    Description: This Special Issue was intended as a forum to advance research and apply machine-learning and data-mining methods to facilitate the development of modern electric power systems, grids and devices, and smart grids and protection devices, as well as to develop tools for more accurate and efficient power system analysis. Conventional signal processing is no longer adequate to extract all the relevant information from distorted signals through filtering, estimation, and detection to facilitate decision-making and control actions. Machine learning algorithms, optimization techniques and efficient numerical algorithms, distributed signal processing, machine learning, data-mining statistical signal detection, and estimation may help to solve contemporary challenges in modern power systems. The increased use of digital information and control technology can improve the grid’s reliability, security, and efficiency; the dynamic optimization of grid operations; demand response; the incorporation of demand-side resources and integration of energy-efficient resources; distribution automation; and the integration of smart appliances and consumer devices. Signal processing offers the tools needed to convert measurement data to information, and to transform information into actionable intelligence. This Special Issue includes fifteen articles, authored by international research teams from several countries.

    Description: Third millennium engineering address new challenges in materials sciences and engineering. In particular, the advances in materials engineering combined with the advances in data acquisition, processing and mining as well as artificial intelligence allow for new ways of thinking in designing new materials and products. Additionally, this gives rise to new paradigms in bridging raw material data and processing to the induced properties and performance. This present topical issue is a compilation of contributions on novel ideas and concepts, addressing several key challenges using data and artificial intelligence, such as:- proposing new techniques for data generation and data mining;- proposing new techniques for visualizing, classifying, modeling, extracting knowledge, explaining and certifying data and data-driven models;- processing data to create data-driven models from scratch when other models are absent, too complex or too poor for making valuable predictions;- processing data to enhance existing physic-based models to improve the quality of the prediction capabilities and, at the same time, to enable data to be smarter; and- processing data to create data-driven enrichment of existing models when physics-based models exhibit limits within a hybrid paradigm.

    Description: Today, the flow of electricity is bidirectional, and not all electricity is centrally produced in large power plants. With the growing emergence of prosumers and microgrids, the amount of electricity produced by sources other than large, traditional power plants is ever-increasing. These alternative sources include photovoltaic (PV), wind turbine (WT), geothermal, and biomass renewable generation plants. Some renewable energy resources (solar PV and wind turbine generation) are highly dependent on natural processes and parameters (wind speed, wind direction, temperature, solar irradiation, humidity, etc.). Thus, the outputs are so stochastic in nature. New data-science-inspired real-time solutions are needed in order to co-develop digital twins of large intermittent renewable plants whose services can be globally delivered.

    Description: Personalised medicine is the next step in healthcare, especially when applied to genetically diverse diseases such as cancers. Naturally, a host of methods need to evolve alongside this, in order to allow the practice and implementation of individual treatment regimens. One of the major tasks for the development of personalised treatment of cancer is the identification and validation of a comprehensive, robust, and reliable panel of biomarkers that guide the clinicians to provide the best treatment to patients. This is indeed important with regards to radiotherapy; not only do biomarkers allow for the assessment of treatability, tumour response, and the radiosensitivity of healthy tissue of the treated patient. Furthermore, biomarkers should allow for the evaluation of the risks of developing adverse late effects as a result of radiotherapy such as second cancers and non-cancer effects, for example cardiovascular injury and cataract formation. Knowledge of all of these factors would allow for the development of a tailored radiation therapy regime. This Special Issue of the Journal of Personalised Medicine covers the topic of Radiation Response Biomarkers in the context of individualised cancer treatments, and offers an insight into some of the further evolution of radiation response biomarkers, their usefulness in guiding clinicians, and their application in radiation therapy.

    Description: In recent years, the implementation of sustainable concrete systems has been a topic of great interest in the field of construction engineering worldwide, as a result of the large and rapid increase in carbon emissions and environmental problems resulting from traditional concrete production and industry. For example, the uses of supplementary cementitious materials, geopolymer binder, recycled aggregate and industrial/agricultural wastes in concrete are all approaches to building a sustainable concrete system. However, such materials have inherent flaws due to their variety of sources, and exhibit very different properties compared with traditional concrete. Therefore, they require specific modifications in preprocessing, design, and evaluation before use in concrete. This reprint, entitled “Advances in Sustainable Concrete System”, covers a broad range of advanced concrete research in environmentally friendly concretes, cost-effective admixtures, and waste recycling, specifically including the design methods, mechanical properties, durability, microstructure, various models, hydration mechanisms, and practical applications of solid wastes in concrete systems.

However, animal production is facing several challenges worldwide such as environmental impacts and animal welfare/health concerns. In animal farming operations, accurate and efficient monitoring of animal information and behavior can help analyze the health and welfare status of animals and identify sick or abnormal individuals at an early stage to reduce economic losses and protect animal welfare. In recent years, there has been growing interest in animal welfare. At present, sensors, big data, machine learning, and artificial intelligence are used to improve management efficiency, reduce production costs, and enhance animal welfare. Although these technologies still have challenges and limitations, the application and exploration of these technologies in animal farms will greatly promote the intelligent management of farms.     Description: Aux xvie et xviie siècles, l’ordre européen était parfois menacé par des crises d’origine régionale. Ces désordres venaient des initiatives scandaleuses d’acteurs politiques habituellement peu présents sur la scène internationale (municipalités, institutions provinciales, seigneurs locaux). Pour résoudre des conflits internes, parfois contre leur propre souverain, ces acteurs n’hésitaient pas à appeler des puissances étrangères à leur secours, dans des logiques de solidarités politico-religieuses internationales. Les « affaires de Provence» (1580-1598) permettent de comprendre le fonctionnement de ce type de crises. Au plus fort des guerres de Religion en France, les catholiques de Provence appelèrent à leur secours le duc de Savoie, le grand-duc de Toscane, les papes et le roi d’Espagne. Parce que la Provence avait une position stratégique entre Barcelone et Gênes, d’autres puissances intervinrent à leur tour: l’Angleterre, l’Empire ottoman, le duché de Lorraine et la République de Venise. À partir d’une étude minutieuse des événements, ce livre mène une réflexion approfondie sur les défis stratégiques, intellectuels et rhétoriques d’une situation vécue à l’époque comme un désordre international, en raison de la marge de manœuvre subversive acquise par des acteurs ordinairement faibles.

