    Description: The chapter discusses the shift in the focus of the Archaeological Survey of India from excavation and documentation to preservation and conservation of sites and artefacts. The chapter then highlights the fate of two private collections from Bihar: the images in the Bodh Gaya Mahant’s compound and those which belonged to AM Broadley’s Bihar Museum. In the process of rediscovery while some images continued to be worshipped, a large number of these were moved into museums. The scene of actions moves to the newly constituted Museums such as the Patna Museum and the Nalanda Museum and investigates how the narratives of display, cataloguing and nomenclature presented a visual archive which codified the parameters within which religious images came to be viewed.

Although they argue that party-based, parliamentary autocracies are relatively resilient, even during multiparty elections, because of the credible power/benefit-sharing among elites and masses, there have been insufficient studies to examine the exact mechanism of distributive politics. This book fills this gap by systematically analyzing the patterns of resource distribution (budgets, posts, and seats) in the key case of party dominance – Malaysia under the Barisan Nasional. Mining’s contribution to economic development varies greatly across countries. In some, it has been a major engine of development, but in others, disputes have erupted over land use, property rights, environmental damage, and revenue sharing. Corporate social responsibility programs are increasingly relied upon to manage company-community relations, yet conflicts persist in many settings, with significant costs for companies and communities.     Description: The field of public participation is developing fast, with phenomena such as citizen science and crowdsourcing extending the resource base of research, stimulating innovation and making science more accessible to the general population. Promoting public participation means giving more weight to citizens and civil society actors in the definition of research needs and in the implementation of research and innovation. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. The resulting work studies the characteristics and trends of innovative public participation through a global sample of 38 case studies. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice. Illustrated by best practice cases, the authors identify characteristics which contribute to successful public participation. The book is aimed primarily at scholars and practitioners of public participation, as well as research managers, policy makers and business actors interested in related issues.     Description: In comparison to other social groups, India’s rural poor – and particularly Adivasis and Dalits - have seen little benefit from the country’s economic growth over the last three decades. Though economists and statisticians are able to model the form and extent of this inequality, their work is rarely concerned with identifying possible causes. Employment, Poverty and Rights in India analyses unemployment in India and explains why the issues of employment and unemployment should be the appropriate prism to understand the status of wellbeing in India. The author provides a historical analysis of policy interventions on behalf of the colonial and postcolonial state with regard to the alleviation of unemployment and poverty in India and in West Bengal in particular. Arguing that, as long as poverty - either as a concept or as an empirical condition - remains as a technical issue to be managed by governmental technologies, the ‘poor’ will be held responsible for their own fate and the extent of poverty will continue to increase. The book contends that rural unemployment in India is not just an economic issue but a political process that has consistently been shaped by various socio-economic, political and cultural factors since the colonial period.     Description: Religious icons have been a contested terrain across the world. Their implications and understanding travel further than the artistic or the aesthetic and inform contemporary preoccupations.This book traces the lives of religious sculptures beyond the moment of their creation. It lays bare their purpose and evolution by contextualising them in their original architectural or ritual setting while also following their displacement. The work examines how these images may have moved during different spates of temple renovation and acquired new identities by being relocated either within sacred precincts or in private collections and museums, art markets or even desecrated and lost. The book highlights contentious issues in Indian archaeology such as renegotiating identities of religious images, reuse and sharing of sacred space by adherents of different faiths, rebuilding of temples and consequent reinvention of these sites.     Description: Animal sacrifices are commonly practised in Himachal Pradesh on various occasions, including public festivals at the district level. Over recent years criticism of the practice has increased and some cases have been brought before the court. This chapter focuses on three court cases that were jointly decided in 2014 by the Himachal Pradesh High Court, where the judge ruled a total ban on animal sacrifice in the state of Himachal Pradesh. The case is still pending at the Supreme Court which means that it may potentially have an impact at national level. I first consider the context of this controversy, and the official and unofficial discourses of those involved in the case. Based on the court file, newspapers and ethnographic data, I then analyse the judicial handling of the case, which refers to legal, ritual, or reformist arguments or to animal welfare. The last section draws a comparison with a case concerning animal sacrifice in the Santeria religion, decided by the U.S. Supreme Court, in order to bring out differences in the legal approaches in the two cases despite being both grounded in common law. It shows how, contrary to the legal handling of this issue in the Santeria case where the main concern is to protect religious freedom, in the Himachal Pradesh case the judge explicitly and repeatedly appealed to the role of the court in defining religion (as opposed to superstition), and to the court’s responsibility in favouring ‘moral progress’ and promoting religious reforms.

