    Description: Striving to mitigate climate change, the European Union has adopted net-zero greenhouse gas emissions as a target for 2050. In this paper, European chemical industry roadmaps from the past six years are assessed and compared to uncover how the industry envisions its role in the transition to net-zero emissions. The roadmaps are assessed in terms of ambition level, technology and feedstock strategies, investment needs and costs, agency and dependency on other actors, as well as timeline and concretion. Although net-zero pathways are often drawn out in the roadmaps, some also choose to emphasize and argue for less ambitious pathways with emission reductions of only 40-60 %. The roadmaps vary widely in terms of the importance they assign to mechanical and chemical recycling, switching to biogenic carbon and carbon dioxide as feedstock, electrification and hydrogen, and carbon capture and storage. A commonality though, is that low-tech or near-term mitigation pathways such as demand reduction, reuse or material efficiency are seldom included. High investment needs are generally highlighted, as well as the need for policy to create enabling conditions, whereas the agency and responsibility of the chemical industry itself is downplayed. Our analysis highlights that the chemical industry does not yet have a strong and shared vision for pathways to net-zero emissions. We conclude that such a future vision would benefit from taking a whole value chain approach including demand-side options and consideration of scope 3 emissions.

    Description: Demand-side mitigation strategies have been gaining momentum in climate change mitigation research. Still, the impact of different approaches in passenger transport, one of the largest energy demand sectors, remains unclear. We couple a transport simulation model to an energy system optimisation model, both highly disintegrated in order to compare those impacts. Our scenarios are created for the case of Germany in an interdisciplinary, qualitative-quantitative research design, going beyond techno-economic assumptions, and cover Avoid, Shift, and Improve strategies, as well as their combination. The results show that sufficiency - Avoid and Shift strategies - have the same impact as the improvement of propulsion technologies (i.e. efficiency), which is reduction of generation capacities by one quarter. This lowers energy system transformation cost accordingly, but requires different kinds of investments: Sufficiency measures require public investment for high-quality public services, while efficiency measures require individuals to purchase more expensive vehicles at their own cost. These results raise socio-political questions of system design and well-being. However, all strategies are required to unleash the full potential of climate change mitigation.

    Description: Real-world labs are witnessing continued growth and institutionalization in the field of transformation-oriented sustainability research, as well as in adjacent disciplines. With their experimental research agendas, these labs aim at sustainability transformations, however, there is still a need to improve the understanding of their impacts. Drawing from this Special Issue's contributions, we offer a broad overview of the impacts achieved by various real-world labs, highlight the diverse areas and forms of impact, and elucidate strategies as well as mechanisms for achieving impact. We present methodological advances, and address common challenges along with potential solutions for understanding and realizing impact.

    Description: The petrochemical industry is among the most relevant sectors from an economic, energetic and climate policy perspective. In Western Europe, production occurs in local chemical parks that form strongly connected and densely integrated regional clusters. This paper analyzes the structural characteristics of the petrochemical system in Germany and investigates three particularly distinct clusters regarding their challenges and chances for a transition towards climate-neutrality. For this, feedstock and energy supply, product portfolios and process integration as well as existing transformation activities are examined. We find that depending on their distinct network characteristics and location, unique and complex strategies are to be mastered for every cluster. Despite the many activities underway, none of them seems to have a strategic network to co-create a tailored defossilization strategy for the cluster - which is the core recommendation of this paper to develop.

    Description: Ways of evaluating the societal impact of real-world labs as a transdisciplinary and transformative research format are under discussion. We present an evaluation approach rooted in structuration theory, with a focus on structure-agency dynamics at the science-society interface. We applied the theory with its four modalities (interpretation schemes, norms, allocative and authoritative resources) to the case of the Mirke neighbourhood in Wuppertal, Germany. Six projects promoted the capacity for co-productive city-making. The effects of the projects were jointly analysed in a co-evaluation process. Previously proposed subcategories of the modalities as an empirical operationalisation were tested and confirmed as being applicable. Five new subcategories were generated. The use of the modalities seems appropriate for co-evaluation processes. The tool is practical, focused on real-world effects, and suitable for transdisciplinary interpretation processes. We encourage further empirical testing of the tool, as well as development of the subcategories.

    Description: Real-world laboratories (RwLs) are gaining further traction as a means to achieve systemic impacts towards sustainability transformation. To guide the analysis of intended impacts, we introduce the concept of leverage points, discerning where, how, and to what end RwLs intervene in systems. Building on conceptual reasoning, we further develop our argument by exploring two RwL cases. Examining RwLs through the lens of the leverage points opens the way for a balanced and comprehensive approach to systemic experimentation. We invite RwL researchers and practitioners to further advance RwLs' transformative capacity by targeting the design and emerging direction of a system, contributing to a culture of sustainability.

    Description: Energy performance contracting (EPC) as a market instrument has been effective in promoting energy efficiency worldwide, but it has encountered many insurmountable obstacles in rural energy management. In this study, based on the characteristics of energy management in rural areas, three EPC modes are designed and tested in 24,000 rural households. The test results show that two adapted EPC modes of local government involvement and energy payment directly from the national grid can effectively overcome the barriers encountered in the traditional EPC modes and work well under the economic and social environmental conditions in rural areas. The key to the adaptation of the traditional EPC modes is the introduction of the local government as the third party. Participation of the third party can effectively reduce and remove the barriers and risks and increase the mutual trust between the clients (households) and the energy service companies (ESCOs). Based on the testing results, this study suggests that governmental departments should formulate relevant EPC policies and technical guidelines within the rural context. This research recommends that farmers should not manage their energy services by themselves and it is suggested to out-contracting ESCOs by applying the modes developed and tested by this paper.

