    Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

    Description: Despite the plethora of research on gender and the many projects designed to improve their status in the Pacific region, women continue to be disadvantaged and marginalised in social, economic and political spheres. How are we to understand this and what does it mean for researchers, policy-makers and development practitioners? This book examines these questions, partly by looking back but also by continuing the effort to explain and understand gender inequities in the Pacific through reference to the concept of societies in transition. The contributors discuss emerging masculinities and femininities in the Pacific in order to chart the development of these in their contexts. Exploring how contemporary Pacific identities are shaped by local contexts and traditions, they focus on how these are remade through interaction with global ideas, images and practices, including new forms of Christianity and economic transformations. Grounded in recent, original research in both the villages and towns of Melanesia, the collection engages with the study of gender in Melanesia as well as scholarship on global modernities.

    Description: This book provides collaborative research teams with a systematic approach for addressing complex real-world problems like widespread poverty, global climate change, organised crime, and escalating health care costs. The three core domains are 1. Synthesising disciplinary and stakeholder knowledge, 2. Understanding and managing diverse unknowns, and 3.Providing integrated research support for policy and practice change. Each of these three domains is organised around five questions 1.     Description: The Western and Central Pacific Ocean is home to the largest tuna fishery in the world - around half of the world's tuna supply - and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts. Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

    Description: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat's fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life. Among the patchwork paddyfields and haphazard laneways of Lak Chang we come to a greater understanding of how global and regional processes of modernisation are managed and selectively incorporated by one local community.

    Description: Agriculture dominates the rural economy of Papua New Guinea (PNG). More than five million rural dwellers (80% of the population) earn a living from subsistence agriculture and selling crops in domestic and international markets. Many aspects of agriculture in PNG are described in this data-rich book. Topics include agricultural environments in which crops are grown; production of food crops, cash crops and animals; land use; soils; demography; migration; the macro-economic environment; gender issues; governance of agricultural institutions; and transport. The history of agriculture over the 50 000 years that PNG has been occupied by humans is summarised. Much of the information presented is not readily available within PNG. The book contains results of many new analyses, including a food budget for the entire nation. The text is supported by 165 tables and 215 maps and figures.

    Description: This collection makes a substantial contribution to several highly topical areas of archaeological inquiry. Many of the papers present new and innovative research into the processes of maritime colonisation, processes that affect archaeological contexts from islands to continents. Others shift focus from process to the archaeology of maritime places from the Bering to the Torres Straits, providing highly detailed discussions of how living by and with the sea is woven into all elements of human life from subsistence to trade and to ritual. Of equal importance are more abstract discussions of islands as natural places refashioned by human occupation, either through the introduction of new organisms or new systems of production and consumption. These transformation stories gain further texture (and variety) through close examinations of some of the more significant consequences of colonisation and migration, particularly the creation of new cultural identities. While they have stayed true to the aim of advancing women's status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji's postcolonial history, providing a detailed historical account of that country's gender politics across four tumultuous decades. It is also the first to examine the 'situated' nature of gender advocacy in the Pacific Islands more broadly.     Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: Living Art: Indonesian Artists Engage Politics, Society and History is inspired by the conviction of so many of Indonesia's Independence-era artists that there is continuing interaction between art and everyday life.     Description: In the late 19th and early 20th centuries, most countries in Europe and English-speaking countries outside Europe experienced a fertility transition, where fertility fell from high levels to relatively low levels. England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

    Description: For centuries, law was used to subordinate women and exclude them from the public sphere, so it cannot be expected to become a source of equality instantaneously or without resistance from benchmark men—that is, those who are white, heterosexual, able-bodied and middle class. Equality, furthermore, was attainable only in the public sphere, whereas the private sphere was marked as a site of inequality; a wife, children and servants could never be the equals of the master. Despite their ambivalence about the role of law and its contradictions, women and Others felt that they had no alternative but to look to it as a means of liberation. This skewed patriarchal heritage, the subtext of this collection of essays, has continued to impede the quest for equality by women and Others. It informs not only gender relations in the private sphere, as illustrated by domestic violence and sexual assault, but also the status of women in the public sphere. Despite the fact that women have entered the paid workforce—including the professions—in large numbers, they are still expected to assume responsibility for the preponderance of society's caring. The essays show how maternal and caring roles, which are still largely viewed as belonging to an unregulated private sphere, continue to be invoked to detract from the authority of the feminine in the public sphere. The promise of antidiscrimination legislation in overcoming the heritage of the past is also shown to be somewhat hollow.

