    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations.     Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Description: The field of public participation is developing fast, with phenomena such as citizen science and crowdsourcing extending the resource base of research, stimulating innovation and making science more accessible to the general population. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice.     Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

    Description: The alpine cryosphere including snow, glaciers and permafrost are critical to water management in the Aral Sea Basin (ASB) and larger Central Asia (CA) under changing climate: as they store large amounts of water in its solid forms. Most cryospheric components in the Aral Sea Basin are close to melting point, and hence very vulnerable to a slight increase in air temperature with significant consequences to long-term water availability and to water resources variability and extremes. Current knowledge about different components of cryosphere and their connection to climate in the Basin and in the entire Central Asia, varies. While it is advanced in the topics of snow and glaciers, knowledge on permafrost it rather limited. Observed trends in runoff point in the direction of increasing water availability in July and August at least until mid-century and increasing possibility for water storage in reservoirs and aquifers. However, eventually this will change as glaciers waste away. Future runoff may change considerably after mid-century and start to decline if not compensated by increasing precipitation. Cryosphere monitoring systems are the basis for sound estimates of water availability and water-related hazards associated with snow, glaciers and permafrost. They require a well-distributed observational network for all cryospheric variables. Such systems need to be re-established in the Basin after the breakup of the Soviet Union in the early 1990s. This process is slowly emerging in the region. Collaboration between local operational hydro-meteorological services and academic sector, and with international research networks may improving the observing capabilities in high mountain regions of CA Asia in general and the ASB specifically.

    Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism.     Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: The call for a One Health approach that transcends species and disciplinary boundaries assumes that human and veterinary medicine are discrete, distinctive domains whose separation must be overcome to achieve health benefits for all. This paper will problematize this assumption by demonstrating that until relatively recently, their boundaries were extremely fluid. Referring to specific examples over the period 1790-1900, it demonstrates that human medicine was once deeply zoological, and encompassed a host of species, practices and social relations that overlapped with those of veterinary medicine. While One Health today focusses selectively on animals as transmitters of zoonotic diseases or as experimental models of human disease, past animal participants in medicine were far more than that. As victims of naturally occurring diseases, they enabled doctors to think generically and comparatively about medical and biological problems, while as disease subjects they encouraged clinical interventions. Their investigation and management could prompt collaboration between doctors and vets. However, veterinary ambitions also encouraged competition. In time, this led to the hardening of boundaries between the professions and their subjects, and subsequent efforts to transcend them under the banner of One Health.

Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes.     Description: Critical mapping—a problematizing, reflective approach—is the process of compiling and analyzing existing design outcomes (DOs) that address a wicked problem (e.g., food insecurity) in a way that creates a synthesis between equity, justice, and environmental responsibility. Critical mapping begins with identification and operationalization of the wicked problem leading to an integrative literature review of multidisciplinary scholarly sources to identify peer-reviewed DOs that contribute to addressing the wicked problem sustainably. Next, it progresses to charting the sustainable DOs affinitively with four quadrants—top-down and local, top-down and memetic (i.e., widespread), bottom-up and memetic, bottom-up, and local. The resulting visualization, introduced as a wicked solution, facilitates analysis to identify places to intervene in the system, where one can synthesize the impact of existing sustainable DOs to understand where gaps exist for future design innovation or appropriation that has the potential to cumulatively solve the wicked problem over time.

    Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: This chapter presents a transdisciplinary, justice-centered pedagogy for cryospheric climes, examining and developing the notion of a clime through a focus on the Alaskan Arctic and the diminishing sea ice. Through stories from the Arctic region and a scientific invocation of sea ice, I argue for the usefulness of a teaching approach where the climate itself becomes teacher, allowing a for natural entanglement of the scientific and the social. Through this radical reorientation, certain key lessons emerge when we listen to the sea ice. These emerge as three interconnected meta-concepts that, along with justice, form the framework of this pedagogy. I explore how these meta-concepts transcend apparent dichotomies of clime and climate, local and global, Indigenous and mainstream, as well as scientific and social. Stories play a key role in facilitating this travel across boundaries. I illustrate this with stories that begin in the human realm and allow us to travel to the scientific, as well as stories that begin with science and reach toward the human. By considering clime as an enactment with multiple players—humans, non-human animals, and elements of weather and landscape—a more-than-human understanding of the climate problem becomes possible.

In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

    Description: This chapter introduces Discourse Network Analysis (DNA). DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

    Description: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

    Description: This book uses a unique typology of ten core drivers of injustice to explore and question common assumptions around what urban sustainability means, how it can be implemented, and how it is manifested in or driven by urban interventions that hinge on claims of sustainability. Aligned with critical environmental justice studies, the book highlights the contradictions of urban sustainability in relation to justice. It argues that urban neighbourhoods cannot be greener, more sustainable and liveable unless their communities are strengthened by the protection of the right to housing, public space, infrastructure and healthy amenities. Linked to the individual drivers, ten short empirical case studies from across Europe and North America provide a systematic analysis of research, policy and practice conducted under urban sustainability agendas in cities such as Barcelona, Glasgow, Athens, Boston and Montréal, and show how social and environmental justice is, or is not, being taken into account. By doing so, the book uncovers the risks of continuing urban sustainability agendas while ignoring, and therefore perpetuating, systemic drivers of inequity and injustice operating within and outside of the city. Accessibly written for students in urban studies, critical geography and planning, this is a useful and analytical synthesis of issues relating to urban sustainability, environmental and social justice.
