    Description: This book discusses and analyses global policies and practices aimed at promoting equity in higher education participation and attainment. Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential. This is an open access book.

    Description: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government.

Sie kann alternativ zu der sicher zur Zeit noch in überwiegender Zahl durchgeführten intratympanalen Kortikoidgaben vorgenommen werden. Die hier zusammengetragenen Ergebnisse inklusive der Hinzufügung von Resultaten eigener Studiengruppen, bei denen die explorative Tympanoskopie zum Einsatz kam, legen nahe, dass die beschriebene Operationsmethode erfolgreich als „Second-line-Verfahren“ in der Behandlung des ausgepröägten Hörsturzes eingesetzt werden kann. Die Frage, inwiefern sie auch im „First-line-Mode“ verwendbar ist, kann durch die vorhandenen Studien noch nicht beantwortet werden.     Description: This Open Access book provides a comprehensive review of the rapidly developing esport phenomenon by examining one of its contemporary flagship titles, Overwatch (Blizzard Entertainment 2016), through three central themes and from a rich variety of research methods and perspectives. As a game with more than 40 million individual players, an annual international World Cup, and a franchised professional league with teams from Canada, China, Europe, South Korea, and the US, Overwatch provides a multifaceted perspective to the cultural, social, and economic topics associated with the development of esports, which has begun to attract attention from both commercial and academic audiences. The book starts with an introduction chapter to Overwatch and esports engagement in general, co-authored by the editors. This is followed by 15 unique chapters from scholars within the field of game cultures and esports, representing ten different nationalities. The contributions construct thematic sections that divide the book into three parts: Players, Diverse Audiences? and Fan & Fiction Work.     Description: In the continuous search for sustainability, the exchange of diverse perspectives, assumptions, and values is indispensable to environmental protection. Through anthropological and ethnographic analyses, this collection addresses how interests, values, and ideologies affect dialogue and sustainability work. Drawing on studies from three continents – Europe, North America, and South America – the paradoxes and the plurality of meanings associated with the creation of sustainable futures are explored. The book focuses on how communication practices collide with organizational frameworks, customary practices, livelihoods, and landscape.     Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Description: This open access book deals with global sanitation, where SDG 6.2 sets a target of enabling access to sanitation services for all, but has not yet been achieved in low- and middle-income countries. The transition from the United Nations MDGs to the SDGs requires more consideration based on the socio-cultural aspects of global sanitation. In other words, equitable sanitation for those in vulnerable situations could be based on socio-cultural contexts. Sanitation is a system that comprises not only a latrine but also the works for the treatment and disposal of human waste. Sanitation systems do not function by themselves but have significance only through social management. The process of decision-making also largely depends on socio-cultural conditions, and the importance of sanitation needs to be socially acknowledged. The health benefits of sanitation improvement—among the significant contributions of sanitation—also need to be considered in the socio-cultural milieu. Further, the social-culture itself is affected, and potentially even created, by sanitation. In this context, more progress on the improvement of sanitation requires a more holistic approach across disciplines. In this book, we present the concept of the Sanitation Triangle, which considers the interconnections of health, materials, and socio-culture in sanitation, as a holistic approach, and the case studies based on the Sanitation Triangle by diverse disciplines such as Cultural Anthropology, Development Studies, Health Sciences, Engineering, and Science Communication. By the deep theoretical examinations and inter-dialogues between the different disciplines, this book explores the potentialities of inter-disciplinary studies on global sanitation.

Mathematische Lernschwierigkeiten offenbaren sich häufig schon im frühen Grundschulunterricht. Die gängigen Lernmaterialien im mathematischen Anfangsunterricht verwenden zur Mengendarstellung die Kraft der Fünf, die für betroffene Schüler*innen eine besondere Hürde darstellt. In einem Educational Design Research-Projekt wurde gemeinsam mit Personen mit Trisomie 21, dem Down-Syndrom, das mathildr-System entwickelt. Das System eignet sich in der Binnendifferenzierung als Alternative zur Kraft der Fünf und kann zur Entwicklung einer Mengenvorstellung und zum Erlernen des Kopfrechnens verwendet werden. In einer formativen Evaluation wurden die Lernfortschritte von 30 Schüler*innen mit Trisomie 21 im Alter von vier bis 17 Jahren im Zusammenhang mit dem mathildr-System dokumentiert. Ein abschließendes Quasi-Experiment mit 36 Schüler*innen mit Trisomie 21 zeigt zudem, dass sich mathildr zur quasi-simultanen Mengenerfassung eignet. Im Rahmen des Forschungsprojektes wurden Lernmaterialien entwickelt, die Einzug an Schulen gehalten haben.

