    Beschreibung: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

    Beschreibung: Data Justice and the Right to the City engages with theories of social justice and data-driven urbanism. It explores the intersecting concerns of data justice - both the harms and civic possibilities of the datafied society – and the right to the city - a call to redress the uneven distribution of resources and rights in urban contexts. These concerns are addressed through a variety of topics: digital social services, as cities use data and algorithms to administer to citizens; education, as data-driven practices transform learning and higher education; labour, as platforms create new precarities and risks for workers; and activists who seek to make creative and political interventions into these developments. This edited collection proposes frameworks for understanding the effects of data-driven technologies at the municipal scale and offers strategies for intervention by both scholars and citizens.

    Beschreibung: Bringing together Marx’s original writings on land, rent and the landed property class, this book applies them to contemporary cities in the Global North and Global South. The book shows how landed property, and not just labour and capital, directly affects urban economic development, the built environment, urban governance and the quality of life of people living in cities. It also shows how land, rent and class transform cities in different ways depending on the indigenous, Asiatic, feudal, capitalist or other modes of production that mould the form and substance of cities. Presenting a new comparative approach, this book provides novel insights into the origins of, and solutions to, many of today’s urban problems including urban enclosures, exclusive property development, the financialisation of land, land grabbing, and climate change.

Through a comparative focus on Iran and Turkey, Mona Tajali examines the activities and strategies of women’s rights groups across the ideological spectrum. She explores how various groups have negotiated with political elites in order to bolster female political representation and identifies the conditions that stimulate greater support to ease women’s path to political office. And how did its foreign policy came to pose such a profound challenge to the West? David G. Lewis goes beyond current polemical debates to address these questions. Lewis investigates the Russian understanding of key concepts such as sovereignty, democracy and political community. He analyses the Russian political system as a novel form of authoritarian political order, unpacking the ideological paradigm that underpins it. He reveals that Russia's new order is characterised by the consolidation of political and economic power around a sovereign leader, together with a willingness to take political decisions outside the law both at home and in international affairs.

    Beschreibung: Assessing the transformation of Russian nationalist discourse in the 21st century Russian nationalism, previously dominated by ‘imperial’ tendencies – pride in a large, strong and multi-ethnic state able to project its influence abroad – is increasingly focused on ethnic issues. This new ethno-nationalism has come in various guises, like racism and xenophobia, but also in a new intellectual movement of ‘national democracy’ deliberately seeking to emulate conservative West European nationalism. Russia’s annexation of Crimea in 2014 and the subsequent violent conflict in Eastern Ukraine utterly transformed the nationalist discourse in Russia.     Beschreibung: Many people see citizenship in a globalised world in terms of binaries: inclusion/exclusion, past/present, particularism/universalism. Aoileann Ní Mhurchú points out the limitations of these positions and argues that we need to be able to take into account the people who get caught between these traditional categories. Using critical resources found in poststructural, psychoanalytic and postcolonial thought, Ní Mhurchú thinks in new ways about citizenship, drawing on a range of thinkers including Kristeva, Bhabha and Foucault. Taking a distinctive theoretical approach, she shows how citizenship is being reconfigured beyond these categories.

    Beschreibung: Will climate change stay below the 2 degree target in the 21st century on the basis of the COP 21 results? Looking into challenges and opportunities, this paper answers: To stay below the global 2dt is neither a real choice for the world society nor for businesses and civil societies in specific countries. It is a global guideline, scientifically developed for global negotiations, which should be broken down to national interests and actors. Key questions concerning the energy sector from the perspective of national interests are how to create and sustain a momentum for the inevitable energy transition, how to encourage disruptive innovations, avoid lock in effects, enable rapid deployment of energy efficiency and renewable energies etc. Or in other words: how to get to a competitive, economically benign, inclusive, low carbon and risk minimising energy system. With this background the paper argues that "burden sharing" is a misleading perception of strong climate mitigation strategies. It is more realistic to talk about "benefit sharing", using the monetary benefits and co-benefits of climate mitigation (e.g. energy cost savings, revenues from CO2-tax or emission trading systems) to help vulnerable national and international actors to adapt to the unavoidable climate risks. It has to be demonstrated on country level that the technologies and policy mix of strong climate mitigation and risk-minimising actions are indeed "benefit sharing" strategies which should be chosen anyhow, even if there was no climate change. For China and Germany this paper includes basic findings supporting this view.