    Description: The alpine cryosphere including snow, glaciers and permafrost are critical to water management in the Aral Sea Basin (ASB) and larger Central Asia (CA) under changing climate: as they store large amounts of water in its solid forms. Most cryospheric components in the Aral Sea Basin are close to melting point, and hence very vulnerable to a slight increase in air temperature with significant consequences to long-term water availability and to water resources variability and extremes. Current knowledge about different components of cryosphere and their connection to climate in the Basin and in the entire Central Asia, varies. While it is advanced in the topics of snow and glaciers, knowledge on permafrost it rather limited. Observed trends in runoff point in the direction of increasing water availability in July and August at least until mid-century and increasing possibility for water storage in reservoirs and aquifers. However, eventually this will change as glaciers waste away. Future runoff may change considerably after mid-century and start to decline if not compensated by increasing precipitation. Cryosphere monitoring systems are the basis for sound estimates of water availability and water-related hazards associated with snow, glaciers and permafrost. They require a well-distributed observational network for all cryospheric variables. Such systems need to be re-established in the Basin after the breakup of the Soviet Union in the early 1990s. This process is slowly emerging in the region. Collaboration between local operational hydro-meteorological services and academic sector, and with international research networks may improving the observing capabilities in high mountain regions of CA Asia in general and the ASB specifically.

    Description: Asia as we know it today is the product of a wide range of polity expansions over time. Recognising the territorial expansions of Asian polities large and small through the last several millennia helps rectify the fallacy, long-held and deeply entrenched, that Asian polities have been interested only in the control of populations, not in expanding their command of territory. In countering this misapprehension, this book suggests that Asian polities have indeed been concerned with territorial control and expansion over time, whether for political or strategic advantage, trade purposes, defence needs, agricultural expansion or increased income through taxation. The book explores the historical experiences of a set of polity expansions within Asia, specifically in East and Southeast Asia, and, by examining the motivations, mechanisms, processes, validations and limitations of these Asian territorial expansions, reveals the diverse avenues by which Asian polities have grown. The chapters draw on these historical examples to highlight the connections between Asian polity expansion and centralised political structures, and this aids in a broader and more comprehensive understanding of Asian political practice, both past and present. It addresses the origin, development, and recent adaptation of core institutions, including financial institutions, corporate governance, lifetime employment, and the amakudari system. After four decades of rapid economic growth in Japan, the 1990s saw the country enter a prolonged period of economic stagnation. Policy reforms were initially half-hearted, and businesses were slow to restructure as the global economy changed. The lagging economy has been impervious to aggressive fiscal stimulus measures and has been plagued by ongoing price deflation for years. Japan’s struggle has called into question the ability of the country’s economic institutions, originally designed to support factor accumulation and rapid development, to adapt to the new economic environment of the twenty-first century. This book discusses both historical and international comparisons including Meiji Japan, and recent economic and financial reforms in Korea, Scandinavia, Switzerland, and New Zealand, placing the current institutional changes in perspective.     Description: The call for a One Health approach that transcends species and disciplinary boundaries assumes that human and veterinary medicine are discrete, distinctive domains whose separation must be overcome to achieve health benefits for all. This paper will problematize this assumption by demonstrating that until relatively recently, their boundaries were extremely fluid. Referring to specific examples over the period 1790-1900, it demonstrates that human medicine was once deeply zoological, and encompassed a host of species, practices and social relations that overlapped with those of veterinary medicine. While One Health today focusses selectively on animals as transmitters of zoonotic diseases or as experimental models of human disease, past animal participants in medicine were far more than that. As victims of naturally occurring diseases, they enabled doctors to think generically and comparatively about medical and biological problems, while as disease subjects they encouraged clinical interventions. Their investigation and management could prompt collaboration between doctors and vets. However, veterinary ambitions also encouraged competition. In time, this led to the hardening of boundaries between the professions and their subjects, and subsequent efforts to transcend them under the banner of One Health.

