    Description: This open access book by Nils Karlson explores the strategies used by left- and right-wing populists to make populism intelligible, recognizable, and contestable. It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society. It traces the ideational roots of the core populist ideas and shows that these ideas form a collectivistic identity politics. Karlson argues that to fight back requires the revival of liberalism itself by defending and developing the liberal institutions, the liberal spirit, liberal narratives, and liberal statecraft.  The book also presents and discusses an extensive list of counterstrategies against populism.  Written within the tradition of political theory and institutional economics, this book uses a wide variety of sources, including results and analyses from social psychology, ethics, law, and history.

    Description: This open access book is the first to provide an analysis of the Dutch paper industry over a period encompassing six centuries. Responding to a trend of renewed scholarly interest in paper industries and production, the book seeks to illuminate the factors behind this relatively small national industry’s centuries-long survival. Previous historical research has shown that sets of colonial, trade, merchant and family networks, tightly interwoven through a dense web of capital, were crucial for paper production and trade in early modern Europe. This book situates the Dutch paper industry within these overlapping contexts and their shifting dynamics over time, and historicizes the challenges and obstacles it had to overcome through four phases of capitalism: the rise of Dutch capitalism (1580–1815), Dutch monarchic liberalism (1815–1914), Fordism (1914–1980), and post-Fordism (1980 until now). Each chapter covers not only technological advancements in the industry, but its development alongside further determining dimensions, such as state-industry relations (industry policies), labour-capital relations (unions) and competition and cooperation, overall painting a picture of how the industry adapted to and endured changes in national and global networks surrounding the industry. This book will be of broad interest to scholars of economic and business history, as well as industrial history, political economy, and management studies.

    Description: This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

    Description: This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: This open access book explores the intersection of property law, relocation, and resettlement processes in the United States and among communities that grapple with migration as an adaptation strategy. As communities face the prospect of relocating because of rising seas, policy makers, disaster specialists, and community leaders are scrambling to understand what adaptation pathways are legally possible. While in its ideal application, law functions blindly and without variation, the authors find that legal contradictions come to bear on resettlement processes and place certain communities further in harm’s way. This book will unearth these contradictions in order to understand why successful community-based resettlement has presented such a challenge to communities that are experiencing increasing land deterioration as a result of climate change.

Territory plays a rather marginal role in the traditional conceptions of democracy that in many ways still prevail today.     Description: In this open access book, Mikael Hård tells a story of how people around the world challenged the production techniques and products brought by globalization. Retaining their autonomy and freedom, creative individuals selectively adopted or rejected modern gadgets, tools, and machines. In standard historical narratives, globalization is portrayed as an unstoppable force that flattens all obstacles in its path. Modern technology is also seen as inexorable: in the nineteenth century, steamships, telegraph lines, and Gatling guns are said to have paved the way for colonialism and other forms of dominating people and societies. Later, shipping containers and computer networks purportedly pulled the planet deeper into a maelstrom of capitalism. Hård discusses instances that push back against these narratives. For example, in Soviet times, inhabitants of Samarkand, Uzbekistan, preferred to remain in—and expand—their own mud-brick houses rather than move into prefabricated, concrete residential buildings. Similarly, nineteenth-century Sumatran carpenters ignored the saws brought to them by missionaries—and chose to chop down trees with their arch-bladed adzes. And people in colonial India successfully competed with capitalist-run Caribbean sugar plantations, continuing to produce their own muscovado and sell it to local consumers. This book invites readers to view the history of technology and material culture through the lens of diversity. Based on research funded by the European Research Council and conducted in the Global South, Microhistories of Technology: Making the World shows that the spread of modern technologies did not erase artisanal production methods and traditional tools.

    Description: This open access book offers new insights into the Venetian physician Sanctorius Sanctorius (1561–1636) and into the origins of quantification in medicine. At the turn of the seventeenth century, Sanctorius developed instruments to measure and quantify physiological change. As trivial as the quantitative assessment of health issues might seem to us today – in times of fitness trackers and smart watches – it was highly innovative at that time. With his instruments, Sanctorius introduced quantitative research into the field of physiology. Historical accounts of Sanctorius and his work tend to tell the story of a genius who, almost out of the blue, invented a new medical science, based on measurement and quantification, that profoundly influenced modernity. Abandoning the “genius narrative,” this book examines Sanctorius and his work in the broader perspective of processes of knowledge transformation in early modern medicine. It is the first systematic study to include the entire range of the physician’s intellectual and practical activities. Adopting a material culture perspective, the research draws on the contemporary reconstruction of Sanctorius’s most famous instrument: the Sanctorian weighing chair. And here it departs from past studies that focus mainly on Sanctorius’s thinking rather than on his making and doing. The book also re-evaluates Sanctorius’s role in the wider process of the early transformation of medical culture in the early modern period, a process that ultimately led to the abandonment of Galenic medicine and to the introduction of a new medical science, based on the use of quantification and measurement in medical research. The book is therefore an important contribution to the history of medicine and historical epistemology aimed at historians of science and philosophy.

