    The Netherlands and the Oil Crisis (2023)

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states.

    Description: Actors and actresses play characters such as the embittered Medea, or the lovelorn Romeo, or the grieving and tearful Hecabe. The theatre audience holds its breath, and then sparks begin to fly. But what about the actor? Has he been affected by the emotions of the character he is playing? What's going on inside his mind? The styling of emotions in the theatre has been the subject of heated debate for centuries. In fact, Diderot in his Paradoxe sur le comedien, insisted that most brilliant actors do not feel anything onstage. This greatly resembles the detached acting style associated with Bertolt Brecht, which, in turn, stands in direct opposition to the notion of the empathy-oriented "emotional reality" of the actor which is most famously associated with the American actingstyle known as method acting. The book's survey of the various dominant acting styles is followed by an analysis of the current state of affairs regarding the psychology of emotions. By uniting the psychology of emotions with contemporary acting theories, the author is able to come to the conclusion that traditional acting theories are no longer valid for today's actor. Acting Emotions throws new light on the age-old issue of double consciousness, the paradox of the actor who must nightly express emotions while creating the illusion of spontaneity. In addition, the book bridges the gap between theory and practice by virtue of the author's large-scale field study of the emotions of professional actors. In Acting Emotions, the responses of Dutch and Flemish actors is further supplemented by the responses of a good number of American actors. The book offers a unique view of how actors act out emotions and how this acting out is intimately linked to the development of contemporary theatre.     Description: Scholarship on early medieval England has seen an exponential increase in scholarly work by and about women over the past twenty years, but the field has remained peculiarly resistant to the transformative potential of feminist critique. Since 2016, Medieval Studies has been rocked by conversations about the state of the field, shifting from #MeToo to #WhiteFeminism to the purposeful rethinking of the label “Anglo-Saxonist.” This volume takes a step toward decentering the traditional scholarly conversation with thirteen new essays by American, Canadian, European, and UK professors, along with independent scholars and early career researchers from a range of disciplinary perspectives. Topics range from virginity, women’s literacy, and medical discourse to affect, medievalism, and masculinity. The theoretical and political commitments of this volume comprise one strand of a multivalent effort to rethink the parameters of the discipline and to create a scholarly community that is innovative, inclusive, and diverse.

The Rhythm of Strategy: A Corporate Biography of the Salim Group of Indonesia criticises existing theories on ethnic Chinese firms and instead provides a more nuanced view of the evolution of a small migrant trading business into the largest family business group in Southeast Asia. It argues that the strategy of this group oscillated irregularly between a business model built on connections and a professional business model adapted to markets.     Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria.     Description: Despite the plethora of research on gender and the many projects designed to improve their status in the Pacific region, women continue to be disadvantaged and marginalised in social, economic and political spheres. How are we to understand this and what does it mean for researchers, policy-makers and development practitioners? This book examines these questions, partly by looking back but also by continuing the effort to explain and understand gender inequities in the Pacific through reference to the concept of societies in transition. The contributors discuss emerging masculinities and femininities in the Pacific in order to chart the development of these in their contexts. Exploring how contemporary Pacific identities are shaped by local contexts and traditions, they focus on how these are remade through interaction with global ideas, images and practices, including new forms of Christianity and economic transformations. The three core domains are 1. Synthesising disciplinary and stakeholder knowledge, 2. Understanding and managing diverse unknowns, and 3.Providing integrated research support for policy and practice change. Each of these three domains is organised around five questions 1.     Description: The Western and Central Pacific Ocean is home to the largest tuna fishery in the world - around half of the world's tuna supply - and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts. Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

    Description: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat's fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life. Among the patchwork paddyfields and haphazard laneways of Lak Chang we come to a greater understanding of how global and regional processes of modernisation are managed and selectively incorporated by one local community.

A debate within economics on risk and uncertainty brings him to theological questions and the concept of hope in the work of the late Jonathan Sacks—and to a renewed way of doing theology as an account of the good life. What follows is an equal conversation between theology and economics as has hardly been undertaken in recent times. It emerges that hope is not contrary to economic insights, but remarkably compatible with them. Communication between these fields of expertise can open the way for a courageous and creative embrace of radical uncertainty in climate change.     Description: When black South African artist Willie Bester, whose art persistently criticizes the colonial and totalitarian history of his country, created a sculpture of Sarah Bartmann (or Saartjie Bartmann) out of recycled material, one wouldn’t have imagined so many ruptures from this work. Buikema (2007) clinically unpacks the first rupture at the University of Cape Town by deploying politics of representation as presence and symbolic. And she questions: Is it possible to represent Sarah Bartmann freshly without reproducing sexist and racist appropriations? In this article, I unpick Buikema’s article while putting it into conversation with further ruptures that took place at UCT between 2015-2018 after the student protests calling for decolonisation of the university. I argue that it is through such critical engagements and discomforts that transformation towards dignifying and humanizing of Sarah Bartmann occurs; and by extension, epistemic justice.

    Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language.     Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: One of the main challenges in labour relations in Europe is the ongoing decentralisation of collective bargaining from national and sectoral levels to company levels. Decentralisation might be an answer to business needs in competitiveness and organisational flexibility. However, it risks erosion of collective bargaining structures, more inequality in employment conditions and fragmentation in trade unions’ powers. Based on recent qualitative research, this book shows high varieties across European countries and economic sectors in degrees, forms and impacts of decentralisation. The authors explore, in interdisciplinary and multi-level perspectives, continuity and change in regulating and practicing collective bargaining in France, Germany, Ireland, Italy, the Netherlands, Poland, Spain and Sweden. In cross-country comparisons, company case studies in manufacturing and retail show the divergent effects of national regimes and social partners’ power resources on trade unions’ strategies and influence in company bargaining.

    Description: Living Art: Indonesian Artists Engage Politics, Society and History is inspired by the conviction of so many of Indonesia's Independence-era artists that there is continuing interaction between art and everyday life. In the 1970s, Sanento Yuliman, Indonesia’s foremost art historian of the late twentieth century, further developed that concept, stating: 'New Indonesian Art cannot wholly be understood without locating it in the context of the larger framework of Indonesian society and culture’ and the ‘whole force of history’. The essays in this book accept Yuliman’s challenge to analyse the intellectual, sociopolitical and historical landscape that Indonesia’s artists inhabited from the 1930s into the first decades of the new millennium, including their responses to the COVID-19 pandemic.     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Australia’s Fertility Transition (2023)

    Description: In the late 19th and early 20th centuries, most countries in Europe and English-speaking countries outside Europe experienced a fertility transition, where fertility fell from high levels to relatively low levels. England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

    Description: In the first integrated biographical study of his work, this book situates British historian Raphael Samuel (1934–1996) in relation to his distinctive form of activist politics as they developed from youthful Cold War communism to the first British New Left, 1960s radicalism to the 1980s history wars. As the catalyst behind the History Workshop movement, Samuel championed the democratisation of history-making and practised an eclectic form of people’s history in his own work. His unique approach was controversial, drawing impassioned responses from across the ideological spectrum, the most sustained critique often coming from his left-wing contemporaries. It is argued here that this compelling figure has been unjustly neglected and that he continues to offer important insights into the politics of history-making in a post-Marxist world.

    Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: Dogma95 has been heralded as the European alternative to the Hollywood Blockbuster. For many critics and film lovers, Dogma95 and Von Trier's films have become synonymous with the notions usually associated with independent film making: low budgets and realism. Von Trier's approach to film making, however, takes cinema beyond the traditional confines of film aesthetics and radically transposes the practice of film making and film itself right into what has become the paramount genre of new media: games and gaming. Dogma 95, this book argues, is not an exceptional phase in Von Trier's carreer - as it was for his cofounders - but the most explicit formulation of Von Trier's cinematic games aesthetics, that has guided the conception and production of all of his films. The launching of Dogma95 and the infamous Dogma Manifesto was a game; Von Trier redefines the practice of film making as a rule bound activity, he brings forms and structures of games to bear on his films, and he draws some sobering lessons from economic and evolutionary game theory. Von Trier's films can be better understood from the perspective of games studies and game theory than from the point of view of traditional film theory and film aesthetics. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What’s more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like.     Description: This impressive collection celebrates the work of Peter Kershaw, a key figure in the field of Australian palaeoenvironmental reconstruction. Over almost half a century his research helped reconceptualize ecology in Australia, creating a detailed understanding of environmental change in the Late Pleistocene and Holocene. Within a biogeographic framework one of his exceptional contributions was to explore the ways that Aboriginal people may have modified the landscape through the effects of anthropogenic burning. These ideas have had significant impacts on thinking within the fields of geomorphology, biogeography, archaeology, anthropology and history. Papers presented here continue to explore the dynamism of landscape change in Australia and the contribution of humans to those transformations. The volume is structured in two sections. The first examines evidence for human engagement with landscape, focusing on Australia and Papua New Guinea but also dealing with the human/environmental histories of Europe and Asia. The second section contains papers that examine palaeoecology and present some of the latest research into environmental change in Australia and New Zealand. This collection of refereed papers covers the thematic fields of geoarchaeology, archaeobotany, materials analysis and chronometry, with particular emphasis on the first two. The editors Andrew Fairbairn, Sue O'Connor and Ben Marwick outline the special value of these contributions in the introduction. The international nature of archaeological science will mean that the advances set out in these papers will find a receptive audience among many archaeologists elsewhere.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: In recent decades, the term ‘mobility’ has emerged as a defining paradigm within the humanities. For scholars engaged in the multidisciplinary topics and perspectives now often embraced by the term Pacific Studies, it has been a much more longstanding and persistent concern. Even so, specific questions regarding ‘mobilities of return’—that is, the movement of people ‘back’ to places that are designated, however ambiguously or ambivalently, as ‘home’—have tended to take a back seat within more recent discussions of mobility, transnationalism and migration. This volume situates return mobility as a starting point for understanding the broader context and experience of human mobility, community and identity in the Pacific region and beyond. Through diverse case studies spanning the Pacific region, it demonstrates the extent to which the prospect and practice of returning home, or of navigating returns between multiple homes, is a central rather than peripheral component of contemporary Pacific Islander mobilities and identities everywhere.

