    Description: Sustainable Urban Mobility Pathways examines how sustainable urban mobility solutions contribute to achieving worldwide sustainable development and global climate change targets, while also identifying barriers to implementation and strategies to overcome them. Building on city-to-city cooperation experiences in Europe, Asia, Africa and Latin America, the book examines key challenges in the context of the Paris Agreement, UN Sustainable Development Goals and the New Urban Agenda, including policies needed to achieve a sustainable, low-carbon pathway for transport and how an integrated policy strategy is designed to provide a basis for political coalitions. The book explores which institutional framework creates sufficient political stability and continuity to foster the take-up of and long-term support for sustainable transport strategies. The linkages of climate change and wider sustainable development objectives are covered, including success stories, best practices, and quantitative analysis for key emerging economies in public transport, walking, cycling, freight and logistics, vehicle technology and fuels, urban planning and integration, and national framework policies.

    Description: This Topic Guide aims to provide answers to the question: "How can transport products, services and works be delivered sustainably?". Public procurement accounts for about 19% of the European Union's GDP and thus is a powerful lever to support the transition of urban mobility. The purchasing power of municipalities and regions can create a critical demand for innovative and green goods, services and business models such as low emission vehicles or shared mobility solutions. Public procurement can increase their competitiveness and availability, and thus trigger the market penetration of innovative products and services. The Guide discusses the general concept of sustainable public procurement, the legislative environment in the EU and leads through the different stages of a procurement process for SUMP (Sustainable Urban Mobility Planning) measures in a stepwise approach. It also discusses different inherent principles of sustainable public procurement in the field of urban mobility such as life cycle costing and how these can be applied. In so doing, it points to relevant further guidance discussing specific issues and concepts.

    Description: This report on urban mobility performance measurement is aimed at enabling stake- holders of the city of Bucharest and the public to understand their current urban mobility situation through a point-based results framework. It shall provide the city of Bucharest with a yardstick to measure its performance and benchmark the progress against some of its counterparts. It measures the urban mobility and compares it with 13 other European cities: Berlin, London, Vienna, Brussels, Moscow, Rome, Zurich, Paris, Amsterdam, Copenhagen, Oslo, Budapest and Madrid. Similar to many other European cities, Bucharest employs a Sustainable Urban Mobility Plan (SUMP) in order to continuously improve urban transport and mobility and to make it more sustainable. In this respect, the report should also be regarded as a document which supports the stakeholders in Bucharest in their efforts to develop transport and mobility in the city more sustainable.

    Description: The transformation of urban mobility systems causes financial costs for the procurement and operation of innovative products and services and for the adaptation of existing infrastructure. While public budgets are limited, investments in infrastructure and transport services compete against other spending priorities, and private investors often are reluctant to invest into sustainable transport projects. Thus, cities need to seek additional funding and financing options and to develop business models to attract private sector investments in the development of the urban transport system. Moreover, financing schemes should cover the entire SUMP (Sustainable Urban Mobility Planning) cycle, starting from planning, to project implementation and procurement up to the operation and maintenance of services and infrastructures. This requires the blending of different revenue sources, including: project related revenue sources such as public transport fares and the lease of advertising space in buses; the extension of the local tax base, for example through the introduction of road user charges and parking fees or the use of value capture mechanisms; National, bilateral, and European grants; Debt financing through loans and other instruments such as issuing green bonds. Finally, a prudential engagement of the private sector in infrastructure development and service provision can reduce the direct burden on public budgets while enhancing service quality. The applicability of specific financing options critically depends on the national legislative environment. Many of the instruments and case examples presented here may not be transferred to other Member States due to the different distribution of responsibilities and powers between the political levels in the Member States. This report, however, can inspire the search for potential funding and financing sources and is therefore aimed not only at local and regional authorities but also at decisionmakers at the national level. Still, whether a specific instrument can be used in a Member State needs to be assessed on a case-by-case base.

    Description: The transformation of cities towards sustainable and inclusive development is a key objective of the New Urban Agenda (United Nations 2017). Transport infrastructure is a critical factor in shaping cities, determining the energy intensity of mobility and providing access to essential social and economic opportunities. The sector also plays an important role in global climate change mitigation strategies, as it currently accounts for about 23% of global energy-related greenhouse gas emissions (IPCC 2014). There is substantial potential to improve urban access, air quality, safety and the quality of life in cities along with reducing Greenhouse Gas Emissions if an integrated policy approach is applied that combines all intervention areas for transport policy and involves all levels of government. A package that achieves low-carbon transport and fosters sustainable developed includes avoided journeys through compact urban design and shifts to more efficient modes of transport, uptake of improved vehicle and engine performance technologies, low-carbon fuels, investments in related infrastructure, and changes in the built environment. From a governance perspective, all relevant political institutions at the local and national level need to be involved in the coalition building along with key societal actors, such as unions, industry and civil society organisations. Bringing the policy objectives of these actors together with an integrated policy package is a vital step towards a low-carbon, sustainable mobility system. Policy design and governance are critically interlinked as the ability of institutions to find a political consensus and to maintain policy stability heavily influences the success of measures to shape the transformation pathway towards sustainable mobility. This thesis aims to analyse these linkages and highlight the role of different policy and governance approaches. This analysis builds on transport and urban development research, but takes a transdisciplinary research perspective, building on the Multi-Level-Perspective on sustainability transitions (Geels 2002) and aims to highlight the potential for a consensus oriented policy approach (Lijphard 1999) that builds on co-benefits among key policy objectives and coalitions among key political actors, which leads to the main question for this thesis and the focus areas for the analysis.

