    Beschreibung: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Beschreibung: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities.     Beschreibung: Digital technologies shape our embodied lives and affect our knowledge of the self and the world. The introductory chapter of the book presents the state of the art in the research on digitalisation of health and social care work, with a focus on care for older people. In ageing societies, understanding what it takes to introduce and use digital technologies can pave the way to a successful, sustainable, and equally accessible system of social care and healthcare provision for older people. The chapter discusses some of the limitations in the present discussion and how the book at hand aims to address these gaps. The chapter proposes that living in an increasingly digitalised world requires digital agency, that is the individual’s ability to control and adapt to their surroundings, and to critically address technological determinism in the everyday life. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

    Beschreibung: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

While Turkey’s EU accession negotiations remain in a state of coma, there is a continuing need for policy convergence and alignment in areas of common interest such as migration governance. With a view to combat irregular migration, the EU has placed the export of its border management norms and rules at the center of its dialogue with Turkey. Thus, EU–Turkey relations in the field of border management represent an appealing case to study policy convergence between the EU and Turkey outside the accession scheme and examine the ever-evolving phenomena of external differentiated integration from both policy-centered and theory-directed angles. The chapter first conceptualizes external differentiated integration and introduces the five explanatory factors that have been recurrently used by the literature to explain the variance in (external) differentiation: politicization, extent of mutual interdependence, asymmetry of interdependence, incentives, and domestic conditions. It then critically assesses the effect of these prevailing drivers of differentiation on the three central issue areas concerning EU–Turkey dialogue on border regime: the implementation of the Integrated Border Management (IBM), Turkey’s operational cooperation with FRONTEX, and the March 2016 EU–Turkey Statement.

    Beschreibung: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

Our case study explores the role patient datasets have for machine learning research in healthcare and shows that publicly available datasets are central to advancing data analysis research; they can act as a counterbalance to datasets full of absences, biases, and disconnects that often corrupt the quality of data. Given this, we argue for the introduction of ‘data solidarity’ as a principle of data governance and an effective critical data practice that focuses on the democratic (instead of economic) potential of data; a potential that is far too often overlooked.

This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Beschreibung: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Beschreibung: The issue of (dis)continuity in the pre- and post-1989 situation has been a contentious one in the Czech public debate and intensely discussed particularly in the early 2010s. In the field of theatre, the question of (dis-)continuity has not been raised yet, though its answering might fundamentally shape future interpretations of the three post-1989 decades in Czech theatre. In general terms, Czech theatre historiography has devoted only minor attention to the issue of how the 1989 political events influenced theatre and its social relevance. In his text, Libor Vodicka conceptualises the situation of Czech theatre after 1989 as a crisis of theatre . His evaluation of the early 1990s strikes one as especially negative coming after a laudatory description of the preceding phase. Vodicka sees one factor contributing to the crisis of theatre in the chaos and inconsistency and decrease of subsidies coming from state institutions that, purportedly, significantly interfered with theatres operation.

    Beschreibung: This chapter uses the theoretical framework of sense of belonging to explore how eldercare workers from Finnish service housing units for older people describe the use of digital devices and applications in their work and the work practices that relate to their sense of belonging. The study is based on interview data (n = 25) that was collected in 2018 for a study on digitalisation of eldercare. The chapter asks: what does a sense of belonging mean for care workers’ agency in a digital era? The analysis concentrates especially on the practices of belonging and how they are enacted in a digitalised work environment. The chapter proposes that in the digital era, a sense of belonging is particularly fluid and dynamic, and that it is constructed in the daily practices of work.

    Beschreibung: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life.

    Chapter 10 Digital skills and application use among Finnish home care workers in the eldercare sector (2022)

    Beschreibung: This chapter explores the role digital skills, interest in technology, and social support have in home care workers’ use of digital applications at work. The empirical research is based on the 2019 University of Jyväskylä survey study on eldercare work (N = 6,903), drawn from the members of four majors trade unions in Finland. In this chapter, a sub-sample of home care workers (n = 1,398) is used in the analyses. Structural equation models are used to estimate the direct and indirect effects of available technology support, digital skills, and interest in technology on the actual use of various digital applications at work. According to the results, technology support has no direct effect on the use of digital applications. However, technology support seems to increase interest in technology and improve digital skills, which in turn promotes the use of digital applications. The availability of technology support appears as a crucial facilitator for home care workers’ digital agency at work.

