Boken viser hvordan den norske samtidslitteraturen utforsker en rekke overganger og endringer som finner sted i alderdommen: fra pensjonisttilværelsen og det nye livet som beboer på sykehjem, til økende krav om «aktiv alderdom» og erfaringer med demens, svekket helse, sorg og ensomhet. Til tross for fellestrekkene mellom slike overganger påpeker Bjørkøy hvordan de litterære personene som gjennomlever dem, er forskjellige; alderdommen er ikke fremstilt som en ensartet fase i livet. På denne måten kan litteraturen bidra til å menneskeliggjøre fremfor å redusere det gamle mennesket.

    Description: "What do undocumented migrants experience when they try to access healthcare? How do they navigate the (often contradictory) challenges presented by bureaucratic systems, financial pressures, attitudes to migrants, and their own healthcare needs? This urgent study uses a grounded theory approach to explore the ways in which undocumented migrants are included in or excluded from healthcare in a Swiss region. Marianne Jossen explores the ways migrants try to obtain healthcare on their own, with the help of NGOs or via insurance, and how they cope if they fail, whether by using risky strategies to access healthcare or leaving serious health issues untreated. Jossen shows that even for those who succeed, inclusion remains partial and fraught with risks. Based on interviews with migrants, health practitioners and NGO staff and using a rigorous academic approach, Undocumented Migrants and Healthcare is an important contribution to a vital contemporary issue. It is necessary reading for researchers in Public Health and Migration Studies, as well as government and non-governmental organisations in Switzerland and beyond.     Description: Disabled children are exposed to a host of remedial treatments, therapies or surgeries seeking to restore the ‘normality’ of their bodies and minds. The Convention on the Rights of the Child (CRC) in its Article 12 entitles children with the ‘right to be heard’ in all matters that affect their lives including healthcare. This chapter explores the barriers to participation disabled children may face in the context of healthcare decision-making and examines the synergies between the norms of the CRC and the Convention on the Rights of Persons with Disabilities (CRPD) setting standards for States Parties to eliminate such barriers.

    Description: State-funded social protection can assist poor families in providing for disabled children, especially in the global south where most of the world’s disabled population lives. This chapter is a case study of the South African care dependency grant, a social assistance cash transfer available to caregivers of disabled children. The programme is strong in principle but insufficient access and poor implementation have limited progress toward CRC and CRPD obligations. There is an urgent need for attitudinal change, effective intersectoral collaboration and practical (rather than symbolic) commitments to disabled children as full rights-holders. Insights are relevant to those interested in social protection for disabled children in the global south and in the north, where austerity measures threaten earlier progress.

    Description: Access to justice for all, regardless of the ability to pay, has been a core democratic value. But this basic human right has come under threat through wider processes of restructuring, with an increasingly market-led approach to the provision of welfare. Professionals and volunteers in Law Centres in Britain are struggling to provide legal advice and access to welfare rights to disadvantaged communities. Drawing upon original research, this unique study explores how strategies to safeguard these vital services might be developed in ways that strengthen rather than undermine the basic ethics and principles of public service provision.     Description: Governments in liberal democracies pursue social welfare, but in many different ways. The wellbeing approach instead asks: Why not focus directly on increasing measured human happiness? Why not try to improve people’s overall quality of life, as it is subjectively seen by citizens themselves? The radical implications of this stance include shifting attention to previously neglected areas (such as mental health and ‘social infrastructure’ services) and developing defensible measures of overall wellbeing or quality of life indicators. Can one ‘master’ concept of wellbeing work to create more holism in policy-making? Or should we stick with multiple metrics? These debates have been live in relation to an alternative ‘capacities’ approaches, and they are well-developed in health policymaking. Most recently, the connections between wellbeing and political participation have come into sharper focus. Wellbeing remains a contested concept, one that can be interpreted and used differently, with consequences for how it is incorporated into policy decisions. By bringing together scholars from economics, psychology and behavioural science, philosophy and political science, the authors explore how different disciplinary approaches can contribute to the study of wellbeing and how this can shape policy priorities.

