    Description / Table of Contents: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.     Description: Wildfire risk can be perceived as the combination of wildfire hazards (often described by likelihood and intensity) with the susceptibility of people, property, or other valued resources to that hazard. Reflecting the seriousness of wildfire risk to communities around the world, substantial resources are devoted to assessing wildfire hazards and risks. Wildfire hazard and risk assessments are conducted at a wide range of scales, from localized to nationwide, and are often intended to communicate and support decision making about risks, including the prioritization of scarce resources. Improvements in the underlying science of wildfire hazard and risk assessment and in the development, communication, and application of these assessments support effective decisions made on all aspects of societal adaptations to wildfire, including decisions about the prevention, mitigation, and suppression of wildfire risks. To support such efforts, this Special Issue of the journal Fire compiles articles on the understanding, modeling, and addressing of wildfire risks to homes, water resources, firefighters, and landscapes.

    Description: Uncovering the rich heritage of common ownership which existed before the dominance of capitalist property relations, Giovanna Ricoveri argues that the subsistence commons of the past can be reinvented today to provide an alternative to the current destructive economic order. Ricoveri outlines the distinct features of common ownership as it has existed in history through cooperatives, sustainable use of natural resources and direct democracy. In doing so, she shows how it is possible to provide goods and services which are not commodities exchanged on the capitalistic market, something still demonstrated today in village communities across the global South. Tracing the erosion of the commons from the European enclosures at the dawn of the Industrial Revolution to the new enclosures of modern capitalism, the book concludes by arguing that a new commons is needed today. It will be essential reading for activists as well as students and academics in history, politics, economics and development studies.

    Description: Coming in the wake of intense political and academic debate on the nature and development of the Arab Uprisings, Gramsci on Tahrir zeroes in on the complex dynamic of Egypt's revolution and counter-revolution. It shows how a Gramscian understanding of the revolutionary process provides a powerful instrument for charting the possibilities for an emancipatory project by the Egyptian subaltern classes. Central to De Smet’s argument is Gramsci’s interpretation of ‘Caesarism’, an occasion in which two evenly matched political opponents reach a potentially catastrophic stalemate; such an interplay between these forces can only end in mutual destruction. In applying this to the Egyptian revolution, we see how the Egyptian state was bereft of strong hegemonies and the people were replete with capable counter-hegemonies. The current situation in Egypt demonstrates how both national histories and global power relations enable, define and displace popular resistance and social transformation.

    Description: For the first time, this book examines the comparative impact of the Obama administration on the NATO and defense policies of European allies. Germany, Poland and Turkey serve as case studies to evaluate American policies vis-à-vis NATO Europe. All three are representative for the Alliance in various ways. Thus, the results of this book offer an outlook for NATO Europe and the Alliance as a whole. Despite the fact that all three countries are highly dependent on American security guarantees in theory and practice, the results of this study reveal different national responses. Indeed, the book demonstrates multi-, bi-, and unilateralization attempts in reaction to US engagement in and vis-à-vis NATO Europe. Hence, a better understanding of current developments within the Alliance as well as the basis for the future debate about the transatlantic organisation are provided. Aylin Matlé works for the Konrad-Adenauer-Stiftung e.V.; most recently, she worked for the foundation's Israel office in Jerusalem. Previously, Aylin Matlé was a research associate at the chair of international relations and European politics at the Martin-Luther-Universität Halle-Wittenberg.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

Marine renewable energy could make a significant contribution to reducing greenhouse gas emissions and mitigating the consequences of climate change, while providing a high-technology industry. The conversion of wave and tidal energy into electricity has many advantages. Individual tidal and wave energy devices have been installed and proven, with commercial arrays planned throughout the world.     Description: Farmers in the Forest, while using examples chiefly from northern Thailand, is concerned with complex problems found in all tropical countries. In these areas rapid population growth, increasing demands for food, and burgeoning international markets for forest products and other raw materials are associated with active competition for land and natural resources in upland areas. This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

    Description: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction—that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

However, the COVID-19 pandemic risks deepening divergences between citizens, territories and firms. The EU has committed to a joint recovery centered on fostering the transition towards a greener and smarter economy across the EU. The extent to which this will mitigate the risks of rising inequalities and divergences across firms depends not least on support for cohesion. Data coming from the EIB Investment Survey (EIBIS) provides a unique tool to gain insights on how non-financial corporates in cohesion and non-cohesion regions are behaving. EIBIS information sheds new light on investment needs and gaps, financing requirements as well as firm activity on innovation, digitalization and climate change.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world.     Description: With the announcement of the European Green Deal, which defines a set of policy initiatives aimed at achieving a 50–55% reduction in carbon emissions by 2030 and making Europe climate neutral in 2050, the challenge of energy transition becomes even more critical. The transformation of national energy systems towards sustainability is progressing throughout all Central and Eastern European (CEE) countries, yet the goals and results are different. Most EU Member States have made substantial progress towards meeting their long-term commitments of emissions reductions. However, some bloc members have struggled to meet their obligations. An effective energy transition requires the introduction of appropriately designed policy instruments and of robust economic analyses that ensure the best possible outcomes at the lowest costs for society. In this context, this Special Issue aims to bring into the discussion the challenges that CEE countries have to face and overcome while undergoing energy transition.

    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

    Description: How do conflicts escalate? This is one of the major questions in conflict research. To offer further answers, Richard Bösch follows a tripartite agenda: First, he develops a constructivist methodology for the study of conflict escalation embedded in a Luhmannian systems theoretical world society perspective. Bösch argues that conflicts can be observed as social systems and he looks at the process of conflict escalation by analysing communication. Second, this analysis offers two case studies: the Maidan protests in Ukraine 2013-2014 and Mali's crisis 2010-2012. Third, it gives insights on how systems theoretical research can be beneficial for Peace and Conflict Studies.

