    DDR and SSR in War-to-Peace Transition (2021)

    Description: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

    Description: In Adulterous Nations, Tatiana Kuzmic enlarges our perspective on the nineteenth-century novel of adultery and how it often served as a metaphor for relationships between the imperial and the colonized. In the context of the long-standing practice of gendering nations as female, the novels discussed—Eliot’s Middlemarch, Fontane’s Effi Briest, and Tolstoy’s Anna Karenina, along with Šenoa’s The Goldsmith’s Gold and Sienkiewicz’s Quo Vadis—can be understood as depicting international crises on the scale of the nuclear family. Kuzmic argues that the hopes, anxieties, and interests of European nations in this period can be discerned in the destabilizing force of adultery. Reading the work of Šenoa and Sienkiewicz, Kuzmic illuminates the relationship between the literature of dominant nations and that of the semicolonized territories that posed a threat to them. Kuzmic’s study enhances our understanding of not only these novels but nineteenth-century European literature more generally.

    Description: Continuing the tradition of L’Afrique des grands lacs. Annuaire, this companion volume to Conjonctures de l’Afrique centrale (Paris, L’Harmattan) offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda throughout 2019. In Burundi, the year has been marked by the run-up to the 2020 elections. President Nkurunziza announced he would not stand for another term, which could make the contest more open. However, the opposition inside and outside the country remained weak, and political space continued to be constrained. The DRC has been marked by the search for a viable cohabitation between President Tshisekedi’s Cap pour le changement (CACH) and his predecessor Joseph Kabila’s Front commun pour le Congo (FCC). Despite some incidents between these political platforms, the two men have avoided institutional stalemate, but Tshisekedi’s room for manoeuvre has proved limited. Insecurity in the east of the country continues to claim many civilian lives. Rwanda was marked by business as usual, with an autocratic regime suppressing dissident voices and committing considerable human rights abuses. However, technocratic governance remains good. Uganda is gearing up for elections in 2021, and President Museveni will stand for a sixth term, and possibly for a presidency for life. Faced with resistance, the regime is attempting to remain in control, and is doing so heavy-handedly. At the regional level, relations between the DRC and Rwanda have improved, but those between Rwanda on the one hand, and Burundi and Uganda on the other, have remained hostile and marred by serious incidents.

    Description: Risk Criticism is a study of literary and cultural responses to global environmental risk in an age of unfolding ecological catastrophe. In 2015, the Bulletin of the Atomic Scientists reset its iconic Doomsday Clock to three minutes to midnight, as close to the apocalypse as it has been since 1953. What pushed its hands was not just the threat of nuclear weapons, but also other global environmental risks that the Bulletin judged to have risen to the scale of the nuclear, including climate change and innovations in the life sciences. If we may once have believed that the end of days would come in a blaze of nuclear firestorm, we now suspect that the apocalypse may be much slower, creeping in as chemical toxins, climate change, or nano-technologies run amok. Taking inspiration from the questions raised by the Bulletin’s synecdochical “nuclear,” Risk Criticism aims to generate a hybrid form of critical practice that brings “nuclear criticism” into conversation with ecocriticism.     Description: Chapter 8 shows the connection between a certain vision of citizenship – in this context, ethnonationally defined – and violence, and how citizenship is crucial though under-researched trigger of violence. To examine why and how this violence happened, and what was the role of citizenship, the chapter examines the whole post-socialist post-partition European states. It argues that the fate of many citizens of the former socialist federations in the context of their imminent disintegration was determined by their answers to the following questions: Did the incipient states (republics) and the federal centre accept the separation and the existing borders? Did all groups and all regions accept independence and the authorities of the new states? The analysis of the possible answers to these questions across post-socialist Europe brings us to three decisive triggers of violence: citizenship, borders and territories, and, finally in the early 1990s, the role of the military apparatus of defunct federations. One could safely conclude that there is an intimate historic affinity between citizenship and war. From the antique city-states where full citizenship status was acquired by serving in war (Anderson 1996: 28, 33; Pocock 1998), via the traditional military draft for men (and in some places for women) to contemporary practices that enable immigrants and foreigners serving in the armed forces, such as the US army or in the Légion étrangère, an easier access to citizenship. There is a historic relationship between ‘blood’, either inherited or spilled (one’s own or of other people), and citizenship. However, violence related to citizenship is not only physical but often invisible. It is the violence of administrative decisions, hierarchy of different statuses, ‘wrong’ passports and ‘papers’ or deprivations of citizenship. In the following chapter, I will also tackle the issue of physically invisible but nonetheless effective violence caused by the post-Yugoslav citizenship regimes. In this chapter though, I will turn to the outbreak of that ‘visible’ violence that spread across almost all corners of the former Yugoslavia. To examine why and how this violence happened, and what was the role of citizenship, we need to cast the net more widely all over post-socialist post-partition European states.

