    Chapter 9 From Conference to Community Interpreter Education (2021)

    Description: The aim of the chapter is to determine whether the current education of interpreters in the Republic of Slovenia responds to the needs of the society. In order to do that, the chapter first briefly outlines the development of the education of Slovene interpreters from its beginnings to the present. By drawing on the results of a nation-wide survey of language-support needs in Slovene healthcare institutions from 2016, which gathered responses of 564 healthcare workers, and on statistics of the Ministry of Interior Affairs of the Republic of Slovenia providing the countries of origin of applicants for international protection in Slovenia in the period between 2013 and 2019, the language needs on the contemporary Slovene society are outlined. These needs are then compared to the results provided by a nation-wide survey of interpreters and sworn interpreters from 2020 (n=123) focusing on language combinations they offer and identifying different settings in which they work. The results of this comparison show that there is a serious mismatch between the needs of the society and the existing language profiles of professional interpreters in the market, which results in the fact that ad-hoc interpreters are used for almost all the languages of newly arrived migrants with negative consequences for society at large. The chapter concludes with the description of educational efforts aimed at remedying the situation: first, a short specialisation program for sworn interpreters introduced in 2018, and second, the education of teachers of community interpreters for Albanian, Arabic and Persian which took place from 2019 to 2020.

    Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

Though economists and statisticians are able to model the form and extent of this inequality, their work is rarely concerned with identifying possible causes. Employment, Poverty and Rights in India analyses unemployment in India and explains why the issues of employment and unemployment should be the appropriate prism to understand the status of wellbeing in India. The author provides a historical analysis of policy interventions on behalf of the colonial and postcolonial state with regard to the alleviation of unemployment and poverty in India and in West Bengal in particular. Arguing that, as long as poverty - either as a concept or as an empirical condition - remains as a technical issue to be managed by governmental technologies, the ‘poor’ will be held responsible for their own fate and the extent of poverty will continue to increase. The book contends that rural unemployment in India is not just an economic issue but a political process that has consistently been shaped by various socio-economic, political and cultural factors since the colonial period.     Description: This chapter provides an overview of state-of-the-art research revolving around China’s use of economic and financial means to serve foreign policy objectives with normative implications, defined here as normative economic statecraft. The chapter’s overview of China’s use of economic statecraft reveals its breadth and diversity. China also indirectly challenges existing international norms of economic governance by its alternative modus operandi. As China does not always proclaim its challenge to existing norms, this paper suggests an analytical distinction between stated and concealed normative objectives. Much of China’s challenge to global economic governance norms is concealed. Research on China has revitalized old debates on economic statecraft and geoeconomics, and reoriented their focus from economic coercion (e.g., sanctions) to economic inducements, and alternative institutions and norms. This subfield of China studies thus has a scholarly impact beyond the area studies specialization

    Description: Asia as we know it today is the product of a wide range of polity expansions over time. Recognising the territorial expansions of Asian polities large and small through the last several millennia helps rectify the fallacy, long-held and deeply entrenched, that Asian polities have been interested only in the control of populations, not in expanding their command of territory. In countering this misapprehension, this book suggests that Asian polities have indeed been concerned with territorial control and expansion over time, whether for political or strategic advantage, trade purposes, defence needs, agricultural expansion or increased income through taxation. The book explores the historical experiences of a set of polity expansions within Asia, specifically in East and Southeast Asia, and, by examining the motivations, mechanisms, processes, validations and limitations of these Asian territorial expansions, reveals the diverse avenues by which Asian polities have grown. The chapters draw on these historical examples to highlight the connections between Asian polity expansion and centralised political structures, and this aids in a broader and more comprehensive understanding of Asian political practice, both past and present. Through these chapter studies and the integrative introduction, the book interrogates key concepts such as imperialism and colonialism, and the applicability and relevance of such terminology in Asian contexts, both historical and contemporary. Comparisons and contrasts with European historical expansions are also suggested. It addresses the origin, development, and recent adaptation of core institutions, including financial institutions, corporate governance, lifetime employment, and the amakudari system. After four decades of rapid economic growth in Japan, the 1990s saw the country enter a prolonged period of economic stagnation. Policy reforms were initially half-hearted, and businesses were slow to restructure as the global economy changed. The lagging economy has been impervious to aggressive fiscal stimulus measures and has been plagued by ongoing price deflation for years. Japan’s struggle has called into question the ability of the country’s economic institutions, originally designed to support factor accumulation and rapid development, to adapt to the new economic environment of the twenty-first century. This book discusses both historical and international comparisons including Meiji Japan, and recent economic and financial reforms in Korea, Scandinavia, Switzerland, and New Zealand, placing the current institutional changes in perspective.     Description: Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the Caucasus and Central Asia (CCA) countries transition to a market economy by tracing the impact of natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed deployment of energy. Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

    Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: This chapter examines HRM in Japan and Korea. The two neighboring nations situated in Northeast Asia have a mixed feeling towards each other for historical reasons, despite traditionally sharing much in their HRM systems. Since the early 1980s, Japan and Korea have been two high performing economies in Asia that have developed many successful MNCs. In this chapter, the authors provide a comparative overview of the unique HR systems of large enterprises of these two countries. While the respective Japanese and Korean HR system resembled each other in the past, economic recessions and globalization have led Korean enterprises to modify their HR systems more aggressively, mostly in line with Anglo-Saxon practices, in contrast to Japanese enterprises which have been more reluctant to implement changes. The authors argue that in today’s increasingly globalized and knowledge-intensive environment, global integration of HRM has become one of the key HR challenges for Japanese and Korean MNCs. For instance, Japanese and Korean MNCs need to overcome the tradition of homogeneous and ethnocentric organizational culture that undermines the integration of foreign nationals into the core functions of the company. The authors suggest that more research should examine the ‘internal internationalization’ at headquarters and ‘external internationalization’ at subsidiaries of Japanese and Korean MNCs.

He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

Based on six years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on - and produces – informal, mediated practices.     Description: Translation history and literary translation, on the one hand, and periodical publications, on the other, have been extensively analysed within the fields of translation studies, comparative literature, and media studies, with numerous conferences and publications taking literary translation and the periodical as objects of enquiry. However, the relationship between both fields still remains underexplored and nationalistic approaches and disciplinary boundaries have precluded the development of further conceptual and methodological insights regarding literary translation and the media. This chapter highlights the innovative theoretical and methodological issues intrinsic to analysing literary translation in periodical publications at both small and large scales, whether using or not digital tools, and sheds light on its qualitative implications for research. To do so, we briefly present a case study related to the Spanish-speaking world’s literary journals at the beginning of the twentieth century.

It goes on to cover topics such as the politics of town planning, consumer culture, and the struggles among multiple identities in the city. By tracing the genealogies of cities, it gives a useful insight into the historical conditioning that determines how cities negotiate new changes and influences. There will soon be more mega cities in South Asia than anywhere else in the world, and this book provides an in-depth analysis of this growth.     Description: The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices. The book offers unprecedented insights into what safe migration policies look like in practice.     Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

    Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

In 1990, there were fewer than ten public universities that offered their Arabic-language curricula in sex-segregated settings to national citizens only.