    Description: In Germany, there are over 32,000 schools, representing great potential for climate protection. On the one hand, this applies to educational work, as understanding the effects of climate change and measures to reduce GHG emissions is an important step to empower students with knowledge and skills. On the other hand, school buildings are often in bad condition, energy is wasted, and the possibilities for using renewable energies are hardly used. In our "Schools4Future" project, we enabled students and teachers to draw up their own CO2 balances, identify weaknesses in the building, detect wasted electricity, and determine the potential for using renewable energies. Emissions from the school cafeteria, school trips, and paper consumption could also be identified. The fact that the data can be collected by the students themselves provides increased awareness of the contribution made to the climate balance by the various school areas. The most climate-friendly school emits 297 kg whilst the school with the highest emissions emits over one ton CO2 per student and year. Our approach is suitable to qualify students in the sense of citizen science, carry out a scientific investigation, experience self-efficacy through one's own actions, and engage politically regarding their concerns.

    Description: North Rhine-Westphalia (NRW) is the industrial center of Germany and one of the most important industrial locations in Europe. It is a key location for the energy-intensive basic materials industry like the production of steel and non-ferrous metals, (petro)chemicals, cement and lime, bricks, glass and ceramics, and paper. Around 20 % of NRW's total greenhouse emissions derive from industrial processes. By 2045, industry must achieve climate-neutrality, which requires a massive transformation effort. Technologically, this needs large-scale utilization of green hydrogen, carbon management, consequent circular economy, and climate-neutral production of process heat. Furthermore, various adjustments to the policy framework are essential.

    Description: The goal of this dissertation is to facilitate the assessment of impacts from sustainable measures and projects with an emphasis on impact reporting for Green, Social or Sustainability Bonds in the Sustainable Finance market. It does so by providing analysts with the means to develop, depict, formulate, and assess a causal hypothesis between an intervention and its subsequent effects in an impact-chain, represented by desired environmental (E), social (S) or governance (G) changes. This is achieved by developing a methodology for so-called ESG Logic Models or ESG-LM, that combine heuristic Theories-of-Change with propositional logic and Bayesian Reasoning. Three research questions are investigated and responded to. Research Question 1 asks how such Theories-of-Change can be developed for any type of ESG-related issue and how the different process steps in a causal chain can be classified, hierarchised, and prioritised regarding their efficacy towards overarching sustainability goals and their plausibility. Research Question 2 studies (a) the means by which the analyst or any other interested third party might be warranted in believing the causal claims from an ESG-LM, and (b) how an ESG-LM can be improved if this credence is low. Research Question 3 then looks at the reporting of impacts themselves regarding indicator selection, indicator assessment and indicator quantification as well as the provision of information on the contributions and attributions by different actors. The dissertation draws on a variety of theories and adapts existing methods to achieve that. It operationalises concepts from empirical Sustainable Finance research and already existing impact assessment methodologies. It adapts scholarly and practitioner approaches for theory-based evaluation and applies a qualitative social science perspective towards theory-building and evaluation, while some of the assessment tools in the dissertation are grounded in Logic, Set Theory and Bayesian Epistemology. Examples for such tools include rules for the Attribution by actors, heuristics for the abduction of plausible outcome pathways, or a four-stage Argument and Decision-Tree to assess the credibility of ESG-LM claims (based on Bayes Theorem). My assessment of the entire methodology is positive overall, as it provides solutions to each of the three research areas. Limitations of the approach, and thus opportunities for further research, are the additional expertise and time required by analysts compared to the existing, and somewhat more pragmatic, solutions in the current market. However, this is outweighed in my opinion by the ability of the framework to strongly mitigate impact washing by actors in the financial markets as well as biases by analysts. Its overall methodology also provides opportunities for new research angles in the area of sustainability indicators and assessments.

    Description: The sustainable transformation of society is one of the greatest challenges of our time. Universities are central actors for knowledge generation and transfer in the sustainability field and, at the same time, are facing the question of how they can become sustainable social actors and make their activities and infrastructure sustainable. Against this background, the 16 member universities of the State Rectors' Conference of North Rhine-Westphalia have joined forces in the Humboldtn initiative to pool their efforts in the field of sustainability and to anchor generational responsibility for sustainable action in research, teaching, administration, infrastructure, and transfer. How the joint responsibility for the questions for the future in the aforementioned complex of topics is addressed via Humboldtn and which focal points are set in the process will be presented and discussed using examples from the institutional sustainability transformation and examples from the research area from RWTH Aachen University. In this way, the implementation of transformation processes at universities and their possible blueprint effect can be illuminated.

    Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Description: The study of Roman urbanism – especially its early (Republican) phases – is extensively rooted in the evidence provided by a series of key sites, several of them located in Italy. Some of these Italian towns (e.g. Fregellae, Alba Fucens, Cosa) have received a great deal of scholarly attention in the past and they are routinely referenced as textbook examples, framing much of our understanding of the broad phenomenon of Roman urbanism. However, discussions of these sites tend to fall back on well-established interpretations, with relatively little or no awareness of more recent developments. This is remarkable, since our understanding of these sites has since evolved thanks to new archaeological fieldwork, often characterised by the pursuit of new questions and the application of new approaches. Similarly, new evidence from other sites has since prompted a reconsideration of time-honoured views about the nature, role and long-term trajectory of Roman towns in Italy. Tracing its origins in the Laurence Seminar on Roman Urbanism in Italy: recent discoveries and new directions, which took place at the Faculty of Classics of the University of Cambridge (27–28 May 2022), this volume brings together scholars whose recent work at key sites is contributing to expand, change or challenge our current knowledge and understanding of Roman urbanism in Italy. The individual chapters showcase some of the most recent methods and approaches applied to the study of Roman towns, discussing the broader implications of fresh archaeological discoveries from both well known and less widely known sites, from the Po Plain to Southern Italy, from the Republican to the Late Antique period (and beyond).

