Description: Water markets are increasingly proposed as a demand-management strategy to deal with water scarcity. Water trading arrangements, on their own, are not about setting bio-physical limits to water-use. Nevertheless, water trading that mitigates scarcity constraints can assist regulators of water resources to keep water-use within limits at the lowest possible cost, and may reduce the cost of restoring water system health. While theoretically attractive, many practitioners have, at best, only a limited understanding of the practical usefulness of markets and how they might be most appropriately deployed. Using lessons learned from jurisdictions around the world where water markets have been implemented, this study attempts to fill the existing water market development gap and provide an initial framework (the water market readiness assessment (WMRA)) to describe the policy and administrative conditions/reforms necessary to enable governments/jurisdictions to develop water trading arrangements that are efficient, equitable and within sustainable limits. Our proposed framework consists of three key steps: 1) an assessment of hydrological and institutional needs; 2) a market evaluation, including assessment of development and implementation issues; and 3) the monitoring, continuous/review and assessment of future needs; with a variety of questions needing assessment at each stage. We apply the framework to three examples: regions in Australia, the United States and Spain. These applications indicate that WMRA can provide key information for water planners to consider on the usefulness of water trading processes to better manage water scarcity; but further practical applications and tests of the framework are required to fully evaluate its effectiveness.

Description: Grasping the European Union’s (EU) increasingly important role in labour policymaking across member states is not an easy task. It is not enough to untangle the complex set of EU institutions, laws, and policies in the field. It is equally important to consider the impact of the European integration process on the balance of power between capital and labour interests. This chapter thus first presents the relevant actors and the way in which they intervene in EU labour policymaking. Then we outline how the EU influenced labour policymaking from the start of the European integration process. This includes an analysis of its internal market programme and monetary union, which exposed workers and businesses to increased horizontal market integration pressures. We also discuss the much more vertical country-specific policy prescriptions that the EU began issuing annually after the 2008 financial crisis. Finally, we outline the recent COVID-19 pandemic and consequent developments.

Description: Although escalating planetary turbulence threatens to destabilize political and economic systems, it also has the potential to inspire new ways to halt destructive practices and more toward more sustainable and just ways of governing world politics. This chapter presents a thematic summary of possible pathways for such a transformation. It begins by briefly exploring barriers to effective governance through turbulence, such as the tendency for path dependency to keep ineffective institutions intact, before turning to consider ways to improve global governance during times of extreme turbulence. Effective governance, the chapter suggests, features decisionmakers who accept uncertainty, think holistically, and facilitate participatory policymaking; it further necessitates justice-oriented and flexible institutions enabling creative experimentation and minimizing unintended consequences. The chapter emphasizes, too, the value of reflexive practice to help reveal failures and uncover alternatives, as well as the importance of transnational civil society mobilization for facilitating a transition to effective governance and a broader systemic transformation of the world order.

Description: This chapter will provide an overview of the applications of machine learning in the legal domain, both theoretical possibilities and applications already in use. As an understanding of IT concepts is crucial for a comprehensive discussion of their applications, the chapter opens with an informal introduction to machine learning. In the following sections, the most relevant applications (primarily COMPAS system) and the discourses surrounding them are presented. The predictive justice trend is then considered and some applications of machine learning in legal practice are briefly pointed out. To recognise the tensions created by the prospect of the proliferation of machine learning in the application of law, especially in the judiciary, an understanding of the problems of transparency is significant. Thus, the last part of the text is devoted to the eXplainable Artificial Intelligence trend and an overview of the considerations of transparency and intelligibility of machine learning applied in law.

Description: This chapter explores social networks and resilience in an organizational context, focusing on work teams and their strategies for preparing, managing and learning from adversities. To date, only few studies have considered social networks in relation to the resilience of individuals and teams in organizations. This chapter shows how a social network perspective contributes to our understanding of team resilience. Specifically, it proposes that for research on team resilience, social networks can be relevant in three ways: they provide resources, they offer a way of analyzing responses to adversity, and they are important outcomes. Organizational design and interventions play a key role for resilience by influencing team members' networks, as well as the resources and strategies available to them. Future studies should take a holistic approach to explore team processes in response to adversities over time, taking into account the multilevel context in which teams are embedded.

Description: In becoming socially active in their daily lives, citizens may be impacted by their daily work settings. How their work explains the social participation of citizens, however, needs to be better understood. Workplace democracy and active work settings - elements of workplace innovation - are relevant to stimulate citizens to become more active and is therefore relevant for social innovation. Digital technologies have profound impacts on work settings, as well in positive as in negative sense. The digital transformation needs to be better understood to see how it can help this active citizen. This chapter develops core ideas for a social innovation research agenda, starting from the future workplaces.

Asia has shown the world what success in economic development looks like. From the amazing transformations of Japan, the Republic of Korea, and the other ‘tigers’ in the early 70s, to the more recent takeoffs of the People’s Republic of China (PRC), India, and the leading economies in Southeast Asia, the region has prospered at a startling pace. Technologies were adopted, productivity raised, and export markets conquered. Billions were lifted out of poverty. What was once a backwater is now a global engine of growth.

Description: While turbulence is a longstanding feature of world politics, contemporary turbulence stemming from climate change and accompanying environmental catastrophes, and interacting with developments in other areas of international politics, has more dire planetary consequences than ever before. Yet, the subfield of global environmental politics has not systematically examined turbulence and its consequences. This chapter lays a beginning foundation for understanding turbulence and global environmental politics. It begins by defining turbulence, including by distinguishing it from crisis and identifying its key elements. Next, the chapter explores sources of turbulence, beginning with its roots in the political and economic world order, before reviewing more “downstream” sources of turbulence, such as actor behavior and the events, trends, and policies that an actor faces from its broader setting. The chapter concludes with a discussion of who experiences turbulence and how the negative consequences of turbulence disproportionately burden marginalized groups.

Description: The sharing economy is a fast-evolving field, but there are gaps in understanding how and why it emerges, evolves and becomes institutionalized. City governments play an important role in shaping the institutional environment of sharing economy organizations (SEOs). However, little is known about the institutional work of SEOs and city governments, and how it can help to leverage the sustainability potential of the sharing economy. This chapter aims to address these gaps by combining conceptual insights from neo-institutional theory with empirical data from five cities: Berlin, London, Malmö, San Francisco and Seoul. The mechanisms of institutional work of SEOs are analyzed using a framework developed by Lawrence and Suddaby and adapted by Zvolska and colleagues, which we modify to reflect the mechanisms of institutional work of city governments. Empirical data sources include case studies of SEOs, field observations and 80 in-depth interviews. Empirical examples illustrate the institutional work of SEOs and city governments. This chapter contributes to neo-institutional theory by testing the framework for institutional work against empirical data from SEOs, third-party actors and five city governments. It contributes to research on the sharing economy by adapting the framework for institutional work to the new agent, city government.

