    Description: The Last Mile explores the gaps and dichotomy between drafted policies and their implementation, and the last mile challenges which often make public services inaccessible to the poorest and most vulnerable sections of society.     Description: This Special Issue includes 14 contributions, with 2 review contributions and 12 research contributions. The review contributions provide a survey with an overview of the state of the art in detecting and projecting cyber-attack scenarios, and the review of a specific application area, the safety of autonomous haulage systems in the mining environment related to both cybersecurity and communication. 10 research contributions are addressing the area of advanced services for intrusion detection systems: (a) the use of different machine learning models depending on the specific scenarios and datasets; (b) the use of deep learning techniques for the detection of zero-day attacks; (c) a proposal of an integrated scalable framework aimed at efficiently detecting anomalous events on large amounts of unlabeled data logs; (d) a spatiotemporal characterization of cyber-attacks for detecting such attacks; (e) a two-stage intrusion detection system for industrial control networks; (f) a chatbot for detecting online sex offenders, based on an artificial conversational entity (ACE); and (g) an open-source platform for manipulating both streaming and archived network flow data in real time. This Special Issue also contains two protection-related research contributions, including: (a) a countermeasure for on–off web defacement attacks and (b) the evaluation of multi-path routing as a protection feature against network attacks and failures.

    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

    Description: This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: Urgent Archives argues that archivists can and should do more to disrupt white supremacy and hetero-patriarchy beyond the standard liberal archival solutions of more diverse collecting and more inclusive description.Grounded in the emerging field of critical archival studies, this book uncovers how dominant western archival theories and practices are oppressive by design, while looking toward the the radical politics of community archives to envision new liberatory theories and practices. Based on more than a decade of ethnography at community archives sites including the South Asian American Digital Archive (SAADA), the book explores how members of minoritized communities activate records to build solidarities across and within communities, trouble linear progress narratives, and disrupt cycles of oppression. Caswell explores the temporal, representational, and material aspects of liberatory memory work, arguing that archival disruptions in time and space should be neither about the past nor the future, but about the liberatory affects and effects of memory work in the present.Urgent Archives extends the theoretical range of critical archival studies and provides a new framework for archivists looking to transform their practices.     Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

    Description: Smart cities represent a great advance in terms of sustainability, energy efficiency and being able to respond to the needs of enterprises, institutions and inhabitants. In this sense, smart grids contribute to the development of smart cities in the field of electrical energy, including concepts such as renewable energies, distributed generation, energy efficiency and smart homes and automation. In order to be able to implement all the functionalities of smart grids, it is necessary to have real-time information about the different installations. In this sense, IoT plays a fundamental role in developing smart grids. Cloud computing, which integrates the data obtained via smart electrical meters, smart electrical power analyzers and other intelligent metering devices, contributes to the availability of the measured data in real time and provides intelligence to existing electrical networks. Wireless communication networks, especially LPWANs, allow the construction of devices with low energy consumption and high operating autonomy, which can be installed in different locations, even those that are difficult to access. The massive implantation of the electric vehicle implies the construction of charging stations. These stations must use renewable energy sources that contribute to saving fossil fuels, reducing CO2 and increasing the sustainability of electric mobility.

The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

    Description: How do Russian leaders balance the need to decentralize governance in a socially and politically complex country with the need to guarantee political control of the state? Since the early 2000s Russian federal authorities have arranged a system of political control on regional elites and their leaders, providing a "police control" of special bodies subordinated by the federal center on policy implementation in the regions. Different mechanisms of fiscal federalism and investment policy have been used to ensure regional elites’ loyalty and a politically centralized but administratively decentralized system has been created. Asking clear, direct, and theoretically informed questions about the relationship between federalism, decentralization and authoritarianism, this book explores the political survival of authoritarian leaders, the determinants of policy formulation, and theories of federalism and decentralization, to reach a new understanding of territorial governance in contemporary Russia. As such, it is an important work for students and researchers in Russian studies and regional and federal studies.