    Description: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence.In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

    Description: This book explores the extent and causes of attrition and retention in university Language & Culture (L&C) programs through a detailed analysis of an institutional case study at The Australian National University (ANU). Using extensive data collected through student surveys, coupled with data mining of university-wide enrolment data, the authors explore the enrolment and progress of students in all ANU L&C programs. Through their detailed statistical analysis of attrition and retention outcomes, the authors reveal serious inadequacies in the traditional, and common, methodology for determining the extent of student attrition and retention in tertiary L&C programs. Readers are shown why a year-to-year comparison of students who continue or discontinue language studies using traditional statistical methodology cannot provide data that is sufficiently meaningful to allow for sound policy- and decision-making. The authors instead suggest a more valid, replicable methodology that provides a new approach potentially applicable to all disciplines and all student retention measures. The authors also demonstrate that the empirical data supports a new hypothesis for the reasons for attrition, based on students’ relative belief or doubt in their capacity to complete their studies successfully. By highlighting the importance of language capital as a factor in students’ concerns about their capacity for success, and hence in their decisions to stay in, or leave, a university language program, the authors show the importance of the ‘doubters’ dilemma’. By taking a rigorous approach to hypothesis building and testing around enrolment and attrition data, the authors provide valuable insights into attrition issues, and potential retention strategies, in L&C programs, which will be relevant to institutions, policy-makers and teaching academics.

    Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all 'new and interesting facts' about Aboriginal Australia. Despite falling foul with some of the most powerful figures in British and Australian anthropology, Mathews published some 2200 pages of anthropological reportage in English, French and German. His legacy is an outstanding record of Aboriginal culture in the Federation period. This first edited collection of Mathews' writings represents the many facets of his research, ranging from kinship study to documentation of myth. It include eleven articles translated from French or German that until now have been unavailable in English. Introduced and edited by Martin Thomas, who compellingly analyses the anthropologist, his milieu, and the intrigues that were so costly to his reputation, Culture in Translation is essential reading on the history of cross-cultural research. The translations from the French are by Mathilde de Hauteclocque and from the German by Christine Winter.

    Description: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians. Although the result was ethnically polarised, for the first time in Fijian history the successful candidates came together to share power in a constitutionally ordained multiparty cabinet, with Laisenia Qarase retaining the prime ministership.     Description: The colour of carbon matters. Green carbon is the carbon stored in the plants and soil of natural ecosystems and is a vital part of the global carbon cycle. This report is the first in a series that examines the role of natural forests in the storage of carbon, the impacts of human land use activities, and the implications for climate change policy nationally and internationally. REDD (“reducing emissions from deforestation and degradation") is now part of the agenda for the “Bali Action Plan" being debated in the lead-up to the Copenhagen climate change conference in 2009. Currently, international rules are blind to the colour of carbon so that the green carbon in natural forests is not recognised, resulting in perverse outcomes including ongoing deforestation and forest degradation, and the conversion of extensive areas of land to industrial plantations. This report examines REDD policy from a green carbon scientific perspective. Subsequent reports will focus on issues concerning the carbon sequestration potential of commercially logged natural forests, methods for monitoring REDD, and the long term implications of forest policy and management for the global carbon cycle and climate change.

    Description: The world's two largest economies, the United States and China, are locked in a trade war, complicating policy choices internationally. These choices are sharper for the countries of East and Southeast Asia than they are elsewhere, because the multilateral rules-based economic order on which East Asian economic integration and cooperation is built is under threat. Economic policy has never been separate from security considerations. For decades, the national security risks inherent in economic exchange have been mitigated under a US-led system that allowed the strengthening of economic ties, including between China and the rest of the world. But economics and security are increasingly entangled in a way that is damaging to both, creating a dangerous trade-off. Now, as global uncertainties grow, the risks of international exchange—rather than its benefits—are beginning to dominate the calculus for some policymakers. Against this backdrop, how can Southeast Asian countries and US allies in Asia balance their security interests and their economic interests? And how can these countries, individually and collectively, broaden their policy options and deepen economic integration? This volume investigates the domestic and international dimensions of these questions.