    Description: An index of accessibility-based vulnerability is created based on a definition of transport-user vulnerability regarding transport accessibility created for the EMPOWER project, in order to assess the project's key performance indicator of the inclusion of vulnerable people in the project's scheme. The objective of the index is to account for various individual vulnerability aspects, but also for the "multi-dimensionality" of vulnerability, i.e. individuals may be vulnerable because of one specific aspect (e.g., disability), or they may be vulnerable because of multiple aspects which, if assessed in isolation, wouldn't classify the individual as vulnerable. Users of the project scheme in the Dutch city of Enschede are surveyed on, inter alia, their vulnerability based on this definition, according to their income, mobility budget, physical mobility, age, gender, living situation, nation of birth, and education. According to individual questions, 1% to 54% (single parents and females, respectively) of respondents have some level of vulnerability. According to the index, 23–36% of respondents can be considered to be vulnerable. Suitably modified for local conditions, the index is relevant to cities, especially quickly developing cities where congestion reduction is or has been a priority, insofar as it offers a way of measuring and monitoring the vulnerability of the users of their transport system. Finally, steps to adapt the index to other settings (cities or countries) are discussed.

    Description: This paper investigates the multimodal nature of urban congestion and network performance, with the aim of developing practice ready policy tools to alleviate the adverse effects of excess demand, no matter in which mode it realizes. As part of the efforts to get an overall understanding of how congestion is defined in various disciplines, we conduct a literature review of relevant engineering and microeconomics studies. The investigation reveals the main areas where contradiction can be identified between engineering and economics approaches. In a second step, we investigate the results of an expert survey about the principles of congestion analysis from a multimodal perspective. The main contribution of the paper is twofold. First, we draw attention to the pitfalls of oversimplified and narrow viewpoints on congestion. Second, we operationalize these principles in order to enable decision makers to assess the impact of urban transport measures on congestion.

The ranking, compiled by the Wuppertal Institute and funded by Greenpeace, compared 13 metropolises in terms of public transport, road safety, air quality, mobility management, and the proportion of cyclists and pedestrians. The result: Amsterdam and Copenhagen, residents travel about a third of their trips by bicycle, and these cities have the fewest bicycle accidents.

    Description: In this policy paper we discuss policy instruments which can help to decarbonise passenger cars in the European Union. We elaborate to what extent these policy instruments are effective, technology-neutral, predictable, cost-effective and enforceable. Based on these criteria, we develop recommendations for the European Union and its Member States on (1) how to shape their policy frameworks in order to achieve existing climate change mitigation targets; (2) how to support car manufacturers in selling innovative and competitive products; and (3) how to encourage consumers in Europe to purchase appropriate vehicles. We conclude that favourable policy instruments are used, but there is a strong need for adjustment and further development. The effectiveness of the current EU emission standard should be further increased by turning away from granting "super-credits" and introducing a size-based (instead of weight-based) credit system. Moreover, its overall ambition is questionable and the existing compliance mechanisms should be sharpened. Fuel taxes are an effective means to push consumers to buy energy-efficient cars. However, a sharp increase may not have the desired effects. Instead, the Member States should harmonise their excise duties at the level of those Member States, which currently impose the highest taxes (Netherlands, Italy). This includes the abolition of any diesel tax bonus. An introduction and harmonisation of vehicle taxes (purchase and circulation) should be based on a vehicle's energy consumption. Additionally, reformation efforts should aim to change the taxation of company cars in a way that vehicle sizes are reduced over time. Ambitious Member States may also want to introduce a sales quota for electric vehicles. Sales quotas are a very cost-effective policy instrument provided that the mandated technology will achieve a certain market share. This may be assumed for battery-electric vehicles. Further supportive instruments that should be considered are eco-labelling, public procurement and purchase incentives. However, the latter instrument's effectiveness is debatable and its implementation should therefore not be a Member State's priority.

    Description: As of June 2017, 150 countries have ratified the Paris Climate Agreement. This agreement calls for, among other things, strong reductions in CO2 emissions by 2030 and beyond. This paper reviews the Nationally Determined Contribution (NDCs) plans of six Association of Southeast Asian Nations (ASEAN) countries and compares their current and projected future CO2 levels across sectors, and their stated targets in the context of their economic and demographic situations. This comparison reveals wide variations in the types of targets, with the "ambition" level changing as the perspective changes from total CO2 to CO2/capita and per unit gross domestic product (GDP). We also review national plans as stated in NDCs and find that while there are many types of policies listed, few are quantified and no attempts are made to score individual or groups of policies for their likelihood in achieving stated targets. We conclude that more analysis is needed to better understand the possible impacts of current policies and plans on CO2 emissions, and whether current plans are adequate to hit targets. Considerations on better aligning targets are also provided.

