    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

    Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

Every method is implemented in Matlab and the codes are freely available online. By using these codes, the reader becomes familiar with classical models of electrophysiology, like the cable equation, the monodomain model, and the bidomain model. But modern models that have just started to gain attention in the field of computational electrophysiology are also presented. If you just want to read one book, it should probably not be this one, but if you want a simple introduction to a complex field, it is worth considering the present text.

In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Description: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

    Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

    Description: For many years now debates over America hegemony and its supposed decline have circulated academic circles. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete. In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. Through the lens of this Neo neo-Gramscian (NNG) approach the book examines the complex interplay of internal and external social forces responsible for the evolving 'nature' of US hegemony, from its establishment in the 1940s, passing through its different stages of crisis and restructuring up to the present. Formulating and solving ODEs is an essential part of mathematical modeling and computational science, and numerous solvers are available in commercial and open source software. However, no single ODE solver is the best choice for every single problem, and choosing the right solver requires fundamental insight into how the solvers work. This book will provide exactly that insight, to enable students and researchers to select the right solver for any ODE problem of interest, or implement their own solvers if needed. The presentation is compact and accessible, and focuses on the large and widely used class of solvers known as Runge-Kutta methods. Explicit and implicit methods are motivated and explained, as well as methods for error control and automatic time step selection, and all the solvers are implemented as a class hierarchy in Python.

    Description: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields. These strategies ensured that certain theoretical ideas were able to persist despite major political campaigns.

    Description: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics.     Description: Gradually emerged in England in the aftermath of the struggle between the House of Commons and the Crown, parliamentarism has widely circulated abroad, has been praised by many for its alleged capacity to resist authoritarianism, and is mainly concentrated in Europe as well as in former UK colonies. Likewise, presidentialism, originated for the first time from the US Constitution of 1787, is not a monolithic category. Committees, in particular the permanent ones, have famously been labelled as the “backbones” of legislatures. In law-making, the strength of committees is what defines the strength of a parliamentary institution, in terms of capacity to shape the content of legislation and to oversee the executive. In presidential regimes, the capacity of the Parliament to influence the budget seems higher, also due to the lack of confidence votes to be used by the executive as a leverage to pressure the legislature on budgetary procedures.

    Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Description: This open access book describes Smittestopp, the first Norwegian system for digital contact tracing of Covid-19 infections, which was developed in March and early April 2020. The system was deployed after five weeks of development and was active for a little more than two months, when a drop in infection levels in Norway and privacy concerns led to shutting it down. The intention of this book is twofold. First, it reports on the design choices made in the development phase. Second, as one of the only systems in the world that collected population data into a central database and which was used for an entire population, we can share experience on how the design choices impacted the system's operation. By sharing lessons learned and the challenges faced during the development and deployment of the technology, we hope that this book can be a valuable guide for experts from different domains, such as big data collection and analysis, application development, and deployment in a national population, as well as digital tracing.

Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project.     Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism. This book will be of great interest to students, scholars and researchers of international relations, international political economy, comparative politics and global political sociology.

    Description: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Description: This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. The volume concludes with a block of chapters on the relevance of reviewing the methodological and epistemological frameworks from which knowledge about democracy and mechanisms of citizen participation is generated (Part IV). By delving deeper into the idea and practice of democratic governance, this volume will be of interest to researchers and students from all disciplines of politics, international relations, sociology and law.

    Description: Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly.