Description: Public encounters can be viewed as the communicative 'in-between' in which citizens and street-level bureaucrats define the situation in an orientation towards each other (Bartels 2013). Even although at first glance the interaction may seem highly unequal in terms of status and the ability of street-level bureaucrats to determine access to public services, citizens can strategically influence the impression that they create and redefine the situation. In this chapter we empirically examine how citizens conduct impression management during public encounters based on ethnographic observations and interviews in the Dutch social care domain. Theoretically, we draw on the work of Goffman (1990) and others to show how citizens rehearse their performance before the public encounter and engage in impression management during the encounter by setting the stage, mobilizing life narratives and using material props. The analysis reveals frictions between attempts by street-level bureaucrats to promote self-reliance and attempts by citizens to create the impression of need that justifies access to public services in times of austerity. Based on our findings, we reflect on the subtle power dynamics in public encounters and specify how micro-sociological studies of everyday interactions can potentially enrich macro institutional analysis of changing welfare states.

Description: Feminist Frontiers in Climate Justice provides a compelling demonstration of the deeply gendered and unequal effects of the climate emergency, alongside the urgent need for a feminist perspective to expose and address these structural political, social and economic inequalities. Taking a nuanced, multidisciplinary approach, this book explores new ways of thinking about how climate change interacts with gender inequalities and feminist concerns with rights and law, and how the human world is bound up with the non-human, natural world. With contributions from leading scholars in law, feminism, human rights and politics, this book considers how equality is conceptualised, experienced and used in policies, law and practice that are integral to climate justice. Chapters reveal how international and national policy and legal frameworks fall short on gender equality and climate justice. Overall, the book demonstrates that the climate crisis demands an ambitious and transformative approach to equality, including developing feminist ideas of care and social reproduction, to reconstruct law and policy towards a more just world for all. This ground-breaking book will be essential reading for scholars across many areas of law including environmental law, human rights, public international law, law and gender, and law and development. Its discussion of the international framework alongside in-depth case studies and assessments of women’s mobilization strategies will also be highly relevant to social scientists, officials in international organizations, policymakers, lawyers and activists.

Description: This chapters addresses digital inequalities in young people’s daily lives and well-being. The chapter examines how adolescents’ digital engagement differs across family socioeconomic status (SES) and gender, and how it relates to their mental health outcomes. Analyses use longitudinal data from the Growing Up in Ireland study from age 9 to 18, combined with cross-national data from the Health Behaviour in School-Aged survey on adolescents aged 11-15 across 35 industrialised countries. Longitudinal analyses reveal that low-SES adolescents and girls experience higher mental health problems as they increase their time using digital devices, compared to high-SES adolescents and boys. Cross-national analyses indicate that, while boys spend more time in digital activities, girls are at higher risks of experiencing mental health problems from engaging with digital activities. However, the magnitude of these gendered patterns differs markedly across national contexts. Cross-country comparisons on SES yield mixed results: in some countries low-SES adolescents are mentally more harmed by their digital engagement (i.e., Switzerland, Austria, Norway), but in other countries high-SES adolescents are those at higher mental health risks from using digital devices (i.e., Portugal, Czech Republic, Bulgaria). The chapter findings are discussed within the existing literature on digital inequalities and young people’s well-being.

Description: Following the principles of post-humanism (“post” to the humanist universalism of “Man”) and post-anthropocentrism (“post” to the exceptionalism of the human species), and by conflating them into the concept of ethico-onto-epistemology, we explore how posthumanist feminism may inform research in management and organisation studies (MOS). We propose conceiving posthuman feminism as a politics of knowledge that requires a significant departure from human-centred research methods to account for interconnections that always populate research practices and processes of knowing, being, and doing. Grounding our chapter in posthumanism and in post-qualitative feminist research, we explore the concepts of matter/mattering, decentring the subject, becoming within a research agencement, and affecting/being affected. We show how they make one another while inspiring four methodologies: diffraction, cartography, research agencement, and affective ethnography. We conclude by pointing out how posthuman feminism can contribute to change the apparatus of knowledge production in MOS through response-able research practices.

Description: Post-industrialisation brought new social risks connected to changing labour markets and the individualisation of families. These and emerging demographic challenges paralleled by changing gender roles require new strategies of welfare states to handle. Sweden has long pursued a social investment strategy and aligned its family policies to promote commodification, de-familialisation, de-gendering of employment and care, and social and gender equality. The resulting high female labour force participation rates, high share of fathers’ care engagement, and comparatively high fertility indicate that Sweden has met the new challenges quite successfully. This chapter delineates the challenges faced by Europe’s welfare states and the core features of the Swedish family policies as a way to tackle new social risks.

Description: This book is an exploration of arguments about the economic and social effects of the regulation of labour, and whether it is likely to be helpful or harmful to development. Authored by contributors from a variety of fields, primarily legal as well as development studies, economics and regulatory studies, the book presents both empirical and theoretical analyses of the issues. With authors from several continents, this collection is unique in that it focuses on labour regulation in poor and middle-income countries rather than industrialised ones, therefore making it a significant contribution to the field. In large part, the authors conclude that regulation of labour can play a positive role in promoting social and economic development, especially over time. Effective regulation has the potential to promote democratic engagement at work and beyond. However, its impact is dependent on how much its design grapples with the particular arrangements of work occurring within different industries, reflecting the nature of development and social relations within that country. Contributors emphasise that regulation needs to be adapted to the challenges presented by non-standard employment relations, changes in the structure of work and the rise of global value chains. This collection’s exploration of labour regulation in developing countries will be of interest to labour law scholars and teachers, and to policy-makers in the field of labour regulation – especially in the global South – as well as to technical advisers and those engaged in the practice of industrial relations.

Description: This chapter explores, analysing the case of Spain, the often-held assumption that a strong agricultural cooperative sector in a country correlates with robust food security. The Mediterranean country has a strong agricultural cooperative sector, being one of the top co-operators in farming in Europe. Spain is consistently ranked as the second country in terms of the number of agricultural cooperatives and the third in terms of members and employees. Data on both the agricultural cooperative sector and on food insecurity levels in Spain are presented and discussed. The findings indicate a tension between cooperative principles and the market pressures these farmers’ organisations face to survive in a globalised food system, in a context of rural depopulation and raising production and distribution costs. These tensions raise complex questions on the ability of agricultural cooperatives to contribute to food security and sustainability, such as: food security, a global or national endeavour? Security for consumers or for producers? These tensions are explored, alongside a reflection on the different types of agricultural cooperative models and the socio-economic and environmental impacts of their structure, growth models and activities. Particular attention is paid to multi-stakeholder cooperatives, communal land use cooperatives and micro-cooperatives in the context of food security and sustainability. The chapter ends with some conclusions and policy recommendations.

