    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Description: Since the end of the Cold War, the monopoly of legitimate organized force of many African states has been eroded by a mix of rebel groups, violent extremist organizations, and self-defence militias created in response to the rise in organized violence on the continent. African Border Disorders explores the complex relationships that bind states, transnational rebels and extremist organizations, and borders on the African continent. Combining cutting edge network science with geographical analysis, the first part of the book highlights how the fluid alliances and conflicts between rebels, violent extremist organizations and states shape in large measure regional patterns of violence in Africa. The second part of the book examines the spread of Islamist violence around Lake Chad through the lens of the violent Nigerian Islamist group Boko Haram, which has evolved from a nationally-oriented militia group, to an internationally networked organization. The third part of the book explores how violent extremist organizations conceptualize state boundaries and territory and, reciprocally, how do the civil society and the state respond to the rise of transnational organizations.     Description: In the context of recent advances in Artificial Intelligence (AI) and launch of AI policy documents and ethics guidelines around the world, since 2017, the European Union (EU) is developing its approach to AI. This chapter examines the key EU AI policy documents and the way the EU is positioning its AI policy vis-à-vis other global players. It draws on ‘Europe as a power’ debate and in particular on the concepts of Normative Power Europe and Market Power Europe to examine if in its approach to AI the EU prioritizes its norms or rather its market power. In the EU policy documents the elements of both normative and market power are closely intertwined. The EU attempts to project itself globally as a Normative Power Europe promoting its value-based and human-centric approach based and ethics guidelines for Trustworthy AI. These are closely connected with the EU’s ambitions to be a Market Power with appropriate regulation and investments which could also support implementation of its values and norms.

The country joined NATO in 2009.     Description: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life.

    Description: This book provides an overview of poverty and well-being in Russia. Increasing poverty rates during the 1990s were followed by greater attention to social policies in the 2000s and increased efforts to engage people in socially oriented NGOs and ‘encourage’ them to contribute to the fulfillment of social aims. What impact did these developments have on the prevalence of poverty in contemporary Russian society? Tracing continuities from the Soviet system alongside recent developments such as the falling price of oil, economic sanctions, and changes in directions of social policy, this book explores the impact of poverty, inequality and social programmes. The author examines the agency of people living in poverty and those engaged in social policy, using official statistics, survey data and interviews from four Russian regions to explain the reasons and consequences of poverty and people’s attempts to get out of it. The approach is based on institutional theory, complemented by Amartya Sen’s capability approach highlighting the importance of agency and an institutional framework as a means for change.     Description: EU climate policy is characterized by significant degrees of differentiated integration. Although the two topics complement each other, differentiated integration and studies of EU climate policy have rarely been studied in conjunction. To address this gap, we develop a three-fold conceptualization that makes it possible to explore differentiation during the course of a policy cycle: policy output differentiation, policy outcome differentiation and policy impact differentiation. Our examination of two key elements of EU climate policy legislation—emissions trading and renewables policy—shows that differentiated integration is an uneven and multi-directional process that varies over time. We argue that differentiation is an important enabler for concerted action in EU climate policy and that differentiation at the policy output and outcome stages may facilitate greater harmonization at the impact stage. Differentiation at the impact and outcome level of the three (idealtype) policy stages does not automatically reflect differentiation at the output policy stage; it is rather that output differentiation may facilitate both high and low levels of differentiation at these later stages.

    Description: Somalia adopted the Provisional Constitution in 2012 and declared itself a federal republic. However, a functioning fiscal arrangement is yet to emerge despite tax reform efforts in Mogadishu and consultations between the federal government and member states. If federalism is to remain Somalia’s preference, important choices will have to be made. In reviewing the literature, analysing gaps in the Provisional Constitution, and assessing current practices, this chapter brings to light lessons that could be applied in formalising fiscal federalism in Somalia. These relate, inter alia, to the assignment of functions and revenue sources, the sharing of natural resource revenue, and the strengthening of financial and administrative structures at all levels.     Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations.     Description: This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. It considers nationalism as various concepts and ideas emphasizing Russia’s distinctive national character, based on the country’s geography, history, Orthodoxy, and Soviet technological advances. It analyzes the ideologies of Russia’s ultra-nationalist and far-right groups, explores the use of nationalism in the conflict with Ukraine and the annexation of Crimea, and discusses how Putin’s political opponents, including Alexei Navalny, make use of nationalism. Overall the book provides a rich analysis of a key force which is profoundly affecting political and societal developments both inside Russia and beyond.