    Description: This Open Access edited collection calls for a greater understanding of ‘the local’ within the ways the arts, culture and creative practices are governed, promoted, regulated, resourced and valued. Cultural policy studies tends to privilege the national (and international) as the primary site at which cultural policy is enacted, and focuses on the ‘local’ as a case study of practice, rather than a site of policy in its own right. While this may make global policy transfer manageable for national policy agencies, it ignores the contingent relationships, diverse geographies and distinct identities of localities. This volume addresses this gap and is structured around three themes: disciplining the local, which examines key concepts from different academic fields of study; managing the local, which identifies policy approaches that engage with the idea of ‘the local’ in different ways; and practising the local, which offers case studies of how ‘local’ cultural policies are being enacted in places of differing scale and geography.

Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential. It explores the vulnerabilities that arise for female citizens from the contradictory policies produced by the Albanian state. By illuminating the intersection of gender and migration, it shows how Albanian women are likely to embed themselves in complex social relations and migration trajectories. By focusing on various cases – internal, international, return, economic and student female migrants – the book underlines that migration does not follow any kind of evolutionary development, according to which women go from 'traditional’ to ‘modern' gender relations.     Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

These divisions impair the government of the European Union and weaken its ability to shoulder more responsibility for its unstable neighbourhood. This open access book analyses the EU’s evolving constitution, arguing that the lack of effective federal government lies at the heart of its problems. It recommends reforms for each EU institution, including those involving treaty change. It makes the case for a unified executive, a more legitimate legislature, and the introduction of a federal treasury and supreme court.     Description: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government.     Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour. While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions - so donor conditionality often becomes a recipe for failure. In place of grand government reforms aimed at enhancing market efficiency, the book's position is that the reform agenda should target strategic bottlenecks for development and enhance the state's capacity to deal with these disruptions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book to provide a systematic critical perspective on received notions of good governance.

Having emerged from the end of the Cold War as a unified country, Germany has quickly become the second largest exporter in the world. Its economic might has made it the center of the Eurozone and the pivotal power of Europe. Like other geo-economic powers, Germany's foreign policy is characterized by a definition of the national interest in economic terms and the elevation of economic interests over non-economic values such as human rights or democracy promotion. This strategic paradigm is evident in German's relationship with China, the Gulf States and Europe, but it is most important in regard to its evolving policies towards Russia. In this book, Stephen F. Using a case study of the Zama Zama, loosely translated from the isiZulu as ‘to hustle, or to strive’ and colloquially used to refer to those working as informal artisanal miners on Johannesburg’s numerous disused and abandoned gold mines, the book documents an ethnography of this community’s everyday lives, struggles, and hopes. It provides an intimate account of a community, its social relations, and its political relationship to the state. The narratives of the Zama Zama are used to raise broader questions about precarity, belonging, and governance in post-apartheid South Africa, and suggest that pervasive informality could risk the country's democratic order.

    Description: This Open Access book explains ASEAN’s strategic role in managing great power politics in East Asia. Constructing a theory of institutional strategy, this book argues that the regional security institutions in Southeast Asia, ASEAN and ASEAN-led institutions have devised their own institutional strategies vis-à-vis the South China Sea and navigated the great-power politics since the 1990s. ASEAN proliferated new security institutions in the 1990s and 2000s that assumed a different functionality, a different geopolitical scope, and thus a different institutional strategy. In so doing, ASEAN formed a “strategic institutional web” that nurtured a quasi-division of labor among the institutions to maintain relative stability in the South China Sea. Unlike the conventional analysis on ASEAN, this study disaggregates “ASEAN” as a collective regional actor into specific individual institutions—ASEAN Foreign Ministers’ Meeting, ASEAN Summit, ASEAN-China dialogues, ASEAN Regional Forum, East Asia Summit, and ASEAN Defense Ministers Meeting and ASEAN Defense Ministers Meeting-Plus—and explains how each of these institutions has devised and/or shifted its institutional strategy to curb great powers’ ambition in dominating the South China Sea while navigating great power competition. The book sheds light on the strategic potential and limitations of ASEAN and ASEAN-led security institutions, offers implications for the future role of ASEAN in the Indo-Pacific region, and provides an alternative understanding of the strategic utilities of regional security institutions.

    Description: This open access book provides insights into the everyday lives of long-term prisoners in Switzerland who are labelled as ‘dangerous’ and are preventatively held in indefinite, probably lifelong, incarceration. It explores prisoners’ manifold ways of inhabiting the prison which can be used to challenge well established notions about the experience of imprisonment, such as ‘adaptation’, ‘coping’, and ‘resistance’. Drawing on ethnographic data generated in two high-security prisons housing male offenders, this book explores how the various spaces of the prison affect prisoners’ sense of self and experience of time, and how, in particular, the indeterminate nature of their imprisonment affects their perceptions of place and space. It sheds light on prisoners’ subjective, emplaced and embodied perceptions of the prisons' various everyday time-spaces in the cell, at work, and during leisure time, and the forms of agency they express. It provides insight into prisoners’ everyday habits, practices, routines, and rhythms as well as the profoundly existential issues that are engendered, (re)arranged, and anchored in these everyday contexts. It also offers insights into the penal policies, norms, and practices developed and followed by prison authorities and staff.