    Description: This chapter examines HRM in Japan and Korea. The two neighboring nations situated in Northeast Asia have a mixed feeling towards each other for historical reasons, despite traditionally sharing much in their HRM systems. Since the early 1980s, Japan and Korea have been two high performing economies in Asia that have developed many successful MNCs. In this chapter, the authors provide a comparative overview of the unique HR systems of large enterprises of these two countries. While the respective Japanese and Korean HR system resembled each other in the past, economic recessions and globalization have led Korean enterprises to modify their HR systems more aggressively, mostly in line with Anglo-Saxon practices, in contrast to Japanese enterprises which have been more reluctant to implement changes. The authors argue that in today’s increasingly globalized and knowledge-intensive environment, global integration of HRM has become one of the key HR challenges for Japanese and Korean MNCs. For instance, Japanese and Korean MNCs need to overcome the tradition of homogeneous and ethnocentric organizational culture that undermines the integration of foreign nationals into the core functions of the company. The authors suggest that more research should examine the ‘internal internationalization’ at headquarters and ‘external internationalization’ at subsidiaries of Japanese and Korean MNCs.

    Description: Critical mapping—a problematizing, reflective approach—is the process of compiling and analyzing existing design outcomes (DOs) that address a wicked problem (e.g., food insecurity) in a way that creates a synthesis between equity, justice, and environmental responsibility. Critical mapping begins with identification and operationalization of the wicked problem leading to an integrative literature review of multidisciplinary scholarly sources to identify peer-reviewed DOs that contribute to addressing the wicked problem sustainably. Next, it progresses to charting the sustainable DOs affinitively with four quadrants—top-down and local, top-down and memetic (i.e., widespread), bottom-up and memetic, bottom-up, and local. The resulting visualization, introduced as a wicked solution, facilitates analysis to identify places to intervene in the system, where one can synthesize the impact of existing sustainable DOs to understand where gaps exist for future design innovation or appropriation that has the potential to cumulatively solve the wicked problem over time.

    Description: This chapter presents a transdisciplinary, justice-centered pedagogy for cryospheric climes, examining and developing the notion of a clime through a focus on the Alaskan Arctic and the diminishing sea ice. Through stories from the Arctic region and a scientific invocation of sea ice, I argue for the usefulness of a teaching approach where the climate itself becomes teacher, allowing a for natural entanglement of the scientific and the social. Through this radical reorientation, certain key lessons emerge when we listen to the sea ice. These emerge as three interconnected meta-concepts that, along with justice, form the framework of this pedagogy. I explore how these meta-concepts transcend apparent dichotomies of clime and climate, local and global, Indigenous and mainstream, as well as scientific and social. Stories play a key role in facilitating this travel across boundaries. I illustrate this with stories that begin in the human realm and allow us to travel to the scientific, as well as stories that begin with science and reach toward the human. By considering clime as an enactment with multiple players—humans, non-human animals, and elements of weather and landscape—a more-than-human understanding of the climate problem becomes possible.

Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Based on six years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies.     Description: Multiple ‘green transformations’ are required if humanity is to live sustainably on planet Earth. Recalling past transformations, this book examines what makes the current challenge different, and especially urgent. It examines how green transformations must take place in the context of the particular moments of capitalist development, and in relation to particular alliances. The role of the state is emphasised, both in terms of the type of incentives required to make green transformations politically feasible and the way states must take a developmental role in financing innovation and technology for green transformations. The book also highlights the role of citizens, as innovators, entrepreneurs, green consumers and members of social movements. Green transformations must be both ‘top-down’, involving elite alliances between states and business, but also ‘bottom up’, pushed by grassroots innovators and entrepreneurs, and part of wider mobilisations among civil society. The chapters in the book draw on international examples to emphasise how contexts matter in shaping pathways to sustainability Written by experts in the field, this book will be of great interest to researchers and students in environmental studies, international relations, political science, development studies, geography and anthropology, as well as policymakers and practitioners concerned with sustainability.