    Description: Jacques-Nicolas Billaud-Varenne (1756-1819) demeure un méconnu de l’historiographie révolutionnaire. En rééditant les Principes régénérateurs du systême social, opuscule publié en pluviôse an III (janvier-février 1795), peu de temps avant la déportation de l’auteur à Cayenne, on souhaite ici éclairer un moment essentiel dans l’élaboration de la « synthèse républicaine ». C’est aussi « une nouvelle manière d’écrire l’histoire de la Révolution française » (Michel Vovelle). Un retour critique au texte met en lumière, d’une part, l’acculturation d’un révolutionnaire de premier plan, d’autre part, les thèmes récurrents du discours jacobin. L’essai de Billaud-Varenne est, en effet, une expression du projet montagnard d’« institutions civiles ». Projet d’un lien social pour « mettre en action la morale » et « la donner pour base à la politique », espérance d’un nouvel espace public de réciprocité fraternelle où la citoyenneté compte au rang des droits naturels. Ainsi se dévoile une philosophie de la Révolution française qui n’est pas sans rapport avec la pensée allemande contemporaine de l’événement révolutionnaire.

    Description: Social media has the potential to provide rapid insights into unfolding public health emergencies such as infectious disease outbreaks. They can also be drawn upon for rapid, survey-based insights into various health topics. Social media has also been utilised by medical professionals for the purposes of sharing scholarly works, international collaboration, and engaging in policy debates. One benefit of using social media platforms to gain insight into health is that they have the ability to capture unfiltered public opinion in large volumes, avoiding the potential biases introduced by surveys or interviews. Social media platforms can also be utilised to pilot surveys, for instance, though the use of Twitter polls. Social media data have also been drawn upon in medical emergencies and crisis situations as a public health surveillance tool. A number of software and online tools also exist, developed specifically to aide public health research utilising social media data. In recent years, ethical issues regarding the retrieval and analysis of data have also arisen.

    Description: En 1626, une première compagnie par actions est formée à l’initiative de Richelieu pour mener la colonisation des Petites Antilles et organiser le trafic transatlantique. Elle repose sur les associés, des proches du cardinal, qui en possèdent le capital et en assurent la direction. En 1635, elle est réorganisée afin de pouvoir satisfaire d’une façon plus efficace les objectifs qui lui ont été fixés par la monarchie, à savoir, conquérir et peupler des terres et favoriser le commerce. Elle prend alors le nom de Compagnie des îles de l’Amérique. Sous sa conduite, les Français déjà établis à Saint-Christophe s’installent à la Guadeloupe et à la Martinique et affichent des prétentions sur la Grenade, Sainte-Croix, Saint- Martin et Saint-Barthélemy. Plusieurs milliers de colons tentent l’aventure en franchissant l’océan à la quête d’un meilleur avenir et de richesses. Les terres sont exploitées pour satisfaire les besoins de la métropole. Quelques grands domaines s’appuyant sur une main-d’œuvre constituée d’esclaves africains développent de nouvelles productions comme le sucre et l’indigo. Mais la Compagnie est bientôt confrontée à de multiples difficultés qui remettent en cause son fonctionnement et ses finalités. Les tensions dans les îles et les faibles retombées de sa politique économique conduisent les associés à cesser progressivement leurs activités à partir de 1649. Sa fin pourtant ne signifie pas l’échec de la colonisation française des Petites Antilles. L’héritage qu’elle lègue va fructifier durant les décennies suivantes et donner naissance au premier empire colonial français.

These cries made in October 1850 by grape pickers from the Dole area are one of the many traces that Pierre Merlin collected in archives that have been little-studied until now to write the living history of the democratic learning in Jura between 1848 and the end of the 19th century. From the intense political struggles around 1848 to the establishment of the Republic and beyond, the book describes the formation of a democratic opinion that is illuminated by trajectories of emblematic republicans and socialists such as Louis-Étienne Jousserandot and Jean-Paul Mazaroz.

    Description: This Special Issue (SI) on “Land Degradation Assessment with Earth Observation” comprises 17 original research papers with a focus on land degradation in arid, semiarid and dry-subhumid areas (i.e., desertification) in addition to temperate rangelands, grasslands, woodlands and the humid tropics. The studies cover different spatial, spectral and temporal scales and employ a wealth of different optical and radar sensors. Some studies incorporate time-series analysis techniques that assess the general trend of vegetation or the timing and duration of the reduction in biological productivity caused by land degradation. As anticipated from the latest trend in Earth Observation (EO) literature, some studies utilize the cloud-computing infrastructure of Google Earth Engine to cope with the unprecedented volume of data involved in current methodological approaches. This SI clearly demonstrates the ever-increasing relevance of EO technologies when it comes to assessing and monitoring land degradation. With the recently published IPCC Reports informing us of the severe impacts and risks to terrestrial and freshwater ecosystems and the ecosystem services they provide, the EO scientific community has a clear obligation to increase its efforts to address any remaining gaps—some of which have been identified in this SI—and produce highly accurate and relevant land-degradation assessment and monitoring tools.

