    Description: Creative Spaces: Urban Culture and Marginality is an interdisciplinary exploration of the different ways in which marginal urban spaces have become privileged locations for creativity in Latin America. The essays within the collection reassess dominant theoretical notions of ‘marginality’ in the region and argue that, in contemporary society, it invariably allows for (if not leads to) the production of the new. While Latin American cities have, since their foundation, always included marginal spaces (due, for example, to the segregation of indigenous groups), the massive expansion of informal housing constructed on occupied land in the second half of the twentieth century have brought them into the collective imaginary like never before. Originally viewed as spaces of deprivation, violence, and dangerous alterity, the urban margins were later romanticized as spaces of opportunity and popular empowerment. Instead, this volume analyses the production of new art forms, political organizations and subjectivities emerging from the urban margins in Latin America, neither condemning nor idealizing the effects they produce. To account for the complex nature of contemporary urban marginality, the volume draws on research from a wide spectrum of disciplines, ranging from cultural and urban studies to architecture and sociology. Thus the collection analyzes how these different conceptions of marginal spaces work together and contribute to the imagined and material reality of the wider city.

    Constituting Workers, Protecting Women (2023)

    Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Description: Materials from the past that wrongly anticipate the future, or present information or judgments that are later proved misleading or erroneous, are sometimes overlooked in reconstructing the past. Yet such documents are as legimiate, and perhaps as important, as those that are vindicated by events or continue to share perspectives with later generations. The five documents reproduced in Nineteenth-Century China are typical of the periods from which they come, but each was overtaken or contradicted by events. Collected with a belief in the legitimacy of attempting to see every period as much as possible in its own terms, these texts offer a glimpse of what China looked like and suggested to Englishmen on the spot in Canton and Hong Kong in the first half of the nineteenth century, and how they viewed their own country and its role vis-à-vis the China they observed. The first two texts in Nineteenth-Century China exemplify the imperialist mind's eagerness to explore the world, to get a picture of all of its parts, and as rapidly as possible to "open" all areas to the benificent influence of the West, notably through an expanded commerce that would enrich its Western masters. Samuel Ball's "Observations" (1817) show how much detailed information was available to Westerners and what the mercantile British were after, and an anonymous dissertation (1838) provides an example of the dream of the China as El Dorado: an immense population of eager traders, hard workers, and willing buyers. The third text (1845) is an early foreshadowing by a colonial official, R. M. Martin, of Western imperial arguments, rationalizations, and attitudes that would become common fifty years later. The fourth selection consists of an exchange of correspondence in 1847 about British access to and use of land in the vicinity of Canton. A short statement of purpose (1848) from the Morrison Education Society, demonstrating a missionary enterprise combining Christian evangelism and English education, concludes the book.

    Description: Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions—earthquakes, internet censorship, and social-media-based guerilla resistance to the ride-sharing industry—to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.

Rhetoric notwithstanding, a careful analysis of such pronouncements is vitally important in following and evaluating the party’s changing lines during this key revolutionary period. The function of the “proletariat” in the complex of policy issues and leadership struggles which developed under the precarious circumstances of those years had an importance out of all proportion to labor’s relatively minor role in the post-1927 Communist led revolution.     Description: What does federalism do to welfare states? This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate.     Daily Life and Demographics in Ancient Japan (2021)

    Description: For centuries, scholars have wondered what daily life was like for the common people of Japan, especially for long bygone eras such as the ancient age (700–1150). Using the discipline of historical demography, William Wayne Farris shows that for most of this era, Japan’s overall population hardly grew at all, hovering around six million for almost five hundred years. The reasons for the stable population were complex. Most importantly, Japan was caught up in an East Asian pandemic that killed both aristocrat and commoner in countless numbers every generation. These epidemics of smallpox, measles, mumps, and dysentery decimated the adult population, resulting in wide-ranging social and economic turmoil. Famine recurred about once every three years, leaving large proportions of the populace malnourished or dead. Ecological degradation of central Japan led to an increased incidence of drought and soil erosion. And war led soldiers to murder innocent bystanders in droves. Under these harsh conditions, agriculture suffered from high rates of field abandonment and poor technological development. Both farming and industry shifted increasingly to labor-saving technologies. With workers at a premium, wages rose. Traders shifted from the use of money to barter. Cities disappeared. The family was an amorphous entity, with women holding high status in a labor-short economy. Broken families and an appallingly high rate of infant mortality were also part of kinship patterns. The average family lived in a cold, drafty dwelling susceptible to fire, wore clothing made of scratchy hemp, consumed meals just barely adequate in the best of times, and suffered from a lack of sanitary conditions that increased the likelihood of disease outbreak. While life was harsh for almost all people from 700 to 1150, these experiences represented investments in human capital that would bear fruit during the medieval epoch (1150–1600).

