Wolfgang Spyra Brandenburg University of Technology in Cottbus, Germany The demilitarization and conversion of military properties wor- wide has been a topic of growing importance since the end of the Cold War. The slowing of the arms race brought on by weapons treaties and relaxed tensions between NATO and Warsaw Pact nations caused sto- piles of conventional weapons to become superfluous. The need to process and dispose of such weapons began more quickly in NATO countries. This demilitarization process began shortly after the reunification of Germany and was largely completed by the mid to late 1990’s. The remaining process, no small task in itself, of converting lands formerly used by the military into safe and environmentally acceptable landscapes may continue for decades to come. Due to a lack of resources and technology, the process of demilitarization in the former Warsaw Pact countries has launched more slowly. In 2002 both Georgia and Moldova finished projects which destroyed their stocks of liquid ballistic missile components. Both these projects were carried out through the cooperative support of trans-national organizations, private contractors, and research institutions. The Republic of Azerbaijan now finds itself at the beginning of its demilitarization process. Stored at the country’s military depots are over 2000 tons of missile fuels, oxidizer, and chemical additives. This hazardous waste is kept in tanks intended only for temporary transport and storage.

    Description: The aim of this work is to integrate the West Slavic languages ​​into grammar and language comparisons using modern grammatical approaches. This is done using the example of the imperative sentence in Slovak with a view to other West Slavic languages. This type of sentence is examined for its formal and content-related characteristics. At the same time, its communicative-pragmatic potential is derived and explained from the structural meaning of this mode verbi. The demarcation between the grammar and the pragmatics of the imperative theorem will play an important role here.
    Description: Das Ziel dieser Arbeit ist es, die westslawischen Sprachen unter Anwendung moderner grammatiktheoretischer Ansätze in den Grammatik- und Sprachvergleich zu integrieren. Für diese Arbeit wurden daher erstmals für die baden-württembergische Industrie und die Jahre 1980 bis 1999 amtliche Betriebsdaten zu einem Betriebspaneldatensatz verknüpft. Ausgehend von einer fundierten Analyse der betrieblichen Arbeitsplatzdynamik werden mögliche betriebsindividuelle, branchenspezifische, aber auch regionale Einflussfaktoren des betrieblichen Beschäftigungswachstums einer empirischen Überprüfung unterzogen. Eine ökonometrische Analyse möglicher Determinanten des Auftretens und insbesondere des Überlebens von neu gegründeten Industriebetrieben rundet die Arbeit ab.

Die Autorin untersucht, welche internen (Standortfaktoren) und externen Rahmenbedingungen (europäische Integration) eine erfolgreiche Anwerbung von Direktinvestitionen ermöglicht haben. Von besonderem Interesse ist, inwieweit andere Mitgliedsländer der EU die Strategie Irlands übernehmen können. Nach der Ermittlung eines theoretischen Analyserahmens wird dieser auf Irland angewendet. Dabei sind die Direktinvestitionszuflüsse durch die regionale Integration zu erklären, jedoch nur in Kombination mit den irischen Besonderheiten. Insbesondere die langfristige Ausrichtung der wirtschaftspolitischen Maßnahmen auf die MNU haben dazu beigetragen.

    Description: Kazimierz Moczarski (1907–1975) was a journalist, soldier, and political prisoner. His life exemplifies a Central European biography under Nazism and Comunism. The addictive and moving Civility in Uncivil Times reveals the story of a man who defended law and democracy all his life. Moczarski fought for it in the authoritarian Poland of the 1930s. During the Second World War, he partook in the resistance movement. After the war, he spent eleven years in a Stalinist prison, including nine months in one cell with the Nazi Jürgen Stroop, who commanded the brutal pacification of the Warsaw Ghetto. The communists imprisoned Moczarski’s wife. After release, he rebuilt the broken marriage, rejoined social life, and wrote a work about meeting Stroop. Translated into many languages, Conversations with the Executioner is a thorough study of totalitarianism.

    Description: The book is a comparative case study of collective memory in two small communities situated on two Central-European borderlands. Despite different pre-war histories, Ukrainian Zhovkva (before 1939 Polish Żółkiew) and Polish Krzyż (before 1945 German Kreuz) were to share a common fate of many European localities, destroyed and rebuilt in a completely new shape. As a result of war, and post-war ethnic cleansing and displacement, they lost almost all of their pre-war inhabitants and were repopulated by new people. Based on more than 150 oral history interviews, the book describes the process of reconstruction of social microcosm, involving the reader in a journey through the lives of real people entangled in the dramatic historical events of the 20th century.