    Description: It has become more evident that many microalgae respond very differently than land plants to diverse stimuli. Therefore, we cannot reduce microalgae biology to what we have learned from land plants biology. However, we are still at the beginning of a comprehensive understanding of microalgae biology. Microalgae have been posited several times as prime candidates for the development of sustainable energy platforms, making thus the in-depth understanding of their biological features an important objective. Thus, the knowledge related to the basics of microalgae biology must be acquired and shared rapidly, fostering the development of potential applications. Microalgae biology has been studied for more than forty years now and more intensely since the 1970’s, when genetics and molecular biology approaches were integrated into the research programs. Recently, studies on the molecular physiology of microalgae have provided evidences on the particularities of these organisms, mainly in model species, such as Chlamydomonas reinhardtii. Of note, cellular responses in microalgae produce very interesting phenotypes, such as high lipid content in nitrogen deprived cells, increased protein content in cells under high CO2 concentrations, the modification of flagella structure and motility in basal body mutant strains, the different ancient proteins that microalgae uses to dissipate the harmful excess of light energy, the hydrogen production in cells under sulfur deprivation, to mention just a few. Moreover, several research groups are using high-throughput and data-driven technologies, including “omics” approaches to investigate microalgae cellular responses at a system-wide level, revealing new features of microalgae biology, highlighting differences between microalgae and land plants. It has been amazing to observe the efforts towards the development and optimization of new technologies required for the proper study of microalgae, including methods that opened new paths to the investigation of important processes such as regulatory mechanisms, signaling crosstalk, chemotactic mechanisms, light responses, chloroplast controlled mechanisms, among others. This is an exciting moment in microalgae research when novel data are been produced and applied by research groups from different areas, such as bioprocesses and biotechnology. Moreover, there has been an increased amount of research groups focused in the study of microalgae as a sustainable source for bioremediation, synthesis of bioproducts and development of bioenergy. Innovative strategies are combining the knowledge of basic sciences on microalgae into their applied processes, resulting in the progression of many applications that hopefully, will achieve the necessary degree of optimization for economically feasible large-scale applications. Advances on the areas of basic microalgae biology and novelties on the essential cellular processes were revealed. Progress in the applied science showed the use of the basic science knowledge into fostering translational research, proposing novel strategies for a sustainable world scenario. More specific topics include recorded ground motions, generated ground motions, response spectra, stochastic modeling of ground motion, critical excitation, geotechnical aspects, soil mechanics, soil liquefaction, soil-structure interactions, pile foundations, earthquake input energy, structural control, passive control, active control, base-isolation, steel structures, reinforced concrete structures, wood structures, building retrofit, structural optimization, uncertainty analysis, robustness analysis, and redundancy analysis. This eBook includes four original research papers, in addition to the Specialty Grand Challenge article, on the critical earthquake response of elastic-plastic structures under near-fault or long-duration ground motions which were published in the specialty section Earthquake Engineering. In the early stage of dynamic nonlinear response analysis of structures around 1960s, a simple hysteretic structural model and a simple sinusoidal earthquake ground motion input were dealt with together with random inputs. The steady-state response was tackled by an equivalent linearization method developed by Caughey, Iwan and others. In fact, the resonance plays a key role in the earthquake-resistant design and it has a strong effect even in case of near-fault ground motions. In order to draw the steady-state response curve and investigate the resonant property, two kinds of repetition have to be introduced. One is a cycle, for one forced input frequency, of the initial guess of the steady-state response amplitude, the construction of the equivalent linear model, the analysis of the steady-state response amplitude using the equivalent linear model and the update of the equivalent linear model based on the computed steady-state response amplitude. The other is the sweeping over a range of forced input frequencies. This process is quite tedious. Four original research papers included in this eBook propose a new approach to overcome this difficulty. Kojima and Takewaki demonstrated that the elastic-plastic response as continuation of free-vibrations under impulse input can be derived in a closed form by a sophisticated energy approach without solving directly the equations of motion as differential equations. While, as pointed out above, the approach based on the equivalent linearization method requires the repetition of application of the linearized equations, the method by Kojima and Takewaki does not need any repetition. The double impulse, triple impulse and multiple impulses enable us to describe directly the critical timing of impulses (resonant frequency) which is not easy for the sinusoidal and other inputs without a repetitive procedure. It is important to note that, while most of the previous methods employ the equivalent linearization of the structural model with the input unchanged, the method treated in this eBook transforms the input into a series of impulses with the structural model unchanged. This characteristic guarantees high accuracy and reliability even in the large plastic deformation range. The approach presented in this eBook is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability of built environments in the elastic-plastic range.