    Description: What is the gender of political power ? What happens to the history of sovereignty when we reconsider it from a gender perspective ? Political sovereignty has been a major theme in European thought from the very beginning of intellectual reflection on community. Philosophy and political theory, historiography, theology, and literature and the arts have, often in dialogue with one another, sought to represent or recalibrate notions of rule. Yet whatever covenant was imagined, sovereign rule has consistently been figured as a male prerogative While in-depth studies of historical women rulers have proliferated in the past decades, these have not systematically explored how all women rulers throughout the entirety of European culture have had to operate in a context that could not think power as female – except in grotesque terms. Strategic Imaginations demonstrates that this constitutive tension can only be brought out by studying women’s political rule in a comparative and longue durée manner. The book offers a collection of essays that brings together studies of female sovereignty from the Polish-Lithuanian to the British Commonwealth, and from the Middle Ages to the genesis of modern democracy. It addresses historical figures and takes stock of the rich yet unsettling imagination of female rule in philosophy, literature and art history. For all the variety of geographical, social, and historical contexts it engages, the book reveals surprising resonances between the strategies women rulers used and the images and practices they adopted in the context of an all-pervasive skepticism toward female rule.

    Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

Dit nieuwe paradigma zou gebaseerd moeten worden op het voorzorgsbeginsel, dat wil zeggen dat de kwetsbaarheid van mensen, samenleving en natuurlijke omgeving, een proactieve aanpak van onzekerheden vereist. In dit verslag stelt de Raad voor om dit principe belichamen, zowel in privé- als publiekrecht en in verschillende institutionele regelingen.

    Description: This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. The book is of particular interest for scholars who are interested in the fields of European solidarity, migration and refugees, contentious politics, while providing an approach that talks to scholars of journalism and political communication studies, as well as digital journalism and online news reception.

    Parental Life Courses after Separation and Divorce in Europe (2021)

    Description: This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

Breitinger's "Critische Dichtkunst" (1740) with regard to a heretofore neglected aspect of aesthetics in the early eighteenth century, namely how poesis and historiography could increasingly come to resemble each other in their assumptions, purposes, and methods of representation. The central argument states that historians of this period began to utilize the concept of historical perspectivism only after its development as an interpretive tool by the aesthetic thinkers of the early Enlightenment. The "Critische Dichtkunst" is examined in terms of three disparate traditions: the modern reception of Aristotle's "Poetics", Horace's "Ars poetica", and the Quarrel between the Ancients and the Moderns the model of consciousness proposed by Leibniz that describes the mind as a ceaseless process of historical intellective integration and the German reception of French neoclassical authors, especially Dubos, whose notion of historical probability was radicalized by Breitinger and later appropriated by poets and historians alike.

    Description: Scholars of Edmund Spenser have focused much more on his accomplishments in epic and pastoral than his work in satire. Scholars of early modern English satire almost never discuss Spenser. However, these critical gaps stem from later developments in the canon rather than any insignificance in Spenser's accomplishments and influence on satiric poetry. This book argues that the indirect form of satire developed by Spenser served during and after Spenser's lifetime as an important model for other poets who wished to convey satirical messages with some degree of safety. The book connects key Spenserian texts in The Shepheardes Calender and the Complaints volume with poems by a range of authors in the late sixteenth and early seventeenth centuries, including Joseph Hall, Thomas Nashe, Tailboys Dymoke, Thomas Middleton and George Wither, to advance the thesis that Spenser was seen by his contemporaries as highly relevant to satire in Elizabethan England.

    Essays on Political Elites and Violence in Changing Political Orders of Middle East and Africa (2021)

    Description: "This research project addresses the question of how political elites’ behaviour varies when competition among them is heightened. Focusing on changing political orders across Africa and the Middle East, it seeks to understand how political elites facing internal and external challenges manipulate local power structures for political survival purposes, resulting in distinct political trajectories. The thesis argues that local political and conflict environments are conditional on the nature of competition among elites. Volatile political transitions, intense popular unrest, and militarised environments all create distinct incentives and constraints which shape political orders, and determine the inclusion or exclusion of select elites in the resulting political settlement. Using a mixed-method research design which combines quantitative and qualitative methodologies, the thesis consists of five essays exploring select topics and three in-depth case studies. The essays address two cross-cutting themes. First, they show how elites reconfigure institutional structures to cement alliances and survive internal or external challenges when power is being contested after a change in the leadership, or when facing popular mobilisation. Bargaining occurs through ministerial appointments or purges which aim to consolidate political settlements and secure power holders from rivals. Examples from Tunisia and recent episodes of leadership changes from across Africa are presented together with original datasets of ministerial appointments. Second, the essays illustrate how patterns of violence within states are indicative of the fragmented nature of the political environment of the political competition therein taking place. Findings from Libya and Yemen are presented to demonstrate that localised fragmentation produce subnational geographies of conflict which reflect the strategies and the mobilisation capacity of armed groups and elite actors."