    Description: In this chapter we consider why education systems have not yet achieved equitable access and learning for all girls, despite high-level government commitment. Taking Ethiopia as a case study, we refer to the ‘domains of power’ framework (Hickey & Hossain, 2019) to explore the influence of politics on progress in girls’ education, focusing on the interaction between the political settlement and the education policy domain. The analysis draws on data from the Research on Improving Systems of Education (RISE) Ethiopia programme, including analysis of government documents, actor mapping and interviews with 150 key government stakeholders across seven regions and city administrations in Ethiopia. Adopting a gender lens, we take account of the influence and interaction of informal institutions within the education domain. We find that the education system cannot be considered to be a gender-neutral site given that women continue to be absent from positions of power. In addition, stakeholders’ ideas about the nature of gender roles influence their attitudes, behaviour and actions, holding back progress towards the high-level commitments.

    Description: This chapter deals with the sensorimotor predominance in connection with hindrances to the learning of reading and writing in a group of 120 left-handed pupils, aged 9 to 20, educated in ten schools located in the western and southern departments of Haiti. Manual, visual and auditory preference is studied in relation to linguistic performance in left-handed students, sometimes ignored but often forced to favor the side which hemispherical development has not made naturally dominant. Poor performance was certainly observed, but it is not directly linked to these students’ left-handedness. It is preponderantly the consequence of asymmetries contrary to the cerebral hemisphere, of a somewhat underhand attempt at 'dyslateralization', due to the failure of an educational system characterized by shortcomings and prejudices built around the phenomenon of laterality and problems emanating from unsuitable educational and linguistic practices. This creates constraints that prevent these students from thriving. Because the teaching strategies, methods and the school environment are designed and adapted to benefit right-handed students, left-handed people have a disability.

    Description: The International Classroom Lexicon Project set out to document the professional vocabulary of middle-school mathematics teachers in ten communities from around the world. The construction of a national lexicon, which can be thought of as the characterisation of a very specific aspect of the culture of each participating country, was undertaken by research teams involving experienced teachers as genuine co-researchers. Each cultural artefact identified the words by which teachers name the classroom phenomena in their respective environment. These are the terms that are used for seeing, describing, and communicating about the world that is the middle-school mathematics classroom.

Weder die Ursache noch der Zeitraum der anfänglichen Ignoranz, des abrupten Durchbruchs oder der anschließenden Ermüdung kann jedoch aus „rein wissenschaftlichen“ bzw. vermeintlich „objektiven“ Selektionskriterien erklärt werden. Wie also entstehen Themen in der Wissenschaft? Anhand der Themenkarrieren Schrumpfende Städte und Klimawandel wird untersucht, wie Aufmerksamkeit für ein Thema entsteht, welche sozialen Mechanismen dem Themenverlauf zugrunde liegen und welche Auswirkungen Themenkarrieren auf die planungswissenschaftliche Disziplin haben. Hierbei werden quantitative Methoden der Bibliometrie und der Netzwerkanalyse mit qualitativen Methoden der empirischen Sozialforschung in einer institutionalistischen Perspektive vereint.

    Description: Digital technologies shape our embodied lives and affect our knowledge of the self and the world. The introductory chapter of the book presents the state of the art in the research on digitalisation of health and social care work, with a focus on care for older people. In ageing societies, understanding what it takes to introduce and use digital technologies can pave the way to a successful, sustainable, and equally accessible system of social care and healthcare provision for older people. The chapter discusses some of the limitations in the present discussion and how the book at hand aims to address these gaps. The chapter proposes that living in an increasingly digitalised world requires digital agency, that is the individual’s ability to control and adapt to their surroundings, and to critically address technological determinism in the everyday life.     Description: Technical and vocational education have assumed a significant role in the plans of developed nations to overcome economic crisis, relocating learning into the workplace and extending it to higher levels. Policy discourses are based on the premise that education polarised between universities and low attainment has poorly served the needs of modern economies and young people. This chapter sets out the principal claims of these approaches to improve youth transitions and contribute to social justice. These claims are traced back to their origins in the shift to service-based economies and collapse of youth labour markets, leading to a crisis in vocational education and fuelling demand for higher education credentials; and to the emergence of international policies aiming to reconstitute youth transitions on neoliberal lines. Addressing these questions from a social justice perspective, we ask whether such disruption of the educational divide between general and vocational routes has eroded its role in reproducing and validating the social structures of the post-war period, with the creation of new routes and the postulation of new elites validating the emergence of existing and new forms of educational and social inequity.