    Description: The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study.     Description: Considering the role of transport for a 1.5 Degree stabilization pathway and the importance of light-duty vehicle fuel efficiency within that, it is important to understand the key elements of a policy package to shape the energy efficiency of the vehicle fleet. This paper presents an analysis focusing on three types of policy measures: (1) CO2 emission standards for new vehicles, (2) vehicle taxation directly and indirectly based on CO2 emission levels, and (3) fuel taxation. The paper compares the policies in the G20 economies and estimates the financial impact of those policies using the example of a Ford Focus vehicle model. This analysis is a contribution to the assessment of the role of the transport sector in global decarbonisation efforts. The findings of this paper show that only an integrated approach of regulatory and fiscal policy measures can yield substantial efficiency gains in the vehicle fleet and can curb vehicle kilometres travelled by individual motorised transport. Using the illustrative example of one vehicle model, the case study analysis shows that isolated measures, e.g. fuel efficiency regulation without corresponding fuel and vehicle taxes only have minor CO2 emission reduction effects and that policy measures need to be combined in order to achieve substantial emission reduction gains over time. The analysis shows that the highest level of impact is achieved by a combination regulatory and fiscal policies rather than only one policy even if this policy is more aggressive. When estimating the quantitative effect of fuel efficiency standards, vehicle and fuel tax, the analysis shows that substantial gains with regard to CO2 emission are only achieved at a financial impact level above 500 Euros over a four year period.

    Description: The Portfolio of Measures describes the actual effects of different types of measures on congestion by presenting case studies and drawing conclusions out of them. The portfolio presents information on the potential of walking and cycling measures to relieve urban congestion. Cities are actively seeking information and implementation experience from other cities. However, information available on websites, portals and good-practice guides is of mixed quality. In providing more information on the impact of walking and cycling measures, this portfolio aims at contributing to political agenda setting and measure selection. The first part of the portfolio provides some general findings about the role of walking and cycling measures in relieving congestion, based on literature review and an expert survey carried out within the FLOW project. It is then followed by 20 cases in which walking measures, cycling measures or combinations of measures have been successfully implemented in Europe and abroad. The case studies have been clustered in five big groups according to their topics: Cycling infrastructure (moving traffic); Walking and Cycling Infrastructure (moving traffic); Cycling infrastructure (parking and bike sharing); Traffic management strategies; Mobility management and Measures for more than one mode. The final chapter summarises the effects of the 20 cases and elaborates some general lessons learned. On general finding is - the measures described have helped reduce congestion or at least have increased walking and/or cycling levels without increasing congestion.

    Description: This policy brief discusses the importance of SUMPs (Sustainable Urban Mobility Plans). We test the hypothesis that the development of an ambitious plan in itself does not necessarily translate into successful policies and measures and in actual sustainable urban mobility. We find that the existence of a SUMP correlates positively with a higher share of public transport but that the existence of a SUMP does not as yet have a significant impact on the overall share of non-motorised modes of transport.

    Description: Six German scenario studies on urban passenger transport for Munich 2058, Wuppertal 2050, Eastern Ruhr Region 2030, Tuebingen 2030, Cologne 2020 and Hanover Region 2020 investigate the key question: With which strategies and on what kind of scale, is it possible to reduce the carbon dioxide emissions of urban passenger transport to accomplish the 2 °C climate protection goal with a consequently huge reduction of greenhouse gas emissions by 80% to 95% by 2050 in relation to the base year 1990? The scenarios show that the major challenge of a "climate-friendly city transport" can be achieved by appropriate measures (regarding direction and scale): in small and medium-sized cities, large cities, cities of over a million people, and metropolitan regions. The scenarios demonstrate the extent to which the considered measures contribute to the CO2 reduction, and which gap to the achievement of the goal remains if that which is currently regarded as realistic in practice is really implemented in future. Thus, they illustrate the conflict between that which is necessary for climate protection and that which is currently considered feasible in politics. The scenarios show that it is essential to act quickly and appropriately, and not hesitantly or without conviction.

    Description: The so-called "Semesterticket" is a special tariff for university students in Germany which enables them to use public transport in the area of their university. Semester tickets are financed in solidarity by the students: If a university runs a semester ticket, all students automatically have to buy a ticket for one semester (6 months), regardless of whether they want to use public transport or not. In return, the students can use public transport in the area of their university for a very low semester contribution as much as they want without purchasing any extra tickets. In Germany, the first semester ticket was introduced 25 years ago in Darmstadt (1991) as a result of student initiatives. Today, most German universities run a semester ticket. This article describes the concept of semester tickets in Germany, their development over the time and presents empirical research data on student acceptance and the effects of semester tickets on mode shift to public transport and the reduction of car ownership.

    Description: In 2009, the German government launched its "National Development Plan for Electric Mobility" which set the concrete target of having 1 million electric vehicles on the road by 2020. However, there have been hypes around e-mobility before and even if this goal were to be reached, a merely quantitative aim of a certain number of electric vehicles will not suffice to contribute to a more sustainable development in transport. This requires a more comprehensive vision of sustainable e-mobility as a system innovation. Thus, the question addressed in this thesis is: How can we assess - at this critical early stage - whether there is potential for e-mobility developing as a sustainable system innovation? A theoretical framework will be developed for assessing the potential of a wider transition at an early stage by analyzing current patterns of socio-technical co-evolution and embedding these in a wider framework of the structural dynamics involved in transitions. The aim of the analysis is to identify whether 'system-innovative' projects do emerge in the case of Germany/Baden-Württemberg and what patterns (e.g. in terms of specific actor constellations, institutional adjustments etc.) can explain this. It will be shown that the system-innovative potential of this e-mobility niche remains limited, due to the powerful influence of incumbents, conflicting political goals and traditional science approaches. A few more system-innovative activities emerge where powerful actors from outside are involved, who are capable of viewing mobility in a more systemic way (e.g. actors from the public transport or housing sector). It is argued that the role of large demonstration projects is important, but they need to be designed as transdisciplinary research projects from the beginning.