    Description: This book is open access under a CC BY 4.0 license. This book addresses the age-old problem of infinite regresses in epistemology. How can we ever come to know something if knowing requires having good reasons, and reasons can only be good if they are backed by good reasons in turn? The problem has puzzled philosophers ever since antiquity, giving rise to what is often called Agrippa's Trilemma. The current volume approaches the old problem in a provocative and thoroughly contemporary way. Taking seriously the idea that good reasons are typically probabilistic in character, it develops and defends a new solution that challenges venerable philosophical intuitions and explains why they were mistakenly held. Key to the new solution is the phenomenon of fading foundations, according to which distant reasons are less important than those that are nearby. The phenomenon takes the sting out of Agrippa's Trilemma; moreover, since the theory that describes it is general and abstract, it is readily applicable outside epistemology, notably to debates on infinite regresses in metaphysics. The book is a potential game-changer and a must for any advanced student or researcher in the field.

    Description: This open access textbook aims at providing detailed explanations on how to design and construct image analysis workflows to successfully conduct bioimage analysis. Addressing the main challenges in image data analysis, where acquisition by powerful imaging devices results in very large amounts of collected image data, the book discusses techniques relying on batch and GPU programming, as well as on powerful deep learning-based algorithms. In addition, downstream data processing techniques are introduced, such as Python libraries for data organization, plotting, and visualizations. Finally, by studying the way individual unique ideas are implemented in the workflows, readers are carefully guided through how the parameters driving biological systems are revealed by analyzing image data. These studies include segmentation of plant tissue epidermis, analysis of the spatial pattern of the eye development in fruit flies, and the analysis of collective cell migration dynamics. The presented content extends the Bioimage Data Analysis Workflows textbook (Miura, Sladoje, 2020), published in this same series, with new contributions and advanced material, while preserving the well-appreciated pedagogical approach adopted and promoted during the training schools for bioimage analysis organized within NEUBIAS – the Network of European Bioimage Analysts. This textbook is intended for advanced students in various fields of the life sciences and biomedicine, as well as staff scientists and faculty members who conduct regular quantitative analyses of microscopy images.

The model is based on stochastic purchase and switching probabilities, given certain conditions like prices and supportive marketing activities (like delivery time or shop environment). A company can fit its consumer base to the model and simulate various effects on its earnings by altering prices or marketing activities. A perfective analysis for Russian is proposed, which allows to grasp the semantic differences between imperfective Simplizia and its derivative derivatives in semantic terms. The second part of the thesis is an application of the proposed perfective analysis to Russian pere-prefixed verbs. It is shown that the meaning variants of pere-prefixed verbs in Russian can be derived from a general prefix scheme and the semantics of the stem verb.
    Description: Die Arbeit besteht aus zwei Teilen. Der erste Teil befaßt sich ausschließlich mit den aspektuellen Eigenschaften russischer präfigierter Verben. Es wird eine Perfektivanalyse für das Russische vorgeschlagen, die es ermöglicht, die semantischen Unterschiede zwischen imperfektiven Simplizia und ihren perfektiven Derivata in semantischen Termen zu erfassen.     Description: Germany has gradually become Europe's largest immigration country and is increasingly shaped by the image of a multicultural and multilingual society. However, the issue of multilingualism receives little attention, especially with regard to Slavic migration idioms. The aim of the present study is the empirical investigation of the current language behavior of Slavophone immigrants and the determination of the vitality of their native languages. On the basis of a nationwide survey of 500 immigrants detailed microsociological data on the use of Slavic languages ​​depending on persons, topics and situations will be collected and the influence of linguistic ecological factors such as attitudes, motivations, identity and social network of speakers on language use and language content will be investigated. In addition, on the basis of interdisciplinary approaches to the description of linguistic minorities, the vitality of slavins is analyzed comparatively, showing the current situation and the future development of Slavia in Germany in general and specific tendencies of ethnolects in particular.

