    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Chapter 13 Differentiation and the European Central Bank (2022)

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

It is concerned with how lingering peace processes affect, in the long-term, patterns of othering in protracted conflicts, and how this relates with enduring violence. Taking Israel and Palestine as a case study, the book traces different representations of success and failure of the protracted peace process, as well as its associated policies, narratives, norms and practices, to analyze its impact on identity and its contribution to the maintenance and/or transformation of the cultural component of violence. On the one hand, drawing from an interdisciplinary approach comprising International Relations (IR), History and Social Psychology, this book proposes an analytical framework for assessing the specificities of the construction of identities in protracted conflicts. It identifies dehumanization and practices of reconciliation in ongoing conflicts – what is called peace-less reconciliation – as the main elements influencing processes of othering and violence in this kind of conflicts. On the other hand, the book offers an empirical historical analysis on how the protracted peace process has impacted identity building and representations made of the ‘other’ in the case of the Israeli-Palestinian conflict since the end of the 19th century to the present day.

    Description: This book presents a study of politico-ideological mobilisation and violence by focusing on the life stories, trajectories and narratives of individuals who mobilised for causes and conflicts in the Arab World. It provides a greater understanding of the biographical, sociological, political and historic factors pertinent for their radicalisation processes. What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism. Although references to social networks are common in discussions of migration, simplified ideas of co-ethnic networks often obscure the reality, for example confounding ties with co-ethnics and ‘strong ties’. This open access book addresses key questions about the role of networks in migration contexts, particularly in relation to how migrants and their descendants, access the labour market and develop their employment trajectories over time. Rather than adopting a narrow essentializing ethnic lens, the research presented in this book explores intersectional identities of class, generation and gender. By focusing on the kinds of capital circulating between ties, including the dark side of social capital, the book offers insights into power dynamics and the potentially exclusionary dimension of networks. Taking a long term view, across generations, the research in this book shows how migrants and their descendants mobilize resources to tackle discrimination and enhance their position within particular labour markets. Um dem zu entgehen, sind die Akteure auf voneinander abgrenzbare Kontexte in ihrem Netzwerk angewiesen, in denen sie Anerkennung und Teilhabe generieren können. Wer in dieser Lage auf sich selbst zurückgeworfen ist, erfährt Armut als die Zerstörung seiner bzw. ihrer Identität als respektables Mitglied der Gesellschaft. Der Kampf gegen die Armut darf daher nicht gegen die Armen geführt werden, sondern muss ein Kampf um Orte und Gelegenheiten sein, an denen wir zeigen können, dass es (auch) auf uns ankommt. Es zeigt sich, dass materielle Knappheit in Abhängigkeit der sozialen Einbindung unterschiedlich wahrgenommen wird. Die Bewältigungschancen verschlechtern sich, je weniger Gelegenheitsstrukturen zur Erreichung von Anerkennung und Teilhabe den Befragten in ihrem sozial-räumlichen Umfeld zur Verfügung stehen.

DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

Dass (soziale) Wirklichkeit in Interaktionsprozessen erzeugt und institutionalisiert wird, ist eine aus der Wissenssoziologie bzw. dem Sozialkonstruktivismus bereits wohlbekannte Erkenntnis. Dass diese Erzeugung maßgeblich durch kommunikatives Handeln prozessiert wird, ist spätestens seit dem Kommunikativen Konstruktivismus bekannt. Zentral in vorliegender Analyse ist daher die spezifische Form des kommunikativen Handelns, das besondere Format, in dem die CNS, als relativ junger und interdisziplinärer Forschungskontext, von den disziplinär heterogenen Wissenschaftler/-innen im Feld, kommunikativ (re-)konstruiert wird. Die wissenssoziologische Gattungsanalyse dient dabei dazu, den reinen Situationalismus zu überschreiten und die soziologische Mikroanalyse (Handeln), vor dem Hintergrund einer fokussiert-ethnographischen Feldstudie, mit gesellschaftlichen Emergenzphänomenen auf Meso- und Makroebene zu verknüpfen. Erst diese systematische Verbindung des direkt beobachtbaren Wie der Kommunikation mit dem durch ethnographisches Wissen rekonstruierten Warum, überschreitet den Horizont reiner Beschreibung und führt in die Bereiche des soziologischen Verstehens und Erklärens.

