    Description: “Attention” is a primordial topic throughout Goffman’s work. Already his dissertation thesis (1953) includes a separate chapter on “the organization of attention”. In his later studies he developed various concepts related to attention, such as focused/unfocused interaction or “civil inattention”. Although attention is evidently a crucial dimension of the interactional order, Goffman did not elaborate this topic systematically. The study of attention was later refined and enriched by conversation analysts who underlined the role of visual displays of attentiveness in social interaction. Against the backdrop of the notion of “focused interaction”, this paper examines how the psychological approach to “joint attention” differs from or amplifies Goffman’s studies. Based on some of Cartier-Bresson’s photos, it is shown that the contrasting set of focused/unfocused interaction needs to be supplemented by a third type of attention order, in which members are collectively oriented to an outward event. After a discussion of some of the practices of sustaining and re-establishing a focus of attention, empirical evidence is provided that certain interactional purposes can be achieved by displaying inattention. In the final discussion of Goffman’s concept of “civil inattention”, some historical and sociological dimensions are pointed out along which this concept can be further studied.

    Chapter 9 From Conference to Community Interpreter Education (2021)

    Description: The aim of the chapter is to determine whether the current education of interpreters in the Republic of Slovenia responds to the needs of the society. In order to do that, the chapter first briefly outlines the development of the education of Slovene interpreters from its beginnings to the present. By drawing on the results of a nation-wide survey of language-support needs in Slovene healthcare institutions from 2016, which gathered responses of 564 healthcare workers, and on statistics of the Ministry of Interior Affairs of the Republic of Slovenia providing the countries of origin of applicants for international protection in Slovenia in the period between 2013 and 2019, the language needs on the contemporary Slovene society are outlined. These needs are then compared to the results provided by a nation-wide survey of interpreters and sworn interpreters from 2020 (n=123) focusing on language combinations they offer and identifying different settings in which they work. The results of this comparison show that there is a serious mismatch between the needs of the society and the existing language profiles of professional interpreters in the market, which results in the fact that ad-hoc interpreters are used for almost all the languages of newly arrived migrants with negative consequences for society at large. The chapter concludes with the description of educational efforts aimed at remedying the situation: first, a short specialisation program for sworn interpreters introduced in 2018, and second, the education of teachers of community interpreters for Albanian, Arabic and Persian which took place from 2019 to 2020.

    Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

Through the analysis of digital power and connection manoeuvres (cf. Kendall 2006, Tannen 2006, Tannen et al. 2007) and morality practices (Ochs & Kremer-Sadlik 2007), the chapter shows how their interactional practices differ between local and transnational digital connectivity as well as between regular and occasional family contacts. The expressions of affection in these mediated interactions are examined to identify how they differ by the various types of local to global connectivity in the data and to conclude on how the diversity of linguistic repertoires becomes a resource to articulate emotions between adults, parents and their children.

    Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

    Description: Elaborating on Goffman’s ideas of self and face, the chapter examines the ways in which patients with personality disorders manage the stigma of impulsive behaviours (such as verbal or physical violence) in psychiatric assessment interviews. Patients display three different types of stance when they describe their impulsive behaviours. They can (1) show self-reproach through evaluations, verbal marking of the exceptionality of their behaviour, or through bodily displays. They can also (2) lessen the reproach by conveying that there are also moments or aspects of their behaviour when they do not deviate from the norm. Sometimes, however, the patients (3) defy the reproach by showing joy or satisfaction with their impulsive behaviours. The three stance displays correspond to the three strategies of self-management of stigmatised persons discussed by Goffman. While Goffman discussed such strategies at the level of autobiographical time, conversation analysis demonstrates them in micro-interactional time.