They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation.     Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

    Description: This article describes the police intelligence division-of-labour. It is argued that police organisation gains overall coherence in relation to the ‘police métier’; a rationale that allows protagonists in the police world to make sense of an irrational workplace structure where personal loyalty, trust and honour (not formal organisational logic) form the basis of action and compliance. The concept of the police métier is defined in terms of the police professional concern with the mastery of surveillance and coercion in the reproduction of order, the making of crime and the governance of insecurity, and it is the polestar of the police mindset. The article describes the police intelligence division-of-labour paying specific attention to four different aspects of intelligence activity: the acquisition of intelligence or information; the analysis of information in the production of intelligence; tasking and co-ordination on the basis of intelligence ‘product’; or being tasked on that same basis. The descriptive analysis presented here is useful in several respects. Firstly it provides a basis for the comparative study of police intelligence work and its configuration within broader processes of security governance. Secondly, it provides a prototypical organisational map useful understanding the orientation of particular units – the organisational elements of policework (e.g. of drug squads, primary response, public order and homicide investigation units) – within the broader police division-of-labour. Lastly, it provides a complex view of issues concerning democratic governance of ‘the police’ as they are configured as nodes within broader networks of security governance.

    Description: In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. The book focuses on whether the short-term sudden shock caused by the Great Recession has permanently transformed politics, political behaviour and the Icelandic party system or whether its effect was primarily transitory. These questions remain highly relevant to the wider field of political science, as the book examines under what circumstances sudden shocks lead to permanent changes in a political system.     Description: Heated debates about Muslim women's veiling practices have regularly attracted the attention of European policymakers over the last decade. The headscarf has been both vehemently contested by national and/or regional governments, political parties and public intellectuals and passionately defended by veil wearing women and their supporters. Systematically applying a comparative perspective, this book addresses the question of why the headscarf tantalises and causes such controversy over issues about religious pluralism, secularism, neutrality of the state, gender oppression, citizenship, migration, and multiculturalism. Seeking also to establish why the issue has become part of the disciplinary practices of some European countries but not of others, this work brings together an important collection of interpretative research regarding the current debates on the veil in Europe, offering an interdisciplinary scope and European-wide setting. Brought together through a common research methodology, the contributors focus on the different religious, political and cultural meanings of the veiling issue across eight countries and develop a comparative explanation of veiling regimes.     Description: Hitler’s seizure of power on 30 January 1933 provided an urgent impetus to stage transnational anti-fascist conferences and rallies on a global scale. One of the first, but almost completely overlooked major conferences was organised in Copenhagen in April 1933 in the form of a Scandinavian Anti-Fascist Conference. The chapter will use the event as a prism to look backwards at anti-fascist activism in the Nordic countries during the preceding years and follow its transformation process in its immediate aftermath. What form did these largely overlooked anti-fascist articulations and manifestations take, and how were they connected to the rising transnational and global anti-fascist mobilisation coordinated in Paris and London? The chapter shows that the establishment of the Third Reich, on the one hand, vitalised anti-fascism in Scandinavia but that it paradoxically, on the other, further sharpened the communist critique of reformist social democracy and empowered social democratic anti-communism. Moreover, small neutral states, especially with social democratic governments, were confronted with an acute dilemma as the German foreign office made it clear that sharp critique of Nazi Germany and Hitler in the Nordic press and social movements had to be limited in order to maintain good bilateral relations.

    Description: The European Union started to coordinate and harmonise the asylum policies of their Member States in 1999 within a common ‘area of freedom, security and justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

    Description: Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case.     Description: This chapter shows that while the UN development system (UNDS) has benefited from a strong increase in resources over recent years, it suffers from the reliance on a small number of contributing countries and a disproportionate earmarking of funds. While softer forms of such tied funding can be credited with fostering coherence, efficiency, and innovation in the UN’s country-level work, tightly earmarked project funding has substantial, and not yet fully recognized negative implications for the development effectiveness and multilateral functions of the UNDS. Efforts to contain the rise of earmarked funding (which is driven both by political interests of member states and the desire to financially grow UN organizations) and broaden the base of contributors, have so far been ineffective. The UN Funding Compact presents the first systemic answer that brings together member states and UN development organizations. It remains to be seen whether it can slow down harmful funding practices and equip the UNDS with the resources required so that it can act as a catalyst for implementing the 2030 Agenda.

The author identifies eight characteristics of globalisation that have proven problematic to workers and their organisations and describes and analyses how they have responded to these challenges since 1990 and especially in the past decade. In particular, it focuses attention on new types of labour movement organisation and mobilisation that are not simply defensive reactions but are offensive and innovative responses that compel corporations to behave more responsively and responsibly towards employees and society at large.     Description: The European Union interest group population is often characterised as being biased towards business and detached from its constituency base. Many scholars attribute this to institutional factors unique to the EU. Yet, assessing whether or not the EU is indeed unique in this regard requires a comparative research design. We compare the EU interest group population with those in four member states: France, Great Britain, Germany and the Netherlands. We diff erentiate system, policy domain and organisational factors and examine their eff ects on interest group diversity. Our results show that the EU interest system is not more biased towards the representation of business interests than the other systems. Moreover, EU interest organisations are not more detached from their constituents than those in the studied countries. Everywhere, business interest associations seem to be better capable of representing their members’ interests than civil society groups. These fi ndings suggest that the EU is less of a sui generis system than commonly assumed and imply the need for more fi ne-grained analyses of interest group diversity.

