    Description: By the late Meiji period Japanese were venturing abroad in great numbers, and some of those who traveled kept diaries and wrote formal travelogues. These travelogues reflected a changing view of the West and changing artistic sensibilities in the long-standing Japanese literary tradition of travel writing (kikoōbungaku). This book shows that overseas Meiji-period travel writers struck out to create a dynamic new type of travel literature, one that had a solid foundation in traditional Japanese kikōbungaku yet also displayed influence from the West. Musashino in Tuscany specifically examines the poetic imagery and allusion in these travelogues and reveals that when Japanese traveled to the West in the mid-nineteenth century, the images they wrote about tended to be associated not with places initially discovered by the Japanese traveler but with places that already existed in Western fame and lore. And unlike imagery from Japanese traveling in Japan, which was predominantly nature based, Japanese overseas travel imagery was often associated with the manmade world.

    Description: In the United States, preschool education is characterized by the dominance of a variegated private sector and patchy, uncoordinated oversight of the public sector. Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo. Today, advocates of greater government involvement must take on a diverse and entrenched set of constituencies resistant to policy change.

    Description: The Meṛtīyo Rāṭhoṛs of Meṛto, Rājasthān is a treasure for scholars of Rajpūt history. Richard D. Saran and Norman P. Ziegler, whose contributions to Rajpūt studies are well known to specialists in the field, have given us a work of deep and exacting scholarship. It is the culmination of decades devoted to the study of Middle Marwari chronicles from Rājasthān. The sources translated here provide access to the fortunes of a branch of the Jodhpur royal family, and in doing so they illuminate the larger world of Rajpūts in the middle period. The Meṛtīyo Rāṭhoṛs are significant for several reasons. Their story traces the emergence of a Rajpūt brotherhood into local prominence and follows the establishment of their kingdom on the eastern edge of Mārvāṛ as a defined territorial unit. The evolution of the Meṛtīyos as a brotherhood passed through several clearly defined stages, including a relationship with the house of Jodhpur that ranged from mutual support among brothers to hostility and clear separation. A study of the Meṛtīyos in this context provides a unique view of the formation of a strong and indpenedent Rajpūt cadet line, of the establishment and defense of a local territory, and of the internal relations among Rajpūt brotherhoods regarding issues of precedence, honor, patronage, and service. The translations are accompanied by an extensive explanatory apparatus taking various forms, which includes a valuable essay on Rajput social organization, complete genealogies, and biographies of all the major personages of the chronicles.

    Description: Skate Life examines how young male skateboarders use skate culture media in the production of their identities. Emily Chivers Yochim offers a comprehensive ethnographic analysis of an Ann Arbor, Michigan, skateboarding community, situating it within a larger historical examination of skateboarding's portrayal in mainstream media and a critique of mainstream, niche, and locally produced media texts (such as, for example, Jackass, Viva La Bam, and Dogtown and Z-Boys). The book uses these elements to argue that adolescent boys can both critique dominant norms of masculinity and maintain the power that white heterosexual masculinity offers. Additionally, Yochim uses these analyses to introduce the notion of ""corresponding cultures,"" conceptualizing the ways in which media audiences both argue with and incorporate mediated images into their own ideas about identity. In a strong combination of anthropological and media studies approaches, Skate Life asks important questions of the literature on youth and provides new ways of assessing how young people create their identities.

    Description: Administering Justice examines the leadership role of chief justices in the American states, including how those duties require chief justices to be part of the broader state political environment. Vining and Wilhelm focus extensively on the power of chief justices as public spokespersons, legislative liaisons, and reform leaders. In contrast to much existing research on chief justices in the states, this study weighs their extrajudicial responsibilities rather than intracourt leadership. By assessing the content of State of the Judiciary remarks delivered over a period of sixty years, Vining and Wilhelm are able to analyze the reform agendas advanced by chief justices and determine what factors influence the likelihood of success. These analyses confirm that chief justices engage with state politics in meaningful ways and that reactions to their proposals are influenced by ideological congruence with other political elites and the scope of their requests. Administering Justice also examines the chief justice position as an institution, provides a collective profile of its occupants, and surveys growing diversity among court leaders.