    Description: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia's defence.This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s—valid measures of competence. It concludes that Australia is running out of luck and time.The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change.

    Description: Secretaries of government departments in Australia are the bureaucratic leaders of their generation. They are ambitious, highly-talented executives who have risen to the very pinnacle of their chosen vocation - public service to the Australian nation - usually after having spent most, if not all, of their professional careers dedicated to the public service. They serve governments as their top advisers and in policy terms are often some of the most important decision-makers in the country. This collection brings together the valedictory speeches and essays from a departing group of secretaries (and one or two other equivalent agency heads) who left the Australian Public Service between 2004 and 2011. Over this period of time it gradually became accepted that departing secretaries and heads of significant agencies would present a valedictory address to their peers at a public farewell function. The first two speeches in this collection were initiated informally and given at functions organised by their agencies; in 2005 the process was formalised with the Australian Public Service Commission acting as organiser. These contributions contain reflections, commentaries, occasional fond memories or key turning-points in careers, critiques of changes that have occurred and an outline of the remaining challenges their successors will face as the public administrators of tomorrow. From the outset it is clear that there is no uniform message, no single narrative levelled either in praise or in criticism, other than pride in the public service and strong belief in the contribution it makes to the Australian community. They have their own personal 'takes' on how the public service looks to them, on its performance and on the challenges confronting public administration into the future. Most spend some time looking back, reflecting on the extent of change that has occurred over the length of their careers; but equally importantly they look forward, anticipating future policy dilemmas and capacity challenges. John Wanna holds the Sir John Bunting Chair of Public Administration at the Research School of Social Sciences at The Australian National University and is director of research for the Australian and New Zealand School of Government (ANZSOG). Andrew Podger is professor of public administration at The Australian National University and adjunct professor at Griffith University and Xi'an Jiao Tong University. A former Australian Public Service Commissioner and secretary of the departments of Health and Aged Care, Housing and Regional Development, and Administrative Services, he retired from public service in 2004. Sam Vincent is a Canberra-based freelance journalist who contributes to The Sydney Morning Herald, The Sun-Herald, The Age and Inside Sport magazine.

Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

    Description: Coastal archaeology in Australia differs in many respects from that of other areas, with the potential to examine relatively fine-scale variation. Nevertheless, there has been a general tendency in Australian archaeology to play down the variability and to subsume the evidence into broader homogenising models of Aboriginal cultural change. This case study clearly and self-consciously addresses the need to focus on local and regional patterns before moving on to more general levels of explanation. Coastal Themes builds a detailed chronology of Aboriginal occupation for the southern Curtis Coast in Queensland. Innovative analyses refine radiocarbon dates and explore discard behaviours and post-depositional processes affecting the integrity of coastal archaeological sites. The resulting insights highlight major changes in Aboriginal use of this region over the last 5,000 years and disjunctions between the course of occupation in this and adjacent regions.

    Description: In the years between the two world wars of the twentieth century leaders in Western countries worried about a food surplus. The hardships of the Great Depression were intensified by a glut of wheat and consequent low prices on the world market. Yet at the same time nutrition scientists protested that significant proportions of populations, even in affluent countries, were unable to afford a diet ‘adequate for health’. Fresh fruits, vegetables, dairy products and meat were out of reach for the poor. This book traces the work of three men who sought to bring together the interests of farmers and the needs of the hungry: scientist and passionate campaigner for better nutrition, John Boyd Orr; Australian politician and international statesman, Stanley Melbourne Bruce; and Economic Adviser to Bruce at the Australian High Commission in London, Frank Lidgett McDougall. Bruce once said ‘McDougall brings me a new idea every morning’. One of those ideas became the genesis of their work, which helped bring about the formation of the Food and Agriculture Organization of the United Nations in 1945. All three undertook significant roles in the formative years of the organisation. The story of this contribution to the international world order is little known. The cooperation, diplomacy and persistence of these men provides inspiration for tackling the alarming prospect of food shortages in the present century.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes's General Theory among policymakers before most of their counterparts elsewhere.