Much as populism has been researched, it remains a contested notion without coherent definition and methodology and shaped by dimensions such as ideology, communication style, discourse, mobilization, and organization. It has simultaneously mobilized emotions, produced symbols, affected subjectivity and gender relations, and can manifest itself in different ways and appear in hybrid forms, such as in the cases of Silvio Berlusconi, Hugo Chávez, and Donald Trump. International expert contributors explore how such a variety of phenomena can be explained and analyzed, expanding the scope of populism research by proposing a multidimensional and complex understanding of populism. They argue for a greater epistemological differentiation and propose a methodology that integrates different fields of politics. This complex approach makes it possible to analyze populism as a multifaceted phenomenon and to understand how populisms affect politics and society.     Description: This book is a comparative study which sheds a new empirical and theoretical light on the nature of post-communist capitalism in 11 EU new member countries of Central and Eastern Europe, or CEE11. Extending and modifying a well-established conceptual framework for comparative capitalism rooted in new institutional economics and economic sociology, it offers a better explanation for transition-specific and path-dependent factors inherent to systemic transformation. Based on a vast dataset, the book therefore illuminates the (dis)similarities among the institutional architectures in the EU countries. Thus, the book argues that the evolving capitalism in Central and Eastern Europe exhibits strong symptoms of institutional ambiguity or a ""patchwork"" nature which makes it a distinct category from any of the co-existing models of Western European capitalism. This book will be of key interest to scholars and students of comparative political economy, Eastern European politics, post-communist studies and more broadly to researchers in the fields of economics, European politics and the wider social sciences. It covers models at several spatial and temporal scales with associated numerical methods. The text demonstrates that a very limited number of fundamental techniques can be used to define numerical methods for equations ranging from ridiculously simple to extremely complex systems of partial differential equations. Every method is implemented in Matlab and the codes are freely available online. By using these codes, the reader becomes familiar with classical models of electrophysiology, like the cable equation, the monodomain model, and the bidomain model. But modern models that have just started to gain attention in the field of computational electrophysiology are also presented. If you just want to read one book, it should probably not be this one, but if you want a simple introduction to a complex field, it is worth considering the present text.

    Description: African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Description: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

    Description: In the era of the Internet of Things, images have played important roles in human–computer interactions, and with the arrival of big data technology, people have higher requirements regarding image quality, especially for images collected in dark light. This can be addressed through the development of camera hardware quality, i.e., the resolution and exposure time of cameras, which may require high computational costs. As an alternative, image enhancement techniques can exact salient features to improve the quality of captured images according to the differences in diverse features, although they suffer from some challenges, i.e., a low contrast, artifacts, and overexposure, thus making it decidedly necessary to determine how to use advanced image enhancement techniques.     Description: This Special Issue, "Mathematical and Molecular Topology" welcomed papers from a broad interdisciplinary area, since topology is concerned with the properties of objects that are preserved under continuous deformations, such as stretching, twisting, crumpling and bending. One of the oldest problems in topology is The Seven Bridges of Königsberg. Topology naturally finds application in all fields of engineering, physical sciences, life sciences, social sciences, medicine, business and even arts. The motivating insight behind topology is that some geometric problems depend not on the exact shape of the objects involved, but rather on the way they are put together. Circa 1750, Euler stated the polyhedron formula, V − E + F = 2 (where V, E, and F respectively indicate the number of vertices, edges, and faces of the polyhedron), which may be regarded as the first theorem, signaling the birth of topology. Subjects included in topology are graph theory and algebraic topology.

    Description: Advanced intelligent control is a rapidly developing, complex and challenging field with significant practical importance and potential applications. The authors aim to stimulate advancements in science and technology by addressing this field and presenting new trends in the design, control and applications of real-time intelligent sensor system control using advanced intelligent control methods and techniques. The purpose of the Special Issue is to promote in-depth research and communication regarding these topics. The authors focus on innovative multi-sensor fusion techniques integrated into robots, which are combined with computer vision, virtual and augmented reality (VR&AR) and intelligent communication including remote control, adaptive sensor networks and human–robot (H2R) interaction systems.     Description: Reclaiming Participatory Governance offers empirical and theoretical perspectives on how the relationship between social movements and state institutions is emerging and developing through new modes of participatory governance. One of the most interesting political developments of the past decade has been the adoption by social movements of strategies seeking to change political institutions through participatory governance. These strategies have flourished in a variety of contexts, from anti-austerity and pro-social justice protests in Spain, to movements demanding climate transition and race equality in the UK and the USA, to constitutional reforms in Belgium and Iceland. The chief ambition and challenge of these new forms of participatory governance is to institutionalise the prefigurative politics and social justice values that inspired them in the first place, by mobilising the bureaucracy to respond to their claims for reforms and rights. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. Through the lens of this Neo neo-Gramscian (NNG) approach the book examines the complex interplay of internal and external social forces responsible for the evolving 'nature' of US hegemony, from its establishment in the 1940s, passing through its different stages of crisis and restructuring up to the present.     Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