    Description: This volume presents an interdisciplinary analysis of the practice of disappearances in Mexico, from the period of the so-called ‘dirty war’ to the current crisis of disappearances associated with the country’s ‘war on drugs’, during which more than 80,000 people have disappeared. The volume brings together contributions by distinguished scholars from Mexico, Argentina and Europe, who focus their chapters on four broad axes of enquiry. In Part I, chapters examine the phenomenon of disappearances in its historical and present-day forms, and the struggles for memory around the disappeared in Mexico with reference to Argentina. Part II addresses the political dimensions of disappearances, focusing on the specificities that this practice acquires in the context of the counterinsurgency struggle of the 1970s and the so-called ‘war on drugs’.     Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

    Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour. In 33 Beiträgen werden behandelt: • Grundlagen zum Phänomen Rassismus, • relevante Befunde zur Polizei als Organisation und zu ihrer Praxis, • Entstehungszusammenhänge und Folgen von Rassismus in der Polizei, • Methoden der wissenschaftlichen Untersuchung und • Möglichkeiten und Grenzen des Umgangs mit dem Problem. Angestoßen durch die Geschehnisse und Diskussionen in den USA beschäftigt Rassismus als mit der Polizei assoziiertes Problem auch hierzulande die öffentliche Debatte äußerst intensiv. Dabei wird offenbar, dass die Organisation Polizei in der diversen Gesellschaft vor besonderen Problemen und Herausforderungen steht, denen sie bislang nur in Ansätzen begegnet und wenig gewachsen zu sein scheint. Zugleich fehlt es im deutschen Kontext bisher an einem hinreichend breiten wissenschaftlichen Erkenntnisstand zu Rassismus in der Polizei. Vor diesem Hintergrund bietet der Band eine Grundlage für die Auseinandersetzung mit dem Thema, indem er den Forschungsstand aus verschiedenen Disziplinen zusammenführt und systematisch aufarbeitet. Die Beiträge können als Ausgangspunkt für weitere Forschung dienen, sollen aber auch eine Übersetzung der Befunde der Rassismusforschung in Richtung Polizei leisten.

Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. The chapter first conceptualizes external differentiated integration and introduces the five explanatory factors that have been recurrently used by the literature to explain the variance in (external) differentiation: politicization, extent of mutual interdependence, asymmetry of interdependence, incentives, and domestic conditions. It then critically assesses the effect of these prevailing drivers of differentiation on the three central issue areas concerning EU–Turkey dialogue on border regime: the implementation of the Integrated Border Management (IBM), Turkey’s operational cooperation with FRONTEX, and the March 2016 EU–Turkey Statement.

    Description: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

Die empirischen Ergebnisse bestätigen den Wert sozialer Netzwerkelemente für die politische Partizipation und stützen eine Rückführung der politischen Passivität prekärer Wohnviertel auf ihr limitiertes Sozialkapitalvermögen. Damit erweist sich nicht die statusbedingte Ressourcenausstattung als partizipationsrelevant, sondern erst deren Überführung in Sozialkapital. Die Datengrundlage bildet eine quantitative Befragung in zwei Kölner Stadtteilen.

    Description: Countries across Africa are rapidly transitioning from rural to urban societies. The UN projects that 60% of people living in Africa will be in urban areas by 2050, with the urban population on the continent tripling over the next 50 years. The challenge of building inclusive and sustainable cities in the context of rapid urbanization is arguably the critical development issue of the 21st Century and creating food secure cities is key to promoting health, prosperity, equity, and ecological sustainability. The expansion of Africa’s urban population is taking place largely in secondary cities: these are broadly defined as cities with fewer than half a million people that are not national political or economic centres. The implications of secondary urbanization have recently been described by the Cities Alliance as “a real knowledge gap”, requiring much additional research not least because it poses new intellectual challenges for academic researchers and governance challenges for policy-makers. International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book will combine this research and feature comparable case studies, intersecting trends, and shed light on broad concepts including governance, sustainability, health, economic development, and inclusivity. This is an open access book.

