    Description: Economy-wide material flow analysis (MFA) and derived indicators have been developed to monitor and assess the metabolic performance of economies, that is, with respect to the internal economic flows and the exchange of materials with the environment and with other economies. Indicators such as direct material input (DMI) and direct material consumption (DMC) measure material use related to either production or consumption. Domestic hidden flows (HF) account for unused domestic extraction, and foreign HF represent the upstream primary resource requirements of the imports. DMI and domestic and foreign HF account for the total material requirement (TMR) of an economy. Subtracting the exports and their HF provides the total material consumption (TMC). DMI and TMR are used to measure the (de-) coupling of resource use and economic growth, providing the basis for resource efficiency indicators. Accounting for TMR allows detection of shifts from domestic to foreign resource requirements. Net addition to stock (NAS) measures the physical growth of an economy. It indicates the distance from flow equilibrium of inputs and outputs that may be regarded as a necessary condition of a sustainable mature metabolism. We discuss the extent to which MFA-based indicators can also be used to assess the environmental performance. For that purpose we consider different impacts of material flows, and different scales and perspectives of the analysis, and distinguish between turnover-based indicators of generic environmental pressure and impact-based indicators of specific environmental pressure. Indicators such as TMR and TMC are regarded as generic pressure indicators that may not be used to indicate specific environmental impacts. The TMR of industrial countries is discussed with respect to the question of whether volume and composition may be regarded as unsustainable.

    Description: The reductionist trend of equating sustainable development with sustained economic growth needs to be reversed. New accounts and balances help to operationalize the elusive notion of sustainability: they provide a coherent picture of the interaction between environment and economy. "Greened" national accounts measure economic sustainability in terms of (produced and natural) capital maintenance; balances of material flows assess ecological sustainability as the dematerialization of production and consumption. Both concepts aim to preserve environmental assets, but differ in scope, strength and evaluation of sustainability. First results for Germany indicate weak sustainability of the economy; strong sustainability is not in sight because of insufficient reduction of material throughput. Attaining sustainability through integrated policies needs the support of share- and stakeholders of sustainable development.

    Description: Energy labelling for household appliances has become an established instrument to promote energy efficiency. For heating systems, however, this approach has not been successfully implemented yet. This is partially due to the reluctance of industry. To find ways to motivate industry to participate in a labelling scheme, we carried out a survey among producers of heating systems. Respondents to our questionnaire and personal interviews cover together more than 30 percent of the EU market for heating systems. Thus the results provide a solid basis for conclusions. Our survey helps to draw a much better picture of the attitudes and expectations of the manufacturers with regard to a labelling scheme. The paper covers: Attitudes regarding potential effects of a label; Opinions on possible design of a label; Perceived effects of the labels for the companies; Perceived advantages and disadvantages of a label; And, as a conclusion, the potential effects on the companies and their probable relevance. As a result, industry representatives expect that customers will be able to make sounder purchasing decisions because of the availability of a label. Therefore they believe that energy savings will be achieved. What is more, respondents expect that a label could improve integration of the European market for heating systems and would rather improve their individual economic performance. The survey results in a clearer identification of industry's problems, needs and interests. It thus will help policy-makers to get industry to support energy efficiency labels and activities.

    Description: The paper explores a framework for analysing governance towards sustainable development. Departing from the thesis about a possible positive role for corporate action, it refers to recent theorizing about both market and government failures. Discussing externalities, public goods, information and adaptation deficits, as well as bureaucracies' self-interest, corruption and capture of the regulator, the paper stresses the importance of governance aiming at synergies between corporate and political governance. Concerning framework conditions, it outlines principles of regulated self-regulation. Following the thesis about a positive role, the paper adds recent insights about theories of the knowledge-based firm, which help to analyse market evolution. In this context, it outlines the concept of "responsible corporate governance". Because governance involves actors in their daily operations and certainly goes beyond setting a frame, the paper finally discusses innovation-inducing regulation, serving complementary functions to a framework and business operations. The conclusion is drawn that governments' main function is to facilitate learning processes, thus departing from states' function as known from welfare economics. Thus, governance will have to be explored as collective learning, involving business, governments, and civil societies’ actors.