How did women approach themes commonly considered to be characteristic of the Expressionist movement, and did they address other themes or aesthetics and styles not currently represented in the canon? Women in German Expressionism centers its analysis on gender, together with difference, ethnicity, intersectionality, and identity, to approach artworks and texts in more nuanced ways, engaging solidly established theoretical and sociohistorical approaches that enhance and update our understanding of the material under investigation. It moves beyond the masculine, “New Man,” viewpoint so firmly associated with German Expressionism and examines alternative, critical, and divergent interpretations of the changing world at the time. This collection seeks to broaden the theorization, scholarship, and reception of German Expressionism by—much belatedly—including works by women, and by shifting or redefining firmly established concepts and topics carrying only the imprint of male authors and artists to this day.

    Description: In the latter half of the fourteenth century, at one end of the Eurasian continent, the stage was not yet set for the emergence of modern nation-states. At the other end, the Chinese drove out their Mongol overlords, inaugurated a new native dynasty called Ming (1368–1644), and reasserted the mastery of their national destiny. It was a dramatic era of change, the full significance of which can only be perceived retrospectively. With the establishment of the Ming dynasty, a major historical tension rose into prominence between more absolutist and less absolutist modes of rulership. This produced a distinctive style of rule that modern students have come to call Ming despotism. It proved a capriciously absolutist pattern for Chinese government into our own time. [1, 2 ,3]

    Description: It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N.     Description: This volume reassesses the life and work of Octavia Hill, housing reformer, open space campaigner, co-founder of the National Trust, founder of the Army Cadet Force, and the first woman to be invited to sit on a royal commission. In her lifetime, if not a household name, Octavia Hill was widely regarded as an authority on a broad range of acknowledged social problems, particularly housing and poverty. Yet despite her early pre-eminence, subsequent attempts by family members to keep her memory alive, and the remarkable success of the institutions which she helped to found, Hill fell from public favour in the twentieth century. The fourteen chapters in this book will help to provide a more nuanced portrait of Hill and her work in a broader context of social change, reflecting recent scholarship on nineteenth-century society in general, and on philanthropy and preservation, and women's role in them, in particular.

    Description: Many histories of Ancient Greece center their stories on Athens, but what would that history look like if they didn’t? There is another way to tell this story, one that situates Greek history in terms of the relationships between smaller Greek cities and in contact with the wider Mediterranean. In this book, author Joshua P. Nudell offers a new history of the period from the Persian wars to wars that followed the death of Alexander the Great, from the perspective of Ionia. While recent scholarship has increasingly treated Greece through the lenses of regional, polis, and local interaction, there has not yet been a dedicated study of Classical Ionia. This book fills this clear gap in the literature while offering Ionia as a prism through which to better understand Classical Greece. This book offers a clear and accessible narrative of the period between the Persian Wars and the wars of the early Hellenistic period, two nominal liberations of the region. The volume complements existing histories of Classical Greece. Close inspection reveals that the Ionians were active partners in the imperial endeavor, even as imperial competition constrained local decision-making and exacerbated local and regional tensions. At the same time, the book offers interventions on critical issues related to Ionia such as the Athenian conquest of Samos, rhetoric about the freedom of the Greeks, the relationship between Ionian temple construction and economic activity, the status of the Panionion, Ionian poleis and their relationship with local communities beyond the circle of the dodecapolis, and the importance of historical memory to our understanding of ancient Greece. The result is a picture of an Aegean world that is more complex and less beholden narratives that give primacy to the imperial actors at the expense of local developments.