    Description: Many histories of Ancient Greece center their stories on Athens, but what would that history look like if they didn’t? There is another way to tell this story, one that situates Greek history in terms of the relationships between smaller Greek cities and in contact with the wider Mediterranean. In this book, author Joshua P. Nudell offers a new history of the period from the Persian wars to wars that followed the death of Alexander the Great, from the perspective of Ionia. While recent scholarship has increasingly treated Greece through the lenses of regional, polis, and local interaction, there has not yet been a dedicated study of Classical Ionia. This book fills this clear gap in the literature while offering Ionia as a prism through which to better understand Classical Greece. This book offers a clear and accessible narrative of the period between the Persian Wars and the wars of the early Hellenistic period, two nominal liberations of the region. The volume complements existing histories of Classical Greece. Close inspection reveals that the Ionians were active partners in the imperial endeavor, even as imperial competition constrained local decision-making and exacerbated local and regional tensions. At the same time, the book offers interventions on critical issues related to Ionia such as the Athenian conquest of Samos, rhetoric about the freedom of the Greeks, the relationship between Ionian temple construction and economic activity, the status of the Panionion, Ionian poleis and their relationship with local communities beyond the circle of the dodecapolis, and the importance of historical memory to our understanding of ancient Greece. The result is a picture of an Aegean world that is more complex and less beholden narratives that give primacy to the imperial actors at the expense of local developments.

    Putting Inequality in Context (2021)

    Description: Rising income inequality is highlighted as one of the largest challenges facing the United States, affecting civic participation and political representation. Although the wealthy often can and do exert more political influence, this is not always the case. To fix political inequality, it is important to understand exactly how class divisions manifest themselves in political outcomes, and what factors serve to enhance, or depress, inequalities in political voice. Christopher Ellis argues citizens’—and legislators’—views of class politics are driven by lived experience in particular communities. While some experience is formally political, on an informal basis citizens learn a great deal about their position in the broader socioeconomic spectrum and the social norms governing how class intersects with day-to-day life. These factors are important for policymakers, since most legislators do not represent “the public” at large, but specific constituencies. Focusing on U.S. congressional districts as the contextual unit of interest, Ellis argues individuals’ political behavior cannot be separated from their environment, and shows how income’s role in political processes is affected by the contexts in which citizens and legislators interact. Political inequality exists in the aggregate, but it does not exist everywhere. It is, rather, a function of specific arrangements that depress the political influence of the poor. Identifying and understanding these factors is a crucial step in thinking about what reforms might be especially helpful in enhancing equality of political voice.

    Description: In the first study of Two Studies on Ming History , Charles O. Hucker presents an account of a military campaign that provides insight into the nature of civil officials' authority, decision-making, and relationship with the Ming court. In the spring and summer of 1556, a Chinese renegade named Hsü Hai led an invading group of Japanese and Chinese soldiers on a plundering foray through the northeastern sector of Chekiang province. Opposing them was a military establishment that for years past had been battered by coastal raiders, now under the control of an ambitious and clever official named Hu Tsung-hsien. The campaign was not one of the most consequential in China's military history, even during the Ming dynasty (1368–1644). But it was famous and well reported in its time, and it illustrates some of the unusual ways in which the Chinese of the imperial age coped with the often unusual military problems they faced. In the second part of Two Studies, Hucker presents a translation of K'ai-tu ch'uan-hsin, a popular narrative of a spontaneous demonstration in which literati and commoners alike rose up to defend an austere and incorruptible adherent to Confucian morality who had been doomed to die because of his defiance of the ruthless and heterodox clique that had usurped imperial power. In 1626, Chinese political morality was at one of its lowest ebbs. On the throne at Peking was an incompetent twenty-one-year-old emperor who was much too occupied with puttering at carpentry to pay attention to the government. Into the vacuum stepped Wei Chung-hsien, the favorite of the emperor's governess. Wei used brutal terror to make himself undisputed master of the vast bureaucratic mechanism that administered China. One of Wei's many victims was Chou Shun-ch'ang, a member of the official class who was said to have hated evil as a personal enemy. Chou became critical of Wei, an order was put out for Chou's arrest, and a popular uprising occurred in protest.

Theoretically, a critique of essentialism has led to a suspicion against essence and origins regardless of their political implications. The central argument of Queer Roots for the Diaspora is that, in spite of these debates, ultimately the desire for roots contains the “roots” of its own deconstruction.     Description: Although authoritarian countries often repress independent citizen activity, lobbying by civil society organizations is actually a widespread phenomenon. Using case studies such as China, Russia, Belarus, Cambodia, Malaysia, Montenegro, Turkey, and Zimbabwe, Lobbying the Autocrat shows that citizen advocacy organizations carve out niches in the authoritarian policy process, even influencing policy outcomes. The cases cover a range of autocratic regime types (one-party, multi-party, personalist) on different continents, and encompass different systems of government to explore citizen advocacy ranging from issues such as social welfare, women’s rights, election reform, environmental protection, and land rights. They show how civil society has developed adaptive capacities to the changing levels of political repression and built resilience through ‘tactful contention’ strategies. Thus, within the bounds set by the authoritarian regimes, adaptive lobbying may still bring about localized responsiveness and representation. However, the challenging conditions of authoritarian advocacy systems identified throughout this volume present challenges for both advocates and autocrats alike. The former are pushed by an environment of constant threat and uncertainty into a precarious dance with the dictator: just the right amount of acquiescence and assertiveness, private persuasion and public pressure, and the flexibility to change quickly to suit different situations. An adaptive lobbyist survives and may even thrive in such conditions, while others often face dire consequences. For the autocrat on the other hand, the more they stifle the associational sphere in an effort to prevent mass mobilization, the less they will reap the informational benefits associated with it. This volume synthesizes the findings of the comparative cases to build a framework for understanding how civil society effectively lobbies inside authoritarian countries.