    Description: For centuries, law was used to subordinate women and exclude them from the public sphere, so it cannot be expected to become a source of equality instantaneously or without resistance from benchmark men—that is, those who are white, heterosexual, able-bodied and middle class. Equality, furthermore, was attainable only in the public sphere, whereas the private sphere was marked as a site of inequality; a wife, children and servants could never be the equals of the master. Despite their ambivalence about the role of law and its contradictions, women and Others felt that they had no alternative but to look to it as a means of liberation. This skewed patriarchal heritage, the subtext of this collection of essays, has continued to impede the quest for equality by women and Others. It informs not only gender relations in the private sphere, as illustrated by domestic violence and sexual assault, but also the status of women in the public sphere. Despite the fact that women have entered the paid workforce—including the professions—in large numbers, they are still expected to assume responsibility for the preponderance of society's caring. The essays show how maternal and caring roles, which are still largely viewed as belonging to an unregulated private sphere, continue to be invoked to detract from the authority of the feminine in the public sphere. The promise of antidiscrimination legislation in overcoming the heritage of the past is also shown to be somewhat hollow.

    Description: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence.In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

This genre of intellectual history differs from both the French history of mentalités and the Anglophone history of discourses by positing the concept - the key occupier of significant syntactical space - as the object of historical investigation. Contributions by distinguished practitioners and critics of conceptual history from Europe and America illustrate both the distinctiveness and diversity of the genre. The first part of the book is devoted to the origins and identity of the field, as well as methodological issues.     Description: This book explores the extent and causes of attrition and retention in university Language & Culture (L&C) programs through a detailed analysis of an institutional case study at The Australian National University (ANU). Using extensive data collected through student surveys, coupled with data mining of university-wide enrolment data, the authors explore the enrolment and progress of students in all ANU L&C programs. Through their detailed statistical analysis of attrition and retention outcomes, the authors reveal serious inadequacies in the traditional, and common, methodology for determining the extent of student attrition and retention in tertiary L&C programs. Readers are shown why a year-to-year comparison of students who continue or discontinue language studies using traditional statistical methodology cannot provide data that is sufficiently meaningful to allow for sound policy- and decision-making. The authors instead suggest a more valid, replicable methodology that provides a new approach potentially applicable to all disciplines and all student retention measures. The authors also demonstrate that the empirical data supports a new hypothesis for the reasons for attrition, based on students’ relative belief or doubt in their capacity to complete their studies successfully. By highlighting the importance of language capital as a factor in students’ concerns about their capacity for success, and hence in their decisions to stay in, or leave, a university language program, the authors show the importance of the ‘doubters’ dilemma’. By taking a rigorous approach to hypothesis building and testing around enrolment and attrition data, the authors provide valuable insights into attrition issues, and potential retention strategies, in L&C programs, which will be relevant to institutions, policy-makers and teaching academics.