    Description: This open access book brings together a range of contributions that seek to explore the ethical issues arising from the overlap between counter-terrorism, ethics, and technologies. Terrorism and our responses pose some of the most significant ethical challenges to states and people. At the same time, we are becoming increasingly aware of the ethical implications of new and emerging technologies. Whether it is the use of remote weapons like drones as part of counter-terrorism strategies, the application of surveillance technologies to monitor and respond to terrorist activities, or counterintelligence agencies use of machine learning to detect suspicious behavior and hacking computers to gain access to encrypted data, technologies play a significant role in modern counter-terrorism. However, each of these technologies carries with them a range of ethical issues and challenges. How we use these technologies and the policies that govern them have broader impact beyond just the identification and response to terrorist activities. As we are seeing with China, the need to respond to domestic terrorism is one of the justifications for their rollout of the “social credit system.” Counter-terrorism technologies can easily succumb to mission creep, where a technology’s exceptional application becomes normalized and rolled out to society more generally. This collection is not just timely but an important contribution to understand the ethics of counter-terrorism and technology and has far wider implications for societies and nations around the world.

It is based on the understanding that agriculture is an integrated system that connects farming with logistics, processing and marketing. Farmer’s welfare being central to any agricultural policy makes it very pertinent to study how a value chain works and can be strengthened further to realize this policy goal. This book adds value to the existing research by studying the value chains end-to-end across a wide spectrum of agricultural commodities with the holistic lens of CISS-F. It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth.     Description: This open access book provides new conceptualisations on the networks of migrants and their descendants in accessing the labour market. Although references to social networks are common in discussions of migration, simplified ideas of co-ethnic networks often obscure the reality, for example confounding ties with co-ethnics and ‘strong ties’. This open access book addresses key questions about the role of networks in migration contexts, particularly in relation to how migrants and their descendants, access the labour market and develop their employment trajectories over time. Rather than adopting a narrow essentializing ethnic lens, the research presented in this book explores intersectional identities of class, generation and gender. By focusing on the kinds of capital circulating between ties, including the dark side of social capital, the book offers insights into power dynamics and the potentially exclusionary dimension of networks. Taking a long term view, across generations, the research in this book shows how migrants and their descendants mobilize resources to tackle discrimination and enhance their position within particular labour markets.     Description: This open access book is about mismanagement of public agencies as a threat to life and limb. Collapsing bridges and buildings kill people and often leave many more injured. Such disasters do not happen out of the blue nor are they purely technical in nature since construction and maintenance are subject to safety regulation and enforcement by governmental agencies. This book analyses four relevant cases from Australia, New Zealand, the USA and Germany. Arguing that, while preventing disaster through public oversight is essentially easy, the difficult part for public officials and private contractors and consultants alike is to resist incentives that threaten professional skills and standards. Rather than stressing well-known pathologies of bureaucracy as a potential source of disaster, this book argues, learning for the sake of prevention should aim at neutralizing threats to integrity and strengthening a sense of responsibility among public officials.

Wer in dieser Lage auf sich selbst zurückgeworfen ist, erfährt Armut als die Zerstörung seiner bzw. ihrer Identität als respektables Mitglied der Gesellschaft. Der Kampf gegen die Armut darf daher nicht gegen die Armen geführt werden, sondern muss ein Kampf um Orte und Gelegenheiten sein, an denen wir zeigen können, dass es (auch) auf uns ankommt. Es zeigt sich, dass materielle Knappheit in Abhängigkeit der sozialen Einbindung unterschiedlich wahrgenommen wird. Die Bewältigungschancen verschlechtern sich, je weniger Gelegenheitsstrukturen zur Erreichung von Anerkennung und Teilhabe den Befragten in ihrem sozial-räumlichen Umfeld zur Verfügung stehen.