    Description: Considerable efficiency gains can be made costeffectively to set the transport sector on a sustainable development pathway. They can be achieved through already available technologies and practices, which will not only reduce greenhouse gas emissions significantly, but also generate social, environmental and economic co-benefits. However, progress in the take-up of low-carbon mobility measures substantially lags behind the potential. A number of barriers contribute to this lack of uptake. This paper explores those barriers by focusing on vehicle fuel efficiency in particular, but will also touch on the wider policy framework to improve the efficiency of the transport sector and reduce emissions. The paper suggests that a combination of fuel pricing, differentiated vehicle taxation, vehicle standards and the provision of modal choice are necessary to minimise rebound effects and significantly curb transport sector greenhouse gas emissions at low- or even negative cost.

    Description: The current momentum in the electrification of the car fuels hope for a transition in mobility. However, electric vehicles have failed before and it is thus asked: What is the potential of e-mobility developing as a sustainable system innovation? In order to deal with this challenge analytically, a theoretical framework is developed: the concepts of transformative capacity of a new technology (do electric vehicles trigger "social" innovations, e.g. new business models or use patterns?) and system adaptability (how stable is the mobility regime?) are introduced and the issue of sustainability is discussed. This framework will be explored for the German innovation system for e-mobility. It can be shown that electric cars will only be successful when part of a system innovation and that the German innovation system is dominated by regime actors and thus potentially used as a way to fend off more substantial change.

    Description: Investments in urban transport should deliver the maximum economic, social and environmental benefits; in times of constrained budgets, projects' economic viability is often the deciding factor. This paper discusses the current practices and challenges facing cities in assessing urban transport interventions. On this basis, it develops options for decision-makers to appraise small-scale, sustainable urban transport policy measures. The analysis of current appraisal practice shows that data requirements and complexity are cities’ main obstacles appraising projects and comparing potential alternatives. Additionally, there is often a risk that project appraisal enters the planning process too late to play any meaningful role. Conducting a Cost-benefit analysis (CBA) ex-ante is often only approved if the implementation of the measure in question is already likely. Often, a CBA is a means to access funds rather than a basis for decision-making. Project appraisal of small-scale and non-infrastructure-based measures is often simply too expensive. On the basis of these findings, the paper discusses the following alternatives to comprehensive CBAs: 1) learn from others, 2) use a simplified assessment method, 3) rely on norms and values. All of these options aim to cope with the trade-off between effort and certitude. In practice, some policy-makers may already apply one or more of these options, but this has not been documented in a systematic manner. A systematic documentation of such practices could be a major step forward for implementation of sustainable and integrated urban transport projects, as it would shed some light on the reasoning behind decisions, from which conclusions could be drawn on the likely follow-on effects thereof and also possible improvements to the process.

    Description: During the TOR-1 passive seismic experiment in 1996/97, a maximum of 139 temporary seismograph stations were operating over the Sorgenfrei-Tornquist Zone (STZ) in an area extending from northern Germany through Denmark to central Sweden. One of the objectives was to study horizontal anisotropy directions in the subcrustal lithosphere and asthenosphere across the Trans-European Suture Zone. To achieve this goal,broad-band and intermediate-period (5 s) data of the TOR-1 stations and additional stations of permanent networks (GRSN, GEOFON) were analysed for splitting of SKS and SKKS phases. As a result of the relatively dense station spacing, the method offers good lateral resolution of anisotropy.Preliminary results suggest that the directions of the fast horizontal S wave velocity are affected by the STZ. In central Europe and southern Sweden, far away from the STZ, fast S wave directions are approximately E-W while they turn more northerly closer to the STZ where they are approximately parallel to the trend of the STZ. No significant shear wave splitting was observed north of 57 degr. N and east of 14 degr. E. Small delay times between 0.2 and 0.5 s observed at the northernmost TOR-1 station T40S and T60S may be controlled by anisotropy in a thickened crust. The mantle contribution of horizontal anisotropy within the STZ is probably constrained to an approximately 60-km-thick zone in the depth range between 70 and 300 km. The observations are consistent with a model where azimuthally anisotropy is not governed by present-day mantle flow in the asthenosphere, but rather is frozen into the subcrustal lithosphere during the last episode of tectonic activity.

    Description: Oxygen-isotope ratios of precipitation (δ18OP) inferred from deep-lake ostracods from the Ammersee (southern Germany) provide a climate record with decadal resolution. The record in detail shows many of the rapid climate shifts seen in central Greenland ice cores between 15,000 and 5000 years before the present (B.P.). Negative excursions in the estimated δ18OP from both of these records likely reflect short weakenings of the thermohaline circulation caused by episodic discharges of continental freshwater into the North Atlantic. Deviating millennial-scale trends, however, indicate that climate gradients between Europe and Greenland changed systematically, reflecting a gradual rearrangement of North Atlantic circulation during deglaciation.