For this reason, the articles highlighted in this editorial relate to different aspects of testing of different materials and elements in civil engineering, from building materials to building structures. The current trend in the development of testing of materials and elements in civil engineering is mainly concerned with the detection of flaws and defects in concrete elements and structures, and acoustic methods predominate in this field. As in medicine, the trend is towards designing test equipment that allows one to obtain a picture of the inside of the tested element and materials. He also imports and imposes a system of norms, beliefs and forms of artistic expression in order to establish a political project that he considers legitimate. Situated on the edge of cultural and art history, this study aims to open up new perspectives on artistic creation during the Baroque period in Latin America. Lorsqu’un conquérant conscient de sa supériorité colonise un territoire, il ne se sert pas seulement de la puissance des armes et des techniques. Il importe et impose aussi un système de normes, de croyances et des formes d’expression artistique pour asseoir un projet politique qui lui semble d’entrée de jeu légitime. Située aux confins de l’histoire culturelle et de l’histoire des arts, cette étude s’efforce d’ouvrir de nouvelles perspectives sur la création artistique à l’époque baroque dans une Amérique Latine en voie de colonisation par les Européens, en analysant plus particulièrement le contexte d’apparition du syncrétisme religieux. À partir de l’étude minutieuse d’une sélection d’œuvres produites entre le xvie et le xviiie siècle dans la région andine (Pérou, Bolivie, Colombie, Équateur) et au Mexique, dans des domaines aussi divers que la gravure, la peinture, la sculpture ou encore l’architecture, il s’agit de montrer comment l’art du colonisateur intervient comme une instance productrice de normes et de jugements de valeur dans l’espace ibéro-­américain indigène. Dans l’Amérique coloniale, le syncrétisme dont témoigne l’art des premiers « créoles », autrement dit l’assimilation de nouveaux codes et leur amalgame avec le substrat culturel existant, encourage la négation de l’ancienne culture tout en procédant au recyclage d’anciens codes pour donner naissance à des croyances et des formes artistiques nouvelles, un métissage dont les conséquences, à la fois positives et négatives, se manifestent jusque de nos jours.

    Description: Nowadays, forecast applications are receiving unprecedent attention thanks to their capability to improve the decision-making processes by providing useful indications. A large number of forecast approaches related to different forecast horizons and to the specific problem that have to be predicted have been proposed in recent scientific literature, from physical models to data-driven statistic and machine learning approaches. In this Special Issue, the most recent and high-quality researches about forecast are collected. A total of nine papers have been selected to represent a wide range of applications, from weather and environmental predictions to economic and management forecasts. Finally, some applications related to the forecasting of the different phases of COVID in Spain and the photovoltaic power production have been presented.

    Description: While ports are traditionally considered national infrastructure sites that connect states to global markets, special economic zones and past free ports are portrayed as threats to national sovereignty. This book calls these narratives into question as it explores the history of planning Mumbai’s ports and free zones during periods of global and regional transition from the British Raj, to national independence, to economic liberalization. The book opens with a study of an unsuccessful plan hatched by merchants in 1833 to make Bombay a free port to deal with an emerging British India and the advent of free trade. The book ends with how India’s current special economic zones and emphasis on port expansion are part of broader goals to reposition India in transregional Asian trade, to connect Mumbai with northern India, and to enact local plans for a global city that threaten the very port that first connected Mumbai to the world. To understand the functionality of these port and zone projects beyond typical policy prescriptions, this book proposes portals of globalization as a spatial format that fosters processes of reterritorialization.

When processing images, videos, or other types of multimedia, one needs efficient solutions to perform fast and reliable processing. Computational intelligence is used for medical screening where the detection of disease symptoms is carried out, in prevention monitoring to detect suspicious behavior, in agriculture systems to help with growing plants and animal breeding, in transportation systems for the control of incoming and outgoing transportation, for unmanned vehicles to detect obstacles and avoid collisions, in optics and materials for the detection of surface damage, etc. In many cases, we use developed techniques which help us to recognize some special features.     Description: La France du « Grand Siècle » est notamment connue pour l’extraordinaire mouvement d’embellissement qui toucha de nombreuses villes jusqu’à la fin de l’Ancien Régime. L’épanouissement de ce phénomène urbain sous le règne de Louis XIV a tôt fait de le faire assimiler au volontarisme politique du monarque absolu. Cette interprétation longtemps vivace a eu pour effet de passer sous silence l’action décisive des populations, des habitants des villes eux-mêmes, face à ces aménagements urbains. À partir des embellissements qu’ont connus les villes d’Aix et de Marseille au milieu du xviie siècle, cet ouvrage permet de revenir sur ces événements qui ont profondément marqué l’organisation de nos villes. En reléguant au second plan les aspects architecturaux et monumentaux de ces accroissements d’ampleur, pour se concentrer sur les processus juridiques et sociaux qui encadrent et accompagnent ces opérations urbaines, ce livre éclaire sous un jour nouveau l’action des habitants les plus divers dans ces projets. À partir d’un éventail documentaire particulièrement varié, ce sont plus largement les modes de production de l’espace des sociétés anciennes qui se trouvent mis en lumière. Du marché des échanges de biens immobiliers et fonciers aux appareils de pouvoir en charge de l’administration des territoires urbains, en passant par l’économie et les chantiers de construction, cette étude permet de mieux cerner la manière dont s’articulaient les logiques individuelles et les pratiques collectives dans la gestion et l’administration de ces « villes en train de se faire ».

    Description: « Cli-en-té-lis-me », le mot est ancien, dure et perdure. Mais de quoi parle-t-on au juste? « Je connais tel élu et il a le bras long, il pourra me trouver une place à la mairie! » Si la phrase est courante, quelles réalités et quels fantasmes recouvre-t-elle précisément ? Alors que le phénomène du clientélisme a déjà fait l’objet de plusieurs études en sociologie et sciences politiques, cette pratique originale a moins retenu l’attention des historiens du politique. Spécialiste de l’histoire politique française contemporaine, Julie Bour entend étudier les acteurs, causes, modalités et limites du clientélisme via une approche quantitative originale et inédite, reposant sur l’exploitation statistique de corpus importants de courriers de recommandation, dépassant parfois les milliers de lettres entre les élus et leurs administrés et portant sur des dossiers sensibles, symboliques ou plus prosaïques (emplois, décorations, service militaire, aide sociale, affaires communales, etc.). Elle concentre son analyse sur un espace test particulier qui est celui de la Lorraine et l’appréhende sur le temps long qui va de la IIIe République aux années 2000. Au travers d’études de cas portant sur des élus célèbres (Louis Jacquinot, Pierre Messmer, François Guillaume, Christian Pierret) ou plus anonymes (Jean Bernard, Jules Develle, André Savard) qui représentent l’ensemble des courants politiques, le clientélisme apparaît pour ce qu’il est réellement : une pratique très répandue (et non limité à un Sud méditerranéen arriéré), qui structure la vie politique locale, mobilise tout un réseau d’intercesseurs relais, crée des solidarités fines entre l’élu et les électeurs, et joue un rôle parfois déterminant dans l’élection et la longévité politique de certains parlementaires. Cette pratique, ancrée sur la durée, institutionnalisée au point d’être déculpabilisée, interroge la démocratie dans ses limites en termes de corruption et de clientélisme.