It’s about times of turbulent and violent social upheaval and rupture with the past. It’s about modern times. It’s also about being human; what it is to be human in a modernising and globalising world; how, in responding to the circumstances of their times, different groups define, redefine, and attempt to put into practice their understandings of the good and of what constitutes a good life. And it’s about how human rights have come to be not abstract universal principles but a practical source of consciousness and practice for real people. Drawing on the author’s experience as an anthropologist, the book examines different groups over the last three decades of the twentieth century and the first years of the twenty-first: Thai factory workers over a period of two coups in the 1970s; Spanish nuns in the 1980s, in the aftermath of the Second Vatican Council and the end of the Franco dictatorship; Aboriginal people in the remote Pilbara region of Western Australia dealing with the impact of late colonialism and moves towards self-determination, from the 1980s to the present. Each of these groups has its own stories, illuminating ways in which, despite the assault of modernisation on deeply held traditional beliefs and practices, particular cultural understandings and practices continue to shape people’s responses to their novel circumstances. The present volume arises out of a conference in Canberra on Indigenous Participation in Australian Economies at the National Museum of Australia on 9-10 November 2009, which attracted more than thirty presenters. The diverse themes included histories of economic relations, the role of camels and dingoes in Indigenous-settler relations, material culture and the economy, the economies of communities from missions and stations to fringe camps and towns, the transitions from payment-in-kind to wage economies and Community Development Employment Projects, the issue of unpaid and stolen wages, local enterprises, and conflicts over development. Sixteen of those papers have been developed as chapters in this volume, together with a foreword by Professor Jon Altman. This book comprises a companion volume to Indigenous Participation in Australian Economies: Historical and Anthropological Perspectives, published by ANU E Press in 2010.

    Description: In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer 'islands of hope' for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

    Description: The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy.In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy.The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

    Description: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields.

    Description: 'Mind the Gap!' is an almost iconic exhortation, originating in the London Underground, warning travellers to be careful when navigating the 'gap' between the platform and train. In this volume, Peter Carroll, Rex Deighton-Smith, Helen Silver and Chris Walker retrospectively assess the 'gap' — no less dynamic and perilous in a public policy context — between the promise and performance of successive waves of regulation in Australia since the 1980s. Regulatory bodies exist to exercise what might be broadly termed 'control functions' and, by nature, tend to be conservative both in their culture and operations. Institutional conservatism does not, of necessity, preclude the exercise of creativity and foresight, both of which are sorely required if government is to successfully meet the challenge of delivering more effective and less costly regulation. The business and policy environment is complex, the risks are great and the rewards of success and the costs of failure will be enormous. The true measure of success will be how effectively we are able to close the gap between promise and performance.

    Description: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such ‘futures’. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of ‘value’, ‘identity’, and ‘community’ are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and ‘livelihood’ activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of ‘country’, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

    Description: Every five years, the Australian treasurer is required to publish an intergenerational report (IGR), which examines the long-term sustainability of current government policies and seeks to determine how demographic, technological and other structural trends might affect the economy and the budget in coming decades. Despite these lofty objectives, the five IGRs produced from 2002 have received only muted applause. Critics say that they are too mechanical, too narrow and too subject to the views of the government of the day and that they don't provide the intended wake-up call for public understanding of looming economic, social and environmental issues. This analysis of the most recent IGR (2021) is based on a workshop hosted by the Academy of the Social Sciences in Australia. While finding that the 2021 IGR is an improvement on the previous report (2015), the authors identify several fiscal and broader policy issues that deserve greater attention, including Australia’s structural deficit, rising inequality and the impacts of climate change. They argue that the report fails to discuss the policies required to support greater resilience against future shocks, including the case for earlier budget repair. They propose that future IGRs be prepared with greater independence, cover all levels of government, have more transparent analysis and draw upon a wider 'wellbeing’ approach to long-term sustainability. This book aims to attract close attention from public officials and politicians and generate constructive debate in the community.