    Description: The introduction opens by identifying issues in the scholarship on the financialization of households that the collection seeks to rectify: atheoretical and unclear conceptualizations of the household; its treatment as a “black box”; and the one-sided focus on Anglo-Saxon cores of the global economy. The second section presents the authors’ approach to financialization in Eastern and Southern Europe, which combines the concept of peripheral financialization with an awareness of the wider semi-peripheral character of these regions. The third section reviews classical and recent debates about the concept of the household, especially in anthropology and feminist economics. The fourth section formulates the authors’ conceptualization of the household as a micro-level social institution oriented to a characteristic set of activities and as the subject of multiple systems of knowledge, social norms and public discourse. The fifth section presents the state-of-the-art of scholarship on household financialization and, synthesizing the insights of the earlier sections, formulates a set of general arguments about transformations of households under financialization in general and in Eastern and Southern European semi-peripheries in particular.     Description: Households and Financialization in Europe develops a processual, relational and critical transdisciplinary approach to household financialization in Europe, utilizing a range of national and local case studies. It does so by drawing on debates in Marxist, feminist and radical IPE, anthropology and other fields. The book explores the household as simultaneously a micro-level social institution specializing in social reproduction, distribution and other activities; a building bloc of larger economic and social structures; and an object of multiple systems of power/knowledge. Putting this conceptualization to use in original research, the authors identify geographically and historically situated ways in which financialization transforms households and their relationships with the wider economy and society. The book traces these transformations in case studies of variegated financialization in Eastern and Southern European (semi-) peripheries where households have faced particularly severe financial issues since the global financial crisis, such as over-indebtedness and asset devaluation. Key themes recurring throughout the book include: the key role of housing in household financialization, the co-constitutive relationship between financialization and social and spatial inequalities, specific patterns in the relations of financial actors and households in semi-peripheries, and the implications of semi-peripheral forms of real and financial accumulation for household financialization.     Description: Lobbying is an integral part of the political reality of the European Union and a highly competitive and dynamic field of interest groups. This book takes a systematic look at lobbyists in order to broaden our understanding of the staff entrusted with the responsibility of influencing European politics. Who are the European lobbyists? What are their professional backgrounds, career patterns, practices, and beliefs? The study uses a sociological framework to explore the professionalisation and professionalism of the field across national proveniences, policy fields and interest groups, and develops a systematic analysis that considers three different dimensions: occupational patterns, shared knowledge and common convictions. Based on original research that combines in- depth interviews with survey data, European Lobbying demonstrates that European lobbying is a firmly established and highly professionalised métier. In an organisational field characterised by growth, pluralisation and increasing competition, the professional staff contributes to the homogenisation of European lobbying and the marginalisation of other, non- professionalised forms of interest representation.     Description: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete.     Description: This open access volume explains the foundations of modern solvers for ordinary differential equations (ODEs). Formulating and solving ODEs is an essential part of mathematical modeling and computational science, and numerous solvers are available in commercial and open source software. However, no single ODE solver is the best choice for every single problem, and choosing the right solver requires fundamental insight into how the solvers work. This book will provide exactly that insight, to enable students and researchers to select the right solver for any ODE problem of interest, or implement their own solvers if needed. The presentation is compact and accessible, and focuses on the large and widely used class of solvers known as Runge-Kutta methods. Explicit and implicit methods are motivated and explained, as well as methods for error control and automatic time step selection, and all the solvers are implemented as a class hierarchy in Python.

