By paying close attention to the relational harms suffered by victims, this book develops a concept of relational justice for survivors, offenders and community. Relational justice looks beyond traditional rules of legal responsibility to include the social and emotional dimensions of human experience, opening the way for a more compassionate, effective and just response to crime. The book’s chapters follow a journey from victim experiences of violence to community healing from violence. Early chapters examine the relational harms inflicted by the worst wrongs, the moral responsibility of wrongdoers and common mistakes made in judging wrongdoing. Particular attention is paid here to sexual violence. The book then moves to questions of just punishment: proper sentencing by judges, mandatory sentences approved by the public, and the realities of contemporary incarceration, focusing particularly on solitary confinement and sexual violence. In its remaining chapters, the book looks at changes brought by the victims' rights movement and victim needs that current law does not, and perhaps cannot meet. It then addresses possibilities for offender change and challenges for majority America in addressing race discrimination in criminal justice. The book concludes with a look at how individuals might live out the ideals of a greater—relational—justice.

It discusses the cases of gustatory and olfactory artworks (focusing on food), proprioceptive artworks (dance, martial arts, and rock climbing qua proprioceptive experiences), intellectual artworks (philosophical and scientific theories), as well as the vague limits between painting and photography. The book focuses on the author’s research about what counts as art and what does not, as well as on the nature of these limits. Overall, the author defends a very inclusive view, 'extending' the limits of art, and he argues for its virtues. Some of the limits discussed concern our senses (our different perceptual modalities), some concern vagueness and fuzzy boundaries between different types of works of art, some concern the amount of human intention and intervention in the process of creation of an artwork, and some concern the border between art and science. In these various ways, by understanding better such borderline cases, Benovsky suggests that we get a better grip on an understanding of the nature of art.

Based on the accumulated data and images collected by the Project Team of Remote Sensing Monitoring and Assessment of the Wenchuan Earthquake, Atlas of Remote Sensing of the Wenchuan Earthquake documents the events as they happened in real time. The book covers the disaster from six aspects: geological, barrier lakes, collapsed buildings, damaged roads, destroyed farmland and forests, and demolished infrastructure. It also demonstrates that the Dujiangyan Irrigation Project, which has been standing for 2000 years, remains fully functioning, and keeps the Chengdu Plain operating optimally even after the earthquake. Translated into English for the first time, the Atlas presents a pictorial summation of this unique project. It chronicles the event with over 280 before and after color images from a range of perspectives. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.

    Description: With attention to the transnational dance world of salsa, this book explores the circulation of people, imaginaries, dance movements, conventions and affects from a transnational perspective. Through interviews and ethnographic, multi-sited research in Havana and several European cities, the author draws on the notion of ‘entangled mobilities’ to show how the intimate gendered and ethnicized moves on the dance floor relate to the cross-border mobility of salsa dance professionals and their students. A combination of research on migration and mobility with studies of music and dance, Entangled Mobilities in the Transnational Salsa Circuit contributes to the fields of transnationalism, mobility and dance studies, thus providing a deeper theoretical and empirical understanding of gendered and racialized transnational phenomena.     Energy efficiency - political targets and reality : case study on EE in the residential sector in the German Climate Change Programme (2005)

    Description: The German climate change programme (2000) identified the residential sector as one of the main sectors in which to achieve additional GHG reductions. Our case study compiles results of existing evaluations of the key policies and measures that were planned and introduced and carries out some own estimates of achievements. We show, which emission reductions and which instruments where planned and what was delivered until 2004. Legal instruments such as the revised building code were introduced later than planned and their effects will - at least partly - fall behind expectations. Other legal instruments such as minimum energy performance standards for domestic appliances etc. were - in spite of the programme - not implemented yet. On the other hand, substantial financial incentives were introduced. Especially schemes granting low-interest loans for building renovation were introduced. However tax subsidies for low-energy buildings were phased out. In general we can conclude from our case study that Germany was not able to compensate for the slower or restricted implementation of legal instruments through the introduction of financial incentives. Particularly the efficient use of electricity has been left aside as almost no further policy action was taken since 2001. Thus energy efficiency in the residential sector will not deliver the GHG reductions planned for in the German climate change programme until 2005. From our findings we draw conclusions and recommendations towards policy makers: Which lessons are to be learnt and what has to be done in order to fully harness EE potentials in residential sector as planned for 2010?

    Description: There is an extensive potential for GHG emission reductions in the new EU member states and the EU accession countries by improving energy efficiency, investing in renewable energy supply and other measures, part of which could be tapped by JI. However, the EU Emissions Trading System (EU ETS) and especially the recently adopted "Linking Directive" is probably going to have a significant impact on this JI potential. Especially two provisions are important: The baseline of a project has to be based on the acquis communautaire, the environmental regulations of which are substantially higher than the Accession Countries' existing ones. Projects, which directly or indirectly reduce emissions from installations falling within the scope of the EU ETS, can only generate certificates if an equal number of EU allowances are cancelled. JI is thus put into direct competition with the EU ETS. In this paper we analyse the impact of these provisions first in theory and then country by country for six Central and East European countries that recently acceded the EU or are candidates for accession. As a result, we give an overview of the potential and the limitations of JI as an instrument for achieving emission reductions in the selected Accession Countries and provide important overview information to policy makers.