    Description: This study focuses on the economic, market-related context of consumption patterns and incorporates the regulatory settings and values. The aim is to systemise the influences on sustainable consumption patterns. Special attention is drawn to the question how existing niche markets could be extended to mass markets. This question is deepened by case studies on the green textile and the green power markets. The results emphasise the different key factors which influence the successful pathways for an extended green market volume. Looking at the case of the green power market it can be seen how important it is to create an economic and institutional context for adoption. Looking at the case of green textiles the importance of new lifestyles and cultural impacts are obvious. Looking at the interfaces between institutional settings, supply structure, societal values and consumers' decision-making, it can be seen that consumers' demands are not only a product of individual needs. Therefore sustainable consumption strategies will have to face not only the change of needs, but also the change of structures which influence individual choices.

    Description: This report focuses on the contribution of ICT to improvements in resource efficiency and transport intensity at the macro, meso and micro levels. It presents the research on environmental effects of e-business and e-work. The research strand explored the implication of ICT and its applications from the micro- (case study), meso- (different e-business types) and macro-level (macro-economic and policy level). The "macro-analysis-module" aimed at quantifying the potential contribution of e-business and ICT to dematerialisation and resource productivity. The analysis followed a top-down approach complementary to the case study based microanalyses. It compromised the analysis of energy-use and selected material flows (CO(2)) of three EU Member States to determine whether there is any macro-level evidence of dematerialization and increased resource productivity resulting from e-business and ICT. From a micro and meso level perspective, the research object has been the provision of new IT based applications instead of "traditional" products, services and customs (e-commerce and telework). The research quantified the resource- and transport efficiency of e-business in different case studies and identified key factors determining the impact on resource- and transport efficiency.

    Description: The paper sketches out a theoretical framework for analysing the interplay between eco-efficiency, cognition and institutions. It derives from analytical shortfalls of the prevailing literature, which features strongly engineering and business economics, by using insights from New Institutional Economics, from Cognitive Science and, partly, from Evolutionary Economics. It emphasises the role cognition and institutions play in the adoption of "green" technologies by firms. A cognitive perspective derives from recent research on simple heuristics and context-based rationality; it is proposed that those findings can serve to analyse decision-making of individual actors respectively firms and, thus, should complement economic analysis. A second proposition is that eco-efficiency and normative rules such as a Factor Four strongly rely upon institutions, i.e. the ability of institutions to evolve over time and the development of those institutions that are most appropriate to enhance technological change. In this regard, business institutions and competition are crucial, but regulatory needs remain in order to safeguard continuity of knowledge creation. The framework allows for an analysis why overall adoption of eco-efficiency still can be considered relatively slow and why some markets and firms are far ahead. As a brief case study the article reflects upon German waste law's ability to enhance eco-efficiency.

    Description: Globalization has a credible future only if the borderless economy does not overstretch the resilience of the biosphere and frustrate demands for greater justice in the world. But what means environmental justice in a transnational context? In general, justice may have three different senses: justice as fairness, justice as equitable distribution, and justice as human dignity. In the first it is a question of organized procedures for the allocation of advantages and disadvantages that are fair to everyone involved; this is the procedural conception of justice. In the second it is a question of proportionate distribution of goods and rights among individuals or groups; this is the relational conception of justice. And in the third it is a question of the minimum goods or rights necessary for a dignified existence; this is the absolute or substantive conception of justice. This paper develops the theme of international environmental justice in the third sense, as a human rights issue. First, it outlines six typical situations in which patterns of resource use come into conflict with subsistence rights: namely, extraction of raw materials, alteration of ecosystems, reprogramming of organisms, destabilization as a result of climate change, pollution of urban living space, and effects of resource prices. It then introduces the debate on human rights and locates respect for subsistence rights as a component of economic, social and cultural human rights. Finally, it offers some markers for an environmental policy geared to human rights, the aim of which is to guarantee civil rights for all in a world with a finite biosphere. Neither power play between states nor economic competition, but the realization of human rights and respect for the biosphere, should be the defining feature of the emergent world society.