    Description: Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

    Description: Feng Menglong (1574–1646) was recognized as the most knowledgeable connoisseur of popular literature of his time. He is known today for compiling three famous collections of vernacular short stories, each containing forty stories, collectively known as Sanyan. Appropriation and Representation adapts concepts of ventriloquism and dialogism from Bakhtin and Holquist to explore Feng’s methods of selecting source materials. Shuhui Yang develops a model of development in which Feng’s approach to selecting and working with his source materials becomes clear. More broadly, Appropriation and Representation locates Feng Menglong’s Sanyan in the cultural milieu of the late Ming, including the archaist movement in literature, literati marginality and anxieties, the subversive use of folk works, and the meiren xiangcao tradition—appropriating a female identity to express male frustration. Against this background, a rationale emerges for Feng’s choice to elevate and promote the vernacular story while stepping back form an overt authorial role.

    Description: Pentasyllabic poetry has been a focus of critical study since the appearance of the earliest works of Chinese literary criticism in the Six Dynasties period. Throughout the subsequent dynasties, traditional Chinese critics continued to examine pentasyllabic poetry as a leading poetic type and to compile various comprehensive anthologies of it. The Matrix of Lyric Transformation enriches this tradition, using modern analytical methods to explore issues of self-expression and to trace the early formal, thematic, and generic developments of this poetic form. Beginning with a discussion of the Yüeh-fu and ku-shih genres of the Han period, Cai Zong-qi introdues the analytical framework of modes from Western literary criticism to show how the pentasyllabic poetry changed over time. He argues that changing practices of poetic composition effected a shift from a dramatic mode typical of folk compositions to a narrative mode and finally to lyric and symbolic modes developed in literati circles.

    Description: Exciting new scholarship has been emerging as performance studies scholars begin to turn their attention to the performance of politics, nationhood, and jurisprudence. Branislav Jakovljevic’s project on the history and eventual demise of the former Yugoslavia demonstrates how fruitful this approach can be. Jakovljevic considers the concept of theatricality as central to understanding the events that took place in Yugoslavia. He examines the country’s trials, state ceremonies and festivals, army maneuvers, propaganda, and pop culture as “rehearsals and temporary enactments of an ideologically formulated future.” His first chapter reveals the surrealist, avant-garde origins of key members of the Yugoslav bureaucracy after WWII, suggesting that those connections helped the culture of socialist Yugoslavia become a performance-centered culture. Continuing to explore the relationship between the political avant-garde and the artistic avant-garde, he looks at the spectacle of student demonstrations in Belgrade in 1968, and, in their aftermath, the rise of performance art in the country. The third chapter (included here) zeros in on the various political performances of Slobodan Milosevic, including his courtroom testimony at the ICTY, the International Criminal Tribunal for the former Yugoslavia. The fourth chapter discusses the “Peter Handke Affair,” when the Austrian playwright had a major prize revoked after he attended Milosevic’s funeral and recited a poem he had written in Milosevic’s honor.

Citizens, scholars, and legal professionals commonly assume that subjectivity and objectivity are opposites, with the corollary that subjectivity is a vice and objectivity is a virtue. These assumptions underlie passionate debates over adherence to original intent and judicial activism. In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years—high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor—that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates. No specialized training in economics is needed.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: It has become something of a critical commonplace to claim that science fiction does not actually exist in Argentina. This book puts that claim to rest by identifying and analyzing a rich body of work that fits squarely in the genre. Joanna Page explores a range of texts stretching from 1875 to the present day and across a variety of media-literature, cinema, theatre, and comics-and studies the particular inflection many common discourses of science fiction (e.g., abuse of technology by authoritarian regimes, apocalyptic visions of environmental catastrophe) receive in the Argentine context. A central aim is to historicize these texts, showing how they register and rework the contexts of their production, particularly the hallmarks of modernity as a social and cultural force in Argentina. Another aim, held in tension with the first, is to respond to an important critique of historicism that unfolds in these texts. They frequently unpick the chronology of modernity, challenging the linear, universalizing models of development that underpin historicist accounts. They therefore demand a more nuanced set of readings that work to supplement, revise, and enrich the historicist perspective.