    Beschreibung: In view of the challenges—many of which are political—that different European countries are currently facing, scholars who work on the eighteenth century have compiled this anthology which includes earlier recognitions of common values and past considerations of questions which often remain pertinent nowadays. During the Enlightenment, many men and women of letters envisaged the continent’s future in particular when stressing their hope that peace could be secured in Europe. The texts gathered here, and signed by major thinkers of the time (Rousseau, Montesquieu, Voltaire, Kant, Hume or Staël for instance), as well as by writers history has forgotten, present the reflections, with a couple of chronological extensions (from Sully to Victor Hugo) of authors from the long eighteenth century—the French Empire and the fall of Napoleon generated numerous upheavals—on Europe, its history, its diversity, but also on what the nations, which, in all their diversity, make up a geographical unit, have in common. They show the historical origins of the project of a European union, the desire to consolidate the continent’s ties to the Maghreb or to Turkey, the importance granted to commerce and the worries engendered by history’s convulsions, but also the hope vested in future generations.
    Beschreibung: Angesichts der aktuellen Herausforderungen – nicht zuletzt politischer Natur – mit denen sich viele europäische Staaten konfrontiert sehen, haben sich die Aufklärungsforscher entschlossen, auf die Geschichte der Europaidee zurückzukommen. Bereits im 18. Jahrhundert und zuvor besann man sich auf gemeinsame Werte und eine gemeinsame Geschichte; die damals gestellten Fragen ähneln in vielen Bereichen den heutigen. Die Autoren und Philosophen der Aufklärung haben so bereits über die Möglichkeiten einer europäischen Einigung zwecks Sicherung des Friedens auf dem Kontinent nachgedacht. Die Texte der vorliegenden Anthologie, verfasst sowohl von den großen Denkern der Zeit (Rousseau, Montesquieu, Voltaire, Kant, Hume oder Germaine de Staël) wie auch von weniger bekannten oder gar in Vergessenheit geratenen, präsentieren, mit einigen chronologischen Exkursen (von Sully bis Victor Hugo), die Ideen der Denker eines weit gefassten 18. Jahrhunderts zu Europa, seiner Geschichte, seiner Vielfalt, aber auch zu den Gemeinsamkeiten der Nationen, die trotz ihrer Vielfalt eine geographische Einheit bilden. Die Texte zeigen uns so die historischen Ursprünge des Projektes der europäischen Einigung, erörtern die Vorteile einer assoziierten Türkei und einer Einbindung des Maghreb sowie die Bedeutung des europäischen Handels. Sie verweisen auch auf die durch die historischen Unruhen verursachten Ängste wie auch auf die Zukunftsperspektiven eines vereinten Europas.

This is the first work of its kind to bring cutting-edge research across disciplines to the concept of neurodiversity. It offers in-depth explorations of the themes of cure/prevention/eugenics; neurodivergent wellbeing; cross-neurotype communication; neurodiversity at work; and challenging brain-bound cognition. It analyses the role of neuro-normativity in theorising agency, and a proposal for a new alliance between the Hearing Voices Movement and neurodiversity. In doing so, we contribute to a cultural imperative to redefine what it means to be human. To this end, we propose a new field of enquiry that finds ways to support the inclusion of neurodivergent perspectives in knowledge production, and which questions the theoretical and mythological assumptions that produce the idea of the neurotypical. Roose identifies the challenges that this poses for Western liberal democracy and argues that states must look beyond identity politics and exclusively rights-based claims and, instead, consider classical conceptions of citizenship.

So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Beschreibung: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

    Beschreibung: A new examination of the International Criminal Court (ICC) from a political science and international relations perspective. It describes the main features of the court and discusses the political negotiations and the on-going clashes between those states who oppose the court, particularly the United States, and those who defend it. It also makes these issues accessible to non-lawyers and presents effective advocacy strategies for non-governmental organizations. It also delivers essential background to the place of the US in international relations and makes a major contribution to thinking about the ICC’s future. While global civil society does not deliver global democracy, it does contribute to more transparent, more deliberative and more ethical international decision-making which is ultimately preferable to a world of isolated sovereign states with no accountability outside their borders, or exclusive and secretive state-to-state diplomacy. This book will be of great interest to students and scholars of international relations, international law, globalization and global governance.

Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

    Beschreibung: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology. The book offers details on how to characterize and compare different types and degrees of extractivisms and anti-extractivisms. This transdisciplinary book provides new organizing concepts and theoretical frameworks for starting to analyze the unfolding natural resource politics of the post-coronavirus era, the advancing climate emergency, and the ever more chaotic multi-polar world.