Description: By promoting shared feelings of belonging and positive intergroup relations, schools can strengthen the social resilience of ethnically diverse societies. This chapter discusses how social networks can both enable and constrain schools in serving this function. Research has shown that residential segregation and segregated parental networks contribute to ethnic segregation across schools, which tends to widen educational inequality and erects barriers for inter-group contact. Even in ethnically mixed schools, however, studies have repeatedly found evidence for ethnic segregation and ethnic homophily in the social networks of students. This has been argued to potentially undermine social resilience by hindering the reduction of inter-ethnic prejudice, triggering feelings of threat or superiority, or increasing the likelihood of victimization by out-group members. The chapter critically evaluates these claims, points out promising interventions, and identifies open questions for future research.

Description: The barnacle goose (Branta leucopsis) is strictly protected under the Finnish national and EU legislation. The protection has succeeded: the size of the Russia/Germany and Netherlands population has increased from 20 000 individuals to 1.4 million individuals in 40 years (1980-2020). Some 500 000-800 000 individuals of this population nowadays stopover in Finland during their spring and autumn migrations between their breeding grounds in the Russian Arctic and wintering grounds along the North Sea coast. To the frustration of the farmers, resting and feeding in the agricultural areas cause major damage, resulting in a human-wildlife conflict - the alleviation of which calls for a wide range of approaches. The reimbursement for farmers has dramatically increased in ten years, with €3 million paid by the Finnish government in 2020. In collaboration with local farmers and regional and national environmental administration, we co-designed and experimentally tested accommodation fields for geese using a rights-based framework. On these fields, geese are allowed to forage and rest without disturbance, while geese are repelled from neighbouring fields, dedicated to regular farming. In this chapter, we explain our transdisciplinary findings about the institutional and natural conditions of these accommodation fields.

Description: Although the European Union (EU) is often seen as a progressive gender equality actor, its neoliberalised economic policies are hostile to gender equality. The EU’s gender equality policy has always been tied to the EU’s economic priorities, and in the aftermath of the financial and economic crisis of 2007–2008 some EU institutions have explicitly promoted arguments about the benefits of gender equality for economic growth and competitiveness. This chapter maps the actors, processes and knowledge that have contributed to the neoliberal economisation of EU’s gender equality policy and asks how the proliferation of arguments and knowledge about macroeconomic benefits has affected these policies. The chapter argues that economisation limits the possibilities of feminist governance actors and feminist knowledge to challenge the EU’s gendered economic policies and the economic priorities, ideas and values that shape its gender equality policy.

Management scholars attribute gender equality's intractability to decoupling: Organizations adopt structures, policies and programs that fail to deliver their intended outcomes. We present a conceptual framework that draws on recent developments in institutional logics, acknowledging that stakeholders are diverse and care about different things at different times. Our framework portrays organizational activities as operating across three distinct metaphorical spaces (physical, mental, and social). Physical space describes the organization's formal structures, policies and programs. Mental space is the organizational members' shared meaning about the organization's identity (including what management researchers have called diversity climate). Social space is the external stakeholders' shared perception of the organization's identity (including what management researchers have called diversity reputation). Management literature has historically emphasized activities originating in the physical space. We use case examples to illustrate how organizations might avoid decoupling by simultaneously attending to all three spaces. The framework identifies opportunities for organizations to harness cross-space dynamics, embrace divergent institutional logics, and enable progress toward gender equality.

Description: Through fieldwork investigations and a review of judicial cases, this chapter completes the first empirical research of unilateral extraterritorial sanctions in Mainland China, Hong Kong and Macao. It shows how they are different from the US and EU with regard to sources, remedies and procedures. In China, remedies take many forms in practice, not limited to judicial remedies. Local banks and individuals favour administrative, not judicial, remedies. In judicial litigation, to unfreeze money under unilateral sanctions or to settle disputes of international payment, it is not necessary to file a legal review and annul sanctions decision as in the EU. In China, with unilateral sanctions not recognized in court, it could be simplified as a request to honour the payment. Chinese offshore banking practices in Hong Kong and Macao, the legal orders are the opposite: they officially recognize and enforce unilateral US and EU sanctions.

Description: In the current policy environment in Finland, labour migration is portrayed as a solution for the sustenance of the ageing welfare state. However, foreign professional qualifications are generally less valued than those of native-born citizens, particularly for racialized migrants coming from outside the 'west'. Such devaluation of human capital is prevalent in nursing, where the menial basic care has turned into a 'migrant's job', whereas clinical work is left for those considered as 'natives'. In this chapter, we examine how the Filipino registered nurses' professional skills are systematically devalued, as they are recruited to Finnish eldercare as enablers of the future welfare state. We demonstrate how Filipino nurses are produced as highly skilled export commodities in the Philippines, only to be deskilled upon entry to the Finnish labour markets as embedded in the EU. In conclusion, we outline policy measures that would make the transnational recruitment processes more ethical.

Description: Mitigating climate change will require large-scale changes to energy systems. Two examples are increased use of renewable energy resources and electrification of the transport sector. These changes increase demand for metals. This chapter looks into which metals are used in renewable energy technologies and why, how much is required to transition the global energy system and which countries hold these metal reserves. Reserves of many metals used in renewable energy technologies are more geographically concentrated than fossil fuels. The resource and export revenues from metals are, for most countries, not as high as current revenues for fossil fuel exporters when compared to the size of their respective economies. More research is required to assess the local impact from increased mining which could be substantial for local economies, societies and the environment.

Description: Massive displacements, forced labor migration, and large-scale resettlements ordered by colonial states, but also internal and transnational migration, have stimulated specific forms of homemaking in urban and rural regions throughout sub-Saharan Africa. The chapter first briefly scrutinizes earlier forms of housebuilding and migration in colonial African contexts that let to various forms of self-help housing and the appropriation of colonial urban planning and state housing. Extending on these insights, conspicuous house constructions by regional elites and, increasingly, by the so-called emergent African middle classes, are discussed. A third section describes transnational migrants and their homemaking practices. Finally, it is argued that these three phenomena - self-help housing, elite/middle-class housing, and transnational home constructions - are not separate phenomena but have to be understood within the complex webs of kin relations in which they are embedded.

Description: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe’s sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015–17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality – in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed. This book is vital reading for anyone concerned with labour policy, industrial relations and social welfare but, above all, with how advances in these areas can contribute to the global fight against growing inequalities.

Description: Qualitative Comparative Analysis (QCA) is a configurational comparative method that is still hotly debated among scholars. Nonetheless, the method has made major inroads into the field of International Relations. The present chapter has three main goals. First, it argues that QCA can add significantly to our accumulation of knowledge about cause-effect relations. Second, using an existing study on contributions to military missions of the European Union, it demonstrates the functionality and workings of QCA in order to give applied researchers concrete technical guidance on how to employ the method correctly. Third and last, the chapter briefly introduces Coincidence Analysis (CNA) and Combinational Regularity Analysis (CORA) – two more recent configurational methods that have solved many of the methodological and technical problems QCA still remains affected by.