    Description: In early March of 2020, Americans watched with uncertain terror as the novel coronavirus pandemic unfolded. One week later, Ohio announced its first confirmed cases. Just one year later, the state had over a million cases and 18,000 Ohioans had died. What happened in that first pandemic year is not only a story of a public health disaster, but also a story of social disparities and moral dilemmas, of lives and livelihoods turned upside down, and of institutions and safety nets stretched to their limits. Ohio under COVID tells the human story of COVID in Ohio, America’s bellwether state. Scholars and practitioners examine the pandemic response from multiple angles, and contributors from numerous walks of life offer moving first-person reflections. Two themes emerge again and again: how the pandemic revealed a deep tension between individual autonomy and the collective good, and how it exacerbated social inequalities in a state divided along social, economic, and political lines. Chapters address topics such as mask mandates, ableism, prisons, food insecurity, access to reproductive health care, and the need for more Black doctors. The book concludes with an interview with Dr. Amy Acton, the state’s top public health official at the time COVID hit Ohio. Ohio under COVID captures the devastating impact of the pandemic, both in the public discord it has unearthed and in the unfair burdens it has placed on the groups least equipped to bear them.

    Description: K. C. Das is deservedly one of the most celebrated writers in India today. He writes primarily in Oriya, the language of his native state of Orissa, where he was born in 1924. A civil servant by profession, Das pursued a second career as a writer of stories, poems, and essays. The stories in this collection take place in an urban setting. The characters are mainly middle class, making them more accessible to North American readers than other examples of contemporary Indian fiction. These are not simple stories. They are about “divides,” about gaps between realities and imagination.     Description: The Jazz Republic examines jazz music and the jazz artists who shaped Germany’s exposure to this African American art form from 1919 through 1933. Jonathan O. Wipplinger explores the history of jazz in Germany as well as the roles that music, race (especially Blackness), and America played in German culture and follows the debate over jazz through the fourteen years of Germany’s first democracy. He explores visiting jazz musicians including the African American Sam Wooding and the white American Paul Whiteman and how their performances were received by German critics and artists. The Jazz Republic also engages with the meaning of jazz in debates over changing gender norms and jazz’s status between paradigms of high and low culture.  By looking at German translations of Langston Hughes’s poetry, as well as Theodor W. Adorno’s controversial rejection of jazz in light of racial persecution, Wipplinger examines how jazz came to be part of German cultural production more broadly in both the US and Germany, in the early 1930s. Using a wide array of sources from newspapers, modernist and popular journals, as well as items from the music press, this work intervenes in the debate over the German encounter with jazz by arguing that the music was no mere “symbol” of Weimar’s modernism and modernity. Rather than reflecting intra-German and/or European debates, it suggests that jazz and its practitioners, African American, white American, Afro-European, German and otherwise, shaped Weimar culture in a central way.

    Description: In the late 1950s, Suzuki Seijun was an unknown, anxious low-ranking film director churning out so-called program pictures for Japan’s most successful movie studio, Nikkatsu. In the early 1960s, he met with modest success in directing popular movies about yakuza gangsters and mild exploitation films featuring prostitutes and teenage rebels. In this book, Peter A. Yacavone argues that Suzuki became an unlikely cinematic rebel and, with hindsight, one of the most important voices in the global cinema of the 1960s. Working from within the studio system, Suzuki almost single-handedly rejected the restrictive filmmaking norms of the postwar period and expanded the form and language of popular cinema. This artistic rebellion proved costly when Suzuki was fired in 1967 and virtually blacklisted by the studios, but Suzuki returned triumphantly to the scene of world cinema in the 1980s and 1990s with a series of critically celebrated, avant-garde tales of the supernatural and the uncanny. This book provides a well-informed, philosophically oriented analysis of Suzuki’s 49 feature films.

    Description: The first of two studies included is “Music in Kelantan, Malaysia and Some of Its Cultural Implications,” by William P. Malm. Kelantan is the northernmost province on the east coast of Malaysia. It is considered to be the most orthodox area in a nation whose state religion is Islam. At the same time it must be noted that it borders to the north with the Buddhist country of Thailand and to the west is the Malaysian province of Perak whose jungles and mountains contain many “pagan” tribal traditions. Beyond Perak is Kedah with its larger Indian and Chinese populations and to the south is Trengganu where some Indonesian traits are still to be found. It is in this context that Malm’s study of music is made. The second study is “Professional Malay Story-Telling: Some Questions of Style and Presentation” by Amin Sweeney. In view of the hitherto almost exclusive concern with the content of such tales as those of Sang Kanchil or Pak Pandir, Sweeney throws some light on the form, style, and presentation of oral Malay literature, with special reference to that class of story-telling popularly known as penglipur lara, or what Winstedt termed “folk romances.”