    Description / Table of Contents: Finally, the generalized model is scrutinized in terms of its normal, adjoint, optimal and singular modes. It is found that the modes of the empirically modified model are more stable than the ones of the barotropic model. Also the modified barotropic optimal modes are more difficult to excite than their barotropic counterparts. These results are in accordance with previous studies that found that barotropic dynamics may not quantitatively describe LFV. The singular modes of the modified operator have very similar patterns but explain less variance than the barotropic ones. This is consistent with the difficulty in detecting optimal patterns in observations. Finally, we find that the modified barotropic operator is more normal than the classic barotropic one, and thus less variable.

    Description / Table of Contents: In the two decades since J. Alexander Speer's Zircon chapter in Orthosilicates (Reviews in Mineralogy, Vol. 5), much has been learned about the internal textures, trace-element and isotope geochemistry (both radiogenic and stable) and chemical and mechanical stability of zircon. The application of this knowledge and the use of zircon in geologic studies have become widespread. Today, the study of zircon exists as the pseudo-discipline of "zirconology" that involves materials scientists and geoscientists from across a range of sub-disciplines including stable and radiogenic isotopes, sedimentology, petrology, trace elements and experimental mineralogy. Zirconology has become an important field of research, so much so that coverage of the mineral zircon in a review volume that included zircon as one of many accessory minerals would not meet the needs or interests of the zirconology community in terms of depth or breadth of coverage. The sixteen chapters in this volume cover the most important aspects of zircon-related research over the past twenty-years and highlight possible future research avenues. Finch and Hanchar (Chapter 1) review the structure of zircon and other mineral (and synthetic) phases with the zircon structure. In most rock types where zircon occurs it is a significant host of the rare-earth elements, Th and U. The abundances of these elements and the form of chondrite-normalized rare-earth element patterns may provide significant information on the processes that generate igneous and metamorphic rocks. The minor and trace element compositions of igneous, metamorphic and hydrothermal zircons are reviewed by Hoskin and Schaltegger in Chapter 2. The investigation of melt inclusions in zircon is an exciting line of new research. Trapped melt inclusions can provide direct information of the trace element and isotopic composition of the melt from which the crystal formed as a function of time throughout the growth of the crystal. Thomas et a!. (Chapter 3) review the study of melt inclusions in zircon. Hanchar and Watson (Chapter 4) review experimental and natural studies of zircon saturation and the use of zircon saturation thermometry for natural rocks. Cation diffusion and oxygen diffusion in zircon is discussed by Cherniak and Watson (Chapter 5). Diffusion studies are essential for providing constraints on the quality of trace element and isotope data and for providing estimates of temperature exposure in geological environments. Zircon remains the most widely utilized accessory mineral for U- Th-Pb isotope geochronology. Significant instrumental and analytical developments over the past thirty years mean that zircon has an essential role in early Achaean studies, magma genesis, and astrobiology. Four chapters are devoted to different aspects of zircon geochronology. The first of these four, Chapter 6 by Davis et a!., reviews the historical development of zircon geochronology from the mid-1950s to the present; the following three chapters focus on particular techniques for zircon geochronology, namely ID-TIMS (Parrish and Noble, Chapter 7), SIMS (Ireland and Williams, Chapter 8) and ICP-MS (Kosier and Sylvester, Chapter 9). The application of zircon chronology in constraining sediment provenance.and the calibration ofthe geologic time-scale are reviewed by Fedo et al. (Chapter 10) and Bowring and Schmitz (Chapter 11), respectively. Other isotopic systematics are reviewed for zircon by Kinny and Maas (Chapter 12), who discuss the application of Nd-Sm and Lu-Hf isotopes in zircon to petrogenetic studies, and by Valley (Chapter 13), who discusses the importance of oxygen isotopic studies in traditional and emerging fields of geologic study. As a host of U and Th, zircon is subject to radiation damage. Radiation damage is likely responsible for isotopic disturbance and promotes mechanical instability. There is increasing interest in both the effect of radiation damage on the zircon crystal structure and mechanisms of damage and recrystallization, as well as the structure of the damaged phase. These studies contribute to an overall understanding of how zircon may behave as a waste-form for safe disposal of radioactive waste and are discussed by Ewing et a!. (Chapter 14). The spectroscopy of zircon, both crystalline and metamict is reviewed by Nadsala et a!. (Chapter 15). The final chapter, by Corfu et al. (Chapter 16), is an atlas of internal textures of zircon. The imaging of internal textures in zircon is essential for directing the acquisition of geochemical data and to the integrity of conclusions reached once data has been collected and interpreted. This chapter, for the first time, brings into one place textural images that represent common and not so common textures reported in the literature, along with brief interpretations of their significance. There is presently no comparable atlas. It is intended that this chapter will become a reference point for future workers to compare and contrast their own images against. The chapters in this volume of Reviews in Mineralogy and Geochemistry were prepared for presentation at a Short Course, sponsored by the Mineralogical Society of America (MSA) in Freiburg, Germany, April 3-4, 2003. This preceded a joint meeting of the European Union of Geology, the American Geophysical Union and the European Geophysical Society held in Nice, France, April 6-11, 2003.