    Description: This paper takes a look at the development of freight transport and its further perspectives in the light of environmental sustainability. It clearly challenges the traditional view that further growth in freight transport is indispensable whatever stage of economic development an individual economy has achieved. Moreover it suggests measures to be taken into consideration in sectors other than the transport sector which may help to break the trend of continuing freight transport growth. Current developments of freight transport volume and modal split are rather counterproductive as regards curbing the unwanted environmental impacts. As growth in volume is a major contributing factor for most adverse effects caused, a substantial decoupling of economic growth and freight transport would be extremely helpful. While freight transport activity is almost entirely derived demand there can be no sufficient solution for the resulting environmental problems within the sector itself. Therefore, it is necessary to examine potentials for reducing demand for freight transport in all sectors of the economy. Contrasting to the widely held view that freight transport is in general an inevitable prerequisite of economic development, there are potentials for reducing the freight intensity of the economy which could be far more exploited. Such potentials are increasing the share of regional production, slowing down the metabolism of materials in the economy, and substituting transfer of information for transport of physical products. While each of these potentials on its own may appear to offer limited effects, a proper combination might yield substantial results. The presented preliminary ideas suggest that the notion of everlasting freight transport growth is misleading and hint at the necessity for further research.

    Description: At the beginning of Late Jurassic both the Lochen (LA) and the Cracow areas (CA) were palaeotopographic highs in an epicontinental basin located at the stable northern margin of the Tethyan Ocean. The topographically high position of the LA was probably caused by intensive carbonate production which proceeded on a small sea-floor bulge located close to the boundary between middle and lower parts of the low-angle carbonate ramp. Lack of deep structural control of this rise caused prograding facial unification during the Oxfordian and Kimmeridgian and led to gradual disappearance of the LA individuality in relation to the neighbouring areas. The topographical high of the CA resulted from anomalously low subsidence rate in comparison to the adjacent areas which has lasted at least for the whole Oxfordian. Low subsidence directly gave rise to the development of a barrier (so-called Cracovian Platform) which separated the interior basin in the north from the deeper parts of the basin in the south. Topography of the Polish part of epicontinental basin along the Czestochowa-Cracow line corresponds to the low-gradient rimmed carbonate shelf which graded laterally (to the northeast and east) into the low-angle carbonate ramp. Stratigraphic subdivision of Upper Jurassic strata is very precise in the LA and rather poor in the CA due to scarcity of ammonites in the massive facies which predominates in the latter area. However, ammonite fauna from both areas belongs to the same German-Polish Submediterranean Subprovince which allows to attempt the correlation of lithologies and determination of factors which controlled deposition. Both the studied areas show distinct differences in the development of carbonate buildups. In the LA the main components of carbonate buildups during whole Oxfordian and the Early Kimmeridgian were siliceous sponges and microbolites whilst in the CA the flourishing growth of microbolites and gradual decline of siliceous sponges domination took place during the Late Oxfordian. The sediment was initially diversified into the two varieties: that formed by siliceous sponges and the microbolites incipient rigid framework, and the soft mud. In such carbonate buildups stromatactis cavities might have developed even in early diagenesis due to internal erosion of the soft mud. The principal reason of the internal erosion was turbulent water flow through the sediment. However, in generally low-energy sedimentary environments such flow could be triggered by submarine gravity flows or strong bottom currents. Pseudonodular textures encountered in carbonate buildups in both the areas resulted from shallow-burial diagenesis. During the burial diagenesis some parts of the sediment has been disintegrated under the pressure of overlying strata owing to the existing open spaces and different susceptibility to compaction showed by the incipient rigid framework and the soft sediment. Deposition in the LA was controlled mainly by sea-level pulses and ecological factors. In the CA principal control was provided by subsidence rate supported by synsedimentary tectonics, sea-level changes and ecological factors. All these controlling factors were variable in time which provoked changes in carbonate production rates from intensive, aggradational growth of the buildups to drowning of the carbonate ramp and rimmed shelf. The drowning of carbonate ramp on which the LA was located took place at the Oxfordian/Kimmeridgian break. It is documented by spectacular development of redeposited pelagites of skeletal-calciturbidites type with abundant fragments of Saccocoma sp. which have appeared for the first time in mass quantities in the Upper Jurassic. By analogy, it can be inferred that in the CA similar Saccocoma-calciturbidites prove the drowning of rimmed shelf related to the same trangressive event at the Oxfordian/Kimmeridgian break.
