    DDR and SSR in War-to-Peace Transition (2021)

    Description: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Annuaire, this companion volume to Conjonctures de l’Afrique centrale (Paris, L’Harmattan) offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda throughout 2019. In Burundi, the year has been marked by the run-up to the 2020 elections. President Nkurunziza announced he would not stand for another term, which could make the contest more open. However, the opposition inside and outside the country remained weak, and political space continued to be constrained. The DRC has been marked by the search for a viable cohabitation between President Tshisekedi’s Cap pour le changement (CACH) and his predecessor Joseph Kabila’s Front commun pour le Congo (FCC). Despite some incidents between these political platforms, the two men have avoided institutional stalemate, but Tshisekedi’s room for manoeuvre has proved limited. Insecurity in the east of the country continues to claim many civilian lives. Rwanda was marked by business as usual, with an autocratic regime suppressing dissident voices and committing considerable human rights abuses. However, technocratic governance remains good. Uganda is gearing up for elections in 2021, and President Museveni will stand for a sixth term, and possibly for a presidency for life. Faced with resistance, the regime is attempting to remain in control, and is doing so heavy-handedly. At the regional level, relations between the DRC and Rwanda have improved, but those between Rwanda on the one hand, and Burundi and Uganda on the other, have remained hostile and marred by serious incidents.

    Description: Chapter 8 shows the connection between a certain vision of citizenship – in this context, ethnonationally defined – and violence, and how citizenship is crucial though under-researched trigger of violence. To examine why and how this violence happened, and what was the role of citizenship, the chapter examines the whole post-socialist post-partition European states. It argues that the fate of many citizens of the former socialist federations in the context of their imminent disintegration was determined by their answers to the following questions: Did the incipient states (republics) and the federal centre accept the separation and the existing borders? Did all groups and all regions accept independence and the authorities of the new states? The analysis of the possible answers to these questions across post-socialist Europe brings us to three decisive triggers of violence: citizenship, borders and territories, and, finally in the early 1990s, the role of the military apparatus of defunct federations. One could safely conclude that there is an intimate historic affinity between citizenship and war. From the antique city-states where full citizenship status was acquired by serving in war (Anderson 1996: 28, 33; Pocock 1998), via the traditional military draft for men (and in some places for women) to contemporary practices that enable immigrants and foreigners serving in the armed forces, such as the US army or in the Légion étrangère, an easier access to citizenship. There is a historic relationship between ‘blood’, either inherited or spilled (one’s own or of other people), and citizenship. However, violence related to citizenship is not only physical but often invisible. It is the violence of administrative decisions, hierarchy of different statuses, ‘wrong’ passports and ‘papers’ or deprivations of citizenship. In the following chapter, I will also tackle the issue of physically invisible but nonetheless effective violence caused by the post-Yugoslav citizenship regimes. In this chapter though, I will turn to the outbreak of that ‘visible’ violence that spread across almost all corners of the former Yugoslavia. To examine why and how this violence happened, and what was the role of citizenship, we need to cast the net more widely all over post-socialist post-partition European states.

    Description: What is the gender of political power ? What happens to the history of sovereignty when we reconsider it from a gender perspective ? Political sovereignty has been a major theme in European thought from the very beginning of intellectual reflection on community. Philosophy and political theory, historiography, theology, and literature and the arts have, often in dialogue with one another, sought to represent or recalibrate notions of rule. Yet whatever covenant was imagined, sovereign rule has consistently been figured as a male prerogative While in-depth studies of historical women rulers have proliferated in the past decades, these have not systematically explored how all women rulers throughout the entirety of European culture have had to operate in a context that could not think power as female – except in grotesque terms. Strategic Imaginations demonstrates that this constitutive tension can only be brought out by studying women’s political rule in a comparative and longue durée manner. The book offers a collection of essays that brings together studies of female sovereignty from the Polish-Lithuanian to the British Commonwealth, and from the Middle Ages to the genesis of modern democracy. It addresses historical figures and takes stock of the rich yet unsettling imagination of female rule in philosophy, literature and art history. For all the variety of geographical, social, and historical contexts it engages, the book reveals surprising resonances between the strategies women rulers used and the images and practices they adopted in the context of an all-pervasive skepticism toward female rule.

    Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being.     Essays on Political Elites and Violence in Changing Political Orders of Middle East and Africa (2021)

    Description: "This research project addresses the question of how political elites’ behaviour varies when competition among them is heightened. Focusing on changing political orders across Africa and the Middle East, it seeks to understand how political elites facing internal and external challenges manipulate local power structures for political survival purposes, resulting in distinct political trajectories. The thesis argues that local political and conflict environments are conditional on the nature of competition among elites. Volatile political transitions, intense popular unrest, and militarised environments all create distinct incentives and constraints which shape political orders, and determine the inclusion or exclusion of select elites in the resulting political settlement. Using a mixed-method research design which combines quantitative and qualitative methodologies, the thesis consists of five essays exploring select topics and three in-depth case studies. The essays address two cross-cutting themes. First, they show how elites reconfigure institutional structures to cement alliances and survive internal or external challenges when power is being contested after a change in the leadership, or when facing popular mobilisation. Bargaining occurs through ministerial appointments or purges which aim to consolidate political settlements and secure power holders from rivals. Examples from Tunisia and recent episodes of leadership changes from across Africa are presented together with original datasets of ministerial appointments. Second, the essays illustrate how patterns of violence within states are indicative of the fragmented nature of the political environment of the political competition therein taking place. Findings from Libya and Yemen are presented to demonstrate that localised fragmentation produce subnational geographies of conflict which reflect the strategies and the mobilisation capacity of armed groups and elite actors."

    Description: There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

During the Enlightenment, many men and women of letters envisaged the continent’s future in particular when stressing their hope that peace could be secured in Europe. The texts gathered here, and signed by major thinkers of the time (Rousseau, Montesquieu, Voltaire, Kant, Hume or Staël for instance), as well as by writers history has forgotten, present the reflections, with a couple of chronological extensions (from Sully to Victor Hugo) of authors from the long eighteenth century—the French Empire and the fall of Napoleon generated numerous upheavals—on Europe, its history, its diversity, but also on what the nations, which, in all their diversity, make up a geographical unit, have in common. They show the historical origins of the project of a European union, the desire to consolidate the continent’s ties to the Maghreb or to Turkey, the importance granted to commerce and the worries engendered by history’s convulsions, but also the hope vested in future generations.     Description: What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing Europeancrisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises.The book draws on and adds to the rich â crises literatureâ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. Seen in this perspective, the book reconstructs how crises unfolded, how they were experienced, and what kind of responses the specific crises in question provoked.

    Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

In reality, within many consolidated Western democracies the armed forces are assuming an increasingly wide range of internal roles and tasks. These can include domestic security roles and the provision of humanitarian assistance in situations of natural or humanitarian catastrophe, often under the command and control of different civilian agencies. This SSR Paper seeks to make sense of this complex reality. Different internal roles of armed forces are analysed, drawing on the cases of Austria, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Luxembourg, Netherlands, Norway, Spain, Sweden, the United Kingdom and the United States of America. Through carefully examining evolving internal roles and identifying patterns and lessons from these experiences, this SSR Paper provides an important contribution to understanding the evolving nature of contemporary armed forces.

Suva, the capital, is torched and looted as Speight’s supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People’s Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions.     Interest-Rate Rules in a New Keynesian Framework with Investment (2021)

    Description: The last decades have witnessed major progress in both monetary policy theory and practice, with broad academic consensus on the desirability of monetary policy rules and ongoing research on their exact specification. Typically, the analysis is carried out in a New Keynesian framework with nominal rigidities and constant capital stock. The latter represents a constraint that this study seeks to overcome by introducing a model with investment and capital adjustment costs. The work assesses different interest-rate rule specifications with respect to the target variables included, based on two criteria: determinacy of rational-expectations equilibrium and convergence to steady state after a shock. The study concludes that rules with both an inflation and an output gap target ensure a unique rational-expectations equilibrium and a less distressful adjustment of the economy after the occurrence of shocks.

    Description: Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or â dealing with the pastâ (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each otherâ s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.

    Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

    Description: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology. The book offers details on how to characterize and compare different types and degrees of extractivisms and anti-extractivisms. This transdisciplinary book provides new organizing concepts and theoretical frameworks for starting to analyze the unfolding natural resource politics of the post-coronavirus era, the advancing climate emergency, and the ever more chaotic multi-polar world.     Description: The 1990s saw a revival of the currency board system, and proponents have advocated it as an easy-to-set-up exchange rate arrangement providing effective stabilization of the economy. However, the experience of Argentina has highlighted the risks of having a currency board. This study presents both the potential benefits, as well as the risks, of having a currency board by examining the stability of the currency board arrangement and identifying factors affecting the stability. The analysis is based on second-generation currency crisis models, extended to incorporate currency-board specific features and to account for particular aspects often found in currency-board economies.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Rethinking Migration and Return in Southeastern Europe (2021)