    Description: This monograph deals with Polish foreign policy shortly before the outbreak of the Second World War. In tracing the diplomatic activity of foreign minister Józef Beck, it discusses six general problems: (1) the Polish political situation under the pressure of appeasement; (2) the project of Intermarium and efforts to implement it; (3) the action against Czechoslovakia and the conflict with the Soviet Union; (4) the Polish attitude towards the German concept of Gesamtlosung in Germany’s relations with Poland; (5) the genesis of the Polish alliance with Great Britain; (6) the Allies’ military inaction after Nazi Germany’s aggression. In these conditions, Poland made four key decisions: it stood against Czechoslovakia, it rejected German demands, it allied itself with the United Kingdom, and it rejected the Soviet Union’s claim for the Red Army to march across Polish lands.

    Description: Recently, the trends of a circular economy and sustainability have driven nanotechnology towards the development of novel and innovative applications in the food packaging sector, which is rather recent compared with their use in biomedical and pharmaceutical applications. Bioactive films and coatings based on natural biopolymers such as chitosan, sodium alginate and gelatin and containing antioxidant and antimicrobial agents such as micro- and nanoemulsions of phytochemicals and nanostructured materials such as quantum dots, ZnO nanoparticles, nanoclays, silicas, zeolites and activated carbons, are finding application in various sectors of the food industry, especially in the development of novel edible, active packaging films and coatings. These bioactive films and coating materials enhance solubility, improve bioavailability, facilitate controlled release, and protect bioactive components during manufacture and storage. This Issue intends to provide an overview of bioactive gel films and coatings applied in active food packaging.

    Description: Since the 1970s, environmental issues have become a major concern for European citizens and thus for European politicians. In the same time frame the political sphere in Europe, and in particular within the European Union, has also been undergoing major transformations. Dealing with environmental issues over more than fifty years in a historical perspective enables us to gain a better understanding of these transformations, notably the emergence of a European public sphere and how this is changing decision-making processes. Drawing on recent research results from various disciplines, including history, sociology, law and political sciences, this volume addresses the methodological challenge of a European perspective on a transnational subject – one that is commonly distorted by a national prism. It shows how perceptions of the environment are increasingly converging and how these convergences of views across political or linguistic borders in the long run exert an undeniable influence not only on political debates but also on political decisions across Europe. Revealing European characteristics of perceptions, debates and policies, this volume contributes to a history of Europeanisation beyond the usual political turning points and limits.

    Description: After all the green beer has been poured and the ubiquitous shamrocks fade away, what does it mean to be Irish American besides St. Patrick’s Day? Who’s Your Paddy traces the evolution of “Irish” as a race-based identity in the U.S. from the 19th century to the present day. Exploring how the Irish have been and continue to be socialized around race, Jennifer Nugent Duffy argues that Irish identity must be understood within the context of generational tensions between different waves of Irish immigrants as well as the Irish community’s interaction with other racial minorities. Using historic and ethnographic research, Duffy sifts through the many racial, class, and gendered dimensions of Irish-American identity by examining three distinct Irish cohorts in Greater New York: assimilated descendants of nineteenth-century immigrants; “white flighters” who immigrated to postwar America and fled places like the Bronx for white suburbs like Yonkers in the 1960s and 1970s; and the newer, largely undocumented migrants who began to arrive in the 1990s. What results is a portrait of Irishness as a dynamic, complex force in the history of American racial consciousness, pertinent not only to contemporary immigration debates but also to the larger questions of what it means to belong, what it means to be American.

    Description: The states of bridge structures decline over time due to various degradation processes, such as creep, corrosion, and cyclic loading. During its life cycle, a bridge also faces the great threat of multiple hazards, such as winds, earthquakes, collisions, waves, landslides, and so on. Structural damages in an existing bridge affect operational and structural safety and weaken the sustainability of bridges. Therefore, advanced damage diagnosis techniques and safety assessment methods are strongly required to ensure structural safety and achieve infrastructure sustainability. This Special Issue aims to bring together recent scientific developments in probabilistic hazard analysis, structural exposure models, damage diagnosis methods, testing and measurement techniques, dynamic behavior and protection technology, damage mechanisms, risk assessment framework, and resilience-based approaches. Since we have past one year since this Special Issue opened, thirteen papers have been published, the majority of which focus on the structural safety assessment of bridges under wind, earthquake, collision, wave, etc. The Guest Editors believe that this reprint will provide important theoretical and technical support for bridge damage diagnosis and safety assessment and promote communication and cooperation between design, construction, research, teaching, and production.