    Description: Zu Beginn des Ober-Jura waren das Lochengebiet (Schwäbische Alb) und der Raum Krakau (Südpolen) übereinstimmend Hochgebiete eines epikontinentalen Beckens auf dem passiven nördlichen Schelf der Tethys. Die topographische Hochposition des Lochengebietes war vermutlich durch eine hohe Karbonat-Produktion bedingt, welche auf einer schmalen submarinen Schwelle nahe dem Übergangsbereich zwischen unterem und mittlerem Abschnitt einer flach geneigten Karbonatrampe erfolgte. Während des Oxfordiums und Kimmeridgiums war die Lochenschwelle tektonisch inaktiv und ermöglichte einen zunehmenden Faziesausgleich mit den benachbarten Gebieten und führte dadurch zu einer successiven Aufgabe ihrer individuellen Entwicklung. Die Hochposition der Krakau-Region resultierte aus ihrer im Vergleich zur Umgebung ungewöhnlich geringen Subsidenzrate, welche mindestens während des gesamten Oxfordiums anhielt. Die geringe Subsidenz war unmittelbare Ursache für die Entwicklung einer Barriere (die sogenannte Krakau-Plattform), welche das seichtere Innenschelf-Becken im Norden von den tieferen Beckenanteilen im Süden trennte. Die Topographie des polnischen Anteils dieses epikontinentalen Beckens entsprach entlang der Czestochowa-Krakau-Linie einem „low-gradient rimmed carbonate shelf, der nach Nordosten und Osten lateral in eine flache Karbonatrampe überging. Die stratigraphische Gliederungsmöglichkeit der Ober-Jura-Schichfolge ist im Lochengebiet gut und feinauflösend, in der Krakau-Region dagegen, in der die Massenfazies vorherrscht, aufgrund der selteneren Ammonitenfunde zum Teil problematisch. Ungeachtet dessen, gehören die Ammoniten-Vergesellschaftungen beider Regionen derselben deutsch-polnischen, submediterranen Faunensubprovinz an und ermutigen zu einer Korrelation beider lithologischer Abfolgen und einer vergleichenden Abstraktion der Steuermechanismen für die Sedimentation. Beide Gebiete zeigen deutliche Unterschiede in der Entwicklung von karbonatischen Buildups. Im Lochen-Gebiet stellen während des Oxfordiums und Unter-Kimmeridgiums Kieselschwämme und Mikrobolithe die Hauptkomponenten der Riffstrukturen, während in der Krakau-Region die Bedeutung der Mikrobolithe und Kieselschwämme während des Ober-Oxfordiums successive abnimmt. Ursprünglich erfolgte eine Differenzierung der Riffstrukturen in einen autochthonen Hartsubstrat-Anteil, in dem Kieselschwämme und Mikrobolithe eine rigides Gerüst stellten, und in schlammiges Weichsubstrat. Innerhalb der Riffkörper konnten sich wohl frühdiagenetisch durch die interne Erosion der Schlamm-Anteile Stromatactis-Gefüge bilden. Grundsätzlich kann eine solche interne Erosion auf turbulente Porenwasserströme zurückgeführt werden. In den vorliegenden sedimentären Stillwasser-Milieus könnte ein solcher Porenwasserstrom durch submarine Schuttströme oder starke Bodenströmungen ausgelöst worden sein. Pseudonodulare Strukturen, wie sie in den Buildups beider Untersuchungsgebiete angetroffen wurden, werden durch eine flache Versenkungsdiagenese erklärt. Während dieser Vorgänge wurden unter dem Druck der Sedimentauflast aufgrund des vorhandenen, offenen Porenraumes und der unterschiedlichen Kompaktion von primär zementierten Riffkalken und des mergeligen Weichsubstrates Karbonatanteile gelöst. Das Sedimentationsgeschehen wurde in der Lochen-Region vor allem durch Meeresspiegel-Schwankungen und ökologische Parameter beeinflußt. In der Krakau-Region konnte als hauptsächlicher Kontrollfaktor die Subsidenzrate erkannt werden, in deren Gefolge synsedimentäre Tektonik, Änderungen von Meeresspiegel und der ökologischen Faktoren einhergingen. Veränderungen dieser Steuerfaktoren in der Zeit beeinflußten jeweils die Rate der Karbonatproduktion von intensiv (Aggradation der Buildups) bis zum Ertrinken der Karbonatrampe bzw. des Schelfrandes. Das Abtauchen der Karbonatrampe setzte in der Lochen-Region an der Oxfordium-Kimmeridgium-Wende ein. Es wird durch eine auffällige sedimentäre Entwicklung dokumentiert: Resedimentation pelagischer Kalke (skeletal calciturbidites), die häufig Saccocoma-Reste enthalten. Erste Massenvorkommen von Saccocoma treten in der Erdgeschichte im Oberjura auf. Ähnliche Saccoco/na-Kalkturbidite an der Oxfordium-Kimmeridgium-Grenze markieren in der Krakau-Region das Abtauchen des „rimmed shelf. Sie können auf dasselbe transgressive Ereignis zurückgeführt werden.