    Description: Chapter 8 shows the connection between a certain vision of citizenship – in this context, ethnonationally defined – and violence, and how citizenship is crucial though under-researched trigger of violence. To examine why and how this violence happened, and what was the role of citizenship, the chapter examines the whole post-socialist post-partition European states. It argues that the fate of many citizens of the former socialist federations in the context of their imminent disintegration was determined by their answers to the following questions: Did the incipient states (republics) and the federal centre accept the separation and the existing borders? Did all groups and all regions accept independence and the authorities of the new states? The analysis of the possible answers to these questions across post-socialist Europe brings us to three decisive triggers of violence: citizenship, borders and territories, and, finally in the early 1990s, the role of the military apparatus of defunct federations. One could safely conclude that there is an intimate historic affinity between citizenship and war. From the antique city-states where full citizenship status was acquired by serving in war (Anderson 1996: 28, 33; Pocock 1998), via the traditional military draft for men (and in some places for women) to contemporary practices that enable immigrants and foreigners serving in the armed forces, such as the US army or in the Légion étrangère, an easier access to citizenship. There is a historic relationship between ‘blood’, either inherited or spilled (one’s own or of other people), and citizenship. However, violence related to citizenship is not only physical but often invisible. It is the violence of administrative decisions, hierarchy of different statuses, ‘wrong’ passports and ‘papers’ or deprivations of citizenship. In the following chapter, I will also tackle the issue of physically invisible but nonetheless effective violence caused by the post-Yugoslav citizenship regimes. In this chapter though, I will turn to the outbreak of that ‘visible’ violence that spread across almost all corners of the former Yugoslavia. To examine why and how this violence happened, and what was the role of citizenship, we need to cast the net more widely all over post-socialist post-partition European states.

    Description: This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

It conceptualizes and frames environmental citizenship taking an educational perspective. Organized in four complementary parts, the book first explains the political, economic and societal dimensions of the concept. Next, it examines environmental citizenship as a psychological concept with a specific focus on knowledge, values, beliefs and attitudes. It then explores environmental citizenship within the context of environmental education and education for sustainability. It elaborates responsible environmental behaviour, youth activism and education for sustainability through the lens of environmental citizenship. Finally, it discusses the concept within the context of different educational levels, such as primary and secondary education in formal and non-formal settings. Environmental citizenship is a key factor in sustainability, green and cycle economy, and low-carbon society, and an important aspect in addressing global environmental problems. It has been an influential concept in many different arenas such as economy, policy, philosophy, and organizational marketing. In the field of education, the concept could be better exploited and established, however.     Description: This open access book takes a critical and international perspective to the mainstreaming of the Global Citizenship Concept and analyses the key issues regarding global citizenship education across the world. In that respect, it addresses a pressing need to provide further conceptual input and to open global citizenship agendas to diversity and indigeneity. Social and political changes brought by globalisation, migration and technological advances of the 21st century have generated a rise in the popularity of the utopian and philosophical idea of global citizenship. In response to the challenges of today’s globalised and interconnected world, such as inequality, human rights violations and poverty, global citizenship education has been invoked as a means of preparing youth for an inclusive and sustainable world. In recent years, the development of global citizenship education and the building of students’ global citizenship competencies have become a focal point in global agendas for education, international educational assessments and international organisations. However, the concept of global citizenship education still remains highly contested and subject to multiple interpretations, and its operationalisation in national educational policies proves to be challenging. This volume aims to contribute to the debate, question the relevancy of global citizenship education’s policy objectives and to enhance understanding of local perspectives, ideologies, conceptions and issues related to citizenship education on a local, national and global level.     Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

The current interest in creating disaster-resilient societies demands new histories of civil defence.     Description: This open access book analyses the development problems of sub-Sahara Africa (SSA) from the eyes of a Korean diplomat with knowledge of the economic growth Korea has experienced in recent decades. The author argues that Africa's development challenges are not due to a lack of resources but a lack of management, presenting an alternative to the traditional view that Africa's problems are caused by a lack of leadership.     Description: Large-scale earthquake hazards pose major threats to modern society, generating casualties, disrupting socioeconomic activities, and causing enormous economic loss across the world. Events, such as the 2004 Indian Ocean tsunami and the 2011 Tohoku earthquake, highlighted the vulnerability of urban cities to catastrophic earthquakes. Accurate assessment of earthquake-related hazards (both primary and secondary) is essential to mitigate and control disaster risk exposure effectively. To date, various approaches and tools have been developed in different disciplines. However, they are fragmented over a number of research disciplines and underlying assumptions are often inconsistent. Our society and infrastructure are subjected to multiple types of cascading earthquake hazards; therefore, integrated hazard assessment and risk management strategy is needed for mitigating potential consequences due to multi-hazards. Moreover, uncertainty modeling and its impact on hazard prediction and anticipated consequences are essential parts of probabilistic earthquake hazard and risk assessment. The Research Topic is focused upon modeling and impact assessment of cascading earthquake hazards, including mainshock ground shaking, aftershock, tsunami, liquefaction, and landslide.