So far, the professional trajectories of these scholars and their contributions to knowledge exchange have not been studied comprehensively.     Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Is today’s left really new? How has the European radical left evolved? Giorgos Charalambous answers these questions by looking at three moments of rapid political change - the late 1960s to late 1970s; the turn of the millennium; and post-2008. He challenges the conventional understanding of a 'new left', drawing out continuities with earlier movements and parties. Charalambous examines the 'Long '68', symbolised by the May uprisings in France, which saw the rise of new left forces and the widespread criticism by younger radical activists of traditional communist and socialist parties. He puts this side by side with the turn of the millennium when the Global Justice Movement rose to prominence and changed the face of the international left, and also the period after the financial crash of 2008 and the rise of anti-austerity politics which initiated the most recent wave of new left parties such as Podemos in Spain and Syriza in Greece. With a unique 'two-level' perspective, Charalambous approaches the left through both social movements and party politics, looking at identities, rhetoric and organisation, and bringing a fresh new approach to radical history, as well as assessing challenges for both activists and scholars.

    Description: This Special Issue on Antimicrobial Resistance in Environmental Waters features 11 articles on the monitoring and surveillance of antimicrobial resistance (AMR) in natural aquatic systems (i.e., reservoirs, rivers), and effluent discharge from water treatment plants to assess the effectiveness of AMR removal and resulting loads in treated waters. Some of the key elements of AMR studies presented in this Special Issue highlight the underlying drivers of AMR contamination in the environment and the evaluation of the hazard imposed on aquatic organisms in receiving environments through ecological risk assessments. As described in this Issue, screening antimicrobial peptide (AMP) libraries for biofilm disruption and antimicrobial candidates are promising avenues for the development of new treatment options to eradicate resistance.

But the routes out of colonial empire appear more varied. Some Africans sought equal rights within empire, others to federate among themselves; some sought independence. In London or Paris, officials realized they had to reform colonial empires, but not necessarily give them up. The idea of “development” became a way to assert that empires could be made both more productive and more legitimate. Frederick Cooper explores how these alternative possibilities narrowed between 1945 and approximately 1960.

    Description: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

    Description: The Consequences of Humiliation explores the nature of national humiliation and its impact on foreign policy. Joslyn Barnhart demonstrates that Germany's catastrophic reaction to humiliation at the end of World War I is part of a broader pattern: states that experience humiliating events are more likely to engage in international aggression aimed at restoring the state's image in its own eyes and in the eyes of others. Barnhart shows that these states also pursue conquest, intervene in the affairs of other states, engage in diplomatic hostility and verbal discord, and pursue advanced weaponry and other symbols of national resurgence at higher rates than non-humiliated states in similar foreign policy contexts. Her examination of how national humiliation functions at the individual level explores leaders' domestic incentives to evoke a sense of national humiliation. As a result of humiliation on this level, the effects may persist for decades, if not centuries, following the original humiliating event.

    Description: Ranaviruses and other viruses within the family Iridoviridae, infect a wide range of ecologically and commercially important ectothermic vertebrates, i.e., bony fish, amphibians, and reptiles, and invertebrates, including agricultural and medical pests and cultured shrimp and crayfish, and are responsible for considerable morbidity and mortality. Understanding the impact of these various agents on diverse host species requires the combined efforts of ecologists, veterinarians, pathologists, comparative immunologists and molecular virologists. Unfortunately, investigators involved in these studies often work in discipline-specific silos that preclude interaction with others whose insights and approaches are required to comprehensively address problems related to ranavirus/iridovirus disease. Our intent here is to breakdown these silos and provide a forum where diverse researchers with a common interest in ranavirus/iridovirus biology can profitably interact. As a colleague once quipped, “Three people make a genius.” We are hoping to do something along those lines by presenting a collection of research articles dealing with issues of anti-viral immunity, identification of a potentially novel viral genus exemplified by erythrocytic necrosis virus, viral inhibition of innate immunity, identification of novel hosts for lymphocystivirus and invertebrate iridoviruses, and modelling studies of ranavirus transmission. Collectively these and others will exemplify the breadth of ongoing studies focused on this virus family.

    Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

    Description: Nowadays, diet-related non-communicable diseases and their complications are one of the most important public health problems worldwide. Food supplements and functional foods are considered food products which contribute to the achievement of optimal nutritional well-being, health status, and quality of life through reducing the risk of diseases and promoting the appropriate function of human organs and systems. Nowadays, the assessment of these functional foods and the study of their implications in nutrition and health are important challenges in societies of developed countries where consumers increasingly demand foods with added value beyond the provision of nutrients and the satisfaction of appetite. In this reprint, the characterization of the nutritional composition and phytochemicals of functional foods and food supplements as well as the evaluation of their potential health benefits in different disorders and diseases through clinical trials or preliminary studies are addressed.

    Description: In present-day South Africa, urban development agendas have inscribed doctrines of desirable and undesirable life in city spaces and the public that uses the space. This book studies the ways in which segregated city spaces, displacement of people from their homes, and criminalization practices are structured and executed. Sara Dehkordi shows that these doctrines are being legitimized and legalized as part of a discursive practice and that the criminalization of lower-class members are part of that practice, not as random policing techniques of individual security forces, but as a technology of power that attends to the body, zooms in on it, screens it, and interrogates it.