    Description: In human social development, the consumption of fossil energy, especially coal, has promoted economic prosperity, cultural exchanges, and social progress. With shallow coal resources exhausted, coal mining engineering has entered deep areas. The coal geology environment of the deep area differs from that of the shallow. With mining depth increasing, all the stress of buried rock stratum and surrounding rock and gas pressure of coal seam increase gradually. In addition, geological structures, such as complex faults, big folds, and thick-hard roofs, will increase the risk of coal mining. Once the dynamic disaster occurs, it will induce miner casualties and property losses. So, it is urgent to identify mine hazards, such as coal and gas outbursts, rock bursts, gas explosions, and coal fires, and research their formation mechanism, occurrence, and development process. Furthermore, prevention and control methods should be proposed to reduce mine disasters. Only in this way can we promote the safe, green, and efficient development of coal mining. This Topical Collection, titled “Mine Hazards Identification, Prevention, and Control,” aims to allow global researchers to conduct a broader scientific and technological discussion on such advances to improve the prevention and control level of disasters encountered during underground coal mining. The discussion topics include, but are not limited to, the basic experiments, modeling, numerical simulation, and field tests of aforementioned disasters.

    Description: For the last twenty years, the Guantánamo Bay detention camp has not just been a military prison and security facility, but also a site of media production. Films, photographs, and documents have continued to emerge from the camp and become the focus of fierce legal and political battles, as well as intense moral anguish. This book looks at how the US Department of Defense has struggled, and often failed, to control the public perception of these media objects through complex, layered framing devices. It traces how small ruptures in the Department’s framings have provided openings for critical interventions from various fields – ranging from journalism and human rights law to the arts. Guantánamo Frames thus lays the groundwork for a critical reappraisal of the entanglement of media, violence, and the security state in a broader sense.

    Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective. Urban Aerial Pesticide Spraying Campaigns will be of great interest to students and researchers of pesticides, environmental sociology, environmental history, environmental studies, political ecology, geography, medical sociology, and science and technology studies.     Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Description: The publication explores migrant integration in the Czech Republic, Slovakia, Belgium (Flanders) and Germany (Bavaria) with the aim to understand the unique situational context of each country and to find opportunities for mutual learning and sharing of best practices. First, the realities in the four examined countries are introduced, focusing on strategic materials, key actors and mutual expectations from migrants and the receiving societies. The Czech Republic and Slovakia are inspected in greater detail as less information is generally available on the situation in the two countries. After exploring the countries’ approaches to migrants (especially at the local level), the book presents unique inspirational practices that can be a source of inspiration to others. Finally, the publication examines the challenges faced by the four countries in terms of local integration of migrants, and gives a number of practical recommendations. The publication follows developments up to the end of 2021.

    Description: Energy crises and environmental pollution are two serious problems facing the development of human society. Photocatalysis is a promising environmentally friendly technology to address the above issues due to its low energy input and carbon footprint. In particular, graphitic carbon nitride, a typical organic–nonmetallic semiconductor photocatalyst, has become a research hotspot due to its unique properties; g-C3N4 is innoxious, inexpensive, easy to synthesize, has an appropriate energy band gap (2.7 eV), and demonstrates outstanding thermal stability and chemical stability. Nevertheless, some inherent scientific factors, such as its small surface area, low utilization of visible light, and fast recombination of electrons and holes, limit its applications in the field of photocatalysis. Among key modification methods, the construction of a heterojunction/homojunction between graphitic carbon nitride and other semiconductor photocatalysts with interleaved energy band positions is an effective approach to improve photocatalytic activity, attributed to the accelerated photon-generated carrier transfer rate. In particular, such S-scheme structures can simultaneously accelerate photon-generated carrier transfer rates and yield higher redox potentials. Therefore, there is an urgent need to design a neoteric g-C3N4-based photocatalytic system that can further promote the development of photocatalysis.

In particular, this Special Issue highlights the research on timber saw, biomass and waste from resinous branches, forest by-products, log exploitation, the primary processing of round wood in timber with a band saw, the quality of exploited wood, and the role of the forest and forest ecosystem on the environment. Regarding wood science processes, this Special Issue presents works on cutting round wood in timber and veneers, technology 4.0, the manufacture of furniture and musical instruments, acoustical properties, wood biomass, including briquettes and pellets, thermochemical treatments of wood and pellets, finishing processes, and the restoration of cultural heritage objects using classical technologies and chemical materials. A lot of material waste was used to obtain better composites or chemical substances to obtain wood-based composites with better properties and low-level formaldehyde emission.

Luetkens travelled France between 1743-1745 in order to become a successful wholesale merchant. He succeeded in this undertaking via both shrewd business practice and proficient skills in the practice of letter writing. Based on this unique discovery, in this microhistorical study Lucas Haasis examines the crucial steps and activities of a mercantile establishment phase, the typical letter practices of Early Modern merchants, and the practical principles of persuasion leading to success in the 18th century.

By bringing together representations of the then already familiar Ottoman Empire and the largely unknown South Pacific, Sascha Klement adopts a uniquely global perspective and demonstrates how cross-cultural encounters were framed by Enlightenment philosophy, global interconnections, and even-handed exchanges across cultural divides. In so doing, this book shows that both travel and travel-writing from the seventeenth to the nineteenth centuries were much more complex and multi-layered than reductive Eurocentric histories often suggest.