    Description: The EV Everywhere Grand Challenge requires a breakthrough in energy storage technology. State-of-the-art Li-ion technology is currently used in low volume production plug-in hybrid and niche high performance vehicles; however, the widespread adoption of electrified powertrains requires a four-fold increase in performance, 25% lower cost, and safer batteries without the possibility of combustion. One approach for this target is to develop solid-state batteries (SSBs) offering improved performance, reduced peripheral mass, and unprecedented safety. SSB could offer higher energy density, by enabling new cell designs, such as bipolar stacking, leading to reduced peripheral mass and volume. To enable SSBs, a crucial requirement is a fast-ion conducting solid electrolyte. To date, myriad solid-state electrolytes have been reported exhibiting Li ion conductivities approaching those of today’s liquid electrolyte membranes. Moreover, several new materials are reported to have wide electrochemical window and single-ion mobility. Leveraging decades of research focused on Li-based electrodes for Li-ion batteries, the discovery of new solid-state electrolytes could enable access to these electrodes; specifically, Li metal and high voltage electrodes (〉5V). However, transitioning SSBs from the laboratory to EVs requires answers to fundamental questions such as: (1) how does Li-ion transport through the solid electrolyte / solid electrode interface work? (2) will solid electrolytes enable bulk-scale Li metal anode and high voltage cathodes?, and (3) how will ceramic-based cells be manufactured in large-format battery packs? The purpose of this Research Topic is to provide new insights obtained through the fundamental understanding of materials chemistry, electrochemistry, advanced analysis and computational simulations. We hope these aspects will summarize current challenges and provide opportunities for future research to develop the next generation SSBs.

    Description: Global economic losses due to severe weather events have grown dramatically over the past two decades. A large proportion of these losses are due to severe wind storms such as tropical cyclones and tornadoes, which can cause destruction to buildings, houses, and other infrastructure over large areas. To address the growing losses, many new large-scale and full-scale laboratories have been developed. These tools are used to examine the issues that could not be solved with the traditional tools of wind engineering including model-scale boundary layer wind tunnels, simplified standardized product tests, and other methods of analysis.     Description: This open access book carefully explores the relationship between social democracy and its working-class electorate in Western Europe. Relying on different indicators, it demonstrates an important transformation in the class basis of social democracy. At the beginning of the twenty-first century, the working-class vote is strongly fragmented and social democratic parties face competition on multiple fronts for their core electorate – and not only from radical right parties. Starting from a reflection on ‘working-class parties’ and using a sophisticated class schema, the book paints a nuanced and diversified picture of the trajectory of social democracy that goes beyond a simple shift from working-class to middle-class parties. Following a detailed description, the book reviews possible explanations of workers' new voting patterns and emphasizes the crucial changes in parties' ideologies. It closes with a discussion on the role of the working class in social democracy's future electoral strategies.

    Description: This eBook is the third in a series of books on the critical earthquake response of elastic or elastic-plastic structures under near-fault or long-duration ground motions, and includes four original research papers which were published in the specialty section Earthquake Engineering in ‘Frontiers in Built Environment’. Several extensions of the first eBook and the second eBook are included here. The first article is on the earthquake resilience of residential houses after repeated ground motions with high intensity. The 2016 Kumamoto earthquake brought a significant impact on the earthquake resilience of residential houses under repeated ground motions with high intensity in a few days. The necessary strength upgrade withstanding two repeated high-intensity ground motions was found to be 1.5. The second article is concerned with the smart enhancement of earthquake resilience of building structures under both near-fault and long-duration ground motions. A hybrid system of base-isolation and building connection control was proposed and its earthquake resilience to near-fault and long-duration ground motions was evaluated by a double impulse and a multiple impulse. It was demonstrated that the base-isolation is effective for near-fault ground motions and the building connection system using passive dampers is effective for long-duration ground motions. The third article is related to the robustness evaluation of elastic-plastic base-isolated high-rise buildings under resonant near-fault ground motions. The robustness function was introduced to evaluate quantitatively the robustness of elastic-plastic base-isolated high-rise buildings. The fourth article is an extension of the previously proposed energy balance approach to a bilinear elastic-plastic single-degree-of-freedom system under a long-duration sinusoidal ground motion. A historical difficulty in nonlinear vibration posed by Caughey (1960) and Iwan (1961) has been overcome in a smart manner after half a century. The approach presented in this eBook, together with the previous eBooks, is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability and resilience of built environments in the elastic-plastic and nonlinear range.

    Description: or 'conglomerate' – all occurring in Yugoslavia from mid-1960s at a sometimes vertiginous pace – seem to be interactive parts of the same puzzle. Nevertheless, immediately after the war it appeared that resurrected Yugoslavia and strong patriotism of the national-liberation struggle had given a new impetus to Yugoslavism – this time in a federalist form meant to dissociate the idea from the bitter experiences of pre-war unitarism. Although Yugoslavism itself went through curious re-definitions and had to compete with communist internationalism between 1945 and 1948, socialist nation-building Yugoslavism would be seen and promoted throughout the 1950s as something of uncontested worth. Having described earlier the birth and evolution of Yugoslavism between the mid-nineteenth century and the Second World War, we should recount here its last chapters.