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

    Description: Iran has one of the world’s highest rates of drug addiction, estimated to be between two and seven per cent of the entire population. This makes the questions this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? How have drugs affected the formation of the Iranian state and its power dynamics? And how have governmental attempts at controlling and regulating illicit drugs affected drug consumption and addiction? By answering these questions, Maziyar Ghiabi suggests that the Islamic Republic’s image as an inherently conservative state is not only misplaced and inaccurate, but in part a myth. In order to dispel this myth, he skilfully combines ethnographic narratives from drug users, vivid field observations from ‘under the bridge’, with archival material from the pre- and post-revolutionary era, statistics on drug arrests and interviews with public officials.     Description: This article describes the police intelligence division-of-labour. It is argued that police organisation gains overall coherence in relation to the ‘police métier’; a rationale that allows protagonists in the police world to make sense of an irrational workplace structure where personal loyalty, trust and honour (not formal organisational logic) form the basis of action and compliance. The concept of the police métier is defined in terms of the police professional concern with the mastery of surveillance and coercion in the reproduction of order, the making of crime and the governance of insecurity, and it is the polestar of the police mindset. The article describes the police intelligence division-of-labour paying specific attention to four different aspects of intelligence activity: the acquisition of intelligence or information; the analysis of information in the production of intelligence; tasking and co-ordination on the basis of intelligence ‘product’; or being tasked on that same basis. The descriptive analysis presented here is useful in several respects. Firstly it provides a basis for the comparative study of police intelligence work and its configuration within broader processes of security governance. Secondly, it provides a prototypical organisational map useful understanding the orientation of particular units – the organisational elements of policework (e.g. of drug squads, primary response, public order and homicide investigation units) – within the broader police division-of-labour. Lastly, it provides a complex view of issues concerning democratic governance of ‘the police’ as they are configured as nodes within broader networks of security governance.

Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

    International Intervention and the Use of Force (2021)

    Description: Intervening states apply different approaches to the use force in war-torn countries. Calibrating the use of force according to the situation on the ground requires a convergence of military and police roles: soldiers have to be able to scale down, and police officers to scale up their use of force. In practice, intervening states display widely differing abilities to demonstrate such versatility. This paper argues that these differences are shaped by how the domestic institutions of sending states mediate between demands for versatile force and their own intervention practices. It considers the use of force by Germany, Italy, the United Kingdom and the United States in three contexts of international intervention: Bosnia and Herzegovina, Kosovo and Afghanistan. The paper highlights quite different responses to security problems as varied as insurgency, terrorism, organised crime and riots. This analysis offers important lessons. Those planning and implementing international interventions should take into account differences in the use of force. At the same time, moving towards versatile force profoundly changes the characteristics of security forces and may increase their short-term risks. This difficulty points to a key message emerging from this paper: effective, sustainable support to states emerging from conflict will only be feasible if intervening states reform their own security policies and practices.

    Description: In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. Social Enterprise in Central and Eastern Europe – the last volume in a series of four ICSEM-based books on social enterprise worldwide — will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and others who want to acquire a broad understanding of the social enterprise and social entrepreneurship phenomena as they emerge and develop in this region.

    Description: Reformers have promoted mixed-member electoral systems as the "best of both worlds." In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system— especially whether the head of government is elected directly or indirectly— can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context— and especially the constitutional framework—within which such rules are embedded.

    Integrating SSR and SALW Programming (2021)

    Description: Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.

    Description: research agenda for e-Government. When e-Government was first conceived, it was designed upon basic technologies where the emphasis was only on the simple display of government information for citizens to read. Nowadays, e-Government design comprises many complicated modules such as upload and download consoles, two-way interaction consoles between citizens and government agents, integrated government business processes presenting the whole of government, and it does not depend solely on technology. The complexity of e-Government has now evolved to include political, cultural, economic, social and technical dimensions. Bringing all these difficult aspects together is so complicated that it needs carefully planned strategies informed by local contextual characteristics. Rather than giving formulaic definitions and conceptual standpoints on many aspects of e-Government, as is the case in many e-Government publications, this book will explore the frontiers of global knowledge value chains by discussing current and future dimensions of e-Government. For example, the book discusses the concept of data governance by exploring how actual opening up of government data can be achieved, especially in a developing world context. Further, the book posits that opening government data should be followed by the opening up of government business processes in order to peddle the concept of accountability and responsiveness. Much text on data governance has concentrated on articulating the basic definitions surrounding this concept. Another very important topic explored in this book is regarding how the concept of decolonisation can be extended to e-Government by providing practical examples as to how researchers in the developing world can contribute to the advancement of e-Government as a scientific field of enquiry and guide its implementation, thereof. Decolonisation is advocated for in e-Government research so that there is a balance in the inclusion of the Afrocentric knowledge into e-Government advancement other than over-reliance on the Euro-, Asia- and America-centric knowledge value chains (Mbembe 2015). As e-Government is a very expensive undertaking, the issue of funding has excluded African countries and a majority of the developing world from implementing e-Government. Despite funding being a critical cornerstone of e-Government development, there is a dearth of information on this topic. Therefore, this book provides a chapter which discusses traditional and innovative ways of funding e-Government design and implementation which can go a long way in improving e-Government penetration into the developing world. Further, the book explores how intelligent e-Government applications can be designed, especially in resource-constrained countries. A couple of emerging technology innovations such as fog computing and intelligent information technology are explored within the realm of e-Government design.
