A nonreligious program, SFK seeks to build resilience in children.     Beschreibung: Insurgency is the most prevalent form of armed conflict and the subject of countless studies, yet the U.S. military has only recently begun to review doctrine and training in this area. An examination of approaches to counterinsurgency from 30 recent resolved campaigns reveals, for example, that good COIN practices tend to "run in packs" and that the balance of selected good and bad practices perfectly predicts the outcome of a conflict.

    Beschreibung: A decade ago, New American Schools (NAS) launched an ambitious effort forwhole-school reform to address the perceived lagging achievement of Americanstudents and the lackluster school reform attempts that have produced so fewmeaningful changes. As a private nonprofit organization, NAS set out tohelp schools and districts significantly raise the achievement of largenumbers of students by offering whole-school designs and design-basedassistance during the implementation process. NAS is currently in thescale-up phase of its effort, and its designs are being widely diffused toschools across the nation. During the 1997_1998 and 1998_1999 school years,RAND assessed the effects of NAS designs on classroom practice and studentachievement in a sample of schools in a high-poverty district. RAND foundthat high-poverty schools often have fragmented and conflicting environmentswith difficult and changing political currents and entrenched unions.Teachers in high-poverty schools tend to face new accountability systems andfluctuating reform agendas. These teachers generally lack sufficient timefor implementing reform efforts, often becoming demoralized and losing theirenthusiasm for the difficult task of improving student performance underdifficult conditions. RAND concluded that high-stakes tests may motivateschools to increase performance and to seek out new curricula andinstructional strategies associated with comprehensive school reforms.However, those same tests may provide disincentives to adopt richer, morein-depth curricula that can succeed in improving the learning opportunitiesof all students, particularly those in high-poverty settings.

    Beschreibung: Why do students have different achievement levels across states? Is math achievement improving across states? Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as unreformable.

This book provides an intellectual framework for guiding prospective major donors in giving more effectively to higher education. It supplies some insight into the higher education sector, donor opportunities, the development process, and how to think about and get the most from a _negotiation_ with the institution of the donor_s choice. The insights and strategies are culled by a RAND research team mainly from interviews with development officers, institutional leaders, and donors themselves. Ultimately the giving process that works best for any donor will depend on his or her individual interests and needs. The best advice is to be clear on what effect the donor wants his or her gift to have, to seek as much information on the school/situation as possible, and to consult with an attorney and a good financial advisor at all stages of the giving process.