    Description: This Open Access book is an anthropological urban study of the Emirate of Dubai, its institutions, and their evolution. It provides a contemporary history of disability in city planning from a non-Western perspective and explores the cultural context for its positioning. Three insights inform the author’s approach. First, disability research, much like other urban or social issues, must be situated in a particular place. Second, access and inclusion forms a key part of both local and global planning issues. Third, a 21st century planning education should take access and inclusion into consideration by applying a disability lens to the empirical, methodological, and theoretical advances of the field. By bridging theory and practice, this book provides new insights on inclusive city planning and comparative urban theory. This book should be read as part of a larger struggle to define and assert access; it’s a story of how equity and justice are central themes in building the cities of the future and of today.

    Description: This book is open access under a CC BY 4.0 license. This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.

    Description: In the past few years humanoid robots have evolved at a rapid pace. Research has made impressive advancements on both mechatronics and cognitive capabilities, including learning, perception and control. At the same time the explosion of the market of mobile devices has led to a remarkable increase in the computational capabilities of embedded CPUs and has made available higher resolution sensors and inertial units. Research on humanoid robotics is attacking problems such as human-robot interaction, whole body control, object manipulation and tool use. These research efforts must be supported by an adequate software infrastructure which allows experimenting with new hardware and algorithms while at the same time reducing debugging time and maximizing code-reuse. The complexity of humanoid robots and their peculiar application domain require that further software engineering efforts are devoted to support the proper integration of diverse capabilities. While research in mechatronics, motor control, learning and perception receive wide visibility in in international conference and journals, software tools and software engineering know-how are rarely shared among groups working on different platforms. This Research Topic invites submissions describing efforts in software engineering in the broad field of humanoid robotics.

    Description: Repetitive structures in biological sequences are emerging as an active focus of research and the unifying concept of "repeatome" (the ensemble of knowledge associated with repeating structures in genomic/proteomic sequences) has been recently proposed in order to highlight several converging trends. One main trend is the ongoing discovery that genomic repetitions are linked to many biological significant events and functions. Diseases (e.g. Huntington's disease) have been causally linked with abnormal expansion of certain repeating sequences in the human genome. Deletions or multiple copy duplications of genes (Copy Number Variations) are important in the aetiology of cancer, Alzheimer, and Parkinson diseases. A second converging trend has been the emergence of many different models and algorithms for detecting non-obvious repeating patterns in strings with applications to in genomic data. Borrowing methodologies from combinatorial pattern, matching, string algorithms, data structures, data mining and machine learning these new approaches break the limitations of the current approaches and offer a new way to design better trans-disciplinary research. The articles collected in this book provides a glance into the rich emerging area of repeatome research, addressing some of its pressing challenges. We believe that these contributions are valuable resources for repeatome research and will stimulate further research from bioinformatic, statistical, and biological points of view.

    Description: Atomistic simulations, based on ab-initio and semi-empirical approaches, are nowadays widespread in many areas of physics, chemistry and, more recently, biology. Improved algorithms and increased computational power widened the areas of application of these computational methods to extended materials of technological interest, in particular allowing unprecedented access to the first-principles investigation of their electronic, optical, thermodynamical and mechanical properties, even where experiments are not available. However, for a big impact on the society, this rapidly growing field of computational approaches to materials science has to face the unfavourable scaling with the system size, and to beat the time-scale bottleneck. Indeed, many phenomena, such as crystal growth or protein folding for example, occur in a space/time scale which is normally out of reach of present simulations. Multi-scale approaches try to combine different scale algorithms along with matching procedures in order to bridge the gap between first-principles and continuum-level simulations. This Research Topic aims at the description of recent advances and applications in these two emerging fields of ab-inito and multi-scale materials modelling for both ground and excited states. A variety of theoretical and computational techniques are included along with the application of these methods to systems at increasing level of complexity, from nano to micro. Crossing the borders between several computational, theoretical and experimental techniques, this Research Topic aims to be of interest to a broad community, including experimental and theoretical physicists, chemists and engineers interested in materials research in a broad sense.

    Description: The discipline of Synthetic Biology has recently emerged at the interface of biology and engineering. The definition of Synthetic Biology has been dynamic over time ever since, which exemplifies that the field is rapidly moving and comprises a broad range of research areas. In the frame of this Research Topic, we focus on Synthetic Biology approaches that aim at rearranging biological parts/ entities in order to generate novel biochemical functions with inherent metabolic activity. This Research Topic encompasses Pathway Engineering in living systems as well as the in vitro assembly of biomolecules into nano- and microscale bioreactors. Both, the engineering of metabolic pathways in vivo, as well as the conceptualization of bioreactors in vitro, require rational design of assembled synthetic pathways and depend on careful selection of individual biological functions and their optimization. Mathematical modelling has proven to be a powerful tool in predicting metabolic flux in living and artificial systems, although modelling approaches have to cope with a limitation in experimentally verified, reliable input variables. This Research Topic puts special emphasis on the vital role of modelling approaches for Synthetic Biology, i.e. the predictive power of mathematical simulations for (i) the manipulation of existing pathways and (ii) the establishment of novel pathways in vivo as well as (iii) the translation of model predictions into the design of synthetic assemblies.

