in the context of progressive EU-enlargement in Europe, new manifestations of "irregular migrant work" have evolved. Moreover, the authors convincingly argue that irregular migrant work is based on both supply and demand, and is therefore unlikely to fade away in the foreseeable future.

Gebaseerd op deze informatie demonstreren de auteurs dat het niet toerijkend is om de wereld in te delen in 'legale' en 'illegale' arbeid. Vanaf de laatste jaren, met name in de context van de EU-uitbreiding, zijn nieuwe vormen van 'illegale arbeid' ontstaan. Dit boek toont overtuigend aan dat illegale arbeid is gebaseerd op zowel de vraag en de aanbod-kant van de markt, welke diep geworteld zit in onze westerse economische structuur. Het is vooral daarom onwaarschijnlijk dat de illegale arbeid in de nabije toekomst zal verdwijnen.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    DDR and SSR in War-to-Peace Transition (2021)

    Description: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: Continuing the tradition of L’Afrique des grands lacs. Annuaire, this companion volume to Conjonctures de l’Afrique centrale (Paris, L’Harmattan) offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda throughout 2019. In Burundi, the year has been marked by the run-up to the 2020 elections. President Nkurunziza announced he would not stand for another term, which could make the contest more open. However, the opposition inside and outside the country remained weak, and political space continued to be constrained. The DRC has been marked by the search for a viable cohabitation between President Tshisekedi’s Cap pour le changement (CACH) and his predecessor Joseph Kabila’s Front commun pour le Congo (FCC). Despite some incidents between these political platforms, the two men have avoided institutional stalemate, but Tshisekedi’s room for manoeuvre has proved limited. Insecurity in the east of the country continues to claim many civilian lives. Rwanda was marked by business as usual, with an autocratic regime suppressing dissident voices and committing considerable human rights abuses. However, technocratic governance remains good. Uganda is gearing up for elections in 2021, and President Museveni will stand for a sixth term, and possibly for a presidency for life. Faced with resistance, the regime is attempting to remain in control, and is doing so heavy-handedly. At the regional level, relations between the DRC and Rwanda have improved, but those between Rwanda on the one hand, and Burundi and Uganda on the other, have remained hostile and marred by serious incidents.

    Description: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Regional and Local Development in Times of Polarisation (2021)

    Description: Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level. In this book conceptual thoughts on polarisation, regional policy and regional development are combined with empirical research and resulting implications for policymaking. As such, it is a valuable source for early career students and researchers as well as professionals in the field of regional and economic development, policy consultants, and policy makers.

    Description: Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

    Description: This book charts the new phase of global struggles around gender equality and sexual democracy: the ultraconservative mobilization against "gender ideology" and feminist efforts to counteract it. It argues that anti-gender campaigns, which emerged around 2010 in Europe, are not a simple continuation of the anti-feminist backlash dating back to the 1970s, but part of a new political configuration. Opposition to "gender" has become a key element of the rise of right-wing populism, which successfully harnesses the anxiety, shame and anger caused by neoliberalism and threatens to destroy liberal democracy.　 Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation.     Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

    Description: What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing Europeancrisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises.The book draws on and adds to the rich â crises literatureâ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. Seen in this perspective, the book reconstructs how crises unfolded, how they were experienced, and what kind of responses the specific crises in question provoked.

This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions.     Interest-Rate Rules in a New Keynesian Framework with Investment (2021)

    Description: The last decades have witnessed major progress in both monetary policy theory and practice, with broad academic consensus on the desirability of monetary policy rules and ongoing research on their exact specification. Typically, the analysis is carried out in a New Keynesian framework with nominal rigidities and constant capital stock. The latter represents a constraint that this study seeks to overcome by introducing a model with investment and capital adjustment costs. The work assesses different interest-rate rule specifications with respect to the target variables included, based on two criteria: determinacy of rational-expectations equilibrium and convergence to steady state after a shock. The study concludes that rules with both an inflation and an output gap target ensure a unique rational-expectations equilibrium and a less distressful adjustment of the economy after the occurrence of shocks.

    Dealing with the Past in Security Sector Reform (2021)

    Description: Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or â dealing with the pastâ (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each otherâ s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.

Each aspect is addressed from a more human rights-focused angle and a development-policy angle. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

    Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

    Description: Chapter 7 shows that citizenship has to be counted as one of the crucial factors of Yugoslavia’s disintegration. The fundamental questions of citizenship related to the very definition of membership in a political community as well as the citizenship contract by which citizen exchanges his loyalty and duties for the rights and protection by his political community and its institutions (state) influenced critically the democratization process and Yugoslavia’s disintegration. At the crucial junction, in the context of imminent redefinition and possible collapse of federal Yugoslavia, between early 1990 and early 1992, citizens were asking themselves these basic questions: To what political community do I belong? or, to whom do I owe my loyalty? And, finally, who (what state?) guarantees, or promises to guarantee my rights – starting with human, civic and political rights, employment and property … – and, last but not least, security? The ethnonational conception of citizenship, the chapter argues, finally prevailed and fuelled conflicts over the redefinition of borders within which the ethnonational states were to be formed on the basis of absolute majorities of the core ethnonational groups.

    Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

It focuses on the colonial repression conducted in 1856 and after, the anti-sorcerer hunt in 1955, the independence mobilisation in the 1980s and the village feuds in the 2000s. Through this archaeology of violence, it reports on the practical inventiveness, intelligence and cunning of the Kanaks involved in social, often violent, conflicts. The use of archival material and recourse to the oral stories gathered from the inhabitants of Houaïlou restores the depth of these historical moments and the nested contexts of the political action that unfolded; it also questions the value and limits of fieldwork investigation.     Description: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology. The book offers details on how to characterize and compare different types and degrees of extractivisms and anti-extractivisms. This transdisciplinary book provides new organizing concepts and theoretical frameworks for starting to analyze the unfolding natural resource politics of the post-coronavirus era, the advancing climate emergency, and the ever more chaotic multi-polar world.     Description: This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Rethinking Migration and Return in Southeastern Europe (2021)

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

Devon Women in Public and Professional Life, 1900–1950 is a contribution to the history of women in Britain between the wars, a period that has received less attention than the Edwardian era and the two World Wars. It also fills a major gap in the history of Devon women, on which almost nothing has been published, and on Devon in the inter-war period, similarly neglected by historians. It will be of interest to academics and students in the fields of gender history and the history of modern Britain, as well as everyone interested in the history of twentieth-century Devon.

    Description: During the First World War, conflicts between the people’s sacrifices and their political participation led to crises of parliamentary legitimacy. This volume compares British, German, Swedish and Finnish debates on revolution, rule by the people, democracy and parliamentarism and their transnational links. The British reform, although more about winning the war than advancing democracy, restored parliamentary legitimacy, unlike in Germany, where Allied demands for democratisation made reform appear treasonous and fostered native German solutions. Sweden only adopted Western political models after major confrontations, but reforms saw it embark on its path to Social Democracy. In Finland, competing Russian revolutionary discourses and German- and Swedish-inspired appeals to legality brought about the deterioration of parliamentary legitimacy and a civil war. Only a republican compromise imposed by the Entente, following a royalist initiative in 1918, led to the construction of a viable polity.

    Description: Iran has one of the world’s highest rates of drug addiction, estimated to be between two and seven per cent of the entire population. This makes the questions this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? How have drugs affected the formation of the Iranian state and its power dynamics? And how have governmental attempts at controlling and regulating illicit drugs affected drug consumption and addiction? By answering these questions, Maziyar Ghiabi suggests that the Islamic Republic’s image as an inherently conservative state is not only misplaced and inaccurate, but in part a myth. In order to dispel this myth, he skilfully combines ethnographic narratives from drug users, vivid field observations from ‘under the bridge’, with archival material from the pre- and post-revolutionary era, statistics on drug arrests and interviews with public officials.     Description: This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The conclusion considers whether social responsibility can be expected of the Chinese government and companies and if this is desirable, and to what extent the Chinese model in Africa can act as an example - or not - for the West.

    Description: Intervening states apply different approaches to the use force in war-torn countries. Calibrating the use of force according to the situation on the ground requires a convergence of military and police roles: soldiers have to be able to scale down, and police officers to scale up their use of force. In practice, intervening states display widely differing abilities to demonstrate such versatility. This paper argues that these differences are shaped by how the domestic institutions of sending states mediate between demands for versatile force and their own intervention practices. It considers the use of force by Germany, Italy, the United Kingdom and the United States in three contexts of international intervention: Bosnia and Herzegovina, Kosovo and Afghanistan. The paper highlights quite different responses to security problems as varied as insurgency, terrorism, organised crime and riots. This analysis offers important lessons. Those planning and implementing international interventions should take into account differences in the use of force. At the same time, moving towards versatile force profoundly changes the characteristics of security forces and may increase their short-term risks. This difficulty points to a key message emerging from this paper: effective, sustainable support to states emerging from conflict will only be feasible if intervening states reform their own security policies and practices.

He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

    Description: Nanofibers, particularly those of a carbonaceous content, have received increased interest in the past two decades due to their outstanding physico-chemical characteristics and their possibility to form and contribute towards a plethora of potentially advantageous materials for consumer, industrial and medical applications. Despite this, and together with the numerous research studies and published articles that have sought to investigate these aspects, the potential impact of CNTs is still not understood. Whether or not nanofibers may be able to provide a sophisticated alternative to conventional materials is still debatable, whilst their effects upon both environmental and human health are highly equivocal. How nanofibers are conceived can determine how they may interact with different environments, such as the human body. Understanding each key step of the synthesis and production of nanofibers to their use within potential applications is therefore essential in gaining an insight into how they may be perceived by any biological system and environment. Thus, obtaining such information will enable all scientific communities to begin to realize the potential advantages posed by nanofibers. The aim of this Special Issue therefore, was to provide a collective overview of nanofibers; ‘from synthesis to application’. The Issue particularly focuses upon carbon-based nanofibers, but also highlights alternative nanofiber types. Emphasis is given holistically, with articles discussing the production routes of nanofibers, their plight during their life-cycle (origin to applied form and effects over time), as well as how nanofibers could either incite conflict, or provide aid to human and environmental health.