The book includes 20 chapters written by contributors to the Emancipatory Rural Politics Initiative (ERPI), a global network of academics and activists committed to both reflective analysis and political engagement. Debates about ‘populism’, ‘nationalism’, ‘authoritarianism’ and more have exploded recently, but relatively little of this has focused on the rural dimensions. Yet, wherever one looks, the rural aspects are key – not just in electoral calculus, but in understanding underlying drivers of authoritarianism and populism, and potential counter-movements to these.     Description: Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan’s National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid’s assistance in Somalia, Liberia’s gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF’s education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions, local contextual factors such as windows of opportunity and the degree of local support, and programme design and management.

    Description: Noncitizens have always been present in liberal political philosophy. Often hard to situate within traditional frameworks that prioritise citizenship, noncitizens can appear voiceless and rightsless, which has implications for efforts towards global justice and justice in migration. This book proposes an alternative. Noncitizenism identifies an analytical category of noncitizenship. While maintaining the importance of citizenship, noncitizenship is another form of special individual-State relationship. It operates far from a State, at its borders, and within its territory, providing a tool for examining the continuity between sites of engagement and the literatures, questions, and conclusions relating to them. The book argues that an accurate liberal theoretical framework, and one which can address contemporary challenges, must acknowledge the political relationship of noncitizenship between individuals and States. This book is for students and scholars of political philosophy and for those interested in noncitizenship and how it can inform the response of liberal theory, citizenship, global justice, migration studies, political theory and policy work.

    Description: Anti-fascism became one of the main causes of the American left-liberal milieu during the mid-1930s. The chapter offers a new analysis of two communist-led, international organisations called the World Committee against War and Fascism and the World Relief Committee for the Victims of German Fascism. The chapter aims to show how anti-Nazi activities were initially mobilised in the USA from 1933 to 1935. It reveals the transnational connections present in American anti-fascist movements and shows the importance of the connections established between American anti-fascists and German, British and French anti-fascists before the beginning of the popular front period. It provides new insights to the ways anti-fascist ideas and practices were effectively circulated across the Atlantic and within North America. The time period was filled with contradictions and ambiguities especially due to the Communist International’s sectarianism that initially hampered co-operation within the broader American left. Still, transatlantic anti-fascist solidarity networks had already managed by mid-1933 to inspire local anti-Nazi activism across the USA.

    Description: This book charts the new phase of global struggles around gender equality and sexual democracy: the ultraconservative mobilization against "gender ideology" and feminist efforts to counteract it. It argues that anti-gender campaigns, which emerged around 2010 in Europe, are not a simple continuation of the anti-feminist backlash dating back to the 1970s, but part of a new political configuration. Opposition to "gender" has become a key element of the rise of right-wing populism, which successfully harnesses the anxiety, shame and anger caused by neoliberalism and threatens to destroy liberal democracy. Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement. This is an important study for those doing research in politics, cultural studies, gender and sexuality studies and sociology. It will also be useful for activists and policy makers.

    Description: China’s rise and processes of Sinicization suggest that recombination of new and old elements rather than a total rupture with or return to the past is China’s likely future. In both space and time, civilizational politics offers the broadest social context. It is of particular salience in China. Reification of civilizations into simple categories such as East and West is widespread in everyday politics and common in policy and academic writings. This book’s emphasis on Sinicization as a specific instance of civilizational processes counters political and intellectual shortcuts and corrects the mistakes to which they often lead.     Description: This book explores how gender equality, a central part of the Nordic imaginary, is used in the political communication of Nordic states. The analyses presented move beyond conventional images and discourses of Nordic gender- and women-friendliness by critically investigating how and to what extent gender equality serves nation-branding in the Nordic region. Nation-branding is an unescapable part of globalisation, which is a market-oriented process dominated by the West and predicated on the creation of winners and losers. The underlying premise of this volume is that the global development industry plays a central role in constructing people’s sexual lives, access to citizenship, and struggles for livelihood. Despite the industry’s persistent insistence on viewing sexuality as basically outside the realm of economic modernization and anti-poverty programs, this volume brings to the fore heterosexual bias within macroeconomic and human rights development frameworks. The work fills an important gap in understanding how people’s intimate lives are governed through heteronormative policies which typically assume that the family is based on blood or property ties rather than on alternative forms of kinship.