    Description: As the most heavily populated areas in the world, coastal zones host the majority and some of the most important human settlements, infrastructures and economic activities. Harbour and coastal structures are essential to the above, facilitating the transport of people and goods through ports, and protecting low-lying areas against flooding and erosion. While these structures were previously based on relatively rigid concepts about service life, at present, the design—or the upgrading—of these structures should effectively proof them against future pressures, enhancing their resilience and long-term sustainability. This Special Issue brings together a versatile collection of articles on the modelling of harbour and coastal structures, covering a wide array of topics on the design of such structures through a study of their interactions with waves and coastal morphology, as well as their role in coastal protection and harbour design in present and future climates.

    Description: The devastating effects caused by the recent catastrophic earthquakes that took place all over the world from Japan, New Zealand, to Chile, as well as those occurring in the Mediterranean basin, have once again shown that ground motion, although a serious source of direct damage, is not the only parameter to be considered, with most damage being the result of coseismic geological effects that are directly connected to the earthquake source or caused by ground shaking. The primary environmental effects induced by earthquakes as well as the secondary effects (sensu Environmental Seismic Intensity - ESI 2007 scale) must be considered for a more correct and complete evaluation of seismic hazards, at both regional and local scales. This Special Issue aims to collect all contributions that, using different methodologies, integrate new data produced with multi-disciplinary and innovative methods. These methodologies are essential for the identification and characterization of seismically active areas, and for the development of new hazard models, obtained using different survey techniques. The topic attracted a lot of interest, 19 peer-reviewed articles were collected; moreover, different areas of the world have been analyzed through these methodologies: Italy, USA, Spain, Australia, Ecuador, Guatemala, South Korea, Kyrgyzstan, Mongolia, Russia, China, Japan, and Nepal.

    Description: The deployment of distributed renewable energy resources (DRERs) has accelerated globally due to environmental concerns and an increasing demand for electricity. DRERs are considered to be solutions to some of the current challenges related to power grids, such as reliability, resilience, efficiency, and flexibility. However, there are still several technical and non-technical challenges regarding the deployment of distributed renewable energy resources. Technical concerns associated with the integration and control of DRERs include, but are not limited, to optimal sizing and placement, optimal operation in grid-connected and islanded modes, as well as the impact of these resources on power quality, power system security, stability, and protection systems. On the other hand, non-technical challenges can be classified into three categories—regulatory issues, social issues, and economic issues.     Description: Using hyperspectral imaging (HSI) to exploit data has been found in a wide variety of applications. This reprint book only presents a small glimpse of it. Many other important applications using HSI which have emerged in data exploitation are not covered in this reprint book. For example, such applications may include water pollution and toxic waste in environmental monitoring, pesticide residual detection in food safety and inspection, plant and crop disease detection in agriculture, tumor detection and breast cancer detection in medical imaging, drug traffic in law enforcement, etc. Nevertheless, this reprint book provides many techniques which may find their ways in these applications as well.

    Description: Special Issue “Advances in Management of Voice and Swallowing Disorders” is dedicated to innovations in screening and assessment and the effectiveness of interventions in both dysphonia and dysphagia. In contemporary practice, novel techniques have been introduced in diagnostics and rehabilitative interventions (e.g., machine learning, electrical stimulation). Similarly, advancements in methodological approaches to validate measures have been introduced (e.g., item response theory using Rasch analysis), prompting the need to develop new, robust measures for use in clinics and intervention studies. Against this backdrop, this Special Issue focuses on studies aiming to improve early diagnostics of laryngological disorders and its management. This issue also welcomes the submission of studies on diagnostic accuracy and psychometrics performance of existing and newly developed measures. This includes but is not limited to studies investigating screening tools with sound diagnostic accuracy and robust psychometric properties. Furthermore, interventions with high levels of evidence in relation to clinical outcome using robust methodology (e.g., sophisticated meta-analytic approaches) are of great interest. This issue provides an overview of the latest advances in voice and swallowing disorders.

    Description: Artificial intelligence (AI) is a subject garnering increasing attention in both academia and the industry today. The understanding is that AI-enhanced methods and techniques create a variety of opportunities related to improving basic and advanced business functions, including production processes, logistics, financial management and others. As this collection demonstrates, AI-enhanced tools and methods tend to offer more precise results in the fields of engineering, financial accounting, tourism, air-pollution management and many more. The objective of this collection is to bring these topics together to offer the reader a useful primer on how AI-enhanced tools and applications can be of use in today’s world. In the context of the frequently fearful, skeptical and emotion-laden debates on AI and its value added, this volume promotes a positive perspective on AI and its impact on society. AI is a part of a broader ecosystem of sophisticated tools, techniques and technologies, and therefore, it is not immune to developments in that ecosystem. It is thus imperative that inter- and multidisciplinary research on AI and its ecosystem is encouraged. This collection contributes to that.

    Description: Technology is changing the manufacturing world. For example, sensors are being used to track inventories from the manufacturing floor up to a retail shelf or a customer’s door. These types of interconnected systems have been called the fourth industrial revolution, also known as Industry 4.0, and are projected to lower manufacturing costs. As industry moves toward these integrated technologies and lower costs, engineers will need to connect these systems via the Internet of Things (IoT). These engineers will also need to design how these connected systems interact with humans. The focus of this Special Issue is the smart sensors used in these human–robot collaborations.