    Description: This volume describes the results of the first archaeological survey and excavations carried out in the fascinating and remote Aru Islands, Eastern Indonesia between 1995 and 1997. The naturalist Alfred Russel Wallace, who stopped here in search of the Birds of Paradise on his voyage through the Indo-Malay Archipelago in the 1850s, was the first to draw attention to the group. The results reveal a complex and fascinating history covering the last 30,000 years from its early settlement by hunter-gatherers, the late Holocene arrival of ceramic producing agriculturalists, later associations with the Bird of Paradise trade and the colonial expansion of the Dutch trading empires. The excavations and finds from two large Pleistocene caves, Liang Lemdubu and Nabulei Lisa, are reported in detail documenting the changing environmental and cultural history of the islands from when they were connected to Greater Australia and used by hunter/gatherers to their formation as islands and use by agriculturalists. The results of the excavation of the late Neolithic — Metal Age midden at Wangil are discussed, as is the mysterious pre-Colonial fort at Ujir and the 350-year old ruins of forts and a church associated with the Dutch garrisons.

The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among other public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Without claiming to be a 'how to’ book, it attempts to provide a relatable account of how parliamentary officials and members of parliament carry out their inherently complex roles and how they might be assisted by contemporary public management approaches.

    Description: This monograph explores the ways in which people experience ‘development’ and how development shapes and maintains their lives. The discussion begins with Lampung Province, moves to one of the province’s highland regions, and ends in a village in this highland region. Colonial and post-colonial initiatives drove the transformation of Lampung in the twentieth century bringing mixed results and effects including rapid growth in agricultural production, the formation of ‘wealthy zones’ in some areas, and the creation of pockets of poverty in other areas. In Sumber Jaya and the highlands of Way Tenong, migrants have transformed one of Lampung’s last frontier regions into one of its ‘wealthy zones’. Although the bulk of these migrants migrated spontaneously, they were integrated within the framework of planned development. The level of progress that the region has achieved is largely the result of villagers’ efforts to bring state resources to the village. In conflict with forestry authorities for decades, farmers in some villages have agreed to establish a new relationship with authorities, but the struggle for control over land resources continues.

    Description: Securing Village Life: Development in Late Colonial Papua New Guinea examines the significance for post-World War II Australian colonial policy of the modern idea of development. Australian officials emphasised the importance of bringing development for both the colony of Papua and the United Nations Trust Territory of New Guinea. The principal form that development took involved securing smallholders against the tendencies of other forms of capitalist development that might have separated households from land. In order to make household occupation of their holdings more secure and at higher standards of living, the colonial administration coordinated and supervised increases in production of crops and other agricultural produce. Contrary to suggestions that colonial policy and practice ignored indigenous agriculture and concentrated on plantation crops grown by international firms and expatriate owner-occupiers, the study shows how the main focus was instead upon increasing smallholder output for immediate consumption as well as for local and international markets. Simultaneously development stimulated increases in consumption, including of goods produced through manufacturing processes and imported into the colony. Only as Independence approached was the pre-eminence of the earlier focus upon smallholders weakened. In part the change occurred due to the political advance of the indigenous capitalist class and their allies seeking to extend their base in largeholding agriculture and related commercial activities. This advance and the uncertainty over which form of development would prevail once indigenes held state power in post-colonial Papua New Guinea stood in marked contrast to the definite direction pursued under the colonial administration of the 1950s and early 1960s.

    Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

    Description: Indigenous policy is a complex domain motivated by a range of social, cultural, political and economic issues. The Council of Australian Governments 'closing the gaps' agenda for addressing Indigenous disadvantage in Australia now includes six targets with well defined and measurable outcomes for policy action. In this context there is a continuing and pressing need for robust debate to understand how meaningful improvement in Indigenous outcomes might be achieved. This monograph presents the peer-reviewed proceedings of the 2011 CAEPR/ABS conference on 'Social Science Perspectives on the 2008 National and Aboriginal Torres Strait Islander Social Survey'. It is the fourth CAEPR monograph since 1992 to reflect on national surveys of Indigenous Australians. The conference covered topics including child development, crime and justice, culture, wellbeing, the customary economy, demography, education, employment, fertility, health, housing, income and financial stress, mobility, poverty, social exclusion, and substance abuse. The papers summarise the strengths and limitations of the 2008 NATSISS, discuss the types of policy-relevant questions it can inform, and consider future survey design. A social survey such as the NATSISS can ultimately never tell those responsible for developing public policy what to do, but it can provide useful information to inform policy decisions. This volume will be useful for researchers and policy makers, and relevant to the wider national debate and, in particular, Indigenous communities and organisations.