    Description: More than seven decades of Kashmir dispute brought numerous plans, formulas, and resolution initiatives proposed and negotiated both multilaterally and bilaterally. The urge to resolve the conflict constructively is repeatedly underscored by decision-makers in India and Pakistan and, occasionally, by global leaders and organizations, but they remained unfulfilled declarations. Since the first Kashmir war in the aftermath of the partition of the subcontinent, the agenda for resolution (in accordance with their respective goals and objectives) was accompanied by mutual Indo-Pakistani accusations of bad intentions, dishonesty and unwillingness to genuinely engage in peace building initiatives. Conspicuously, both Indian and Pakistani establishments intentional exacerbate bilateral tensions with disregard for common interests of Indians, Pakistanis and the residents of Kashmir. This chapter presents certain noteworthy resolution attempts and plans put forward by international actors as well as Indian, Pakistani and Kashmiri stakeholders, non-governmental organisations, civil society, political and human rights activists, etc.

    Description: This book uses a unique typology of ten core drivers of injustice to explore and question common assumptions around what urban sustainability means, how it can be implemented, and how it is manifested in or driven by urban interventions that hinge on claims of sustainability. Aligned with critical environmental justice studies, the book highlights the contradictions of urban sustainability in relation to justice. It argues that urban neighbourhoods cannot be greener, more sustainable and liveable unless their communities are strengthened by the protection of the right to housing, public space, infrastructure and healthy amenities. Linked to the individual drivers, ten short empirical case studies from across Europe and North America provide a systematic analysis of research, policy and practice conducted under urban sustainability agendas in cities such as Barcelona, Glasgow, Athens, Boston and Montréal, and show how social and environmental justice is, or is not, being taken into account. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on six years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on - and produces – informal, mediated practices.     Description: Rapid economic growth in the world's most populous nation is leading to widespread soil erosion, desertification, deforestation and the depletion of vital natural resources. The scale and severity of environmental problems in China now threaten the economic and social foundations of its modernization. Using case studies, Morton analyzes the relationship between international and local responses to environmental problems in China, challenging the prevailing wisdom that weak compliance is the only constraint upon local environmental management in China. It advances two interrelated discussions: first, it constructs a conceptual framework for understanding the key dimensions of environmental capacity. This is broadly defined to encompass the financial, institutional, technological and social aspects of environmental management. Second, the book presents the results of an empirical inquiry into the implementation of donor-funded environmental projects in both China's poorer and relatively developed regions. Making an important contribution to the theoretical literature of urbanism and post-communist transition, this significant book considers the change in the spatial structure of post-Soviet urban spaces since the period of transition began. It argues that the era of transformation can be considered as largely complete, and that this has given way to a new stage of development as part of the global urban and economic system: post-transformation. The authors examine the modern trends in the urban development of western and post-socialist countries, and explore the theories of the transformation and post-transformation of urban space. Providing a wealth of detailed qualitative research on the Russian city of St. Petersburg, the study examines the changing structure of its retail trade and services sector. Overall, this book is an important step forward in the study of the spatial dynamics of urban transformation in the former communist world.

    Description: After describing and explaining the significance of animal sacrifice in a typical Tamil village goddess festival, this chapter considers the debates surrounding the passing of the Madras Animals and Birds Sacrifices Prohibition Act 1950 and addresses the puzzling issue of its non-enforcement. Why did Chief Minister Jayalalitha suddenly insist upon implementing the Act more than 50 years later, and why did she so quickly change her mind? These legislative and policy reversals are set against a background of tensions between the competing visions of religiosity held by reformist, urbanised, generally high-caste Hindus and their traditionally minded, rural, generally lower-caste counterparts. When ruling on such issues the higher Indian courts display strong reformist tendencies, further reinforced in recent years by the growing influence of the extreme brand of reformism known generically as Hindutva. The political and legal dimensions of these struggles have emerged even more clearly in the more recent jallikattu (bull-taming) controversy.

    Description: There are growing technical efforts by government organizations, academics and non-government organizations to define policy frameworks to promote the adaptation of agriculture to climate change. Nevertheless, adaptation is primarily a local process; therefore, tools that link these efforts with local requirements are needed based on current and consistent information. We develop a participatory methodology to characterize and assess subsistence livelihoods vulnerability and build local strategies for adaptation to climate change based on the Community Capitals Framework and present a review of its application in five micro-watersheds of the Pacific basin of three Mesoamerican countries. We conclude that the methodology supports the rapid characterization of vulnerability based on local knowledge, showing clear differences in the current impacts of climate change, adaptive capacity and vulnerability among different livelihoods and facilitating the identification of key constraints affecting adaptation of smallholder livelihoods in each site. However, we conclude also that this methodology is still insufficient for adaptation planning because the measures proposed are focused on adjustments to the production systems, rely on external technical assistance and are not effectively connected with financing mechanisms. Based on this, we identify recommendations for the future implementation of the methodology.