For example, small European states have periodically wielded their veto privileges to override the preferences of their larger, more economically and militarily powerful neighbors when negotiating European Union treaties, which require the unanimous consent of all EU members. Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto—or veto threat—has been employed in treaty negotiations of the past two decades. As he explains, the importance of veto power in treaty negotiations is one of the features that distinguishes the EU from other international organizations in which exit and expulsion threats play a greater role. At the same time, the prominence of veto power means that bargaining in the EU looks more like bargaining in a federal system. Slapin's findings have significant ramifications for the study of international negotiations, the design of international organizations, and European integration.

    Description: Shanghai’s January Revolution was a highly visible and, by all accounts, crucially important event in China’s Cultural Revolution. Its occurrence, along with the subsequent attempt to establish a “commune” form of municipal government, has greatly shaped our understanding both of the goals originally envisaged for the Cultural Revolution by its leaders and of the political positions held by the new corps of Party leaders thrust upward during its course—most notably Chang Ch’un ch’iao. At this interpretive level, the events in Shanghai seem to embody in microcosm the issues and conflicts in Chinese politics during the Cultural Revolution as a whole, while at the same time shaping our conception of what these larger issues and conflicts were. At the more general, theoretical level, however, the events in Shanghai provide us with an unusual opportunity (thanks to Red Guard raids on Party offices) to view the internal workings of the Party organization under a period of stress and to observe unrestrained interest group formation and mass political conflict through the press accounts provided by these unofficial groups themselves. The January Revolution thus provides us with an opportunity to develop better our more abstract, theoretical understanding of the functioning of the Chinese political system and the dynamics of the social system in which it operates. The social implications of these changes, and the relationships between officials on the subdistrict level, the unofficial leaders, and the bulk of the peasantry remain inadequately known. South China, which nurtured the Communist Party in its formative years, is a particularly interesting case. In this study I use the Kuan lineage of K’ai-p’ing as a case study to show the effects of demographic, economic, administrative, and educational changes after the Treaty of Nanking (1842) on patrilineal kinship as a principle of social organization in South China.     Description: When gun enthusiasts talk about constitutional liberties guaranteed by the Second Amendment, they are referring to freedom in a general sense, but they also have something more specific in mind---freedom from government oppression. They argue that the only way to keep federal authority in check is to arm individual citizens who can, if necessary, defend themselves from an aggressive government. In the past decade, this view of the proper relationship between government and individual rights and the insistence on a role for private violence in a democracy has been co-opted by the conservative movement. As a result, it has spread beyond extreme militia groups to influence state and national policy.     Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

The Guide documents art and curatorial practices, community and guerilla gardens, urban farming and forestry, cultural platforms, living archives, evangelical missions, temporary public spaces, intentional communities, furtive monuments, outsider architecture, and other work made possible by the ready availability of urban space in Detroit. The Guide poses these spaces as “unreal estate”: urban territory that has slipped through the free- market economy and entered other regimes of value, other contexts of meaning, and other systems of use. The appropriation of this territory in Detroit, the Guide suggests, offers new perspectives on what a city is and can be, especially in a time of urban crisis.

    Description: The outpouring of creative expression known as the Black Arts Movement of the 1960s and 1970s spawned a burgeoning number of black-owned cultural outlets, including publishing houses, performance spaces, and galleries. Central to the movement were its poets, who in concert with editors, visual artists, critics, and fellow writers published a wide range of black verse and advanced new theories and critical approaches for understanding African American literary art. The Black Arts Enterprise and the Production of African American Poetry offers a close examination of the literary culture in which BAM's poets (including Amiri Baraka, Nikki Giovanni, Sonia Sanchez, Larry Neal, Haki Madhubuti, Carolyn Rodgers, and others) operated and of the small presses and literary anthologies that first published the movement's authors. The book also describes the role of the Black Arts Movement in reintroducing readers to poets such as Langston Hughes, Robert Hayden, Margaret Walker, and Phillis Wheatley. Focusing on the material production of Black Arts poetry, the book combines genetic criticism with cultural history to shed new light on the period, its publishing culture, and the writing and editing practices of its participants. Howard Rambsy II demonstrates how significant circulation and format of black poetic texts—not simply their content—were to the formation of an artistic movement. The book goes on to examine other significant influences on the formation of Black Arts discourse, including such factors as an emerging nationalist ideology and figures such as John Coltrane and Malcolm X.