    Description: This reprintshows recent advances in dam safety related to overtopping and the prevention, detection, and risk assessment of geostructural risks. Related to overtopping, the issues treated are: the throughflow and failure process of rockfill dams; the protection of embankment dams against overtopping by means of a rockfill toe or wedge-shaped blocks; and the protection of concrete dams with highly convergent chutes. In the area of geostructural threats, the detection of anomalies in dam behavior from monitoring data using a combination of machine learning techniques, the numerical modeling of seismic behavior of concrete dams, and the determination of the impact area downstream of ski-jump spillways are also studied and discussed. In relation to risk assessment, three chapters deal with the development of fragility curves for dikes and dams in relation to various failure mechanisms.

    Description: The modeling and processing of empirical data is one of the main subjects and goals of statistics. Nowadays, with the development of computer science, the extraction of useful and often hidden information and patterns from data sets of different volumes and complex data sets in warehouses has been added to these goals. New and powerful statistical techniques with machine learning (ML) and data mining paradigms have been developed. To one degree or another, all of these techniques and algorithms originate from a rigorous mathematical basis, including probability theory and mathematical statistics, operational research, mathematical analysis, numerical methods, etc. Popular ML methods, such as artificial neural networks (ANN), support vector machines (SVM), decision trees, random forest (RF), among others, have generated models that can be considered as straightforward applications of optimization theory and statistical estimation. The wide arsenal of classical statistical approaches combined with powerful ML techniques allows many challenging and practical problems to be solved. This Special Issue belongs to the section “Mathematics and Computer Science”. Its aim is to establish a brief collection of carefully selected papers presenting new and original methods, data analyses, case studies, comparative studies, and other research on the topic of statistical data modeling and ML as well as their applications. Particular attention is given, but is not limited, to theories and applications in diverse areas such as computer science, medicine, engineering, banking, education, sociology, economics, among others. The resulting palette of methods, algorithms, and applications for statistical modeling and ML presented in this Special Issue is expected to contribute to the further development of research in this area. We also believe that the new knowledge acquired here as well as the applied results are attractive and useful for young scientists, doctoral students, and researchers from various scientific specialties.

On considérait qu’il s’agissait d’une "trahison" de la bourgeoisie. Or ceci, depuis quelque temps, a été remis en cause. Nombreux ont été les catholiques, Français ou étrangers, qui n’ont pas abandonné le monde des affaires dont leur maîtrise était indiscutable. L’étude de la dynastie Le Couteulx, qui après avoir été attirée par le protestantisme est revenue au catholicisme dans les années qui suivent l’Édit de Nantes, en est une preuve supplémentaire. Après être devenus marchands-drapiers à Rouen dans les premières décennies du xvie siècle, les Le Couteulx fondèrent une banque privée à Paris dans les années 1670, qui fut considérée par Boisguilbert, au début du xviiie siècle, comme « la banque la plus fameuse de France » et le demeura jusqu’au début de la Révolution, tandis qu’un membre de la dynastie fut un des fondateurs de la Banque de France.

    Description: In recent years, improving the sustainability of the steel industry and reducing its CO2 emissions has become a global focus. To achieve this goal, further process optimization in terms of energy and resource efficiency and the development of new processes and process routes are necessary. Modeling and simulation have established themselves as invaluable sources of information for otherwise unknown process parameters and as an alternative to plant trials that involves lower costs, risks, and time. Models also open up new possibilities for model-based control of metallurgical processes. This Special Issue focuses on recent advances in the modeling and simulation of unit processes in iron and steelmaking. It includes reviews on the fundamentals of modeling and simulation of metallurgical processes, as well as contributions from the areas of iron reduction/ironmaking, steelmaking via the primary and secondary route, and continuous casting.

    Description: The impact of buildings on the environment is nothing short of devastating. In recent years, much attention has been given to creating an environmentally friendly built environment. Nonetheless, it has been levied on new buildings. Residential buildings make up at least 80% of the built environment, most of which were built before any energy efficiency guidelines or regulations were introduced. Retrofitting existing residential buildings is a key yet neglected priority in effecting the transition to an environmentally friendly, sustainable built environment. It is pivotal to reducing a building’s energy consumption while simultaneously improving indoor environmental quality and minimizing harmful emissions. This Special Issue showcases studies investigating applications of environmental technology that is tailored to enhance the sustainable performance of existing residential buildings. It helps to better understand the innovations that have been taking place in retrofitting residential buildings, as well as highlighting many opportunities for future research in this field.

    Description: Childhood obesity continues to be a global problem, with several regions showing increasing rates and others having one in every three children overweight despite an apparent halt or downward trend. Children are exposed to nutritional, social, and obesogenic environmental risks from different settings, and this affects their lifelong health. There is a consensus that high-quality multifaceted smart and cost-effective interventions enable children to grow with a healthy set of habits that have lifelong benefits to their wellbeing. The literature has shown that dietary approaches play key roles in improving children’s health, not only on a nutritional level but also in diet quality and patterns. An association between the nutritional strategy and other lifestyle components promotes a more comprehensive approach and should be envisioned in intervention studies. This Special Issue entitled “Child Obesity and Nutrition Promotion Intervention” combines original research manuscripts or reviews of the scientific literature concerning classic or innovative approaches to tackle this public health issue. It presents several nutritional interventions alongside lifestyle health factors, and outcome indicators of effectiveness and sustainability from traditional to ground-breaking methods to exploit both qualitative and quantitative approaches in tackling child obesity.