Description: As the world strives to discontinue the use of coal, Southeast Asia stands out as one of the regions where both mining and consumption of coal are expanding. This is driven by the growing demand for electricity in the member states of the Association of Southeast Asian Nations (ASEAN) and is happening despite both international policy pressure to phase out coal from the global energy system and local resistance to coal mines and power plants. This chapter explores the connections and disconnections between the coal sector in the ASEAN countries and global climate policy. Faced with coal’s multifaceted threats to public health, economic prosperity and environmental sustainability, organised opposition to coal has been growing across Southeast Asia since 2010. Opposition is shaped by the availability of political space for activists to protest and constrained by geographical distance and legal restrictions. Resistance to coal in the ASEAN member states has focused mainly on local concerns, but there is a growing emphasis on climate change and sustainable resource management in regional environmental networks.

Description: In this chapter, I reflect on how the field of analytical sociology has developed since the late 1990s. I discuss briefly the birth of analytical sociology, what motivated its emergence, and what its most essential characteristics are. Thereafter, and in more detail, I consider a set of topics that I believe to be of crucial importance for the future of analytical sociology. In particular, I focus on the role of action-based explanations of macro-level change. I argue that analytical sociologists should be less wedded to intentional explanations, and instead focus their efforts on constructing empirically plausible and empirically verifiable models of action and interaction.

Description: Elgar Research Agendas outline the future of research in a given area. Leading scholars are given the space to explore their subject in provocative ways, and map out the potential directions of travel. They are relevant but also visionary. Evaluating achievements, challenges and future avenues for research, this book explores how new dimensions of knowledge and practice contest, reshape and advance traditional understandings of sustainable consumption governance. By questioning existing academic discourse and advocating collective solutions, up-and-coming and established scholars help readers to understand diverse governance processes through a wide variety of topics. These range from consumption impacts, the circular and sharing economy, sustainable business models, consumer behaviour and work time, to understanding the role of new actors such as prosumers and city governments. The research agenda supports transformative system changes to a more sustainable society. Policy makers at international, national and local levels will benefit from the practical advice offered and forward-thinking policy suggestions. It will also be a timely read for scholars of sustainability studies, sociology of consumption, political economy and political ecology, human geography, wellbeing, environment studies and human ecology looking to gain a more well-rounded understanding of the topic.

Description: This book examines the ways in which collective bargaining addresses a variety of workplace concerns in the context of today’s global economy. Globalization can contribute to growth and development, but as the recent financial crisis demonstrated, it also puts employment, earnings and labour standards at risk. This book examines the role that collective bargaining plays in ensuring that workers are able to obtain a fair share of the benefits arising from participation in the global economy and in providing a measure of security against the risk to employment and wages. It focuses on a commonly neglected side of the story and demonstrates the positive contribution that collective bargaining can make to both economic and social goals. The various contributions examine how this fundamental principle and right at work is realized in different countries and how its practice can be reinforced across borders. They highlight the numerous resulting challenges and the critically important role that governments play in rebalancing bargaining power in a global economy. The chapters are written in an accessible style and deal with practical subjects, including employment security, workplace change and productivity, and working time. The Role of Collective Bargaining in the Global Economy will prove essential for postgraduate students in industrial and labour relations, human resource management, economics and business studies, as well as industrial relations practitioners and researchers.

Description: The global education crisis is a complex problem that requires change from teachers, school managers, civil society, implementers, planners, governments and donors. Addressing the issues that lie beneath this crisis requires new ways of working. Systems thinking is a suite of approaches to grappling with complex problems that is beginning to gain traction in international education. This book brings together new research in the nascent field of systems thinking in international education. Outlining the implications that systems thinking can hold for future research, practice and progress towards Sustainable Development Goal 4, a diverse range of leading scholars, policymakers and practitioners present novel research to encourage the shift from a linear view of change to a systems view. Chapters present diverse approaches to applying systems thinking in education across middle- and low-income countries, alongside research on how this has changed mindsets more widely. Questioning notions such as scaling and the universal applicability of ‘what works’, authors here suggest that locally relevant evidence and systemic rewards for using it are necessary to achieve SDG 4. This innovative book exemplifies how systems thinking offers the tools, frameworks and concepts to improve outcomes in education systems. With the education crisis further exacerbated by the COVID-19 pandemic, this timely book is essential reading for all those concerned with education and sustainable development goals. This thought-provoking book should be read by all those working to achieve SDG4; those whose day jobs inspire them and who look to their bookshelves for new ideas.

Description: This chapter assesses the extent to which immigration poses a challenge to the welfare state. To do this, I synthesize previous scholarship from economics, political science, and sociology to evaluate the economic and political implications of immigration for welfare states. Contrary to the fiscal burden and welfare magnet hypotheses, the most recent cross-national and longitudinal studies indicate that, on average, immigration's net fiscal impact is positive—albeit small. However, research on the political impact of immigration does provide evidence that immigration creates challenges for welfare states in regards to welfare attitudes, support for left parties, and redistributive social policies.

Description: Following the 9/11 terrorist attacks, North American/European governments have emphasized the importance of money and financial datamining in combating terrorism and nuclear proliferation. The ‘digitalization’ of money flows is part of this campaign. Adopting new software packages for financial data management is supposed to help global banks and states counter money laundering and terrorism financing. This chapter shows how such technologies have embedded the practices of compliance officers in global banks not only in a new transnational set of rules but also in US domestic legal requirements. Deferred prosecution agreements signed by many European headquartered global banks and US judicial authorities in the 2010s remained remarkably similar. This chapter also surveys how banks reacted to the obligations to install US government-approved monitoring software developed overwhelmingly by US-based vendors. It examines the question of ‘extra-territoriality’ from the socio-technical viewpoint rather than by a purely textual legal analysis.

Description: This chapter explores the fuzzy boundaries of who is an irregular migrant in China, and how the latent threat of being cast as irregular influences the lives of migrants. The shorthand for irregular migration in China is "three illegals” (san fei), which comprises unlawful entry, residence, and work. Drawing upon data about different groups of migrants in China, including traders, students, marriage migrants, and returnees, the chapter discusses how foreigners in China are continuously at risk of having their status changed from “legal” to “illegal”. This transition can result from national or local changes in law enforcement or from idiosyncratic events, such as residents reporting migrants in the wake of, for example, conflicts between migrant tenants and landlords or international students and university administrators. Policies and enforcement practices to regulate international migration in the People's Republic of China today build on past and current methods to control internal migration.

In relation to this, the Council of Europe has identified gender equality as a condition for democracy and good governance. This chapter aims to identify the main contemporary discussions on the topic of female descriptive and substantive representation at the local level. The discussion goes beyond the traditional Western approach and draws from multiple sources from different regions throughout the world, thus shedding light on the international differences and similarities of the effect of local politics on gender representation. Leading scholars are given the space to explore their subject in provocative ways, and map out the potential directions of travel. They are relevant but also visionary. This timely Research Agenda highlights how slow violence, unlike other forms of conflict and direct, physical violence, is difficult to see and measure. It explores ways in which geographers study, analyze and draw attention to forms of harm and violence that have often not been at the forefront of public awareness, including slow violence affecting children, women, Indigenous peoples, and the environment. Demonstrating a range of research methods and theoretical perspectives, this Research Agenda looks at the topic of slow violence through qualitative fieldwork, document analysis, geospatial technologies and cartographic analysis and representation. Key case studies consider slow violence in the form of social injustice, environmental alteration, and harmful human-environment interactions. The chapters also highlight how physical infrastructure, social and legal practices, places that have experienced armed conflict, and groups of people being labeled or marginalised can foster forms of slow violence. Scholars and students of human geography, particularly those looking at decolonization, environmental and social justice and different geographic methods for research, will find this book to be a beneficial read. It will also be useful for those studying structural harm and indirect violence more widely.