    Description: Upon its premiere in 1992, Midway’s Mortal Kombat spawned an enormously influential series of fighting games, notorious for their violent “fatality” moves performed by photorealistic characters. Targeted by lawmakers and moral reformers, the series directly inspired the creation of an industrywide rating system for video games and became a referendum on the wide popularity of 16-bit home consoles. Along the way, it became one of the world’s most iconic fighting games, and formed a transmedia franchise that continues to this day. This book traces Mortal Kombat’s history as an American product inspired by both Japanese video games and Chinese martial-arts cinema, its successes and struggles in adapting to new market trends, and the ongoing influence of its secret-strewn narrative world. After outlining the specific elements of gameplay that differentiated Mortal Kombat from its competitors in the coin-op market, David Church examines the various martial-arts films that inspired its Orientalist imagery, helping explain its stereotypical uses of race and gender. He also posits the games as a cultural landmark from a moment when public policy attempted to intervene in both the remediation of cinematic aesthetics within interactive digital games and in the transition of public gaming spaces into the domestic sphere. Finally, the book explores how the franchise attempted to conquer other forms of media in the 1990s, lost ground to a new generation of 3D games in the 2000s, and has successfully rebooted itself in the 2010s to reclaim its legacy.

    Description: The Most Noble of People presents a nuanced look at questions of identity in Muslim Spain under the Umayyads, an Arab dynasty that ruled from 756 to 1031. With a social historical emphasis on relations among different religious and ethnic groups, and between men and women, Jessica A. Coope considers the ways in which personal and cultural identity in al-Andalus could be alternately fluid and contentious. The opening chapters define Arab and Muslim identity as those categories were understood in Muslim Spain, highlighting the unique aspects of this society as well as its similarities with other parts of the medieval Islamic world. The book goes on to discuss what it meant to be a Jew or Christian in Spain under Islamic rule, and the degree to which non-Muslims were full participants in society. Following this is a consideration of gender identity as defined by Islamic law and by less normative sources like literature and mystical texts. It concludes by focusing on internal rebellions against the government of Muslim Spain, particularly the conflicts between Muslims who were ethnically Arab and those who were Berber or native Iberian, pointing to the limits of Muslim solidarity. Drawn from an unusually broad array of sources—including legal texts, religious polemic, chronicles, mystical texts, prose literature, and poetry, in both Arabic and Latin—many of Coope’s illustrations of life in al-Andalus also reflect something of the larger medieval world. Further, some key questions about gender, ethnicity, and religious identity that concerned people in Muslim Spain—for example, women’s status under Islamic law, or what it means to be a Muslim in different contexts and societies around the world—remain relevant today.

    Description: How can people in the spotlight control their self-representations when the whole world seems to be watching? The question is familiar, but not new. Julia Fawcett examines the stages, pages, and streets of eighteenth-century London as England's first modern celebrities performed their own strange and spectacular self-representations. They include the enormous wig that actor Colley Cibber donned in his comic role as Lord Foppington--and that later reappeared on the head of Cibber's cross-dressing daughter, Charlotte Charke. They include the black page of Tristram Shandy, a memorial to the parson Yorick (and author Laurence Sterne), a page so full of ink that it cannot be read. And they include the puffs and prologues that David Garrick used to heighten his publicity while protecting his privacy; the epistolary autobiography, modeled on the sentimental novel, of Garrick's protégée George Anne Bellamy; and the elliptical poems and portraits of the poet, actress, and royal courtesan Mary Robinson, a.k.a. Perdita. Linking all of these representations is a quality that Fawcett terms "over-expression," the unique quality that allows celebrities to meet their spectators' demands for disclosure without giving themselves away. Like a spotlight so brilliant it is blinding, these exaggerated but illegible self-representations suggest a new way of understanding some of the key aspects of celebrity culture, both in the eighteenth century and today. They also challenge divides between theatrical character and novelistic character in eighteenth-century studies, or between performance studies and literary studies today. The book provides an indispensable history for scholars and students in celebrity studies, performance studies, and autobiography—and for anyone curious about the origins of the eighteenth-century self.

    Description: As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy.