    Description: This open access book by Nils Karlson explores the strategies used by left- and right-wing populists to make populism intelligible, recognizable, and contestable. It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society. It traces the ideational roots of the core populist ideas and shows that these ideas form a collectivistic identity politics. In the main part of the work, the current state of the problems of mathematical modelling of technological objects of oil refining production is analyzed. Methods of mathematical modelling and decision-making in the management of technological objects according to environmental and economic criteria are chosen as the direction of research. Methods of building mathematical models of chemical-technological systems of oil refining in a fuzzy environment have been investigated and proposed, and models of the technological complex of the catalytic reforming unit have been developed. An approach to the creation of a package of models for system modelling of the technological complex of the catalytic reforming unit is described. An algorithm for the synthesis of models of a technological complex of oil refining based on fuzzy information is proposed. Expert assessments have been carried out to develop a mathematical description of the technological complex of the reforming unit, a method has been developed for carrying out expert procedures in a fuzzy environment. The formulations of decision-making problems for the control of the technological complex of the reforming unit are formulated and, based on the modification of various optimality principles, heuristic algorithms for their solution are developed. The properties of the developed algorithms for solving decision-making problems have been investigated and a method for their selection in solving specific production problems has been proposed. A mathematical formulation of the decision-making problem for optimizing the operating modes of the catalytic reforming unit in a fuzzy environment is obtained and the results of its solution based on the proposed fuzzy approach are presented. The structure is created and the main functional blocks of the computer decision support system based on the object models are described. The issues of software implementation of the developed models are considered and a description of the interface of the computer system for modelling the units of the reforming unit and decision support for optimizing their operation modes is given.

    Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

    Description: Edited by Martin Biddle with a catalogue of the known coins of the mint by Yvonne Harvey, this volume records and illustrates the minting of silver pennies in Winchester between the reigns of Alfred the Great and Henry III, a period of three and a half centuries. At the Mint, which was situated in the area of the High Street to the east of where the city’s cross now stands, at least 24 million silver pennies (possibly as many as 50 million) were struck. Five and a half thousand survive in museums and collections all over the world. These have been sought out and photographed (some 3200 coins in 6400 images detailing both sides), and minutely catalogued by Yvonne Harvey for this volume. 〈br〉〈br〉 During the period from late in the reign of Alfred to the time of Henry III, dies for striking the coins were produced centrally under royal authority in the most sophisticated system of monetary control at the time in the western world. In this first account of a major English mint to have been made in forty years, a team of leading authorities have studied and analysed the use the Winchester moneyers made of the dies, and together with the size, weight, and the surviving number of coins from each pair of dies, have produced a detailed account of the varying fortunes of the mint over this period. Their results are critical for the economic history of England and the changing status of Winchester over this long period, and provide the richest available source for the history of the name of the city and the personal names of its citizens in the later Anglo-Saxon period.

    Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

Decolonisation and the 'ecological turn' changed the religious power of interpretation and gave discourses about sacred mountains new meaning.     Description: Lipid-based nanosystems, including solid lipid nanoparticles (SLN) and nanostructured lipid carriers (NLC), cationic lipid nanoparticles, nanoemulsions, and liposomes, have been extensively studied to improve drug delivery through different administration routes. The main advantages linked to these systems are the ability to protect, transport, and control the release of lipophilic and hydrophilic molecules (either small molecular weight or macromolecules); the use of generally recognized as safe (GRAS) excipients that minimize the toxicity of the formulations; and the possibility to modulate pharmacokinetics and enable the site-specific delivery of encapsulated payloads. In addition, the versatility of lipid-based nanosystems has been further demonstrated through the delivery of vaccines, protection of cosmetic actives, or improvement in the moisturizing properties of cosmetic formulations. Currently, lipid-based nanosystems are well established, and there are already different commercially approved formulations for different human disorders. This success has actually paved the way to diversifying the pipeline of development, upon addressing unmet medical needs for several indications, such as cancer; neurological disorders; and autoimmune, genetic, and infectious diseases. This Special Issue aims to update readers on the latest research on lipid-based nanosystems, both at the preclinical and clinical levels.

    Description: Fault detection and state estimation are essential tasks for ensuring the reliability, safety and performance of automatic control systems. They play a critical role in detecting and isolating faults quickly and accurately, enabling timely corrective action and preventing system failures. The field of fault detection and state estimation has seen significant advances in recent years, driven by the integration of advanced methodologies with cutting-edge technologies, in particular artificial intelligence and deep learning. These techniques have demonstrated remarkable capabilities in fault diagnosis, state estimation and fault-tolerant control, especially in complex multi-sensor systems. This Special Issue highlights and discusses the design and application of fault detection algorithms, the design and application of state estimation methods, the design and application of machine learning algorithms, the analysis of automatic control system characteristics, and the design and application of intelligent control systems. Nevertheless, many challenges remain and require attention, including scalability, computational efficiency, online implementation, fault isolation, fault recovery and fault-tolerant control. Additional research efforts are therefore essential to advance both the theory and practice of this critical task.