    Description: This Open Access book is about the development of a common understanding of environmental citizenship. It conceptualizes and frames environmental citizenship taking an educational perspective. Organized in four complementary parts, the book first explains the political, economic and societal dimensions of the concept. Next, it examines environmental citizenship as a psychological concept with a specific focus on knowledge, values, beliefs and attitudes. It then explores environmental citizenship within the context of environmental education and education for sustainability. It elaborates responsible environmental behaviour, youth activism and education for sustainability through the lens of environmental citizenship. Finally, it discusses the concept within the context of different educational levels, such as primary and secondary education in formal and non-formal settings. Environmental citizenship is a key factor in sustainability, green and cycle economy, and low-carbon society, and an important aspect in addressing global environmental problems. It has been an influential concept in many different arenas such as economy, policy, philosophy, and organizational marketing. In the field of education, the concept could be better exploited and established, however. Education and, especially, environmental discourses in science education have a great deal to contribute to the adoption and promotion of environmental citizenship.

    Description: There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

First is the creative potential inherent in transposing classic literary texts into other genres of media (operatic, dramatic) and the responsibilities, if any, that govern the transposer, audience, and critic. The practice of transposition, however, gives rise to a creative conflict: is there a limit to the amount of ornamentation, pressure, or dilution to which the “mediated” word can be subject? Finally, the more polemical of the essays included here are structured on the Bakhtinian notion of co-existing “plausibilities” and points of view. What a carnival approach can uncover in Pushkin that might have surprised and even pleased the poet, what a libretto or play script brings out that the “true original” hides: here the work of the creator and the critic can overlap in thrilling ways that respect the competencies of each.     Description: In Genius Envy Adrianna M. Paliyenko uncovers a forgotten past: the multiplicity and diversity of nineteenth-century French women’s poetic voices. Conservative critics of the time attributed genius to masculinity and dismissed the work of female authors as “feminine literature.” Despite the efforts of leading thinkers, critics, and historians to erase women from the pages of literary history, Paliyenko shows how female poets invigorated the debate about the origins of genius and garnered recognition in their time for their creativity and bold aesthetic ideas. This fresh account of French women poets’ contributions to literature probes the history of their critical reception and considers the texts of celebrated writers such as Desbordes-Valmore, Ségalas, Blanchecotte, Siefert, and Ackermann. The results show that these women explicitly challenged the notion of genius as gendered, advocating for their rightful place in the canon.

Following the publication of her translation of the "Laxdœla Saga", in this volume Madelung uses her deep knowledge of the text to demonstrate the literary quality and aesthetic structure of the work, especially the function of repetition. She shows that the Saga contains a historical-political analogy between the period in which the story is set (the eleventh century) and the saga-author’s own time two centuries later. In a personal sense, she is loathe to repeat herself and, while readers might recognize situations that she is revisiting, she always needs to believe in her own development as a writer. In her letters she repeatedly champions her first stories, for example, largely because they contain “ideas” that she doubts she “can ever embody again." In a broader sense this is an important idea, however, in that her philosophy was grounded in a belief in the idea of progress. Orr engages in close readings of Eliot's writings to demonstrate how deeply the novelist's religious imagination operate in her fiction and poetry.

The plays are based on well-known episodes from classical Roman history and were staged in Breslau by students at two all-male humanistic gymnasia. Organized exclusively around stories of such female protagonists as Agrippina, Cleopatra, Epicharis, and Sophonisbe, these productions required that the young actors dress as women to play roles that routinely involved scenes of political intrigue, incest, seduction, torture, and threatened infanticide. In print these plays were accompanied by massive annotational apparatuses that delineate the contours of the learned universe of eastern central Europe in exacting detail. Newman's study sheds light on the ideological complexity of gender, politics, and learned culture in the early modern period as it emerges from these intriguing and often bizarre plays.

The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises.The book draws on and adds to the rich â crises literatureâ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. Seen in this perspective, the book reconstructs how crises unfolded, how they were experienced, and what kind of responses the specific crises in question provoked.

    Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

    Description: The fifteen essays collected in Hard Reading argue that science fiction has its own internal rhetoric, relying on devices such as neologism, dialogism, semantic shifts, the use of unreliable narrators. It is a “high-information” genre which does not follow the Flaubertian ideal of le mot juste, “the right word”, preferring le mot imprévisible, “the unpredictable word”. Science fiction derives much of its energy from engagement with vital intellectual issues in the “soft sciences”, especially history, anthropology, the study of different cultures, with a strong bearing on politics. Both the rhetoric and the issues deserve to be taken much more seriously than they have been in academia, and in the wider world. Hard Reading is also a memoir of what it was like to be a committed fan, from teenage years, and also an academic struggling to find a place, at a time when a declared interest in science fiction and fantasy was the kiss of death for a career in the humanities.

    Description: The poetry of Wilhelm Müller, to whom Heine expressed indebtedness for his renewal of the forms of the German "Volkslied", had rarely been discussed in depth prior to this volume originally published in 1970. Cottrell's study is an interpretation of Müller's three most successful song-cycles: "Die schöne Müllerin", "Die Winterreise", and "Frühlingskranz". The first two, interpreted in chapters one and two, are famed through Schubert's musical settings. Chapter three offers an interpretation of the "Frühlingskranz". A last chapter considers Müller's poetic imagination. Full texts of the poems discussed are included in the Appendix and are indexed by titles and first lines.