    Description: The present study considered calcareous nannofossils from material represented by outcrops of Flysch successions of the External Hellenides belt in the area of the Ionian Zone (I.Z.), northwestern Greece. The studied outcrops are located in Epirus mainland and the Ionian island Korfu. Three subdivisions have been traditionally in literature distinguished in the I.Z., the Internal, Middle and External (moving from east to the west), each of which was subsequently recognized in the Flysch deposits as well. Aim of the study was, a refinement of the current biostratigraphic resolution of the area through detailed taxonomic descriptions and consequently, a reliably better correlation of the investigated sedimentary deposits with the help of calcareous nannofossils. The biostratigraphic data were also processed semiquentitatively (frequency variations and distributions), in order to accurately determine important biohorizons. For this purpose, the nannofossils were studied under the LM and the SEM, from ten closely sampled sections representing clastic sequences of all the three subdivisions of the I.Z. The investigated sections are situated at about 39° northern mid latitudes, a fact which resulted to mixed nannoflora assemblages of low and high latitudes character. The sections are namely: Elatos, Korfovouni (Internal I.Z. subdivision), Kato Despotiko, Strouga Goumenou and Ekklisia (Middle I.Z. subdivision), lower and upper Argyrotopos, National Road, Monos and Anacharavi (External I.Z. subdivision). They were found to range in age from the latest Eocene to the Early Miocene. Based on the systematic palaeontology, 107 species of calcareous nannofossils were observed and documented in the studied material. Among them, a new species Rhabdosphaera epirotica sp. nov. was described, and four recombinations were proposed. Moreover, two calcareous dinoflagellate cysts, Cervisiella saxea and Obliquipithonella sp. were reported for the first time from the I.Z. in Greece. Despite the mid latitude palaeogeographic position of the sections, all the conventional calcareous nannofossil zonal markers for the Oligocene and Early Miocene were recorded, although some in fewer abundances than in low latitudes. Improving the biostratigraphic reliability, a new zonational scheme was here developed and proposed for the Oligocene to Early Miocene interval. It was mainly established on use of redefined biohorizons and composed of five zones and five subzones following below: 1. Latest Eocene: Ericsonia formosa Partial-range Zone, 2. Oligocene: llselithina fusa / Ericsonia formosa Concurrent-range Zone, Ericsonia formosa-Reticulofenestra umbilicus/R. hillae Interval Zone, Cyclicargolithus abisectus Partial-range Zone, including the subzones: Rhabdosphaera spp. Interval Subzone, and Sphenolithus predistentus Interval Subzone, Reticulofenestra scissura Interval Zone, including the Sphenolithus delphix Abundance Subzone, and 3. Earliest Miocene: Triquetrorhabdulus spp. Partial-range Subzone Sphenolithus conicus Interval Subzone. Based on a new biohorizon of the absolute First Occurrence (FO) of llselithina fusa, the Eocene/Oligocene (E/O) boundary was identified in the lower part of the Argyrotopos section. On the absence of disc-shaped discoasters, the I. fusa biohorizon represented a better approximation of the boundary, which was clearly correlated with the other studied sections of the three subdivisions of the I.Z. The Oligocene/Miocene (O/M) boundary was identified in the Monos section located in the Plataria syncline (External I.Z.), but Early Miocene strata were recorded in the Middle I.Z. as well. This boundary was placed at the Last Common Occurrence (LCO) biohorizon of the Reticulofenestra scissura. Moreover, six associate bioevents were reported near the O/M boundary, among them the highest occurrence of I. fusa, located above the boundary, in the Anacharavi section of Korfu island (western part of the External I.Z.). For the first time were evaluated reworked together with „autochton“ taxa of calcareous nannofossils in Greece. Maximum diversity values along each of the studied sections, have shown increased reworking and erosional processes in the Internal subdivision of the I.Z. than in the Middle and the External ones. This is interpreted to be connected with the higher tectonic instability along the Pindos thrust to the east, in relation to the central and western parts of the Ionian basin mainly during the Oligocene.
    Description: Die der vorliegenden Arbeit zugrundeliegenden kalkigen Nannofossilien stammen von Flyschabfolgen der Externen Helleniden (Ionische Zone) Nordwest-Griechenlands.So wurden in die Untersuchung Aufschlüsse des Festlandes in Epirus und der Ionischen Insel Korfu aus dem stratigraphischen Intervall vom obersten Eozän bis zum untersten Miozän einbezogen. Die Ionische Zone (I.Z.) wird traditionell von Osten nach Westen in die Interne, Mittlere und Externe Subzone unterteilt. Diese Einteilung läßt sich auch auf die Flyschablagerungen übertragen. Ziel der Arbeit ist eine Verfeinerung der bestehenden Biostratigraphie durch detaillierte taxonomische Beschreibungen, um damit eine bessere Korrelation der untersuchten Ablagerungen mit Hilfe der kalkigen Nannofossilien zu erreichen. Mit einer halbquantitativen Erfassung der biostratigraphischen Daten (Häufigkeitsvariation und -Verteilung) gelingt es darüberhinaus, einzelne Biohorizonte genauer zu definieren. Zu diesem Zwecke wurde das kalkige Nannoplankton von zehn eng-beprobten Profilen aus klastischen Abfolgen aller drei Subzonen der I. Z. unter dem Licht- und Elektronenmikroskop (REM) untersucht. Die Profile im einzelnen sind: Elatos und Korfovouni (Interne Subzone), Kato Despotiko, Strouga Goumenou und Ekklisia (Mittlere Subzone), Unter bzw. Ober Argyrotopos, National Road, Monos und Anacharavi (Externe Subzone). Zur Ablagerungszeit befanden sich die untersuchten Profile in einer nördlichen Paläobreite um 39°, was zu einer gemischten Nannoflora aus charakteristischen Vertretern niedriger und höherer Breiten führte. In dem untersuchten Material konnten insgesamt 107 Spezies von kalkigem Nannoplankton gefunden und dokumentiert werden. Die Art Rhabdosphaera epirotica nov. sp.wird neu beschrieben und vier Rekombinationen werden vorgeschlagen. Darüberhinaus konnten zwei kalkige Dinoflagellatenzysten Cervisiella saxea und Obliquipithonella sp. zum ersten Mal in der I.Z. nachgewiesen werden. Trotz der paläogeographischen Position der Profile in mittleren Paläobreitenbereich konnten alle konventionellen Zonenleitformen des kalkigen Nannoplanktons für das Oligozän und das Untermiozän gefunden werden, einige davon jedoch in geringerer Häufigkeit als in den niedrigeren Breiten. Durch die Verbesserung der biostratigraphischen Genauigkeit wird hier ein neues mediterranes Zonenschema für das Oligozän und das Untermiozän entwickelt, das im wesentlichen auf neu definierten Biohorizonten basiert. Es enthält fünf Zonen und fünf Subzonen: 1. Jüngstes Eozän: Ericsonia formosa Partial-range Zone, 2. Oligozän: llselithina fusa/Ericsonia formosa Concurrent-range Zone, Ericsonia formosa-Reticulofenestra umbilicus/R. hillae Interval Zone, Cyclicargolithus abisectus Partial-range Zone, gegliedert in den Subzonen: Rhabdosphaera spp. Interval Subzone, und Sphenolithus predistentus Interval Subzone, Reticulofenestra scissura Interval Zone, die eine Subzone enthält: Sphenolithus delphix Abundance Subzone, und 3. Ältestes Miozän: Triquetrorhabdulus spp. Partial-range Subzone Sphenolithus conicus Interval Subzone. Mit dem ersten Auftreten (FO) von llselithina fusa wird ein neuer Biohorizont definiert, mit dem die Grenze Eozän/Oligozän (E/O) in dem unteren Teil des Argyrotopos-Profils nachgewiesen wird. Trotz der Abwesenheit von scheibenförmigen Discoasteriden läßt sich nun diese Grenze mit dem I. fusa-Biohorizont besser fassen und kann eindeutig mit den Profilen in den beiden anderen Subzonen der I.Z. korreliert werden. Die Oligozän/Miozän-Grenze (O/M) konnte im Monos-Profil der Plataria-Synklinale (Externe I.Z.) charakterisiert werden. Untermiozän ließ sich aber auch in der Mittleren Subzone nachweisen. Die Grenze O/M ist durch das letzte Vorkommen (LCO) von Reticulofenestra scissura bestimmt. Sechs assoziierte Bioevents fallen in diesen Grenzbereich, darunter im Anacharavi-Profil der Insel Korfu (Westteil der Externen Subzone) das jüngste Vorkommen von I. fusa, unmittelbar über der Grenze O/M. Zum erstem Mal für Griechenland konnten aufgearbeitete Taxa von kalkigen Nannofossilien zusammen mit den autochthonen Taxa nachgewiesen werden. Ein Vergleich der maximalen Diversitätswerte in den untersuchten Profilen zeigt eine signifikant höhere Aufarbeitungsrate in der Internen Subzone gegenüber der Mittleren und Externen Subzonen. Dieser Umstand dürfte mit der höheren tektonischen Instabilität entlang der Pindos-Decken-Front im Osten des Arbeitsgebietes Zusammenhängen.