Description: The European Social Model has been an integral part of the construction of the European Community and has been effective in stimulating its economic growth. This social dimension represents the soul of the European Union, and has been envied and adopted by other regions and countries in the world. Under the pressure of the 2008 financial crisis and the subsequent introduction of austerity measures across Europe, many countries have reformed basic elements of the model including social protection, pensions, public services, workers’ rights, quality of jobs, working conditions and social dialogue, often undermining social cohesion. These trends have raised questions: is Europe currently losing its legacy? If so, what are the social and economic implications, both in the short and longer term? The European Social Model in Crisis assesses social policy developments in each EU individual member state on the basis of detailed empirical evidence and concrete case studies. The volume is a timely warning about the weakening of the European Social Model and its possibly devastating future effects. The alternative options proposed here make the book essential reading for policy-makers, while scholars and researchers of European studies and social policy will find it an invaluable reference.

Description: Mixed methods research (MMR) has grown over past decade, indicating acceptance of mixed and multiple methods and methodological innovation within business and management research. This chapter presents MMR prevalence study findings from four quality accounting journals: Accounting, Organizations and Society (AOS), British Accounting Review (BAR), Critical Perspectives on Accounting (CPA), Management Accounting Research (MAR). Content analysis was applied to the methodologies employed in articles published in these journals during 2015-2020, finding a low rate of MMR studies ranging from 2.5 per cent to 4.9 per cent of non-conceptual articles. Among MMR publications (n=19, 2.9 per cent of non-conceptual studies), very few referred to substantive MMR foundational literature. Quantitative methods dominated BAR, AOS and MAR whereas qualitative methods dominated CPA. This study makes a significant contribution to scant MMR literature in the accounting field, first examined by Grafton et al. over a decade ago (2011), having implications for accounting researchers, reviewers, editorial boards, and those involved in research training.

The online open access to the book The Revised European Social Charter. An article-by-article commentary has been made possible with the financial assistance of the Council of Europe. The views expressed herein can in no way be taken to reflect the official opinion of the Council of Europe. This detailed Commentary explores the boundaries of social rights at a European level through analysis of the Revised European Social Charter (RESC), the most comprehensive regional document on social rights. The Commentary considers the treaty as the counterpart of the European Convention on Human Rights, examining how it sets out fundamental rights in the social field. It focuses primarily on the rich jurisprudence developed by the Charter’s monitoring body, the European Committee of Social Rights (ECSR).

Description: This chapter explores the methodology and epistemological interventions of standpoint theory, specifically focusing on the work of feminist philosopher Sandra Harding. The chapter introduces the development of Harding’s standpoint theory and shows how it has engaged in dialogue with and contributed to feminism, decolonial theory and intersectionality. In addition, the chapter shows how Institutional Ethnography, as a method-of-inquiry, as an illustration of how standpoint theory can inform research practice. It is argued that standpoint theory is dynamic and open to the adjustments necessary for research in diverging historical, social and cultural contexts, and various social activist agendas. Standpoint theory is only valuable insofar as it is able to affect an expansion of our knowledge and contribute to progressive social development. Standpoint theory offers a promising approach for feminist management and organisation scholars as they engage in the formation of social and critical knowledge that responds to contemporary challenges.

Description: Will the energy transition perturbate geopolitics in the Middle East and North Africa (MENA)? Our answer is yes, and that answer rests on three observations. First, the region is cognizant of the threats that climate change poses to human security. Second, a global energy transition will increase the premium on low-cost and low-carbon-footprint oil in the MENA, especially for countries in the Gulf Cooperation Council; hence, the rising opportunity cost of consuming oil at home. In tandem, the energy transition constitutes an attractive area of investment for countries seeking to diversify their economic base. The resulting interest in renewable energy has the potential to create geopolitical challenges in border territories and exclusive economic zones and raises challenges for the regional governance of electricity trade and the global trade in renewables equipment. We also argue that renewables may play an important role in post-conflict recovery in many parts of the MENA.

Description: Digital media have become important elements of political parties and campaign organizations all over the world. Examples from U.S. presidential campaigns dominate the public imagination of digital campaigning. At the same time, it is important to recognize that the uses of digital media in politics vary considerably depending on campaign contexts and resources. This makes necessary the analysis of the use of digital media by parties and campaign organizations in varying temporal and international contexts instead of expecting the examples from the U.S. to apply globally. The chapter will proceed by a discussion of some of the dominant theoretical and empirical approaches to the study of digital campaigning. Following this, the chapter will use a framework focused on campaign functions for the discussion of digital campaigning: The impact of digital media on organizational structures and work routines, resource collection and allocation, achieving presence in communication spaces and reach to audiences of interest, and the use of digital media as a symbol for professionalism and innovation of parties and their candidates.

Description: This book is a novel and ambitious attempt to map the Muslim American nonprofit sector: its origins, growth and impact on American society. Using theories from the fields of philanthropy, public administration and data gathered from surveys and interviews, the authors make a compelling case for the Muslim American nonprofit sector’s key role in America. They argue that in a time when Islamic schools are grossly misunderstood, there is a need to examine them closely, for the landscape of these schools is far more complex than meets the eye. The authors, who are both scholars of philanthropy, examine how identity impacts philanthropy and also the various forces that have shaped the landscape of Muslim American giving in the US. Using a comparative method of analysis, they showcase how this sector has contributed not only to individual communities but also to the country as a whole. National surveys and historical analysis offer data that is rich in insights and offers a compelling narrative of the sector as a whole through its focus on Islamic schools. The authors also critically examine how nonprofit leaders in the community legitimize their own roles and that of their organizations, and offer a compelling and insightful examination of how Muslim American leaders perceive their own role in institution building. This is a must read for anyone seeking to understand this important and growing sector of American society, including nonprofit leaders in the Muslim community, leaders of Islamic schools, nonprofit leaders with interest in private schools, activists, and scholars who study philanthropy and Islamic education.

