This book describes how new high-alloy stainless TRIP/TWIP steels (TRIP: TRansformation-Induced Plasticity, TWIP: TWinning-induced Plasticity) are combined with zirconium dioxide ceramics in powder metallurgical routes and via melt infiltration to form novel TRIP-matrix composites. By paying close attention to the relational harms suffered by victims, this book develops a concept of relational justice for survivors, offenders and community. Relational justice looks beyond traditional rules of legal responsibility to include the social and emotional dimensions of human experience, opening the way for a more compassionate, effective and just response to crime. The book’s chapters follow a journey from victim experiences of violence to community healing from violence. Early chapters examine the relational harms inflicted by the worst wrongs, the moral responsibility of wrongdoers and common mistakes made in judging wrongdoing. Particular attention is paid here to sexual violence. The book then moves to questions of just punishment: proper sentencing by judges, mandatory sentences approved by the public, and the realities of contemporary incarceration, focusing particularly on solitary confinement and sexual violence. In its remaining chapters, the book looks at changes brought by the victims' rights movement and victim needs that current law does not, and perhaps cannot meet. It then addresses possibilities for offender change and challenges for majority America in addressing race discrimination in criminal justice. The book concludes with a look at how individuals might live out the ideals of a greater—relational—justice.

    Description: This open access book is about exploring interesting borderline cases of art. It discusses the cases of gustatory and olfactory artworks (focusing on food), proprioceptive artworks (dance, martial arts, and rock climbing qua proprioceptive experiences), intellectual artworks (philosophical and scientific theories), as well as the vague limits between painting and photography. The book focuses on the author’s research about what counts as art and what does not, as well as on the nature of these limits. Overall, the author defends a very inclusive view, 'extending' the limits of art, and he argues for its virtues. Some of the limits discussed concern our senses (our different perceptual modalities), some concern vagueness and fuzzy boundaries between different types of works of art, some concern the amount of human intention and intervention in the process of creation of an artwork, and some concern the border between art and science. In these various ways, by understanding better such borderline cases, Benovsky suggests that we get a better grip on an understanding of the nature of art.

Legal texts constitute an unparalleled – and often untapped – source of information for those studying the literature, languages and history of medieval and Viking Age Scandinavia. The Lexicon is a welcome contribution to the study of medieval Scandinavia on two counts: firstly, it makes accessible a wealth of vernacular historical documents for an English-speaking audience. Secondly, it presents legal terminologies that span the languages and geographies of medieval Scandinavia, drawing on twenty-five legal texts composed in Old Swedish, Old Icelandic, Old Norwegian, Old Danish, Old Gutnish and Old Faroese. By collating and juxtaposing legal terms, the Lexicon thus offers its readers a fascinating, comprehensive window into the legal milieu of medieval Scandinavia as a unified whole. It is in this respect that A Lexicon of Medieval Nordic Law differs from the other major lexica that came before it: where relevant, it gathers closely related terms from multiple Nordic languages beneath single headwords within single entries. This approach illuminates the differences (and similarities) in usage of specific lexical items and legal concepts across geographic areas and through time. This dictionary contains over 6000 Nordic headwords, and is laid out as a standard reference work. It is easily navigable, with a clear structure to each entry, providing English equivalents; textual references; phrases in which headwords frequently appear; cross-references to aid readers in locating synonyms or cognate terms within the lexicon; and references to published works. Roughly one quarter of the headwords supply semantic analysis and detailed information on the textual and historical contexts within which a term might appear, which help the reader to engage with the broader legal concepts underlying specific terms. The Lexicon is thus designed to provide its readers not only with succinct single definitions of Norse legal terms, but with a sense of the wider Scandinavian legal landscape and worldview within which these concepts were developed."

Translated into English for the first time, the Atlas presents a pictorial summation of this unique project. It chronicles the event with over 280 before and after color images from a range of perspectives.     Description: This open access edited volume offers an analysis of the entangled histories of education and development in twentieth-century Africa. It deals with the plurality of actors that competed and collaborated to formulate educational and developmental paradigms and projects: debating their utility and purpose, pondering their necessity and risk, and evaluating their intended and unintended consequences in colonial and postcolonial moments. Since the late nineteenth century, the “educability” of the native was the subject of several debates and experiments: numerous voices, arguments, and agendas emerged, involving multiple institutions and experts, governmental and non-governmental, religious and laic, operating from the corridors of international organizations to the towns and rural villages of Africa. This plurality of expressions of political, social, cultural, and economic imagination of education and development is at the core of this collective work.