    Description / Table of Contents: Polar motion data is available from the mid-19th century to the present. Based on time series with a variety of sampling intervals (monthly, 0.05-year, 5-day and daily), we have separated the low-frequency terms by low-pass filtering and the Chandler and annual terms by recursive band-pass filtering of the pole coordinates. Using a simple unweighted least-squares fit to the filtered low-frequency terms, the linear trends of the rotation pole were estimated. Assessing the estimates based on intercomparisons, the most reliable trend estimate was found. Using a Fast Fourier Transform, we have computed the prograde, retrograde and total amplitude spectra of the low-frequency part of polar motion in order to reveal the long-periodic signals. The characteristics and time evolution of the Chandler and annual wobbles are described by changes in their parameters (radii, directions and period lengths) over one century.

Now, in this volume, the editors Bernard Bourdon, Gideon Henderson, Craig Lundstrom and Simon Turner have integrated a group of contributors who update our knowledge of U-series geochemistry, offer an opportunity for non-specialists to understand its basic principles, and give us a view of the future of this active field of research. In this volume, for the first time, all the methods for determining the uranium and thorium decay chain nuclides in Earth materials are discussed. It was prepared in advance of a two-day short course (April 3-4, 2003) on U-series geochemistry, jointly sponsored by GS and MSA and presented in Paris, France prior to the joint EGS/AGU/EUG meeting in Nice. The discovery of the 238U decay chain, of course, started with the seminal work of Marie Curie in identifying and separating 226Ra. Through the work of the Curies and others, all the members of the 238U decay chain were identified. An important milestone for geochronometrists was the discovery of 230Th (called Ionium) by Bertram Boltwood, the Yale scientist who also made the first age determinations on minerals using the U-Pb dating method (Boltwood in 1906 established the antiquity of rocks and even identified a mineral from Sri Lanka-then Ceylon as having an age of 2.1 billion years!) The application of the 238U decay chain to the dating of deep sea sediments was by Piggott and Urry in 1942 using the "Ionium" method of dating. Actually they measured 222Ra (itself through 222Rn) assuming secular equilibrium had been established between 230Th and 226Ra. Although 230Th was measured in deep sea sediments by Picciotto and Gilvain in 1954 using photographic emulsions, it was not until alpha spectrometry was developed in the late 1950's that 20Th was routinely measured in marine deposits. Alpha spectrometry and gamma spectrometry became the work horses for the study of the uranium and thorium decay chains in a variety of Earth materials. These ranged from 222Rn and its daughters in the atmosphere, to the uranium decay chain nuclides in the oceanic water column, and volcanic rocks and many other systems in which either chronometry or element partitioning, were explored. Much of what we learned about the 238U, 235U and 232Th decay chain nuclides as chronometers and process indicators we owe to these seminal studies based on the measurement of radioactivity. The discovery that mass spectrometry would soon usurp many of the tasks performed by radioactive counting was in itself serendipitous. It came about because a fundamental issue in cosmochemistry was at stake. Although variation in 235U/238U had been reported for meteorites the results were easily discredited as due to analytical difficulties. One set of results, however, was published by a credible laboratory long involved in quality measurements of high mass isotopes