    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Description: This Open Access book explores the role of morality in social movements. Morality has always been central to social movements whether it be in the form of the moral foundations of movement claims, politics and ideologies, the values motivating participation, the new moral principles envisioned and practiced among movement participants, or the overall struggle over society’s moral values that movements engage in. This is evident in movements emerging from recent interlinked crises: the crisis of human rights, the climate crisis, and the developing crisis of democracy. In analyzing these current events through a variety of theoretical, methodological, and empirical lenses, this book brings morality to the forefront of the discussion, allowing for a rethinking of its role. The book is divided into five parts. The first part introduces and explores the central concept of the book, outlining the dominant existing approaches to morality and ethics in the extant movement and civil society literature. The following three parts investigate morality in relation to topics and movements that are either prominent to contemporary politics or salient to the question of morality. In these empirically informed parts, the authors apply a diverse selection of methods spanning fieldwork, historiography, traditional and novel statistical analytical methods, and big data analysis to a diverse selection of data. Topics discussed include refugee solidarity movements, male privilege and anti-feminism movement, environmental and climate justice movements, and religious activism. The fifth and closing part of the book focuses on the more abstract theoretical question of the relationship between morality and ethics and activist practices and points to future research agendas. This book will be of general interest to students, scholars and academics within the disciplines of political sociology, -science and -anthropology and of particular interest to academics in the subfields of social movement and civil society studies.

    Description: This volume examines the transformation of subjectivities following contemporary societal trends with regulatory and administrative authorities targeting human subjectivity with the aim to transform it. It addresses the malleability of human subjectivity through rich qualitative analyses of how different governing attempts are received by the subjects themselves. While the scholarship on governmentality has so far produced an enormously useful body of literature on the ‘how’ aspect of governing, this book suggests that it has been prone to overestimate the degree to which our subjectivities are open to change. Combining ethnographic sensitivity with more traditional governmentality perspectives allows us to explore how governing attempts ‘land’ in the terrain targeted—human subjectivity—in actual social contexts, under specific forms of governing and rationality. In doing so, the book makes a distinctive contribution to a second generation of governmentality studies. It will appeal to social scientists with interests in governance, governmentality, social policy and the sociology of work.

The authors cover a wide range of topics including the monitoring of data; the clearness of indicators in measuring the impact of interventions; novel evaluation methods, addressing the mid-term and terminal assessment; as well as case studies and applications on evaluations of the thematic objectives under the scrutiny of the cohesion policy, namely: • Research, technological development, and innovation; • Information and communication technologies; • Shift toward a low-carbon economy. During the 2014-2020 programmatic period, member states were required to undertake assessments to evaluate the efficacy, efficiency, and impact of each operational program. Such evaluations are generally concerned with the compliance of projects and activities with programmatic priorities, as well as with funds' absorption capacity and refer to ex-ante and ex-post assessments. Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding.

    Description: The issue of (dis)continuity in the pre- and post-1989 situation has been a contentious one in the Czech public debate and intensely discussed particularly in the early 2010s. In the field of theatre, the question of (dis-)continuity has not been raised yet, though its answering might fundamentally shape future interpretations of the three post-1989 decades in Czech theatre. In general terms, Czech theatre historiography has devoted only minor attention to the issue of how the 1989 political events influenced theatre and its social relevance. In his text, Libor Vodicka conceptualises the situation of Czech theatre after 1989 as a crisis of theatre . His evaluation of the early 1990s strikes one as especially negative coming after a laudatory description of the preceding phase. Vodicka sees one factor contributing to the crisis of theatre in the chaos and inconsistency and decrease of subsidies coming from state institutions that, purportedly, significantly interfered with theatres operation.

    Description: Since the end of the Cold War, the monopoly of legitimate organized force of many African states has been eroded by a mix of rebel groups, violent extremist organizations, and self-defence militias created in response to the rise in organized violence on the continent. With attention to the methodological questions that arise from the attempt to study such changes empirically, it offers new theoretical foundations for understanding the social construction and reconstruction of spaces through communicative action. Seeing communicative action as the basic element in the social construction of reality and conceptualizing communication not only in terms of the use of language and texts, but as involving any kind of objectification, such as technologies, bodies and non-verbal signs, it considers the roles of both direct and mediatized (or digitized) communication. An examination of the conceptualization of the communicative (re-)construction of spaces and the means by which this change might be empirically investigated, this book demonstrates the fruitfulness of the notion of refiguration as a means by which to understand the transformation of contemporary societies. As such, it will appeal to sociologists, social theorists, and geographers with interests in social construction and urban space.
