    Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities. Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration.     Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

Through anthropological and ethnographic analyses, this collection addresses how interests, values, and ideologies affect dialogue and sustainability work. Drawing on studies from three continents – Europe, North America, and South America – the paradoxes and the plurality of meanings associated with the creation of sustainable futures are explored.     Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism.     Description: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Description: This open access book provides new conceptualisations on the networks of migrants and their descendants in accessing the labour market. Although references to social networks are common in discussions of migration, simplified ideas of co-ethnic networks often obscure the reality, for example confounding ties with co-ethnics and ‘strong ties’. This open access book addresses key questions about the role of networks in migration contexts, particularly in relation to how migrants and their descendants, access the labour market and develop their employment trajectories over time. Rather than adopting a narrow essentializing ethnic lens, the research presented in this book explores intersectional identities of class, generation and gender. By focusing on the kinds of capital circulating between ties, including the dark side of social capital, the book offers insights into power dynamics and the potentially exclusionary dimension of networks. Taking a long term view, across generations, the research in this book shows how migrants and their descendants mobilize resources to tackle discrimination and enhance their position within particular labour markets. Drawing on robust quantitative and rich qualitative data, this book provides a primary source to students, scholars and policy-makers focusing on issues of migration, social networks, social mobility as well as labour market inequalities.

    Description: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences. Theorizing Cultures of Political Violence in Times of Austerity casts new light on the scholarly debate on cultures of political violence and anti-austerity violent behavior, making it a compelling read for scholars of political sociology, political behavior, comparative politics, European politics, and sociology.

Um dem zu entgehen, sind die Akteure auf voneinander abgrenzbare Kontexte in ihrem Netzwerk angewiesen, in denen sie Anerkennung und Teilhabe generieren können. Wer in dieser Lage auf sich selbst zurückgeworfen ist, erfährt Armut als die Zerstörung seiner bzw. ihrer Identität als respektables Mitglied der Gesellschaft. Der Kampf gegen die Armut darf daher nicht gegen die Armen geführt werden, sondern muss ein Kampf um Orte und Gelegenheiten sein, an denen wir zeigen können, dass es (auch) auf uns ankommt. Es zeigt sich, dass materielle Knappheit in Abhängigkeit der sozialen Einbindung unterschiedlich wahrgenommen wird. Die Bewältigungschancen verschlechtern sich, je weniger Gelegenheitsstrukturen zur Erreichung von Anerkennung und Teilhabe den Befragten in ihrem sozial-räumlichen Umfeld zur Verfügung stehen.

With the population increase and urban expansion, the need for transport infrastructure and mobility within Dar es Salaam is continuously growing. To manage transport development under these conditions of rapid urban growth, the Dar es Salaam Master Plan of 1979 was the last official master plan authorised by the Ministry of Lands, Housing and Human Settlements Development and has not been replaced Daladalas, small buses and the even smaller microbuses called vipanya are by far the most common way to travel in Dar es Salaam. The World Bank notes that Dar es Salaam’s four primary roads and arterial roads are dominated by public transit and walking. However, walking has not yet been sufficiently considered in transport policies in Dar es Salaam, which – unlike Nairobi – does not have a Non-Motorised Transport Policy to date.

Group-Talk ist die Feldbezeichnung für das wöchentliche Arbeitstreffen einer teilnehmend beobachteten Forschungsgruppe in der Computational Neuroscience (CNS). Dass (soziale) Wirklichkeit in Interaktionsprozessen erzeugt und institutionalisiert wird, ist eine aus der Wissenssoziologie bzw. dem Sozialkonstruktivismus bereits wohlbekannte Erkenntnis. Dass diese Erzeugung maßgeblich durch kommunikatives Handeln prozessiert wird, ist spätestens seit dem Kommunikativen Konstruktivismus bekannt. Zentral in vorliegender Analyse ist daher die spezifische Form des kommunikativen Handelns, das besondere Format, in dem die CNS, als relativ junger und interdisziplinärer Forschungskontext, von den disziplinär heterogenen Wissenschaftler/-innen im Feld, kommunikativ (re-)konstruiert wird. Die wissenssoziologische Gattungsanalyse dient dabei dazu, den reinen Situationalismus zu überschreiten und die soziologische Mikroanalyse (Handeln), vor dem Hintergrund einer fokussiert-ethnographischen Feldstudie, mit gesellschaftlichen Emergenzphänomenen auf Meso- und Makroebene zu verknüpfen. Erst diese systematische Verbindung des direkt beobachtbaren Wie der Kommunikation mit dem durch ethnographisches Wissen rekonstruierten Warum, überschreitet den Horizont reiner Beschreibung und führt in die Bereiche des soziologischen Verstehens und Erklärens.

However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.

    Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

    Description: The Right-Wing Critique of Europe analyses the opposition to the European Union from a variety of right-wing organisations in Western, Central and Eastern Europe. In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism.

    Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

The chapter first conceptualizes external differentiated integration and introduces the five explanatory factors that have been recurrently used by the literature to explain the variance in (external) differentiation: politicization, extent of mutual interdependence, asymmetry of interdependence, incentives, and domestic conditions. It then critically assesses the effect of these prevailing drivers of differentiation on the three central issue areas concerning EU–Turkey dialogue on border regime: the implementation of the Integrated Border Management (IBM), Turkey’s operational cooperation with FRONTEX, and the March 2016 EU–Turkey Statement.

    Description: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

    Description: Countries across Africa are rapidly transitioning from rural to urban societies. The UN projects that 60% of people living in Africa will be in urban areas by 2050, with the urban population on the continent tripling over the next 50 years. The challenge of building inclusive and sustainable cities in the context of rapid urbanization is arguably the critical development issue of the 21st Century and creating food secure cities is key to promoting health, prosperity, equity, and ecological sustainability. The expansion of Africa’s urban population is taking place largely in secondary cities: these are broadly defined as cities with fewer than half a million people that are not national political or economic centres. The implications of secondary urbanization have recently been described by the Cities Alliance as “a real knowledge gap”, requiring much additional research not least because it poses new intellectual challenges for academic researchers and governance challenges for policy-makers. International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book will combine this research and feature comparable case studies, intersecting trends, and shed light on broad concepts including governance, sustainability, health, economic development, and inclusivity. This is an open access book.

    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.