    Description: In the first study of Two Studies on Ming History , Charles O. Hucker presents an account of a military campaign that provides insight into the nature of civil officials' authority, decision-making, and relationship with the Ming court. In the spring and summer of 1556, a Chinese renegade named Hsü Hai led an invading group of Japanese and Chinese soldiers on a plundering foray through the northeastern sector of Chekiang province. Opposing them was a military establishment that for years past had been battered by coastal raiders, now under the control of an ambitious and clever official named Hu Tsung-hsien. The campaign was not one of the most consequential in China's military history, even during the Ming dynasty (1368–1644). But it was famous and well reported in its time, and it illustrates some of the unusual ways in which the Chinese of the imperial age coped with the often unusual military problems they faced. In the second part of Two Studies, Hucker presents a translation of K'ai-tu ch'uan-hsin, a popular narrative of a spontaneous demonstration in which literati and commoners alike rose up to defend an austere and incorruptible adherent to Confucian morality who had been doomed to die because of his defiance of the ruthless and heterodox clique that had usurped imperial power. In 1626, Chinese political morality was at one of its lowest ebbs. On the throne at Peking was an incompetent twenty-one-year-old emperor who was much too occupied with puttering at carpentry to pay attention to the government. Into the vacuum stepped Wei Chung-hsien, the favorite of the emperor's governess. Wei used brutal terror to make himself undisputed master of the vast bureaucratic mechanism that administered China. One of Wei's many victims was Chou Shun-ch'ang, a member of the official class who was said to have hated evil as a personal enemy. Chou became critical of Wei, an order was put out for Chou's arrest, and a popular uprising occurred in protest.

    Description: Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems.     Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years—high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor—that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates. No specialized training in economics is needed.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: The Jazz Republic examines jazz music and the jazz artists who shaped Germany’s exposure to this African American art form from 1919 through 1933. Jonathan O. Wipplinger explores the history of jazz in Germany as well as the roles that music, race (especially Blackness), and America played in German culture and follows the debate over jazz through the fourteen years of Germany’s first democracy. He explores visiting jazz musicians including the African American Sam Wooding and the white American Paul Whiteman and how their performances were received by German critics and artists. The Jazz Republic also engages with the meaning of jazz in debates over changing gender norms and jazz’s status between paradigms of high and low culture.  By looking at German translations of Langston Hughes’s poetry, as well as Theodor W. Adorno’s controversial rejection of jazz in light of racial persecution, Wipplinger examines how jazz came to be part of German cultural production more broadly in both the US and Germany, in the early 1930s. Using a wide array of sources from newspapers, modernist and popular journals, as well as items from the music press, this work intervenes in the debate over the German encounter with jazz by arguing that the music was no mere “symbol” of Weimar’s modernism and modernity. Rather than reflecting intra-German and/or European debates, it suggests that jazz and its practitioners, African American, white American, Afro-European, German and otherwise, shaped Weimar culture in a central way.

The essays are new, but they draw on book chapters and journal articles published (mainly in Portuguese) and public lectures delivered in the ten years since his retirement as founding Director of the University of Oxford Centre for Brazilian Studies in 2007. In an autobiographical Introduction (Why Brazil?) Professor Bethell describes how, from the most unlikely of backgrounds, he became a historian of Brazil and how he came to devote much of his long academic career to the promotion and development of Brazilian studies in UK (and, to a lesser extent, US) universities.