This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities. Divided into two parts, the first part of the book employs an ecumenical approach to discuss the divisions and differences that disunite Africa as a continent and Africans as a people and how they affect African international politics. Part II goes on to explore how this ‘othering’ can be superseded by non-discriminatory, unifying and positive identities and values. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

    Description: Why do rich countries flirt with fiscal disaster? Between the 1970s and the 2000s, during times of peace and prosperity, affluent countries—like Belgium, Greece, Italy, and Japan—accumulated so much debt that they became vulnerable and exposed themselves to the risk of default. In the past three decades, an extensive scholarly consensus emerged that these problems were created by fiscal indiscipline, the lack of sufficient concern for budgetary constraints from policy makers as they try to please voters. This approach formed the foundation for the fiscal surveillance system that attempted to bring borrowing in European countries under control via a set of fiscal rules. In the Red demonstrates that the problem of sustained, large-scale debt accumulation is an adjustment issue rather than a governance failure. Irrespective of whether the original impetus for borrowing arose from exogenous changes or irresponsible decision making, policy makers invariably initiate spending cuts and/or tax increases when debt grows at an alarming rate for several years in a row. Zsófia Barta argues that explaining why some countries accumulate substantial amounts of debt for decades hinges on understanding the conditions required to allow policy makers to successfully put into place painful adjustment measures.

    Description: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents.

Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. Informed by studies on interpreter ethics in conflict, historical studies of Japanese war crimes and legal discussion on individual liability in war crimes, Takeda provides a detailed description and analysis of the 39 interpreter defendants and interpreters as witnesses of war crimes at British military trials against the Japanese in the aftermath of the Pacific War, and tackles ethical and legal issues of various risks faced by interpreters in violent conflict.The book first discusses the backgrounds, recruitment and wartime activities of the accused interpreters at British military trials in addition to the charges they faced, the defence arguments and the verdicts they received at the trials, with attention to why so many of the accused were Taiwanese and foreign-born Japanese. Takeda provides a contextualized discussion, focusing on the Japanese military’s specific linguistic needs in its occupied areas in Southeast Asia and the attributes of interpreters who could meet such needs. In the theoretical examination of the issues that emerge, the focus is placed on interpreters’ proximity to danger, visibility and perceived authorship of speech, legal responsibility in war crimes and ethical issues in testifying as eyewitnesses of criminal acts in violent hostilities. Takeda critically examines prior literature on the roles of interpreters in conflict and ethical concerns such as interpreter neutrality and confidentiality, drawing on legal discussion of the ineffectiveness of the superior orders defence and modes of individual liability in war crimes.     Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters’ approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption. This new perspective sheds important light on violence and radical protest in post-war Germany, as previous books have failed to examine to what extent these forms of resistance should be regarded as reactions to changing regimes of provision.     Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo.     Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

Citizens, scholars, and legal professionals commonly assume that subjectivity and objectivity are opposites, with the corollary that subjectivity is a vice and objectivity is a virtue. These assumptions underlie passionate debates over adherence to original intent and judicial activism. In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

    Description: This book examines the mobilization, role, and trajectory of women rescuers and perpetrators during the 1994 genocide in Rwanda. While much has been written about the victimization of women during the 1994 genocide in Rwanda, very little has been said about women who rescued targeted victims or perpetrated crimes against humanity. This book explores and analyzes the role played by women who exercised agency as rescuers and as perpetrators during the genocide in Rwanda. As women, they took actions and decisions within the context of a deeply entrenched patriarchal system that limited their choices. This work examines two diverging paths of women’s agency during this period: to rescue from genocide or to perpetrate genocide. It seeks to answer three questions: First, how were certain Rwandan women mobilized to participate in genocide, and by whom? Second, what were the specific actions of women during this period of violence and upheaval? Finally, what were the trajectories of women rescuers and perpetrators after the genocide? Comparing and contrasting how women rescuers and perpetrators were mobilized, the actions they undertook, and their post-genocide trajectories, and concluding with a broader discussion of the long-term impact of ignoring these women, this book develops a more nuanced and holistic view of women’s agency and the genocide in Rwanda. This book will be of much interest to students of gender studies, genocide studies, African politics and critical security studies.