The year of Heinz Wolfgang Arndt's birth, 1915, was not a good time for a German boy to be born. His country was soon to be defeated in a great war, his school years were shadowed by the rise of Hitler. Yet when Heinz's long-buried Jewish background led his academic father to lose his chair in chemistry and flee to Oxford, Heinz followed. As Heinz put it, the calamity of Hitler's rise to power led him to 'the incredible good fortune of an Oxford education and a life spent in England and Australia.' This was a man of inexhaustible energy and optimism, who returned from months behind barbed wire interned in Canada to write a historical classic—The Economic Lessons of the Nineteen-Thirties. He seized the opportunity of an unexpected job offer to set off with his young family for Sydney where he quickly established himself as a leading authority on the Australian banking system, embarked on his fifty year career as a gifted university teacher and enjoyed the first of many vigorous forays as a public intellectual. But it was at ANU that Heinz took the bold step which led him to become the Grand Old Man of Asian Economics. In 1966, just after the Sukarno coup and the year of living dangerously, he determined the time had come to study the Indonesian economy. It took all his charm, persistence and formidable intellect to persuade the Indonesians to open their doors to him. The result was a world-leading centre of Indonesian economics which greatly contributed to the development of modern Indonesia.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia's electoral administration, testing for professionalism, independence and integrity.

It covers a period of almost a century and a half. However, the individual stories of first-hand experience converge to some extent in various ways so as to present a broadly coherent picture of ‘Pacific History’. In this, politics, economics and religion overlap. So, too, do indigenous cultures and concerns; together with the activities and interests of the Europeans who ventured into the Pacific and who had a profound, widespread and enduring impact there from the nineteenth century, and who also prompted reactions from the Island peoples. Not least significant in this process is the fact that the Europeans generated a ‘paper trail’ through which their stories and those of the Islanders (who also contributed to their written record) can be known. Thus, not only are the subjects of the essays to be encountered personally, and within a contextual kinship, but the way in which the past has shaped the future is clearly discernible. Watriama himself features in various historical narratives.     Description: France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But France’s future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history – and problematic future – of several of Australia’s key neighbours in the Pacific and to the priorities and options of the European country that still rules them. It is aimed at policy-makers, scholars, journalists, businesspeople, and others who want to familiarise themselves with the issues as France’s role in the region is redefined in the years to come.

    Description: This book recounts some experiences of young Australians with catastrophic brain injuries, their families and the medical system which they encountered. Whilst most of the events described occurred two to three decades ago they raise questions relevant to contemporary medical practice. The patients whose stories are told were deemed to be ‘unsuitable for rehabilitation’ and their early placement in nursing homes was recommended. In 2013, it is time to acknowledge that the adage of ‘one size fits all’ has no place in rehabilitation in response to severe brain injury. Domiciliary rehabilitation, when practicable, may be optimal with the alternative of slow stream rehabilitation designed to facilitate re-entry into the community. Patients’ families were impelled to undertake heroic carers’ commitments as a reaction to nihilistic medical prognoses. It is time for the Australian health care system to acknowledge those commitments, and the budgetary burden which they lift from the system by providing family members with support to retrieve career opportunities, most notably in education and employment, which have been foregone in caring. Medical attendants repeatedly issued negative prognoses which were often confounded by the patient’s long term progress. Hopefully, those undertaking the acute care of young people with severe brain injury will strive to acquire an open mind and recognise that a prognosis based on a snapshot observation of the patient, without any longer term contact provides a flawed basis for a prognosis. The story of these patients and of Dr Ted Freeman has wider implications.

Would charity and paternalism lead to effective government or dismal failure - to a powerful defence of an oppressed people, or to new forms of oppression? It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence's responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s.The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984-90), who describes it as 'a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, [and] debates about globalism and regionalism', and as 'an invaluable compendium' to the current process of refining the strategic guidance for Australia's future defence policies and capabilities.