    Description: The introduction focuses on the issues raised by the debate on animal sacrifice over the centuries, both in the West and in South Asia. Not only did the current Indian judicial system evolve from the British colonial legacy, but internationally, many current arguments on the protection of animals call upon Indian religious and philosophical concepts as well as Western notions and values. The recent judicialisation of these debates has led to the emergence of new questions, worldwide, concerning the legal status of animals and focusing particularly on animal sacrifice and ritual slaughter. In South Asia, animal sacrifice was criticized over the centuries by sectarian and devotional movements, but these criticisms gained new impetus from the actions of Christian missionaries who projected onto India the opposition between religio and superstitio used by the first Christian writers in rejecting animal sacrifices in ancient Rome. This had a profound impact on nineteenth-century Hindu reformist leaders who also took a stand against animal sacrifice. This aspect of the debate has been taken up by Indian judges, some of whom take a spiritualistic approach to religion and are pushing for Hindu religious reforms.

It contributes a fresh understanding to the subject by developing relational power as an analytical framework and by applying it to significant issues in Japan's China policy: the negotiations for a bilateral investment protection treaty and the disputed Pinnacle (Senkaku/Diaoyu) Islands. Hagström demonstrates that Japan exerted power over China in such divergent empirical settings for the most part by using civilian instruments positively, defensively and through non-action.     Description: This book analyses the religious ideology of a Tamil reformer and saint, Ramalinga Swamigal of the 19th century and his posthumous reception in the Tamil country and sheds light on the transformation of Tamil religion that both his works and the understanding of him brought about. The book traces the hagiographical and biographical process by which Ramalinga Swamigal is shifted from being considered an exemplary poet-saint of the Tamil Śaivite bhakti tradition to a Dravidian nationalist social reformer. Taking as a starting point Ramalinga’s own writing, the book presents him as inhabiting a border zone between early modernity and modernity, between Hinduism and Christianity, between colonialism and regional nationalism, highlighting the influence of his teachings on politics, particularly within Dravidian cultural and political nationalism. Simultaneously, the book considers the implication of such an hagiographical process for the transformation of Tamil religion in the period between the 19th –mid-20th centuries. The author demonstrates that Ramalinga Swamigal’s ideology of compassion, cīvakāruṇyam, had not only a long genealogy in pre-modern Tamil Śaivism but also that it functioned as a potentially emancipatory ethics of salvation and caste critique not just for him but also for other Tamil and Dalit intellectuals of the 19th century. This book is a path-breaking study that also traces the common grounds between the religious visions of two of the most prominent subaltern figures of Tamil modernity – Iyothee Thass and Ramalingar. It argues that these transformations are one meaningful way for a religious tradition to cope with and come to terms with the implications of historicization and the demands of colonial modernity. It is, therefore, a valuable contribution to the field of religion, South Asian history and literature and Subaltern studies.     Description: The election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had anufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general.

    Description: This book explores the rapidly changing seaweed industry in Indonesia, the largest global producer of carrageenan-bearing seaweeds. Seaweed production in Indonesia has grown exponentially over the last twenty years, and rural communities across the country have embraced this new livelihood activity. This book begins with an examination of the global carrageenan seaweed industry, from the global market for carrageenan in processed foods, to the national and regional contexts in Indonesia across which it is farmed, processed, and traded. It then explores the ways that rural communities have reshaped their lives around seaweed production, with chapters on agrarian transformations, negotiations over access to sea space, farmer decision-making in presence of environmental, social and economic constraints, the role of women and casual labourers in the industry, and the marketing of seaweed through social networks.     Description: The political system of early socialist-era Mongolia, established by the first Constitution in 1924, can be interpreted as a vernacular version of the Soviet system, in which the formally supreme representative body, the State Great Khural (“assembly”), was sidelined by the standing Presidium of the Small Khural and the Cabinet, and eclipsed by the non-constitutional party authorities. The establishment of this sham and nominal parliamentary system was a consequence of the Bolshevik new imperialism, the inclusion of the Mongolian People’s Republic into the informal Soviet empire, which occurred through both military control and structural adjustments under the supervision of the Communist International. The 1924 Mongolian Constitution, however, was not a mere copy of its Soviet 1918 and 1924 counterparts but a transimperial document. In its text and especially in the history of its making, it reflected the entangled imperial transformations of the Russian and Qing empires and featured both indigenous (Khalkha and Buryad-Mongol) agency and vernacular political discourses. Khural existed as a non-representative yet deliberative consultative assembly in 1914–1919, while Tsebeen Jamtsarano attempted to make a Mongolian khural one of the many world parliaments, even though his draft constitution was affected by the practices of revolutionary Russia.