    Description: The underlying frame of social work is the nation state, and it is from within the state that welfare strategies and social policies are devised and implemented. However, post-colonialism, globalisation, migration and the associated implications for human rights, social justice and social welfare policies contest the idea of a clearly defined space for social work and present new challenges for researchers and practitioners. Transnational Social Work and Social Welfare argues for the increased importance of the transnational perspective in social work theory and practice. The book challenges the idea of the nation state as a given entity and argues that globalization and an increasing number of people crossing borders must have an impact on the theories and strategies of social work. The international contributors are critical of a restricted focus on a geographically defined space and the impact on work with clients. With cases covering China, France, India, UK, Germany, Malaysia, Israel, Turkey, the book highlights the challenges as well as the opportunities this new perspective can open up for theories and strategies in social work.     Description: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

    Description: Governments of both right and left have been introducing market logics and instruments into Australian social services in recent decades. Their stated goals include reducing costs, increasing service diversity and, in some sectors, empowering consumers. This collection presents a set of original case studies of marketisation in social services as diverse as family day care, refugee settlement, employment services in remote communities, disability support, residential aged care, housing and retirement incomes. Contributors examine how governments have designed these markets, how they work, and their outcomes, with a focus on how risks and benefits are distributed between governments, providers and service users. Their analyses show that inefficiency, low‑quality services and inequitable access are typical problems. Avoiding simplistic explanations that attribute these problems to either a few 'bad apple' service providers or an amorphous neoliberalism that is the sum of all negative developments in recent years, the collection demonstrates the diversity of market models and examines how specific market designs make social service provision susceptible to particular problems. The evidence presented in this collection suggests that Australian governments’ market-making policies have produced fragile and fragmented service systems, in which the risks of rent-seeking, resource leakage and regulatory capture are high. Yet the design of social service markets and their implementation are largely under political control. Consequently, if governments choose to work with market instruments, they need to do so differently, working with principles and practices that drive up both quality and equality.

Two decades have passed since the devolution of social care policy, with key differences emerging between the UK’s four systems, but what impact have these differences had? This book presents for the first time research on the perspectives of social care policy makers on the four systems in which they operate and the ways in which they borrow from one another. Drawing on extensive interviews with national and local policy makers across the UK, the book raises vital questions about the role of ‘standardisation’ and ‘differentiation’ in social care, concluding that when given equal capacity to reform their respective systems, the regimes in each nation may take radically different shapes.

For å forstå hvilke utfordringer og muligheter som finnes, trenger man kunnskap om organisasjon og organisatorisk kontekst. Boken inntar et organisasjonsperspektiv hvor mønstre og forklaringer søkes i formelle og uformelle strukturer, prosesser og organisasjonskulturer. Brukernes behov for tjenester går ofte på tvers av organisasjoners og profesjoners etablerte grenser.     Description: SARS (Acute Respiratory Syndrome) first presented itself to the global medical community as a case of atypical pneumonia in one small Chinese village in November 2002. Three months later the mysterious illness rapidly spread and appeared in Vietnam, Hong Kong, Toronto and then Singapore. The high fatality rate and sheer speed at which this disease spread prompted the World Health Organization to initiate a medieval practice of quarantine in the absence of any scientific knowledge of the disease. Now three years on from the initital outbreak, SARS poses no major threat and has vanished from the global media. Written by a team of contributors from a wide variety of disciplines, this book investigates the rise and subsequent decline of SARS in Hong Kong, mainland China and Taiwan. Multidisciplinary in its approach, SARS explores the epidemic from the perspectives of cultural geography, media studies and popular culture, and raises a number of important issues such as the political fate of the new democracy, spatial governance and spatial security, public health policy making, public culture formation, the role the media play in social crisis, and above all the special relations between the three countries in the context of globalization and crisis.     Description: Child safeguarding has come to the forefront of public debate in the UK in the aftermath of a series of highly publicised incidents of child sexual exploitation and abuse. These have exposed the inadequacies and failings of inter-organisational relations between police and key partners. While the discourse of policing partnerships is now accepted wisdom, progress has been distinctly hesitant. This paper contributes to understanding both the challenges and opportunities presented through working across organisational boundaries in the context of safeguarding children. It draws on a study of relations within one of the largest Safeguarding Children partnerships in England, developing insights from Etienne Wenger regarding the potential of ‘communities of practice’ that innovate on the basis of everyday learning through ‘boundary work’. We demonstrate how such networked approaches expose the differential power relations and sites of conflict between organisations but also provide possibilities to challenge introspective cultures and foster organisational learning. We argue that crucial in cultivating effective ‘communities of practice’ are: shared commitment and purpose; relations of trust; balanced exchange of information and resources; mutual respect for difference; and an open and mature dialogue over possible conflicts. Boundary crossing can open opportunities to foster increased reflexivity among policing professionals, prompting critical self-reflection on values, ongoing reassessment of assumptions and questioning of terminology. Yet, there is an inherent tension in that the learning and innovative potential afforded by emergent ‘communities of practice’ derives from the coexistence and interplay between both the depth of knowledge within practices and active boundaries across practices.