Description: The concept of separation of powers can be used as a slogan, as an idea, or as a concept. On the conceptual level, it may be endowed with many different, even incompatible, meanings. To understand the contemporary challenges to separation of powers, both old and new, we thus need a more scrupulous theoretical and conceptual understanding of the principle. Accordingly, this chapter first embeds separation of powers in the broader context of modern constitutionalism and distinguishes its limiting and enabling rationales. Second, it unpacks separation of powers into four constitutive components: separation of institutions, separation of functions, personal incompatibility, and checks and balances. Third, it shows how important it is to distinguish these components when analysing the recent populist attacks on separation of powers both in Central Europe and beyond and stresses the significance of the temporal dimension of populist rule. Finally, it calls for greater scholarly attention to the limiting rationale of separation of powers, to the impact of the rise of unelected actors, and to the interconnectedness between separation of powers and the problem of political representation.

Description: Achieving sustainability in an emerging economy characterized by increasing inequalities is challenging. Within this framework economic growth, poverty reduction and environmental sustainability are often viewed as trade-offs. Simultaneously addressing these objectives is difficult. This chapter examines the "Sembrando Vida" (Sowing Life) anti-poverty program in Mexico which aims to link rural poverty reduction to environmentally sustainable practices through a widespread tree planting subsidized by the government. The chapter utilizes policy coherence for development (PCD) as a methodology to highlight specific mechanisms which need to be addressed to make the program more effective and sustainable. It responds to the question: "How can emerging states, such as Mexico, address poverty while simultaneously promoting sustainability?"

Description: This chapter gives a succinct but comprehensive overview of different ways of setting minimum wages in advanced capitalist democracies. The two fundamental options are to establish minimum wages by collective bargaining or by law. But the two options can overlap in different ways. The chapter first presents variation in setting minimum wages by collective bargaining and then variation in statutory minimum wages. In the end it identifies four minimum wage regimes, distinguished by the degree to which minimum wages are based on collective bargaining or statutory law. Over time there has been a trend away from collective bargaining and towards statutory minimum wages. The chapter concludes with important topics for further research on minimum wages.

Description: International research suggests that city governments need to adopt a collaborative approach to the management of climate change and its impacts: local government cannot deal with the challenges of, or harness the solutions to, climate change alone. Reflecting this recognition, multi-level and collaborative forms of governance have emerged as important for ensuring that climate adaptation and mitigation responses are selected, implemented and sustained. Here we consider some of the crucial elements of effective collaborative governance of climate change that have emerged from international literature and lessons. We do so by using illustrative empirical case studies of African cities in Malawi and Zimbabwe to examine barriers and opportunities to the implementation and maintenance of collaborative governance mechanisms that build local level climate resilience.

Description: Based on the significant collective action problems that gig workers face, sociologists would generally expect that these workers take a mostly individualistic approach to improving their position. Nonetheless, various forms of collective action by gig workers can be observed in practice. This chapter compares worker-owned gig platforms with traditional worker cooperatives in order to derive insights on the chances for collective action in the platform economy. As an ‘extreme case’ of collective action, worker-owned gig platforms show that the platform economy context potentially helps to overcome some age-old problems of collective action. At the same time, the platform economy brings forth new challenges for workers’ collective action. It is concluded that there might be two approaches to solving the social dilemmas involved.

Description: Fertility behaviour is strongly influenced by social and cultural norms, as well as welfare policies such as parental leave. This chapter considers the fertility of immigrants from low-fertility countries in Sweden, and estimates the effect of parental leave uptake on their fertility. Sweden is an important case as its welfare regime provides support for women and men to combine childbearing and employment, which has been positively linked to continued childbearing. Additionally, Sweden's welfare regime is typically regarded as universalistic: everyone residing in this country is entitled to the same social rights. Thus, the focus on Sweden and immigrants from low-fertility settings identifies patterns for women who moved to a context where their fertility desires can be more easily realized than in their country of origin. Signs of adaptation were found among immigrants from low-fertility countries in Sweden and, for some groups, extensive parental leave uptake sped up this process.

Description: The challenge research universities encounter in introducing entrepreneurship education is observable in the contrast it creates with discipline-based education. Due to the differing purposes of science and business-oriented education, universities engage in experimenting with organisational forms designed to advance entrepreneurship at their societal interfaces. To understand such experimentation, we adopted a systems-theoretical approach for analysing related administrative decision-making. Our analysis highlights differences and similarities in the temporal unfolding of such decisions at two Finnish universities. Our chapter contributes to higher education research by investigating the emergence of the entrepreneurial university via describing the managerial operations that seek to advance entrepreneurial specialisation alongside science-oriented degree programmes during the university's transformation process. We also note that universities use flexible and creative steering mechanisms rather than strengthen their hierarchical administration structures, to avoid paralysis of decision-making in the face of differing educational content expectations.

Description: ‘Work sharing’ is a labour market instrument devised to distribute a reduced volume of work to the same (or similar) number of workers over a diminished period of working time in order to avoid redundancies. This fascinating and timely study presents the concept and history of work sharing and explores the complexities and trade-offs involved in its use as both a strategy for preserving jobs and a policy for increasing employment. The expert contributors examine the resurgence in the use of work sharing as a job preservation strategy via country case studies of work-sharing programmes implemented across the globe during the Great Recession of 2008–2009. These studies clearly illustrate that work sharing has been successful as a crisis-response measure in a number of countries. Lessons learned and their implications are presented alongside prescriptions on how to design permanent work-sharing policies that would provide appropriate incentives to generate positive effects for employment and promote a sustainable and job-rich economic recovery. This enlightening book will prove invaluable to academics, researchers, students and policymakers in the fields of labour economics, public sector economics and social policy.

Description: As the EU unveiled the Green Deal and its new climate agenda between 2019 and 2021, long-term prospects for fossil fuel exporters to the European market began to look grim. The EU’s 2030 climate and energy framework and its 2050 climate neutrality target imply a drastic reduction in imports of coal, first, and then oil and gas. Russia’s attack on Ukraine in February 2022 has led the EU to focus on reducing energy imports from Russia. Therefore, the long-standing energy relationship between the EU, its member states and Russia could be entering its conclusive phase. Moreover, the war in Ukraine has led to the freezing of the nascent debate concerning cooperation between the EU and Russia in ‘green’ sectors, such as hydrogen production and trade. The chapter assesses current developments and what they mean for the European energy sector.

Description: This chapter reviews existing studies showing how statutory parenting leave policies impact labour market outcomes, involvement in unpaid family work, and beliefs and norms about the gender division of work. As parenting leave policies have been introduced at a growing pace across the world over the past three decades and have increasingly been evaluated more systematically since the 2000s, we include studies published in journals in the English language between 1990 and 2020. Due to data availability, the geographical focus is on high-quality impact evaluations from high-income countries, but we also consider several cross-nationally comparative studies, including a more diverse set of countries. Methodologically, we focus on multi-country studies, reform evaluation studies, and longitudinal studies of leave take-up. On the whole, our review points to mostly moderate effects of parenting leave policies on a more gender-equal division of paid and family work but relatively fast changes in norms and beliefs.