    Description: As many other countries, Germany misses to exploit most of its large potential for cost-effective energy efficiency improvements. An organisation collecting funds and allocating them to the most (cost-)effective programmes could be a solution. Therefore, political parties and trade unions as well as environmental NGOs have called for the creation of such an Energy Efficiency Fund. A recent study by the Wuppertal Institute together with a number of partners, commissioned by the Hans Böckler Foundation, analysed the feasibility of such an institution. It has been the objective of the project, completed in March 2005, to identify the added value of an Energy Efficiency Fund, develop concrete proposals for the institutional setting and the financing of an Energy Efficiency Fund in Germany, prepare and assess the benefits and costs of a portfolio of innovative but realistic energy efficiency programmes and campaigns, which the Energy Efficiency Fund would implement, identify the effects of the fundraising and the programmes on different industries, particularly on the suppliers of energy-efficient technologies and services, and on their growth and employment perspectives, estimate the net employment effects of such an Energy Efficiency Fund and its activities. This paper presents the results and assesses the usefulness of the project and the participatory elements for increasing the acceptance of such a policy instrument.

    Description: Under the framework of the UN framework convention on climate change (UNFCCC) and its Kyoto Protocol the targets and strategies for the second and third commitment period ("post-2012") have to be discussed and set in the near future. Regarding the substantial emission reductions that have to be shouldered by the industrialized nations over the next two decades it is evident that all available potentials to mitigate greenhouse gas (GHG) emissions have to be harnessed and that energy efficiency has to play a key role. To substantiate this we developed a comprehensive scenario analysis of the EU 25s energy system and other greenhouse gas emissions until 2020. Our analysis shows which key potentials to mitigate greenhouse gas emissions are available, by which policies and measures they are attainable and which will be benefits of greenhouse gas mitigation measures. By this analysis we show the mayor role of energy efficiency in all sectors and all member states. We demonstrate that a reduction of EU 25 greenhouse gas emissions by more than 30 % by 2020 is feasible, reasonable and - to a large extent - cost effective. We also develop a comprehensive policy package necessary to achieve ambitious Post-Kyoto targets. The scenario analysis results in a clear identification of the needed strategies, policies and measures and especially the relevance of energy efficiency to achieve the necessary ambitious greenhouse gas reduction targets. It also clearly shows the costs and the benefits of such a policy compared to a business as usual case.

Reliable and affordable supply of electricity is essential for the competitiveness of global industrial product markets and a necessary ingredient in the daily workings of modern societies. At the same time, environmental impacts of energy usage are one of the most difficult global policy challenges. Reliable access to affordable electricity supply with acceptable environmental impacts is only achieved with comprehensive and carefully balanced policy actions to establish the necessary incentive-based framework. To that end, liberalisation of electricity markets is a development path and policy option that has been implemented or considered in all IEA member countries. Through competition in liberalised markets incentives are created to drive for more efficient operation of electricity systems and more efficient investment decisions in terms of timing, sizing, siting and choice of technology. Even if liberalised markets leave critical policy challenges un-resolved, the transparency created by competition tends to improve the framework for targeted policy actions to address issues such as environmental quality and reliability. After up to ten years’ experience with liberalised electricity markets and even longer in some cases important lessons can now be drawn from some pioneering countries and regions. Theoretical principles for successful liberalisation can now be augmented with more qualified policy prescriptions based on real-world experience. Even if some pioneering markets have operated with considerable success for a number of years, liberalisation has shown it self not to be a single event, but rather a long process that requires on-going government commitment. No markets are perfect, and they will continue to evolve and develop to match the needs of electricity systems - systems that are at the same time undergoing considerable change. This book addresses the main principles of successful liberalisation with actual experiences and outcomes, hopefully providing decision makers within government and industry with policy prescriptions on the key issues. One point of departure is to ask whether liberalisation of electricity markets is feasible – that it, has it been possible to develop a functional market without jeopardizing reliability and other public policy priorities. Secondly, if liberalisation has worked in that it has been able to achieve this balance, has it delivered the expected outcome in terms of real economic benefit. An affirmative answer to these questions leads to the books’ focus on what issues are critical and what approaches best lead to successful electricity markets, allowing the book to point to best practices.

    Description / Table of Contents: Electricity market reform has fundamentally changed the environment for maintaining reliable and secure power supplies. Growing inter-regional trade has placed new demands on transmission systems, creating a more integrated and dynamic network environment with new real-time challenges for reliable and secure transmission system operation. These operational challenges are intensified as spare transmission capacity is absorbed. The major blackouts of 2003 raised fundamental questions about the appropriateness of the rules, regulations and system operating practices governing transmission system security. Despite the considerable efforts since 2003 to address the weaknesses exposed by the blackouts, it can still be argued that the development of these rules and operating practices have not kept pace with the fundamental changes resulting from electricity market reform. More can and should be done. Management of system security needs to keep improving to maintain reliable electricity services in this more dynamic operating environment. The challenges raise fundamental issues for policymakers. This publication presents case studies drawn from recent large-scale blackouts in Europe, North America, and Australia. It concludes that a comprehensive, integrated policy response is required to avoid preventable large-scale blackouts in the future. The legal and regulatory arrangements governing transmission system security can be enhanced. In particular, scope exists to clarify responsibilities and accountabilities and to improve enforcement. System operating practices need to give greater emphasis to system-wide preparation to support flexible, integrated real-time system management. Real-time coordination, communication and information exchange, particularly within integrated transmission systems spanning multiple control areas, can and must be improved. Effective real-time system operation requires accurate and timely information and state-of-the-art technology to facilitate effective contingency planning, system management and coordinated emergency responses. New and existing technology could be more fully employed to enhance effective system operation. Appropriate training is also required to enhance emergency responses. More effective asset and vegetation management can also make a valuable contribution to strengthen transmission system security. An effective policy response should also consider how best to employ marketbased approaches to complement regulatory arrangements to strengthen transmission system security at least cost. Governments should provide the leadership and drive needed to establish effective, coordinated processes that address the key policy issues in an integrated and comprehensive manner. At the same time, all stakeholders need to work together to address these challenges if we are to avoid unduly exposing transmission systems to the risk of further substantial power failures.