    Description: Shanghai’s January Revolution was a highly visible and, by all accounts, crucially important event in China’s Cultural Revolution. Its occurrence, along with the subsequent attempt to establish a “commune” form of municipal government, has greatly shaped our understanding both of the goals originally envisaged for the Cultural Revolution by its leaders and of the political positions held by the new corps of Party leaders thrust upward during its course—most notably Chang Ch’un ch’iao. At this interpretive level, the events in Shanghai seem to embody in microcosm the issues and conflicts in Chinese politics during the Cultural Revolution as a whole, while at the same time shaping our conception of what these larger issues and conflicts were. At the more general, theoretical level, however, the events in Shanghai provide us with an unusual opportunity (thanks to Red Guard raids on Party offices) to view the internal workings of the Party organization under a period of stress and to observe unrestrained interest group formation and mass political conflict through the press accounts provided by these unofficial groups themselves. The January Revolution thus provides us with an opportunity to develop better our more abstract, theoretical understanding of the functioning of the Chinese political system and the dynamics of the social system in which it operates.     Description: Opposing Democracy in the Digital Age is about why ordinary people in a democratizing state oppose democracy and how they leverage both traditional and social media to do so. Aim Sinpeng focuses on the people behind popular, large-scale antidemocratic movements that helped bring down democracy in 2006 and 2014 in Thailand. The yellow shirts (PAD—People’s Alliance for Democracy) that are the focus of the book are antidemocratic movements grown out of democratic periods in Thailand, but became the catalyst for the country’s democratic breakdown. Why, when, and how supporters of these movements mobilize offline and online to bring down democracy are some of the key questions that Sinpeng answers. While the book primarily uses a qualitative methodological approach, it also uses several quantitative tools to analyze social media data in the later chapters. This is one of few studies in the field of regime transition that focuses on antidemocratic mobilization and takes the role of social media seriously.

    Campaign Finance and Political Polarization: When Purists Prevail (2021)

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations—rather than directly to candidates—because these organizations tend to be less ideological than the activists who now provide the lion’s share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of “purist” donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption.     Description: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

    Description: International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.

    Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. Scriptures, Shrines, Scapegoats, and World Politics offers a comprehensive evaluation of the role of religion in international relations, broadening the scope of investigation to such topics as the relationship between religion and cooperation, religion and conflict, and the relationship between religion and the quality of life. Religion is often manipulated by political elites to advance their principal goal of political survival. Zeev Maoz and Errol A. Henderson find that no specific religion is either consistently more bellicose or consistently more cooperative than other religions. However, religious similarity between states tends to reduce the propensity of conflict and increase the opportunity for security cooperation. The authors find a significant relationship between secularism and human security.

    Description: Liberalism and Transformation is the first scholarly work that explores the historical, philosophical, and intellectual development of global liberalism since the nineteenth century in the context of the deployment of violence, force, and intervention. Using an approach that includes interpretive and contextual analysis of texts from writers, philosophers, and policy-makers across nearly two centuries, as well as historiographical and historical analysis of archival documents (some of which have been recently declassified) and other media, Liberalism and Transformation narrates the messy history of emancipatory liberalism and its engagement with issues of war and peace. The book contributes to both a rethinking of liberal democracy and its relationship to world politics, as well as the effects of liberal internationalism on global processes. Furthermore, Liberalism and Transformation invites readers to reflect on global ethics and transformation in world politics. In the first place, it shows how ethical imaginings of the world have direct effects on actions of transformative importance. In the second place, it suggests that discourses are fluid, changing, and complex.

They pioneered an interest in indigenous languages and cultures, compiling dictionaries and writing some of the earliest ethnographies of the region. On their estates and in the missions they introduced new plants, livestock, and agricultural techniques, such as irrigation.     Description: The Family Firm presents the first major historical analysis of the transformation of the royal household’s public relations strategy in the period 1932-1953. Beginning with King George V’s first Christmas broadcast, Buckingham Palace worked with the Church of England and the media to initiate a new phase in the House of Windsor’s approach to publicity. This book also focuses on audience reception by exploring how British readers, listeners, and viewers made sense of royalty’s new media image. It argues that the monarchy’s deliberate elevation of a more informal and vulnerable family-centred image strengthened the emotional connections that members of the public forged with the royals, and that the tightening of these bonds had a unifying effect on national life in the unstable years during and either side of the Second World War. Crucially, The Family Firm also contends that the royal household’s media strategy after 1936 helped to restore public confidence in a Crown that was severely shaken by the abdication of King Edward VIII.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Symbolic Objects in Contentious Politics (2023)

    Description: When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist’s yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.