    Description: In an age of government imposed austerity, and after 30 years of neoliberal restructuring, the future of the welfare state looks increasingly uncertain. Asbjorn Wahl offers an accessible analysis of the situation across Europe, identifies the most important challenges and presents practical proposals for combating the assault on welfare. Wahl argues that the welfare state should be seen as the result of a class compromise forged in the 20th century, which means that it cannot easily be exported internationally. He considers the enormous shifts in power relations and the profound internal changes to the welfare state which have occurred during the neoliberal era, pointing to the paradigm shift that the welfare state is going through. This is illustrated by the shift from welfare to workfare and increased top down control. As well as being a fascinating study in its own right that will appeal to students of economics and politics, The Rise and Fall of the Welfare State also points to an alternative way forward for the trade union movement based on concrete examples of struggles and alliance-building.

    Description: This monograph focuses on the level of management culture development in organizations attempting to disclose it not only with the help of theoretical insights but also by the approach based on employees and managers. Why was the term "management culture" that is rarely found in literature selected for the analysis? We are quite often faced with problems of terminology. Especially, it often happens in the translation from one language to another. While preparing this monograph, the authors had a number of questions on how to decouple the management culture from organization's culture and from organizational culture, how to separate management culture from managerial culture, etc. However, having analysed a variety of scientific research, it appeared that there is no need to break down the mentioned cultures because they still overlap. Therefore, it is impossible to completely separate the management culture from the formal or informal part of organizational culture. Management culture inevitably exists in every organization, only its level of development may vary.

I årene som har gått, har det skjedd mye, både når det gjelder hvordan vi forstår volden, og når det gjelder hvordan vi forstår samfunnets håndtering av volden. Derfor er bokens røde tråd at vold i nære relasjoner må ses som et felt i bevegelse: Nye former for overgrep i familien er avdekket, nye perspektiver er kommet til, og man har tatt i bruk flere begreper for å betegne volden. This chapter is available open access under a CC BY license. As other chapters in Safety and Security in Transit Environments assert, crimes such as pickpocketing can concentrate near bus stops, and crowding and congestion is a factor that heightens this risk. But to target interventions effectively, it is useful to determine what local-level interactions characterise this crowding behaviour. This paper aims to provide a first step to using data collected from laboratory experiments to address questions from crime and transport research. The experiment considered differences in interpersonal distances to further analyse crowding behaviour to attain further insight that could narrow the focus of possible interventions. Audio warnings are examined as a possible solution, and findings show that crowding peaks when passengers board the bus, and audio messages may be one approach for addressing this. To conclude, implications of identifying boarding as a problem area, and the effectiveness of warning messages as a situational crime prevention tool are discussed.

    Description: The provision of affordable housing for low-income households is a very complex issue that has long been debated in many countries around the world. Social housing (SH) is one of the tools for achieving fairness, social sustainability, and economic feasibility, and it is interrelated with politics, ethics, and economics, as well as the environment, architecture, and technology.     Description: Given the significant similarities and differences between the welfare states of Northern Europe and their reactions to the perceived 'refugee crisis' of 2015, the book focuses primarily on the three main cases of Denmark, Sweden and Germany. Placed in a wider Northern European context – and illustrated by those chapters that also discuss refugee experiences in Norway and the UK – the Danish, Swedish and German cases are the largest case studies of this edited volume. Thus, the book contributes to debates on the governance of non-citizens and the meaning of displacement, mobility and seeking asylum by providing interdisciplinary analyses of a largely overlooked region of the world, with two specific aims. First, we scrutinize the construction of the 2015 crisis as a response to the large influx of refugees, paying particular attention to the disciplinary discourses and bureaucratic structures that are associated with it. Second, we investigate refugees’ encounters with these bureaucratic structures and consider how these encounters shape hopes for building a new life after displacement. This allows us to show that the mobility of specific segments of the world’s population continues to be seen as a threat and a risk that has to be governed and controlled. Focusing on the Northern European context, our volume interrogates emerging policies and discourses as well as the lived experiences of bureaucratization from the perspective of individuals who find themselves the very objects of bureaucracies.