Technocratic accounts by international policy bodies, especially the OECD and EU, have focused on the possibilities for VET to facilitate transitions to employment by providing early experiences of learning at work, drawing on the integration of VET into production systems, as in the German system, seen as a barrier to neoliberal convergence because maintaining key progressive features into service sectors. Conversely, universalist welfare states held to underpin VET in Scandinavia have meanwhile given way to dualised social policies which, echoing the welfare state literature, can be seen either as ‘layered’ parallel provision or the direct erosion of comprehensive policies. During the early post-war period VET systems incorporated progressive educational elements which have come under attack, as signs of emerging dualisation have undermined the more progressive features of VET in Europe. Challenges from higher levels of VET, particularly in its most employer-responsive forms, can be seen as signs of this emerging dualisation.

The construction of a national lexicon, which can be thought of as the characterisation of a very specific aspect of the culture of each participating country, was undertaken by research teams involving experienced teachers as genuine co-researchers. Each cultural artefact identified the words by which teachers name the classroom phenomena in their respective environment. These are the terms that are used for seeing, describing, and communicating about the world that is the middle-school mathematics classroom.

Dass (soziale) Wirklichkeit in Interaktionsprozessen erzeugt und institutionalisiert wird, ist eine aus der Wissenssoziologie bzw. dem Sozialkonstruktivismus bereits wohlbekannte Erkenntnis. Dass diese Erzeugung maßgeblich durch kommunikatives Handeln prozessiert wird, ist spätestens seit dem Kommunikativen Konstruktivismus bekannt. Zentral in vorliegender Analyse ist daher die spezifische Form des kommunikativen Handelns, das besondere Format, in dem die CNS, als relativ junger und interdisziplinärer Forschungskontext, von den disziplinär heterogenen Wissenschaftler/-innen im Feld, kommunikativ (re-)konstruiert wird. Die wissenssoziologische Gattungsanalyse dient dabei dazu, den reinen Situationalismus zu überschreiten und die soziologische Mikroanalyse (Handeln), vor dem Hintergrund einer fokussiert-ethnographischen Feldstudie, mit gesellschaftlichen Emergenzphänomenen auf Meso- und Makroebene zu verknüpfen. Erst diese systematische Verbindung des direkt beobachtbaren Wie der Kommunikation mit dem durch ethnographisches Wissen rekonstruierten Warum, überschreitet den Horizont reiner Beschreibung und führt in die Bereiche des soziologischen Verstehens und Erklärens.

    Description: This open access book examines the lived experiences of diasporic Korean youth in light of the transnational flows of South Korean popular culture, known as the Korean Wave, or Hallyu. Drawing on an ethnographic study of Korean Canadian youth and their engagement with the Korean Wave, the book proposes a critical understanding of the interactions between diasporic youth audiences and popular culture. By examining the Korean Wave as diasporic cultural practices rather than the diffusion of national cultural products, the book reveals the diversified ways in which cultural flows are negotiated by audiences who take up relatively ambivalent reception positions between two or more national and cultural contexts. This book expands the scope of transnational audience studies and youth cultural studies by focusing attention on the diasporic media practices of young people.

    Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour. Angestoßen durch die Geschehnisse und Diskussionen in den USA beschäftigt Rassismus als mit der Polizei assoziiertes Problem auch hierzulande die öffentliche Debatte äußerst intensiv. Dabei wird offenbar, dass die Organisation Polizei in der diversen Gesellschaft vor besonderen Problemen und Herausforderungen steht, denen sie bislang nur in Ansätzen begegnet und wenig gewachsen zu sein scheint. Zugleich fehlt es im deutschen Kontext bisher an einem hinreichend breiten wissenschaftlichen Erkenntnisstand zu Rassismus in der Polizei. Vor diesem Hintergrund bietet der Band eine Grundlage für die Auseinandersetzung mit dem Thema, indem er den Forschungsstand aus verschiedenen Disziplinen zusammenführt und systematisch aufarbeitet. Die Beiträge können als Ausgangspunkt für weitere Forschung dienen, sollen aber auch eine Übersetzung der Befunde der Rassismusforschung in Richtung Polizei leisten.