    Beschreibung: "Transformative science" is a concept that delineates the new role of science for knowledge societies in the age of reflexive modernity. The paper develops the program of a transformative science, which goes beyond observing and analyzing societal transformations, but rather takes an active role in initiating and catalyzing change processes. The aim of transformative science is to achieve a deeper understanding of ongoing transformations and increased societal capacity for reflexivity with regard to these fundamental change processes. The concept of transformative science is grounded in an experimental paradigm, which has implications for (1) research, (2) education and learning, and (3) institutional structures and change in the science system. The article develops the theoretical foundations of the concept of transformative science and spells out the concrete implications in these three dimensions.

    Beschreibung: In early September 2014, about 4.000 scientists, activists and artists at the 4th International Conference on Degrowth sent out two messages. 1. Industrialized societies will change, either by disaster or by design. Accelerated resource exploitation and climate change can force societies into a transition. Or they swiftly develop new forms of economic, political and social organization which respect the planetary boundaries. 2. "Degrowth" has become a new social movement which translates scientific insights into cultural change, political change and social practice. Hence, the conference itself was an experiment on the potentials and limits of share economy, commoning and sufficiency. A team of young scholars and activists from different German research institutes and non-govern- mental organisations prepared the conference. The team of the Wuppertal Institute was partly involved in the preperation of the conference. Scientists from all research groups took part in the conference, presenting and discussing project results. The publication is a collection of contributions of the Wuppertal Institute to the conference and covers pivotal issues of the degrowth-debate: indicator development (Freyling & Schepelmann), working time reduction (Buhl), feminist theory (Biesecker & Winterfeld), and urban transition (Best).

    Beschreibung: This paper reflects the socio-economic power of renewable energy production cooperatives for a wider energy system transformation in Germany. Energy cooperatives have turned into important supporters of renewable and decentralised energy structures, due to their strong growth since the year 2006, their participation in local renewable energy projects and their democratic awareness. The cooperative form of coordinating local renewable energy projects applies to a decentralised energy system that is managed by many smaller firms - a system concept that is preferred by the majority of German citizens. However, there is not enough knowledge to understand to what extent this organisational form is able to unify a broad group of actors in promoting a renewable energy system (societal power) and to gather capital for elaborating renewable energy supply structures (economic power). The reflection is based on an empirical assessment of all energy cooperatives that were registered in Germany before 31st December 2013. Their growth dynamic and their business approaches are discussed. A special focus lies on renewable energy production cooperatives. The study presents the development of their members, their capital, their profit and loss, as well as their investment intensity over a timeframe of three years (2010-2012). The socio-economic potential of renewable energy production cooperatives for supporting a renewable energy system is discussed against the background of empirical results.

    Beschreibung: Another summit of change, known as Rio+20, has passed in summer 2012, nourishing the rumours of a green economy. Building up a green economy seems to be the all over recipe for different crises of capitalism, among them climate change and resource scarcity. Yet efficiency and consistency, as their main strategies, do not suffice to reach sustainable levels, as they cause rebound effects and keep stimulating economy growth. Obviously, there are limits to green growth, too. Can we conceive an economy, and respective economic institutions, that serve human needs and wealth without a built-in necessity to grow? What kind of political, mental, and individual changes does a sufficiency economy require? And what are perspectives and policies to actually start implementing it? Just before Rio +20 the symposium "Economy of Sufficiency", devoted to Wolfgang Sachs on the occasion of his 65th birthday in 2011, examined these questions in three dimensions. Accordingly this selection of contributions to the symposium follows the chapters "Wealth in diversity" (Ashok Khosla, Marianne Gronemeyer, Vandana Shiva), "Enjoyable limits" (Richard B. Norgaard, Tim Jackson) and "Creating commons" (Ezio Manzini, Silke Helfrich). The essays indicate the historical development of the ideas on a sufficiency economy. Wandering through discourses of sustainable development for several decades, the authors map the range of perspectives, practices as well as barriers and bridge them between cultures, agencies and schools.