    Description: China’s news sector is a place where newsmakers, advertising executives, company bosses, and Party officials engage one another in contingent and evolving arrangements that run from cooperation and collaboration to manipulation and betrayal. Drawing on long-term ethnographic fieldwork with journalists, editors, and executives at a newspaper in Guangzhou, The Currency of Truth brings its readers into the lives of the people who write, publish, and profit from news in this milieu. The book shows that far from working as mere cogs in a Party propaganda machine, these individuals are immersed in fluidly shifting networks of formal and informal relationships, which they carefully navigate to pursue diverse goals. In The Currency of Truth, Emily H. C. Chua argues that news in China works less as a medium of mass communication than as a kind of currency as industry players make and use news articles to create agreements, build connections, and protect and advance their positions against one another. Looking at the ethical and professional principles that well-intentioned and civically minded journalists strive to uphold, and the challenges and doubts that they grapple with in the process, Chua brings her findings into conversation around “post-truth” news and the “crisis” of professional journalism in the West. The book encourages readers to rethink contemporary news, arguing that rather than setting out from the assumption that news works either to inform or deceive its publics, we should explore the “post-public” social and political imaginaries emerging among today’s newsmakers and remaking the terms of their practice.

    Description: Territory is shifting. No longer defined by the dotted line of the border or the national footprint of soil, today’s territories are enacted through data infrastructures. From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power. Luke Munn stages an interdisciplinary intervention over six chapters, drawing upon a wide range of literature from technical documents and activist accounts, and bringing insights from media studies, migration studies, political theory, and cultural and social studies to bear on these new sociotechnical conditions.

Crucial questions either remain unanswered or have been given answers which derive from conflicting interpretations. To what period can the direct origins of the Cultural Revolution be traced? What issues, if any, divided the leadership, and how deep were these divisions? What was the state of power relations and what was Mao’s position? Why did developments in the period preceding the Cultural Revolution reach a climax in such a convulsion? Between Two Plenums examines these questions as they apply to the years 1959–1962. At base, the perspective of pre-Cultural Revolution politics adopted therein is that of “conflict” rather than “consensus.” From this vantage point, the Eighth and Tenth Plenums loom in retrospect as important watersheds in the development of the intraleadership conflict which culminated in the great upheaval.

Unrestrained, state legislators drew and redrew districts to suit their own partisan agendas. With the rise of the "one-person, one-vote" doctrine and the implementation of the Voting Rights Act of 1965, however, redistricting became subject to court oversight.Engstrom evaluates the abundant cross-sectional and temporal variation in redistricting plans and their electoral results from all the states, from 1789 through the 1960s, to identify the causes and consequences of partisan redistricting. His analysis reveals that districting practices across states and over time systematically affected the competitiveness of congressional elections; shaped the partisan composition of congressional delegations; and, on occasion, determined party control of the House of Representatives. Partisan Gerrymandering and the Construction of American Democracy provides a rich look at the practice of gerrymandering. It is a nice mix of history and quantitative analysis.

Sean Richey shows that how politicians talk about immigrants affects how their children perceive America and their feelings about the nation.     Description: The Taiwan Voter examines the critical role ethnic and national identities play in politics, utilizing the case of Taiwan. Although elections there often raise international tensions, and have led to military demonstrations by China, no scholarly books have examined how Taiwan’s voters make electoral choices in a dangerous environment. Critiquing the conventional interpretation of politics as an ideological battle between liberals and conservatives, The Taiwan Voter demonstrates in Taiwan the party system and voters’ responses are shaped by one powerful determinant of national identity—the China factor. Taiwan’s electoral politics draws international scholarly interest because of the prominent role of ethnic and national identification. While in most countries the many tangled strands of competing identities are daunting for scholarly analysis, in Taiwan the cleavages are powerful and limited in number, so the logic of interrelationships among issues, partisanship, and identity are particularly clear. The Taiwan Voter unites experts to investigate the ways in which social identities, policy views, and partisan preferences intersect and influence each other. These novel findings have wide applicability to other countries, and will be of interest to a broad range of social scientists interested in identity politics.