    Description: This book is an integrated examination of Japanese politics in the first two decades of the 21st century, as viewed from the perspective of ""anxiety over governance."" By empirically highlighting the social-environmental, political environmental, and sociocultural changes that have underlined the long-term political participation and voting behavior of Japanese citizens, the book provides deep insight into how modern democracies function and are perceived in post-industrial societies and reveals the specific processes by which Japanese politics have changed. Additionally, the book provides an analysis of the decline in social capital, the shrinking variety of political parties, and the intermingling of Asian values with liberal democratic values. By examining anxiety over governance, the chapters explore the links between anxiety and Japanese political behavior, revealing that, despite the high regard for democratic politics, Japanese citizens generally experienced a high level of anxiety and negative evaluation of the government, including countermeasures against COVID-19. Featuring surveys of Japanese political behavior over a period of more than 40 years, this book will be valuable reading for students and scholars of Japanese Politics, Political Behavior, and Psychology.     Description: Collective monograph contains the results of scientific research devoted to the search for effective scientific and applied solutions for the operation of logistics systems. The problems posed are considered through the prism of technological and economic views, which contributes to the formation of the practical significance of the results of systematic research, which are highlighted in the monograph. Section 1 examines which multimodal logistics solutions in emergency situations and transport security threats have proven effective during the war in Ukraine. The given transport and logistics solutions can be considered promising from the point of view of integrative capabilities at a new level of transport competitiveness and defense capability. In Section 2, practical measures are proposed to improve logistics solutions in transport and customs services in international traffic to ensure the efficiency and reliability of the national economy. In Section 3, the impact of information provision of truck crews performing transport tasks on road traffic is investigated, and an effective scheme for information support of cargo delivery conditions is developed. In Section 4, solutions are proposed for evaluating the effectiveness of the ecological system project using the "discounted payback period" criterion, which takes into account transformational changes in its life cycle model. In Section 5, solutions are proposed that allow for a reasonable selection of the composition of consumers and partners for each enterprise, taking into account their characteristics and strategies of information interaction, ensuring an increase in the efficiency of the "consumer - enterprise - partner" system based on the criterion of profit maximization. The monograph is intended for practitioners who are engaged in the search and implementation of effective technological solutions in the field of logistics, in particular according to economic criteria, and scientists who investigate applied problems of the functioning of logistics systems. The monograph can also be useful to postgraduate and master's students of universities in the relevant educational and scientific profile.

    Description: Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

    Description: This book aims to rewrite the narrative of women and power in medieval society. Based on a rich corpus of sources – systematically collected for the first time – it reveals female monasteries as central and economically able agents in feudal society. With a chronological focus on the late Middle Ages, this book focuses on four powerful convents located in modern-day France, Germany, and Switzerland. Three of these institutions were aristocratic convents founded in the early Middle Ages. They were endowed with far-ranging feudal prerogatives that were largely, but not exclusively, derived from landed possessions. The fourth convent originated in the thirteenth century and disposed of a primarily monetary economy. Observed from a longue-durée perspective, Monastic Women and Secular Economy in Later Medieval Europe reveals strategies of adaptations that allowed these different institutions to weather the significant economic changes of the late Middle Ages. Within the context of medieval feudal society, these abbesses and prioresses were authoritative figures. They ruled over territories, dispensed justice, appointed priests, and even sent soldiers to war. Late medieval convents acted as urban landlords and gave credits – they were thus major economic players in the rising cities. These observations of this monograph will force medievalists to reconsider the traditional image of both the “male” feudal Middle Ages and medieval monetary economy.

    Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

    Description: The monograph is devoted to the study of dynamic processes in technical systems for various technological purposes. A new approach and methodology is proposed for a systemic, synergistic approach, taking into account the influence of energy fields of physical and mechanical effects, transformation and inversion of types of energy action. Models and equations of motion of discrete and continuous dynamic systems, dispersed media in the spectrum of their processing are considered. Changes in the parameters of subsystems are revealed: working mediums, mechanical systems, the processes of their interaction are investigated on the basis of taking into account their stress-strain state. The processes of grinding, sorting, mixing, compaction of materials and media are considered. The intensification of physical and mechanical processes, methods and means of their creation was achieved by the systematization and complexity of approaches due to the joint consideration of the mutual influence of the internal properties of subsystems. The processes of material processing by superresonant, subresonant and multi-mode parameters are investigated. Methods for determining effective parameters and modes of their operation are proposed. The processes of grinding, sorting, mixing, compaction of the processing medium in the field of vibration load are described. As a result of the research carried out, new properties of the behavior of discrete-continuous systems under power load conditions are revealed. For the first time, the stresses and deformations of both working bodies and media were taken into account to create energy-saving vibration systems for various technological processes. The carried out scientific research makes it possible to obtain the laws of change in the state of dispersed media under the action of power loads by technical systems, new technological and design solutions were proposed.

    Description: During the early nineteenth century, schools for the deaf appeared in the United States for the first time. These schools were committed to the use of the sign language to educate deaf students. Manual education made the growth of the deaf community possible, for it gathered deaf people together in sizable numbers for the first time in American history. It also fueled the emergence of Deaf culture, as the schools became agents of cultural transformations. Just as the Deaf community began to be recognized as a minority culture, in the 1850s, a powerful movement arose to undo it, namely oral education. Advocates of oral education, deeply influenced by the writings of public school pioneer Horace Mann, argued that deaf students should stop signing and should start speaking in the hope that the Deaf community would be abandoned, and its language and culture would vanish. In this revisionist history, Words Made Flesh explores the educational battles of the nineteenth century from both hearing and deaf points of view. It places the growth of the Deaf community at the heart of the story of deaf education and explains how the unexpected emergence of Deafness provoked the pedagogical battles that dominated the field of deaf education in the nineteenth century, and still reverberate today.

Of particular importance is the discovery of extensive remains from the Late Pre-Islamic period, a significant time in history that has been best revealed in the excavations at Mleiha in the emirate of Sharjah.The research presented here was conducted by specialists from across the world working alongside an ever-growing cadre of Emirati archaeologists who will take the lead in the coming years in revealing more of this country’s extraordinary archaeology and history.