For example, small European states have periodically wielded their veto privileges to override the preferences of their larger, more economically and militarily powerful neighbors when negotiating European Union treaties, which require the unanimous consent of all EU members. Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto—or veto threat—has been employed in treaty negotiations of the past two decades. As he explains, the importance of veto power in treaty negotiations is one of the features that distinguishes the EU from other international organizations in which exit and expulsion threats play a greater role. At the same time, the prominence of veto power means that bargaining in the EU looks more like bargaining in a federal system. Slapin's findings have significant ramifications for the study of international negotiations, the design of international organizations, and European integration.

    Description: Translation history and literary translation, on the one hand, and periodical publications, on the other, have been extensively analysed within the fields of translation studies, comparative literature, and media studies, with numerous conferences and publications taking literary translation and the periodical as objects of enquiry. However, the relationship between both fields still remains underexplored and nationalistic approaches and disciplinary boundaries have precluded the development of further conceptual and methodological insights regarding literary translation and the media. This chapter highlights the innovative theoretical and methodological issues intrinsic to analysing literary translation in periodical publications at both small and large scales, whether using or not digital tools, and sheds light on its qualitative implications for research.     Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: This chapter extends some of the observations that Goffman made on a class of vocalisations he called ‘response cries’ (1978) to the domain of the multi-modal by examining an embodied practice in English interaction: a particular facial expression that 1) has particular compositional features and 2) occurs in a particular sequential position. Compositionally, this expression consists of raised eyebrows and pursed lips; sequentially, it is produced in response to a claim made by a co-participant. Instances from both institutional and mundane interaction are examined here. These show participants may or may not be gazing at their co-participant; the expression is not necessarily designed to get uptake. In this respect, this facial expression resembles Goffman’s ‘response cries’ in being produced in the presence of others, but not necessarily designed to get responses from those others. Response relevance is seen to be shaped as much by sequential position as features of composition. This facial expression is shown, when analysed in its sequential environment, to constitute an embodied display of scepticism.

    Description: Makerspaces—local workshops that offer access to and training on fabrication technologies, often with a focus on creativity, education, and entrepreneurship—proliferated in the 2010s, popping up in cities across the world. Beyond the Makerspace is a longitudinal, ethnographically informed study of a particular Seattle makerspace that begins in 2015 and ends with the closing of the space in 2018. Examining acts of making with objects, tools, words, and relationships, Beyond the Makerspace reads making as a kind of rhetoric, or meaning-making work, and argues that acts of making things are rhetorical in the sense that they are culturally situated and that they mark boundaries of what counts as making and who counts as maker. By focusing on a particular makerspace over time, Shivers-McNair attends to a changing cohort of makerspace regulars as they face challenges of bringing their vision of inclusivity and diversity to fruition, and offers an examination of how makers are made (and unmade, and remade) in a makerspace. Beyond the Makerspace contributes not only to our understanding of making and makerspaces, but also to our understanding of how to study making—and meaning making, more broadly—in ways that examine and intervene in the marking of difference. Thus, the book examines what (and whose) values and practices we are taking up when we identify as makers or when we turn a writing classroom or a library space into a makerspace.

It looks at elite level dynamics in China and discusses elements of power concentration including personalization, administrative centralization, and state control over economic assets. There is a general trend of deepening autocratization during Xi Jinping’s regime. Institutional arrangements in existing institutions such as Party bodies and the People’s Liberation Army, innovation of new institutions, and purges of opponents show a clear trend of power concentration. Before the Xi era, the central government shared power with regional administrations and China’s level of fiscal decentralization was relatively high in international comparison. More recently, the tide has turned towards increasing centralization. In the economic realm, China’s development model has many features ensuring Party control. New forms of control such as the social credit system have emerged along with traditional measures, such as state control of the financial sector and special arrangements guiding state-owned companies.

    Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption. This new perspective sheds important light on violence and radical protest in post-war Germany, as previous books have failed to examine to what extent these forms of resistance should be regarded as reactions to changing regimes of provision.