    Description: Today’s power system is facing the challenges of increasing global demand for electricity, high-reliability requirements, the need for clean energy and environmental protection, and planning restrictions. To move towards a green and smart electric power system, centralized generation facilities are being transformed into smaller and more distributed ones. As a result, the microgrid concept is emerging, where a microgrid can operate as a single controllable system and can be viewed as a group of distributed energy loads and resources, which can include many renewable energy sources and energy storage systems. The energy management of a large number of distributed energy resources is required for the reliable operation of the microgrid. Microgrids and nanogrids can allow for better integration of distributed energy storage capacity and renewable energy sources into the power grid, therefore increasing its efficiency and resilience to natural and technical disruptive events. Microgrid networking with optimal energy management will lead to a sort of smart grid with numerous benefits such as reduced cost and enhanced reliability and resiliency. They include small-scale renewable energy harvesters and fixed energy storage units typically installed in commercial and residential buildings. In this challenging context, the objective of this book is to address and disseminate state-of-the-art research and development results on the implementation, planning, and operation of microgrids/nanogrids, where energy management is one of the core issues.

    Description: La léproserie Saint-Lazare, signalée pour la première fois en 1122, était située à proximité de la ville de Paris, dans le faubourg Saint-Laurent. Elle devint en 1632 le berceau de la congrégation de la Mission que saint Vincent de Paul avait fondée quelques années auparavant. D’imposants bâtiments furent alors construits pour abriter une importante communauté. La petite église gothique accolée aux nouveaux bâtiments reçut la tombe du saint fondateur, devenant un haut lieu de pèlerinage que des tableaux de grands maîtres devaient dignifier. La maison et son clos attenant, qui comptait encore 52 hectares de terres en 1789, étaient devenus un domaine préservé dans un Paris toujours plus densément peuplé. Par la suite, cet espace subit des transformations marquantes au cours des xixe et xxe siècles. Accueillant d’importants projets de lotissement dès la Restauration (Nouveau Quartier Poissonnière), ce quartier situé près de la gare du Nord fut l’objet, sous le Second Empire, de réaménagements dont James de Rothschild est le principal acteur. Transformée tour à tour en prison puis en hôpital, la maison survécut aux aléas de l’histoire jusqu’à la démolition partielle des bâtiments en 1940. Seule la nouvelle chapelle et l’infirmerie bâties par Louis-Pierre Baltard témoignent encore aujourd’hui de l’existence du clos Saint-Lazare. Une infirmerie récemment restaurée par la Ville de Paris et qui abrite depuis 2015 la médiathèque Françoise- Sagan. C’est non pas tant l’histoire de la prison pour femmes qui vit passer Louise Michel et Mata Hari que ce livre tente d’éclaircir, que celle de la maison Saint-Lazare et de son clos et, à travers elle, l’économie de la maison mère d’une des principales congrégations de la France d’Ancien Régime et son adaptation successive à différents usages.

    Description: Evolutionary algorithms (EAs) are population-based global optimizers, which, due to their characteristics, have allowed us to solve, in a straightforward way, many real world optimization problems in the last three decades, particularly in engineering fields. Their main advantages are the following: they do not require any requisite to the objective/fitness evaluation function (continuity, derivability, convexity, etc.); they are not limited by the appearance of discrete and/or mixed variables or by the requirement of uncertainty quantification in the search. Moreover, they can deal with more than one objective function simultaneously through the use of evolutionary multi-objective optimization algorithms. This set of advantages, and the continuously increased computing capability of modern computers, has enhanced their application in research and industry. From the application point of view, in this Special Issue, all engineering fields are welcomed, such as aerospace and aeronautical, biomedical, civil, chemical and materials science, electronic and telecommunications, energy and electrical, manufacturing, logistics and transportation, mechanical, naval architecture, reliability, robotics, structural, etc. Within the EA field, the integration of innovative and improvement aspects in the algorithms for solving real world engineering design problems, in the abovementioned application fields, are welcomed and encouraged, such as the following: parallel EAs, surrogate modelling, hybridization with other optimization techniques, multi-objective and many-objective optimization, etc.

    Description: This book presents the paper form of the Special Issue (SI) on Smart Urban Water Networks. The number and topics of the papers in the SI confirm the growing interest of operators and researchers for the new paradigm of smart networks, as part of the more general smart city. The SI showed that digital information and communication technology (ICT), with the implementation of smart meters and other digital devices, can significantly improve the modelling and the management of urban water networks, contributing to a radical transformation of the traditional paradigm of water utilities. The paper collection in this SI includes different crucial topics such as the reliability, resilience, and performance of water networks, innovative demand management, and the novel challenge of real-time control and operation, along with their implications for cyber-security. The SI collected fourteen papers that provide a wide perspective of solutions, trends, and challenges in the contest of smart urban water networks. Some solutions have already been implemented in pilot sites (i.e., for water network partitioning, cyber-security, and water demand disaggregation and forecasting), while further investigations are required for other methods, e.g., the data-driven approaches for real time control. In all cases, a new deal between academia, industry, and governments must be embraced to start the new era of smart urban water systems.

    Description: Artificial intelligence (AI) is changing the world as we know it. Recent advances are enabling people, companies, and governments to envision and experiment with new methods of interacting with computers and modifying how virtual and physical processes are carried out. One of the fields in which this transformation is taking place is education. After years of witnessing the incorporation of technological innovations into learning/teaching processes, we can currently observe many new research works involving AI. Moreover, there has been increasing interest in this research area after the COVID-19 pandemic, driven toward fostering digital education.     Description: Ground penetrating radar (GPR) has become one of the key technologies in subsurface sensing and, in general, in non-destructive testing (NDT), since it is able to detect both metallic and nonmetallic targets. GPR for NDT has been successfully introduced in a wide range of sectors, such as mining and geology, glaciology, civil engineering and civil works, archaeology, and security and defense. In recent decades, improvements in georeferencing and positioning systems have enabled the introduction of synthetic aperture radar (SAR) techniques in GPR systems, yielding GPR–SAR systems capable of providing high-resolution microwave images. In parallel, the radiofrequency front-end of GPR systems has been optimized in terms of compactness (e.g., smaller Tx/Rx antennas) and cost. These advances, combined with improvements in autonomous platforms, such as unmanned terrestrial and aerial vehicles, have fostered new fields of application for GPR, where fast and reliable detection capabilities are demanded. In addition, processing techniques have been improved, taking advantage of the research conducted in related fields like inverse scattering and imaging. As a result, novel and robust algorithms have been developed for clutter reduction, automatic target recognition, and efficient processing of large sets of measurements to enable real-time imaging, among others. This Special Issue provides an overview of the state of the art in GPR imaging, focusing on the latest advances from both hardware and software perspectives.