    Beschreibung: Our perception of design is changing, for design today is no longer concerned only with aesthetics. Now the key factors are interdisciplinary competence and approaches to problem solving. Both politicians as well as businesses recognise design's hybridity and increasingly implement it as a driver of sustainable development (see Chap. 2: Design as a Key Management Factor for Sustainability). But what exactly does "sustainability" mean? What does it mean in this specific context? People must make use of natural resources to meet their basic needs. In this process, resources are transferred into commercial circulation and usually transformed into products with a particular function. Yet the environment is limited and humanity uses more resources than the Earth can sustainably provide. It is time to rethink and generate the same usage while consuming fewer resources (see Chap. 3: Environmental Space - Challenging Transitions). Most countries have incorporated sustainability strategies into their political agendas in order to counteract the threats of climate change caused by the overuse of natural resources, high CO2 emissions, and other factors. The indicators for these strategies vary greatly from country to country (see Chap. 4: Sustainability - Challenges, Politics, Indicators). These indicators need to be taken into account if we are to successfully implement a product or service within a specific context. A concept can only be successful when country-specific indicators are taken into account and the societal context is incorporated into the plan right from the start. The goal is to develop services that support national sustainability targets in production and consumption systems (see Chap. 5: Managing Sustainable Development). When it comes to companies, these changes can simply be introduced in the form of services or products. In the end, it is the users who decide on the success or failure of innovative solutions by either integrating them into their daily lives or ignoring them. Solutions will only be integrated into users' lives when their role within the social framework remains unchallenged by behavioural transformations caused by use of the solution. In order for users to be able to adopt innovations, sustainable development must take place simultaneously on many different levels. These multi-levelled transitions allow for the transformation of society as a whole. Designers can act as agents of change by providing the needed innovations (see Chap. 6: Transition Requires Change Agents for Sustainability). If we are to develop suitable solutions and new approaches, the real needs have to be analysed at the beginning of the development process. New physical products, which frequently result in auxiliary products, are often developed without taking into account the overall context, whereas the development of service-orientated solutions is ignored. A physical product is not absolutely necessary. A service (which is naturally dependent on physical products) can usually fulfil the need just as well - or perhaps even better and at a lower cost – while using fewer or no resources (see Chap. 7: Needs & Services - An Approach). There are a variety of possible approaches to integrate sustainability into the design process (see Chap. 8: Design Process). Precisely which solution is "most or more sustainable" (this is dependent on the defined targets and the indicators used) is often not immediately obvious, and we must turn to a set of methods for a transparent and tangible assessment (see Chap. 9: Sustainability Assessment in Design - Overview and Integration of Methods).

    Beschreibung: This thesis explores the opportunities and constraints for the adoption of a post-growth economy as a plausible approach towards sustainability by social movements. With the transdisciplinary perspective of sustainability science, the qualitative study of social movements and post-growth found that Germany does not have a post-growth movement. Nevertheless, the environmental movement and, in particular, Friends of the Earth Germany are suitable candidates of change for post-growth. However, they have not adopted post-growth yet because of certain gaps in bridging concepts of post-growth with their own work. To fill this gap, the study recommends to operationalize post-growth in five steps: (1) to distinguish between "sustainable liberalism" and "fair de-growth" as two major types of post-growth, (2) to re-frame the promises of economic growth as myths, (3) to complement "political choice" as means towards post-growth with "social choice", (4) to identify and compile areas of a post-growth economy, and (5) to overcome the inherent power dilemma between agents of change and actors of these areas, that are required to be transformed, while forming coalitions between both. If these recommendations are taken into account by academics and activists, the environmental movement is more likely to successfully activate causal mechanisms of change for the transition to a post-growth economy. With its critique on the current comprehension of progress as economic growth, postgrowth is initiating a new, more fruitful phase of the sustainability discourse.

