    Description: This meticulously researched study of irregular migrant work in Austria holds many broader lessons for countries all over Europe. The book derives many of its fascinating insights from systematic in-depth interviews with migrants themselves. The authors demonstrate that it is no longer enough to divide the world of foreign employment into "legal" and "illegal" work. Instead, over the past few years, particularly in the context of progressive EU-enlargement in Europe, new manifestations of "irregular migrant work" have evolved. Moreover, the authors convincingly argue that irregular migrant work is based on both supply and demand, and is therefore unlikely to fade away in the foreseeable future.
    Description: Dit nauwkeurig onderzoek over onregelmatig migrantenarbeid (ook wel illegale arbeidscircuit genoemd) behandelt een gedetailleerde studie over Oostenrijk, waarvan de uitkomst leerzaam kan zijn voor alle Europese landen. Het boek heeft veel van de verkregen inzichten uit diepte-interviews met illegale arbeiders zelf. Gebaseerd op deze informatie demonstreren de auteurs dat het niet toerijkend is om de wereld in te delen in 'legale' en 'illegale' arbeid. Vanaf de laatste jaren, met name in de context van de EU-uitbreiding, zijn nieuwe vormen van 'illegale arbeid' ontstaan. Dit boek toont overtuigend aan dat illegale arbeid is gebaseerd op zowel de vraag en de aanbod-kant van de markt, welke diep geworteld zit in onze westerse economische structuur. Het is vooral daarom onwaarschijnlijk dat de illegale arbeid in de nabije toekomst zal verdwijnen.

    Description: This book sheds light on the integration processes and identity patterns of Angolan, Brazilian and Eastern European communities in Portugal. It examines the privileged position that immigrant organisations hold as interlocutors between the communities they represent and various social service mechanisms operating at national and local levels. Through the collection of ethnographic data and the realisation of 110 interviews with community insiders and middlemen, culled over a year's time, João Sardinha provides insight into how the three groups are perceived by their respective associations and representatives.     Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level.     Description: Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

Dit nieuwe paradigma zou gebaseerd moeten worden op het voorzorgsbeginsel, dat wil zeggen dat de kwetsbaarheid van mensen, samenleving en natuurlijke omgeving, een proactieve aanpak van onzekerheden vereist. In dit verslag stelt de Raad voor om dit principe belichamen, zowel in privé- als publiekrecht en in verschillende institutionele regelingen.

Op toegankelijke wijze wordt de geschiedenis van migratieonderzoek in Europa beschreven. Van twaalf Europese landen worden huidige concepten van migratie en methoden voor het vergaren van onderzoeksdata voor dit onderwerp geanalyseerd. Op basis van deze analyse geven de auteurs een kritische kijk op de migrantenvoorraad en -stromen in het desbetreffende land en becommentariC+ren zij trends in recente literatuur, zoals de feminisering van migratie en de diversiteit van de oorsprong van migranten.

    Conflict and Change in EU Budgetary Politics (2021)

    Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered.     Description: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology. The book offers details on how to characterize and compare different types and degrees of extractivisms and anti-extractivisms. This transdisciplinary book provides new organizing concepts and theoretical frameworks for starting to analyze the unfolding natural resource politics of the post-coronavirus era, the advancing climate emergency, and the ever more chaotic multi-polar world. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda.     Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

Eva Fodor analyzes an important part of this agenda that directly targets gender relations through a set of policies, political practice and discourse—what she calls “carefare.” The book reveals how this is the anti-liberal response to the crisis-of-care problem and establishes how a state carefare regime disciplines women into doing an increasing amount of paid and unpaid work without fair remuneration. Fodor analyzes elements of this regime in depth and contrasts it to other social policy ideal-types, demonstrating how carefare is not only a set of policies targeting women, but an integral element of anti-liberal rule that can be seen emerging globally.

    Description: This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The conclusion considers whether social responsibility can be expected of the Chinese government and companies and if this is desirable, and to what extent the Chinese model in Africa can act as an example - or not - for the West.

He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

    Description: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

Dizzy Gillespie, Dave Brubeck, Duke Ellington and other well-known jazz musicians were sent around the world – including to an array of Communist countries – as "jazz ambassadors" in order to mitigate the negative image associated with domestic racial problems.     Description: The International Council for the Exploration of the Sea (ICES) is the central scientific network within the massive set of bureaucracies that is responsible for Europe's Common Fisheries Policy (CFP). While spending the past 25 years failing to sustain Europe's fish stocks, this management system also became adept at making the lives of its scientists miserable. Now it is being confronted by the complex challenge of an ecosystem-based approach to fisheries management. If this combination of a multi-national bureaucracy, hard politics, and scientific uncertainty has made it impossible to maintain many individual fish stocks, how are decisions going to be made that consider everything from sea birds to climate change? The old political saw that "if you can't solve a problem, make it bigger" has never been put to a test like this! Yet ICES has begun to rise in an impressive way to the scientific challenge of providing advice for an ecosystem approach within the world's most cumbersome fisheries management system. This book lays out the results of extensive sociological research on ICES and the decision making systems into which it feeds. ICES is finding ways to provide effective advice in the many situations where scientific advice is needed but a clear, simple answer is out of reach. In spite of the difficulties, scientists are beginning to help the various parties concerned with management to deal with facts about nature in ways that are more useful and transparent.