    Description: Carbon dioxide utilisation is a growing field of research that spans early stage laboratory chemistry through to commercial exploitation. In 2013 the CO2Chem Network (www.co2chem.com) made a successful bid to hold the 14th edition of this major conference. This was the first time it was held in the United Kingdom and attracted over 270 delegates from 32 different countries. It was a condition of presentation that all the work submitted was new and novel. We invited submissions of new work for this Research Topic and manuscripts were subjected to deep peer review. We are pleased that these papers are now being collated into an eBook. We value the range and quality of the papers submitted. These range from novel capture, integration and process through to policy, public perception and economic evaluation. CO2Chem was proud to be chosen to organise this prestigious conference. CO2Chem was founded in 2010 as one of the Engineering and Physical Sciences (EPSRC) Grand Challenge Networks. It is now in its eighth year of operation and its third round of direct funding. It continues to be a forum for discussion and collaboration nationally and globally. We have for a long time associated ourselves with ICCDU and will continue to do so in the future. We hope that the papers presented here serve as a catalyst to further research in CDU and to engagement with ICCDU.

Several extensions of the first book1 are included here. The first article is on the soil-structure interaction problem. The reduction of an original soil-structure interaction model into a single-degree-of-freedom (SDOF) model enables the application of the original theory for an SDOF model to such complicated soil-structure interaction model. The second article is concerned with the extension of the original theory for an SDOF model to a 2DOF model. Since the simple application of the original theory for an SDOF model to a multi-degree-of-freedom model is difficult due to out-of-phase phenomenon of multiple masses, a convex model theory is introduced and an upper bound of elastic-plastic response is derived. The third article is related to the stability problem of structures (collapse problems of structures) in which the P-delta effect is included. It is shown that the original theory for an SDOF model with elastic-perfectly plastic restoring-force characteristic can be applied to a model with negative second slope. The fourth article is an application of the energy balance approach to an overturning limit problem of rigid blocks. A closed-form expression of the overturning limit of rigid blocks is derived for the first time after the Housner’s pioneering work in 1963. The approach presented in this book, together with the first book, is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability of built environments in the elastic-plastic and nonlinear range.

    Description: Between 1967 and 1974 Yugoslavia entered a period of intensive constitutional changes that started with a series of amendments to the 1963 Constitution and ended with the adoption of a new, fourth in less than 30 years, Yugoslav Constitution in 1974. These changes transformed the country into a confederation of republics by transferring ever more powers from the federal centre to the subunits. It soon reached the point of making the centre dependent on consensus among quasi-independent republics, empowered even with certain prerogatives usually reserved for sovereign states. Centrifugal federalism describes this system of progressively empowering the subunits to the point of a break-up. The hybrid structure of Yugoslavia was also manifested in the constitutional definitions of federal and republican citizenship. The political primacy of the republics shifted the centre of citizen’s political activity towards his or her republic. Although republican-level citizenship was almost practically irrelevant for ordinary citizens in their everyday life, politically speaking it was republican belonging and citizenship that increasingly took the leading role.

    Description: The understanding of biological complexity has been greatly facilitated by cross-disciplinary, holistic approaches that allow insights into the function and regulation of biological processes that cannot be captured by dissecting them into their individual components. In addition, the development of novel tools has dramatically increased our ability to interrogate information at the nucleic acid, protein and metabolite level. The integration and interpretation of disparate data sets, however, still remain a major challenge in systems biology. Roots provide an excellent model for studying physiological, developmental, and metabolic processes. The availability of genetic resources, along with sequenced genomes has allowed important discoveries in root biochemistry, development and function. Roots are transparent, allowing optical investigation of gene activity in individual cells and experimental manipulation. In addition, the predictable fate of cells emerging from the root meristem and the continuous development of roots throughout the life of the plant, which permits simultaneous observation of different developmental stages, provide ideal premises for the analysis of growth and differentiation. Moreover, a genetically fixed cellular organization allows for studying the utilization of positional information and other non-cell-autonomous phenomena, which are of utmost importance in plant development. Although their ontogeny is largely invariant under standardized experimental conditions, roots possess an extraordinary capacity to respond to a plethora of environmental signals, resulting in distinct phenotypic readouts. This high phenotypic plasticity allows research into acclimative and adaptive strategies, the understanding of which is crucial for germplasm enhancement and crop improvement. With the aim of providing a current snapshot on the function and development of roots at the systems level, this Research Topic collated original research articles, methods articles, reviews, mini reviews and perspective, opinion and hypotheses articles that communicate breakthroughs in root biology, as well as recent advances in research technologies and data analysis.