    Energy efficiency - political targets and reality : case study on EE in the residential sector in the German Climate Change Programme (2005)

    Description: The German climate change programme (2000) identified the residential sector as one of the main sectors in which to achieve additional GHG reductions. Our case study compiles results of existing evaluations of the key policies and measures that were planned and introduced and carries out some own estimates of achievements. We show, which emission reductions and which instruments where planned and what was delivered until 2004. Legal instruments such as the revised building code were introduced later than planned and their effects will - at least partly - fall behind expectations. Other legal instruments such as minimum energy performance standards for domestic appliances etc. were - in spite of the programme - not implemented yet. On the other hand, substantial financial incentives were introduced. Especially schemes granting low-interest loans for building renovation were introduced. However tax subsidies for low-energy buildings were phased out. In general we can conclude from our case study that Germany was not able to compensate for the slower or restricted implementation of legal instruments through the introduction of financial incentives. Particularly the efficient use of electricity has been left aside as almost no further policy action was taken since 2001. Thus energy efficiency in the residential sector will not deliver the GHG reductions planned for in the German climate change programme until 2005. From our findings we draw conclusions and recommendations towards policy makers: Which lessons are to be learnt and what has to be done in order to fully harness EE potentials in residential sector as planned for 2010?

    The impact of EU emissions trading and the linking directive on the potential for joint implementation (JI) projects in six EU accession countries (2005)

    Description: There is an extensive potential for GHG emission reductions in the new EU member states and the EU accession countries by improving energy efficiency, investing in renewable energy supply and other measures, part of which could be tapped by JI. However, the EU Emissions Trading System (EU ETS) and especially the recently adopted "Linking Directive" is probably going to have a significant impact on this JI potential. Especially two provisions are important: The baseline of a project has to be based on the acquis communautaire, the environmental regulations of which are substantially higher than the Accession Countries' existing ones. Projects, which directly or indirectly reduce emissions from installations falling within the scope of the EU ETS, can only generate certificates if an equal number of EU allowances are cancelled. JI is thus put into direct competition with the EU ETS. In this paper we analyse the impact of these provisions first in theory and then country by country for six Central and East European countries that recently acceded the EU or are candidates for accession. As a result, we give an overview of the potential and the limitations of JI as an instrument for achieving emission reductions in the selected Accession Countries and provide important overview information to policy makers.

    Description: As many other countries, Germany misses to exploit most of its large potential for cost-effective energy efficiency improvements. An organisation collecting funds and allocating them to the most (cost-)effective programmes could be a solution. Therefore, political parties and trade unions as well as environmental NGOs have called for the creation of such an Energy Efficiency Fund. A recent study by the Wuppertal Institute together with a number of partners, commissioned by the Hans Böckler Foundation, analysed the feasibility of such an institution. It has been the objective of the project, completed in March 2005, to identify the added value of an Energy Efficiency Fund, develop concrete proposals for the institutional setting and the financing of an Energy Efficiency Fund in Germany, prepare and assess the benefits and costs of a portfolio of innovative but realistic energy efficiency programmes and campaigns, which the Energy Efficiency Fund would implement, identify the effects of the fundraising and the programmes on different industries, particularly on the suppliers of energy-efficient technologies and services, and on their growth and employment perspectives, estimate the net employment effects of such an Energy Efficiency Fund and its activities. This paper presents the results and assesses the usefulness of the project and the participatory elements for increasing the acceptance of such a policy instrument.

    Description: Under the framework of the UN framework convention on climate change (UNFCCC) and its Kyoto Protocol the targets and strategies for the second and third commitment period ("post-2012") have to be discussed and set in the near future. Regarding the substantial emission reductions that have to be shouldered by the industrialized nations over the next two decades it is evident that all available potentials to mitigate greenhouse gas (GHG) emissions have to be harnessed and that energy efficiency has to play a key role. To substantiate this we developed a comprehensive scenario analysis of the EU 25s energy system and other greenhouse gas emissions until 2020. Our analysis shows which key potentials to mitigate greenhouse gas emissions are available, by which policies and measures they are attainable and which will be benefits of greenhouse gas mitigation measures. By this analysis we show the mayor role of energy efficiency in all sectors and all member states. We demonstrate that a reduction of EU 25 greenhouse gas emissions by more than 30 % by 2020 is feasible, reasonable and - to a large extent - cost effective. We also develop a comprehensive policy package necessary to achieve ambitious Post-Kyoto targets. The scenario analysis results in a clear identification of the needed strategies, policies and measures and especially the relevance of energy efficiency to achieve the necessary ambitious greenhouse gas reduction targets. It also clearly shows the costs and the benefits of such a policy compared to a business as usual case.