It is currently the most common cancer in women worldwide, with demographic trends indicating a continuous increase in incidence. Depuis une quarantaine d’années, elles suscitent des mobilisations et font l’objet de négociations et d’oppositions à toutes les échelles. Or cette tendance récente s’ancre dans un passé plus lointain. Ce livre a l’ambition de montrer l’ancienneté et la richesse des liens entre pouvoirs institutionnels et environnement. Les quatorze contributions réunies ici interrogent les modalités de cette relation en balayant plusieurs siècles d’histoire sur trois continents (Europe, Amérique, Afrique). D’abord, les questions environnementales participent de l’affirmation des pouvoirs : les catastrophes naturelles et le surgissement des risques apparaissent comme des moments privilégiés de cette coconstruction. Ensuite, la définition de l’environnement constitue un attribut essentiel des institutions et des acteurs qui, pour défendre des milieux, sont parfois amenés à les politiser. À travers les aménagements et la gestion des confits, l’environnement apparaît enfin en tant que sujet de négociations et objet de jeux d’acteurs complexes au sein desquels les pouvoirs publics jouent un rôle souvent difficile, à l’interface entre des intérêts divergents.

    Description: Additive manufacturing (AM) or, more commonly, 3D printing is one of the fundamental elements of Industry 4.0. and the fourth industrial revolution. It has shown its potential example in the medical, automotive, aerospace, and spare part sectors. Personal manufacturing, complex and optimized parts, short series manufacturing and local on-demand manufacturing are some of the current benefits. Businesses based on AM have experienced double-digit growth in recent years. Accordingly, we have witnessed considerable efforts in developing processes and materials in terms of speed, costs, and availability. These open up new applications and business case possibilities all the time, which were not previously in existence. Most research has focused on material and AM process development or effort to utilize existing materials and processes for industrial applications. On the other hand, multiple seasonal Holt-Winters models with discrete seasonality and the application of the Prophet method to demand forecasting are presented. These models are applied in different circumstances and show highly positive results. This reprint is intended for both researchers related to energy management and those related to forecasting, especially power load.

Après de remarquables résultats entre 1830 et 1860 elle va s’effrondrer durant le dernier tiers du siècle et se limiter aux travaux liés à la navigation à vapeur. Comment une branche aussi exigeante en capitaux et en compétences a-t-elle pu se développer dans une ville longtemps désignée comme un exemple de retards industriels et techniques ? Quelles sont les raisons de l’échec de ce secteur à partir du milieu des années 1860 ? Cette analyse sectorielle marseillaise s’intègre dans un double cadre de lecture : le cadre national français et l’appartenance à un ensemble économique nord-méditerranéen dont on perçoit aujourd’hui la complexité et la diversité. Ville des métaux et de la vapeur au XIXe siècle. Marseille constitue un exemple emblématique de la vitalité industrielle du Sud de l’Europe et un cas de développement original pendant la première industrialisation.

    Description: Cet ouvrage porte sur les conséquences multiples de l’imposition coloniale de la propriété privée dans une île du lac Victoria, l’île de Bussi, qui devient en 1900 la propriété privée du Premier ministre et Régent du royaume du Buganda colonial, sir Apolo Kagwa. Trois thèmes enchevêtrés sont abordés, entre les années 1880 et les années 1920 : l’arrivée brutale de la propriété privée occidentale dans un royaume africain qui ne la connaissait pas, l’importance oubliée des îles et des rivages du lac Victoria au sein du royaume et l’émergence d’un nouveau parti politico-religieux qui s’oppose à l’oligarchie coloniale au pouvoir au Buganda. Cette recherche aboutit à une relecture profonde, à partir de ce petit espace lacustre, de l’histoire de l’ensemble du royaume du Buganda et de l’Ouganda colonial entre 1885 et 1925, et plus largement du gouvernement indirect et de la globalisation de la propriété privée. Elle complexifie ainsi l’histoire du Buganda en y intégrant les espaces lacustres, approche inédite dans l’historiographie sur l’Ouganda colonial. Elle permet de déconstruire les traditions historiques actuelles et de montrer que leurs racines remontent pour la plupart au Buganda des années 1920 et sont héritées des habitants du lac Victoria. L’ouvrage démontre que la tension autours des chefs héréditaires claniques au Buganda est autant une tension géographique entre gens du lac et gens de la terre qu’une tension entre pouvoirs anciens claniques et un pouvoir de patronage modernisateur (comme le veut l’historiographie). D’autre part, ce travail souligne que la montée en puissance d’organisations politiques et religieuses réformistes, annonçant les mouvements nationalistes, est particulièrement nourrie par le mécontentement foncier des anciens habitants du lac et de ses rivages. Leur colère est également causée par les effets de la lutte menée par les autorités contre la maladie du sommeil. Leur vie a en effet été ravagée par une crise écologique coloniale qui les a menés à un exil forcé, loin du lac et des zones contaminées par la maladie. Les sources foncières très riches portant sur l’île de Bussi montrent l’autonomie des acteurs africains dans un contexte de gouvernement indirect. Elles donnent un éclairage unique à l’histoire de la globalisation de la propriété comme à l’histoire de la colonisation et de sa contestation.