Performances such as Fires in the Mirror, The Laramie Project, and The Vagina Monologues have at their best demonstrated how to hold hard conversations about explosive subjects in a liberal democracy. But in this moment of what author Ryan Claycomb terms the “rightward lurch” of western democracies, does this idealized space of democratic deliberation remain effective? In the Lurch asks that question in a pointed and self-reflexive way, tracing the history of this branch of documentary theater with particular attention to the political outcomes and stances these performances seem to seek. Markus Kröger addresses resistance strategies to extractivism and tracks their success, or lack thereof, through a comparison of peaceful and armed resource conflicts, explaining how different means of resistance arise. Using the distinctly different contexts and political systems of Brazil and India highlights the importance of local context for resistance. For example, if there is an armed conflict at a planned mining site, how does this influence the possibility to use peaceful resistance strategies? To answer such questions, Kröger assesses the inter-relations of contentious, electoral, institutional, judicial, and private politics that surround conflicts and interactions, offering a new theoretical framework of “investment politics” that can be applied generally by scholars and students of social movements, environmental studies, and political economy, and even more broadly in Social Scientific and Environmental Policy research. By drawing on a detailed field research and other sources, this book explains precisely which resistance strategies are able to influence both political and economic outcomes. Kröger expands the focus of traditionally Latin American extractivism research to other contexts such as India and the growing extractivist movement in the Global North. In addition, as the book is a multi-sited political ethnography, it will appeal to sociologists, political scientists, anthropologists, geographers, and others using field research among other methods to understand globalization and global political interactions. It is the most comprehensive book on the political economy and ecology of iron ore and steel. This is astonishing, given the fact that iron ore is the second-most important commodity in the world after oil."

Beyond the Makerspace is a longitudinal, ethnographically informed study of a particular Seattle makerspace that begins in 2015 and ends with the closing of the space in 2018. Examining acts of making with objects, tools, words, and relationships, Beyond the Makerspace reads making as a kind of rhetoric, or meaning-making work, and argues that acts of making things are rhetorical in the sense that they are culturally situated and that they mark boundaries of what counts as making and who counts as maker. By focusing on a particular makerspace over time, Shivers-McNair attends to a changing cohort of makerspace regulars as they face challenges of bringing their vision of inclusivity and diversity to fruition, and offers an examination of how makers are made (and unmade, and remade) in a makerspace. Beyond the Makerspace contributes not only to our understanding of making and makerspaces, but also to our understanding of how to study making—and meaning making, more broadly—in ways that examine and intervene in the marking of difference. Thus, the book examines what (and whose) values and practices we are taking up when we identify as makers or when we turn a writing classroom or a library space into a makerspace.

Aim Sinpeng focuses on the people behind popular, large-scale antidemocratic movements that helped bring down democracy in 2006 and 2014 in Thailand. The yellow shirts (PAD—People’s Alliance for Democracy) that are the focus of the book are antidemocratic movements grown out of democratic periods in Thailand, but became the catalyst for the country’s democratic breakdown. Why, when, and how supporters of these movements mobilize offline and online to bring down democracy are some of the key questions that Sinpeng answers. While the book primarily uses a qualitative methodological approach, it also uses several quantitative tools to analyze social media data in the later chapters. This is one of few studies in the field of regime transition that focuses on antidemocratic mobilization and takes the role of social media seriously.

    Campaign Finance and Political Polarization: When Purists Prevail (2021)

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations—rather than directly to candidates—because these organizations tend to be less ideological than the activists who now provide the lion’s share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of “purist” donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: It is commonly believed that a state facing a terrorist threat responds with severe legislation that compromises civil liberties in favour of national security. Roger Douglas compares responses to terrorism by five liberal democracies— the United States, the United Kingdom, Canada, Australia, and New Zealand— over the past 15 years. He examines each nation’s development and implementation of counterterrorism law, specifically in the areas of information gathering, the definition of terrorist offenses, due process for the accused, detention, and torture and other forms of coercive questioning. Douglas finds that terrorist attacks elicit pressures for quick responses, which often allow national governments to accrue additional powers. But emergencies are neither a necessary nor a sufficient condition for such laws, which may persist even after fears have eased. He argues that responses are influenced by institutional interests and prior beliefs and are complicated when the exigencies of office and beliefs point in different directions. He also argues that citizens are wary of government’s impingement on civil liberties and that courts exercise their capacity to restrain the legislative and executive branches. Douglas concludes that the worst anti-terror excesses have taken place outside of, rather than within, the law and that the legacy of 9/11 includes both laws that expand government powers and judicial decisions that limit those very powers. While this book is noteworthy for ordinary readers interested in the case of Bosnian Muslims, it is an important contribution to the scholarly debate on the role of nationalism in the political life of a group and adds an interdisciplinary perspective to comparative politics scholarship by drawing from anthropology, history, geography, and sociology.