The book explains that these cities have attracted a new elite of young, educated workers, with money to spend and an outlook on life that is often a complex mix of modern ideas and conservative tradition. It goes on to cover topics such as the politics of town planning, consumer culture, and the struggles among multiple identities in the city. By tracing the genealogies of cities, it gives a useful insight into the historical conditioning that determines how cities negotiate new changes and influences. There will soon be more mega cities in South Asia than anywhere else in the world, and this book provides an in-depth analysis of this growth.     Description: The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices.     Description: More than seven decades of Kashmir dispute brought numerous plans, formulas, and resolution initiatives proposed and negotiated both multilaterally and bilaterally. The urge to resolve the conflict constructively is repeatedly underscored by decision-makers in India and Pakistan and, occasionally, by global leaders and organizations, but they remained unfulfilled declarations. Since the first Kashmir war in the aftermath of the partition of the subcontinent, the agenda for resolution (in accordance with their respective goals and objectives) was accompanied by mutual Indo-Pakistani accusations of bad intentions, dishonesty and unwillingness to genuinely engage in peace building initiatives. Conspicuously, both Indian and Pakistani establishments intentional exacerbate bilateral tensions with disregard for common interests of Indians, Pakistanis and the residents of Kashmir.     Description: This chapter explores how the BN had transformed the limited pool of mobilized votes into legislative dominance by tactical gerrymandering and malapportionment. Through the systematic analyses of an originally constructed GIS database of electoral boundaries, this chapter reveals that the optimal gerrymandering strategy under authoritarian party dominance deviates from the conventional wisdom of crack and pack. Specifically, the BN had cracked its supporting base and diffused opposition votes without packing. Moreover, the chapter also demonstrates that wide discretion over mapmaking enabled the leaders to selectively overrepresent their party’s supporting base. It also considers the unexpected negative consequences of redistricting.

    Description: This edited collection challenges and re-imagines what is ‘heritage’ in Britain as a globalised, vernacular, cosmopolitan ‘post-nation’. It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. The book’s authors challenge us to reconsider what is valued about Britain’s past, its culture and its citizens. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions.     Description: The last ten years have seen interest in Jainism increasing, with this previously little-known Indian religion assuming a significant place in religious studies. Studies in Jaina History and Culture breaks new ground by investigating the doctrinal differences and debates amongst the Jains rather than presenting Jainism as a seamless whole whose doctrinal core has remained virtually unchanged throughout its long history.     Description: Regional and local governments have long recognised the potential for films, television shows, novels and other media texts that are set in their city or country to attract tourists. Although there is a wealth of scholarship on how real-world locales are represented in digital games, to date scholars have largely overlooked the potential for videogames to likewise attract fans and ‘pilgrims’ to the locations in which they are set. This chapter addresses this gap through the case study of Yokosuka City in Japan, which has recognised the cult classic videogame Shenmue (Sega AM2, 1999) as a drawcard for tourists and fans outside the city. Through its ‘Sacred Spot Guide Map’, Yokosuka City officials provide a guide for tourists seeking to visit locations depicted in the game that contrasts their fictional and real-world counterparts and invites visitors to explore its spaces through affiliated promotion campaigns. Drawing on an analysis of the Guide Map, an interview with its creators and field observation in Yokosuka itself, we examine the potential for the Guide Map and other forms of city-funded videogame tourism to put cities overwise overlooked in travel guides and reviews ‘on the map’ and boost their local economy.