    Description: This eBook is the fourth in a series of books on the critical earthquake response of elastic or elastic-plastic structures under near-fault or long-duration ground motions, and includes six original research papers which were published in the specialty section Earthquake Engineering in ‘Frontiers in Built Environment’. Several extensions of the first eBook, the second eBook and the third eBook are included here. The first article is on the comparison of earthquake resilience of various building structures including innovative base-isolation systems and control systems. Pulse-type ground motions and resonant harmonic ground motions are used for investigating the earthquake resilience of those innovative building structures. The second article is concerned with the performance of an innovative seismic response controlled system with shear walls and concentrated dampers in lower stories. The resonant one-cycle sine waves and resonant harmonic waves are used as the input ground motions. The third article is related to the robustness evaluation of a base-isolation building-connection hybrid controlled building structure under the critical long-period and long-duration ground motion. The multi impulse is used as a substitute for a long-period and long-duration ground motion and the model reduction to a single-degree-of-freedom (SDOF) system is conducted to propose a simple response evaluation method. The fourth article is an extension of the previously proposed energy balance approach to a damped bilinear hysteretic SDOF system under a double impulse as a substitute for a near-fault ground motion. The energy absorption through viscous damping is incorporated appropriately in the energy balance and the application of the proposed method to actual recorded ground motions is presented. The fifth article is on the robustness evaluation of base-isolation building-connection hybrid controlled building structures considering uncertainties in deep ground. The earthquake ground motion amplitude at the earthquake bedrock is evaluated by the Boore’s stochastic method in 1983 including the fault rupture and the wave propagation into the earthquake bedrock. Then the phase angle property at the earthquake bedrock is investigated by introducing the concept of phase difference which is defined for each earthquake type. A wave at the ground surface nearly resonant to the base-isolation building-connection hybrid controlled building structure is produced by considering uncertainties in deep ground. The sixth article is concerned with the critical response of nonlinear base-isolated buildings considering soil-structure interaction under a double impulse as a substitute for a near-fault ground motion. The complicated model of a nonlinear base-isolated building on ground is modeled into an SDOF system after a few model reduction processes. The approach presented in this eBook, together with the previous eBooks, is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability and resilience of built environments in the elastic-plastic and nonlinear range.

    Description: By adopting a rights-based approach, this open access book sheds light on the different legal and policy instruments that have been adopted to implement circular migration policies in the EU and their consequences for the rights of migrant workers. It contributes to the understanding of the meaning of this concept in general, in the EU, as well as more specifically with regard to its Eastern neighbourhood. The book provides a comprehensive overview of the formation and implementation of the EU’s circular migration approach that has developed through both EU and national instruments on the basis of comparative case study analysis of Bulgaria and Poland’s migration law and policy. Furthermore, by applying legal empirical research methods, it draws conclusions about the policy outcomes from the implementation of the various migration instruments falling under the circular migration umbrella and shows the consequences for the rights of migrant workers as a result of the application of different policy options.     Description: Mastering the sensorimotor capabilities of our body is a skill that we acquire and refine over time, starting at the prenatal stages of development. This learning process is linked to brain development and is shaped by the rich set of multimodal information experienced while exploring and interacting with the environment. Evidence coming from neuroscience suggests the brain forms and mantains body representations as the main strategy to this mastering. Although it is still not clear how this knowledge is represented in our brain, it is reasonable to think that such internal models of the body undergo a continuous process of adaptation. They need to match growing corporal dimensions during development, as well as temporary changes in the characteristics of the body, such as the transient morphological alterations produced by the usage of tools. In the robotics community there is an increasing interest in reproducing similar mechanisms in artificial agents, mainly motivated by the aim of producing autonomous adaptive systems that can deal with complexity and uncertainty in human environments. Although promising results have been achieved in the context of sensorimotor learning and autonomous generation of body representations, it is still not clear how such low-level representations can be scaled up to more complex motor skills and how they can enable the development of cognitive capabilities. Recent findings from behavioural and brain studies suggests that processes of mental simulations of action-perception loops are likely to be executed in our brain and are dependent on internal motor representations. The capability to simulate sensorimotor experience might represent a key mechanism behind the implementation of further cognitive skills, such as self-detection, self-other distinction and imitation. Empirical investigation on the functioning of similar processes in the brain and on their implementation in artificial agents is fragmented. This e-book comprises a collection of manuscripts published by Frontiers in Robotics and Artificial Intelligence, under the section Humanoid Robotics, on the research topic re-enactment of sensorimotor experience for cognition in artificial agents. This compendium aims at condensing the latest theoretical, review and experimental studies that address new paradigms for learning and integrating multimodal sensorimotor information in artificial agents, re-use of the sensorimotor experience for cognitive development and further construction of more complex strategies and behaviours using these concepts. This book inspires a new direction in child protection research – one that critically assesses child protection policy and professional practice with regard to human rights in general, and the rights of the child in particular. Each chapter author seeks to approach the rights of the child from their own academic field of interest and through a comparative lens, making the research relevant across nation-state practices. The book is split into five parts to focus on the most important aspects of child protection. The first part explains the origins, aim, and scope of the book; the second part explores aspects of professionalism and organization through law and policy; and the third part discusses several key issues in child protection and professional practice in depth. The fourth part discusses selected areas of importance to child protection practices (low-impact in-house measures, public care in residential care and foster care respectively) and the fifth part provides an analytical summary of the book. Overall, it contributes to the present need for a more comprehensive academic debate regarding the rights of the child, and the supranational perspective this brings to child protection policy and practice across and within nation-states.