Dem Thema Mehrsprachigkeit aber wird insbesondere in Bezug auf slavische Migrationsidiome nur wenig Beachtung geschenkt. Ziel der vorliegenden Studie ist die empirische Erforschung des aktuellen Sprachverhaltens slavophoner Immigranten und die Bestimmung der Vitalität ihrer Muttersprachen. Anhand einer deutschlandweiten Enquete unter 500 Zuwanderern werden detaillierte mikrosoziologische Daten zum Gebrauch der slavischen Sprachen in Abhängigkeit von Personen, Themen und Situationen erhoben und der Einfluss sprachökologischer Faktoren wie Attitüden, Motivationen, Identität und soziales Netzwerk der Sprecher auf die Sprachverwendung und den Spracherhalt untersucht.     Description: Ausgelöst durch zahlreiche Unternehmenskrisen wird seit Beginn der 90er Jahre in der Corporate Governance-Diskussion die Funktionsfähigkeit des deutschen Aufsichtsratssystems in Frage gestellt. Der Gesetzgeber reagierte hierauf zunächst mit dem KonTraG und zuletzt mit dem TransPuG. 〈BR〉 Der Autor entwickelt aus betriebswirtschaftlicher Perspektive Gestaltungsvorschläge, die zu einer Funktionsverbesserung des Aufsichtsrats beitragen. Ausgehend von einer Analyse der juristischen Rahmenbedingungen zeigt der Autor, daß ein wesentlicher Teil der Aufsichtsratsaufgaben zukunftsbezogen ist. Zur Erfüllung dieser Aufgaben sollten Aktiengesellschaften daher über ein Aufsichtsratsplanungssystem verfügen, das die Aufsichtsratsmitglieder umfassend unterstützt. Es wird ein theoretisch fundiertes Gesamtsystem entwickelt, das sich durch hohe praktische Umsetzbarkeit auszeichnet. Zur Förderung der notwendigen Professionalisierung des Aufsichtsrats wird außerdem ein wertorientiertes Anreizsystem gestaltet, das das Planungssystem ergänzen muß.

    Description: There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.

Perspectivism has recently emerged in philosophy of science as an interesting new position in the debate between scientific realism and anti-realism. But there is a lot more to perspectivism than discussions in philosophy of science so far have suggested. Perspectivism is a much broader view that emphasizes how our knowledge (in particular our scientific knowledge of nature) is situated; it is always from a human vantage point (as opposed to some Nagelian "view from nowhere"). This edited collection brings together a diverse team of established and early career scholars across a variety of fields (from the history of philosophy to epistemology and philosophy of science). The resulting nine essays trace some of the seminal ideas of perspectivism back to Kant, Nietzsche, the American Pragmatists, and Putnam, while the second part of the book tackles issues concerning the relation between perspectivism, relativism, and standpoint theories, and the implications of perspectivism for epistemological debates about veritism, epistemic normativity and the foundations of human knowledge.

    Description: Angesichts beträchtlicher Funktionsmängel des Wohnungsmarktes besteht wohnungspolitischer Handlungsbedarf. Die Studie zeigt, daß der soziale Mietwohnungsbau nicht in der Lage ist, einkommensschwache Haushalte und soziale Randgruppen effizient mit Wohnraum zu versorgen. Einzelne Korrekturmaßnahmen wie beispielsweise die Fehlbelegungsabgabe können keine Abhilfe schaffen. Auch die 1994 eingeführte einkommensorientierte Förderung weist erhebliche Probleme auf, bietet jedoch Ansatzpunkte für eine Neukonzeption des Fördersystems: Zentrales Instrument der sozialen Sicherung des Wohnens ist dabei ein leicht modifiziertes Wohngeld. Es wird flankiert durch den Erwerb kommunaler Belegungsrechte im Wohnungsbestand für solche Haushalte, die nicht aufgrund fehlender Mietzahlungsfähigkeit, sondern wegen persönlicher Eigenschaften auf dem Wohnungsmarkt benachteiligt werden.

Inwiefern Portfolioarbeit Lernerautonomie bereits im Fremdsprachenunterricht unterstützt, ist deshalb zentraler Gegenstand der Studie. Da bei der Portfolioarbeit immer häufiger ePortfolios zum Einsatz kommen, sind zwei weitere Fragen zentral: Wie beeinflusst das Arbeitsmedium (Computer und Internet) die individuelle Portfoliopraxis der Lernenden? Und wie setzen Lehrende die ePortfolioarbeit im Fremdsprachenunterricht erfolgreich um? Zur Klärung der Forschungsfragen wurde die Arbeit mit ePortfolios im Spanischunterricht der Sekundarstufe I über ein Schuljahr hinweg untersucht. Der Studie liegt ein qualitatives Forschungsdesign zugrunde. Quantitative Daten ergänzen die Fallanalysen.