    Description: "Senshi was born in 964 and died in 1035, in the Heian period of Japanese history (794–1185). Most of the poems discussed here are what may loosely be called Buddhist poems, since they deal with Buddhist scriptures, practices, and ideas. For this reason, most of them have been treated as examples of a category or subgenre of waka called Shakkyoka, “Buddhist poems.” Yet many Shakkyoka are more like other poems in the waka canon than they are unlike them. In the case of Senshi’s “Buddhist poems,” their language links them to the traditions of secular verse. Moreover, the poems use the essentially secular public literary language of waka to address and express serious and relatively private religious concerns and aspirations. In reading Senshi’s poems, it is as important to think about their relationship to the traditions and conventions of waka and to other waka texts as it is to think about their relationship to Buddhist thoughts, practices, and texts. The Buddhist Poetry of the Great Kamo Priestess creates a context for the reading of Senshi’s poems by presenting what is known and what has been thought about her and them. As such, it is a vital source for any reader of Senshi and other literature of the Heian period."

    Description: Upon its premiere in 1992, Midway’s Mortal Kombat spawned an enormously influential series of fighting games, notorious for their violent “fatality” moves performed by photorealistic characters. Targeted by lawmakers and moral reformers, the series directly inspired the creation of an industrywide rating system for video games and became a referendum on the wide popularity of 16-bit home consoles. Along the way, it became one of the world’s most iconic fighting games, and formed a transmedia franchise that continues to this day. This book traces Mortal Kombat’s history as an American product inspired by both Japanese video games and Chinese martial-arts cinema, its successes and struggles in adapting to new market trends, and the ongoing influence of its secret-strewn narrative world. After outlining the specific elements of gameplay that differentiated Mortal Kombat from its competitors in the coin-op market, David Church examines the various martial-arts films that inspired its Orientalist imagery, helping explain its stereotypical uses of race and gender. He also posits the games as a cultural landmark from a moment when public policy attempted to intervene in both the remediation of cinematic aesthetics within interactive digital games and in the transition of public gaming spaces into the domestic sphere. Finally, the book explores how the franchise attempted to conquer other forms of media in the 1990s, lost ground to a new generation of 3D games in the 2000s, and has successfully rebooted itself in the 2010s to reclaim its legacy.

    Description: Some of theater’s most powerful works in the past thirty years fall into the category of "verbatim theater," socially engaged performances whose texts rely on word-for-word testimony. Performances such as Fires in the Mirror, The Laramie Project, and The Vagina Monologues have at their best demonstrated how to hold hard conversations about explosive subjects in a liberal democracy. But in this moment of what author Ryan Claycomb terms the “rightward lurch” of western democracies, does this idealized space of democratic deliberation remain effective? In the Lurch asks that question in a pointed and self-reflexive way, tracing the history of this branch of documentary theater with particular attention to the political outcomes and stances these performances seem to seek. But this is not just a disinterested history—Claycomb reflects on his own participation in that political fantasy, including earlier scholarly writing that articulated with breathless hopefulness the potential of verbatim theater, and on his own theatrical attendance, imbued with a belief that witnessing this idealized public sphere was a substitute for actual public participation. In the Lurch also recounts the bumpy path towards its completion, two years marked by presidential impeachments, an insurrection, a national reckoning with racism, and a global pandemic. At the heart of the book is a central question: is verbatim theater any longer an effective cultural response to what can look like the possible end of democracy?

    Description: The Chatter of the Visible examines the paradoxical narrative features of the photo montage aesthetics of artists associated with Dada, Constructivism, and the New Objectivity. While montage strategies have commonly been associated with the purposeful interruption of and challenge to narrative consistency and continuity, McBride offers an historicized reappraisal of 1920s and 1930s German photo montage work to show that its peculiar mimicry was less a rejection of narrative and more an extension or permutation of it—a means for thinking in narrative textures exceeding constraints imposed by “flat” print media (especially the novel and other literary genres). McBride’s contribution to the conversation around Weimar-era montage is in her situation of the form of the work as a discursive practice in its own right, which affords humans a new way to negotiate temporality; as a particular mode of thinking that productively relates the particular to the universal; or as a culturally specific form of cognition.

    Description: Any and all songs are capable of being remixed. But not all remixes are treated equally. Rock This Way examines transformative musical works-cover songs, remixes, mash-ups, parodies, and soundalike songs-to discover what contemporary American culture sees as legitimate when it comes to making music that builds upon other songs. Through examples of how popular discussion talked about such songs between 2009 and 2018, Mel Stanfill uses a combination of discourse analysis and digital humanities methods to interrogate our broader understanding of transformative works and where they converge at the legal, economic, and cultural ownership levels. Rock This Way provides a new way of thinking about what it means to re-create and borrow music, how the racial identity of both the reusing artist and the reused artist matters, and the ways in which the law polices artists and their works. Ultimately, Stanfill demonstrates that the extent to which a work is seen as having new expression or meaning is contingent upon notions of creativity, legitimacy, and law, all of which are shaped by white supremacy.