    Description: Hitler’s seizure of power on 30 January 1933 provided an urgent impetus to stage transnational anti-fascist conferences and rallies on a global scale. One of the first, but almost completely overlooked major conferences was organised in Copenhagen in April 1933 in the form of a Scandinavian Anti-Fascist Conference. The chapter will use the event as a prism to look backwards at anti-fascist activism in the Nordic countries during the preceding years and follow its transformation process in its immediate aftermath. What form did these largely overlooked anti-fascist articulations and manifestations take, and how were they connected to the rising transnational and global anti-fascist mobilisation coordinated in Paris and London? The chapter shows that the establishment of the Third Reich, on the one hand, vitalised anti-fascism in Scandinavia but that it paradoxically, on the other, further sharpened the communist critique of reformist social democracy and empowered social democratic anti-communism. Moreover, small neutral states, especially with social democratic governments, were confronted with an acute dilemma as the German foreign office made it clear that sharp critique of Nazi Germany and Hitler in the Nordic press and social movements had to be limited in order to maintain good bilateral relations.

    Description: Japan's China Policy understands Japan's foreign policy in terms of power - one of the most central concepts of political analysis. It contributes a fresh understanding to the subject by developing relational power as an analytical framework and by applying it to significant issues in Japan's China policy: the negotiations for a bilateral investment protection treaty and the disputed Pinnacle (Senkaku/Diaoyu) Islands. Hagström demonstrates that Japan exerted power over China in such divergent empirical settings for the most part by using civilian instruments positively, defensively and through non-action. Given that Japan's foreign policy is often portrayed rather enigmatically in terms of power, the unique contribution of Japan's China Policy is to demonstrate how to analyze power aspects of Japan's foreign policy in a more coherent fashion. This revealing approach to Japan's foreign policy will be of huge interest to anyone

    Description: The European Union started to coordinate and harmonise the asylum policies of their Member States in 1999 within a common ‘area of freedom, security and justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

    Description: The authors of this book challenge the view that was current among many people in the Netherlands during the period 1945-1949 that the American government and its foreign policymakers unequivocally backed the Indonesian Republic's struggle for independence. The same myth of America's political endorsement of Indonesians' quest for independence continues to reverberate in the United States itself. In fact, ex-President Clinton repeated the story as recently as 1995 when he wrote to ex-President Suharto that in the post-World War II era, President Truman and the U.S. Congress had actively supported Indonesia 'as the nation was being born'. On the basis of research in American, Indonesian, Dutch, and Australian diplomatic records and in the archives of the United Nations, Gouda and Brocades Zaalberg describe and analyze American visions of the Dutch East Indies/Indonesia from the 1920s to December 1949, when the Kingdom of the Netherlands relinquished its sovereignty over the archipelago in southeast Asia to the United States fo Indonesia. Their historical analysis suggests that the American diplomatic establishment was not as ignorant of conditions in the Indonesian archipelago as many Dutch people assumed, both before and after World War II. They also chronicle the unfolding of America's steady but tactic backing of its faithful Dutch ally in northern Europe until early 1949, when U.S. assessments of the regions in the world where the Cold War might ignite into a 'Hot War' began to incorporate the anti-colonial, nationalist struggles in Indonesia and Vietnam.

This book addresses this question through an in-depth study of the Dutch Hofstadgroup, infamous for containing the murderer of filmmaker Theo van Gogh, who was killed in November 2004 in Amsterdam, and for plotting numerous other terrorist attacks. The Hofstadgroup offers a window into the broader phenomenon of homegrown jihadism that arose in Europe in 2004 and is still with us today. Utilizing interviews with former Hofstadgroup participants and the extensive police files on the group, Becoming a European Homegrown Jihadist overcomes the scarcity of high-quality data that has hampered the study of terrorism for decades. The book advances a multicausal and multilevel understanding of involvement in European homegrown jihadism that is critical of the currently prevalent 'radicalization'-based explanatory frameworks. It stresses that the factors that initiate involvement are separate from those that sustain it, which in turn are again likely to differ from those that bring some individuals to actual acts of terrorism. This is a key resource for scholars of terrorism and all those interested in understanding the pathways that can lead to involvement in European homegrown jihadism.

Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle.     Description: This chapter shows that while the UN development system (UNDS) has benefited from a strong increase in resources over recent years, it suffers from the reliance on a small number of contributing countries and a disproportionate earmarking of funds. While softer forms of such tied funding can be credited with fostering coherence, efficiency, and innovation in the UN’s country-level work, tightly earmarked project funding has substantial, and not yet fully recognized negative implications for the development effectiveness and multilateral functions of the UNDS. Efforts to contain the rise of earmarked funding (which is driven both by political interests of member states and the desire to financially grow UN organizations) and broaden the base of contributors, have so far been ineffective. The UN Funding Compact presents the first systemic answer that brings together member states and UN development organizations. It remains to be seen whether it can slow down harmful funding practices and equip the UNDS with the resources required so that it can act as a catalyst for implementing the 2030 Agenda.

    Description: In Search of Effective Disability Policy examines the potentials of two very different strategies of integrating disabled people into the working life. In the Netherlands employers have great responsi-bility for the integration. In contrast employers have limited responsibility in the Danish strategy, where public authorities are crucial. This book finds that there are virtues and drawbacks of both strategies. While the Dutch policy promotes work-retention of sick-listed workers, it hampers the labour market entry of non-employed disabled people. This is so because employers avoid hiring disabled people as future work-disability inflicts costs upon employers. This is not the case in Denmark. But here too many workers with health problems lose their labour market attachment because employers are allowed to dismiss them and as public reintegration measures do not work as intended. Consequently, an effective disability policy should demand neither too little nor too much of employers. By combing macro-level analyses with empirical analyses at the micro-level this book distinguishes itself from most other studies in the field.