    Description: By 2000, a ruthless military regime had ruled Myanmar for more than a decade, polarising opinion inside and outside Burma/Myanmar — with Western countries locked into non-UN sanctions and Asian countries and the rest of the world locked into unenthusiastic cooperation with Myanmar. While the United Nations and its agencies faced numerous obstacles as they sought to encourage national reconciliation in Myanmar, conditions in Myanmar were slowly starting to change. With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled. This book provides the first eyewitness account of the early reform experiments.

    Description: Reformers have promoted mixed-member electoral systems as the "best of both worlds." In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system— especially whether the head of government is elected directly or indirectly— can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context— and especially the constitutional framework—within which such rules are embedded.

    Integrating SSR and SALW Programming (2021)

    Description: Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.

    Description: La « méthode Monnet » de construction européenne serait-elle en voie de s'épuiser ? De nombreux indices le donnent à penser. Après l'achèvement du marché intérieur, et face aux défis que constituent la fin de la guerre froide, la mondialisation et l'élargissement, l'Union européenne est en quête d'une nouvelle méthode d'intégration. Les grandes politiques lancées par les traités de Maastricht et Amsterdam (Union économique et monétaire, politique étrangère, sécurité intérieure, politiques sociales) reposent de plus en plus sur une « coopération ouverte » entre gouvernements, où les institutions communautaires peinent à trouver leurs marques. Élargie dans sa taille et dans ses objectifs, l'Union se repose davantage, pour la conception et la mise en œuvre de ses politiques, sur les gouvernements nationaux et les entités régionales. Le temps des grands engagements semble, lui aussi, révolu. Les conférences intergouvernementales se succèdent désormais à un rythme soutenu, davantage pour corriger les traités que pour lancer de nouveaux projets de grande ampleur. La construction de l'Europe connaît ainsi une « grande transformation », qui impose de réfléchir au nouveau modèle qui se dessine, à la fois plus ambitieux dans ses objectifs et plus modeste dans ses moyens, plus large dans son étendue géographique et plus décentralisé. Le second volume de cette étude est consacré aux politiques internes et externes de l'Union. Les auteurs y analysent les mutations profondes du modèle socio-économique dues au passage de l'approche redistributive à l'approche régulatrice. Ils soulèvent aussi les dilemmes et les options de l'identité extérieure de l'Union, dont l'évolution se trouve à un tournant. Derrière ces transformations, ce sont les questions de la politisation et de la « nouvelle identité » de l'Europe qui se trouvent posées.

When e-Government was first conceived, it was designed upon basic technologies where the emphasis was only on the simple display of government information for citizens to read. Nowadays, e-Government design comprises many complicated modules such as upload and download consoles, two-way interaction consoles between citizens and government agents, integrated government business processes presenting the whole of government, and it does not depend solely on technology. The complexity of e-Government has now evolved to include political, cultural, economic, social and technical dimensions. Bringing all these difficult aspects together is so complicated that it needs carefully planned strategies informed by local contextual characteristics. Rather than giving formulaic definitions and conceptual standpoints on many aspects of e-Government, as is the case in many e-Government publications, this book will explore the frontiers of global knowledge value chains by discussing current and future dimensions of e-Government. For example, the book discusses the concept of data governance by exploring how actual opening up of government data can be achieved, especially in a developing world context. Further, the book posits that opening government data should be followed by the opening up of government business processes in order to peddle the concept of accountability and responsiveness. Much text on data governance has concentrated on articulating the basic definitions surrounding this concept. Another very important topic explored in this book is regarding how the concept of decolonisation can be extended to e-Government by providing practical examples as to how researchers in the developing world can contribute to the advancement of e-Government as a scientific field of enquiry and guide its implementation, thereof. Decolonisation is advocated for in e-Government research so that there is a balance in the inclusion of the Afrocentric knowledge into e-Government advancement other than over-reliance on the Euro-, Asia- and America-centric knowledge value chains (Mbembe 2015). As e-Government is a very expensive undertaking, the issue of funding has excluded African countries and a majority of the developing world from implementing e-Government. Despite funding being a critical cornerstone of e-Government development, there is a dearth of information on this topic. Therefore, this book provides a chapter which discusses traditional and innovative ways of funding e-Government design and implementation which can go a long way in improving e-Government penetration into the developing world. Further, the book explores how intelligent e-Government applications can be designed, especially in resource-constrained countries. A couple of emerging technology innovations such as fog computing and intelligent information technology are explored within the realm of e-Government design.

    Description: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.