Description: By examining the evolution of industrial relations institutions in the emerging economies of Brazil, China, India, South Africa and Turkey, the authors in this book assess the contribution of these institutions to inclusive development. Industrial Relations in Emerging Economies uses real-world examples to assess the relevance of the conceptual frameworks used to examine employment relations. The chapters focus on the evolution of industrial relations institutions and the role that these have played in periods of economic and political transition. They demonstrate that rather than acting as a constraint on development, trade unions can contribute to stability, security and equity. The contribution of industrial relations institutions to inclusive development nonetheless remains the subject of debate, viewed by some as increasingly irrelevant to the vast numbers of workers in the informal economy. The authors here, however, reveal a continuing demand for independent collective interest representation in labour relations, whether in the informal economy or in rapidly industrializing districts. This book will prove an interesting and stimulating read for students, academics and researchers in the fields of human resources, industrial relations, sociology and labour economics in addition to trade union researchers and policy-makers.

Description: Climate, environment and social sustainability are most often theorised and empirically depicted as separate challenges. We explore the interdependence and trade-offs between the goals and suggest that decoupling must have a more prominent focus. Unlike the rapidly expanding body of quantitative goal and target correlation studies, we focus on the underlying conceptual issues. The SDGs focusing on social goals are correlated with economic growth and SDG 8 in a positive way. At the same time, increased climate emissions and ecological footprint are negatively correlated with economic growth and SDG 8. If the social goals are to be met, economic growth must continue but without it increasing the planetary footprint of humankind in the natural world. For now, at least, evidence of such needed decoupling continues to be patchy at best. We conclude with a discussion of redistribution as a possible solution.

Description: After a first series of policy responses to the 2008–09 crisis aimed at sustaining domestic demand through expansionary anti-crisis packages, most European governments – starting with Greece, Ireland, Bulgaria and Romania, and followed by many others – have since put in place a series of restrictive budgetary policies aimed at reducing their budget deficits. With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. These reforms have given rise to waves of protest throughout Europe. The goal of this volume is to study this ‘public sector shock’. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. The authors explore a number of questions, including: what types of reform have been implemented in the public sector and what are their implications in both the short and long term? On the economic side, what will be the impact on wages, and on job quantity and quality? On the social side, what will the effects be on inequality and social cohesion? And what will be the outcome for, and potential role of, social partners and social dialogue? On the basis of a comparative and comprehensive assessment, illustrated by case studies in education, health and public administration, policy issues are discussed with the aim of finding the right mix of public sector reforms.

Description: A carbon tax is a surcharge on a fuel, product, or service, in proportion to the quantity of carbon embodied or emitted, thereby providing financial incentives to abate emissions. Together with emissions trading systems, carbon taxes are the most widespread economic instruments dedicated to curb CO2 emissions and ultimately mitigate climate change. A central characteristic of carbon taxes is cost-effectiveness: a given amount of emission reductions is achieved at the lowest possible cost. However, carbon taxes raise distributional concerns and face acceptability issues. This entry discusses the functioning of carbon taxes and their main properties.

Description: Productivity is essentially the ratio of an organization’s outputs divided by its inputs. For many years it was treated as always being static in government agencies. In fact productivity in government services should be rising rapidly as a result of digital changes and new management approaches, and it has done so in some agencies. However, Dunleavy and Carrera show for the first time how complex are the factors affecting productivity growth in government organizations – especially management practices, use of IT, organizational culture, strategic mis-decisions and political and policy churn. With government budgets under stress in many countries, this pioneering book shows academics, analysts and officials how to measure outputs and productivity in detail; how to cope with problems of quality variations; and how to achieve year-on-year, sustainable improvements in the efficiency of government services.

Description: The growing intensity and complexity of public service has spurred policy reform efforts across the globe, many featuring attempts to promote more collaborative government. Collaboration in Public Service Delivery sheds light on these efforts, analysing and reconceptualising the major types of collaboration in public service delivery through a governance lens. Featuring careful analysis with a global scope, this book unpacks the concept of collaborative service delivery and its practice, drawing from the fields of public policy, public administration, and management. Chapters by leading authors in these areas address service delivery arrangements including co-production, co-management, consultations, contracting-out, commissioning and certification. With a keen focus on conditions that are critical for the success of such collaborative arrangements, as well as their different pathways and pitfalls, the authors suggest ways to improve the analytical, managerial and political capacities needed for successful collaboration in public service delivery. This timely and comprehensive book is useful for students at all levels interested in public policy, governance, administration and management, as well as researchers investigating the governance of collaborative service delivery. Policymakers and practitioners working to re-evaluate and improve public service provision, especially, will also benefit from its insightful discussions of the conditions and mechanisms under which collaborative arrangements operate and fail or succeed.

Description: While recent studies have highlighted the phenomenon and risks of increased inequalities between the top and the bottom of society, little research has so far been carried out on trends relating to the median income range that generally represents the middle class. This volume examines the following questions: what are the main transformations in the world of work over the last 20 years in terms of the labour market, social dialogue and conditions of work, wages and incomes that may have affected the middle class? How has the middle class been altered by the financial and economic crisis? What are the long-term trends for the middle class in Europe? This volume also investigates the potential risks and effects of the reshuffling, or even weakening, of the middle class. On the social side, it explores the ramifications of further retrenchment of the European Social Model, which to a great extent has traditionally been funded by the middle class. On the economic side, the book investigates whether this process – especially from the perspective of consumption and human capital – is endangering the long-term sustainability of the current economic model. While presenting evidence of a definite erosion of the middle class, this book assesses the specific situation in each individual EU member state on the basis of detailed statistics and case studies of professional categories that traditionally represent the middle class. This book issues a timely warning about the latest trends and prospects for the middle class in Europe. On this basis, it presents policy considerations and options that will be useful to policy-makers for ensuring the future of the middle class in Europe. Scholars and researchers of European studies and social policy, especially from a sustainability perspective, will find this volume to be an invaluable reference.

Description: Agent-based computational modeling (ABCM) plays a central role in Analytical Sociology (AS). ABCM attracts analytical sociologists because it combines analytic precision, ability to capture complex micro-macro interactions and flexibility to accommodate empirically realistic assumptions. This chapter gives readers an easily accessible introduction to ABCM in the context of AS. We provide and elaborate a modelling example the reader can download and replicate. Schelling’s well-known model of segregation is progressively extended towards including empirically more realistic assumptions. The example is used to illustrate the use of 10 good practices we propose in this chapter for ABCM in the context of AS. We demonstrate how it can be challenging to understand what the consequences are of adding realism to an abstract model, and how ABCM – if properly used - is a powerful instrument for developing full comprehension of the complex dynamics generated by the computational implementation of a social mechanism.

Description: While recent research continues to emphasize the importance of digital entrepreneurship, the historical terminology of this field is often overlooked. Digital entrepreneurship tends to be considered a new phenomenon despite emerging in the early 1990s. Building on a scoping literature review, this study analyzes 1,354 publications that use nine different terms interchangeably to describe the phenomenon of digital entrepreneurship. Based on the number of publications per year, three eras in the historical development of digital entrepreneurship research are outlined. Digital technologies are identified as external enablers, and certain practical events are considered to be influencing factors. The results show that recent research has not adequately recognized the contributions of previous publications and that the understanding of digital entrepreneurship is quite similar with regard to the terms used and over time. This study shows how emerging digital technologies, such as artificial intelligence, blockchain technology, and big data analytics, might shape the future of digital entrepreneurship research. The study occupies the intersection between entrepreneurship and information systems literature and its main contribution is to provide new insights into the eras of digital entrepreneurship from the past to the present and into the future.