An avalanche of new economic thinking and a reorientation of European values show the way toward a different economy. A new perspective is necessary if we want to implement the Sustainable Development Goals and if we consider our planet as ‘Our Common Home,’ for present and future generations. This book argues that European economies should be the initiators of a global transition toward a sustainable and inclusive world economy.     Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all 'new and interesting facts' about Aboriginal Australia. Despite falling foul with some of the most powerful figures in British and Australian anthropology, Mathews published some 2200 pages of anthropological reportage in English, French and German. His legacy is an outstanding record of Aboriginal culture in the Federation period.     Description: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians. Although the result was ethnically polarised, for the first time in Fijian history the successful candidates came together to share power in a constitutionally ordained multiparty cabinet, with Laisenia Qarase retaining the prime ministership. But the fragile collaboration was short-lived. On 5 December 2006, Commodore Voreqe Bainimarama ordered a military takeover, declaring himself 'President', ousting the elected government and replacing it with an 'interim' government of his choice, and once again throwing Fiji into political turmoil.     Description: The production, distribution, and perception of moving images are undergoing a radical transformation. Ever-faster computers, digital technology, and microelectronic are joining forces to produce advanced audiovision -the media vanishing point of the 20th century. Very little will remain unchanged. The classic institutions for the mediation of film - cinema and television - are revealed to be no more than interludes in the broader history of the audiovisual media. This book interprets these changes not simply as a cultural loss but also as a challenge: the new audiovisions have to be confronted squarely to make strategic intervention possible. Audiovisions provides a historical underpinning for this active approach. Spanning 100 years, from the end of the 19th to the end of the 20th century, it reconstructs the complex genesis of cinema and television as historically relative - and thus finite - cultural forms, focussing on the dynamics and tension in the interaction between the apparatus and its uses. The book is also a plea for 'staying power' in studies of cultural technology and technological culture of film. Essayistic in style, it dispenses with complicated cross references and, instead, is structured around distinct historical phases.     Description: The colour of carbon matters. Green carbon is the carbon stored in the plants and soil of natural ecosystems and is a vital part of the global carbon cycle. This report is the first in a series that examines the role of natural forests in the storage of carbon, the impacts of human land use activities, and the implications for climate change policy nationally and internationally. REDD (“reducing emissions from deforestation and degradation") is now part of the agenda for the “Bali Action Plan" being debated in the lead-up to the Copenhagen climate change conference in 2009. Currently, international rules are blind to the colour of carbon so that the green carbon in natural forests is not recognised, resulting in perverse outcomes including ongoing deforestation and forest degradation, and the conversion of extensive areas of land to industrial plantations. This report examines REDD policy from a green carbon scientific perspective. Subsequent reports will focus on issues concerning the carbon sequestration potential of commercially logged natural forests, methods for monitoring REDD, and the long term implications of forest policy and management for the global carbon cycle and climate change.

    Description: The world's two largest economies, the United States and China, are locked in a trade war, complicating policy choices internationally. These choices are sharper for the countries of East and Southeast Asia than they are elsewhere, because the multilateral rules-based economic order on which East Asian economic integration and cooperation is built is under threat. Economic policy has never been separate from security considerations. For decades, the national security risks inherent in economic exchange have been mitigated under a US-led system that allowed the strengthening of economic ties, including between China and the rest of the world. But economics and security are increasingly entangled in a way that is damaging to both, creating a dangerous trade-off. Now, as global uncertainties grow, the risks of international exchange—rather than its benefits—are beginning to dominate the calculus for some policymakers. Against this backdrop, how can Southeast Asian countries and US allies in Asia balance their security interests and their economic interests? And how can these countries, individually and collectively, broaden their policy options and deepen economic integration? This volume investigates the domestic and international dimensions of these questions.

    Description: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia's defence.This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s—valid measures of competence. It concludes that Australia is running out of luck and time.The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change.

    Description: Secretaries of government departments in Australia are the bureaucratic leaders of their generation. They are ambitious, highly-talented executives who have risen to the very pinnacle of their chosen vocation - public service to the Australian nation - usually after having spent most, if not all, of their professional careers dedicated to the public service. They serve governments as their top advisers and in policy terms are often some of the most important decision-makers in the country. This collection brings together the valedictory speeches and essays from a departing group of secretaries (and one or two other equivalent agency heads) who left the Australian Public Service between 2004 and 2011. Over this period of time it gradually became accepted that departing secretaries and heads of significant agencies would present a valedictory address to their peers at a public farewell function. The first two speeches in this collection were initiated informally and given at functions organised by their agencies; in 2005 the process was formalised with the Australian Public Service Commission acting as organiser. These contributions contain reflections, commentaries, occasional fond memories or key turning-points in careers, critiques of changes that have occurred and an outline of the remaining challenges their successors will face as the public administrators of tomorrow. From the outset it is clear that there is no uniform message, no single narrative levelled either in praise or in criticism, other than pride in the public service and strong belief in the contribution it makes to the Australian community. They have their own personal 'takes' on how the public service looks to them, on its performance and on the challenges confronting public administration into the future. Most spend some time looking back, reflecting on the extent of change that has occurred over the length of their careers; but equally importantly they look forward, anticipating future policy dilemmas and capacity challenges. John Wanna holds the Sir John Bunting Chair of Public Administration at the Research School of Social Sciences at The Australian National University and is director of research for the Australian and New Zealand School of Government (ANZSOG). Andrew Podger is professor of public administration at The Australian National University and adjunct professor at Griffith University and Xi'an Jiao Tong University. A former Australian Public Service Commissioner and secretary of the departments of Health and Aged Care, Housing and Regional Development, and Administrative Services, he retired from public service in 2004. Sam Vincent is a Canberra-based freelance journalist who contributes to The Sydney Morning Herald, The Sun-Herald, The Age and Inside Sport magazine.