    Description: The provision of social services in Australia has changed dramatically in recent decades. Governments have expanded social provision without expanding the public sector by directly subsidising private provision, by contracting private agencies, both non-profit and for-profit, to deliver services, and through a number of other subsidies and vouchers. Private actors receive public funds to deliver social services to citizens, raising a range of important questions about financial and democratic accountability: 'who benefits', 'who suffers' and 'who decides'. This book explores these developments through rich case studies of a diverse set of social policy domains. The case studies demonstrate a range of effects of marketisation, including the impact on the experience of consumer engagement with social service systems, on the distribution of social advantage and disadvantage, and on the democratic steering of social policy.

    Description: This book provides an overview of poverty and well-being in Russia. Increasing poverty rates during the 1990s were followed by greater attention to social policies in the 2000s and increased efforts to engage people in socially oriented NGOs and ‘encourage’ them to contribute to the fulfillment of social aims. What impact did these developments have on the prevalence of poverty in contemporary Russian society? Tracing continuities from the Soviet system alongside recent developments such as the falling price of oil, economic sanctions, and changes in directions of social policy, this book explores the impact of poverty, inequality and social programmes. The author examines the agency of people living in poverty and those engaged in social policy, using official statistics, survey data and interviews from four Russian regions to explain the reasons and consequences of poverty and people’s attempts to get out of it. The approach is based on institutional theory, complemented by Amartya Sen’s capability approach highlighting the importance of agency and an institutional framework as a means for change. A timely book that will be of interest to students of contemporary Russian politics as well as those engaged in social policy issues.

With 12 chapters organised in three parts, the book takes a comprehensive approach to accessibility, covering transport and communication, knowledge and education, law and organisation. Topics within a wide cross-disciplinary field are covered, including disability studies, social work, sociology, ethnology, social anthropology, and history. The main example is Sweden, with its implementation of the United Nations Convention on the Rights of Persons with Disabilities within the context of the Nordic welfare state. By identifying and discussing persistent social and cultural conditions as well as recurring situations and interactions that nurture resistance to advancing accessibility, despite various strong laws promoting it, the book’s conclusions are widely transferable. It argues for the value of alternating between methods, theoretical perspectives, and datasets to explore how new arenas, resources and technologies cause new accessibility concerns — and possibilities — for persons living with impairments. We need to be able to follow actors closely to uncover how they feel, act, and argue, but also to connect to wider discursive and institutional patterns and systems.     Description: This collection of essays had its origins in a one-day workshop held in August 2015 at The Australian National University. Jointly convened by Dr John Butcher (ANZSOG) and Professor David Gilchrist (Curtin Not-for-profit Initiative) the purpose of the workshop was to bring together academic researchers, policy practitioners and thought leaders to address a variety of emerging issues facing policymakers, public sector commissioners, not-for-profit providers of publicly funded services, and businesses interested in opportunities for social investment. The workshop itself generated a great deal of interest and a ‘baker’s dozen’ of contributors challenged and engaged a full house. The level of enthusiasm shown by the audience for the subject matter was such that the decision to curate the presentations in the form of a book was never in doubt. The editors trust that this volume will vindicate that decision. At one time the state exercised a near monopoly in the delivery of social programs. Today, almost every important public problem is a three sector problem and yet we have little idea of what a high-performing three sector production system looks like. It is the editors’ hope that this volume will provide a foundation for some answers to these important public policy questions.

    Description: Internasjonal handel har helt siden vikingtiden vært viktig for norsk økonomi. Selv om enigheten om hovedlinjene i norsk handelspolitikk har vært stor, finnes det også motsetninger. Ett dilemma er at offensive og konkurransedyktige eksportnæringer (som sjømat) ønsker en liberal handelspolitikk for å få tilgang til andre lands markeder, mens defensive næringer (som landbruk) frykter konkurranse og ønsker beskyttelse. Hvordan skal politikere og myndigheter ta hensyn til begge næringer på en gang? Er Norges beskyttelse på landbruksområdet til skade for eksportnæringer som sjømat, eller kan de ulike interessene ivaretas i full harmoni? Denne boken presenterer for første gang en dyptgående og tverrfaglig analyse av interessekonflikter i norsk handelspolitikk, med bidrag fra økonomi, historie og statsvitenskap. Den spenner fra historiske til dagsaktuelle problemstillinger, og inneholder omfattende materiale om norsk handelspolitikk de siste 150 år. Økonomiske virkninger av proteksjonisme og avveininger mellom offensive og defensive interesser blir analysert, samt organiseringen av forhandlinger og effekten av å koble sammen forskjellige saksområder.