    Beschreibung: Economic performance of a country is generally being measured through GDP (Gross Domestic Product), a variable that has also become the de facto universal metric for "standards of living". However, GDP does not properly account for social and environmental costs and benefits. It is also difficult to achieve sustainable decision-making aiming at sustainable progress and well-being if welfare is being considered from a purely financial point of view. The study highlights the benefits and some of the shortcomings of GDP. It serves as a helpful and practicable instrument for monetary and fiscal policies. The real problem presumably is that GDP growth is too often confused with (sustainable) welfare growth in people's minds. While there certainly is a correlation between the two, this study shows that this is a highly conditional correlation, void of substantial causality for GDP levels observable in the European Union. In order to be able to assess people's well-being and general sustainable development in the sense of sustainability, an alternative instrument going beyond GDP is necessary. Using so called SWOT analyses, several alternative progress indicators have been assessed in the context of this study. On the one hand it was analysed how far ecological and social factors can be integrated in the GDP measurements. Thereby difficulties arose then trying to monetise these factors. As a further possibility indicators were analysed which are to replace GDP as a whole. The category supplementing GDP seems to be the most realistic and acceptable option for going beyond GDP. Within this approach, GDP is being complemented with additional environmental and/or social information. In order to make this kind of solution feasible the study claims the establishment of an overarching and transparent indicator system for improving economic decision-making in support of sustainable development.

    Beschreibung: Information and communiction technologies (ICTs), as a crosscutting evolving technology, can contribute to the achievement of the Millennium Development Goals (MDGs). This opinion is not only voiced by business, but also expressed in specific MDG targets as well as from a range of stakeholders, e.g. NGOs, intergovernmental organisations and financial institutions. However, ICT implications are not only beneficial, a range of stakeholders raises critical issues. Quantified information on ICT contribution to the MDGs available today on both micro and macro level does not meet the expectations. Business actors thus need solid and balanced sustainability information to accurately get the implications of ICT and to promote and assess their voluntary activities. In this context the project "A Comprehensive Approach for Assessing Risks and Opportunities of the ICT sector and ICT applications" addressed the contributions of the ICT sector to the achievement of the MDGs. The project's core objective has been to develop a discussion paper on the assessment of risks and opportunities of ICT. The scope of the paper is to raise awareness for a balanced approach of sustainability information (regarding the contribution to the MDGs, at micro and macro level, risks and opportunities) and to provide best practice examples for a comprehensive approach in the ICT sector. Therefore, research questions have been addressed such as: How can ICT contributions to the MDGs be quantified? What are the demands on sustainability information for the ICT sector? What are the business implications from this?

    Beschreibung: This paper aims to provide a comprehensive background and overview of key issues, debates and positions related to the international regulation and application of intellectual property rights over biological resources, including biotechnology, and the use and protection of the traditional knowledge of indigenous and local communities. It explores the linkages among biological diversity, rural livelihoods, biotechnology developments and intellectual property with specific view on the relationship between access to biological and genetic resources, agriculture systems, food security, and increased poverty levels around the world. The paper starts by outlining the background and evolution of intellectual property rights. It then provides two case studies on how intellectual property rights affect biodiversity and traditional knowledge. In the main part, the paper indulges on the international governance of biodiversity and intellecutal property rights, especially focussing on the Convention of Biological Diversity (CBD), the World Intellecutal Property Organization (WIPO), and the World Trade Organization with its Agreement on Trade-Related Aspects of Intellecutal Property Rights (TRIPS). However it also sheds light on the increasing impacts of bilateral agreements that govern intellectual property rights in conjunction with the plurilateral International Union for the Protection of New Varieties of Plants (UPOV), and it analyses their relationship with the FAO International Treaty on Plant Genetic Resources for Food and Agriculture and the CBD. The paper finishes by sketching out ideas for a way forward.

MIPS stands for Material Input Per Service unit, a measure developed at the Wuppertal Institute, which serves as an indicator of precautionary environmental protection. However, this publication is not a comprehensive description of the methods used, but should rather be seen as supplementing existing publications, in particular, the MAIA Handbook. This practical guide contains additional information, which cannot be part of a methodological description, but which is indispensable for the practical work. This manual is directed at enterprises and persons, who wish to carry out MIPS or a material analysis in relation to products or services. It gives a general impression of what MIPS is, and how MIPS is calculated.