    Description: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields. These strategies ensured that certain theoretical ideas were able to persist despite major political campaigns.

The author demonstrates that technologies of visualisation have always been part of the operation of the principle of distinction, arguing that the military uniform sustained the legal categories of civilian and combatant and actively set the boundaries of permissible and prohibited targeting, and so legal and illegal killing.     Description: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics.     Description: Exploring the contentious landscape of Nigeria’s escalating violence, this book describes the changing roles of traditional authorities in combatting contemporary security challenges. Set against a backdrop of widespread security threats – including insurgency, land disputes, communal violence, regional independence movements, and widespread criminal activities – perhaps more than ever before, Nigeria’s conventional security infrastructure seems ill-equipped for the job. This book offers a fresh, empirical analysis of the roles of traditional authorities – including kings, Ezes, Obas, and Emirs – who are often hailed as potent alternatives to the state in security governance. It complicates the assumption that these traditional leaders, by virtue of their customary legitimacy and popular roots, are singularly effective in preventing and managing violence. Instead, in exploring their creative adaptation to governance roles after a dramatic postcolonial downturn, this book argues that traditional leaders can augment, but not substitute, the state in addressing insecurity. This book’s in-depth analysis will be of interest to researchers and policy makers across African and security studies, political science, anthropology, and development. David Ehrhardt is an Associate Professor of International Development at Leiden University, The Netherlands. His main research interests are African governance and educational innovation. David has published extensively on Nigeria and co-leads the Learning Mindset project that promotes autonomous learning in higher education. David Oladimeji Alao is a Professor in the Department of Political Science and Public Administration, and Chief of Staff to the President/Vice Chancellor, Babcock University, Ogun State, Nigeria. Professor Alao has authored several articles and 3 edited books. M. Sani Umar is a Professor in the Department of History and Diplomatic Studies, University of Abuja, Nigeria. His research centres on religious vio- lence and peace building, with a focus on understanding the roots of religious conflict and the dynamics of religious pluralism.

    Description: This Open Access edited collection calls for a greater understanding of ‘the local’ within the ways the arts, culture and creative practices are governed, promoted, regulated, resourced and valued. Cultural policy studies tends to privilege the national (and international) as the primary site at which cultural policy is enacted, and focuses on the ‘local’ as a case study of practice, rather than a site of policy in its own right. While this may make global policy transfer manageable for national policy agencies, it ignores the contingent relationships, diverse geographies and distinct identities of localities. This volume addresses this gap and is structured around three themes: disciplining the local, which examines key concepts from different academic fields of study; managing the local, which identifies policy approaches that engage with the idea of ‘the local’ in different ways; and practising the local, which offers case studies of how ‘local’ cultural policies are being enacted in places of differing scale and geography.

    Description: The relationship between individuality and aggregation is an important topic in Complex Systems Science, as both aspects are facets of emergence. This problem has generally been addressed by adopting a classical individual- versus population-level approach, in which boundaries emerge in segregated communities. More specifically, boundaries delimiting and interconnecting aggregates are at play. It is, therefore, crucial to define the properties of complex systems correctly, such as generic agent-based models, with which to simulate communities situated in grid- and scale-free network environments. To do this, complexities may be resolved through simulation, modeling and analysis techniques, which help provide confidence regarding the behavior of such systems, especially of those operating in dynamic environments or under unexpected constraints. Moreover, modeling and simulation help reduce the risks and costs involved in the design and development of validation tests.

    Description: Gradually emerged in England in the aftermath of the struggle between the House of Commons and the Crown, parliamentarism has widely circulated abroad, has been praised by many for its alleged capacity to resist authoritarianism, and is mainly concentrated in Europe as well as in former UK colonies. Likewise, presidentialism, originated for the first time from the US Constitution of 1787, is not a monolithic category. Committees, in particular the permanent ones, have famously been labelled as the “backbones” of legislatures. In law-making, the strength of committees is what defines the strength of a parliamentary institution, in terms of capacity to shape the content of legislation and to oversee the executive. In presidential regimes, the capacity of the Parliament to influence the budget seems higher, also due to the lack of confidence votes to be used by the executive as a leverage to pressure the legislature on budgetary procedures.