In the fifty years after the Constitution was signed in 1787, New York City grew from a port town of 30,000 to a metropolis of over half a million residents. This rapid development transformed a once tightknit community and its religious experience. Including four churches belonging in various forms to the Church of England, that in some form still thrive today. Rapid urban and social change connected these believers in unity in the late colonial era. As the city grew larger, more impersonal, and socially divided, churches reformed around race and class-based neighborhoods. In Four Steeples over the City Streets, Kyle T. Bulthuis examines the intertwining of these four famous institutions—Trinity Episcopal, John Street Methodist, Mother Zion African Methodist, and St. Philip’s (African) Episcopal—to uncover the lived experience of these historical subjects, and just how religious experience and social change connected in the dynamic setting of early Republic New York. Drawing on a wide range of sources including congregational records and the unique histories of some of the churches leaders, Four Steeples over the City Streets reveals how these city churches responded to these transformations from colonial times to the mid-nineteenth century. Bulthuis also adds new dynamics to the stories of well-known New Yorkers such as John Jay, James Harper, and Sojourner Truth. More importantly, Four Steeples over the City Streets connects issues of race, class, and gender, urban studies, and religious experience, revealing how the city shaped these churches, and how their respective religious traditions shaped the way they reacted to the city. This book is a critical addition to the study and history of African American activism and life in the ever-changing metropolis of New York City.

    Description: Peru's industrial mining sector is highly conflictual and characterized by social disputes. Many of these conflicts are fought not only in politics but also in the courts, as activists attempt to hold corporate and state actors liable for human rights violations.     Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. Grounded in the legislative literature from the United States and Britain, as well as historical accounts and personal interviews, Walking the Gendered Tightrope contributes to the fields of gender and politics, legislative studies, American politics, and British politics.

    Description: Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

    Description: The COVID-19 pandemic has jolted societies out of normality, possibly creating new conditions for sustainability transformations. What does this mean for sustainability research? Because of the scope of the crisis, researchers have been heavily involved: not only have they had to speed up the pace of scientific production to provide urgently needed COVID-19 knowledge, but they have also been affected citizens. For sustainability science, this calls for an experience-based reflection on the positionality and orientation of research aiming to support sustainability transformations. Twenty sustainability researchers discussed their sustainability research on COVID-19 in three workshops based on the following questions: How does the pandemic - and the measures taken to deal with it - affect sustainable development? What can we learn from the pandemic from the perspective of societal transformation? The present discussion paper emerged from this multidisciplinary exchange among sustainability researchers, considering five topics: impacts of the COVID-19 crisis on sustainability transformations; learning for sustainability transformations; the role of solidarity; governance and political steering; and the role of science in society. Our discussions led to a meta-level reflection on what sustainability research can learn from research on COVID-19 regarding topics and disciplinary angles, time dimensions, the role of researchers, and how adequate preparation for both crises and long-term transformations requires interdisciplinary interaction.

    Description: The transition to a greener and more circular economy has been a European policy priority for several years. The Circular Economy Action Plan of 2020 underlines the ambition. The following EEA initiatives are meant to support the transition process: - Bellagio Process on circular economy monitoring principles (EPA network); - Enhancement of EEA indicators on circular economy (ETC/WMGE); - Explorative work on novel data streams (FWC); - Co-creation work - knowledge sharing of monitoring experience (ETC/Eionet). The scope of the present task was to report on the co-creation process that was undertaken at the end of 2020. The co-creation process was organised to identify: (i) best practices on monitoring strategies, data sources and target setting; and (ii) areas of circularity measuring and monitoring that remain challenging and require additional investment. The co-creation process partially built on the work done during the Bellagio Process/Initiative which was run in parallel. This ETC report presents and documents the evidence gathered throughout the co- creation process as well as providing a retrospective analysis of the links to the Bellagio Principles.

    Description: The Digital Product Passport (DPP) is a concept for collecting and sharing product-related information along the life cycle of a product. DPPs are currently the subject of intense discussion, and various development efforts are being undertaken. These are supported by regulatory activities, especially in the case of the battery passport. The aggregation of product life-cycle data and their respective use, as well as the sharing of these data between companies, entrepreneurs, and other actors in the value chain, is crucial for the creation of a resource-efficient circular economy. Despite the urgent need for such a solution, there is currently little attention given to the digital infrastructure for the creation and handling of the DPPs (i.e., the so-called DPP system). Moreover, there is so far no common understanding of what the requirements for a DPP system are. This is the background and underlying motivation of our paper: we identify the requirements for a DPP system in a structured way, i.e., based on stakeholder involvement and current literature from science and industry. In addition, we compose, categorize, and critically analyze the results, i.e., the list of requirements for DPP systems, in order to identify gaps. Summarized, our research provides insights into the criteria to be considered in the creation of an actual DPP system.

    Description: To date, the circular economy has fallen short of its promise to reduce our resource demand and transform our production and consumption system. One key problem is the lack of understanding that highly promising strategies such as refuse, rethink, and reduce can be properly addressed using research on sufficiency. This article argues that a shift in focus is required in research and policy development from consumers who buy and handle circularly designed products to consumption patterns that follow the logic of sufficiency and explain how sufficiency-oriented concepts can be incorporated into existing social practices. The authors show that sufficiency is not necessarily as radical and unattractive as is often claimed, making it a suitable yet underrated strategy for sustainability and the transition to an effective circular economy. The case of urban gardening shows that small interventions can have far-reaching effects and transform consumption patterns as the logic of availability is contested by newly developed concepts of "enoughness" and opposition to "über-availability." The authors propose utilizing comprehensive state-of-the-art theories of consumption and human action when developing strategies and policies to make the circular economy sustainable while being more critical of utilitarian approaches. Using social practice theories that have proven to be beneficial allows human actions to be comprehensively analyzed by recognizing their embeddedness in social and material frameworks; addressing the meaning, competences, and materials of routinized human behavior; and examining indirect effects.