    Description: This book argues that the liberal arts and sciences (LAS) model of education can inspire reform across higher education to help students acquire crucial civic virtues. Based on interviews with 59 students from LAS programmes across Europe, the book posits that LAS education can develop a range of citizenship skills that are central to the democratic process. The interviews provide insight into how studying LAS prepares students for citizenship by asking them to reflect on their education, what it taught them, and how it did so. Building on these insights, seven key democratic competencies are identified and linked to concrete educational practices that foster them, leading to an agenda for higher education reform.     Description: In this rigorous and necessary book, Kristien Hens brings together bioethics and the philosophy of biology to argue that it is ethically necessary for scientific research to include a place for the philosopher. As well as ethical, their role is conceptual: they can improve the quality and coherence of scientific research by ensuring that particular concepts are used consistently and thoughtfully across interdisciplinary projects. The origins and causes, the actual conditions as well as the future challenges and potentials of mountain brownfields are investigated from an interdisciplinary yet landscape-centered perspective.     Description: This book is about the ways in which experiments can be employed in the context of research on learning technologies and child–computer interaction (CCI). It is directed at researchers, supporting them to employ experimental studies while increasing their quality and rigor. The book provides a complete and comprehensive description on how to design, implement, and report experiments, with a focus on and examples from CCI and learning technology research. The topics covered include an introduction to CCI and learning technologies as interdisciplinary fields of research, how to design educational interfaces and visualizations that support experimental studies, the advantages and disadvantages of a variety of experiments, methodological decisions in designing and conducting experiments (e.g. devising hypotheses and selecting measures), and the reporting of results. As well, a brief introduction on how contemporary advances in data science, artificial intelligence, and sensor data have impacted learning technology and CCI research is presented. The book details three important issues that a learning technology and CCI researcher needs to be aware of: the importance of the context, ethical considerations, and working with children. The motivation behind and emphasis of this book is helping prospective CCI and learning technology researchers (a) to evaluate the circumstances that favor (or do not favor) the use of experiments, (b) to make the necessary methodological decisions about the type and features of the experiment, (c) to design the necessary “artifacts” (e.g., prototype systems, interfaces, materials, and procedures), (d) to operationalize and conduct experimental procedures to minimize potential bias, and (e) to report the results of their studies for successful dissemination in top-tier venues (such as journals and conferences). This book is an open access publication.

    Description: Datasets have come to play a significant role in the technical and political realities of our overdeveloped world. This chapter indicates how invisible data processes pose a threat to the health and safety of the global public and argues for the democratic potential of data practices. This potential is set to become even more influential due to the central role data plays for training contemporary AI and technologies such as machine learning. Our case study explores the role patient datasets have for machine learning research in healthcare and shows that publicly available datasets are central to advancing data analysis research; they can act as a counterbalance to datasets full of absences, biases, and disconnects that often corrupt the quality of data. Given this, we argue for the introduction of ‘data solidarity’ as a principle of data governance and an effective critical data practice that focuses on the democratic (instead of economic) potential of data; a potential that is far too often overlooked.

Denn entgegen der demokratischen Idealvorstellung von politischer Gleichheit ist die politische Beteiligung durch eine Selektivität gekennzeichnet, die sich systematisch entlang sozialer Statusvariablen ausformt. Unter Bezugnahme auf die strukturelle Komponente sozialen Kapitals stehen formelle und informelle Netzwerkkonstellationen im Fokus der Untersuchung, die im Rahmen kontrastierender Sozialräume analysiert werden. Dabei verbindet die Autorin sozialstrukturelle und rationale Handlungstheorien mit netzwerkorientierten und kontextuellen Erklärungsansätzen. Die empirischen Ergebnisse bestätigen den Wert sozialer Netzwerkelemente für die politische Partizipation und stützen eine Rückführung der politischen Passivität prekärer Wohnviertel auf ihr limitiertes Sozialkapitalvermögen. Damit erweist sich nicht die statusbedingte Ressourcenausstattung als partizipationsrelevant, sondern erst deren Überführung in Sozialkapital. Die Datengrundlage bildet eine quantitative Befragung in zwei Kölner Stadtteilen.

    Description: The history of public education in Haiti has been characterized by an idealistic notion of extending the enlightenment of education throughout the country. This notion is reflected in the establishment of an important legal arsenal which, since the 19th century, has defined three main principles of the Haitian school system. These three principles have been a constant throughout the history of the country. They were intended to promote the expansion and democratization of schools in Haiti. Overshadowed by academic liberalism, the principles of free and compulsory education remain, however, merely an illusion for the majority of the country's children. Despite pompous speeches from its political leaders, Haiti has failed to catch up with the expansion and democratization of schools. Its educational system faces many challenges, including the problem of access to school, the lack of physical infrastructure and the shortage of qualified teaching staff. These challenges have extended the exclusion and inequality which stem from the contempt of the Haitian elites for the education of the people, in particular those in the countryside, and in an economic model based on food, not industry.