such as the lead isotopes. The purported discovery of 235U/238U variations in meteorites, if true, would have consequences in defining the early history of the formation of the elements and the development of inhomogeneity of uranium isotopes in the accumulation of the protoplanetary materials of the Solar System. Clearly the result was too important to escape the scrutiny of falsification implicit in the way we do science. The Lunatic Asylum at Caltech under the leadership of Jerry Wasserburg took on that task. Jerry Wasserburg and Jim Chen clearly established the constancy and Earth-likeness of 235U/238U in the samplable universe. In the hands of another member of the Lunatic Asylum, Larry Edwards, the methodology was transformed into a tool for the study of the 238U decay chain in marine systems. Thus the mass spectrometric techniques developed provided an approach to measuring the U and Th isotopes in geological materials as well as cosmic materials with the same refinement and accommodation for small sample size. Soon after this discovery the harnessing of the technique to the measurement of all the U isotopes and all the Th isotopes with great precision immediately opened up the entire field of uranium and thorium decay chain studies. This area of study was formerly the poaching ground for radioactive measurements alone but now became part of the wonderful world of mass spectrometric measurements. (The same transformation took place for radiocarbon from the various radioactive counting schemes to 'accelerator mass spectrometry.) No Earth material was protected from this assault. The refinement of dating corals, analyzing volcanic rocks for partitioning and chronometer studies and extensions far and wide into ground waters and ocean bottom dwelling organisms has been the consequence of this innovation. Although Ra isotopes, 210Pb and 210Po remain an active pursuit of those doing radioactive measurements, many of these nuclides have also become subject to the mass spectrometric approach. In this volume, for the first time, all the methods for determining the uranium and thorium decay chain nuclides in Earth materials are discussed. The range of problems solvable with this approach is remarkable-a fitting, tribute to the Curies and the early workers who discovered them for us to use.

    Description / Table of Contents: Since the dawn of life on earth, organisms have played roles in mineral formation in processes broadly known as biomineralization. This biologically-mediated organization of aqueous ions into amorphous and crystalline materials results in materials that are as simple as adventitious precipitates or as complex as exquisitely fabricated structures that meet specialized functionalities. The purpose of this volume of Reviews in Mineralogy and Geochemistry is to provide students and professionals in the earth sciences with a review that focuses upon the various processes by which organisms direct the formation of minerals. Our framework of examining biominerals from the viewpoints of major mineralization strategies distinguishes this volume from most previous reviews. The review begins by introducing the reader to over-arching principles that are needed to investigate biomineralization phenomena and shows the current state of knowledge regarding the major approaches to mineralization that organisms have developed over the course of Earth history. By exploring the complexities that underlie the "synthesis" of biogenic materials, and therefore the basis for how compositions and structures of biominerals are mediated (or not), we believe this volume will be instrumental in propelling studies of biomineralization to a new level of research questions that are grounded in an understanding of the underlying biological phenomena.