    Description: The main focus of this paper is on freight transportation and food supply in the United States and in Europe especially in Germany. Organic, resp. healthy and safe food is a growing demand in both countries. People who consume organic food often believe that this contributes to an environmentally sound behaviour. But transportation issues are not or rarely taken into consideration so far, although long distance transport not only needs energy, it as well influences quality, freshness and taste of food. On both sides of the Atlantic, in freight transportation and food supply can be found a lot of differences as well as similarities. Main differences to the U.S. from the European standpoint are e.g. the bigger land area and larger and much more concentrated economic units. Quite naturally one can find a higher volume of long distance freight transport than in Europe. Similarities can be observed, but very often they present themselves in another extent, e.g. the trend towards privatisation and liberalisation, to more extended suburbanisation or to an unreflected way of consumer behaviour. In addition, this report raises some new questions: is the ’technological solution’ of environmental problems the only way? What can be done to include lifestyles and consumer behaviour into a new strategy?

    Description: In sequence of the GFZ93 high resolution gravity models (Gruber Th., et al, 1993) a new model, named GFZ95A, which is complete to degree and order 360 of a spherical harmonic series was computed. The model is based on new data sets, which were collected during the last months. This new data promises a major step towards a more precise high resolution gravity model. Especially from new available data over CIS (Community of Independent States) major progress can be expected with respect to the former models, which were based on predicted data in this area.

    Description: This technical report has been initiated, compiled and edited until March 1994. Its objective was to collect the existing geoscientific database and state of the art on the Uralides. It serves as a platform for financial and operational decisions by national and international funding agencies on the URSEIS95-project (Urals Reflection Seismic Experiment and Integrated Studies) under the EUROPROBE umbrella. The German DEKORP2000 (GFZ Potsdam), funded by BMBF, decided to operate this project in June 1994. Until November 1994, the COCORP project (Cornell University, U.S.A), funded by NSF, and CICYT (Barcelona, Spain) got funding to join a western consortium on the operation ofURSEIS in 1995. Until the end of 1994, a Russian consortium, funded by ROSGEOLCOM, was built under the leadership of SPETSGEOFISIKA (Moscow), integrating the BAZHENOV Geophysical Expedition (Sheelite, Ekaterinburg), BASHNEFTEGEOFISIKA (Ufa) and the GEON institute (Moscow). All partners in the project join forces in financing, acquisition, processing, interpretation and publishing the results of the seismic experiment. The field parameters of the experiment (chapter VI) have been slightly modified in the meantime and include the Vibroseis source technique. The field campaign is scheduled for May-September 1995. The interdisciplinary studies (chapter Vll) have been approved by the E.C. in the frame of the INTAS-programme (International Association for the Promotion of Cooperation with Scientists from the Independent States of the Former Soviet Union). in October 1994 and started their operational phase.