Description: In operational research (OR), practitioners model and analyse real-world issues, and support organizational and policy decision-making. Traditionally, they use quantitative methods, such as optimization, simulation, and statistical analysis. Many also use participative, qualitative modelling methodologies known as problem structuring methods (PSMs), which are particularly suitable for wicked problems. There have been recent, renewed calls for OR practice that integrates PSMs with traditional methods, and for guidance for practitioners, students and organizational clients on how to do it and its benefits. Accordingly, in this chapter, I introduce mixed methods practice and theory in OR, review the prevalence of mixing PSMs with traditional OR, and showcase six methodological designs with examples – typical and innovative – from OR interventions across public, private, and third sector organizations. I describe a range of benefits, including successful engagement with dynamic, social, organizational contexts, and discuss current and future research directions.

Description: This chapter provides a commentary of Article 10 of the Energy Charter Treaty (ECT). The commentary places emphasis on the ways in which Article 10 has been interpreted and applied by various arbitral tribunals constituted pursuant to the ECT. This chapter is based on a comprehensive survey of decisions of those ECT arbitral tribunals and the existing literature on Part III and Article 10. Article 10 belongs to Part III. Part III sets out obligations regarding ‘promotion, protection and treatment’ of investments under the ECT. Article 10 is a complex provision, which comprises Article 10(1) and 10(2)–10(12), and sets out the standards of investment protection under the ECT. Article 10(1), in particular, is divided into ‘five sentences’. The ECT and Article 10, in particular, do not operate in a vacuum, but as a special system of treaty law within the broader framework of general international law. Consequently, this chapter addresses various general international law questions arising in connection with arbitrations under the ECT, including issues governed by the law of treaties and the law of international responsibility.

Description: This chapter highlights and addresses some theoretical and empirical challenges in cross-national research on active labour market policy (ALMP). First, it highlights a number of connections and overlaps between ALMP and other analytical concepts. Second, it presents a brief state-of-the-art of the comparative ALMP research, focusing on (1) their macro-economic effects and (2) their political and economic explanations. Third, it argues that to advance scholarship in both these strands, scholars need to recognize that ALMPs are profoundly versatile policy tools that can be designed to trigger a variety of labour market transitions with distinct distributional consequences. Fourth, it spells out some theoretical and empirical implications of this argument for future research, including the importance of shifting from country-level analysis of ALMP to programme-level analysis. Fifth, the chapter previews a number of sparsely-used data sources on programme characteristics, reform events, and public opinion on ALMP that may pave the way for new advancements.

Description: This book offers a critical reflection on the operation and effects of labour regulation. It articulates the broad goals and extensive potential for it to contribute to inclusive development, while also considering the limits of some areas of regulation and governance. Drawing on both field studies and innovative theoretical perspectives, the contributors reveal an emerging consensus that labour regulation is neither negative nor positive for economic and social outcomes. By comparing the concerns and methodologies of various disciplines, they argue that balanced regulation is essential. Following analysis of how the global financial crisis has increased labour market segmentation, the book addresses the needs of key groups often at the periphery, including young women, workers in the informal economy, migrants and home-care workers. The book argues that effective and efficient labour market regulation can contribute to achieving key policy goals of the formalization of employment and inclusive labour markets, while also pursuing equitable distribution. An important comparative work, academics and students – particularly those studying law, economics, political science, international relations and development studies – will find this book to be of exceptional value. Practitioners and policy-makers from both developed and developing countries will also benefit from the wide range of perspectives.

Description: Building feminist alliances has always been an important feature of supranational European Union (EU) gender equality policy and politics. Historically, a so-called ‘velvet triangle’ consisting of feminist actors inside and outside of EU institutions committed to promoting gender equality has been the most tangible and best-researched network. Overall, feminist and women’s movements have played a major role in shaping the relationships between EU institutions and civil society and equally the content of EU gender equality politics and policies. The chapter provides an overview of: first, the history and formal rules of EU-civil society relationships; second, crucial changes to supranational alliances in gender equality; and third, current challenges to gender equality alliances in EU governance.

Description: The 'unconventional' monetary policies of the past decade have re-opened the debate about central banks' accountability and the nature and sources of their legitimacy. Unprecedented quantitative easing and asset purchasing programmes have demonstrated that central banks possess considerable 'infrastructural power' to influence the global economy, far beyond the narrow mission of price stability on which the Inflation Targeting regime as the global technical 'gold standard' of central banking had been premised. The obvious scope and apparent fungibility of these infrastructural powers have led to increasing pressures to repurpose monetary policy towards various socio-economic problems and challenges. What has been excluded from these debates is the question of the social conditions of central banks' infrastructural power and its (apparent) fungibility. In this chapter, I draw on sociological insights to show that central banks' technical power and agency rests on a precarious social embedding in global finance. I argue that attempting to realign monetary policy to serve other social goals, we risk eroding the very basis of its infrastructural power. For this reason, I end with a plea against developing monetary policy into a 'monopoly infrastructure' of macro-economic governance, and in favor of preserving a more healthy ecology of policy tools and infrastructures.

Description: This chapter considers Afro-centric anglophone literature on law and technology to decipher dominant themes and approaches. Our scoping study demonstrated a rich and growing body of work on a broad range of topics including privacy in health and biometric data, data governance, the regulation and impact of Artificial Intelligence and other 4IR technologies as well as technology and gender, democracy and human rights. This richness or depth is due to the literature’s grounding in Africa's political, socio-economic context and developmental imperatives. Consequently, there is a strong thematic focus on development, social justice and human rights as well as neo-colonialism and decoloniality with emphasis on feminist perspectives. From which ever perspective scholars take, their shared bottom line is that regulation of technology needs to be carefully nuanced for African contexts to ensure that historical extractive patterns are severed and that legal frameworks do not exacerbate inequality or deepen the digital divide.

Description: This chapter analyses to what extent the European Parliament’s political practices are supportive of gender equality and feminist governance. The chapter maps the formal institutional arrangements, which support gender equality within the institution and constitute important facets of feminist governance. These include a parliamentary committee, gender mainstreaming initiatives, gender action plans and sexual harassment policies. At the same time, there are a number of informal practices in the parliament, which have the potential to undermine the good formal practices and institutions for feminist governance. The chapter presents findings on opposition to gender equality in the parliament, which slows down good feminist governance practices and gender equality policies. Forms of opposition include: opposition to sexual harassment policies; direct and indirect opposition to gender equality and related policies by radical right populists; and institutional resistance to gender equality among the parliament as a whole and among established mainstream political groups.