    Description: Non-invasive biomedical sensors for monitoring physiological parameters from the human body for potential future therapies and healthcare solutions. Today, a critical factor in providing a cost-effective healthcare system is improving patients' quality of life and mobility, which can be achieved by developing non-invasive sensor systems, which can then be deployed in point of care, used at home or integrated into wearable devices for long-term data collection. Another factor that plays an integral part in a cost-effective healthcare system is the signal processing of the data recorded with non-invasive biomedical sensors. In this book, we aimed to attract researchers who are interested in the application of signal processing methods to different biomedical signals, such as an electroencephalogram (EEG), electromyogram (EMG), functional near-infrared spectroscopy (fNIRS), electrocardiogram (ECG), galvanic skin response, pulse oximetry, photoplethysmogram (PPG), etc. We encouraged new signal processing methods or the use of existing signal processing methods for its novel application in physiological signals to help healthcare providers make better decisions.

    Description: Over the past few decades, modern information technology has made a significant impact on people’s daily lives worldwide. In the field of health care and prevention, there has been a progressing penetration of assistive health services such as personal health records, supporting apps for chronic diseases, or preventive cardiological monitoring. In 2020, the range of personal health services appeared to be almost unmanageable, accompanied by a multitude of different data formats and technical interfaces. The exchange of health-related data between different healthcare providers or platforms may therefore be difficult or even impossible. In addition, health professionals are increasingly confronted with medical data that were not acquired by themselves, but by an algorithmic “black box”. Even further, externally recorded data tend to be incompatible with the data models of classical healthcare information systems.From the individual’s perspective, digital services allow for the monitoring of their own health status. However, such services can also overwhelm their users, especially elderly people, with too many features or barely comprehensible information. It therefore seems highly relevant to examine whether such “always at hand” services exceed the digital literacy levels of average citizens.In this context, this reprint presents innovative, health-related applications or services emphasizing the role of user-centered information technology, with a special focus on one of the aforementioned aspects.

    Description: Trente ans après le colloque de Stockholm (Babeuf et les problèmes du babouvisme, 1960) et sans attendre l’anniversaire (1996) de la Conspiration pour l’Égalité - la rencontre d’Amiens a réuni, en décembre 1989, des historiens, des littéraires, des sociologues, soit près de vingt chercheurs français et douze chercheurs étrangers venus de sept pays. Le Bicentenaire touchait alors à sa fin, tandis qu’à l’Est s’effondrait un système dont le Tribun du peuple a pu passer pour un des précurseurs... À bonne distance du dogmatisme et de la célébration pieuse, les textes qui composent cet ouvrage apportent les éléments d’un vigoureux retour critique sur un Babeuf rendu à sa singularité, sur l’aventure toujours énigmatique des Égaux, sur les avatars complexes de ce qui s’est appelé “babouvisme”. Bilan de l’historiographie et balisage des travaux en cours, ce “Babeuf” revisité se présente sous quatre angles: «Babeuf et les Lumières», «Babeuf et la Picardie», «Babeuf dans la Révolution», « Babeuf après Babeuf». Héritées ou inédites, les questions ici développées font, le plus souvent, référence aux interrogations actuelles des historiens de la Révolution. Sont ainsi évoqués l’impact du rousseauisme, celui des utopies, les sources chrétiennes, les traditions communautaires, les relations Paris-province... bref, tout ce qui peut éclairer les positions doctrinales, la trajectoire militante, l’invention rhétorique du Tribun. C’est enfin le devenir des idéaux égalitaires et communistes que retrace l’étude des appropriations du babouvisme chez Buonarroti, Mazzini, Proudhon, Marx, Jaurès, Lénine et Trotsky. Lumières, Révolution, Communisme: marqué par la rencontre de ces trois “maîtres-mots” lourds d’histoire, le nom de Babeuf symbolise l’irruption de l’idée communiste dans l’espace public. Mais on s’aperçoit à présent que ce nom a été. dès l’origine, lié à la genèse simultanée de l’exigence démocratique et de l’espérance républicaine. C’est pourquoi notre fin de siècle peut trouver en Babeuf un précieux repère pour comprendre la crise - et la persistance - des idéologies du progrès. N’est- ce pas un contemporain de Babeuf qui nous a légué cette formule cruelle et salubre: «l’histoire désespère les attentes du progrès en même temps qu’elle en offre les signes» (Kant, 1798) ?

    Description: The number of patient health data has been estimated to have reached 2314 exabytes by 2020. Traditional data analysis techniques are unsuitable to extract useful information from such a vast quantity of data. Thus, intelligent data analysis methods combining human expertise and computational models for accurate and in-depth data analysis are necessary. The technological revolution and medical advances made by combining vast quantities of available data, cloud computing services, and AI-based solutions can provide expert insight and analysis on a mass scale and at a relatively low cost. Computational intelligence (CI) methods, such as fuzzy models, artificial neural networks, evolutionary algorithms, and probabilistic methods, have recently emerged as promising tools for the development and application of intelligent systems in healthcare practice. CI-based systems can learn from data and evolve according to changes in the environments by taking into account the uncertainty characterizing health data, including omics data, clinical data, sensor, and imaging data. The use of CI in healthcare can improve the processing of such data to develop intelligent solutions for prevention, diagnosis, treatment, and follow-up, as well as for the analysis of administrative processes. The present Special Issue on computational intelligence for healthcare is intended to show the potential and the practical impacts of CI techniques in challenging healthcare applications.

    Description: This book is a collection of feature articles published in Risks in 2020. They were all written by experts in their respective fields. In these articles, they all develop and present new aspects and insights that can help us to understand and cope with the different and ever-changing aspects of risks. In some of the feature articles the probabilistic risk modeling is the central focus, whereas impact and innovation, in the context of financial economics and actuarial science, is somewhat retained and left for future research. In other articles it is the other way around. Ideas and perceptions in financial markets are the driving force of the research but they do not necessarily rely on innovation in the underlying risk models. Together, they are state-of-the-art, expert-led, up-to-date contributions, demonstrating what Risks is and what Risks has to offer: articles that focus on the central aspects of insurance and financial risk management, that detail progress and paths of further development in understanding and dealing with...risks. Asking the same type of questions (which risk allocation and mitigation should be provided, and why?) creates value from three different perspectives: the normative perspective of market regulator; the existential perspective of the financial institution; the phenomenological perspective of the individual consumer or policy holder.