    Description: The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

    Description: The State You See uncovers a racial gap in the way the American government appears in people’s lives. It makes it clear that public policy changes over the last fifty years have driven all Americans to distrust the government that they see in their lives, even though Americans of different races are not seeing the same kind of government. For white people, these policy changes have involved a rising number of generous benefits submerged within America’s tax code, which taken together cost the government more than Social Security and Medicare combined. Political attention focused on this has helped make welfare and taxes more visible representations of government for white Americans. As a result, white people are left with the misperception that government does nothing for them, apart from take their tax money to spend on welfare. Distrust of government is the result. For people of color, distrust is also rampant but for different reasons. Over the last fifty years, America has witnessed increasingly overbearing policing and swelling incarceration numbers. These changes have disproportionately impacted communities of color, helping to make the criminal legal system a unique visible manifestation of government in these communities. While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy. The State You See is essential reading for anyone interested in understanding how the American government engages in subtle forms of discrimination and how it continues to uphold racial inequality in the present day.

    Description: The war of 1914–18 was the first great conflict to be fought between highly industrial societies able to manufacture and transport immense quantities of goods to the field of battle. In Civilian Specialists at War, Christopher Phillips examines the manner in which Britain’s industrial society influenced the character and conduct of industrial warfare. This book analyses the multiple connections between the military, the government and the senior executives of some of pre-war Britain’s largest companies. It illustrates the British army’s evolving response to the First World War and the role to be played by non-military expertise in the prosecution of such a conflict. This study demonstrates that pre-existing professional relationships between the army, the government and private enterprise were exploited throughout the conflict. It details how civilian technologies facilitated the prosecution of war on an unprecedented scale, while showing how British experts were constrained by the political and military demands of coalition warfare. Civilian Specialists at War reveals that Britain’s transport experts were a key component in the country’s conduct of the First World War.

    Description: Before Tai Hsüan-chih’s work on the Red Spear Society, the subject was a little understood movement that seemed of only passing interest to scholars of China—intriguing for its peculiar beliefs and rituals, perhaps, but hardly of central importance to modern Chinese history. Today, however, thanks in no small measure to the pioneering work of Professor Tai, the Red Spears have gained a secure niche in scholarship on modern China. Their numbers (reaching perhaps some three million participants at the height of the movement) and enduring (lasting intermittently for several decades) should stand as reason enough for the recent scholarly attention. But the Red Spears have generated interest for other reasons as well. As research has developed into the history both of China’s traditional rural rebellions and of her Communist revolution has developed over the past few years, the Red Spears have assumed increasing significance. A movement which bore marked similarities to earlier Chinese uprisings (most notably the Boxers), the Red Spears nevertheless operated in a later period of history (right through the middle of the twentieth century) which brought them in direct contact with Communist revolutionaries. An analysis of the Red Spears thus becomes important both for what it can tell us about longstanding patterns of rural rebellion in China, and for what it suggests about the nature of Chinese revolution.

    Description: Economic development in mainland China during the first two decades of Communist control provides a typical example for the difficult task to transform a vast underdeveloped agrarian economy into a modern industrial one. In the first half of this period, a series of massive transformations of social and economic institutions was accompanied by a drafted industrialization program; the result was an impressive speed-up in economic growth. The second decade witnessed an economic crisis (1960–62) and a political upheaval (1966–68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate. The Economy of Communist China reviews selected aspects of the economy. After examining the development strategy, it analyzes the quantitative trends and the structural changes. The book goes on to analyze the key factors contributing to the earlier growth and the elements responsible for the later disruption and finally assesses the impact of the Cultural Revolution on the Chinese economy and the prospects of the current Third Five-Year Plan. The text includes a bibliography of selected materials on Chinese economic development.

    Description: In recent years, child migrants from Central America have arrived in the United States in unprecedented numbers. But whilst minors from Honduras, Guatemala and El Salvador make the perilous journey to the north, their Nicaraguan peers have remained in Central America. Nicaragua also enjoys lower murder rates and far fewer gang problems when compared with her neighbours. Why is Nicaragua so different? The present government has promulgated a discourse of Nicaraguan exceptionalism, arguing that Nicaragua is unique thanks to heritage of the 1979 Sandinista revolution. This volume critically interrogates that claim, asking whether the legacy of the revolution is truly exceptional. An interdisciplinary work, the book brings together historians, anthropologists and sociologists to explore the multifarious ways in which the revolutionary past continues to shape public policy - and daily life - in Nicaragua’s tumultuous present.