    Description: This Wuppertal Paper analyses the energy transition models of Colombia and Germany. The emphasis of the exercise is on an analysis of options for the complete decarbonization of the energy system in Colombia as a Global South country. To this end, it analyses the current situation, projections, public policy and narratives, and contrasts it with Germany as one of the countries of the Global North with which Colombia has historically maintained energy trade relations and is currently collaborating in the exploration of energy alternatives for decarbonization. Detailed analysis of sectoral energy consumption in Colombia shows the sectors with the highest fossil energy consumption (in this order): transport (fuels), industry (gas, coal), electricity generation (gas, coal) and residential (gas). We show the projected increase in demand for fuels and electricity, and calculate the amount of electricity theoretically needed to substitute fossil sources in each sector. We estimate the total electricity required for decarbonization via sector coupling and derive a first estimation of the range of additional renewable energy capacities needed to supply this demand. We find that required capacities are expectedly large (56-110 GW), depending on decarbonization pathways, and that export capacity beyond national demand may be limited. Our analysis of the policy and scenario arena in both countries finds that Colombia is still lacking both sector-specific decarbonization strategies and an embedding in a systemic vision of a systemic energy transition. Germany has more advanced sector strategies and (national) systemic visions, but lacks embedding assumptions on energy imports in a global-system analysis, i.e. in the analysis of an energy transition in potential exporting countries like Colombia. We formulate requirements to close these gaps in our conclusions.

    Description: There is a growing body of scientific evidence supporting sufficiency as an inevitable strategy for mitigating climate change. Despite this, sufficiency plays a minor role in existing climate and energy policies. Following previous work on the National Energy and Climate Plans of EU countries, we conduct a similar content analysis of the recommendations made by citizen assemblies on climate change mitigation in ten European countries and the EU, and compare the results of these studies. Citizen assemblies are representative mini-publics and enjoy a high level of legitimacy. We identify a total of 860 mitigation policy recommendations in the citizen assemblies' documents, of which 332 (39 %) include sufficiency. Most of the sufficiency policies relate to the mobility sector, the least relate to the buildings sector. Regulatory instruments are the most often proposed means for achieving sufficiency, followed by fiscal and economic instruments. The average approval rate of sufficiency policies is high (93 %), with the highest rates for regulatory policies. Compared to National Energy and Climate Plans, the citizen assembly recommendations include a significantly higher share of sufficiency policies (factor three to six) with a stronger focus on regulatory policies. Consequently, the recommendations can be interpreted as a call for a sufficiency turn and a regulatory turn in climate mitigation politics. These results suggest that the observed lack of sufficiency in climate policy making is not due to a lack of legitimacy, but rather reflects a reluctance to implement sufficiency policies, the constitution of the policy making process and competing interests.

    Description: Considering that 40% of the European Union's energy consumption can be traced back to its buildings, it is essential to improve their energy efficiency in order to achieve the EU's energy efficiency targets. Both the rate of energy renovation and its depth, i.e. the amount of energy savings during a renovation, need to be improved. Energy Performance Certificates (EPC), regulated by the EU's Energy Performance of Buildings Directive (EPBD), are an important instrument to enhance the market uptake of energy-efficient new buildings and the energy-efficient renovation of existing buildings. Against this background, the Horizon2020 funded project QualDeEPC will work on EU-wide convergence of the building assessment and the issuance, design, and use of quality-enhanced EPCs as well as their recommendations for building renovation. The aim is to make these recommendations coherent with deep energy renovation towards a nearly-zero energy building stock by 2050. The first part of the QualDeEPC project (work package 2) aims to identify the priorities for elements of EPC schemes that show a need to be improved, and for which the project will investigate further and propose how the elements can be improved. The first step in identifying these priorities is taking stock of the existing EPC schemes. Based on the input from all national consortium partners and other sources, the Wuppertal Institute prepared this detailed overview of the country-specific EPC assessment and certification procedures and their links to other policies and programmes, existing initiatives, and projects. The analysis was based on a list of almost 50 potential options for enhancing the existing EPC schemes. The aim of this deliverable is to present this stock-taking by a detailed analysis on which of the potential enhanced EPC elements are already implemented in which form in which country, covering all 28 countries that were EU member states until 31 January 2020. All partners conducted bilateral interviews with the major actors in the EPC procedures, including executive bodies on EPC at regional and/or national level. For countries not represented in the Consortium, Wuppertal Institut and EAP conducted specific literature research, e.g. from the Concerted Action EPBD, and aimed to obtain contributions from other member states. The information collected allows a detailed presentation on the elements implemented as well as a cross-country comparison matrix (see Annex I) in this report, which outlines the current EPC practices across the EU regarding the elements of a good practice scheme or innovative improvement options, their comparability, compliance with EU legislation, and to which extent they differ or converge. The results show, once more, the high diversity in EPC schemes across the EU. They also provide useful information in at least two directions: 1) which improvement options are not yet implemented at all or in sufficient quality in most QualDeEPC partner countries as well as other EU member states, and could therefore be interesting candidates for the further work of the QualDeEPC project in development, testing, discussion, and possibly implementation of elements for enhanced and converging EPC schemes; and 2) which countries, within or beyond the QualDeEPC project, offer good practice examples for the implementation of these options that could serve to guide the development and implementation in other countries. This deliverable will thus serve as a basis for the upcoming tasks to develop priorities and actual proposals for improvement of EPC schemes.
